Need for fresh look at teaching of languages: VC Excelsior Special Correspondent JAMMU, Mar 10: Our system of language teaching is outdated and there is urgent need for a fresh look at course contents, relevance, traditional teaching methods. This observation was made by Professor R R Sharma, Vice Chancellor, University of Jammu, while inaugurating a Refresher Course in English organised by the Post-Graduate Department of English, University of Jammu in collaboration with the Academic Staff College of Kashmir University, here today. This refresher course will conclude on March 30. He said that when the Director of National Institute of English and Foreign Languages, Hyderabad visited Jammu last he had pointed that the teaching techniques of language, especially English has undergone a change. He had been requested to give a blue-print of the new methodology and suitable changes will be brought about in our university as well, he said. The Vice Chancellor said that refresher courses are useful and should be arranged for the college and university teachers to update their teaching methodology and course contents. The schedule for such courses should be tailored to suit the teaching community, he said and added maximum number of Jammu regions colleges should be involved in these programmes. Complimenting the organisers of this programme, Prof Sharma underlined the importance and relevance of such courses to the task ahead of teaching faculty. Prof Posh Charark Chouhan, Head, Department of English, while welcoming the participants, stated that English language teachers from various colleges and varsities including University of Kashmir, Gujarat, Maharashtra, MP as also Jammu region. She spoke about the thrust areas of the course and said rich experienced resource personnel are coming to participate in the programme. Dr Miraz-ud-Din, Director, Academic Staff College also spoke. Prof D K Rampal, Director, Centre for New Literature and Canadian Studies also spoke while Prof K B Razdan presented a vote of thanks. Ms Komal Kapoor and Ms Garima Gupta ( both students ) ably conducted the proceeding of the inaugural function. A number of academicians, students and prominent citizens attended the function. |

Excelsior Correspondent JAMMU, Mar 10: The Centre for Development and Studies (WDSC) of Model Institute of Education and Research (MIER) today organised a seminar on the theme "how education can be made friendly to the development of women in the society" to observe International Womens Day. As per a release, Dr Arun K Gupta, Director MIER was the chief guest on the occasion while Dr Renu Arun, Joint Director and Prof Abdul Aziz, founder Principal of the College were the special invitees. Dr Poonam Jamwal, HOD of WDSC organised the programme. Dr Arun K Gupta gave the guidelines to be followed in the seminar to make the discussions healthy and theme oriented. He mentioned that religious superstitions, backwardness and lack of education have made the women weak in the society. He, therefore, stressed the need of concerted efforts at the level of educational institutes to improve the lot of women in the society. He said that educational institutions in the country through better education can change the behaviour of the society to give due place to women to enjoy social rights. The women in the society need counselling to solve their multifaced problems and inner conflicts. He invited suggestions from the participants how to make education more friendly and more useful to upgrade the status of women in the society. Dr Renu Arun and Prof Aziz stressed that through better education the deep-rooted discrimination between male and female issues must be got eliminated through long range policy as it cannot be done over night. There should be better adjustment between men and women treating them as equally important two wheels of the social set up to achieve the essence of life. The Director MIER suggested that WDSC should compile the suggestions to implement the same in future through this institute. Others who participated in the programme were Messrs Dr R Bindra, Coordinator MIER College of Education, Mrs Indu Gandotra, Coordinator CCETS, Mrs Suman Yadav, Coordinator Junior School Wing and teaching staff of the institute. Govt committed for rural development:Sadhotra Excelsior Correspondent JAMMU, Mar 10: Minister of State for Rural Development, Ajay Sadhotra has said that the Government agencies involved in the implementation of the schemes meant for the progress and development of the rural areas, should activate and guide the elected members of Panchayat for fulfilling the cherished objectives of the democratic institution at the grass root level. Speaking at the meeting of the officers of the Rural Development convened here to review the implementation of various schemes by the agency during the current fiscal year, the Minister said that it was the moral duty of the officials to educate and guide the elected members in formulating the effective plans to ensure that the allocated money was properly utilized. Mr Sadhotra said that the Government was committed to improve the living standard and economic condition of the people of the rural areas and any laxity on the part of the functionaries in delivering the goods to the poor masses will not be tolerated. He further said that the stern action will be taken against those found guilty in implementation of the schemes in the areas of their respective jurisdictions. The Minister said that he will make on the spot inspection in each block to ascertain the actual progress of work and said that action under law will be taken against the officers who would have committed fraud in this respect. He said that in order to ensure clean administration and proper utilization of the money, each office has to submit detailed report of its achievements. Director Rural Development was asked to take review meeting of 12th of every month in this regard at his own level. Among others who attended the meeting included Secretary Rural Development, Abdul Salam Bhat, Director Rural Development, Aslam Qureshi, besides district and block level officers. |
Hectic preparations on for JUs 10th Convocation By O P Sharma JAMMU, Mar 10: Hectic preparations are being made for holding the 10th Convocation of Jammu University (JU) here on March 17. The entire varsity campus is being spruced up for the important event at which the Minister for External Affairs, Mr Jaswant Singh will be the chief guest. Elaborate security arrangements are also being planned. The Vice-Chancellor, Professor R R Sharma, in an exclusive interview told EXCELSIOR, that this an important event and an occasion for introspection for us. It provides opportunity to look back for activities and achievements as also have a vision of academic sphere in years to come. Degrees will be awarded to successful candidates of 1999 and 2000 academic sessions for graduate, post-graduate and doctorate of the University as also Medical, Engineering and other higher education institutions. Gold medalists, first class and other meritorious who qualified for doctorate will be called for attending the convocation. The Vice Chancellor said the convocation will be held on March 17 at 11 am in the Campus and the Governor, Mr Girish Chandra Saxena, who is Chancellor of Jammu University and the Chief Minister, Dr Farooq Abdullah, Pro-Chancellor, will be participating in the convocation. It will be a three hours show, as per the programme. While other dignitaries will address the Convocation, the Vice-Chancellor will be presenting a detailed report about the programmes already undertaken and tasks completed, while it will also make a projection for future course of operations. In the last year, the University of Jammu introduced to new department of Bio-Technology and Sociology courses. In Bio-Technology, ten students were selected, after an all India competition conducted by the Jawaharlal Nehru University (JNU) team of experts. Whereas, in Post-Graduate Department of Sociology, 20 students were enrolled in the first session on the basis of merit. Giving details about the new courses in pipeline, the VC said that PG Department of Psychology is being opened from August this year. The process of recruitment of staff and arranging other infrastructure is going apace. Recounting the achievements, the Vice Chancellor disclosed that the varsity has at hand research projects worth about Rs 7 crore, which is a matter of pride. Answering a question regarding grading of Universities by the UGC (University Grants Commission), Prof Sharma said the National Accredition Assessment Council has been furnished all the requisite comprehensive information and now the team will be visiting soon to make on-the spot assessment." Stating that the University Act has minutely laid down proceedure for conducting the convocation, Prof Sharma said Jammu varsitys last convocation was held in March, 1999 in which the Chief Justice of India, Dr Adarsh Sein Anand was the chief guest. The University, he opined has to see how it is playing the assigned role in promotion of education and discharging its responsibility towards the society. Prior to it, in the 1997 convocation, which was held after a long gap, the then Prime Minister, I K Gujral attended, he recalled. Excelsior Correspondent JAMMU, Mar 10: Provincial Power Employees Union (PPEU) held a meeting today under the chairmanship of Mr Shakti Gupta, its president at Canal Power House. As per a release, addressing the meeting Mr Gupta complimented Mr H S Raina, Chief Engineer M&RE and convenor DPC for regularising 40 daily wagers in the Department. He also appealed Mr Raina to give relaxation in qualification to illiterate daily wagers who have served the Department for over seven years. He said these daily wagers have served the Department for over seven years hence they should be benefited during the convention of next DPC. Mr Gupta also complimented the staff members of the Chief Engineers Office for taking keen interest in preparing the case. The meeting among others was addressed by Messrs Koshal Sharma, Ashok Kotwal, Ajaz Quazmi, Ranjan Babu, Rajinder Kumar, Shammi Talwar and Satya Paul Sharma. Dr Om Parkash while addressing the meeting has also hailed the Chief Engineer Mr Raina for granting relaxation to the daily wagers while converting them to regular establishment. |
"Nishan Sahib"cermony at Dera Baba Wadwagh Singh performed Excelsior Correspondent JAMMU, Mar 10: "Nishan Sahib" ceremony took place at Taposthan Dera Baba Wadwagh Singh Ji at Mairi, Una in Himachal Pradesh yesterday. A large number of devotees from different states including Himachal Pradesh, Jammu and Kashmir and Punjab participated in the function. According to a release, issued by Taposthan Gurudwara Manji Sahib Dera Baba Wadwagh Singh Ji, five lakh pilgrims participated in the ceremony. It said the function lasts for 10 days and total 40 to 50 lakh people participate in it. The devotees irrespective of their caste, creed and colour from India and abroad come to participate in the religious function. The people rejoiced by reciting Amritwani of Guru Granth Sahib and enchanted with Shabad and Kertan. On the occasion myriad colour, gas balloons were left in the sky. To add glamour to the function helicopter dropped flower petals on the Nishan Sahib and Sangat. The victory slogan (Jayakaras) filled the air with gaiety and enthusiasm. It appeared that every body was feeling the presence of Baba Wadwagh Singh Ji at that moment. The atmosphere was completely colourful with colours and every body was looking cheerful. After the ceremony was over Dr Sant Singh president Intzima Sewa Committee addressed the large gathering. He informed the gathering about the activities and developmental works which have taken place during the year. Messrs Kuljeet Singh and Paramjeet Singh general secretary and joint secretary, members of the Management Committee and district administration were also present in the function. Speaking on the occasion the Baba Swarnajeet Singh Ji, Mukh Sewadar extended his greetings to the Sangat for Holi Mela Festival. He also urged them to follow the teachings of Baba Wadwagh Singh Ji. |

He said there was big misconception in the minds of the people of other countries and different states about situation prevailing here. Such websites would help a lot in projecting the hard facts. The situation in fact is not so vulnerable and explosive here as the people outside the country generally feel, he added. Today over fifty lakh pilgrims are visiting Katra Vaishnodevi and they can have all the relevant information regarding this pilgrimage. Thousands of tourists can have upto date information regarding tourist resorts, hotels and any other type of information required. The cyber technology is spreading this pace in other states but our children were still behind. Referring to the proxy war waged by Pakistan in J&K, the senior BJP leader said that it continued to aid terrorists in the state. In last four wars, the Pak has suffered defeats." JMC suspends night scavenging in Jammu Excelsior Correspondent JAMMU, Mar 10: With the suspension of night scavenging process in the winter capital city by Jammu Municipal authorities, the Jammuites are facing lot of civic problems. With this sudden unhealthy development, a strong resentment is brewing among the people of the city, especially from the old city localities as these areas often remain very crowded during day. It becomes very difficult by the Municipality staff and vehicles to operate during day but the gravity of the situation is not being realised by the new Administrator, Dr Pawan Kotwal. The traders of Raghunath Bazar, Purani Mandi, Link Road, Moti Bazar and other localities took up the issue with the president Chamber of Commerce and Industry Mr Ram Sahai and alleged that heaps of garbage remain lying on the identified spots and the garbage sometimes seen overflowing down the community bins. Morning and the day work by the Municipal staff cause lot of inconvenience to the general public besides creating traffic jams. Not only this, due to the shortage of time in the morning operation of scavenging, the work sometimes is suspended by the staff for the next day and the garbage is allowed to emit foul smell for the shopkeepers, people of the locality and also to the passers-by posing risk to their health. The traders alleged that with the coming of the new team the things have worsened on account of cleanliness. Accountability has been deteriorated and encroachment on the footpaths and other places is being encouraged by some elements of the JMC. They said worst is the condition along footpaths near Indira Chowk. A full fledged fruit and vegetable market has been created on the foot path while the JMC officials sitting on the top have shut their eyes. Some keymen in the JMC are getting their regular share on weekly basis from these petty vendors sitting on the footpath, while the general public is made to walk on the road causing traffic congestion and accidents. |
Kissan Union to hold rally at R S Pura on Mar 12 Excelsior Correspondent JAMMU, Mar 10: A meeting of Kissan Union, R S Pura, was held under the chairmanship of its president Ch Mohan Singh, discussed various issues pertaining to farming community and unanimously resolved to hold big Kissan Rally at R S Pura on March 12 to highlight their problems. As per a release the speakers in the meeting stated that drought in R S Pura and Suchetgarh area due to dry spell had added to the woes of farmers of border belt who were already suffering due to non-cultivation of their lands located on the border. They added that heavy curtailment in power supply has resulted into huge loss to the farmers as their lands could not be cultivated due to lack of water facilities, as tube-wells were not functioning. The speakers held further that relief to the farmers has not been provided for the last four months, thereby violating the agreement reached between the Kissan Union and the authorities on July 9, 2000. They added that the farmers of border areas have not been provided kerosene oil for the past two months. The Kissan leaders urged the Government to recruit border area youth in Army and police. The meeting took strong exception to the indifferent attitude of the authorities concerned who have not taken any action to redress the grievances of the farmers despite several deputation/ memorandums to Deputy Commissioner and Additional DC Jammu. While announcing the rally the speakers held that after the rally memoranda would be submitted to the Chief Minister, Ministers and other concerned authorities. |
Dar takes oath as Council Member Excelsior Correspondent Jammu, Mar 10: The Deputy Chairman, Legislative Council, Mr. Chuni Lal Khajuria, today administered the oath to Mr. Abdul Rashid Dar, as Member of J&K Legislative Council. The tenure of his Membership in the Council has expired on March 9,2001. Mr. Dar has been elected in biennial elections to the State Legislative Council as Member on February 9, uncontested for 2nd time. On this occasion, the Minister for Revenue and Rehabilitation, Mr. Abdual Qayoon also gave a notice of the motion to the Secretary, Legislative Council proposing the name of Mr. Abdul Rashid Dar to be elected as Chairman of the Legislative Council as today being the last date for moving the notice of the motion. The sitting member of the council, Prof. Y.R. Malhotra seconded the motion. The election of the Chairman of Legislative Council will take place on March 12,2001. The other members whose tenure of membership is expiring on March 16,2001 and have already been elected in biennial election to the Legislative Council on February 17,2001 will also be administered oath by the Chairman, Legislative Council on 17th March,2001. Slathia compliments people living in border belt Excelsior Correspondent Jammu, Mar 10: The Minister for Power, Mr.S.S.Slathia has complimented the people residing in the border belt saying that the Government is fully determined to provide them basic necessities of life at their door steps. Addressing a mammoth public gathering at a border village Sai about one km. from International border in R.S.Pura teshil of Jammu district today. Mr.Slathia said that entire nation was at the back of the border residents and was proud of them. Referring to a number of problems being faced by the border people, the Minister reiterated the governments resolve to extend a number of facilities like irrigation, agriculture, power supply, water and health to them. He said that steps are being initiated to provide road net work in rural areas and ensure proper educational and sanitational facilities in these areas. The Minister said that concerned authorities have been asked to regularize the non-functional tubewells in Dewangarh, Sai and Nekowal areas. He said that with the election of village representatives like Panchs and Sarpanchs a significant turn has come in the socio-economic history of the state after a spell of about 20 years. He said from onwards the developments of the rural areas would be monitored by the people themselves. He thanked the people for their cooperation in making the Panchyat election a big success. Mr.Slathia stressed upon the representatives to come to the expectation of the people and start development works with full vigour in their respective areas. The Minister said that the pump sets near the ditch area of the border would be made functional on priority basis after initiating proper administrative measures. While referring to the power supply position in the border area, the Minister said that a new schedule is under consideration for uninterrupted power supply but it was bounded duty of the people to liquidate their dues. He also instructed them to make most judicious use of power supply and take precaution while using electricity for domestic and agriculture purposes. The Minister among others was also accompanied by Superintendent Engineer and senior officers of various departments. |
Sagar visits Kupwara, Baramulla districts Excelsior Correspondent SRINAGAR, Mar 10: Works Minister Ali Mohammed Sagar today visited border districts of Kupwara and Baramulla and held meetings with the representatives of the people there. Director General of Police, A K Suri, Divisional Commissioner Kashmir, Khursheed Ahmad Ganai, concerned Deputy Commissioners, senior officers of Police, Army, BSF and CRPF were also present on the occasion. Addressing the meetings, Mr Sagar emphasized the importance of the close rapport between the public and the administration and said that such contacts provide an opportunity for the Government to know the grievances of the people and take action for their redress. He said that it was necessary to go to the masses and convince them that the Government was alive to their difficulties. Referring to the allegations of excesses by the security forces, the Minister said that some complaints had been received and the Government had made it clear that it did not approve of any inconvenience to the innocents and peace-loving citizens. He said that the joint meetings of the people and the representatives of Police, Army and other para-military forces held in many districts earlier, have been fruitful in reassuring the people about a caring and pro-masses administration. Sagar underscored the need for strengthening the peace initiative taken by Prime Minister Atal Behari Vajpayee and dispelled the propaganda unleashed by anti-peace elements that the Government was not interested in its success. PHE employees hold general body meet, discuss demands Excelsior Correspondent RAJOURI, Mar 10: A general body meeting of PHE Employees Association, Nowshera unit was held at Division Office, under the chairmanship of Mr Shiv Kumar Sharma, provincial president. As per a release while addressing Mr Shiv Kumar Sharma said it was unfortunate that the Government was silent towards the demands of the PHE employees despite commitment having been made by Minister for PHE Mr Ali Mohd Sagar, with special reference to grant of benefit of Essential Services Act to PHE employees. Mr Sharma also took serious note of the Government circular disbanding the daily wagers employed after January 1, 1994 and described it as totally unjust and arbitrary. Mr Sharma appealed the Chief Minister to intervene in the matter. He also issued an appeal to the PHE employees to remain united and brace up for a decisive struggle ahead in the near future. Provincial general secretary Mr Vinod Kumar, while pleading the cause of daily wagers called for their immediate regularisation and enhancement in their remunerations as per the prevailing price index. The demands highlighted pertained to regularisation of daily wagers, transfer of CP Fund to G P Fund, change of designation as per nature of job, benefit of ESA, transfer of GP Fund Accounts to Nationalised Banks and disbursement of pay in first week of each month. Others who spoke included Mr Sadeeq Khan, district Rajouri president of the Association, Sham Lal and Girdhari Lal, presidents for Nowshera and Sunderbani Divisions. Mr Sadeeq Khan while addressing also expressed full faith and loyalty in the programmes and policies of the PHE Employees Association. |
Rs 5-cr pilot project for Pashmina development Excelsior Correspondent Leh Mar 10: The Ladakh Autonomous Hill Development proposed to set up Rs five crore pilot project for Pashmina development in Changthang area during the year 2001-2002 as a coordinated project between the Textile ministry, Government of India and the LAHDC on 50 percent sharing of the financial requirements of the project. The LAHDC has already conveyed its approval to the meet the 50 percent cost of the project to the State Government for further transmission of the State Governments approved to the central Government. The project when start will give a tremendous boast to the Pashmina goats rearers of Changthang region of Ladakh. This was disclosed by the Executive Councillor, LAHDC, Mr. Tsultim Phuntsog at a Breeders Conference held at Nyoma yesterday. The conference was organised by the Sheep Husbandry Department Leh in collaboration with the Central Wool Development board, Jodhpur, Rajisthan under the programme of integrated Sheep and wool project Changthang under BADP. The Executive Councillor, Agriculture who was the Chief guest on the occasion has said that Changthang region being the reservior of the Animal wealth of Ladakh, animal rearing in the region should continued to be as sustainable source of income for the people. He said that Hill Council is committed to extended all possible assistance to the people of Changthang in making livestock rearing economial for pashmina development. The District Sheep husbandry Officer explained in detailed the departmental programmes and emphasized that the breeders should learn new techniques of breeding and management of livestocks through this conference and should disseminate the information to other breeders. He said that the Sheep Husbandry Department is contemplating of creation of a Common Facility Centre for pashmina development in the district during the year 2001-2002 under centrally sponsored scheme. The Central Wool Board has already released the funds for the scheme to the LAHDC, he added. More then 100 breeders of Nyoma, Mudh, Nidder and surrounding villages and resource persons of Sheep and Animal husbandry, Agriculture and Forest Department attended the breeders conference. |
