in Valley over assault Excelsior Special Correspondent SRINAGAR, Mar 20: Even as Kashmir valley today observed a near-total shutdown on Hizbul Mujahideens call over the alleged Police assault on the senior pro-Pakistan leader Syed Ali Shah Geelani, security forces eliminated three Pakistani militants of Lashkar-e-Toiba in a clean operation at Behrampora village of Sopore. Official sources in north Kashmir told EXCELSIOR that troops of Rashtriya Rifles 22nd and 28 battalions had laid an ambush at Malgunipora, Behrampora, in Sopore area early this morning after receiving information that a group of militants could pass through that locality. As soon as the men in ambush spotted the militants in movement, they opened fire and killed three of them in a brief encounter. Documents recovered from their possession suggested that all the three were Pakistani cadres of Lashkar-e-Toiba. They were identified as Abu Junaid, Abu Hanzla and Abu Dujana Shahbaz. Three AK-56 rifles, one under barrel grenade launcher and eight grenades were recovered from the site of operation. Reports said that the operation was clean as neither the security forces nor any civilians suffered damage. Over one thousand local people gathered on the spot and took custody of the dead bodies while shouting pro-Azadi slogans. Later, they performed the funeral with Islamic rites. The incident occurred in close vicinity of the Jamaat-e-Islami dominated hometown of the separatist leader Syed Ali Shah Geelani. Reports from Kupwara said that militants attacked a patrol of security forces at Chingmulla village of Rajwar belt in Handwara. Officials said that a boy, namely Ghulam Ahmed Malik S/o Kamal Malik R/o Yangarhar sustained injuries in the exchange of fire. Reports from Baramulla said that unidentified militants gunned down a ruling National Conference worker Mushtaq Ahmed Pir at Hatmullah in frontier district of Kupwara this evening. Meanwhile, valley of Kashmir today observed a near-total shutdown over the Hizbul Mujahideens call in protest against the alleged Police assault on senior Jamaat-e-Islami leader Syed Ali Shah Geelani. It was after a long time that Hizbul Mujahideen called for a shutdown and first time that Lashkar-e-Toiba which says that it does not believed in bandhs and hartals supported the strike. Hizbs call for shutdown came a day after it threated to strike with reprisals on the Police personnel, who, according to it, had been identified as Geelanis assaulters. As already reported, septuagenarian Jamaat-e-Islami leader Geelani had been taken into custody by Police on Friday last after he led a rally in protest against the desecration of holy Quran allegedly by VHP activists at New Delhi last fortnight. On that Friday too, Valley observed a total shutdown, on Geelanis call, against the alleged provocative act. When on Saturday, Geelani was set free he clashed with Police while demanding release of all of his fellow detainees. On this occasion, he collapsed and has been discharged from Soura Medical Institute today only. Geelanis supporters and Kashmir Police have been holding each other responsible for the Hyderpora clash. Pakistans military regime, Hizbul Mujahideen, Lashkar-e-Toiba, Al-Badr Mujahideen, Jamaat-e-Islami, World Islamic Students League and Hurriyat Conference condemned the incident and described it as an attempt of Police to eliminate the senior political leader. Initially, Hizbul Mujahideen which had officially distanced itself from its political thinktank Jamaat-e-Islami came out with a threat to revenge assault on Geelani. It claimed that those responsible for assault had been got identified. However, within a day it registered more solidarity with Geelani as it called for a shutdown in Valley which was observed today. Reports said that shops, business establishments, banks, educational institutions and even a number of Government offices remained closed while as traffic was off the road. Only skeleton passenger services operated at some places. At Bohri Kadal and Maisuma localities of the capital city, protesters and Police entered into clashes. There was stone-pelting and baton charge. However, nobody was reported as injured. |

busted Excelsior Correspondent RAJOURI, Mar 20: A Special Police Officer (SPO) was killed and another seriously injured in an encounter with militants at Loran Mandi in Poonch while Army and Border Security Force (BSF) effected recovery of a huge quantity of explosives and ammunition and destroyed three hideouts of the militants at three separate places here overnight. Police said a patrol party of army jawans and SPOs was ambushed by the militants from atop a hill in Loran Mandi late this evening. Security personnel retaliated. In the fierce exchange of gun-fighting, one SPO identified as Babu Hussain was killed and another SPO was seriously injured. The injured was evacuated from the firing site and admitted to hospital. Militants had been trapped in the gun-fighting when reports last came in. However, there had been no report so far of any casualty on militants side. Re-enforcement of army reached the scene of encounter to track down the militants. Official sources said troops of Bhimber Gali (BG) Brigade smashed a hideout of Lashkar-e-Toiba (LeT) militants at village Kalali in Manjakote area this evening and recovered seven powerful 81mm mortars, one AK-47 rifle, its 150 rounds and incriminating documents including letter-heads of the outfit. However, no militant was present in the hideout when it was raided by troops. Army personnel continued searches in the village for a couple of hours to look for the militants but they remained untraced. Another hideout of ultras was unearthed by BSF jawans in Thanda Pani area of Kalakote tehsil. The hideout was built in a natural cave surrounded by a forest area. Hideout was smashed on the basis of a specific information received by security personnel of 132 battalion of BSF. Two AK-47 rifles with two magazines and three rucksacks which contained a huge quantity of AK and Pika ammunition were recovered from the hideout besides a sufficient quantity of ration items and militants personal belongings. Third hideout of ultras was destroyed by jawans of 28 battalion of BSF in Garang forests of Khet area. From there, jawans recovered three 82mm HE bombs, seven 60mm HE bombs, 10 anti tank rifle grenade, 66 Under Barrel Grenade Launchers (UBGL), 15 kg explosives, 35 meters cordex, six RPG rocket boosters, white phosphorous grenades, three gelatin stick and a number of combat dresses. Busting of three important hideouts of the militants in a day has delivered a major setback to militant outfits, the sources said. |
IT made compulsory in Secondary Schools: Shafi Excelsior Correspondent JAMMU, Mar 20: The Jammu and Kashmir Government have decided to make Computer education compulsory in Higher Secondary Schools in the State from the next academic session. Announcing this in the Legislative Assembly, the State Education Minister, Mr Mohammad Shafi said that a comprehensive Rs. 18 crore Project has been formulated by the Government and sent to Centre. The Union Ministries of Human Resources Development and Home Affairs have assured full cooperation to its implementation. This will pave way for Jammu and Kashmir to enter into the Information Technology era in a big way opening vast opportunities of employment and placements within and outside the State. The Minister was replying to the discussion on the demands of grants for the Departments of Education and Social Welfare in the second sitting this evening. Describing it as a revolutionary step in the field of education, Mr Shafi said that the fast emerging importance of Information Technology at global level in the field of economic and industrial development can not be overlooked. The State Government, he said, has decided to embark upon an ambitious programme to introduce Information Technology at the secondary education level. The State is likely to get major foreign exchange from Information Technology sector in next 7 years, he added. He, however, made a fervent appeal to the legislators to contribute generously out of the CDF towards achieving this gigantic ambitious task, requesting them to allot atleast Rs. 10 lakh each for IT in Higher Secondary Schools in their respective constituencies. In the technical education, Rs. 65 crore World Bank assisted project has been launched for upgrading the technical education in the Government polytechnics. An investment of Rs.10 crore is envisaged by the end of next fiscal year under the project. This, he said, would help in bringing qualitative improvement in existing infrastructural facilities. The project also envisages introduction of new-marketed disciplines which would help increase the intake of the Polytechnics from 550 to 900 students, the Minister added. Mr Shafi said that every effort is being made to provide every school with the basic amenities in next two years. There will be no Primary, Middle or High School having not minimum basic requirements. He said a Rs.200 crore comprehensive plan has been formulated to provide accommodation to the Government Schools, adding that there are still 2500 Primary Schools which do not have their own buildings and are functioning in rented buildings. In the next 2 years, there will be no Primary School without its accommodation comprising atleast 3-rooms with the facilities of toilet block and drinking water. He said additional 7,000 class rooms would be added to the Middle, High and Higher Secondary Schools and there will be no Middle School having not atleast 6 teachers in a span of one year. He said these efforts are important for bringing in improvement in the education system adding that there could not be economic and social prosperity without efficient and standard education set up. The Minister also announced that the Government has also reviewed its policy of consolidation in Higher Secondary sector and a mechanism is being devised to ensure that each constituency has equal opportunity of educational facilities leaving no room for educational disparity. However, the priorities for upgrading Middle Schools to High and Higher Secondary Schools to Higher Secondary standard would be fixed in the District Development Boards where suggestions and recommendations of the legislators would be given due weightage. Mr Shafi revealed that the Government have set up parents committees with schools in rural areas which will oversee the functioning of these institutions and ensure proper teaching and punctuality of the staff. In this way, the government have tried to involve people in the education system. Referring to the issue of re-employment of terminated class IV employees of the Education Department, Mr Shafi said he would not like to announce any thing which can constitute violation of High Court order and that can entail contempt of court. He said the issue would be examined by the Government and whatever possible and within the law would be done. He said the case would have to be examined by the Law Department and subsequently by the State Cabinet to which the formal memorandum will be submitted. Enumerating the achievements made by the Government during the last one-year, Mr Shafi said that significant improvement has been registered in the militancy ravaged education system. He said that his ministry has fulfilled its commitment made on the floor of the House to re-open 543 closed schools by introducing the novel Rehbar-i-Taleem scheme, which has benefited additional 60,000 students who were hitherto deprived of teaching facilities. He said despite heavy odds and meagre financial resources for education sector, the literacy rate in the State has increased from 32.68 per cent in 1981 to 59 per cent in 1996-97. It is likely to touch 70 per cent this year which will be known when the latest census figures are published. He said the dropout rate at the primary level has been brought down from 34.08 per cent in 1996-97 to 22.39 per cent in 1998-99 which is even less than the national level figure. The enrolment ratio in the State has increased from 67.60 per cent in 1996-97 to 79.95 per cent in 1998-99. The enrolment in primary schools has increased to 15.55 lakh students from 14.2 lakh students during last one year, he said, adding, that the enrolment in colleges and technical institutions has increased to 50,000 from 46,000 during the same period. Likewise, examination results have also improved to 25-30 per cent from 15- 20 per cent before three years due to corrective measures taken by the Government to restructure the shattered education system due to turmoil. The Minister said that the Government have fulfilled its commitment towards rationalization of staff in the schools and colleges adding that all the 32 Degree Colleges, most of which were without confirmed and regular principals, are with full-fledged principals today. As many as 258 Lecturers have been appointed in Science and other streams through PSC. He said the amount raised by increasing the tuition fees in colleges has accumulated to Rs 10.81 crore and it is being spent for upgradation of the infrastructural facilities including laboratories in the colleges. Mr Shafi proudly announced that the State Government has been able to provide UGC pay scales to the University and Colleges Teachers through University grants commission. The cut motions moved by Mr Som Nath, Mr Ashok Khajuria, Mr Harshdev Singh and Mr. Prithvi Chand were rejected by the House while Mr M Y Tarigami withdrew his cut motion. Later, the House passed the grants amounting to Rs 10,17,73,97,30 for the departments of Education and Social Welfare for 2001-2002. Students urged to call off stir Excelsior Correspondent JAMMU, Mar 20: The Education Minister, Mr Mohammad Shafi today made a fervent appeal to the people in general and legislators of Jammu in particular to persuade the striking college students to give up their agitation for open choice in examinations and said that it is neither in the interest of the students nor of the Jammu University. This, he said, violates UGC norms to which Jammu University stands committed. Winding up the discussion on demand of grants for Education Department in the Legislative Assembly today, Mr Shafi made a mention of continuing strike by the college students in Jammu and said that as per the UGC guidelines, every college has to ensure 180 teaching days. The students must have 65 to 75 per cent attendance and complete the syllabus in full. Violation of these guidelines can entail de-recognition of degree of Jammu University. He said University has made arrangements for holding additional classes for completing courses. An expert team of UGC is shortly visiting the State to take stock of the education system in the colleges and if the issue of open choice comes to their notice it will effect the academic future of Jammu University. The open choice is neither beneficial to the fate of students nor to the University. |
Holy war in J&K to be intensified: Farooq Kashmiri From B L Kak NEW DELHI, Mar 20: The Harkat-ul-Mujahideen supremo, Maulana Mohammed Farooq Kashmiri, has warned that the Indian Government would witness "a bloodbath" in Kashmir if it continued to "inflict wounds on the sentiments and souls of the Kashmiris". The warning surfaced in the course of his address to a gathering of his partymen at Lahore. The meeting was held to discuss the future line of action of the Harkat-ul-Mujahideen in the context of the Pakistan Governments proposal to impose certain restrictions on jihadi organisations. Farooq Kashmiri was reported to have threatened: "Our plan to liberate Kashmir from the illegal occupation of Indian forces cannot be altered by any restrictions on us. A vast army of jihadis cannot be prevented from performing their legitimate duty for the ultimate safety and freedom of our Kashmiri brethren". "General Parvez Musharraf and his men must know that neither they nor anyone, including America and India, can stop the army of jihadis from continuing the holy war for the defence of our co-religionists in places like Kashmir, Bosnia, Chechnya and other hotspots", Farooq Kashmiri also warned. Farooq Kashmiri, according to latest media reports from Pakistan, has also warned the Musharraf Government to get ready for a "peoples revolt and rebellion" across Pakistan if it sought to create impediments and hurdles in the way of the jihadi organisations and their leaders and workers. Similar warnings have been administered to the military Government at the same time by some other jihadi outfits, particularly the Lashkar-e-Toiba and the Jaish-e-Mohammad, as well as the Jamaat-e-Islami. Clearly, the provocation for these warnings and threats is the proposal of Pakistan Interior Ministrys proposal to have a code of conduct to regularise the activities of Islamic militant outfits in Pakistan and Pakistan occupied Kashmir (PoK). The draft code of conduct, which all militant outfits will have to sign, states that the jihadi outfits will not be allowed to openly display arms nor set up camps to collect funds on streets and outside mosques. More importantly, the groups will have to submit their accounts for periodic auditing. Hence, all the more reason for leaders of the Muslim fundamentalist and jihadi organisations to run fast and furious in an attempt to push the Musharraf regime on to the backfoot. The Jamaat-e-Islami chief, Qazi Hussain Ahmed, was forced to reiterate his pronouncement: "Jihad is a way of life for Muslims and part of religious practices. So it cannot be abandoned". The Jamaat chief as well as the supremo of the Lashkar-e-Toiba, Hafiz Muhammad Saeed, have charged Pakistans military regime with promoting the cause of the Americans by discouraging jihadi activities. Hafiz Muhammad Saeed, who has also reiterated his organisations resolve to continue jihad against India in Jammu and Kashmir, has placed himself on record by saying: "People give funds or take part in jihad according to their own will. They do this deeming it as an order from Allah. The collection of donations will continue". That Pakistan-based jihadi organisations have become so emboldened can be illustrated by their open defiance of the proposed curbs. Maulana Masood Azhar, founder of the Jaish-e-Mohammad has been reported to have stated: "Civil wars broke out in Algeria and Egypt when their Governments tried to put restrictions on jihad. In Pakistan, too, some foreign powers want a confrontation between the military regime and jihadi groups". Pakistan-watchers seem to be convinced that Islamabads proposal of a ban on fund-raising by the jihadis emanates from the United States. And at a time when Pakistan faces acute financial crisis, Islamabad cannot ignore Washingtons growing concern about Pakistan emerging as a breeding ground of terrorism. Indeed, the US State Departments recent report on the pattern of global terrorism has criticised Pakistan for its continued support of militant groups and its refusal to close down certain Pakistani religious schools which provide footsoldiers for waging jihad in Kashmir, Bosnia, Chechnya and other hotspots. |

NEW DELHI, Mar 20: Reeling under an opposition attack in the wake of the expose by tehelka.Com, BJP led by Prime Minister Atal Behari Vajpayee today launched a counter-offensive saying "those raising the bogey of corruption to come to power will not be allowed to succeed". Addressing the BJP Parliamentary Party meeting here, he said "opposition will not succeed in their attempts to defame us and that we do not need a certificate of patriotism from anyone. By stalling parliamentary proceedings as a method to change the Government, as the worlds largest democracy, what message is being conveyed by the opposition". Asserting that NDA Government enjoyed majority in the Lok Sabha, he said "our alliance is strong and efforts to divide us have proved futile. Therefore, they have come onto the streets despite our willingness to face a debate, inquiry or a vote of confidence", party spokesman V K Malhotra told reporters here. Vajpayee specifically targeted Congress saying the party has "never allowed any non-Congress party including those supported by it to remain in office for a full term. It wants to prove that only Congress can run a Government for five years". Refuting the criticism that BJP too had stalled proceedings while in opposition, Vajpayee said "there is a difference in that we always sought a debate or an inquiry while the Congress has rejected both whereas we are ready for a probe, debate or even voting." He said Congress was stalling proceedings only for the explicit purpose of coming to power without enjoying a majority. "Those who have been rejected by the people are raising the bogey of corruption to come to power and they will not be allowed to succeed", Vajpayee declared. It will finally be the "peoples court" which would decide after the completion of the tenure of the present Government, he said. Vajpayee said once the inquiry is completed into the charges, "truth will come out before the people and opposition wont succeed in defaming us". The Prime Minister asked party MPs to fan out to their constituencies during the three-week recess of Parliament and explain to their electorate the truth that there was no corruption in any of the defence deals and that no minister was involved in it. External Affairs Minister Jaswant Singh who recently took additional charge of defence briefed the members on details of defence deals being questioned by the opposition including purchase of T-90 tanks, Sukhoi-30 aircraft and Barak missiles. He said it was not in national interest to raise these issues. Singh said the deal for purchase of Sukhoi was finalised during the tenure of Mulayam Singh Yadav as Defence Minister in the United Front regime with the negotiations having begun during Congress Government under P V Narasimha Rao. Home Minister L K Advani asked party to gear up to face the dual challenge of coming Assembly elections in five states and the news portal expose. He said it was for the first time that a party president and a minister had resigned under such circumstances. "The response of the BJP has been the opposite of the Congress. The confusion caused by the expose has started clearing up and people have begun realising the truth. Malhotra said the Government was prepared to go to any length to get into the matter including investigation by a Joint Parliamentary Committee. "Instead of stalling Parliament, let the opposition say what kind of probe they want. We are ready for it," he said. IAS officer, GM among 4 arrested by Vigilance Excelsior Correspondent JAMMU, March 20: State Vigilance Organisation arrested an IAS officer, General Manager of Ranbir Government Press Jammu, GM of Govt Press Srinagar and Joint Director Industries department in a corruption case. A Vigilance organisation spokesman disclosed that the arrests were made in connection with case FIR No. 10/2000 registered at Vigilance Police Station Jammu under section 5(2) Prevention of Corruption Act, 2006 read with Section 161,167-A and 120-B RPC. All of them are said to be members of purchase committee, who caused loss to the tune of over lakhs to the Government exchequer. The spokesman disclosed that those arrested by Vigilance sleuths are: Harbhajan Singh (IAS)- Director Stationery & Office Supplies, K K Malagar-General Manager Ranbir Government Press Jammu, Abdul Majid Wani -General Manager Government Press Srinagar and S R Gupta- Joint Director Industries Department. The action was taken after receipt of several complaints with the allegations that officers of the Stationery and Office Supplies have purchased stationery items on exhorbitant rates without observing codal formalities thereby putting the State exchequer to heavy loss. The allegations were primafacie established in the course of preliminary inquiry, which disclosed that the above mentioned members of the purchase committee by abuse of their official position had effected purchases of paper and paper products in conspiracy with the supplier firms and defrauded the State exchequer. The committee members had willfully delayed the process of issuing tenders notice on schedule dates as specified in relevent Government order dated 9499 and issued tender notice after two months of the schedule date fixed by the Government. The scrutiny of the records indicated that wide publicity about NIT was given on papers only and there was no response from the suppliers which enabled the purchase committee to extend the date of receiving tenders. This process was done in order to justify the purchases made later on from the favourite firms. It was established that the members had not followed the norms and the standards prescribed by ISI/ DGS&D. They effected the purchase of below specification paper and paper products on highly exhorbitant rates. Inquiry revealed that a firm namely M/S Sattya Paper Mills of Punjab instead of cream cream wove paper , offered the rate of of Maplitho paper and instead of 18 tonnes supplied 81 tonnes worth Rs 20.86 lakhs within four days for obvious reasons. The members conferred pecuniary benefits to the suppliers by misusing their official position and caused huge loss to the Government exchequer. The probe was in progress and challan will be filed soon in the court of law, the spokesman said. |
NC members find fault with educational policy Excelsior Correspondent JAMMU, Mar 20: The opposition today staged a walk out in the State Assembly just few minutes before the House was going to be adjourned for the day accusing the Government for not giving the satisfactory reply to the cut motions raised by its members. Soon after the Education Minister, Mr Mohammed Shafi Uri finished his speech on the annual grants for Education and Social welfare ministries, the Deputy Speaker, Mr Malik Hyder, who was in the chair, read the name of opposition members who had raised the cut motions. He while pointing towards Mohammed Yousf Tarigami of CPI (M) asked him will he withdraw his motion as Minister has assured to give written reply to him, the member agreed to it but demanded that the Minister in his speech did not utter a single word on Archives Department which is in shambles. When the Minister assured him that a modern Archives is going to be constructed at Srinagar near Shankracharya Hill which will be best in Northern India, the member agreed to withdraw the Motion. Later, Speaker pointed towards Prithvi Chand of BJP but he refused to withdraw his Cut Motion on the grants of two ministries. Put to vote, the Speaker said his motion stands rejected. But all the opposition members joined him saying that they were not satisfied with the reply of the Minister and staged a walk out. The BJP member Ashok Khajuria also accused the Minister of maintaining a studied silence to his demand regarding the ban on Jamat-e-Islamia schools (madarsas) in the State. The members who staged walk-out include: Ch Piara Singh, Ashok Khajuria, Prithvi Chand of BJP, Lal Singh of Congress, Dr Jagdish Dubey of Janata Dal United and Harsh Dev Singh of Panthers Party (PP). Later, the House passed the grants of two ministries by a voice vote. Earlier speaking on the grants on Education and Social Welfare ministries, two members from ruling party created an embarrassing situation for the Government when they took the Ministry to task for its dismal performance. National Conference (NC) MLA from Shangus, Abdul Majid Mir while participating in the discussions said more needs to be done to put Education sector back on rails. He alleged that there is no plan before Government even today to provide accommodation to schools as per their roll. The condition is worst as primary, middle, high and higher secondary schools san accommodation. He expressed dismay that how the standard can improve when maximum middle schools function with four teachers and higher secondary schools with only eight teachers. He also accused the Ministry for its failure in improving the supervisory system of the schools saying teachers were reporting to their duties in rural areas at 12 noon. He said the situation has deteriorated to such an extent that a teacher of a primary school in his Constituency sends his eighth standard ward for teaching the students. Another member of the ruling party, Khalid Najib Suhrawardhy also took the Education Ministry to task for not framing any viable policy in bettering the working of the Education Department and functioning of Schools in the State except Rehbar-e-Taleem scheme. He wanted to know what the education policy of Government is and stressed that moral education be imparted in schools and colleges. Finding fault with Governments transfer policy he said it does not serve any purpose if a teacher is transferred from one mohalla school to another and demanded that the people serving in far flung areas and villages should also be provided a chance to serve in cities and towns. Harsh Dev Singh of Panthers Party who today was also in usual mood to make the debate lively missed no opportunity in turning the tables on Government. This firebrand MLA from Ram Nagar said the Education Minister can not boast of any successful scheme launched by him for the betterment of this sector. Referring to Rehbar-e-Taleem Scheme he said this scheme also has many lacunas. Harsh Dev said how can we expect justice from the teachers appointed under the scheme when they are even paid less than daily wagers. He demanded that the Government should also regularize those teachers after five years who have become overaged by then. He said many posts of teachers are still lying vacant in schools and even the Chief Minister had assured the House that these posts will be filled up by making adhoc appointments but nothing was done. He also stressed that female teachers be transferred in their localities after marriage. Terming the allocation of eight to nine percent of budget for Education totally insignificant, he demanded that grants be increased, stressed on upgradation of schools, appointment of staff and opening of new schools. He also demanded enhancement of pension for handicapped and widows and reconstitution of Scheduled Caste Advisory Board. Ch Piara Singh of BJP also took Government to task for its dismal performance so far as education sector is concerned and expressed his grave concern over the declining standard of education in State. The MLA said not to speak of rural belt where the schools have been neglected even the condition of schools within the Municipal limits of Jammu is not good. He said the condition of schools has so deteriorated that at Gandhi Nagar donkeys stay in the building during night while children study there in the morning. Taking the Government to task for its faulty policies, he did not find any justification in its policy to debar the students with low percentage of marks from admissions in degree classes saying what right the Government has in debarring the students from the admissions. He said such a step has added to the law and order problems and student unrest for last couple of years. He cautioned in July next, Jammu will againface the student agitation due to this illogical policy of the Government. Finding fault in Government policies, the lone CPI (M) member Mohammed Yousf Tarigami wanted a reply from the Minister how the funds are prioritized by his Ministry. He while saying the education trend is not good in the country accused the Central Government for safronising of education. Tarigami also strongly opposed privatisation of education by opening private colleges saying this will result in commercialisation which in turn will give rise to criminalisation. He stressed that education should be provided on scientific basis. He also alleged that the cut motions reply has been generalised and no appropriate answer was given to points raised by him. On Social Welfare grants, the member said being a welfare state the Social Welfare Department is of paramount importance but it has been totally neglected by the Government. The Department is presently functioning without Director for last many months. He also took the Government to task for not taking action against the corruption cases which surfaced in ST Corporation. Ridiculing the Government he said in reply to Cut Motion it has said that schemes will be taken only the funds are released by the Government. Tarigami wanted to know which Government? Participating in the discussion Ch. Lal Singh of Congress hailed the Rehbar-e-Taleem scheme started by Education Minister saying "Rehbar-e-Taleem nai baishak rehbri key hain"(Rehbar-e-Taleem has really helped). He said after launching of this scheme the closed schools have been opened. He demanded that a Women Degree College be opened in Kathua and another boys college should be opened at Centrally located place in the district. Ch Lal Singh also expressed concern over the accommodation problems being faced by many schools and demanded that Government should provide attention to solve it. Sagar Chand of BSP who also participated in the discussion wanted to know why the Government schools with highly qualified teachers who are getting seven times salaries more than private schools can not compete with them. He stressed in upgradation of schools and opening of more educational institutions in the State especially in far flung areas. |
Tejpal deposes before armys court of inquiry NEW DELHI, Mar 20: Tarun Tejpal, editor-in-chief of tehelka.com, which did the expose on Defence deals, today appeared before armys three member court of inquiry probing Defence officials conduct as revealed by tapes and deposed under oath. Tejpal, who appeared before the inquiry for over 90 minutes, also handed over to the inquiry four and half hours of cladestinely filmed tapes of senior army officers and politcal figures discussing Defence deals with the Tehelka sting team posing as fictitious arms dealers with some of them taking money and gifts. "Army inquiry made a formal request to me to appear before it and as the signals from them were very good as to their intentions to take the probe to its logical end. I decided to cooperate with them" the Tehelka chief told PTI as he came out after deposition. He said armys approach was dramatically opposed to politcal steps which, he alleged, were aimed at stonewalling the whole issue. Tejpal also said along with tapes he had handed over the entire transcripts to the court headed by Lt Gen S K Jain, Director General Corp of EME. The Tehelka chief said he had deposed before the inquiry in the presence of suspended Aditional Director General Weapons and Equipment, Maj Gen P S K Chaudhary. Gen Chaudhary, who was filmed accepting Rs one lakh along with a gold chain, was suspended by the army authorities after a preliminary inquiry. Tejpal said Chaudhary was allowed to cross examine him. The General asked me "are you the author of the transcripts, to which I replied no". While Chaudhary has been suspended, four other senior officers Maj Gen M S Ahluwalia, Maj Gen Satnam Singh, Brig Iqbal Singh and Col Anil Sehgal, under probe, have been "attached" to the court of inquiry. The court, with Maj Gen Mohinder Puri and Maj Gen M Mathews as the other members, began proceedings yesterday with the request to the portal to make available the controversial tapes to it to study them minutely. As the probe is constituted under the Army Act, it does not have powers to summon civilians to appear before it. It can only make a request and it was up to those asked whether or not to appear before it. Describing the army as one of the finest organisations in the world, Tejpal said his investigation was aimed at exposing the system and its weaknesses. He said for the deposition he was accompanied by his colleague Anirudhha Bahal, a member of the investigation team. While Tejpal left after 90 minutes, the court asked Bahal to stay on for cross examination by Gen Chaudhary. Bahal, army sources said, has been requested to re-appear before the court. (PTI) |
Two students abducted by militants in Doda Excelsior Correspondent JAMMU, Mar 20: Two students have been kidnapped by the Hizbul Mujahideen militants from Gandoh area of Doda district and forcibly recruited into militants ranks. They have been identified as Basharat Hassan son of Ghulam Hassan Hajam and Farooq Ahmed son of Abdul Karim Rather, both 15 years old. While Basharat was a student of middle class, Farooq Ahmed was studying in 9th class. Official sources said both teen-aged boys were returning from their schools when they went missing and were reported to have been abducted by some local militants. Worried parents of the students lodged a report of their kins missing with Gandoh police station the same evening. Though police carried out searches to trace the students, a success remained elusive. Subsequent investigations carried out by police revealed that the duo were abducted by the militants and taken away to their hideouts for arms training. Abductors were stated to be a couple of local activists of Hizbul Mujahideen outfit, which have its vast network in Gandoh area of Doda district. There was strong resentment among local people of Gandoh against abduction of students and their forcible induction into militancy by a Pakistan-sponsored outfit. Reports said that there had been a series of such abductions in different parts of Doda and upper reaches of Udhampur district during the past few days by the militants with the sole motive of recruiting youths into militancy. This was due to the fact that militant outfits were facing short of manpower. While the youths, who refused to join militancy are killed in captivity, others are given training (initially in local training camps in the forest areas) and later in Pakistan. Gandoh police have, meanwhile, registered a case in the kidnapping of two students and started further investigations. Police and security forces continued efforts to recover the youths. |
Nitish gets addl charge of Railways NEW DELHI, Mar 20: Agriculture Minister Nitish Kumar was today given the additional charge of Railway Ministry left vacant by the resignation of Trinamool Congress leader Mamata Banerjee. Kumar, who along with two other Samata Party ministers Digivijay Singh and V Sreenivasa Prasad, had withdrawn his resignation and has now resumed work, "may hold the charge of Minister of Railways in addition to his current charge", a Rashtrapati Bhavan communique said. Kumar had earlier held the portfolio of Railways before it was given to Banerjee, who pulled out of the Government and withdrew support to the coalition last week demanding the resignation of George Fernandes. MLAs to face suspension for smoking in lobby Excelsior Correspondent JAMMU, Mar 20: Speaker Abdul Ahad Vakil today served an ultimatum to the members that they will be suspended from the House if he comes to know that they were smoking in the lobby of the Legislative Assembly. The Speaker made this observation when the House was discussing the annual grants for Urban Development and Law and Parliamentary Affairs today and the Opposition members raised a Point of Order saying the House lacks quorum as maximum ruling party members were smoking in the lobby. This resulted in heated exchanges between the Chief whip of NC Mubarak Gul and opposition members. The opposition members Ashok Sharma of Congress and Harsh Dev Singh of Panthers Party who raised the issue sought the intervention of chair saying they all go out side to smoke when House was discussing an important issue. On this, the Speaker said I totally agree with the members concern and maintained that smoking is injurious to health. He said "I order no body will smoke in the Lobby and if any member found smoking in the lobby and it comes to my notice I will suspend him." Later, when the House assembled for the second sitting after the lunch, the Speaker admonished the NC Member Ghulam Ahmed Shan when he stood up seeking the Chairs permission to participate in the discussion. Mr Vakil told the member that this is Assembly not hotel where when ever you like you will come and when ever you like you will go. He told the member that he was not present in the House when his name was called out to take part in the discussion. However, later the Speaker allowed the member to speak on the plea that he comes from a farflung area. |
NDA, Oppn agree on vote on account NEW DELHI, Mar 20: Despite the stand off on the corruption expose, the ruling NDA and the opposition entered into a limited understanding and passed votes on account in the Lok Sabha for meeting Government expenditure beyond March 31. Congress and other opposition parties had earlier agreed to cooperate in passing the votes on account for general and railway budgets to avert a constitutional crisis in the wake of the impasse that has rocked Parliament for the last six days. They were passed by voice votes without any discussion even as opposition parties stormed the well showing no signs of relenting on their demand for resignation of the Vajpayee Government. Speaker GMC Balayogi adjourned the House till tomorrow immediately after the approval of the money bills. The vote on account for the general budget entails Government to withdraw up to Rs 1,19,411 crore while the one for railways enables withdrawal of Rs 11,802.72 crore. The non-passage of relevant money bills before March 31 would have prevented Government from drawing from the consolidated fund for payment of salaries and to meet other Government expenditure for three months from April to July till the approval of the budgets. Along with the votes on account, the House also passed appropriation bills for the last batch of supplementary demands for grants for the current year. The appropriation bills for railways, moved by Minister of State for Railways Digvijay Singh, were passed by a voice vote while Finance Minister Yashwant Sinha got the approval of the House on the money bills for general budget after all the opposition amendments were negatived. The entire exercise was over in a matter of about 20 minutes as the opposition led by Congress continued shouting "Government is corrupt. We want resignation". The House was first adjourned in the morning for an hour without taking up the question hour and met again at noon to take up the listed agenda. Prime Minister Atal Behari Vajpayee, his cabinet colleagues and leader of the opposition Sonia Gandhi were present in the near-packed House. When the House met again, Balayogi observed that as per constitutional requirement, the demands for grants on general and railway budgets and the connected appropriation bills had to be passed by both Houses and assented to by the President by March 31. He noted that under the rules, the standing committees would consider the demands for grants after the general discussion on the budget is over. "Since, under the prevailing circumstances, it does not appear possible to have a general discussion on the railway budget and general budget for the year 2001-02, Rule 331 G (A) of the rules of procedure and conduct of business in the Lok Sabha has to be suspended. ST raids on oil manufacturing units Excelsior Correspondent JAMMU, Mar 20: The Sales Tax Department today conducted raids on eight premises of oil manufacturing units in the industrial belt of Gangyal, Bari-Brahamana, Sarore and Kathua. Stating this here today a Spokesman of the Sales Tax Department said that these raids were conducted following information that some oil manufacturing units were indulging in mal-practices and evading tax. He said that the raids were continuing till the last reports came in. The investigations, he said, are expected to yield tangible results. |
Cong demands action against Laxman, Jaitley NEW DELHI, Mar 20: Congress today demanded action against disgraced former BJP president Bangaru Laxman and former Samata Party chief Jaya Jaitley, saying law of the land should be made applicable to "all those caught red handed" in the Tehelka tape revelations. "Law of the land must be applied .....Against all those caught red handed. People all over the country have witnessed on TV how they have lowered the dignity of their posts", Ambika Soni, chairperson of AICCs media department, told reporters. She stated this when asked whether the party was for arrest of the former presidents of BJP and Samata Party in the wake of the news portal expose. In this regard, she recalled that the late Union Minister Kalpanath Rai was detained under TADA following a finding that his secretary had booked rest house accommodation for some people connected with the underworld. Alleging that several Union Ministers were attempting to create confusion among the people by their statements on the expose, she sought to know why Laxman, Jaitley and George Fernandes resigned from their posts if there was nothing objectionable in the tapes. Referring to the press conference held by Brajesh Mishra, Principal Secretary to Prime Minister and N K Singh, OSD in PMO, Sonia was critical of the Government for allowing "bureaucrats from PMO to give personal clarifications".
