Blaming Treasury officials-I

Sir,

Mr Sain Dass Sumbria Accounts Officer (Retired) in his write up published in DE April 11, 2001 has admitted that there may be some lapses on the part of the Fund officials but at the same time he held Treasury Officials responsible for the incompletion of accounts of G P Fund and Insurance on the grounds that they do not check the G P Fund and State Life Insurance properly before detachment of the same from pay bills and sometime they misplace the same in the Treasury which is not acceptable as the Treasuries in accordance with the standing government orders pass the pay bills on gross basis thereby showing the amount of G P Fund and SLI as receipt in their accounts books and after close of every month they prepare receipt and payment accounts of these both heads separately and there they deliver the same alongwith receipt/payment vouchers in respective G P Fund S.L.I offices against proper receipt after which whole responsibility for maintenance of the accounts lies on these said offices. Similar is the procedure of preparation and delivery of Treasury Accounts to audit office in respect of other vouchers but there is no complaint of missing vouchers etc. However, if there are any shortcomings in the GP Fund/SLI. accounts the same can be got set right at the time of delivery of accounts or at later stage by pointing out to the concerned in black and white but these lame excuses for incompletion of the individuals accounts who contribute from their hard income of pay cannot be accepted by them. Had this all been in some bank the concerned would have got the correct payment on due dates. There are also some defects in the system which are given as under :-

Annual Accounts statements do not indicate the missing credits which need to be recorded in details with the reasons for non inclusion of the same in the accounts statements.

When any individual applies for final refund on the retirement or transfer of his balance to another Distt on his transfer he has to supply debit/credit statement duly authenticated by the DDO from the start of subscription whereas the same is required only for the period after the issue of last G P Fund account statement.

The remedy lies only in accountability and if it is not possible then some new procedure on the lines of disbursement of pay through J&K Bank needs to devised and G P Fund/SLI accounts of individuals transferred for further maintenance by the J&K Bank.

Sir,

In reference to the letter published in your esteemed paper dt March 29, 2001, complaining about the chaos at the Fund office it is sufficient to say that the entire administrative system in the State is out of gear because the officer cadre appointed since the advent of (so called) popular rule is to be rated in the category of incompetence and totally incompatible with the nature of work in the State offices particularly in the Civil Secretariat which is sanctum sanctorum of the entire State administration nomenclatured as the seat of the Government.

One would have no objection to the recruitment to the gazetted as also to the non-gazetted services provided it had been made on simple merit and merit alone even if it was confined to one or two communities only.

This writer having once been part and parcel of the Government for more than three decades beginning with the feudal system of rule over the State to the time when late Sheikh Mohammad Abdullah, took ever as the Chief Minister, does verily remember the time when Ghulam Ahmad, the then Chief Secretary (1949-1963) who was not so competent as his place of posting demanded but drew the administrative machinery so ably by invoking the rod of authority and comradeship of the good and competent officers (both gazetted and non-gazetted). Today things are quite different. Neither is the officer cadre competent to do justice to the heavy pay packet each one of them swindles into his private coffers nor is the staff quite conversant with the norms, rules and the standad of office work. During the feudal rule competition was held among the graduates only and those candidates were taken in the Secretariat service who fared well in the test and it was this cadre out of which men were selected for promotion to the gazetted cadre in the promotion quota besides these who were taken in the Kashmir Administrative Service (KAS) quote. All that is now past history. This writer, an old man now, really feels that it is some Divine Force that makes the Government machinery function though ostentatious in temper but competence at the abysmal depth.

Declare result

Sir,

We are the students of camp colleges running in Jammu Division under Kashmir university (K.U) We have given our BA/B.Sc/B.Com final exams in Dec. 2000. And on 21.4. 2001 the KU declared the results of the said class except that of migrant students. When we discussed the matter with Sub Office of KU at Jammu the authorities there simply ignored us. Now we want to know why this discrimination is being meted out to us ? Why we are suffering without having our any fault? Are we not Indians? Do not we belong to J&K State? Is that only because we are Kashmiri Hindus. Why this process happens again and again! Why we are forced to fight?

We request to the concerned authorities of the Kashmir University do justice with the migrant students.
