PTDA functioning

The functioning, jurisdiction and powers of the Patnitop Development Authority need to be reviewed in the light of experience gained so far. The area under its jurisdiction makes it a State within the State. Being somewhat remote from public gaze, the wide discretionary powers have served as a gold mine for the Babudom and their political losses. This was fully exposed when the scandal of building sanctions for hotles and residences came before the High Court about a year ago. The worst sufferers are the poor marginal farmers and small land holders. Their lack of education and ignorance of the ways of Babus is fully exploited. As it well known, farming includes agriculture dairying, bee keeping, mushroom growing, fruit growing etc. Even small addition or modification of accommodation has to be approved by the all powerful Authority. These scattered farmers do not have the time and money for these approvals and sanctions.

It is, therefore, suggested that some form of mini Municipalities be created at places of tourists interest like Kud, Sudh Mahadev, Patnitop, Sanasar etc. over which PTDA may exercise its power. But the blanket jurisdiction over the entire area should be curtailed. The farming community should be freed from their control. As it is, the area has been designated as Draught Prone. With Agricultural prices falling these marginal farmers may be forced into suicides or engage in anti social activities.

Security of Gujjars

Sir,

Firstly, it was Kashmiri Pandits then became the Valley Sikhs and now the main target of the terrorists is the poor and innocent members of Gujjar Bakkerwal community as they had done it in the Kot Chadwal area of Rajouri District. But when the members of other communities are killed there is so much hue & cry in state as well as in the Centre, but in case of this community no body gives any serious attention towards them. The fact remains that they area educationally and economically backward, but they are the citizens of this democratic country. The National Human Rights Commission also closed its eyes in this episode, don't they have any human rights."

In past various cases of harassments, rapes and other atrocities on Gujjar women in remote area of Udhampur and Rajouri were reported in news papers, but the Govt. did nothing for the security of these people. How can we expect something good from the State Govt. When it has failed to give this community their share in schedule tribe quota. I appeal to the Govt. to take some concrete steps for safety of these nomad people, otherwise, they will be forced to demand a separate region in the State.

Govt. should recruit the members of this community in village defence committees and should provide them arms and training so that they can defend their life in the hilly areas of the State.
