Rationalisation of pension

In the past the pay of J&K Govt. employees were very low as for instance, an office Superintendent i.e. Section officer (after promotion from Head Asstt) even upon revision of pay scales in 1982 came to be placed in the scale of 825-1240 and got a meagre pay + petty amounts of D A and medical allowance. Even with such meagre pay, the average emoluments for determining pensions were calculated on the basis of pay drawn during last 3 years. So very meagre pensions were granted to retiring employees.

In order to do justice and provide relief to the pensioners, the Govt. issued Govt. order No. 98F of 1988 dated 1.4.88 whereby after giving reliefs as provided vide para 1 (a), (b) and (c), it stands clearly laid down under this para that the amounts so arrived at will be regarded as pension/family pension/with effect from 1.4.87. But it is regretted that while determining the amount of relief/pensions under provisions of new orders issued with a view to dispensing bond denied justice to the old pensioners, this is last sight of and the concerned officials/authorities again revert to irrationalised pensions, which nullifies the relief intended to be granted to poor old pensioners. Moreover, certain recoveries over payments are also emerging, which were long back deducted from the gratuity dues of the concerned and for that payment orders authorising gratuity need to be looked into.

Release Ex-gratia

Sir,

I draw kind attention of the authorities concerned in Jammu and Kashmir Government and also central Government particularly of the Prime Ministers Mr. Atal Bihari Vajpayee and Mr. Lal Krishen Advani towards the pathetic tale under which, a young person from Nepal namely, Shri Sonam T. Lamba, aged 22 years, son of Shri Singhe T. Lamba died in prime of his youth while carrying ammunition in his capacity as a Porter on 08-05-1999 at forward post in Kargil during Vijay Operation. At that point of time, he was engaged as a Porter by third battalion of Punjab Regiment.

Since his death on 8-5-1999 till date, neither the Govt. of India nor the Government of Jammu and Kashmir paid any ex-gratia relief and all efforts in persuading these Governments have added miseries to our family, which is facing economic and otherwise ruination. Nobody cared for our miseries while tall claims are being installed by both the Govts. about their quickest reliefs to those who died for the cause of the mother-land at Kargil. Our family feels pride that our dearest Sonam T. Lamba died at Kargil-war but nobody at the level of Govt. of India or J&K Govt. cared to settle ex-gratia relief. The revenue authority including the Home Department of J&K too added salt on our wounds by doing nothing and taking our miserable plight inhumanly. For six months during winter-2000, I followed all the quarters in J&K but got disappointment when I returned from the Civil Secretariat empty hands just at the close of the offices on Friday last.

I would be obliged if the Governments of J&K and Central Govt. takes notice of this publication and settle the case of ex-gratia relief.

Charity begins at home

Sir,

Mr. Miyan Altaf, Minister for Health's surprise visit to Dental College is a welcome step. His intention to see working of the college and the problems facing the patients is quite appreciating. One hopes such visits are undertaken in the future also.

However, before taking such visits by the Ministers they should see the working of the Secretariat-the nerve centre of the state. 'Charity begins at home' is a well known adage.

The Civil Secretariat hardly works for more than 130 days in a year. Sundays, Saturdays, Friday, Gazetted holidays office movement in April and Nov. Bandhs, Hartals. curtail the working hours considerably. In this atmosphere, it is common man who face music. Things donot move quickly and in ordered manner, if someone explores about the progress of the file, it is told that file is missing or misplaced. Many a time leaflets bearing favourable remarks are found missing or detached off. Clearks and head clearks are not available. They always have a greedy stare at the visiting persons. Always dialogues are kept ready for purpose to unload the visitors packets. Some of the High officials are also hand-in-glove with the lower staff. All this makes mockery of work culture. I request the Chief Minister and other ministers to improve working in this office.

Militants mayhem

Sir,

In a series of violent acts being perpetuated by foreign militants on innocent civilian population all over J&K, an incident of a most heinous, inhumane and reprehensible nature has come to light, when it was learnt that two women of Kishtwar tehsil were not only subjected to an act of gang rape by a group of foreign militants hold up in the jungle but were also killed ruthlessly, to hide the unpardonable sin.

The incident came to notice, when two women, identified as Vargi daughter of Parsram and Hardavi, wife of Premnath of village Haloor in Kishtwar area of Doda district, were over powered by a group of foreign militants while they were collecting fire wood from the near by jungle. Finding a good opportunity to quench their unlimited thirst of lust and blood, these self confessed foreign warriors of Jehad, first raped them and then shamelessly killed them.

Religious affiliation notwithstanding, there was only one common refrain from all those witness to the torn clothes, battered faces and broken limbs at the site of incident that: "What was the fault of these innocent victims as they had only gone to the jungles to keep the fire of their home and hearth burning". Palpable fear; pervasive in the air and visible on the faces of the bystanders, was a stark reminder of the fact that the fault lies with them as they have not only been tolerating these barbarians for the past 10 years but some of them have also been colliding with them at times. A time has come when the local population of J&K should realise that these foreign mercenaries have no stakes in their well being, except completing their own mission of ruthless subjugation of local population; adoption of inhumane and barbaric means to achieve the same and making a fast buck at their cost.

Border fencing

Sir,

During this census, the three Rajasthan districts bordering Pakistan have seen a net population increase of 45 percent as against a state average of 25 percent. The Pakistan border needs to be fenced and lighted as soon as possible. This problem is likely to get worse because of the collapsing Pakistani economy.
