ASSI members meet Power Minister Excelsior Correspondent JAMMU, March 7: Association of Small Scale Industries ASSI entrepreneurs led by its president A K Wadhera called on Minister for Power S S Slathia to draw his attention towards the PDDs failure to provide uninterrupted power supply to local small / tiny industrial units today. As per a release, representatives of Bari Brahmana Industrial Estate Digiana and Birpur Industries accompanied by members of executive committee, ASSI thronged the house of minister to apprise him of the problems being faced by them. Mr Wadhera president of the Association alleged that not even a single assurance given by the Minister has been fulfilled. He impressed upon the minister that morning cuts have brought to the verge of closure and units where pre-heating is required have already started closing down. Mr Slathia was astonished to listen that his instructions were not followed accordingly by the PDD staff. He assured the members of the ASSI that he will take all necessary steps besides taking the erring staff to task to ensure regular and uninterrupted power supply. |
CSSS celebrates international womens day in Jammu Excelsior Correspondent JAMMU, Mar. 7: Catholic Social Service Society (J&K) organised a function to celebrate international Womens Day at Parade Ground here today. State Commission for Women, Dr Girja Dhar was the chief guest on the occasion while General Manager, National Bank for Agriculture and Rural Development, Mr Bhanvar Puri was the guest of honour. The other prominent speakers and distinguished guests included Prof Rita Jitender, Prof Kaushlya Wali, Dr Poonam Dhawan, Mrs Farida Munir, Father Joseph. Mrs Lalita Nagar and Mrs Joshi. The programme was organised with the initiative of Director CSSSFr A. Soosai Nathan and his team in which women associated with this organisation and other NGOs from various districts including Kathua, Jammu, Udhampur and Rajouri participated. Some of the NGOs includedAkhil Bharatiya Rachnatamak Samaj, WIPSA, PEACE, EHSAS, Gandhi Smarak Nidhi, Kasturba Gandhi Trust and Zari Art Society. Earlier, in the morning the women took out a massive rally in the city which started from Dogra Chowk near MA Stadium and after passing through various city routes including Gumat, Raghunath Bazar, City Chowk, Purani Mandi finally culminated at Parade Ground. Various sports activities including race, musical chair contest etc., were also organised. Santosh Devi from Kaleeth, Nikki from R S Pura and Rajni from R S Pura stood first in their respective events. They were given away prizes by the chief guest. Dr Dhar while addressing the gathering stressed the need to create awareness among the rural women. She said that education was must for the overall development of the women. She appreciated the play presented by the girls highlighting the real facts about the condition of todays woman specially in rural India. She said that women are being deprived of their due share. There was only one Minister in J&K cabinet and a few IPS / IAS/KAS officers and judges. The NGOs should work to create awareness among women. The fight was not with males but to get share and the rights which have been given by the Constitution of the country. She said that State Commission for women has been constituted and various problems of the women are taken up and resolved. It also provides legal assistance and counseling to the needy women. Mr Bhanvar Puri while speaking on the occasion said that it was essential to strengthen the economic condition of the women by supporting them through various welfare schemes launched by the Central / State agencies and the banking industry. The women should take advantage of all such schemes. He said education was the first priority but economic development was also very important factor. He assured to provide full cooperation. Prof Rita Jitender Poonam strongly opposed the gender discrimination and maintained that parents should give equal importance to male and female children. They stressed the need to impart good education to the girls in todays life and full cooperation and support in every field. They said it was unfortunate that Women Bill is being delayed by the male dominated Parliament and condemned the move of some politicians who opposed it. They also stressed the need to educate the women of backward and rural areas and called upon them to struggle for their development. Not only on Womens day but the efforts should be continued thereafter. Father Joseph while speaking on the occasion extended thanks to the guests and other participants and said that women really need proper attention from the male dominated society. The sincere efforts are required for their overall development. |

Hi Tech Pollution Check Centre inaugurated Excelsior Correspondent UDHAMPUR, Mar 7: Assistant Regional Transport Officer Udhampur /Doda District, Mr Bhumesh Sharma today inaugurated "Hi-Tech Pollution Check Centre" at National Highway Udhampur today. As per a release, the Centre which is first of Its kind in Udhampur district will cater to the needs of transporters. From this Centre the pollution control certificates will be issued to the vehicles. Any vehicle petrol diesel plying without such certificate will be subjected to fine of Rs 1000 in each case by checking staff under the provisions of motor vehicles act and rules made thereunder. The release also said that persons desirous for obtaining route permits for plying of mini buses, auto rickshaws should apply to the Assistant Regional Transport Officer, Udhampur/Doda for consideration by District Transport Authority headed by Deputy Commissioner Udhampur. It said the route permits will be issued on first come first serve basis after producing the vehicle. |
Sena condemns police action against migrants Excelsior Correspondent JAMMU, Mar 7: Akhil Bharatiya Shiv Sena (J&K) has strongly condemned the lathicharge and tear-gassing on the migrants putting up at Belicharana by police. As per a release, a meeting of the Sena workers was held here today under the chairmanship of Mr Yogesh Gupta its president. Condemning the act of few cops who tried to kidnap migrant girls from Rajouri, the Sena leader said that this act send shock waves and strong resentment among the people. The protest of the public was genuine against the police action but it again tried to suppress the public by resorting to lathicharge and teargassing and even they fired in the air. Such police high-handedness is strongly condemnable. He said several people were injured in this police action. Mr Gupta warned that immediate action against the erring policemen by taken within 72 hours otherwise Shiv Sena would launch massive agitation. |

Attack on BJP leader
condemned Excelsior Correspondent JAMMU, March 7: Activists of Bharatiya Janata Party today disrupted traffic at New Plot for about an hour in protest against the attack on senior BJP leader Mr Chander Mohan Sharma by two police constables at Bahu Fort temple on Tuesday. The Party workers, who visited the residence of BJP leader in the morning blocked New PlotJanipur road and disrupted the movement of traffic for some time. The traffic was however, restored with the intervention of police. The Party workers were protesting against the increasing police high-handedness and immediate action against the second police constableBrij Raj Sambyal who was being shielded by the senior officials. Meanwhile, a large number of workers who assembled in the Party headquarters here in the morning. Led by District President Mr Sat Paul Grover, they proceeded to the IGPs office. The IGP told that SPO has already been arrested and removed from the job and a case has also been registered against him. They also met SSP Jammu Mr Swain and lodged their protest. In a joint statement issued by Mr Shamsher Singh Manhas and Tilak Raj Gupta (Kissan Morcha unit), strongly condemned attack on Mr Sharma. They alleged that people have no faith in police and deterioration has been observed in the policing in the recent past. Mr Suresh Gupta, Block vice-president, Bakshinagar Jammu and Mr Ajay Salgotra have also condemned the police action. Udhampur City Vice president Pawan Khajuria while condemning the police act has demanded arrest of both the accused cops responsible for murderous attack on senior vice-president of BJP state unit. J&K Sewa Samiti in a meeting held here today condemned the police action. The meeting was held under the chairmanship of Surinder Saharan. Meanwhile Adhivakta Parishad members in a meeting held here today strongly condemned the attack by cops on Mr C M Sharma and said that police high-handedness has created a reign of terror in the state. Such acts have no place in the democracy and a civilised society. He pointed out that cops sent on duty were themselves indulging in favouritism and by sending some people through backdoor to the Kali Mata Temple. When the general public and Chander Mohan objected to it, they took him aside and started beating. The law-breakers with their might of lathi tried to suppress the public at holy shrine. This unfortunate act is highly condemnable. This will certainly malign the image of police and send wrong signals to the devotees coming from the other states. |

Excelsior Correspondent JAMMU, Mar 7: A meeting of the employees of different departments was held at Surankote under the chairmanship of Mr Abdul Majid, president Low Paid Employees Federation, Surankote. According to a press release, meeting expressed resentment over non-disbursement of pay dues to the employees for the month of February despite the fact that Idd and Holi festival falls in this month. Meeting also expressed concerned decision of the authorities to ouster daily wagers who have been engaged in the year 1994 and thereafter and ignoring promotion and regularisation of employees and daily wage workers of PDD working in Poonch district. Mr Abdul Majid Poonchi further said that state president of the Federation, Mr Abdul Majid Khan has rightly described the budget proposals as anti-people and anti-working classes. Speakers made a strong plea to the government to immediate release 3 percent DA installment, payment of 3rd installment of pay revision arrears, revisions of wages daily wagers, village guards, anganwari workers, hand receipt and consolidated workers. The speakers also demanded payment of wages to Parnai Hydel Project Workers, holding of DPC in all the department for promotion of Class-IV employees, providing staff and equipment in schools as per institutional requirements, strict adherence to transfer norms, proper maintenance of GP Fund accounts and issuance of annual schedules in time. Mohammed Farooq Khan, Mohammed Aziz Khan, Mohammed Qasim, Fazal Hussain Bajad, Rana Liaqat Ali, Fazal Ahmed Manhas, Ghulam Hussain, Shabir Hussain Shah and others attended the meeting. |
Commotion in Power
Ministers meeting Excelsior Correspondent JAMMU, Mar 7:The power schedule for Gangyal, Birpur and Bari Brahmana industrial estates is being revised from March 9. Gangyal and Birpur industrial areas will now get power supply from 6 a.m to 10 am for three days ie Monday, Tuesday and Wednesday while Bari Brahmana will avail this opportunity for Thursday, Friday and Saturday. This new schedule will be on trial basis for 15 days and position reviewed in the next meeting. This announcement was made by the Power Minister, S S Slathia at a meeting held with he Chamber of Commerce and Industry and representatives of various industries organisations here this evening. The Minister stated that this will provide some relief to industry and normalise their working. Mr Slathia said the power position in the state was quite miserable due to dry spell and non-availability of water resources resulting in low power generation. The Government, he said was aware about the problems of the industry and will mitigate these as and when power position improves. He said that he recently attended the meeting of Chief Ministers Conference at Delhi and apprised the Union Government about the power crisis in Jammu and Kashmir. He hoped that the State would get its share of 120 MWs from Ranjit Sagar Dam as per the agreement. Earlier, heated exchange of arguments between the Power Minister, S S Slathia and industrial unit holders marked the meeting convened by the Chamber of Commerce and Industry to discuss the loss to industrial sector due to power crisis. The small scale industrialists expressed apprehensions that prolonged power cuts may lead to closure of many of their units. Commotion prevailed for over 5 minutes when the Minister, while referring to a dharna staged in front of his residence by Small Scale Industrial Association, Gangyal to protest against continuous power-cuts putting the industries to heavy losses, said " I am not scared of anything". He added :" I shall not tolerate such things. I was not in my residence, just imagine what my family members would have thought of it" ? At these remarks, the majority of CCI members stood up and objected to the Ministers threatening posture and remarks. Mr Ram Sahai, president, Chamber of Commerce and Industries, had a tough time in restoring order and convincing the trade and industry representatives to desist from walking out of the meeting. After this intervention, the Minister tried to pacify the members and tried to give data about supply and demand but nobody was ready to take it. They argued that when industry is paying electricity charges regularly why they are deprived of basic input of industry. Ministers plea for bearing with the situation failed to convince them and they plainly told him that he should find suitable solution to the acute problem facing the industry which is on verge of collapse. The CCI chief intervened to state that closure of industry due to power shortage would result in flight of industry, unemployment, disruption in fiscal system and other problems in the State and so concrete steps should be announced to save the industry. The Minister went out of the venue of this meeting to another room of the Chamber House for consultations with his officials including Power Development Commissioner Vinod Sharma and Chief Engineers, H S Raina. Later, Mr Slathia announced that on trial basis for two weeks, there will be shift-wise lift of morning power cuts in Bari Brahmana and Birpur/Gangyal industrial estates. After 15 days, the situation will be reviewed. He directed the PDD authorities to adhere to this new schedule from March 9 for these industrial estates. Mr B M Sharma, president, Bari Brahmana Industrial Association, Mr A K Wadhera, president, Association of Small Scale Industry, Gangyal, Mr Romesh Badyal, president, Birpur Industrial Association, representatives of Digiana industrial units , president, Petrol Dealers Association; Mr V K Garg, president, Hotel Association, Mr Pawan Kesar, president, Hardware and Sanitarywares Association and leading captions of industry, trade organisations. Mr Ram Sahai presented the grim scenario of power supply which is adversely affecting the trade and industry causing heavy loss and bringing it to brink of closure. Mr Rajinder Motial, secretary general of ICC, pinpointed the hardships of the consumers in all walks of life especially the industry hit by acute power shortage. |
Salathia felicitates newly elected Sarpanchs and Panchs Excelsior Correspondent Jammu, Mar 7: With the conduct of Panchayat elections in the State, the government headed by Dr. Farooq Abdullah have fulfilled the long pending demand of the people and promise made during the Assembly election. This was stated by the Minister for Power, Mr. S. S. Salathia while speaking at a function to felicitate newly elected Sarpanchs and Panchs of Vijaypur and Purmandal blocks of Jammu district today. Addressing a public meeting, the Minister complimented the new elected Sarpanchs and Panchs of the area. He said the elected representatives have to play a vital role in the democratic set up to bring progress and prosperity at the grass-root level. He stressed upon them to work with zeal and dedication for the upliftment of the weaker sections of the society . He hoped that the panchayats will cater to the needs at the grass-root level and will work without any discrimination of caste, creed and colour. Mr. Salathia cautioned them to be vigilant against some vested interests who are bent upon to divide the people on religious basis and creating uncertainty by creating misunderstandings and chaos. He rejected all doubts and apprehensions of some anti-democratic elements that Panchayat elections could not be held free and fair but the people have exercise their right of vote without any fear and compulsion and showed the great enthusiasm during the elections. Referring to the unemployment among the youth, he said a number of educated youths have already been absorbed in the government jobs. He said the government have launched various self-employment schemes and the youth have to avail the facilities under these schemes for which the liberal financial help is provided. Among those who spoke on the occasion included Capt. Harnam Singh, Babu Balwant Singh, Mr. Rattan Chand, Mr. Girdhari Singh, Haji Aziz-u-Din, Mr.Rasal Singh and a large number of newly elected panchs and sarpanchs. |

Excelsior Correspondent RAJOURI, Mar 7: A meeting of Village Level Workers Association was held under the chairmanship of Mr Mohd Sharief, district president. As per a release in the meeting the association thanked the State Government for modifying SRO 13 and issuance of SRO 64 dated 20-2-2001. The district body also hailed the state as well as provincial body for their efforts to get amended the SRO 13. The association stressed for stoppage to back door appointments of outsiders as BDOs, framing of Gazetted Service Rules, Re-organisation of the Department, enhancement in FTA. The Association condemned the promotion of Panchayat Supervisors against the rules as the promotions are due to the post of Inspector Panchayat. Association demanded fulfilling up of posts of Head Quarters assistants, out of Inspector Panchayats as per SRO 133. The association showed resentment for induction of outsider Assistant Registrars as BDOs. The meeting demanded to release the 3rd instalment of pay commission arrears and release of DA from July 2000. The meeting among others was attended by Messrs Bodh Raj Gupta, State general secretary, Kapoor Singh Jamwal, Provincial President, Raj Pal Singh , provincial general secretary, Baldev Raj Sharma, Parvez Shah, Rakesh Gupta, Manjeet Singh, Mohd Zuber Khan, Mohd Sadiq, district president Poonch, Ali Akbar Sambyal, Abdul Hamid Raina and Mohd Arif. Meanwhile a meeting of Village Level Workers Association held under the presidentship of Mr Kapoor Singh Jamwal, provincial president decided that the provincial body has completed its tenure and hence stands dissolved. As per a release Mr B A Mir, state president of VLWs Association appointed a care taking committee comprising Messrs Kapoor Singh, Raj Pal Gupta and Bodh Raj Gupta till further election on April 4 at Directorate office Jammu. Mr B A Mir and Mr Nagesh Singh Jamwal were appointed as Returning Officer and Assistant Returning Officer respectively. Mr Paras Ram Sharma was appointed as observer. |

Excelsior Correspondent JAMMU, Mar 7: Lt Gen AS Khanna of 16 Corps unveiled the foundation stone to inaugurate the Headquarters of Counter Insurgency Force (Romeo) in Jammu province today. Counter Insurgency Force (R) popularly known as Romeo Force was raised in September 1999 for undertaking counter insurgency operations in the twin border districts of Poonch and Rajouri of Jammu province. The Romeo Force assumed operational responsibility on March 1, 2000. In the last one year it has undertaken a number of successful counter insurgency operations eliminating 252 terrorists, mostly foreign mercenaries, apprehended 10 and affected 14 surrenders. Romeo Force has also undertaken a large number of development projects including construction of roads and tracks, especially in remote areas for providing better amenities to raise the living standards of the locals. Headquarters of the Romeo Force has been so established that it will ensure close cooperation with the civil administration including police. It has been largely due to the support given by higher formations that the Force HQ complex has been constructed in such a short span of time. On this occasion, Lt Gen Khanna addressed the officers, JCOs and jawans of Romeo Force and complimented them for successfully undertaking the operational role and also winning the hearts and minds of the local populace by well thought out Operation Sadbhavana Projects. GOC said that he is happy to note that no human rights violation of innocent civilians has been committed by any rank since the raising of Romeo Force and exhorted all ranks to respect the human rights of locals while undertaking operations. The Corps Commander thereafter interacted with all ranks over a cup of tea arranged for the occasion. |
