J&K Budget industry friendly: Chamber Excelsior Correspondent JAMMU, Mar. 12: Chamber of Commerce and Industry Jammu president Mr Ram Sahai has hailed the budget for the year 2001-02, presented by the Finance Minister J&K, Mr A R Rather and termed it as industry friendly. Mr Sahai, in a press statement issued here today said that many suggestions made by the CCI during the pre-budget discussions with the Finance Minister have been accepted and incorporated in the budget. No new tax or hike in power tariff has been imposed. The rate of Sales Tax on jewellery and ornaments, tyres, tubes and motor spare parts has been reduced to bring it at par with our neighbouring states. The Chamber president further expressed that SSI sector has been exempted from the tax on service contracts and job works executed by these units. By exempting local liquor manufacturers from Toll tax will give a fillip to exporting units. The Finance Minister has also stipulated condition for lifting of 100 per cent duty free Rum by the Defence forces from the local units only. Similarly, enhancement in limit of self assessment from Rs 10 lakh to Rs 25 lakhs is a welcome step. Finance Ministers announcement to meet the entire expenditure on the future seminars organised by the State Universities for the economic development of the state and also to get one fellowship instituted in the Departments of Economics in each of the Universities will go a long way in setting the right future trend. However, the Chamber feels that some more items already identified and assured like stainless steel ware, diesel, lubricant oil, sports goods, photo goods, etc. had been left out to bring their tax rate at par with other states. One long pending matter which has perhaps skipped the attention of the Minister is to increase the exemption limit of Property Tax, which is as out-dated as year 1962. The proposed increase in additional Toll Tax is likely to inflate the price index. The Chamber hoped that Mr Rather will take positive view of the above suggestions. |
Gupta for preservation of Jasrota Palace Excelsior Correspondent JAMMU, Mar. 12: The Minister of State for Civil Aviation Prof Chaman Lal Gupta has stressed the need for preservation of Jasrota Palace in district Kathua. Addressing annual congregation of Jasrotia Biradari on Sunday,the Union Minister said that he will approach the Union Ministry of Human Resource Development so that centuries old palace could be adopted by the Archaeological Survey of India. Expressing pleasure over completion of link road from Kali Mata temple to Jasrota Palace, for which minister himself had provided funds out of his Constituency Development Fund last year. He said all possible help will be provided for the metalling of the link road which has been named after the Kargil Martyr -Capt Ajay Singh Jasrotia. The Union Minister said that recruitment norms for the youth of Kathua district who are keen to join Army will be relaxed and brought at par with the recruitment norms for the youth of other districts of the state. The matter in this regard has already been discussed with the Defence Minister George Fernandes, he added. He further assured the community members that assistance for erecting monuments in the memory of Capt Ajay Singh Jasrotia and Arun Singh Jasrotia will also be provided. He informed that a Community hall is being constructed at Hiranagar in the memory of Capt Jasrotia. The minister also felicitated the newly elected Panchayat members of the area. |
Amar Singh Club elects new executive committee Excelsior Correspondent JAMMU, Mar 12: Annual general body meeting of the Amar Singh Club was held to elect new executive committee for the next term from the year 2001 to 2003. The annual general body meeting was chaired by Mr Anil Goswami, Divisional Commissioner Jammu who is also vice-president of the Club. There was overwhelming response among the members. 852 members of this prestigious club attended the meeting and cast their votes for electing 11 executive committee members. 21 contestants were in fray for the executive committee membership. Mr Sidharath Sharma topped the list of winner by getting 699 votes. He was followed by Mr Rattandeep Singh Anand who secured 682 votes while Mr V K Nanda was in third place who got 636 votes. Others executive members who were elected included Mr Vishwender Dev 612 votes, Mr Ramesh Koul 578 votes, Mrs Neelam Dutta 574, Mr Rajbir Singh 569, Mr Deepak Gupta 557, Mr Bansi Lal Dogra 521 votes, Mr Manmohan Singh 514 votes and Mr Ramesh C Gupta 513 votes. Mr R C Verma, the Returning Officer of the Club declared the result today amid cheering by the supporters of the winning candidates. Earlier in the annual general meeting, the secretary of the Club, Mr H S Anand highlighted the activities and development of the Club in the last 2 years. Speaking in the meeting members appreciated the overall improvement in the Club under his secretaryship and previous committee. Later, Mr Anil Goswami, vice-president gave away the prizes for the annual sports tournament of the Club for the year 1999 and 2000. Kamal Rohmetra bagged 6 trophies in various categories. He was followed by Gautam Lakra with four prizes. Ankur Mahajan and H S Bedi got first and second prizes respectively in Handicap Snooker for the year 1999. In Handicap Billiard Kamal was adjudged as winner and Lakra as runner up while in Open Snooker it was also Kamal who was winner and K K Khosa was runner-up. In the Open Billiard category Lakra was adjudged as winner while Rohmetra as runner-up. Lakra and Arun Gulati got first and second prizes respectively in Handicap Snooker for the year 2000. In Handicap Billiard Dinesh Chopra was declared as winner and Kamal Rohmetra as runner up while in Open Snooker it was also Kamal who was adjudged as winner and Puneet Chadda as runner-up. Altaf lauds GMC hospital management for improvement Excelsior Correspondent JAMMU, Mar 12: A simple prize distribution function to honour the winners in the sanitation fortnight was held in Government Medical College Auditorium here today. As per a release, Minister for Health and Medical Education Department Jammu presided over the function and gave away the prizes to the employees in the different categories. Deputy Medical Superintendent Dr Yashpaul Sharma gave a brief account of the sanitation activities. Principal Medical College Jammu Dr H L Goswami and Director Health Services, Jammu Dr Jasbir Singh were also present on the occasion. The minister gave away prizes, certificates and mementos to the staff members of various categories of employees, who had worked with dedication for the upliftment of hospital. The minister appreciated the hard work put in by the hospital management under the supervision of Medical Superintendent Dr Romesh Gupta and his team. He suggested that such programmes of mass cleanliness in the hospital should continue in future also. Sectt. employees hail Rather, Jaitely Excelsior Correspondent JAMMU, Mar 12: J&K Civil Secretariat Non Gazetted Employees Union in a meeting here today has hailed the Finance Minister, Mr A R Rather, Chief Secretary Ashok Jaitely and Finance Commissioner, Mr Jaleel Ahmed Khan for releasing three percent DA from July 2000 and third installment of Fifth Pay Commission arrears in favour of State Government employees. As per a release, the meeting which was chaired by Mr Nazir Ahmed Mir president of the Union and it was attended by the representatives of Civil Secretariat, Lower Grade Employees Union. The Union also thanked the employees for remaining united in resolving the employees issue. It also resolved to fight for enhancement of retirement age to 60, the only accomplished demand left from Fifth Pay Commission recommendations. The Union also urged the Government for creation of 21 posts of under secretaries in the Civil Secretariat, the case already stands referred to Establishment Committee for consideration. |

Papers were presented on different aspects of translation like art, traditions, history of translation in the world and Urdu translation work. The participants had interaction with the experts. Prof Zahur-ud-Din, Head, PG Department of Urdu chaired the valedictory session and discussed at length the craft and technique of translation especially in Urdu. He also presented vote of thanks. |
PDP Youth Wing organises scooter, car rally Excelsior Correspondent JAMMU, Mar 12: Youth Wing of the J&K Peoples Democratic Party, (PDP), Jammu Urban held a scooter and car rally today to highlight the demands of the youth. The rally started from Satwari Chowk and it was led by Mr Harmit Singh district president of the Party. After passing through Jewel Chowk, Vivekananda Chowk, Raghunath Bazar, Purani Mandi and Jain Bazar it culminated at Mubarak Mandi near Divisional Commissioners Office. A memorandum highlighting the problems of the youth was submitted to Divisional Commissioner. The memorandum demanded adequate power supply to Jammu region, sustenance allowance to unemployed educated youth and probe into use of police force on migrants from Doda, Rajouri and Poonch districts. The rally was addressed by various leaders of PDP. Speaking on the occasion senior vice president, PDP, Youth Wing, Mr Ashok Sharma threw light on the burning issues. He expressed his grave concern over the deteriorating economic condition of the people of the state and blamed the Farooq Abdullah Government for the same. He said the State Government has failed on the all fronts and it has no moral right to stick to power. Addressing the rally, Mr Harmeet Singh expressed his concern over increasing unemployment in the State. He appealed the Government to provide sustenance allowance to educated youth till alternative avenues of employment are created for them. He also demanded a thorough probe into the Menakshi kidnapping case through CBI. Ex-VCs plea to students, University authorities Excelsior Correspondent JAMMU, Mar 12: Former Vice Chancellor of University of Jammu Prof M R Puri has described the news as disturbing that representatives of College students met the University authorities for open choice in university examinations. In a statement here Prof Puri said there is no doubt that the students had to launch a prolonged struggle top get a wrong decision of the State Government reversed and this resulted in loss of their studies for two months, but they will be tainting their success if they now ask for compensation which is academically unsound. Prof Puri said, "already there is a view in some quarters that every year college students pick up some issue to agitate and cut classes so that they can then plead for `open choice. It is upto the students to prove that this view is erroneous and that they had no hidden agenda behind their agitation. They have to convey the message that they would like the courses to be completed and then the examinations held according to University statutes. Their successful struggle will be uplifted to a higher moral place if they adopt this attitude". Prof Puri added that the University authorities will be well advised to allow the colleges to continue with their teaching programme till the end of April. The Schedule of examinations may be arranged in the month of May in consultation with College Principals. The whole approach to the problem should be student-friendly, without compromising on academic requirements, added the former Vice Chancellor of Jammu University. |
Front for Trilateral Resolution of JK Problem holds convention Excelsior Correspondent KATHUA, Mar 12: Front for Trilateral Resolution of Jammu Kashmir Problem, in furtherance of its campaign to relentlessly work for cordial and friendly relations between India and Pakistan and peaceful resolution to 53 years old problem, held its 16th convention at lower Kharote in Kathua, under the chairmanship of Choudhary Shabir Ahmed Salaria, vice president of the Front. The convention was enthusiastically attended by a large number of delegates, intellectuals, retired Army officers, prominent citizens and social and political workers. Those who addressed included Messrs Ram Piara Saraf, former member of Constituent Assembly of J&K, Parshotam Singh Sarpanch, Khursheed Bismal, M R Qureshi Advocate, Jameel Kazmi Advocate, I D Khajuria and Hoshiar Singh. The convention resolved that the front will continue work for cordial relations and friendship between India and Pakistan and that the JK problem is of trilateral nature the durable and lasting solution of which can be found if the people of Jammu and Kashmir evolve a consensus by mutual dialogues. The Convention resolved further that for the progress and well being of the people of Indo-Pak sub-continent and to avoid a possible nuclear war between them it was necessary to resolve the JK problem by meaningful dialogues between India, Pakistan and people of Jammu and Kashmir State hailing from both sides of the Line of Control. The Front viewed with great concern and alarm the arms race between India and Pakistan and the colossal expenditure, their Governments were making on that account while their toiling millions are unemployed, underemployed and millions are deprived of basic education and facilities. The Front constituted an adhoc committee for Panchayat halqa Kharote with Dr Shanker Singh as convenor and Messrs Janak Singh, Romesh Sharma and Roop Lal as members. The Front decided to hold its 17th convention at Nad (Mansar) on March 16. |

demonstration held Excelsior Correspondent JAMMU, Mar 12: With the expiry of ultimatum given to Jammu University over the open choice in annual examination, the college students launched yet another agitation from today. The students boycotted their classes and held a massive demonstration in Jammu University premises. Shouting slogans and demanding open choice, the agitating students also staged a dharna in front of the Vice-Chancellors office chamber. It may be recalled that the All College Co-ordination Committee, a body of elected students representatives of five city colleges, had already served an ultimatum to Jammu University that the students would take to streets if their demand for open choice was not conceded before March 10. The demand has, however, been rejected by the university authorities. Notwithstanding the repeated argument of college Principals and JU authorities that besides affecting students career, open choice will hit the reputation of Jammu University, the college students began another agitation. The students of GGM Science, SPMR College and MAM College boycotted their classes and took out a massive procession in favour of their demand. The slogan shouting protesters, led by Vinay Kumar, Binder Paul Singh Romy and Satvir Singh, marched towards Jammu University and held a demonstration in front of the Campus. Demanding a meeting with the Vice-Chancellor Prof R R sharma, who was not present in his office chamber, the agitating students staged a dharna in front of the Administration Block. JU Associate Dean Students Welfare Dr Pritam Singh, who remained at the site throughout the protest, sought to justify the University stand on the issue of open choice. However, the students remained firm on their demand and even threatened to disrupt the proposed convocation function in JU on March 17. SP South Mr Rajinder Gupta and SDPO Gandhi Nagar, alongwith policemen, had also reached the Campus. However, no untoward incident occurred during the protest and students dispersed peacefully. Later a meeting between college lecturers and ACCC members was held at GGM Science College premises. The teachers suggested the students to join the classes and get their syllabus completed. The ACCC members, however, rejected the suggestion and announced to continue the strike till open choice was not granted. Besides ACCC members, the meeting was also attended by J&K Students Socialist Federation president Mr Rajinder Singh Jogi. He condemned GGM Science College Principal for his alleged misbehaviour with some student leaders and appealed the Education Minister to immediately transfer the said Principal. HC orders retiral benefits to Ex-Sub Inspector of ITBP Excelsior Correspondent JAMMU, Mar 12: In a significant judgement Mr Justice Arun Goel of the Jammu and Kashmir High Court at Jammu has disposed of a CMP filed by Mr Sudesh Kumar, Ex-Sub Inspector of Indo Tibetan Border Police through his advocates V K Jalali and Ms Ruchi Bhakri, directing the respondents, Directorate of ITBP for release of admissible pension/ retiral benefits to the petitioner. The court at the same time has also clarified that this order will not in any manner prejudice the claim of the petitioner as projected by him in his writ petition and will further be not taken as admission of the fact that the petitioner accepts the compulsory retirement ordered by respondents. As per writ petition, being SWP No. 850/2000 the petitioner has alleged the misuse of official position by the ITBP authorities in giving 30 percent training allowance to the staff who was not at all entitled for the same and on the basis of the complaints lodged by the petitioner to the concerned quarters upto Prime Minister of India, the said allowance was slashed from 30 percent to 15 percent all over India resulting in saving multi crore rupees of the Nation being pocketed by the unauthorised persons. Due to the reason that the petitioner exposed the illegal act of ITBP authorities and deprived them of their benefit of money in this manner, the ITBP authorities girded up their loins against the petitioner and since then the petitioner is suffering badly at the hands of these authorities for no fault on his part. He is facing victimization viz he was denied to sit in further promotion "E" list test for Inspector in the year 1988, on his fathers serious illness he was not sanctioned leave in November/December 1988 and due to lack of medical treatment the father of the petitioner expired and the petitioner even could not attend his last funerals and that he was forced to undergo various difficulties way back to his native place Jammu after five days of the death of his father and fell ill due to infection in his lungs and remained on medical treatment. Thereafter he was transferred to Madhya Pradesh and his salary stopped for 25 months and he was not paid even suspension allowance on his suspension on July 14, 1992 (because on July 7, 1992, the allowance was slashed from 30 to 15 percent due to complaint made by the petitioner. The petitioner was not given suspension allowance despite order of the MP High Court Gwalior Bench and was ultimately dismissed from service on March 23, 1993 in an ex-parte departmental inquiry in which the petitioner was never associated, nor given opportunity of being heard at any stage during the alleged inquiry. After dismissal of the case from the High Court from Gwalior, the petitioner filed an LPA against the said order in the Division Bench of the High Court at Gwalior which was decided on October 6, 1994 with the observation that the complaint of the petitioner was found to be correct and it was not proper to send the case to Director General of ITBP and the Single Judge was directed to decide the matter on merits. On August 7, 1995 the said case was decided by Mr justice A K Mathur of the Gwalior High Court vide which the order of dismissal was quashed as found illegal and without proving even a single alleged charge sheet against the petitioner. The petitioner was re-instated by the Department on October 12, 1995 but surprisingly on October 12, 1995, the day the petitioner joined the duty, he was again dismissed from service and was denied any pay and allowance under the plea that since the petitioner has not performed any service and the period of his absence from March 23,1993 onwards treated as without pay. Against this a contempt petition was filed against the respondents, who appeared in the court with records and the Court imposed litigation cost of Rs 1000 on the contemners and the payment was made to the petitioner in the court. The petitioner had to file a fresh SWP in Gwalior High Court. The said writ petition was decided on July 16, 1997 and the petitioner was again taken into service but again on the same charges without conducting any inquiry the petitioner was awarded punishment of compulsory retirement on January 1, 1998, treating the period of litigation from October 13, 1995 to 24-7-1997 sine die under the plea that the petitioner has not performed any duty during this period. This was done against orders of Mr Justice S S Jha of the Gwalior High Court for payment of full wages with effect from August 7, 1995 to onwards. Again a contempt petition was filed against the respondent contemner IG ITBP Mr Deewakar Prasad (IPS) who appeared in person in the High Court at Gwalior through senior advocate of the Supreme Court Mr KTS Tulsi. The counsel for ITBP argued before the High Court in contempt petition that the respondent/contemners could not understand the order of the High Court and due to mis-interpretation the order was passed by the IG ITBP for treating the period as dies non. Even thereafter the Court took lenient view and directed the respondents to rectify the mistake and release payment due to the petitioner. Thereafter, modifying the compulsory retirement an amended order was issued by the ITBP/ respondents. The said order has been challenged by the petitioner in the J&K High Court Jammu under SWP No 850/2000 in which the above CMP 393/2001 was disposed off on March 5 by Mr Justice R K Goel of the J&K High Court. In the entire episode the petitioner Sudesh Kumar attended about 200 dates of hearing at Gwalior from Jammu from 1992 to 1998, which approximately comes to about 4 lakh kilometer journey, to and fro. A son of the soil and a brave soldier has suffered all along for being a true patriot, who has to his credit various appreciations received by him for the service to mankind and which has appeared in the media, local as well as nation, as at present he was faced with mental torture and what not? |
Kissan Union holds rally at R S Pura Excelsior Correspondent JAMMU, Mar 12: A Kissan rally was held under the chairmanship of Mr Mohan Singh, president of the Kissan Union in which large number of farmers participated. The rally was started from the R S Pura bazar and culminated at tehsil headquarters where speakers highlighted various problems being faced by the farmers of the area. According to a press release, while addressing the rally, Mr Mohan Singh said that farmers of the border belt have been facing starvation due to dry spell. He criticised the Government for not providing relief to the farmers and added that Kerosene oil has not been given to the farmers for the last two months. Mr Singh also demanded recruitment of youth of border belt in police and army. He warned the authorities that in case their demands were not fulfilled with 15 days, the Kissan Union will launch agitation to get their demand accepted. Later, a memorandum was handed over to Tehsildar, R S Pura. Mr Ujjagar Singh, Sham Singh, Darshan Singh, Gurdyal Dogra, Bishan Dass, Makhan Singh, Bachan Lal, Des Raj, Dev Raj and others addressed the rally. |
