Andhra
CMs message to PM From B L Kak NEW DELHI, Mar 18: The Prime Minister, Mr Atal Behari Vajpayee, is said to be "sad" following the receipt of news, which is "bad". And the news from the Andhra Chief Minister, Mr N Chandrababu Naidu, is that he finds himself under pressure from a section of the Telugu Desam Party (TDP) for reconsidering the partys support to the ruling NDA coalition at the Centre. Having reckoned the fact that the expose of defence corruption has become a political earthquake that has shattered the credibility of the Vajpayee Government, Mr Chandrababu Naidu is understood to have apprised the Prime Minister of his (Mr Naidus) limitations and clearly indicated that he may not be able to control certain angry members of his organisation, Telegu Desam Party. The Telugu Desam Party, which supports the Vajpayee Government from outside, has 29 members in the Lok Sabha. The TDPs support is not only decisive but also crucial for the survival of the NDA Government. It can be said without any fear of contradiction that Mr Chandrababu Naidu wanted the best of the both worlds when he extended unconditional and outside support to the NDA Government. But following the sensational expose of defence deals scandal, the situation has changed drastically and dramatically, forcing several Telugu Desam Party MPs to go into an introspective mode. Mr Chandrabau Naidus message to the Prime Minister was sent out from Hyderabad after a high-level meeting of the TDP leaders and a group of Ministers on the developing situation and the "risk" involved in ignoring the mounting criticism against the Government by almost all Opposition parties and groups. True, Mr Naidus enhanced influence over the Prime Minister was borne out by two significant developments, both of them being the outcome of the Andhra Chief Ministers suggestions. First, the announcement by the Prime Minister of an inquiry into the expose by tehelka. com. And, second, Mr Vajpayees decision to go to the people through the electronic media on Friday night. But the formation of the Peoples Front, a third alternative, led by Mr Jyoti Basu, has now set Mr Naidu thinking anew. Confirming that the Telugu Desam leadership is "closely watching the situation", Mr K Yerran Naidu, leader of the Telugu Desam Parliamentary Party, told EXCELSIOR that his party leadership-Andhra Chief Minister, to be precise-continued to be in touch with the party MPs on the one hand and, on the other hand, with leaders of certain constituents of the NDA Government on the developing situation. The Telugu Desam Party, currently regarded as all-important regional organisation, finds itself in an uncomfortable position where it may sooner or later be called upon to decide whether it should continue to prop up the Vajpayee Government or bring it down. The Vajpayee Government finds itself on the horns of a dilemma, considering the fact that the exit of 5 PMK and 9 Trinamul Congress MPs from the NDA has reduced the Government to a minority. The ruling combine now has the support of 262 members, nine short of the half-way mark in a House of 540. The Samajwadi Party leader and former Defence Minister, Mr Mulayam Singh Yadav, who has been, for the past few days, working overtime to create conditions with the help of the rest of the Opposition against smooth existence of the Government, has described the NDA coalition as "a daily wage Government", living each days as it comes. This epithet, it may be recalled, was used by the BJP for the IK Gujral Government. Talking to EXCELSIOR, Mr Mulayam Yadav said that the Governments dependence on the Telegu Desam Party for survival had increased. "But this party (TDP), though lending support to the NDA Government from outside, cannot always have the best of the both worlds", Mr Yadav warned. When asked to elaborate, Mr Mulayam Yadav explained that if the TDP decided to support the "highly controversial" Government at the Centre, then it would have to bear both the political and moral responsibility for every action of the Government, both in Parliament and before the people. The Prime Minister has strong reasons to be "sad" because the health of his Government is now "bad". Tamil Nadus ruling DMK, which is also a constituent of the NDA coalition, is vulnerable to the same logic that drove the Trinamul Congress from the NDA. The DMK faces a tough Assembly election against a resurgent Jayalalitha. According to intelligence reports, the Haryana Chief Minister, Mr Om Prakash Chautala is another ally of the Vajpayee Government "ready to choose his separate route" in the future. And if these reports are any guide, a split has occurred in the Biju Janata Dal on its support to the NDA Government at the Centre. |
Attack ultra training camps in PoK even if its war: RSS NEW DELHI, Mar 18: Taking an extreme position on Jammu and Kashmir, the RSS today asked the Government to destroy terrorist training camps in Pakistan-occupied Kashmir (PoK) even if it leads to a war with Pakistan. The Sangh Parivar outfit also urged the Government to immediately start a dialogue with all groups desiring peace, who have given a positive response to its unilateral ceasefire including the moderate elements in the Hurriyat Conference. "The Governments decision of unilateral ceasefire did not bring about the desired results...In fact, three months should have been a sufficient time for experimentation," the RSS said in a resolution passed at its three-day national general council meeting, which concluded here. While asking the Centre to start negotiations at the earliest "with those outfits that are really interested in peace", it said, "terrorism be put down with an iron hand giving security forces freedom of decision and action, including destruction of terrorist training centres in PoK." "They (armed forces) are fighting a war they are not allowed to win. They are on the defensive," RSS spokesman M G Vaidya told reporters. When pointed out that any attack on PoK would lead to a war, Vaidya said, "it may be a war, it may not be a war...Let us be prepared for a war. Why should we be afraid of a war?" On the possibility of a nuclear strike by Pakistan, he asked, "why should we be blackmailed when we also have nuke arsenal. They should be equally afraid." Asked whether RSS has abandoned its earlier stand that all talks should be within the constitutional framework, Vaidya said, "the Prime Minister has said talks will be held within the framework of humanity (Insaniyat Ki Dayra)." Ruling out any role for Pakistan in the settlement of the Kashmir issue, the RSS spokesman said New Delhi should discuss the issue concerning the LoC with Islamabad in the spirit of the Shimla accord. Asked about the groups RSS considered as "desirous of peace", he said there were people with different views within the Hurriyat Conference itself, besides the ruling National Conference and groups in Jammu and Ladakh provinces. The RSS general council has also set up a three-member committee led by Jitendra Vir Gupta, former Chief Justice of the Punjab and Haryana High Court, to examine the Kashmir problem in detail and make recommendations within two months. The outfit also expressed grave concern over the "recent spate of violent disturbances in different parts of the country" in the wake of the alleged burning of the holy Quran in Delhi. Alleging that "pro-Pakistan elements wanted to test their strength through these riots", Vaidya asked the Centre and states to put down with an iron hand all such "violent machinations of extremist Muslim groups." In a resolution, the RSS meeting also urged Parliament to honour popular sentiment by banning cow slaughter throughout the country, stopping meat export and ending subsidies to meat exports and meat export enterprises. Meanwhile, RSS chief K S Sudarshan today blamed "incompetent" officials in the Prime Ministers Office (PMO) for the crisis faced by the Government in the wake of the tehelka.com expose. Maintaining that the Government need not resign on the issue, he said there should be no role for "extra-constitutional authorities" in the Government. "We have been telling Prime Minister Atal Bihari Vajpayee that only competent people should be appointed to the PMO. If there were competent people, it (present crisis) would not have taken place," Sudershan told reporters on the concluding day of the three-day session of the RSS national general council here. Asked about the present lot of officials, including Prime Ministers Principal Secretary Brajesh Mishra, he charged "they do not have the competence they are expected to have." Replying to a question on the Prime Ministers response to his advice, the RSS chief said "we have advised him and it is for him to act on it." Asked whether PMs foster son-in-law Ranjan Bhattracharya was acting as an extra-constitutional authority, he said "there should be no such extra-constitutional authority. Those who are not accountable to the people should not have any power whatsoever." Sudershan said the RSS was concerned over "Congress-isation" of BJP and has repeatedly conveyed to the party leadership that "we should be different and not follow the same path." He, however, said there was no need for the Government to resign following the website expose as it had ordered a judicial inquiry into the incident and promised action against the guilty. The RSS chief also attributed the corruption in Government to over four decades of one-party rule which had made the system "rotten". (PTI) |
Cong vows to force
NDA to quit BANGALORE, Mar 18: Congress president Sonia Gandhi today made it clear that her party would never accept partition of Jammu and Kashmir as being suggested in some quarters. "Let me categorically say with all the firmness at my command that Congress will never accept partition of Jammu and Kashmir," Gandhi said in her opening remarks at the partys 81st plenary session here. "We are more than prepared to support any initiative, back any policy that brings peace in Kashmir but where is that policy?" the Congress president asked. She assailed the NDA Government for its vacillation and incoherence on Kashmir and wondered whether it had any policy worth the name to restore peace in the trouble-torn Valley. Questioning the efficacy of ceasefire, Gandhi said it had failed to produce desired results, despite three extensions, as reflected by continued killings. Pointing out that some Sangh Parivar elements had floated the idea of trifurcating the State, she asserted that her party would never accept the partition of Kashmir which, she said, was the profound symbol of Indias secularism. Pointing to the contradictions in the Centres Kashmir policy, Gandhi said " different elements of the Government are at odds with each other over whom to deal with, how to deal with them and in what direction the dialogue must move." Meanwhile, the first plenary of the All India Congress Committee in the new millennium concluded here today with the resolve to launch a nation-wide agitation to force the shameful, corrupt and communal NDA Government to quit on moral grounds. Details of the action plan will be announced in Delhi tomorrow, Mrs Sonia Gandhi declared in her presidential address. We have decided to take on the Government in Parliament and outside, Mrs Gandhi said amidst thunderous applause from the ten thousand odd delegates while winding up the session. In a major policy shift the party also conveyed its readiness to form a coalition Government at the Centre with like-minded parties without compromising on secularism. Through the economic resolution, the AICC pledged to protect and promote Nehuruvian mixed economy , where the public and the private sectors could co-exist and the PSUs playing a dominant role. The party opposed indiscriminate disinvestment in the PSUs for the sake of bridging the fiscal deficit. It debunked the BJPs false propaganda that the BJPs economic polity was a parody of the Congress partys economic agenda. The party called upon the Vajpayee Government to resume a dialogue with Pakistan to peacefully resolve all bilateral issues. While welcoming the extension of the ceasefire in Jammu and Kashmir, the party said the Government should take the people into confidence and build a national consensus. The AICC expressed concern over the plight of the farmers. After a detailed discussion, in a resolution on the agricultural sector for the first time, the party assured the farming community that it would stand by them as in the past. It would remain ever vigilant in protecting their interest in their hour of crisis. It charged the Government with abdicating its responsibility for the crisis in the agricultural sector by putting the blame on WTO. Continuing her virulent attack, Mrs Gandhi accused the BJP-RSS -VHP combine of subverting the values of Indian cultural heritage by saffronising educataion and other institutions. She said that attempts were on to impose an artifical homegeneity on a vastly heterogenous social fabric and politics was being made blatantly partisan. She advised the Congress Chief Ministers to expedite socio-economic measures for the welfare of the down-trodden. She advised the partymen in the non-Congress ruled States to play a constructive and positive role. (Agencies) |

of strength RAWATBHATTA (RAJASTHAN), Mar 18: Prime Minister Atal Bihari Vajpayee today rejected the opposition demand for his resignation in the wake of tehelka expose and went on a counter-offensive against Congress challenging it to a trial of strength in Parliament. "Congress wants to have a readily-cooked food. But this is not possible," he said. Vajpayee said Congress lacked the required number in the House and was, therefore, levelling allegations and demanding his Governments resignation outside Parliament. Qureshi attacks ISI for calling him Indian agent NEW DELHI, Mar 18: Founding father of JKLF and hijacker of Indian Airlines plane in 1971 Hashim Qureshi today criticised Pakistan for calling him an Indian agent and said ISI was never reconciled to the fact that Kashmiris could have their own identity. Qureshi, who later formed Jammu and Kashmir Democratic Liberation Party, said his return to India had caused "much of a discomfort for the Pakistani rulers and their agents." In a statement issued by his office in Holland, where he spent nearly two decades in exile, he said "I laughed at the Pakistani media dancing to the tune of its masters in ISI and terming me as an Indian agent." Qureshi, who was arrested on December 29 last year at the Indira Gandhi International Airport here, said Pakistan and its agents had only seen "freedom fighters" like Ammanullah Khan, who had sold themselves to agencies like ISI. "Actually ISI can never compromise with the fact that a Kashmiri has his own identity. I am not Ammanullah Khan who will first ask for withdrawal of all cases and then come to India but instead I would like to fight out my cases," he said. Qureshi, against whom Jammu and Kashmir Police filed a chargesheet recently and the case will come for hearing on March 20 Ammanullah Khan had not even visited the Gilgit area (his birth place), which is under the oppressive rule of Pakistan. Qureshi, who after hijacking the Fokker-Friendship to Pakistan, said that whosoever spoke truth in that country was branded as an Indian agent. He said Pakistani media had described his return as a surrender to Indian authorities. Lamenting the attitude of the media in Pakistan, Qureshi said "when my mother-in-law was seriously ill, my wife had sought visa for Pakistan, which was disgracefully turned down by authorities." "We had faxed the copies to Pakistan media, but none of them had the guts to print the appeal as otherwise they would have disobeyed their intelligence agency masters," he said. Qureshi said "it was completely futile to write more about Ammanullah Khan and other so-called Kashmir leaders there as they survive in Pakistan and Pakistan-occupied-Kashmir on the dead bodies of Kashmiri youth." Pledging his full support to the centres peace initiative in the State, Qureshi said "I have come here to support Atal Bihari Vajpayees peace initiative and we want the end of oppression and bloodshed in Kashmir, whoever be the victim." Once a hardline supporter of Pakistan, Qureshi asked the Kashmiris to "change their thinking" in view of the "current" world situation and exhorted the "independence-loving" people of Pakistan-occupied Kashmir (PoK) to launch a "formidable struggle" for freedom from "occupational forces". "I always wanted to unveil the truth. I wanted to tell the truth to Kashmiri youth about freedom... I watched the politicians and their political life from close distance. I found that falsehood, cunning and calumny had paralysed many a leader," he said. Urging the Kashmiris to keep in mind the "current situation around the world", Qureshi said "those who plunged you (Kashmiris) onto the thorns of destruction had some interest and they benefited from it." "It is time you changed your thinking ...," he said exhorting "those in PoK who are dreaming of independence "to launch a formidable struggle for freedom of PoK, Gilgit and Baltistan from occupational forces." He, however, said the strategy regarding the budget proposals had been left to the party managers in Parliament.
