Reconsider Criteria

Sir,

Refer the news item regarding the J&K SSRB published in one of local dailies on 20.4.2001.

There are some points in our mind which we would like to convey to the State Government as well as the SSRB authorities.

Earlier, in any interview, there was consensus making and marks were being awarded to a candidate by the Convener on the advice of the expert members, but now as per this news item, all members in an interview committee have to award marks out of equal marks separately. It means now all the Members/experts are competent and keep alike powers in an interview committee. That's who at the time of an interview, such candidates who keep desire to seek favour are usually seen approaching the Members other than the Convener to seek extra favour. Here the claim of avoiding the favoritism gets defeated because when two Members in a committee decide to favour some candidates, the marks being awarded to them by the Convener of that committee hardly keeps importance.

Earlier, when any selection list was being issued, qualification of each and every selected candidate was being mentioned against her/his name. But now the qualification is not being mentioned in any selection list for the reasons best knows to selection authorities. In our view, earlier there was quite transparency as a selection list with mention of qualification was not leaving doubts among the selected/unselected candidates whereas a list without mention of qualification leaves doubts among candidates with regard to its fairness.

Despite the claim of reformatory measures raised in the SSRB, the authorities have not been able to stop trend of money collection by some insiders as well as outsiders from candidates for various posts. We will like to submit here that about two months ago, when a selection list was to be issued by the SSRB, one of our friends (who had appeared in the interview for that post) was fully confident of being selected and he was even knowing that at which Serial Number his name was figuring. At that time, we did not believe him but after the issurance of that selection list, his claim proved to be true.

Presently, the SSRB is conducting interview for the posts of Teachers. The Notification regarding short listing of these interviews, has sent a shock wave among those candidates who, since the last date of submission and now their such qualification is not being entertained. With this, the number of sufferers is to large than those of the beneficiaries. This way, the higher qualification especially B.Ed which is the necessary qualification for a teacher, is going waste and most of such candidates are going overage.

Keeping this in view, we humbly request to the Chairman, SSRB, to kindly recast the criteria again and issue Notification for consideration of higher qualification achieved by candidates since the last date of submission of application forms for these posts till date. According to a ruling of the Supreme Court of India, the updated qualification of candidates in any selection should be considered till the making of the selection list.

Election funds and corruption-I

Sir,

Politicians require integrity of character more than any other section of the community. In view of the all-prevading influence of politics in the present day life of the people, lack of character amongst the politicians pollutes all other activities. Gandhi Ji set very high standards in dealing with public funds. He was meticulous in keeping proper accounts for every rupee collected and spend.

The most regretful feature in political life today is the way in which political funds are collected and spent. In the name of election-funds huge sums are collected especially by those in power for which they are not accountable to anybody even to the political party to which they belong.

This has been the main source of corruption which has badly affected the entire nation. Unless acceptable codes of conduct are evolved in regard to the collection of party funds and maintenance of correct accounts for these funds, it will be impossible to drive out corruption. Since the main source of power namely politics gets corrupted, it pollutes the entire moral fabric of the nation.

As Gandhi Ji confessed, "I felt compelled to come into the political field because I found I could not do even social work without touching politics. I feel that political work must be looked upon in terms of social and moral progress.

In democracy no facet of life is untouched by politics."

Politics is a profession to serve the people through the exercise of political power. Unless this power is exercised with efficiency and impartially, society is bound to suffer. Particularly, those who occupy positions of power should have the ability to function effectively in the discharge of their functioning so that the common public is benefited with the correct and dedicated work by the politicians

Election funds and corruption-II

Sir,

It refers to recent revealings of cases of corruption/charecterlessness on persons seated on high posts! Since various Governments can never have a will, corruption cannot be eliminated from this country. Chief Vigilance Commissioner has forwarded a 3-phased formula to eliminated black money from the country. But even suggestions from such a constitutional authority are not valued by our rulers because of obvious reasons.

Judicial and legal systems will also have to be rectified through constitutional amendments of a manner that it may become different for greedy lawyers to contest in favour of admittedly false cases.

Poll reforms can also check political corruption which serves as mother of all other corruptions at next lower levels. But Lok Sabha will never-never enact reforms of national and public interest. It is high time that veterans like H D Shourie, T N Sheshan etc may initiate a well-publicised move to Rashtrapati Bhawan to persuade President of the Republic to take some extra-constitutional steps bypassing not-so-effective Parliament to promulgate necessary ordinances for political and judicial reforms! Need of the hour is 'internal emergency' of Yesteryears which was termed as Festival of Discipline by Vinoba Bhave in its initial days!
