NC Govt has legitimised corruption: Mufti Excelsior Correspondent NAGROTA, Mar 3: Accusing ruling National Conference of adopting callous attitude towards ever increasing woes of the masses, vice-president of the J&K Peoples Democratic Party (PDP), Ms Mehbooba Mufti today said that unrest and disillusionment among youth increased after installation of Farooq Government in the State. Addressing a public meeting at this town, Ms Mufti regretted that Chief Minister of a region devastated by the prolonged violence was non-serious and indifferent towards the miseries of the masses. She shifted all blames on State Government for the prevailing conditions in the state and lambasted the ruling party for not taking effective steps to mitigate woes of the masses. Coming down heavily on State Government for legitimising corruption, PDP leader alleged that ruling elites have siphoned off crores and crores of rupees meant for the betterment and upliftment of the masses. Expressing concern over ever increasing violence in the State, Ms Mufti reiterated her partys stand that dialogue was the only solution to bring peace and tranquality in the State. She mentioned some recent militant incident including Fridays gruesome killing of 16 cops in Rajouri. Addressing the meeting, Mr Ved Mahajan, general secretary of the PDP accused the successive State Governments of meting out a step-motherly treatment with Jammu region. He regretted that ruling elites of the State have always treated Jammu as their colony and discriminated Jammu region in the every sphere of life. He further said that State Governments has always discriminated Jammu region in development and welfare matters. Taking strong exception of the decision of State Government to start five hydro-power projects in the State, Mr Mahajan regretted that three projects sanctioned for Kashmir Valley would be financed by the Central Government while the remaining two for Jammu region would get funds from Jammu. He termed this action as discriminatory and an attempt to be-fool the Jammuites. Shifting blame on BJP for discrimination with Jammu, Mr Mahajan said that except making tall claims BJP has failed to provide justice to the Jammu people. He, however, asserted that PDP was committed for the equal development of all the three regions of the State. Mr Ashok Sharma, senior vice-president of the youth wing of the PDP, while addressing the gathering called upon youth to launch a war against corrupt NC regime. He blamed National Conference Government for spread of militancy in Jammu region. Expressing grave concern over killing of 16 cops at Rajouri, Mr Sharma demanded adequate compensation for the family members of the policemen killed by militants. He further demanded Government jobs for kith and kins of the deceased police men. PDP youth leader also demanded CBI probe in the entire PRIME admission scam and urged the students to expose those touts who were involved in this scam. Mr Tirlok Singh Bajwa, Shanti Devi, Sukhvinder Singh, Surjeet Kour and others addressed the meetings and criticised State Government. |
Jammu Festival to promote Jammu as destination Excelsior Correspondent Jammu, Mar 3: Jammu and Kashmir Tourism Department is organizing a three day Jammu Festival in the second week of April this year, to promote Jammu as tourist-cum-pilgrimage destination in the country. More than 5 million Vaishno Devi pilgrims pass through the winter capital of the State every year for round-the-year pilgrimage. To project Jammus rich and varied cultural heritage on one hand and to provide recreational activities to the pilgrims and the locals on the other, the Tourism Department has this year decided to focus the City of Temples as a venue of the annual tourism-cum-ethnic festival. The cultural heritage of all the six districts of Jammu region including many of the virgin pockets, would be star attraction of the three day festival commencing from April 13, coinciding with the colourful Baisakhi Festival. Jammu Hotels and Restaurants Association have been closely associated with this mega event. Arrangements for the festival were discussed at a meeting chaired by the Commissioner Secretary Tourism, Mr. Parvez Dewan here this evening. It will be a festival with difference. Shifting the activities from auditorium and halls, open air venues like Raghunath Mandir Chowk, Hari Palace Complex, Amar Mahal lawns, besides, picturesque Bagh-e-Bahu would reverberate with the Jammus diverse but composite culture and music. Exposure to different areas of Jammu region, cultural troupes from all districts would be invited and their folk music and dances presented to a mixed audience of visiting Vaisho Devi pilgrims, tourists and locals. To add colour to the Festival it will open with a procession led by hundred of artists attired in their traditional ethnic costumes. It will pass through main bazars of the city. The well known hotels and restaurants will put up special ethnic food stalls, not only at different venue of this mega event but also make special arrangements for dogra cuisine during the festival days. Efforts will also be made to invite some national level celebrity in the field of art and culture to participate in the inaugural function. The hotels, restaurants, main bazars and other vintage locations will be decorated to lend a touch of festivity to the city. presents Indira Pridarshani Vrikshmitra Excelsior Correspondent Jammu, Mar 3: The Minister for Forests and Environment, Peerzada Ghulam Ahmad presented Indira Priyadarshani Vrikshmitra Award for 1998 to Mr. Bashir Ahmad Dar, the President, village Forest Committee, Ushkara Social Forestry division, Baramulla at an impressive function organised by State Social Forest Project here yesterday. This prestigious award include of a cash award of Rs. 50,000 which was given to the forest committee for its better performance in the field of afforestation and protection of forests. This is the first village forest committee of the State which has won the award. Presenting the award the Forest Minister felicitated the Committee and hoped that the other village forest committees of the State would also follow the path by Ushkara Forest Committee. He said 1414 village forest committees have been constituted in the State. The committees are taking active part for protection and management of wood lots on sustainable sharing basis. He said, the committees have provided 20 lakh quintals of fodder and grass, besides, 0.50 lakhs quintals of Kharkhana and 2 lakh quintals of fuel valuing at about Rs. 13 crore to the needy people of the State. Regarding to the Social Forestry Project the Minister said that the project has done a commendable job in the field of afforestation and regeneration of the degraded forests. Peerzada said though the forest playing an important role in protection of environment, yet, this sector has not been given its due share in the plan allocations even at the National level. He said keeping in view the importance of this sector the State Government enhanced the budgetary allocations for the sector. The President of Village Forest Committee, Ushkara also presented the resume about the functioning of the committee. He said the committee has earned a profit of Rs. 3.50 lakh, which have been utilized for welfare of the village by way of constructing one dispensary, ration depot, water tank and lanes and drains. He said the amount of the award would be utilized for development of the village. Among others who spoke on the occasion include MLA Shangus, MLA Pampore, MLCs, Mr, Bushan Lal Bhat and Mr. Nizam-ud-Din, Principal Chief Conservator of Forests, Chairman Pollution Control Board, Chief Conservator of Forests. |
O P Sharma Commission to inquire Maisuma firing also Excelsior Correspondent Jammu, Mar 3: The Government have also included the firing incident of Maisuma, Srinagar that took place on February 17, into the terms of reference for one man Commission of Inquiry headed by Mr. Justice O.P.Sharma, Judge of Jammu and Kashmir High Court. In a notification issued by the Government yesterday making amendment in the original notification issued vide SRO-63 of February 19, 2001, the Government have asked the Commission to also inquire into the causes and circumstances of the killing of Mr. Javed Ahmad Nath at Maisuma, Srinagar on February 17, 2001. The new notification issued vide SRO No: 79, shall take effect from February 19, 2001. |
IGNOU Convocation
held Excelsior Correspondent JAMMU, Mar 3: Indira Gandhi National Open University (IGNOU) organised its 12th convocation at New Delhi and 20 regional centres across the country. At Jammu the convocation was held in the auditorium of the SPMR college here this evening. Professor R R Sharma, Vice Chancellor of Jammu University who was the chief guest, has called for evolving innovative ways for meeting the challenge of imparting higher education to large number of youth in the country. The campus-based universities face lot of problems including resource scrunch, bandhs, student unrest and it is rather essential to find some innovative ways to overcome these problems, he said. The campus teaching and the distance learning mode have to go together. Prof Sharma observed: "As I see open and distance learning system are making rapid strides in different parts of the world. Open learning is no longer seen as a second chance education, but is an essential part of education system." Appreciating coming of IGNOU Regional Centre in Jammu, he said it has resulted in rapid development of distance education system in the Jammu region reaching the border and far-flung backward areas. " We should see how we together could work and reap the benefits of developments in the educational scenario to the people of Jammu region", he opined. He stressed for further improving education standards. Congratulating those who successfully completed various courses and were being conferred degree or diploma today, the Vice Chancellor said they should contribute their bit to the society and raise the status of disturbed state to the status of a model state. Dr BPR Narasimha Rao, Regional Director, IGNOU, Jammu, presented a detailed report of the activities and achievements of IGNOU since its inception three years ago in March, 1998. The regional centre has not only grown in terms of enrollment and its network of study centres but has also made its presence felt in the educational scenario of this part of the country, he stated. At present there are 4100 students and 17 study centres in Jammu region, he said and added that we have done our best efforts to reach out to our learners in remote and far-flung areas through our innovative delivery strategies. After the convocation was formally declared closed at headquarters, Delhi, the regional programme commenced with arrival of the ceremonial procession of educationists and officers of IGNOU. Dr Renu Nanda conducted the proceedings. Seventy three students, who qualified different courses of study, were present to receive their degrees. Some of them, while talking to EXCELSIOR said that but for distance mode of learning through IGNOU, they would not have got the academic and professional education. Present at the convocation were educationists, administrators and prominent citizens. Prof Rita Munshi, Principal, SPMR Commerce college, Prof Ashok Aima, Dr S Srinivasan attended. The progamme of IGNOUs main convocation function at Delhi was put out live through teleconferencing mode via satellite at which the chief guest was Prof MGK Menon of Indian Space Research Organisation (ISRO) and Prof V S Prasad, Vice-Chancellor of IGNOU spoke about the relevance and progress of distance education system. |
Govt will not tolerate forces disturbing peace: Sagar Excelsior Correspondent PULWAMA, Mar 3: Works Minister, Mr Ali Mohammed Sagar has hailed as a bold initiative the three month extension in cease-fire announced by the Prime Minister, Mr Atal Behari Vajpayee and stressed on its benefits percolating down to the masses. Addressing a joint meeting of district officers and representatives of political and social organizations here today, he said the Government will not tolerate the forces inimical to peace and these elements will not be allowed to make a capital out of the turbulent situation in the Valley. He asked the representatives of the public to cooperate with the Government so that the mechanisations of the vested interested are thwarted. The Minister also urged the officers of police and security forces to be alive to the peoples difficulties and exercise restraint while dealing with militants so that the ordinary people are not put to any inconvenience. He said the Government during last four years has appointed about 2000 doctors and 3000 junior engineers while refuting the allegations of vested elements on poor performance of the Government. He said Rs 90 crore were spent of the construction of roads under NABARD and about 17 crore were spent on the construction of bridges in Pulwama district alone. Besides, Rs 8.50 crore have been spent on various works in Pulwama district. Earlier Divisional Commissioner proposed setting up of district level coordination committees for ensuring better liaison between the people and the administration for settling public grievances. |
Thousands join last
rites of slain Policemen Excelsior Correspondent Rajouri, Mar 3: The acting Chief Minister, Mr. Ghulam Mohi-ud-Din Shah has called upon the people to unitedly fight forces which are trying to derail peace process initiated by Prime Minister and said that nothing can deter the police and security forces to crush Pak-sponsored militancy in Jammu and Kashmir. Mr Shah alongwith Director General of Police, Mr. A.K. Suri and Inspector General of Police, Jammu, Mr. R.V. Raju flew in here to take stock of the situation arising out of the killing of 16 persons including 14 police men by militants near Manjakote last evening, and to pay tributes to the killed police men and two other Government employees. Addressing a huge gathering at the Police Lines, Mr. Shah said that those who disfavour peace process are responsible for this carnage. He said such barbaric acts can not dampen the resolve of the police, other security forces and the people to crush militancy and restore peace in the State. He said we are committed to face all these challenges and make sacrifices to protect the life and property of the people and restore peace in the State. The gallant policemen fought gallantly have attained martyrdom alongwith two other Government employees, he said and added. Death is a reality and anybody who lays down his life for the people, would always be remembered by the greatful nation. Mr. Shah announced a relief of Rs. 6 lakh, 2 lakh as ex-gratia and Rs. 4 lakh from the Police Welfare Fund in favour of the families of the each deceased policemen. He also announced one Government job to the eligible next of the kins of each deceased. Mr Shah laid wreaths on the dead bodies of each killed in last evening incident and conveyed condolences to the bereaved families on behalf of the Government, Chief Minister, Dr. Farooq Abdullah currently in Jeddah and on his personal behalf. He said the bereaved families should not consider themselves alone as entire State joins them at this hour of their grief. Earlier, the Director General of Police, Mr. A.K. Suri lauded the sacrifices made by the policemen and two others and said that State Police have done a commendable job in combating militancy during the recent years and it is due to our success, police is being targetted by the militants. He said that it is the time for us to take pledge to sacrifice everything to crush militancy and provide security to the people of the State. Mr Suri lauded the working of State Police and said that every possible effort is being made to help the police personnel and their families for which the Police Welfare Fund has been established. The Dy. Inspector General of Police, Rajouri- Poonch Range, Mr. Ram Lubhaya gave detail of the incident. He said that a police party including employees of Medical Department had gone to Ghambir Mughlan in connection with official duties/ investigation of two civilians killed by militants there. While returning to Rajouri in a mini bus, foreign mercenaries dominated militants ambushed the vehicle at about 4.30 p.m. Sixteen persons including two employees of Medical Department were killed on the spot while nine persons were injured. Out of the injured, three seriously injured persons were immediately referred to Government Medical College Hospital, Jammu and other six are being treated in the District Hospital, Rajouri. The DIG said that police jawans fought the militants bravely, despite the militants being on the advantageous height, for more than one hour as a result of which some militants too were injured but they fled away from the scene. Security forces have cordoned the area and searches are in progress to nab the militants. Mr. Ashok Sharma, MLA who also spoke on the occasion said that extension of fullest cooperation by every citizen to the security forces will be the real tribute to these martyrs. Among others, the Deputy Commissioner, Rajouri, Mr K.A. Khan and SSP Rajouri, Mr Rajesh Kumar were also present. Thousands of people gathered at Police Lines to pay their homage to the killed personnel. The entire Rajouri town observed complete bandh to mourn the killings. Later, Mr. Shah visited the District Hospital and went round of various wards where he enquired about welfare of six injured jawans. The Superintendent of the Hospital, apprised the Acting Chief Minister about the treatment being given to the injured. He said all the injured persons are out of danger. |

Excelsior Correspondent JAMMU, Mar 3: The 3-Day National Seminar on "Indian fisheries: Status and Prospects in relation to Environment dynamics", started in Jammu University today. The seminar has been organised by P.G.Department of Zoology in which more than 46 renowned biological scientists drawn from twelve universities of the country have converged to deliberate upon various aspects of pisciculture. Prof. PN Srivastava, former Vice Chancellor Jawahar Lal Nehru University and Former member of Planning Commission inaugurated by lighting Swaraswati Lamp amidst melodious tunes of Sarswati Vandana by a group of girl students. The Vice Chancellor, University of Jammu, Prof. R.R.Sharma presided while Prof Y.R. Malhotra MLC and former Vice Chancellor, Jammu University was the Guest of Honour. Dr.M.Y.Kamal Vice Chancellor SKUAST was also present. In his inaugural address Prof Srivastava underlined an imperative need to conduct scientific research in acquatechnology inorder to evolve strategy for development of the fishery through out the country. He said that innovation technologies for development of hatcheries were the pre-requisite for a gigantic piscicultural revolution. Prof Srivastava said that genetic engineering in the field of fisheries would be a land mark in the acquatic ecology in the country. Prof. R.R.Sharma in his presidential address complemented the delegates from different Universities for their participation in the seminar and hoped that the deliberations would yield fruitful results in the field of fisheries. He said the University would organise such more programmes in the future also. Mr.Malhotra, while speaking on the occasion expressed his concern over the drought condition in the northern region of the country and said that under such circumstances special measures are required for promoting fish culture especially in the J&K State. He drew the attention of the seminar towards shrinking of Dal Lake and said that this was mostly due to urbanisation and encroachment. Prof. M.Y.Kamal while giving a detailed historial background of the Pisciculture in the country said that fisheries development programme started in the country after 1947. Referring to the total fish production in the world, Mr. Kamal said that 95 per cent fish was catered from the Asian countries. He stressed the need of making environmental friendly condition for pisciculture. The Director of the Seminar, Prof. M.K.Jyoti said that the seminar will focus on the possibilities of expansion of fisheries education and to create awareness about the anthroprogenic influences. IGP C&R organises paper reading session on crime Excelsior Correspondent JAMMU, Mar 3: Inspector general of Police, Crime and Railways, J&K, Jammu today convened a meeting of all investigating officers, deputy SPs and CPOs of Crime Branch were present on the occasion including DIG Crime and Railways Jammu, SSP Crime and Railways Jammu, Staff Officer to IGP C&R Jammu and Kashmir, Jammu and Deputy Director Prosecution Jammu. As per a release with a view to brace up the Crime Branch for meeting the ever new challenges emerging in Crime scene in todays world, a lecture was organised on the importance of DNA tests and their application and utility in detection of crime by Dr J L Fotedar, Assistant Director Police Training Academy Udhampur. The lecture was the first in the series of the proposed lectures to be organised in near future so that this crucial investigating agency is kept continuously updated on latest scientific trends and techniques available. In his valuable lecture Dr Fotedar highlighted the importance of DNA tests, which doubtedlessly have emerged as conclusive and irrefutable insofar as the identity of the criminals is concerned. The DNA patterns show variations from person to person and it is only one in 5.5 billions that they may be identical. Besides DNA tests have greater reliability as compared to finger-prints, which are very easy to erase or tamper with. Again with the help of DNA strains, question relating to paternity of illegitimate children may be answered with finality. While addressing the meeting the IGP Crime and Railways impressed upon all those present on the occasion to dedicate themselves whole heartedly to their calling and to keep themselves fully updated on the latest tools and techniques of investigation so that detection of crime leads to timely prosecution of the criminals. |
ALSU condemns destruction of Buddhas statues Excelsior Correspondent JAMMU, Mar 3: The All Ladakhi Students Union, Jammu has taken strong exception of the decision of the fundamentalist Taliban to destruct Buddhas statues. In a statement issued here today, Union termed the act as barbaric and inhuman attack on the worlds oldest and tallest statues and said that destruction of Buddha statues with tanks and rockets was a black-day in the history of world. Release said that it was clear that fanatic militia governments main motive was to strike at the root of the Buddhist monuments and to divide the people on earth on communal lines."There is no denying the fact that no religion in this world teaches the lesson of inhuman and destruction of the other faith. It is really sad to see that instead of providing basic infrastructures to Afghan people who are in miserable condition with no food and shelter Mullah Mohammed Omar spending crores and crores of rupees for spreading terror in the world", the release reads as. The release further said that attack on two gaint statues of the Buddhas built between 2nd and 5th A.D measuring 50 metres and 34.5 metres tall at Bamiyan was not only a matter of great concern to the Buddhist but it was an immeasurable and great loss to the human values and mankind. |
| Workshop-cum-training prog on
testing english concluded Excelsior Correspondent JAMMU, Mar 3: A 3-day workshop-cum-training programme on testing english organised by the Academic Division of State Board of School Education under its English Curriculum Renewal Project, in collaboration with British Council of India, New Delhi, concluded today. As per a release, a cross section of English teachers including English lecturers working in different District Institute of Education, State Institute of Educations attended the programme. The workshop addressed the issues with regard to backwash of testing, achieving a beneficial backwash, essentials of good testing with special reference to validity and reliability of testing, testing writing, reading, speaking and listening skills, testing grammar and vocabulary and testing construction. Prof Jim Tharu of Central Institute of English and Foreign Languages, Hyderabad, Dr Rajni Badlani, Manager English Studies at British Council, New Delhi, Ms Shefali Ray from SCERT, Delhi, Mr Bashir Ahmed Dar, Deputy Director, Academics and Dr Mohammad Aslam of Kashmir University worked as resource persons. Inaugurating the workshop Prof M A Charoo, Chairman, Board, emphasised the need to recast system of testing English to match the revised curriculum. In his address, Prof Aman Rathore, Secretary, Board, discussed the desirability of improving the quality of question papers for a beneficial backwash. He outlined the steps taken by the Board to reform the system. Mr B A Dar, Deputy Director, Board, discussed the backwash effect of testing and explained the need to recast the system of examination so as to make it a valid and reliable measure of students performance and a tool to improve teaching learning process in schools. |

organised BOSE endeavour to improve quality education in J&K Excelsior Correspondent JAMMU, Mar 3: The Directors of School Education, Joint Directors, Principals of SIEs and DIETs, Chief Education Officers, Principals of various boys and girls higher secondary schools, headmasters and headmistress, covering both rural and urban areas, participated in the Stakeholders meeting organised by the Board of School Education (BOSE). As per a release, the meeting was organised to assess the progress registered in implementing the English Curriculum Renewal Project in respect of teacher-preparation, materials development and testing english for positive backwash. The meeting was held with the active support of the British Council of India which is supporting the Curriculum Renewal Programme of the Board. Welcoming the guests, Prof Aman Rathore, Secretary of the Board emphasised the need of strong cooperation and coordination between the Education Department and the Board of School Education for improving the quality of school education in the State. Explaining the objectives of the Stakeholders meeting, Mr B A Dar, Deputy Director, Academics gave a brief resume of various activities undertaken by the Board and the progress registered in revising materials particularly textbooks, preparing a core group of master-trainers to be used by SIEs and DIETs for a cascade effect and training teachers in new techniques of testing. Elaborating the role of Department of Education and the Board, Mr Dar emphasised the need for a very strong coordination and cooperation between the school department and the Board of School Education. Mr Masood Samoon, Director School Education, Kashmir apprised the meeting of steps taken so far in implementing the project. He said that such stakeholders meeting will help to evolve an appropriate strategy to address issues that are central in improving the quality of education in the State. |
Bunglings in SFC Excelsior Correspondent JAMMU, Mar 3: The efficiency of the State Vigilance Organisation can be judged from the fact that it took seven long years for this investigating agency to complete the preliminary enquiry in a complaint lodged against the officials of State Forest Corporation, way back in 1994! The complainant Tariq Bhat of Reasi had lodged a complaint in 1994, wherein it was mentioned that 40,000 sleepers were sold by the Forest Corporation employees in Shajwan depot. The cognizance was taken by the Vigilance Organisation today after registering an FIR Number 4/2001 in this matter. During the preliminary inquiry, it has been revealed that the timber was sold without auction and without the approval of the Government. The cost of the sold timber has been calculated over rupees 58 lakh. During the preliminary enquiry it has been found that the then Managing Director of SFC, R P Sharma, then General Manager Y S Narsingia, then Secretary Farooq Ahmad, Ajit Bahadur Sharma, DM and Munir Ahmad Shair, DM (EMD), at present DM PP (Wrest), SFC Srinagar were found responsible for causing loss to the Forest Corporation on account of sale of timber illegally without auction. |
Shujaat Bukhari to take part in US foreign policy prog Excelsior Correspondent SRINAGAR, Mar 3: Special correspondent of The Hindu, Mr Shujaat Bukhari has been invited for the prestigious one month long programme on US foreign policy scheduled to begin in Washington on March 12. Mr Bhukhari is among a few journalists from South Asia who have been invited to participate in the project by the US Government. The Project is aimed at providing with an opportunity to review various dimensions of US foreign policy and its implications worldwide. The Project will include policy and its implications worldwide. The Project will include policys formulation, debate and its implementation through various branches and agencies of the US Government. The journalist group will have interaction with policy makers in the Congress, the State Department ,National Security Council and members of several think tanks. They will also visits a number of places in USA including the United Nations Headquarters and will deliberate upon the issues concerning conflict areas particularly the human rights. In the Unites States Mr Bukhari will be attending a number of programmes on the latest situation in Kashmir. He will also visit United Kingdom and Germany in connection with some other media events. |
