JAMMU, Mar 23: An indefinite curfew was clamped in Poonch town and army was called out after some College students, protesting desecration of a holy book at Amritsar, went on rampage and clashed with police and civilians resorting to heavy stone pelting. Five persons were injured in the clash which took place when Director General of Police (DGP) A K Suri was holding a meeting for maintaining communal harmony in Poonch town.

A complete bandh was also observed in Doda district amidst mounting tension against the sacrilegious act. Security arrangements have been intensified in the entire Doda district.

Our Poonch correspondent reports that state police chief was holding a meeting of all communities at Dak Bungalow in Poonch and persuading both communities to maintain peace. However, a group of degree college students marched in the town in a procession shouting religious slogans at about 12 noon.

Students clashed with other youths and shopkeepers forcing closure of shops and business establishments. They subjected police parties and shops to heavy stone pelting triggering retaliation from police personnel.

Cops fired teargas shells and resorted to lathicharge at several places in the town, the reports said, adding that clashes continued for about an hour. Entire town was filled with stones and smoke of teargas shells, creating panic among shopkeepers, who downed their shutters and fled away. Government offices also wore a deserted look.

Police and civil official rushed to the spot and ordered imposition of curfew in the entire town. As mob didn’t disperse even after the imposition of curfew and continued to fight pitched battles with cops, the administration deployed army in the town.

Troops strictly enforced curfew restrictions after which law and order was restored. Official sources said situation was ‘very tense’ in the town though it was brought under control by army personnel.

Reports said that majority community had earlier given a call for bandh in Poonch on Monday to protest burning of holy book in New Delhi but with the intervention of administration the call was deferred to Friday. Today, announcements were also made from some religious places for protest against desecration of religious place.

Our Doda correspondent adds: All shops and business establishments remained closed during the day today in entire district against sacrilegious act.

Amidst mounting tension, people came out of their houses and took to streets at many places shouting religious slogans and denouncing the act of burning a religious book at Delhi and Amritsar. They were demanding stern action against the accused.

After Friday prayers this afternoon, several people took out processions. Authorities deployed police and para-military personnel in strength in all sensitive areas of the district to keep a vigil on the situation.

However, no untoward incident was reported from any part of Doda district, official sources said.

JAMMU, Mar 23: Cautioning people against evil designs of some forces who are hell bent to disrupt peace in the country, Chief Minister Dr Farooq Abdullah today strongly condemned sacrilege of holy Quran at Amritsar, Patiala and other places. He said that these incidents were part of a deep rooted conspiracy of some agencies.

Addressing a function organised by the J&K Motor Transport Companies Association, he said the sacrilegious acts were executed by some elements at the behest of anti-national forces trying to create communal divisions between different sections of the society. "No Hindu or Sikh can desecrate holy Quran as this sacred book is also pious for them like their Muslim brethren ", he said, adding "it is rather a gimmick of some forces to divide Hindu, Muslims, Sikhs and Christains to accomplish their nefarious designs.

Expressing anguish over the incidents, the Chief Minister appealed to the people to strengthen secular fabric and maintain brotherhood and peace at any cost. "No religion teach us hatred. Those who have been committing these acts are not serving their religion", he said and added that service of humanity was the sole motto of every religion.

Dr Abdullah said that country has been passing through a crucial phase and it was duty of every citizen to maintain brotherhood and communal harmony to frustrate nefarious designs. "Instead of spreading hatred we should have to work for uniting hearts and giving healing touch to our fellow country men’’, he said.

Coming down heavily on Taliban regime for demolishing historical statues of Buddha, Chief Minister said, "Taliban can destroy Buddha statues but they can not change history. History will remain there whether these statues remain there or not". " I donot understand why they are destroying statues of these Buddha as it is part of the history of Afghanistan", he stated while expressing his anguish over the incident. He further stated, "one can not destroy any religion by using force or oppressive methods.

Earlier responding to the demands raised by the transporters in the meeting, Chief Minister assured the transporters that transport would be declared as an industry in the current Assembly session. "Before discussion on the grant allocation of Transport Ministry I will convene a meeting of the Cabinet to grant industry status to transport", Dr Abdullah said amidst tumultuous applause from the transporters.

Chief Minister said that he was very much aware of the difficulties being faced by the transporters. "Being back-bone of the economy our State, we will leave no stone unturned to solve problems of the transporters", he said.

Appreciating efforts of Harbans Singh in highlighting woes of the transporters, Dr Abdullah said, "due to his honesty, sincerity, dedication and hardwork Harbans Singh has been included in the Cabinet with a hope that he will serve with same zeal ". "Had Harbans Singh won elections in 1996 he would have been Minister much earlier", he regretted but shifted blame on Sikh leaders for his defeat. "Due to some personnel differences some Sikh leaders opposed Harbans Singh during Assembly elections", he said. "I was fully confident of his success in the 1996 Assembly elections but it was all due to non-cooperative attitude of some Sikh leaders that he lost elections", he recalled and added, "It is regrettable that Mahant Ji and Sudershan Singh Wazir had not supported Harbans Singh in that election".

Chief Minister, however, advised Harbans Singh to iron out differences with other Sikh leaders and work for the betterment and upliftment of the community. "Mahant Ji is a respectable person while Rangil Singh is a experienced politicians", Chief Minister said and added that it was need of the hour that all Sikh leaders including Harbans Singh and Billa would unitedly work for the betterment of the Sikh community.

He further assured that he would ‘adjust’ Rangil Singh some where to pacify him.

Dr Farooq Abdullah appreciated Sikh community for not migrating from the Valley despite repeated militants’ attacks. "Sikhs deserve appreciation as they have been bravely facing challenges of the enemy in the Valley", he said and hoped that gun culture prevailing in the State would come to an end one day.

Speaking on the occasion, Mr Harbans Singh, Minister for Employment, Sports and Gurudwara Affairs, assured the transporters that he will strive hard to mitigate their woes. Mr Singh said being a transporter he was very much aware of the problems of the transporters. "I will raise problems of the transporters in the Cabinet meeting for their early redressal", he said.

Minister of Transport, Mr Ajat Shatru Singh, while addressing the meeting assured that industry status would be given to the transport very soon. Responding to the other problems highlighted by the transporters, Mr Singh said that State Government would seriously consider their all demands.

President of the J&K Motor Transport Companies Association, Mr T S Wazir while speaking in the function highlighted problems being faced by the transporters. He demanded industry status for transport, availability of medical care on the Jammu-Srinagar National Highway, grant of proprietary rights to the allottees of plots in Transport Nagar, grant of fresh permits etc.

Cooperative elections in April-May: Ramzan

JAMMU, Mar 23: The Agriculture Minister, Ch Mohammad Ramzan today announced holding of elections to cooperative institutions to restore their democratic character in Jammu and Kashmir. This is the second major decision taken by the State Government in restoring democracy at grass-root level in the militancy hit State after the success achieved in Panchayat elections. These elections are being held after a gap of 25 years.

Winding up the discussion on the demand of grants of the departments of Agriculture and Rural Development in the Legislative Assembly today, the Minister said that election to the multi-purpose cooperative societies will be held in April, marketing societies in the first fortnight of the May and Apex level institutions in the last week of May.

Mr Ramzan said that the process of Panchayat elections, which started in the month of January this year, has been completed in the entire State except the districts of Pulwama and Anantnag and three blocks of Budgam district. He said this process has been achieved despite the fact that against our requirement of 150 companies of paramilitary forces, the Centre made available only 20 companies for conducting these elections in the State.

The Agriculture Minister made a mention of drought condition in the State and said that there had been 72% less rainfall during October and March this year resulting in low discharge in rivers and reduction in water table. Referring to the special efforts being made to tackle the situation, he said the Government has formulated a Micro Management Project under which Rs 16 crore are being spent this year and Rs 45 crore next year. He said the Government of India have already released Rs 10 crore, of which Rs 4 crore have been provided for agriculture sector and similar amount for horticulture sector. Besides Rs 1.60 crore has been earmarked for purchase of pump sets. He said Task Force at State level and Divisional levels have been constituted to monitor the situation arising out of the continuous dry spell. He said the SUKAST has devised new cropping pattern, which require less water. He said 4000 quintals of high varieties of seeds of paddy and wheat valuing at Rs. 21 lakh have been kept in readiness for distribution among the farmers.

Another measure proposed is the introduction of new agriculture insurance scheme, he said and added that this would cover all risk to crops and the premium would be 1.5% to 3 %, half of which will be paid by the government. The State cabinet will take the decision on it soon. Efforts are being made to bring horticulture sector also under the scheme.

Mr Ramzan said that introduction of Kisan Credit Cards Scheme, launched by the Chief Minister in 1998, is a revolutionary step towards improving the financial capacity of farmers in pursuit to higher agricultural production. He said by next three years entire farming community of the State would be given Kisan Credit Cards. He said 15,000 cards have been issued to the farmers this year while one lakh such cards will be issued next year.

The Minister said there has been significant increase in the production of food-grains, milk, wool and mutton during the last two years in the State. He said the State achieved a record production of 18 lakh metric tonnes of food-grains this year against 14 lakh metric tonnes in 1999-2000. This achievement was made possible by transfer of technology and timely supply of inputs to the farmers.

He said out of 14 lakh hectares of agriculture holdings, 7 lakh hectares are cultivable and irrigation facilities are available to only 3 lakh hectares. He said the agriculture sector contributes 39.68 % to State's grass domestic product.

The Minister said that there is no shortage of chemical fertilizers and sufficient stocks have been raised in advance to meet the requirements of the farmers. He said over 15,000 metric tonnes of chemical fertilizers have been stocked in JAKFED and Agro-Industries. MOP has been imported from Jordan to meet the demand of the farmers.

Referring to allegation of sale of spurious fertilizer, the Minister said that the Government have made the law more stringent for such offences. He said punishment of Rs 500 has been raised to Rs 50,000 and in case of second offence the fine would be Rs 75000 with two years imprisonment. He said the Government is contemplating to set up a separate Enforcement Directorate to monitor such sales and bring the unscrupulous elements to book.

Ch Ramzan said that the Rural Development Department has sent 2,720 projects to the Centre for approval under National Rural Road Connectivity Programme launched by Prime Minister, Mr Atal Behari Vajpayee. R. 25.34 crore have already been released for the purpose while Rs 80 crore are expected to be provided next year.

The Minister also highlighted the achievements of horticulture sector and said that horticulture production has increased from 8.60 lakh metric tonnes in 1995-1996 to 11.5 lakh metric tonnes last year, registering an increase of 35 per cent in four years. The area under orchards has gone up to 2.17 lakh hectares from 1.98 lakh hectares in 1995-1996. He said that horticulture sector generates a revenue of Rs 1000 crore annually besides foreign exchange of Rs 50 to Rs 60 crore through import of Walnuts. He said 16 satellite markets are being set up in the State to provide marketing facilities to the orchardists. Rs 23 crore have been provided for acquisition of land required for these mandies. The work on Rs 14 crore self-financed Sopore fruit mandi is in progress and 700 shops sites are being allotted to the prospective orchardists soon.

Mr Ramzan said that the State is poised for self-sufficiency in milk production in next three years. He said the milk production has touched 962 thousand metric tonnes in 1998-1999 against 930.19 thousand metric tonnes in 1997-1998 indicating a growth rate of 2.79% annually. The egg production has crossed 430 crore eggs against 410 crore eggs in 1997-1998 reflecting the growth rate of 3.4%. Similarly the mutton and wool production has reflected annual growth rate of 4.9% and 6% respectively.

The Minister said that the cocoon production has registered 14% increase during last one year. The production has gone up to 8.28-lakh metric tonnes kilogram in 2000-2001 against 7.31 MT kilograms in 1999-2000. 'A' grade cocoon production has been registered at 83% in Kashmir and 70% in Jammu. The average productivity of cocoon has increased to 35 kilograms in 2000-2001 from 15 kilograms in 1995-1996.

Mr Ramzan said that greater thrust is being laid on Vegetable cultivation and various steps have been taken to boost production. He said as a result of these measures the import of vegetables have come down. Against the import of 1.65 lakh tonnes of vegetables in 1999-2000, the State imported only 97000 metric tonnes in 2000-2001. He said Rs 2 crore have been earmarked for current year to boost the vegetable cultivation in the State. For the first time the State also export it 3404 quintals of tomatoes and quail flowers to different State of the Country.

Mr Tarigami and Mr Somnath withdrew their cut motions while the House rejected the motion moved by Mr Prithvi Chand. Mr Shiv Charan Gupta and Mr Harsh Dev Singh who two had moved cut motions were absent when these were taken up and hence rejected by the House. Later the House passed the grants amounting to Rs 4, 11, 17, 54, 000 for the departments of Agriculture and Rural Development.

Plea for personal exemption rejected
TADA court issues non-bailable warrants
against Yasin Malik

JAMMU, Mar 23: District and Sessions Judge, Presiding Officer TADA Court, Mr Sain Dass today issued non-bailable arrest warrants against senior Hurriyat leader Mohd Yasin Malik and sent these warrants for execution to Director General Central Bureau of Investigation (CBI), New Delhi and DIG Crime and Railways, Jammu.

Before issuance of the non-bailable warrants against Yasin Malik, the Judge, after hearing the arguments on the application filed on behalf of him (Malik), seeking exemption from personal appearance, rejected the application after considering the arguments advanced by CBI counsel and Special Public Prosecutor Officer of the State. The Judge further directed the CBI and State Police to produce the accused in the court on the next date of hearing.

Supremo of outlawed Jammu and Kashmir Liberation Front (JKLF), Yasin Malik, alongwith others, is facing trial in two cases investigated by CBI. A challan was presented by the investigating agency in a case of killing of Air Force Officers and kidnaping of Rubiyya Sayed, daughter of former Home Minister Mufti Mohd Sayeed, besides other case of shoot-out at Badshah Chowk in which one civilian was killed and two BSF personnel injured.

These cases were investigated by the State Police and challan presented in the TADA court. All these cases, besides dishonouring National Flag, were pending in the court.

Malik, was granted bail with the direction not to leave the jurisdiction of the court, without prior permission.

However despite the direction of the court, Yasin Malik had gone abroad without the TADA court’s permission.

Student killed in Baramulla; curfew imposed

SRINAGAR, Mar 23 : A National Conference leader and three militants were among five persons killed while seven civilians injured in a grenade explosion in different militancy related incidents in Kashmir valley since yesterday.

Meanwhile, a student was killed when security forces opened fire at the cement Bridge at Baramulla in North Kashmir to disperse demonstrators shouting slogans against the burning of Holy Quran in Punjab. The demonstrators also set on fire an ancient temple in the old town of Baramulla.

According to official sources, militants shot dead a National Conference block president Safdar Malik alias Sabli Mukdam when he was returning home after meeting a relative in Sonapah village in Beerwah, Badgam today.

The sources said that the slain leader, who was a Numberdar and active in the area, had, however, dissociated himself from National Conference by publishing an advertisement in this regard recently in a newspaper. However, despite his disassociation, he was shot dead, the sources said. The militants later managed to escape towards Beerwah town without being arrested, the sources further said.

An Al-Bader militant identified as Ali Asgar alias Sohail of Illama Iqbal Town,Lahore Pakistan was killed and his three colleagues were arrested after an encounter with Army, which raided their hide-out on a tip off in village Hajipeer in Achabal area of Anantnag . One AK rifle, besides two hand grenades were recovered from the slain militant, the sources said.

In an inter-gang rivalry, the activists of Hizbul Mujahideen and Al-Fateh today clashed with each other, resulting into a death of one Firdous Ganai alias Hamza of Watpora Bandipora. Hamza, who was earlier active member of Hizbul Mujahideen had, later disassociates himself from the outfit and was self-styling himself at Battalion Commander of Al-Fateh, the sources said.

Another militant Mohammed Amin Mir, who police said was a self-styled district commander of Hizbul Mujahideen and was in custody, was killed in a shoot-out between militants and a joint party of BSF and police which was taking him for recoveries in Shopian area of Pulwama district. The official sources said that Mir died when some militants fired upon the security forces at Pinglian, Pulwama today. Three BSF personnel, besides a jawan of local Police was also injured in this incident. The local people, however, claimed that Mir was killed by security forces in a fake encounter. They further said that it was the same militant who was responsible for killing a BSF jawan at Pandhan, Nowhatta yesterday.

Seven labourers were injured when a grenade lobbed by militants at a picket of 100 Bn of BSF missed its target and exploded on the road at Vichar Nag in Soura locality here.

Meanwhile, a student was killed when security forces opened fire at the cement bridge in Baramulla to disperse demonstrators shouting slogans against the burning of the Quran in Punjab. The demonstrators, mostly students from different educational institutions of the district, were taking out a procession in the town shouting slogans against the Prime Minister and the Shiv Sena.

Police burst tear-gas shells and used batons first. However, when these measures failed in breaking up the demonstration, security forces posted near the cement bridge opened fire in which a student Mehraj-ud-Din Sheikh was critically wounded.

He died before he could be admitted to hospital, official sources said.

The sources said that after the shoot-out, the demonstrators retreated back to the old town where they later set ablaze an ancient Temple known as " Gousain Mandir"

Officials described the situation in the town as tense but under control. Later curfew was imposed in Baramulla.

Police had a tough time dispersing students at Kupwara also where a protest demonstration was organised against the burning of the holy book.

Shops and business establishments in Baramulla, Sopore and Kupwara remained closed and traffic was off the roads.

This is the second time that the people of Kashmir valley have registered their protest against disrespect to Holy Quran. Meanwhile, two extortionists were arrested from Kunzar Tangmarg who had barged into the house of one Mohd Ramzan Teli yesterday. The duo have been identified as Bilal Ahmad Pir and Sareer Ahmad Pir. One SLR which they had earlier stolen, was recovered from their possession.

NEW DELHI, Mar 23: Accusing Pakistan of making continuous efforts to sabotage the prospects of peace in Jammu and Kashmir through stepped-up violence, the Minister for External Affairs, Mr Jaswant Singh, has declared that India won’t permit Pakistan to interfere in the internal affairs of J&K.

The State of Jammu and Kashmir, Mr Jaswant Singh has also declared, "is an integral part of the Indian Union". Describing Kashmir’s accession to India as "final", he said that a part of the territory of Jammu and Kashmir "is under the forcible and illegal occupation of Pakistan".

Stating that Pakistan "has no role whatsoever to play" in matters pertaining to the internal affairs of India, Mr Jaswant Singh asserted that the Government of India was firm in its resolve to take "all necessary measures" to defeat Pakistan’s sponsorship of cross-border terrorism and preserve the security and territorial integrity of the country.

Referring to the third extension of the period of non-initiation of combat operations against militants in Jammu and Kashmir, the External Affairs Minister said that while the Government had indicated its willingness to talk to all those who abjure violence, the initiative "is only for those who wish to benefit from it".

He also asserted that the security forces had been given clear instructions to act decisively against any one who wished to sabotage the prospects of peace in J&K. He said that Pakistan’s sponsorship of cross-border terrorism in J&K and other parts of India had been appropriately and effectively brought to the attention of the international community. And he claimed: "Members of the international community now openly acknowledge Pakistan’s sponsorship of cross-border terrorism".

Stating that terrorism "is a serious threat" to the security of nation States as well as to regional and international security, Mr Jaswant Singh pointed out that many terrorist groups "are based in Pakistan and have close links with Pakistan’s official agencies". These groups, and Pakistan, project terrorism as jihad, he said and remarked: "This is self-serving and perverse".

The Government of India, Mr Jaswant Singh has also pointed out, is aware that Pakistan has been making propagandist calls for the resumption of dialogue with India "while at the same time stepping up its sponsorship of cross-border terrorism and violence in India". India’s position, he emphasised, remained "consistent and principled".

India, he said, desired the establishment of a relationship of peace, friendship and cooperation with Pakistan. The Government of India, he added, was committed to resuming the composite dialogue initiated by New Delhi in 1998. He also emphasised: "Pakistan must end its sponsorship of cross-border terrorism, in order to create an appropriate environment, which is an obvious requirement for the resumption of a meaningful dialogue".

When his attention was drawn to ‘Track-II’ diplomacy in operation for resolving the Kashmir crisis, Mr Jaswant Singh sought to explain that while the term ‘Track-II’ was used in popular parlance, and in the media, to describe the exchange between academics and scholars and journalists from India and Pakistan, these meetings on a broad range of subjects "are of a private nature and do not have any official significance".

Mr Jaswant Singh also sought to highlight New Delhi’s standpoint: Under the Shimla Agreement and the Lahore Declaration, which are the cornerstones of India-Pakistan bilateral relations, both India and Pakistan are committed to resolving all issues peacefully through bilateral discussions.

Govt rules out increase in age limit for jobs

JAMMU, Mar 23: The State Government today ruled out any increase in upper age limit for employment in Government services from present 35 years to 37 years.

"It wouldn’t be possible for the Government to increase the upper age limit but Government would consider the suggestion", R&B Minister Mohi-ud-Din Shah told the Legislative Assembly today on behalf of Chief Minister Dr Farooq Abdullah in response to a Call Attention Notice given by Syed Abdul Rashid, G M Mir and Abdul Majid Mir, all NC MLAs.

In written reply to the notice, the Chief Minister said the Government had in 1996-97 added a temporary provision to relax upper age limit for appointment to Government services from 35 years to 37 years for a period of two years. Subsequently, the relaxation period was extended for another one year, which lapsed on December 31, 1999.

"Since all posts, which were created under the special package in 1996-97 have either been filled up or stand referred to Services Selection Board, there was no justification to continue the temporary provision of two years age relaxation any more", the written reply said, adding ‘the temporary provision, added to the rules, has therefore ceased to exist from January 1, 2000.

According to the reply, the upper age limit for entry into the State Government services is already at higher stage as compared to the limit fixed by Government of India, which is 28. However, the candidates from Jammu and Kashmir with a maximum age limit of 33 years are eligible for consideration for Government of India jobs. This dispensation would be available till December 2001.

NC members Syed Abdul Rashid and Ghulam Mohi-ud-Din Mir, however, pleaded for keeping the upper age limit for recruitment at 37. Mohi-ud-Din Shah pacified them saying the Government would consider their suggestions.

Entire Oppn walks-out on Gujjars issues

JAMMU, Mar 23: Majority of Opposition members today staged a walk-out in the Legislative Assembly protesting against Government’s discriminatory attitude towards Gujjar and Bakerwal community. Oppositions MLAs expressed dissatisfaction with the reply given by Education Minister Mohd Shaffi on behalf of Social Welfare Minister Bashir Ahmed Kitchloo.

The Opposition members alleged that legislators were always ignored in the formation of Welfare Boards for Gujjars and Bakerwals. Moreover, they said, Gujjars and Bakerwal representatives are chosen only from urban areas ignoring the claims of rural belt.

The Bharatiya Janata Party (BJP) Legislature Party leader Lala Shiv Charan Gupta said the benefits meant for Gujjars were being taken away by some ‘Kharpanchs’ (middlemen) and were not reaching to the deserving people.

National Conference member from Inderwal Qazi Jalal-ud-Din said about 35 per cent population of Doda was inhibited by Gujjars and wanted to know how much amount has been spent on them and what was the role of an MLA.

Congress (I) MLA from Basohli Chowdhary Lal Singh was also critical of the Government saying all quota of Scheduled Tribes (STs), meant for Gujjars and Bakerwals, was being cornered by urban areas.

Not satisfied by the Minister’s reply, all Opposition members, present in the House, walked-out shouting slogans. They included Lal Singh, Balbir Singh and Chering Dorjey (Congress-I), Abdul Gani Veeri and Mohd Sultan Panditpori (People’s Democratic Party), Sagar Chand and Som Nath (BSP) and Harshdev Singh (Panthers Party).

In his written reply to the question of Panditpori, the Social Welfare Minister said there was no Welfare Board for Gujjars and Bakerwals in the State. However, Advisory Board for Development of Gujjars and Bakerwals stands constituted.

He said no separate funds were being allotted to the Advisory Board for development of villages inhabited by Gujjars and Bakerwals. The development works are being funded under normal district plans.

Advani rules out NDA Govt’s resignation

NEW DELHI, Mar 23: Home Minister L K Advani today ruled out resignation of the NDA Government as demanded by the opposition in the wake of the Tehelka expose.

"The opposition is to be fully blamed for disrupting parliamentary proceedings bringing disrespect to democracy. The demand for resignation of the Government is anti-democratic and unjust and we are not going to oblige the opposition. Till we have majority in Parliament and the people’s mandate, we will run the Government", Advani said at an emergency meeting of the BJP Parliamentary Party here.

He said there had been voting four times in the House on the motion of thanks to President’s address, BALCO and the vote on account on general budget and railway budget and "the Government won all the four with a big majority".

Advani described the Tehelka tapes as "doctored and edited and there is a question mark on their credibility", party spokesman V K Malhotra told reporters.

The Home Minister said this was so specially in the case of the tapes telecast last night by a private TV channel where the rooms appear to have changed from the earlier ones.

Hitting out at the Congress, Advani said it talked of national security but when the Government was prepared for a debate on the Tehelka expose, they were demanding resignation of the Government.

"The opposition talk of national security. This Government when it undertook Pokharan and later tackled Kargil, showed how serious it was about national security.

"On the other hand, at the time of Kargil when Lok Sabha was dissolved, the Congress demanded convening of a special session of Rajya Sabha to discuss it when our soldiers were shedding blood for the country. On the other hand, when the Government is ready for a debate on Tehelka issue, Congress is not ready for it but is demanding Government’s resignation", he said.

Briefing the members, Jaswant Singh, who was recently given additional charge of defence, said action was being taken against all officers - defence and civilian - with three of four civilian officers being suspended.

He said all Tehelka tapes were being assessed by the ministry. (PTI)

Meenakshi taken to Delhi by CBI

UDHAMPUR, Mar 23: Teen-aged Meenakshi has been whisked away by CBI to its headquarters in New Delhi for investigations and reportedly for a fresh medical examination.

According to reliable sources, the girl was taken to New Delhi by a CBI team which included a woman Inspector on Wednesday evening. She hadn’t reached her house till tonight.

Sources said Meenakshi was expected to undergo a fresh medical examination as reports of two medical tests conducted at Indore and Jammu earlier described her as virgin, which was contrary to girl’s allegations that she had been gang raped.

One of the family member of Meenakshi was also accompanying her to New Delhi.

Processions in Rajouri

RAJOURI, Mar 23: A call for bandh in Rajouri tomorrow was given by several organisations of majority community today to protest alleged desecration of holy book in Amritsar.

After Friday prayers today, people took out a procession in the town from two main Mosques shouting religious slogans and condemning sacrilegious act.

Later, the organisations gave a call for bandh tomorrow.

Laxman not to attend national executive meet

NEW DELHI, Mar 23: Having embarrassed BJP by handling wads of currency notes on Tehelka tapes, former party president Bangaru Laxman has decided to keep away from the two-day national executive of the party beginning here tomorrow.

In a letter to party president Jana Krishnamurthi, Laxman said he was not attending the meeting to "enable members to deliberate and discuss the matter relating to the so-called Tehelka expose in a free and frank manner in my absence." Laxman met Prime Minister Atal Behari Vajpayee this afternoon and apprised him of his decision, he told reporters here.

Madan Das Devi who is RSS joint general secretary had also met Laxman which was described as a "casual meeting", by Laxman.

The national executive is expected to discuss the Tehelka expose in detail and its political fallout on the image of the party, the NDA coalition headed by the party and its impact in the coming Assembly elections.

The party is expected to finalise its strategy to counter the opposition offensive against the party and the coalition Government.

The executive will discuss the resolutions on political, economic and international situation, including the destruction of Buddha statues in Bamiyan, Afghanistan. (PTI)

Musharraf promotes Army officers superseding
several others

ISLAMABAD, Mar 23: In an apparent bid to cling on to power, Pakistan military ruler Gen Pervez Musharraf has for the third time superseded senior Army officers by promoting six Major Generals to the rank of Lieutenant Generals, displacing at least 12 officers of the same rank.

The promoted generals were however not given any new appointments, according to an official announcement here.

A major reshuffle in the top military hierarchy is also in the offing to strengthen Musharraf’s hands and facilitate major decisions in the near future, ‘The Nation’ daily said.

The elevation of the generals assumes significance in view of Musharraf’s scheduled retirement as Army Chief in October this year. Six of the 12 Corps Commanders, who are part of the core group of the military regime, are also retiring during the course of the year.

This is the third time since Musharraf’s take-over that such an action has been taken by the regime. The process started late last year when senior navy officials were superseded. This was followed by a similar reshuffle in the Army in December.

Those promoted as Lt General were Maj Gen Muhammad Akram, Maj Gen Syed Pervaiz Shahid, Maj Gen Ehsanul Haq, Maj Gen Ghulam Mustafa, Maj Gen Khateer Hassan Khan and Maj Gen Masud Pervez.

‘The News’ daily said among the 12 Major Generals superseded were General Officer Commanding Maj Gen Rehmat Khan and Maj Gen Iqbal Khan, based in Infantry School, Quetta, who topped the list of seniors in their ranks.

Besides being the Chief of the Pakistan Army, Musharraf holds the posts of Chief Executive and Chairman of Joint Chief of Staff Committee (CJCSC).

He is expected to relinquish the post of CJCSC in favour of a senior general and appoint a Vice Chief of Army to take command of the administrative matters of the Army.

But, sources said, Musharraf would retain the post of the Chief of the Army and announce the extension of his own services in October.

Also of interest would be how Musharraf would deal with the generals retiring this year.

Obviously he cannot extend his own service and retire others. The elevation of new generals suggest he could accommodate the retiring generals through other means, the sources said.

Already two retired generals have been appointed as Secretary Defence and Chairman of the Pakistan International Airlines.

According to reports, over 175 serving and retired Army officials garnered top civilian posts since the October 1999 military coup. (PTI)

Pak ultra shot dead in Samba

JAMMU, Mar 23: Border Security Force (BSF) jawans gunned down a suspected Pakistani militant at Mazra border post in Samba sector early today.

BSF sources said the militant was noticed by jawans of 39 BSF while trying to sneak into Indian territory. When asked to surrender, the ultra opened firing. BSF jawans replied the firing and gunned down the militant.

Identity of slain ultra couldn’t be established but he was stated to be a Pakistani national. From his possession, one AK-56 rifle with one magazines and 20 rounds, two hand grenades and some Indian currency was recovered.
