Excelsior Correspondent RAJOURI, Mar 4: The newly elected National Conference (NC) MLC Advocate Nazir Ahmed Mir today visited Behrot, Baratpuri, Thanamandi and Shahdara Sharief. Addressing the public meeting at Thanamandi he vowed to fight for resolution of peoples problems in side and outside the House. Mr Mir asked the party workers to fight against the growing corruption, anti national elements and work for meeting the new challenges facing the state. He also stressed on maintenance of peace, amity and brotherhood and warned those people and parties who want to create a wedge for their vested interests among the people of different communities. He said the NC has its own history and it is the true guardian of the rights of the people of the state. Asking the people to strengthen the hands of Dr Farooq Abdullah, Mir said the Party has taken many developmental projects in hand since assuming power in 1996. He said despite the militancy and financial crunch being faced by the state many welfare and developmental schemes were taken in hand by N C Government. He asked the unemployed youth to come forward and apply for loans under various self employment schemes launched by the Government. Earlier he was given a tumultuous welcome by the people on reaching Thanamandi, Kalakote, Behrot and Baratpuri. |

for maintaining close liaison Excelsior Correspondent ANANTNAG, Mar 4: The Minister for Works, Mr Ali Mohammad Sagar, has underlined the need for maintaining close liaison between the army, police, security forces and the people to restore complete peace in the State. Mr Sagar, who is presently holding the charge of Home Affairs also, was addressing a high level joint meeting of officers of civil administration, Army, police, BSF, CRPF, ITBP and representatives of various political and social organisations here yesterday afternoon. Among others, the meeting was attended by the Director General of Police, Mr AK Suri, Divisional Commissioner, Kashmir Mr Khurshid Ahmad Ganaie, IG Kashmir, Mr Ashok Bhan, Deputy Commissioner, Anantnag, Mr GA Peer and Mr Gul Rafiqi and Mr Abdul Kabir Bhat, MLAs. Mr Sagar said that the Government has not only hailed the peace initiative taken by the Prime Minister Mr Atal Behari Vajpayee, but was keen to ensure its success at the ground level. He said it was surprising that those, who claim to be the well-wishers of the people, were hell bent to make it a failure by unleashing false propaganda among the people. He said the people of the State are fully aware of their machinations and would never allow them to succeed. He said in a democratic set up like ours every citizen has full freedom of expressing his/her views but unfortunately some people are taking its undue advantage and are using religious places as political platform for rousing the religious sentiments of the people for their vested interests. Mr Sagar urged the security forces to keep close rapport with the masses and help in solving their problems. He cautioned the forces to ensure that no innocent civilian was harmed in any way during anti militancy operations. He said the security forces shall have to gain the good will of the people by extending helping hands to them particularly at the hour of need. Addressing the meeting, the Director General Police said that the current year is being observed as a liaison year between the people and the police. This, he said, would help to strengthen the good relations between the people and the police and solve peoples problems on priority. He said complaint boxes have been installed at various prominent places through out the State for receiving the complaints from the people. Besides, he said, the police officers would be available to the people daily from 3 p.m. to 5 p.m. to listen their grievances. The Divisional Commissioner, Kashmir, Mr Khurshid Ahmad Ganie, said that the main aim of holding the meeting was to listen to the problems of the people on spot and take remedial measures. He said that Consultative Committees are being constituted in each and every districts, headed by Concerned Deputy Commissioners. The representatives of Army, police, security forces and various political and social organisations would be the members of the committee. The Committee would held its meetings monthly to discuss the problems of the people. Mr Gul Rafiqui and Mr Abdul Kabir Bhat, MLAs and representatives of different political and social organisations also spoke in the meeting and put forth their suggestions to bring lasting peace in the district. They Deputy Commissioner, Anantnag, briefed the meeting about the law and order situation in the district. Earlier, the meeting mourned the death of Mr PL Handoo, former Minister for Laws and Parliamentary Affairs and the officers and jawans of Army, security forces, J&K Police, who were killed by militants recently. |

Excelsior Correspondent JAMMU, Mar 4: The Minister for Labour and Employment, S Harbans Singh today visited the border areas of Bishnah, Arnia and Trewa and took stock of development activities and problems of the people. Addressing a public meeting at Arnia organised to felicitate him on his induction into the Cabinet, Mr Singh said that cross border terrorism and proxy war launched by Pakistan has caused lot of loss of life and property in the State. He said firing from across the border has put the people of border areas into hardships and as a consequence, many of them had to leave their homes and hearths and are putting up in camps. The Minister termed the extension of cease-fire by the Prime Minister as a bold initiative in right direction and asked Pakistan to respond to the hand of friendship extended by India and help restoring peace in Jammu and Kashmir by reining in her militants. The Minister also visited a number of habitations of the displaced people in Arnia area and gave sewing machines, blankets and wall clocks to many of them. He also donated Rs 20,000 for solemnizing the marriage of a girl belonging to a poor family. While interacting with newly elected panchs and sarpanchs at Arnia, Bishnah and Trewa, the Minister impressed upon them to work with greater zeal and dedication for the betterment of the ruralites. He said they should ensure that benefits of various schemes formulated by the government reach to the targeted beneficiaries. Mr Singh also had a meeting with prominent citizens of Bishnah and discussed several measures for upgrading civic amenities in this town. He advised the people to make judicious use of power and water keeping in view the long dry spell and scanty rains in the State. |
Trainings Department Notifies Citizens Charter Excelsior Correspondent JAMMU, Mar 4: Nodal Agency for: Providing educational loans to the domiciles of J&K State who pursue professional courses in the several disciplines. These course include MBBS; BDS; BSc. Nursing; B Pharmacy; Indian System of Medicines (BAMS/BUMS/BHMS); BSc Engineering/BSc Agriculture/BSc Veterinary; three year Diploma in Engineering in recognized colleges/ institutions within or outside State. Eligibility: The loan is provided to the students whose parents monthly income from all sources does not exceed Rs 6,500 per month. However, the candidate whose parents monthly income aggregates to Rs 4,000 only they are entitled for 100 per cent of the loan amount and those having between Rs 4,000 and Rs 5,000 are entitled for only 75 per cent of the loan. In case the monthly income of parents exceeds Rs 5000 and is upto Rs 6,500, the candidate is entitled for 50 per cent of the loan. Outside the State loan amount is upto Rs 6,000 PA whereas within State it is upto Rs 4000 PA only. The candidates residing within municipal limits of Srinagar and Jammu cities are granted loan of Rs 2400 per annum. How to apply The candidate applying for educational loan must deposit an amount of Rs 10 in the Government treasury. On producing the treasury receipt in Training Branch, he will be provided with a loan application form. The candidate must apply for loan within a period of six months from the date of admission in the professional college otherwise he will not be paid loan for that year. The candidate has to furnish certain certificates such as physical fitness certificate, income certificate, character certificate, admission proof certificate indicating date of admission, State subject certificate, date of birth certificate and qualification certificate. Formalities to be completed The candidate has to approach revenue authorities for completion of certain formalities. Education loan form, duly attested by Deputy Commissioner, complete in all respects, should reach the ARI Department. Time frame: The loan is sanctioned within seven days. The candidate has also to insure himself/herself against an amount equal to education loan. Release of loan: The loan is released in favour of the candidate and bank draft sent to the principal of the concerned college where the candidate is pursuing the studies. In case the candidate does not receive information with regard to sanction of the loan within stipulated period of seven days, he should immediately approach Deputy Grievance Redressal machinism. In case the candidate does not recive information with regard to sanction of the loan within seven days, he should immediately approach Deputy Secretary, ARI and Trainings Department. If he does not get redressal of his grievance from him approach Special Secretary, ARI on the next day and then to Commissioner/ Secretary, ARI. Issuance of no demand certificate: The accounts section headed by Financial Advisor/Chief Accounts Officer, ARI and Trainings is responsible for issuance of no demand certificate in favour of those loanees who have liquidated their loan in full and personally apply for it. After ascertaining from the ledgers and also comparing repayment statements with the schedules received from the Government treasury, no demand certificate is issued in favour of the loanee. Then a letter is sent to the treasury officer for return of the policy bond where it has been kept for safe custody. On receipt of policy bond in training section, the same is handed over to the concerned. In case the loanee has some grievance on this account, he can see Financial Advisor/Chief Accounts Officer of the department. Even after that if he feels his grievance has not been redressed, he can approach Special Secretary the next day and then Commissioner/ Secretary, ARI for redressal of genuine grievance |
Annual day function celebrated Excelsior Correspondent JAMMU, Mar 4: Bal Bharatiya Shiksha Kendra High School, Bishnah celebrated the annual day function under the chairmanship of Mr Chaman Lal, Zonal Education Officer (ZEO), Bishnah. As per a release, Dr B N Sharma, Joint Secretary, Board of School Education, Jammu was the chief guest on the occasion and inaugurated the new building of the institution. Mr Satish Bharti, Director of the School delivered the welcome address. A colourful programme was presented by the students of the institution. Mrs Rajinder Kour, Principal Government Higher Secondary School, Bishnah praised the students for their all round performance and co-curriculum activities. Mrs Suman Mohan Sharma, Principal of the Bal Bharatiya Sikhska Kendra read out the progress report of the school. The ZEO also delivered the lecture on the occasion and distributed prizes among the meritorious students of primary classes. Addressing the gathering Dr B N Sharma praised the management, staff and students of the institution for arranging such a glorious function. donation organised Excelsior Correspondent JAMMU, Mar. 4: Various speakers impressed upon the importance of blood donation in todays life, in a seminar organised by Lions Club International Jammu on the subject Know about blood donation. Former Principal Govt Medical College Srinagar, Dr S N Ahmed Shah, Padamshree and Member Legislative Council was the chief guest, Mr Ashok Parmar-Special Secretary Health and Medical Education Department, Dr Jasbir Singh Director Health Services Jammu and Lion J B Singh Choudhary (MJF Distt Chairman AIDS Awareness from Jallandhar) were the guests of honour. Lion Ravi Kumar Gupta, Region Co-ordinator Blood Donation, presided over the function. Proceedings of the seminar commenced with the lighting of traditional lamp by the chief guest Dr Nissar Shah. It was followed by welcome address of Lion Ravi Kumar. He extended his thanks to the guests and special invitees including faculty members from Govt Medical College Jammu and J&K Health Services department. He described this programme as Mahayagya and sought the assistance of all the members of the society to contribute for raising blood donations. While speaking on the occasion, Dr Nissar narrated some of the experiences of his life as doctor and maintained that people should come out of the social stigma and fear in their mind about voluntary donation of blood. It has been generally observed that when an accident victim or any other serious patient lands in a hospital, several relatives, friends and family members are seen around cursing doctors for a little delay in treatment or even requesting for immediate attention. But as doctor asks to arrange two-three units (bottles) of blood, you will find crowd disappearing within short span of time to avoid blood donation. This is the real fact and the general trend, he regretted. Giving this live example, Dr Nissar said todays society has to change its attitude and come out of the social stigma and fear which is still prevalent in the minds of the people. Anybody within the age group of 18 to 60 can donate blood at least four times in a year. Our body contains vast and holy stream of blood like Ganga. Human body has tremendous source of blood and it should be properly utilised for saving precious human lives. He stressed the need to create awareness among the people especially in rural areas. Mr Parmar also spoke on the importance of fresh and AIDS free blood. He said that before transfusion it is necessary to conduct all the tests required for it. He also cautioned against the activities of the professional donors and said that blood received on voluntarily basis is generally found of good quality. Dr Jasbir while stressing the need to donate more and more blood by healthy people said that it is not possible to create artificial blood therefore, its importance is greater. He said that need is required to create mass awakening among the people in urban as well as rural areas. He sought the cooperation of NGOs for this cause and assured full assistance from the Government side. It is very essential to save blood for natural clamities, mishaps/ tragedies or any other emergency purpose. In his beautiful message Dr Singh saidLet the blood flow from veins to veins and not from veins to drains. Dr T R Raina from Blood Bank, GMC Jammu in his most valuable and technical speech educated the gathering about various aspects. He motivated the gathering by explaining scientific aspects. He disclosed that a normal human being body contains 50006000 mls of blood and by donating a unit ( bottle) containing hardly 350 ml blood hardly makes any difference. It never create any problem. A man can donate blood for at least 158 times in his life from the age of 18 to 60. The body has sufficient quantity and people should keep their fears aside. Mr Anil Padha, chairman Young Blood Association and Lion V K Soni presented very impressive and valuable lecture on the occasion and made everybody to move emotionally towards this society. They said blood donation is said to be a very sacred and poise act even more than hundreds of Haj pilgrimages or Char Dham Yatras. Lion J B Singh also spoke on the occasion and appreciated the efforts of the Club. Dr C M Seth, Member Club and OSD- Mata Vaishodevi Shrine University presented the vote of thanks. Border migrants totally neglected by Govt: Bhim Excelsior Correspondent AKHNOOR (JAMMU), March 4: National Panthers Party president Prof Bhim Singh who started awareness campaign from Chhamb border on Saturday has demanded guarantee from the Government about the protection of the border migrants residing in camps before returning to their homes. Prof Singh accompanied by various leaders of the Party including Faqir Chand, Kamal Gauria, Jagdev Singh, Anita Thakur, Thoru Ram, Gurnam Bhagat, Shanker Singh, Krishan Singh others started their Nayaye Yatra from Panjtoot in Pallanwalla on the Indo-Pak border in Chhamb sector at 9 am on March 3. Hundreds of local people joined the march besides Party workers. Yatra passed through Pallanwalla town, Khour, Chak Malal, Jourian and reached at Devipur migrant camp. Prof Singh addressed public meetings at various places enroute. About 11,500 border people are residing in migrant camps of Akhnoor. They have been displaced due to Pakistani shelling. Commenting on the life of the people spending in camps, NPP leader said that they are living in most inhumane conditions. Their plight is most miserable and pathetic. He alleged that Government has not cared to provide their basic needs. He also addressed a massive public rally at Akhnoor and demanded that special attention be given towards these border migrants. |
KP leaders concern over grabbing of migrant land Excelsior Correspondent JAMMU, Mar 4: Some Kashmiri Pandit (KP) organisations have expressed serious concern over the grabbing of immovable migrant property by the anti national elements in various parts of the Valley. In a statement issued here today, ASKPC, Panun Kashmir Movement (PKM) and Kashmiri Youth Front in an appeal have urged the Divisional Commissioner Kashmir to initiate action against the trespassers and ensure the protection of migrants immovable property. The KP leaders alleged that some unscrupulous elements are trying to grab the land measuring one kanal and 10 marlas under Khasra No 1509/5031 belonging to Mr Prithvi Nath Dhar, son of Amarchand Dhar of village Zabli Pora Tehsil Kulgam in Anantnag district. The KP leaders said that the land belongs to Mr Dhar on which he had constructed a house in 1983. But that house was set ablaze by anti national elements in 1995. They demanded that any deed made on this land be declared nul and void under the Distress Sale Act. |

Excelsior Correspondent JAMMU, Mar 4: The executive body of Jammu University Teachers Association in its meeting held on March 2 expressed great resentment and anguish on the callous , indifferent and negative attitude of the University authorities and concerned officials of J&K State towards the problems of the teachers of Jammu University and resolved to hold dharna on March 5. A JUTA release issued here said the delay in issuance of the orders of promotion/selection of teachers even after lapse of about six months after the interviews were conducted, not granting promotion from the date of eligibility as envisaged in the UGC guidelines under Career Advancement Scheme, not counting the service of more than one year for the promotion, denying the teachers, the opportunity of promotion to the Selection Grade, not raising the accumulation limit of earned leave from 120 days to 300 days and the age of superannuation to 62 years and denial of placement/ promotion avenues to the staff of Continuing Education Department and Physical Education Department are some of the issues which are irritating the teaching community. The JUTA said the recent decision of the Joint Committee of the University of Jammu and that of Kashmir rejecting the UGC guidelines and the earlier decision of the University Council with regard to seniority of the teachers promoted under Career Advancement Scheme has made the CAS almost redundant and has placed the senior teachers at junior position after the promotion. The teachers also felt concerned about the attitude of the Chancellor and Governor of the J&K State towards their issues. There was also great resentment among the teaching fraternity against the University authorities for not settling the anomalies arisen after the grade revision, even after a period of about three years when the grades were announced. The JUTA said the doors of the authorities have been closed. Interviews are not granted despite repeated requests and that there was no forum left where the teachers could express their grievances for their redressal. Keeping in view the above facts, the teachers have been left with no other option except to resort to agitation course. As a first step of the course of action, it was unanimously resolved that the members of the executive body of JUTA shall sit on dharna in front of Administrative Block on March 5 at 10 am. It was also decided that general body of JUTA shall meet on March 13 to decide future course of action. |
Peoples Movement to fight for solution of Kmr dispute: Mir Excelsior Correspondent JAMMU, Mar 4: Chairman newly formed JK Peoples Movement, (Jammu based Party) Ghulam Ahmed Mir said that the stance of his organisation on Kashmir is to a great extent similar to that of All Parties Hurriyat Conference (APHC) and it has decided to seek membership in the Executive Council of the Hurriyat. Talking to reporters here today, he said that with Hurriyat his Party will make joint efforts to create a conducive atmosphere for a comprehensive peace process in J&K. The Movement will spearhead a peoples initiative for peace, he said, adding that it is neither the military generals nor the high profiled politicians who have been experiencing the harsh realities of the unrest in the state. He said people of the state who suffered a lot should now raise and tell both India and Pakistan not to sandwich them for their traditional antagonism and rigidity. He said a beginning has already been made by some civil organisations to strengthen people to people contact for peace and friendship between the two neighboring countries and the efforts made by groups like "Pakistan India Forum for Peace and Democracy" (PIFPD) would go a long way in evolving a peoples movement in the two countries. Opposing the trifurcation of the J&K State, Mr Mir said the reorganisation of state along the communal lines will lead us to holocaust and may prove a humanitarian disaster for the society. He said the 30 percent Muslim population of Jammu region is totally against the trifurcation demand and they are not ready to live under Dogra influence and the trifurcation will lead to another division and people of the state who are yearning for the removal of Line of Actual Control (LAC) will never accept any solution of the disputed land at the cost of unity and integrity of the state. He also alleged that the ceasefire declared by India has turned to be a diplomatic stunt to score points on Kashmir policy and this diplomacy was also used to mislead the pressure groups at home and abroad on Indias what he termed as Hawkish stance on Kashmir. |

Besides Jammu, beauty parlours from Samba, Kathua, Pathankot, Katra, Reasi, Udhampur and other towns participated in the workshop which was organised by Care Cosmetics. The main aim of the seminar according to Dr Praveen Kohli, M D Care Cosmetics is to aware and educate the beauticians of Jammu how to use the herbal products and to have best effects from them. He said in comparison to chemical herbal products those manufactured by other various companies and Multi National Companies (MNCs) thronging in Indian market, the Cosmetics Herbal Products are best in use. He said the Care Cosmetics has a vast market in India, SAARC countries and Europe. He said the plus point to Care Cosmetics is that it deals in genuine herbals and our main thrust is on quality control. He said in all the Care Cosmetics products the chemical formation is not over 10 per cent while we use 90 percent fruit juice, vegetable juice, herbs and sherbs. Pure Ayurvedic process is used to extract "Aarc"(juice) from them, he added. The main thrust of the workshop is to aware the people and make them to have best from the nature, Dr Kohli said, adding that "more we are near nature more we are near ourselves." ASSI demands uninterrupted supply of electricity Excelsior Correspondent JAMMU, Mar 4: Association of Small Scale Industries (ASSI) president Mr A K Wadhera has strongly condemned the PDD authorities for their utter failure to provide uninterrupted power supply even for single shift of 8 hours. As per a release Mr Wadhera said the PDD authorities have time and again failed to uphold the dignity of their public assurances for streamlining the system which has broken the backbone of the Industries and what ever surviving Industry is existing is bound to close down adding to ever increasing list of the sick units largely due to apathetic and non-sympathetic attitude of the State Government including the Power Development Department. The ASSI president said all the public assurances of Power Minister Mr S S Slathia have fallen on the deaf ears of the PDD functionaries who have not allowed the situation to improve, absolutely not recognizing the fact that only Industries consume power in productive manner, providing large scale employment to local youth while the requirement of entire industry is less than 10 percent of the total power, presently available for distribution to various sections of the consumers. The association said all categories of industrial units where a very minute quantity of power is required for pre-heating have started closing down after keenly watching the situation for more than two months. This has forced the ASSI to observe that either Power Minister has no control over the situation or the PDD is bent upon forcing the closure of small and tiny industrial sector a near totality of which has been established by sons of soil. As all such units as of date are neither in a position to pay the power tariff not able to service their increasing loans, interest liability and consequently ever increasing amount of NPAs. The ASSI said despite considerable improvement in weather conditions the power supply has become a mystery. The ASSI demanded from the Government to clarify whether or not it is able to meet the meager demand of the industries so that the entrepreneurs could decided to take appropriate measures to notify the concerned banks and financial institutions of their bonafide compulsions to meet the financial obligations. The ASSI has invited the attention of the authorities that appropriate measures be taken in this regard and interrupted power supply to industrial sector ensured. |

Excelsior Correspondent JAMMU, Mar 4: The rank and file of Vishav Hindu Parishad assembled in Rameshwar Temple and expressed their anger against the action of Afghanistan radical rulers Taliban for destroying cultural heritage of mankind which expedites existence of Hindu culture way back before 2nd century. As per a release Mr Rama Kant Dubey, state president of VHP said it is a fact that to kill a society and culture of a community, the victors used to destroy the history, historical remains and religious places including idols. He said Islamic expansion is based on sword which they are carrying on since 5th century. Its one face is in Afghanistan shaped and backed by Pakistan. In Afghanistan the Taliban Government is dancing to the tune of Moulvies and Ulemas. They are demolishing idols of mankind heritage including the second century constructed tallest Buddha statue. In Afghanistan, he said, the museums containing old cultural treasures depicting Hindu concept related pre-5th Century, were raised to ground. The VHP president called upon the world National leaders to jointly fight the global Islamic terrorism and warn Taliban to refrain from demolishing the statues or bear the Brunt. He drew State Governments attention towards those fanatics who in the guise of Jehad are illegally grabbing Government land and terrorizing innocent Hindus to occupy their properties in Jammu in the same manner as they have done in Kashmir valley. He asked the State Government to weed out such elements and punish them to build confidence in Hindu/Sikh communities towards the State Government otherwise the resentment burning in their mind may blast some day and there shall be none to stop them. |

Uttarbahini school to be upgraded Excelsior Correspondent JAMMU, March 4: Lower High School Uttarbahini will be upgraded to High School in next month and adequate staff for the same will also be provided. This was assured by Education Minister Mohd Shafi Uri to a deputation of Uttarbahini, led by Mr Shri Kant Shrma, Sarpanch of Anandpur Uttarbahini, block Purmandal, said a press release issued by Mr Kant. The deputation also met Minister of State for Tourism Miss Sakina Itoo and urged her to bring Uttarbahini and Purmandal under tourism map and in this connection, start some developmental works at both the places. Miss Itoo assured the delegation that she would personally visit the areas as soon as possible and order the developmental works, added the release. |
