Impressive patriotic & folk songs presented by students

JAMMU, Mar 22: In the on-going " Display Your Talent" of the Students Welfare, University of Jammu, young talented students drawn from different PG departments and various colleges presented an impressive programme of patriotic songs as also folk songs today.

The programme held in the auditorium of the varsity, had group songs by teams from ten educations of higher education.

The Government Women College, Prade, Jammu had the distinction to be adjudged to stand first. Government Women College, Gandhi Nagar obtained the second position while the PG Department of Geography secured third position. For presentation of good performance, it was decided to give three consolation prizes in this contest.

The education institutions, which got consolation prize, in the contest are: Govt Women College, Udhampur; GGM Science College, Jammu; and PG Departments of Dogri, University of Jammu. In addition, Certificates of Merits were given to KC’s College of Education, Jammu and PG Department of Physic and Electronics.

The participating teams performed well and the audience appreciated the entire programme.

Besides, the guest artist, Mr Sham Sajan in accompaniment of rhythmists Vijay Anand and Lucky impressed the audience with his musical performance.

A large number of students, office-bearers of Campus Cultural Committee and Students Cultural Council as also the faculty members and teachers from different colleges attended the programme.

DPS tiny tots celebrate end of academic session

JAMMU, Mar 22: To celebrate the end of academic session of pre-primary classes, Delhi Public School today organised a colourful function in the school premises.

Chairman of State Women’s Commission Dr Girija Dhar was chief guest on the occasion while Deputy Commissioner Jammu Mr R K Goel also attended the function.

Tiny tots of the school presented various cultural items and enthralled their parents as well as teachers. The items were based on the theme of national integration, child fantasy, hopes and aspirations .

The Indian cultural aspects were put up through puppet and folk Dogri dance. The all pervading nature of presence of God, was staged by a skit ‘Peter and the God’. The programme concluded with a melodious rendition of of the National Anthem.

Speaking on the occasion, Dr Girija Dhar highly appreciated the quality, depth and variety of the carefully planned cultural items, presented in the show. She said that children are future builder of the nation and parents should take utmost care in their all-round development.

Dr Dhar also appreciated the management of Delhi Public School for inculcation national values and discipline in the school children and said that such cultural shows encourage these tiny scholars to perform the natural skill.

Earlier, in his welcome address, Principal of the school Mr Ashok Kumar Pande, highlighted various achievements of the school. He said that Delhi Public School was providing friendly and supportive environment to the tiny scholars.

Mrs Anuradha Jain, the co-ordinator of DPS, expressed her gratitude to the guests for their presence and support and said that the school will continue to organise such cultural functions to encourage the tiny tots.

Parents of children from pre-primary sections, attended the function and enjoyed the skills of their wards.

Panthers Party to present draft resolution
for Jammu state today

JAMMU, Mar 22: J&K National Panthers Party will present the draft constitution for the Jammu Himalayan State at the one day convention of his the Party being held here tomorrow.

This was disclosed by Party chief Prof. Bhim Singh while talking to media persons here today.

He said the draft constitution will be referred to intellectuals, educationist and media persons and the real constitution will come 30 days after this session.

He said the leaders of all secular democratic parties except BJP and NC have been invited as observers in this convention which will be held in Brahmin Sabha Parade.

He said in the convention the Party will elect its new president as the term of the old body will expire today. The new president will also be elected for a period of two years.

He said the convention will be preceded by a vishal rally which will begin from Jammu Press Club at 10 am sharp.

Maintaining that demand for Himalayan state is not identical to RSS’s demand for separate Jammu State or trifurcation of J&K, he said our Party stands for a separate Jammu State by including those parts in it which are under the forcible occupation of Pakistan.

He while declining to term these area as PoK, said it is PoJ (Pak occupied Jammu).

At the same time we support for the separate statehood be given to Kashmir valley and the views of Ladakh people should be ascertained whether they want to have a separate state or have a Union territory status.

He said our party is for reorganisation of the state with full understanding with its people.

Prof Bhim Singh said we and Kashmiri people have same target and that is ruler of Kashmir and the solution to the present Kashmir problem can only be found after the involvement of genuine representatives of the Valley.

He said we stand for reorganisation of entire J&K as it was before 1947.

ITBP Deputy Comdt drowns in frozen lake at Ladakh

LEH, Mar 22: A Deputy Commandant of the Indo-Tibetan Border Police A K Narian died when he fell into a frozen Pangong lake at Ladakh recently.

A spokesman of the ITBP said here today that Mr Narian was leading a patrolling party on a high ground along the shore of the Pangong lake, near Indo-China border on Line of Control (LoC), when he slipped and fell into the frozen waters. The patrolling party was moving towards Chushul from Lokung. The incident took place on March 19 at 5.30 pm.

Mr Narian made several attempts to come out but could not find the original puncture in the frozen surface and was trapped.

By the time his colleagues could cut the ice, Mr Barian suffered a severe heart attack due to hypothermia in the icy waters. Other members of the patrolling party dragged him out of the water from where he was taken to Phoprang, 50 kilometre away from the incident site. Deputy Commandant breathed his last on March 20.

The body was being taken to his native place Patna today, the spokesman added. The deceased Deputy Commandant is survived by his wife and 8 year old son.

Kishtwar police solves two blind murder cases

KISHTWAR, Mar 22: With the arrest of all the accused persons, Kishtwar police claims to have solved two separate blind murder cases. The accused persons were arrested by Inspector M L Thakur, SHO under the supervision of Additional SP Kishtwar Mr Viplav Kumar, IPS, and SDPO Tajinder Pal Singh.

According to police on the ill-fated night of February 22 and 23, 2001, some unknown miscreants sneaked into the house of Nathia Gujjar in Doori Sarthal area and committed murder of Nathia and his wife Lali alias Nali Gujnar with sharp edged weapons. The assailants while fleeing from the spot also took away valuables of the deceased persons.

During course of investigation some suspects were rounded up by investigating team of Kishtwar Police Station, whose interrogation led the police to the arrest of real culprits namely Hussain son of Illam Din Gujjar and Mir Hussain son of Pir Baksh of Sarthal area, who had been hiding themselves after committing the crime. Both the accused were subjected to sustained interrogation during which they confessed their crime and also led the police to the seizure of the weapon of offence as also the property stolen by them. It came to light that the accused had committed the murder just to get possession/ownership of the land and other property of the deceased persons as the deceased were childless.

Soon after the crime the accused persons tried to shape the incident falsely as that of militancy related crime as a result of which certain papers were misled by the miscreants to carry the news that militants were involved in the murder.

Besides the Kishtwar police also arrested two accused persons namely Vidiya Lal son of Ram Lal and Madan Lal son of Vidiya Lal, residents of Kuntwara, who had committed the murder of a boy reading in primary class on the basis of an old rivalry and land dispute. The accused had buried the dead body of the boy in a cave beneath the earth in order to save themselves from the clutches of law.

Samooh Threatre to stage Teesvin Shatabade

JAMMU, Mar 22: The Samooh Theatre, one of the active threatre group of the state has credit of staging 50 plays inside and outside the state in various prestigious threatre festivals with adults as well as children within the short-span of five years.

According to a press release, major productions of this group are Andher Nagri, Adha Sacch, Ajnabi, Anna Yug, Teessvin Shatabadi, Sainya Bhaye Kotwal, Good Bye Swami, Mrich Katikam, Bichde Bikhre, Sinhassan Kali Hia, Maha Brahaman etc.

The play "Teesvin Shatabadi" is the awarded play by the J&K Academy of Art, Culture and Languages for the year 1998-99. The play is scheduled to be staged in Bharat Rang Mahotsav on March 27, 2001 at National Threatre Festival is being organised by National School of Drama, New Delhi.

The play "Tessvin Shatabadi" is written by Dadal Sirchar and translated in Hindi by professor R G Bajaj, Director National School of Drama, New Delhi.

The music of the play has been designed by the prominent actor/director and many times State Academy awardee, Mr Bhupinder Singh Jamwal and make up by Dr Kamal Sharma a well known personality of the threatre and television. The play "Teesvin Shatabadi" has been conceived and designed by Sudhir Mahajan. Varsha Dogra, Rajesh Kotru, Dhanesh Dogra, Yasir, Rajeev Kumar, Swatantra Bharat, Satish Kumar, Reepal Sharma, Shivani Sharma and Vikram Katoch.

JKNF organises seminar for separate state

UDHAMPUR, Mar 22: To debate and highlight the need for reorganisation of Jammu and Kashmir state, a seminar was organised by the Udhampur unit of the Jammu and Kashmir Nationalist Front (JKNF) at Town Hall Udhampur.

According to a press release, the function was attended by intellectuals, professionals, traders and students and presided over by Prof Sansar Chand of Udhampur. Mr Tilak Raj Sharma, convenor of the JKNF while addressing the meeting highlighted discrimination with Jammu region by the successive State Governments.

Mr Ramesh Sabharwal gave a resume of the activities of Front so far undertaken both at state and national level. The president of the JMM, Prof Varinder Gupta said that people of the Jammu can never expect justice in any sphere of life in the present dispensation of political and administrative set up. Only a separate statehood for Jammu region can meet the aspirations and needs of the people of this region who have suffered for the last 53 years at the hands of Kashmiri rulers.

Choudhary Abdul Rouf, co-convenor of the JKNF stressed the point that geographical boundaries of Jammu, Kashmir and Ladakh are such which gave separate identity to the people of the three regions.

Sardar Gurmeet Singh Panchi of J&K Vikas Party called for unity among people to get rid of Kashmiri rulers.

Mr Balwant Singh of Dogra Kranti Dal also spoke on the occasion and pledged to wedge a war against the existing discriminatory rule of the present Government to achieve the statehood of Jammu.

In the end Prof Sansar Chand said that it was necessary to carve out a separate state for Jammu region.

Farooq Mir turned tables on State Government

JAMMU, Mar 22: MLA Banihal, Farooq Ahmed Mir today turned tables on State Government for doing nothing in fulfilling the election promises made with the people of the state.

Participating in the discussions on Finance Ministry in the State Assembly today, he said the people have been voted to power by the people in 1996 for restoration of internal autonomy and not for construction of roads, bridges and schools.

He said that state is still facing the financial crunch and Chief Minister says that Delhi refuses to give adequate funds saying that money is going in the pockets of militants. This he said is a serious issue as New Delhi should not suspect a leader like Dr Farooq Abdullah.

He strongly advocated that Hurriyat leaders be allowed to visit Pakistan saying that if they can silence the guns in Kashmir then Government should have no hesitation in sending them to Pakistan.

Moreover, he said when Abdul Gani can visit Pakistan to attend the marriage ceremony of his son why can not other Hurriyat leaders can go there for restoring peace in trouble torn Valley.

Farooq Mir also lambasted on corrupt officers and demanded action against them.

He said National Conference has a history and neither Indian leaders nor Pakistan can snatch its role. The party is the voice of people of the state.

He making a dig at bureaucrats said that the officers coming from Centre should be transferred after every two years.

He demanded that the vehicles of all secretaries be also checked while entering Civil Secretariat and waned that he will not allow his vehicle to under go any security check if the vehicles of secretaries are not checked.

Congress MLA Lal Singh while participating in the discussion said that the wine is the main cause of destruction. He demanded that the duty on wine be increased.

He demanded that SRO of 1971 regarding relief given to Bani and Basholi people in Toll Tax be implemented and all gates be opened at Lakhanpur to avoid the traffic jams.

He also stressed on opening of a College for Bani and Basholi area.

BJP’s Prithvi Chand demanded that loans for unemployed youth be increased to five lakh rupees and people be given relief who have taken the agriculture and cooperative loans.

Jagdish Dubey of Janata Dal United demanded that the employees be paid all dues soon after their retirement. He also said that the hurdles in seeking self employment loans be removed.

Qazi Jalal-u-Din of NC demanded that funds be provided for Pahari areas in time and Constituency Development funds be increased to 50 lakh.

JKJA’s concern over missing of Arafat Khan

JAMMU, Mar 22: Jammu Kashmir Journalists Association (JKJA) has voiced deep concern over the missing of Mr Arafat Khan, a young and professional journalist of a local English daily since yesterday afternoon.

In a meeting this evening, the entire journalist fraternity of Jammu viewed with serious concern the sacking of Mr Khan for his no fault and subsequent threats hurled on him. It also took serious exception to the behaviour of SHO Pacca Danga Mr Swaran Singh Jangi, who raided the residence of Mr Khan without any reason and without a valid search warrant.

Police illegally detained Mr Khan’s brother, the Association noted. It threatened to take to streets if anything happened to Mr Khan.

Massive demonstration held at Shalamar Chowk
PSUs employees’ strike enter 11th day

JAMMU, Mar 22: Working in all the public sector units remained paralysed for the eleventh successive day in response to the strike call given by the All Public Sector Employees Joint Action Committee for force the State Government to accept their long pending demands.

Inter-state and inter-district bus services of the Jammu and Kashmir State Road Transport was also remained paralysed due to the strike of the SRTC employees. Inter-state services of Punjab Roadways, Himachal Roadways, Haryana Roadways, Rajasthan Roadways and DTC were also affected due to strike.

Agitating employees took out an impressive procession which started from the Bikram Chowk and culminated at Shalamar Chowk where thousands of employees staged a dharna and disrupted traffic for more than three hours. Various employees leaders addressed the rally and appealed to the State Government to accept their just and genuine demands.

Earlier striking employees of the public sector units gathered at State Forest Corporation and started march towards Bikram Chowk. Airing slogans against State Government for, what they alleged, meting out step-motherly treatment with public sector employees, the procession was also joined by SRTC employees at Bikarm Chowk. From Bikram Chowk employees started march towards walled city.

Slogan shouting employees also staged a dharna at ever-busy Tawi Bridge for some time resulted into traffic jam at Bikram Chowk and at Dogra Chowk.

At Dogra Chowk agitating employees were joined by another group of Jammu and Kashmir Tourism Development Corporation’s (JKTDC) employees and procession swelled into thousands. Airing anti-government slogans employees marched through the different bazars of the city and reached Shalamar Chowk where heavy contingent of police was deployed to stop the processionists from move further. Some employees made attempt to break barricade of police but of no avail. They later staged dharna where later turned into a rally.

Addressing the rally, Mr Suresh Sharma, chairman of the PSEJAC regretted that public sector employees have been agitating for the last eleven days but authorities have maintained a deaf ear and blind ear towards their genuine and just demands. He further said that Chief Minister has given assurance in the Legislative Assembly but officials have, so far, not taken any initiative to break the deadlock.

He asserted the employees would continue their struggle unless all their demands were not fulfilled. He appealed to the Chief Minister to personally intervene in the matter and save the situation from worsening.

Extension of strike for two more days was also announced in the rally and leaders appealed to the employees to participate in rallies and procession.

Mr Amrik Singh Sasan, Anchal Bakshi, Jagjit Singh Bawa, Mrs C K Sudan, Surinder Gupta, Karam Chand, Jeet Singh Jamwal, Jai Kishan, Indu, Madam Basanti, A K Tandon, Mohammed Maqbool, Puran Singh, Sukhvinder Singh, Surjit Singh, Nar Singh, Karan Singh, Joginder Pal, Baldev Raj, Purshotam Lal, Gopal Sumberia, Irshad Masoom, Hafiz Ullah Wani of Udhampur, Balwander Singh, Ab Manan Bhat, Parveen Kumar, William, Bharat Bali, Suraj Singh, Kuldip Kumar addressed the gathering and appealed to government for early solution of their demands.

It is worthwhile to mention here that public sector employees have been demanding release of COLA, DA arrears, hike in the wages of daily wagers and regularisation of daily wagers.

Water, electricity schemes for Raghunath

JAMMU, Mar 22: Mr Ashok Khajuria, Bhartiya Janata Party (BJP) MLA from Jammu East Constituency today inaugurated the water and electricity schemes of Raghunath Bazar.

The said schemes were the long pending demands of the Raghunath Bazar Businessmen Association. Mr Baldev Khullar, president of the Association said that it was all due to the efforts and keen interest of Mr Ashok Khajuria, who had spent huge money to provide these facilities to the businessmen of the Raghunath Bazar.

He informed that a new water pipeline which has been installed in the bazar with eight connections to quench the thirst of tourists and shopkeepers of the bazar. He said that the Association will never forget the work done by Mr Khajuria for the welfare of the businessmen of the bazar and tourists and lauded the efforts put in by the Chief Engineer, PHE and his staff members.

"New electricity poles were also erected under the said scheme", Mr Khullar said and appreciated the services rendered by the Chief Engineer PDD Mr H S Raina. He appealed the Chief Engineer to provide electricity to the businessmen of the Raghunath Bazar as has been provided to industries with no curtailment from 12 in the noon to 12 in the night.

Speaking on the occasion, Mr Ashok Khajuria, BJP MLA from Jammu East constituency underlined the projects and development works which he is going to start at an earliest. He urged the Chief Engineer PDD and Chief Engineer PHE to provide same facilities in the other business localities like Kanak Mandi and Hari Market etc.

He offered to spend money for the providing all basic facilities to the residents of various areas like Partap Garh, Mohalla Daru Gira and Mast Garh etc. He, in detail, informed about the steps being initiated by him for the development of his constituency.

Messrs Pawan Kotwal, Administrator, Jammu Municipality, H S Raina, Chief Engineer, PDD, Rabinder Singh, Chief Engineer, PWD (R&B) and J R Gupta, Chief Engineer, PHE also spoke on the occasion and informed the gathering about the steps which are being taken by their respective department for the development of Jammu.

LIC employees hold demonstration

JAMMU, Mar 22: The employees of the Life Insurance Corporation of India held a launch hour demonstration protesting against NDA Government budget which was introduced in the Parliament containing the draconian, anti-labour provisions of amending the Industrial Dispute Act so that its applicability remains in the units employing the number of employees above 1000.

According to a press release, in this way the prior permission of the government for the retrenchment, layoffs and closures in case of the units employing upto 1000 employees is dispensed with. The government has also proposed to amend the contract law so that the spheres of the services for which permanent employees were recruited, are also got done through contractual workers. The units engaging the contractual workers are empowered to terminate the contract services at any time. As the behest of Indian capitalist and the MNCs, the NDA Government has proved that in all its manifestations it has targeted the poor labour classes, the call for protest demonstrations throughout the country had been given by all major trade unions including CITU, BMS, INTUC, AITUC, HHS.

AIIEA and NZIEA being the affiliates of CITU have always remained the pioneers in flagship, in the fight against the globalisation, liberalisation and privatisation. Mr Gurdeep Singh Raina, the divisional secretary, AIIEA while speaking before the demonstrating employees in front of the D.O cell Jammu premises appraised them of the historical role played by the Association and also exhorted them to spread the struggle far and wide. The protest demonstrations were held in front of the LIC offices all over the state.

JKTUC members meet CM, discuss PSU workers’ issue

JAMMU, Mar 22: A delegation of Jammu Kashmir Trade Union Congress met the State Chief Minister Dr Farooq Abdullah and discussed with him the problems of the Public Sector employees of the State.

According to a release, the delegation submitted a memorandum to Dr Abdullah which was duly signed by Sewa Ram Sharma (president), O P Khajuria, Jagmohan Sadhotra, B L Kapoor and others containing demands of release of COLA, grant of pensionary benefits, time bound promotions, regularisation of daily wagers etc.

The Trade Union leaders also appealed the Chief Minister to announce withdrawal of the orders whereby dis-engagement / termination of Government daily wagers appointed after 1-2-1994 have been issued.

Former MP and senior Congress leader Mr Managat Ram Sharma was leading the deputation.

They also discussed the problems of release of salary to the J&K Industries employees as well as to the Wool Combers who are sitting on dharna for the last three-four months. The INTUC leaders sought the adjustment of Wool combers in other corporations.

Cash incentive for unemployed for outside
State interviews: CS

JAMMU, Mar 22: The Jammu and Kashmir Government has decided to provide financial assistance to un-employed technocrats, professionals and other youth to facilitate their visits outside the State to appear in interviews. Each candidate will get Rs 500 per trip. This facility will be provided only for three trips.

This decision was taken at a high level meeting chaired by Chief Secretary, Mr Ashok Jaitly here today convened to further strengthen the Employment Cell set up in New Delhi and to explore avenues of employment for un-employed youth of the State in private sector, central public sector undertakings, defence forces and other establishments.

This is for the first time in the State that the Government will pay cash incentive to defray some of the charges of unemployed incurred during their visits outside the State for interviews. It was observed that many unemployed youth do not appear in interviews outside the State due to poor economic conditions of their families.

Describing the financial assistance as a token incentive to un-employed, seeking placements in the vast job market outside the State, the Chief Secretary called for arranging career counselling for the un-employed youth so that un-employment problem in Jammu and Kashmir could be tackled effectively. The Joint Directors of Employment, Jammu and Srinagar will monitor this scheme in collaboration with Deputy Director, Employment, Delhi Cell.

The Chief Secretary stressed for all out efforts to promote employment programmes so that more and more technocrats, professionals and other un-employed could get jobs in private sector companies, central public sector undertakings, defence forces and other such institutions.

The Employment Cell located in Lok Nayak Bhawan, New Delhi is headed by a Deputy Director. It continuously liaises with private sector concerns and defence forces to secure jobs for the youth of the State in these establishments.

It was stated that bio-data of 2389 technocrats and professionals from the State has been received by the Cell. Of them, 1784 candidates have been sponsored for interviews to 119 companies in private sector. So far, 28 companies have started selection process and 219 candidates from the State have been called for interview. The meeting, among others, was attended by Commissioner/Secretary, General Administration, Mr R K Jerath, Commissioner/Secretary, Labour and Employment, Mr P L Raina and Director Employment, Mr N K Choudhary.

No violation of Reservation rules by issuing SRO 390: CM

JAMMU, Mar 22: Chief Minister Dr Farooq Abdullah today said the Reservation Rules have not been violated with the issuance of SRO 390 of 2000.

Replying to the Calling Attention Notice of Mr Som Nath in Legislative Assembly regarding violation of Reservation Rules, the Chief Minister said that if the member has any specific cases about violation of these rules steps would be taken to undo these.

The Chief Minister said that J&K Reservation Rules, 1994 lay down 8 per cent reservation for Scheduled Caste, 6 per cent for Gujjar and Bakerwals, 2 per cent each for residents of Districts of Leh and Kargil and one per cent for the Scheduled Tribes. Similarly, there is 2 per cent reservation for weak and under privileged classes (Social Castes), 30 per cent for residents of areas adjoining Actual Line of Control and 20 per cent for residents of backward areas. In addition, reservation of three per cent for permanent residents of the State belonging to Defence personnel, one per cent for the children of Para-Military Forces and State Police personnel and 2 per cent for candidates possessing outstanding proficiency in Sports is being made.

Dr Abdullah said that there was no reservation at the post-graduate level like MD/MS and other equivalent level courses. He said the Government constituted a Cabinet Committee to examine the matter and make suitable recommendations. The Cabinet Committee, he said, recommended that reservation should also be provided at the Post graduate level and suggested that reservation of post graduate level should be at least 50 per cent of the percentage as are available under SRO 126/94 to different categories. The Committee also recommended that 10 per cent of the seats be also reserved for the open category candidates who have served for a minimum period of 5 years in rural areas. The rural service means the service rendered in the areas at least 20 Kms away from the Municipal or Town Area limits from the shortest possible route.
