NEW DELHI, Mar 15: Defence Minister George Fernandes, Railway Minister Mamta Banerjee as well as her Trinamool colleague Ajit Panja tonight resigned from the Vajpayee Government rocked by allegations of corruption in defence deals, plunging the ruling NDA coalition into a crisis.

In a day of dramatic political events, Banerjee first announced that her party, which has nine members in the Lok Sabha, was pulling out of the Government and withdrawing support to it after her demand for the removal of Fernandes was turned down by Prime Minister Atal Behari Vajpayee.

Shortly thereafter Fernandes, who had made no public comment on the allegations resulting from an expose by a news portal for the last two days, went on Doordarshan to announce his resignation to uphold the morale of the armed forces and prevent "further damage to our national defence". However, he dismissed the charges as completely false.

The mercurial Banerjee, who is making corruption a major plank in the ensuing West Bengal Assembly elections, was not placated by the resignation of Fernandes as she declared later that she was not going to review her decision to pull out of the NDA.

Banerjee as well as the Minister of State for External Affairs Panja, who was the other Trinamool representative in the Government, sent their resignations to Vajpayee saying it was "too late now" to change their minds.

Another political head to roll in the course of the day was that of Fernandes’ associate Jaya Jaitly, who stepped down from the presidentship of Samata Party in the wake of national television channels repeatedly playing secretly shot video tapes showing money being given in her presence in the Defence Minister’s house by an undercover reporter.

As his Government was engulfed by a crisis Vajpayee met President K R Narayanan at Rashtrapati Bhavan to brief him on the political situation which does not pose any immediate threat to his Government.

The Vajpayee-led coalition has the support of 291 members of the Lok Sabha—20 more than the minimum required—even after the pulled out by Trinamool Congress. However, the next move of Fernandes’ Samata Party which has a strength of 12 in the House, would be carefully watched.

Late tonight there was speculation that two other Samata representatives in the Government, Agriculture Minister Nitish Kumar and Minister of State for Railways Digvijay Singh may also quit.

Scenting blood, the constituents of the erstwhile United Front today announced the formation of a "Quami Front" (people’s front) to provide an alternative to Congress and BJP in the wake of development at the centre and to face the coming Assembly elections in five states.

But leaders present on the occasion of launching the Front—Marxist veterans Jyoti Basu and H K S Surjeet and Samajwadi Party leader Mulayam Singh Yadav—spoke differently on a possible tie-up with Congress in Government formation at the Centre.

While the CPI(M) leaders did not completely rule out tying up with Congress, Yadav parried all questions on the issue.

Meanwhile, Agriculture Minister Nitish Kumar and two Ministers of State belonging to Samata Party tonight followed their senior leader George Fernandes in resigning from the Government but it was rejected by Prime Minister Atal Bihari Vajpayee.

Besides Nitish Kumar, the Minister of State for Railways Digvijay Singh and the Minister of State for Consumer Affairs V Sreenivasa Prasad had submitted their resignations to Vajpayee in solidarity with Fernandes.

It was officially stated that Vajpayee had not accepted the three resignations.

Resignations of Union Ministers George Fernandes, Mamata Banerjee and Ajit Panja were accepted tonight. The resignations were accepted by Prime Minister Atal Bihari Vajpayee and forwarded to President K R Narayanan for his approval, it was officially stated. (Agencies)

Classes boycotted, demonstrations held
Women colleges strike join

JAMMU, Mar 15: Both the women colleges in Jammu city today actively joined the ongoing students’ struggle for open choice in the forthcoming annual examinations as female students of GCW Parade and GCW Gandhi Nagar boycotted their classes for the first time in favour of the demand.

Students of GCW Parade, led by the college president Kiran Malhotra and vice president Divya Gupta, boycotted their classes and held demonstration. Raising slogans in favour of open choice, they staged a dharna in front of the college and blocked traffic for more than half an hour.

Students of GCW Gandhi Nagar, who were earlier not allowed to join their male counterparts in the protest, later boycotted the classes expressing their support to the demand for open choice.

Students of MAM College, SPMR College and GGM Science College, after boycotting their classes took out procession and held massive demonstration in front of the University Campus. Shouting slogans in favour of their demand and against Vice-Chancellor of Jammu university, they blocked the road for about an hour and disrupted vehicular movement.

Led by Vinay Sharma, Harmeek Singh Pinchu and Arvind Raina, the agitating students tried to enter the Campus premises but could not succeed as both the gates of JU had been immediately closed by the University authorities as soon as the procession reached there.

Later, they moved towards GCW Gandhi Nagar to get the classes boycotted there. However, on reaching there, agitating students leaders were not allowed to talk to the college vice president Rupali Gupta.

Some police officers and GCW Gandhi Nagar Principal allegedly misled the students outside and inside the college premises. They allegedly told the protesting boys that students of GCW Gandhi Nagar were not willing to join the agitation for open choice while the latter were not allowed to talk with their male counterparts.

A strong contingent of policemen wielding lathis and equipped with tear-smoke shells were accompanying the agitating students.

Sensing difficulty in getting the classes boycotted in GCW Gandhi Nagar, the agitating students dispersed after which cops deployed there also left the scene. However, after half an hour, some ACCC leaders again reached the women college and succeeded in getting classes boycotted with the help of Divya Gupta, vice president of GCW Gandhi Nagar.

As a token of solidarity with their male counterparts for the open choice, the female students of GCW Gandhi Nagar raised some slogans and held demonstration for a few minutes in front of college premises.

Meanwhile, Akhil Bharatiya Vidyarthi Parishad today announced its support to the ongoing students struggle for open choice and appealed JU authorities to concede the demand.

In a statement, issued by ABVP state secretary Mr Vivek Sharma, it was alleged that the concerned authorities were forcing students to adopt the agitational path to get their demand conceded. He justified students’ demand for a compensation as their studies have been badly affected due to adamant attitude of the State Government in the previous agitation against illegal admissions of PRIME medicos.

SSSRB truncated; Supreme Court orders disregarded
Rules are for fools in Govt recruitment

SRINAGAR, Mar 15: National Conference (NC) government’s decision to restructure the State Subordinate Services Recruitment Board (SSSRB) with the expulsion of all the 18 members in 1998 was widely appreciated in the State. Quite a large number of the members, who were retired Government officials with nothing at stake, had crossed limits of corrupt practices. When the Chief Minister Farooq Abdullah himself was convinced that some SSRB members had received bribe of Rs one Lakh per vacancy from the candidates selected, he suggested dismissal of all its members. Consequently, the Cabinet restructured the SSSRB with half-a-dozen senior KAS/IAS officers most of whom enjoyed good reputation among the masses.

However, pessimism prevailed with the appointment of Mr Iqbal Khanday as the impression went round that he had actually been "dumped" in the SSSRB. In spite of being controversial in certain administrative circles, Khanday is generally rated as an officer of high integrity. According to a well-placed source, it was within a couple of months that the Chairman began to doubt the Government’s sincerity in his appointment as head of the independent body responsible for selection of incumbents for all non-gazetted vacancies.

While as most of the departments "concealed" their vacancies, just a few were referred to the SSSRB. The board’s capacity to work was reduced with the transfer of two members, namely Najam-us-Saquib and Chaman Lal, to the Food Corporation of India (FCI) and Scheduled Castes/Scheduled Tribes Development Corporation respectively. While their slots are still vacant and yet another member, Mohammad Amin Khan, is reaching superannuation this month itself, the SSSRB will be left with only two members—K S Salathia and Lekh Raj Sharma—on March 1 next as against 17 in 1998.

On the other hand, the clandestine process of backdoor appointments has already assumed menacing proportions. Even as most of the vacancies are to be filled up under rules on 50:50 basis (50% direct recruitment through SSSRB selection and 50% in-service promotions), it has been observed that over 90% of the vacancies are bungled with the promotion quota. At least 6,000 influential incumbents are believed to have been taken into the non-gazetted service, in violation of norms, by HoDs and other officers in the last three years.

The modus operandi of filling up other vacancies has been clear. The favourites are either promoted on ad hoc basis or given charge of senior positions. Rest one needs is a stay order. It is no secret in Jammu & Kashmir that most of the officers honour only the court orders of their own choice and suitability.

It was in the background of this phenomenon that the Division Bench of the Supreme Court of India, comprising Mr Justice Jagannadha Rao and Mr Justice A P Misra, admonished the State of Jammu & Kashmir in April last year. In a civil appeal titled Suraj Prakash Gupta and others v/s State of Jammu & Kashmir, the Supreme Court directed that there should be no promotions, ad hoc or otherwise, or backdoor appointments by way of ‘relaxation of rules’ against the vacancies of the direct quota of recruitment.

In the directions to J&K State, the Supreme Court observed that the State of Jammu & Kashmir had been "flouting basic rules of recruitment by granting relaxation of the rules of the direct recruitment as also the rules requiring consultation with Public Service Commission (PSC), Departmental Promotion Committee (DPC) for promotions/recruitment by transfer". In order to ensure that this is not done in future the Court directed the State Government to constitute a high level committee "within one month" which would ascertain the number of vacancies occupied illegally by the promotees and those appointed in "relaxation of rules".

GAD sources confirmed that no such committee had been constituted during the last eleven months. In clause ‘C’ of the general directions, the Division Bench had directed: "The state of Jammu & Kashmir will ensure that no relaxation of basic recruitment rules is made for direct recruitment through PSC or for purpose of regular promotions/recruitment by transfer. The recommendations of the (high level) committee, referred to above, may be considered by Government and implemented in accordance with the rules and in accordance with law without unreasonable delay".

However, for the last about one year, while the menace of "relaxation of rules" has remained uninhibited, there has neither been any high level committee nor any recommendations.

In gross violation of the Supreme Court orders, the State Forest Department recently appointed as many as 73 blue-eyed incumbents without referring one to SSSRB. According to Government sources, all the incumbents were the kith and kin of several ministers, bureaucrats and influential officers. Finally the matter was taken to the court of law which quashed all such unauthorised appointments. In spite of the court orders, these vacancies have not been referred to SSSRB.

Yet another typical example of recent times is the proposed selection of 182 Female Supervisors in Social Welfare Department. As per the rules, 91 vacancies were to be filled up in the in-service promotion quota and the rest 91 through the selection of SSSRB. For the 91 vacancies referred to SSSRB, the department stipulated the vague qualification of "Graduate with Anganwari training". Since there is no "Anganwari training" in Jammu & Kashmir or any other Indian State, the response was zero. Later, the essential qualification for the posts was fixed as "Graduation".

However, rather than referring the vacancies back to SSSRB for selection, the officers of Social Welfare Department—allegedly under the influence of the minister incharge and some bureaucrats—decided to fill up the posts on "consolidated pay" initially for a fixed period of 89 days. While the search is on for the kith and kin of politicians and bureaucrats—and also those ready to pay secretly—, touts have been overtly on the job with a "rate card" of Rs 50,000 each.

JAMMU, Mar 15: Uproar over alleged defence deal scam continued in the Legislative Assembly for second day today after Speaker Abdul Ahad Vakil rejected two adjournment motions on the subject, which had been moved yesterday by Panthers Party member Harshdev Singh and Congress (I) MLA Ashok Sharma.

All four Congress (I) members, who were present in the House, were marshaled out on the orders of Speaker as they continued to shout slogans against BJP leadership and NDA Government after the completion of Zero Hour.

Giving his ruling on adjournment motions, the Speaker said both the MLAs warned to raise an issue which pertained to defence, a Central subject.

As Speaker was giving his ruling, the Congress (I) members were on their feet and started shouting ‘BJP, Chor Chor’. Billawar MLA Balbir Singh loudly shouted ‘Chor, Chor’. They were effectively countered by BJP legislators including Chowdhary Piara Singh, who reminded the Congress (I) MLAs that their Governments had been most corrupt at the Centre.

A BJP member also hurled a derogatory remark on Balbir Singh, which was objected by the latter and he more loudly shouted "Atal Behari Chor Hai, Bangaru Laxman Chor Hai".

Veteran Parliamentarian and BSP Legislature Party leader Sheikh Abdul Rehman appealed to Speaker to restore order in the House saying members of both BJP and Congress (I) weren’t interest in smooth running of House proceedings.

Vakil appealed to agitated legislators of both parties not to make it a party issue and behave like honourable MLAs.

On his ruling, Vakil said there were certain rules through which he had to go and added that since the matter pertained to defence, which was not an issue of the State and was being looked by the Centre. Therefore, he said, he was rejecting both the adjournment motions.

Soon after the rejection of adjournment motion, all four Cong (I) MLAs including Lal Singh, Balbir Singh, Chering Dorjey and Ashok Sharma trooped into well of the House and resumed sloganeering. Amidst a din prevailing in the House, Speaker ordered marshals to remove all the four legislators out of the House.

Vakil threatened that he will suspend protesting members for rest of the session if they don’t improve their behaviour. He also issued a stern warning to BJP City East MLA Ashok Khajuria to behave properly in the House.

Regarding notice of discussion on the same subject given by Harshdev Singh under Rule 137, Speaker again cited similar reasons for rejecting the notice that issue, sought to be raised by Singh, didn’t pertain to the State.

Singh, however, said he should have been allowed to raise the issue as top leadership of country was involved in the scam and security has been compromised.

Congress (I) members also held a protest outside the Assembly for a brief period in which they castigated NDA Government and BJP leadership for ‘compromising with national security’.

Again National Conference and BJP members exchanged words on the same subject. Issue figured for the second time when during his budget speech, NC MLA from Doda Khalid Najib Suhrawardhy alleged that last year’s plan of the State was delayed as Government had kept no provision of ‘commission’.

A BJP member countered saying Suhrawardhy was talking of Omar Abdullah, Union Minister of State for Industries and Commerce and a National Conference MP.

Suhrawardhy wanted to know whether Bangaru Laxman took the money for construction of temple. Piara Singh (BJP) said the money was meant for construction of a mosque. Singh said the ‘open loot’ by NC Government in the State was known to all and people need no video cameras to assess them.

"The National Conference leaders were taking money even from Pakistan", Singh alleged.

NC member Dillawar Mir also came to the support of Suhrawardhy and lambasted the remarks of BJP legislators.

Annan calls for early resumption of stalled
Indo-Pak dialogue

NEW DELHI, Mar 15: UN Secretary General Kofi Annan today pushed for an early resumption of the stalled dialogue between India and Pakistan saying it is time to heal the wounds of and offered his "good offices" if the two countries wished to do so under UN auspices.

"This is the right time for India and Pakistan to resume the dialogue. Pakistan’s leader General Pervez Musharraf assured me in Islamabad that he is ready to do so at any time....I stand ready to support the dialogue in any way that I can," Annan told reporters at Delhi Airport soon after his arrival on a three-day visit.

"My good offices remain available should the parties wish to engage under UN auspices", Annan, who visited Pakistan last week, said.

Urging a return to the spirit of the Lahore Declaration, he called for renewal of dialogue with Pakistan in order to reduce tensions and build confidence.

"This is essential to the peace of both nations and to the security of people of Kashmir, who have endured too many years of violence and suffering," he said.

"It is time to begin healing the wounds, to restore trust and to regain a sense of a common good and a common future," he said.

Annan, who will meet the Indian leadership tomorrow, said "so long as grievances persist between both nations, and violence continues in Kashmir, you (India) and Pakistan will be unable to tap the full potential of this important region".

Stressing that it was important for the engagement to begin, he said "it is the right time for India and Pakistan to resume dialogue."

"The important thing is that engagements begin, so that the peoples of both nations can embrace the opportunities of the new century," Annan said.

Annan, who is on his second visit to India as UN Secretary General, the first being in April 1997, will call on President K R Narayanan and Prime Minister Atal Bihari Vajpayee besides holding substantive talks with External Affairs Minister Jaswant Singh.

While in Islamabad as part of his four-nation tour of South Asia, Annan had ruled out implementation of the UN resolutions on Kashmir or a separate UN Human Rights Commission for Kashmir, as demanded by Pakistan.

On the continuance of UN Military Observer Group at the Indo-Pak border in Kashmir, Annan today said "they have been there for quite a while and they have a mandate to be there.

"If India and Pakistan were to engage and you had resolved the issue, there would be no need for the observers. They will be withdrawn." he said.

Annan said as in Pakistan, he would be encouraging the Indian Government to sign the Comprehensive Test Ban Treaty (CTBT).

On India’s demand for a permanent seat in an expanded UN Security Council, he said it was a "complex issue" being discussed by member states and the new President of the UN General Assembly was taking it up.

"I wish I could tell you when we are likely to see concrete results but I am afraid it is going to take a while. And, of course, India is one of the countries that is mentioned as deserving of consideration to serve on the Council," he said.

On the problem of international terrorism, Annan said this could be effectively dealt with if countries cooperate and they do not give refuge to terrorists. If the terrorists were given comfort and protection, "We all pay a price".

He felt major international cooperation and information sharing was required to tackle this menace.

Asked whether he was carrying any particular message from Pakistan to the Indian leadership, he said "I think I have already said enough".

About Musharraf’s reaction to his statement that the UN resolutions on Kashmir can’t be implemented without India’s assent, Annan said "I really can’t answer that but I did make a statement".

On Pakistan saying all along that a plebiscite was called for in Kashmir, he said "I think my statement is clear. My statement in Pakistan and here is clear".(PTI)

Meenakshi reiterates gang rape allegations before Court

UDHAMPUR, Mar 15: Meena-kshi Bhutyal, whose sudden disappearance from Udhampur last month witnessed large-scale violence in the town, has deposed before the Mobile Magistrate Udhampur that she was gang-raped by the three accused —Aftab, Anoop and Vikram at gun point at Katra on February 8.

The statement recorded in the court is almost the identical and tallies with what she had revealed before the newsmen at her maiden press conference on March 10 .

In her statement recorded under section 164 and giving the chronology of the events, Meenakshi said that on February 8 morning , she left the home for the tuition around 6.45 AM. As she reached near Parshotam Mandir, suddenly a brownish colour Maruti car with tinted glass and bearing number JK02H (or JK02K)-8874 came to a screaming halt in front of her. From it alighted Anoop who dragged her into the vehicle while’s Vikram, who happened to be her far-off relative, showed a pistol, while’s the vehicle was driven by another accused Aftab.

The statement further said that as she raised alarm, Vikram and Anoop, who were sitting in the rear seat of the vehicle, made her unconscious after putting a piece of cloth on her mouth. Thereafter, she regained her consciousness only after finding herself in a room at Katra, where the trio raped her one by one.

The statement further said that it was first Aftab , then Vikram and finally Anoop who outraged her modesty. "As I wanted to expose them for their this act by approaching Police, the trio told me that she cannot do any harm to them since all of them were influential people", she said. They even threatened me not to disclose about the rape, otherwise, her brother, with whom Vikram had some old rivalry, will be liquidated, she further said.

At Udhampur, Aftab dropped her outside Army Public School with the threat that if she revealed about her gang-rape, her entire family will be liquidated.

Thereafter, as I was scared of home (from remaining away), I went to my cousin Manjeet’s house and narrated the entire story to him.

The statement recorded by Meena-kshi is almost the identical version of what she had narrated before the mediamen in her press conference on March 10 at Udhampur. The statement mentions everything as how she reached Indore and later returned home, as was mentioned by her during the press conference.

Meanwhile, a CBI team from New Delhi headed by SP R S Bhatti and comprising five other officials was reaching here tomorrow morning to start investigations in the case.

3 arrested, 100 documents seized
Fake certificates racket busted

JAMMU, Mar 15: Police today busted a racket engaged in selling fictitious diplomas and marks-sheets of J&K State Board of School Education for Matriculation and Higher Secondary Part-II classes. Three racketeers including their kingpin have been arrested by police while a hunt was on to nab their associates.

So far, police parties of Samba police station have seized 100 fictitious certificates from the hideouts of racketeers during the two day long operation, which partially concluded late tonight.

Police sources said the operation was launched by Samba police on the basis of a specific information developed by it yesterday morning. Police swooped on suspected hideouts of racketeers and after more than 16 hour long raids succeeded in apprehending three accused including kingpin Madan Lal alias Madhu son of Krishan Lal, a resident of Kathua. His two arrested associates included Avtar Singh alias Babu Singh son of Bhagwan Singh R/o Chak Ram Chand, Sunjwan and Ashok Kumar son of Dewan Chand R/o Painth.

Racketeers were subjected to sustained interrogation by police during which they admitted their involvement in selling fictitious certificates of Matric and Higher Secondary Part-II classes to students charging rates ranging between Rs 3000 to Rs 10,000.

They used to charge Rs 3000 for Matric marks-sheet and diploma, Rs 6000 for Part-II diploma and marks-sheet and Rs 2000 extra for second division and first division. This way, they had already sold a large number of certificates to gullible youths charging heavy amount from them and thus earning huge amount through illegal means.

Sources said police have so far succeeded in recovering about 100-odd certificates from the possession of racketeers and recovery of more documents was in the offing. The seized certificates fully resembled to the genuine documents of Education Board.

Preliminary investigations by police revealed that racketeers had their connections in New Delhi from where they used to print documents of J&K Board, which were then brought here and filled as per the requirements of students.

Police didn’t rule out the possibility of some youths having succeeded in getting employment on the basis of fictitious certificates. Investigations in this aspect were also going on.

Police parties, which busted the gang, were led by SHO Samba S S Samyal and comprised Supwal police post Incharge J S Samyal and Sub Inspector Sunil Jasrotia.

4 ultras, civilian, JCO killed in Mahore, Darhal

JAMMU, Mar 15: Army gunned down four foreign mercenaries of Lashkar-e-Toiba (LeT) outfit in a fierce gun-battle in Deolmarg forest area of Mahore tehsil in Udhampur district today.

In other incidents, a civilian was shot dead and his wife seriously injured in a militants attack at village Madoon under the jurisdiction of Darhal police station.

Defence sources said army personnel located in Sahr village near Mahore received a specific information from people about militants’ presence in Deolmarg area. Troops swung into action and launched searches in the area to prevent militants from striking on civilians’ targets.

Militants opened firing on area domination patrol party, which fired back. In the resulting encounter, four foreign mercenaries were gunned down by troops. An army jawan was also injured and evacuated to military hospital where his condition was stated to be stable.

Recoveries made from the spot included four AK-47 rifles and a huge quantity of ammunition. Operation was still in progress till the reports last came in with troops hunting other militants hiding in the area.

All four slain ultras were Pakistanis affiliated with Lashkar outfit.

Meanwhile, a civilian killed by militants at Darhal has been identified as Habib and the injured as his wife Dilawar Jan. Jan has been admitted in district hospital of Rajouri.

A Naib Subedar Ram Chander Pandit of 2-Bihar was killed in Pakistani firing on the Line of Control (LoC) in Sunderbani sector yesterday.

Army averted a major tragedy by detecting and defusing a powerful IED at Akhor Pattri near Surankote tehsil of Poonch district this afternoon.

A Special Police Officer (SPO) Sanjay Kumar of Sangroo, Bhaderwah, who was injured in an ambush at Hambal, Doda yesterday, was shifted to Medical College here this morning.

NC MLA’s motion admitted
No new laws extended : CM

JAMMU, Mar 15: Speaker Abdul Ahad Vakil today admitted an adjournment motion of National Conference MLA Abdul Gani Naseem in the Assembly in a modified form only to the extent of a statement by acting Chief Minister Gulam Mohi-ud-Din Shah.

The adjournment motion, relating to reported extension of certain laws to the State declaring Kashmir valley and parts of Poonch and Rajouri districts as disturbed, was moved by Naseem in the House yesterday and Speaker had fixed his ruling today.

Vakil said since the issue related to State and had historical as well as political ramifications of vital importance, he was admitting the motion.

In his statement, the acting Chief Minister refuted the statement of Naseem as ‘untenable’ and ‘having no substance’ saying the laws of disturbed areas were extended to the State way back in 1990 during Governor’s rule in the State.

"We have our own agenda and we stand by autonomy report. We shall see to it that no laws are extended to the State without our consent", Shah asserted.

He said a question to this effect had been raised by BJP member Dr Vijay Kumar Malhotra in Parliament recently that whether Centre intended to declare J&K as a disturbed area to contain cross-border terrorism.

According to him, the Government replied that there was no such provision to declare the entire State as disturbed area. According to reply, the Centre had applied Armed Forces Special Powers Act under which all districts of Kashmir valley and 20 kms area falling along Line of Control (LoC) in Poonch and Rajouri was declared disturbed.

The reply, according to Shah, also stated that Government didn’t think it necessary to cover other areas like Udhampur and Doda under Disturbed Area Act.

"The Disturbed Areas Act was extended during Governor’s rule and we stand by that", Shah said.

BSP MLA Sheikh Abdul Rehman claimed that in 1990, only five km area along LoC in Poonch and Rajouri districts had been declared as disturbed and wanted to know when it was increased to 20 kms. Shah said it was 20 kms right from 1990.

Shah clarified that no other Central law has either been extended to the State or been consented by the Government.

PM meets President

NEW DELHI, Mar 15: Prime Minister Atal Bihari Vajpayee today held a 45-minute meeting with President K R Narayanan at Rashtrapati Bhavan to apprise him of the latest developments arising out of the expose of corruption in fictitious defence deals.

After the meeting Vajpayee left without talking to waiting news persons.

Vajpayee’s meeting with Narayanan assumes significance in the light of withdrawal of support by Trinamool Congress to NDA Government.

The meeting was sought at the behest of Vajpayee this morning to inform the President about latest political developments, official sources said.

According to a Rashtrapati Bhavan communique issued after the meeting, Vajpayee briefed the President about the general situation in the country.

It said Narayanan apprised the Prime Minister about his recent four-day visit to Mauritius and his meeting with the Mauritian leaders. (PTI)

Trinamool breaks tie-up with BJP

KOLKATA, Mar 15: Trinamool Congress here today announced breaking its electoral tie-up with the BJP in West Bengal immediately after withdrawing support to the NDA Government at the Centre, but refused to say anything on seat adjustments with the Congress.

"Our tie-up with BJP no more exists and the decision on seat adjustments with it for the coming elections stands cancelled,’ Trinamool Congress policy-making body chairman Pankaj Banerjee told PTI here.

The Trinamool Congress, he said, would hold an emergency meeting here tomorrow after the arrival of party chairperson Mamata Banerjee from Delhi "where we will chalk out our future course of action".

He said, the Trinamool Congress might take a ‘fresh look’ at the number of seats it would contest and a decision to that effect would be taken tomorrow.

Trinamool Congress and BJP had recently finalised their seat adjustments for the coming elections, with the saffron party allotted 39 seats in the 294-member State Assembly.

Reacting cautiously to Trinamool Congress quitting the NDA Government, State Congress president Pranab Mukherjee said that his party welcomed its decision, but the question of entering into any electoral adjustment with it was "too premature".

State BJP chief Asim Ghosh said he had called an emergency meeting tomorrow to review the situation following the Trinamool Congress’ decision. (PTI)

Indo-Pak talks must for peace: Farooq

NEW DELHI, Mar 15: Jammu and Kashmir Chief Minister Farooq Abdullah today said talks between India and Pakistan were a must for restoration of peace in the sub-continent.

"I have never been averse to the dialogue process but Pakistan should at least do its bit by controlling the militant groups operating from its soil," he told reporters after the Infotech Hotel’s Expo’2001 being held here.

He said India has exhibited its seriousness by announcing the ceasefire and now it was the turn of Pakistan to contribute to the peace process initiated by Prime Minister. Dr Abdullah, who returned here this morning after leading a Haj goodwill delegation to Jeddah (Saudi Arabia), said "I hope that misunderstanding between the two countries will phase out soon and no conflict will be there as this only leads to destruction."

Stating that the media had an important role to play in conflict situations, he said "the continuous negative reporting of even the small incidents in the State before the world was hampering the tourist inflow."

Since the State had no other industrial infrastructure besides tourism, he said "this was adversely affecting the State economically."
