WEEKEND CHAT
Scheduled Bank status for CCB very soon

Dinesh Manhotra

Not only employees even Jammuities have pinned their hopes on him as he is the youngest chairman of the Jammu Citizens’ Cooperative Bank. With his election as chairman, their is feeling among people that this youth will bring radical change in the management and functioning of their own Bank.

Established by the people of Jammu, the Jammu Citizens’ Cooperative Bank always gripped with one or another controversy. But his unanimous election brings a ray of hope that the Bank will accelerate its growth and progress.

Belonging to the rural area, newly elected chairman of the Citizens’ Cooperative Bank has reasons to make claims of improving functioning and accelerating growth of the Bank as he already has proved his capability during his tenure as vice-chairman. Before his election as chairman on April 16, 2001, he has served the Bank as vice-chairman for three years.

In his conversations youngest chairman of the Citizens’ Cooperative Bank, Mr Surjit Singh Manhas lists aims and objectives. Excerpts.

vBeing the youngest chairman what are your priorities ?

My first priority is to expand the Bank. Though the main aim of opening the Bank was to provide banking facilities to the people of Jammu region. But we could not expand our activities, as much as we had to, in the rural areas. So our Bank became a bank for urban people. I want expansion of the bank in rural areas. At present we have 3 branches in rural areas and very shortly we are going to opening three more branches. Presently we have Vijaypur, R S Pura and Akhnoor branches. We will open new branches at Bari-Brahamana, Samba and Katra.

Secondly to provide effective and speedy service to our customers we are going computerize all our branches.

vWhat are reasons of opening new branches at these places only. Why not at other places ?

It does not mean that we are not going to open branches in other places. In our expansion plan we will first open new branches at these three places. You know that Bari-Brahamana, Samba and Katra have much potential. So first we want to exploit that potential and then we will move towards other areas.

vAre you going to start some special schemes to attract rural masses ?

I donot think there is any need to start any special programme. Most of the programmes and schemes of our Bank have been formulated keeping in view the interests of the weaker sections of the society. Actually our Bank is for small bussinessmen, weaker sections and rural masses. Under Reserve Bank of India (RBI) guidelines we have to sanction 25 percent of loan cases in favour of weaker sections of the society.

vBut there is a feeling among masses that CCB is only for urban bussinessmen. What steps you are taking to develop confidence among common masses ?

First I want to make it clear that it a wrong notion. Our Bank is for all sections of the society. Majority of our programmes and schemes are for weaker section. The only problem is that common masses are not aware of our schemes. Rather people hesitate to contact us for loans. We have surplus amount for loans but we are not getting adequate response from people. The Jammu Citizens’ Cooperative Bank is for the people of Jammu region. Every person irrespective of caste, creed and colour should have to utilise services of the Bank.

vIs not your loaning process so complicated ?

No no. Our loaning process is very simple. It is rather simplest than any other Bank. One can get any loan within a week’s time. Even our Managers have powers to sanction loan upto Rs two lakh.

vWhat about recoveries ?

Our recoveries are also very good. One thing I want to mention here that progress and growth of Bank depend upon advances and recoveries.

Huge amount the Bank has earned as profit during last year is clear indication that advances and recoveries have been going in right direction. I do admit that we have facing problems in some recoveries but our overall recoveries process has been going very smooth. We have two special team only for recoveries.

vBank deposits have crossed 100 crores. Why there is delay in declaration of Bank as Scheduled Bank ?

We have deposit of Rupees 136 crores. You know that deposits to the tune of Rs 100 crores required for Scheduled Bank status. We have completed all formalities and forwarded the before the Reserve Bank of India. We are hoping that very soon our Bank will be given status of a Scheduled Bank.

vBeing a very small bank what steps you are taking to compete with other banks and to attract more and more customers ?

Though ours’ is a small bank but we are not lagging behind any other bank as far as customer services are concerned. Beside computerizing all our branches we are going to start other services for our customers. Apart from giving one percent more interest to senior citizens we are also going to provide ‘Door-Step’ services to them.

Major controversy in Leh

From Tashi Morup

Leh, May 11: A memorandum presented to the Prime Minister Atal Bihari Vajpayee recently by National Conference members Kushok Thiksey MP Rajya Sabha and Hassan Khan MP Lok Sabha has stirred up a major controversy in Leh especially among the Congress party leaders.

The two MPs from Leh and Kargil districts have sought both the Central and State governments’ attention towards the dismal power supply in the two districts while insisting for the Grid power supply. However, in the letter they have also mentioned that proposed 35 MW Nemo-Basgo and 18 MW Chutuk hydel projects undertaken by NHPC would have the problem of freezing and low generation during winter. This clause in the letter has apparently annoyed the Congressmen here in Leh as they think that it is a conspiracy hatched by NC party to sabotage the project already sanctioned by Government of India.

In a large rally held yesterday at Leh Polo Ground by Congress today MLA Tsering Dorjay said, the unnecessary statement and emphasizing on linking with Northern Grid via Kashmir contained in the memo to PM is conspired to hold up the Kashmir-dependency syndrome against Ladakh. While Thupstan Chhewang Chairman Hill Council said, such attempts by NC are also aimed towards taking away the credits for works done by Congress. He said, it was Congress who proposed for Grid power supply while ensuring the sanctioning of indigenous Nemo-Basgo hydel project, which has got the go-ahead signal from GOI and 395 crore rupees have been approved for this 35 MW project undertaken by NHPC.

This attempt, the Congress leaders said, was an addition to another controversy sparked off by a Bill proposed in the State Assembly in the recent session in April about removal of ‘Ailan-38’ a law prevalent since Maharaja’s rule in the State which legalize the ownership of a land for its custodian. The bill that enforces LB-7, a law framed in 1957, faced strong objection in the session which led to a decision to form a committee to suggest amendments needed in the law. Thereby the bill will again be presented in the next session whereby, MLA Tsering Dorjay said, it would be most likely to pass. In that situation, he said, an owner of a land procured since January 1, 1991 will be charged a land ownership amount, which if not paid in a stipulated time the ownership would be transferred to any buyer (a citizen of J&K) by the Divisional Commissioner. Even the Hill Council executive body, which is presently vested with the land authority in Leh, cannot intervene.

All this is allegedly being done to raise money in the wake of financial crunch the State Government is going through, Congress leaders said adding that passing of such bill would led to the alleged infringement of the LAHDC Act, which ensures land authority to the Leh Council.

During the forthcoming visit of Dr. Farooq Abdullah to Leh the Council will discuss these matters with the Chief Minister. They are also hopeful about the long awaited status declaration of the Council body by the Chief Minister besides other issues to be solved, Thupstan Chhewang said adding that this would be the last appeal to the CM before resorting to a strong protest.

However, Leh NC President Tsering Norboo Lampa terming the Congress allegations as untrue said, on the very next day of local radio announcement about the memorandum Kushok Thiksey released a press note in which it was cleared that the memo did not contained any statement against the Nemo-Basgo and Chutuk projects. On the contrary, Dr. Farooq Abdullah, Kushok Thiksey and other NC leaders met late Union Power Minister Kumaramangalam before to insist about these hydel projects which would greatly benefit Ladakh. And regarding the charging of ownership against the land illegally procured before 1991 is being done to regularize the ownership in view of large chunk of illegal land procured during militancy in Kashmir.

Meanwhile both NC and Congress have counter allegations that approaching MLA election is the factor behind the respective moves of the two parties.

Harsh demands constitution of Delimitation Commission

Excelsior Correspondent

JAMMU, May 11: National Panthers Party (NPP) leader and MLA Ramnagar, Mr Harsh Dev Singh has demanded constitution of Delimitation Commission in the state immediately.

Talking to reporters here today, he said after the completion of census the Government should pay immediate attention towards the delimitation of assembly segments as the population of the state from previous census has increased by 40 lakhs.

Mr Singh said the process should be started earlier as the Assembly elections are nearing now. He alleged that the Jammu has been discriminated against as the region deserves more number of seats as it has over two lakh more voters than Kashmir and area wise it is double than the Kashmir valley . Moreover, the nature of terrain is tough here, hence our right of seats becomes more than Kashmir, he added.

Making a strong dig at State Government he said depriving the Jammu of its equal share of Assembly seats is being done under a planned policy by the Valley politicians who want to continue their dominance and wrest the political power.

The MLA Ramnagar also demanded that while making the delimitation the reservation provisions of constituencies should also be assessed whether it is proportionately as per ratio or not.

He said though Constituencies have been reserved for Scheduled Castes but there is no such reservation for the Scheduled Tribes in the State.

Alleging discrimination with STs, he said though throughout India the Gujjars and Bakerwals have been given this right, the J&K is the only state where they have been deprived of it.

Mr Singh said the Gujjars and bakerwals are the patriotic people who have fought against the militants without falling into prey to their evil designs.

Welcoming the Chief Minister, Dr Farooq Abdullah’s announcement that elections will be conducted before the state Assembly completes its six year term he said I hope the Chief Minister will keep his word and dissolve the state Assembly after it completes the five year term and hold fresh elections.

He however, apprehended that the CM will backtract from his word saying that it is a habit with him that he has been making the commitments which he himself does not believe.

Highlighting the problems of the masses he said the power situation in the Jammu region is grim and Government should pay more attention to improve it.

He while hailing the regularisation of illegal connections in Jammu region expressed the hope that it will be done in other parts of state also.

Stressing on immediate measure be taken to tackle the drought situation in the Jammu region, he said the crops have been totally damaged by drought in his Assembly Constituency. He while demanding immediate relief for farmers affected by natural clamity said any delay in this regard will lead to their extinction.
