Sattar-Umer Farooq to meet in Mali to discuss Indo-Pak summit

ISLAMABAD, June 25: Pakistan Foreign Minister Abdul Sattar is expected to have a detailed discussions with former APHC Chairman Mirwaiz Umar Farooq, when the two meet at the Islamic conference in Bamako, Mali, beginning today.

Sattar, who was hoping to get elected as Vice Chairman of the OIC Foreign Ministers, left here yesterday to Mali, where the OIC Foreign Ministers were scheduled to discuss among others the situation in Palestine and Kashmir.

Reports said that Farooq, who is attending the OIC meeting, was expected to speak about the alleged human rights violations in Kashmir.

Both sattar and Farooq were expected to meet on the sidelines of the OIC meeting to discuss Pakistan President Musharraf’s forthcoming visit to New Delhi. Officials here have not discounted such a meeting from taking place.

Officials sources have also ruled out a meeting between Gen. Musharraf and the APHC leaders in New Delhi. The Indian leadership has already conveyed its strong reservations in this regard to Islamabad, they said.

Last month’s unexpected Indian invitation to Gen Musharraf and his subsequent decision to accept it has considerably marginalised the APHC.

With Gen Musharraf accepting the invitation overriding the concerns and objections from the APHC, the Kashmir separatist alliance changed its stand of not talking to the Indian Government until they were allowed to meet Gen Musharraf to meeting both the Pakistan military ruler as well as Prime Minister A B Vajpayee.

Though some of the APHC leaders in the recent weeks met the Pakistan High Commissioner to New Delhi, a Jehangir Qazi, this would be the first time when the top Pakistan Government officials and the APHC leaders would meet to directly discuss the summit and as well as its fallout on the APHC.

Interestingly a two member delegation of APHC’s Pak chapter has also left for Mali from here to meet Farooq and discuss the summit and related issues. (PTI)

JAMMU, June 25: Various Sikh organisations in a meeting held here today condemned the attack on Baba Sukhdev Singh of Nanak Sar Kalerian and other devotees by some anti-social elements near Kolkatta recently.

As per a release, the meeting was held under the chairmanship of Mr Mohinder Singh, chief organiser—Bhai Kanhiyaji Nishkam Sabha. The participants expressed great anguish and concern over the attack and alleged that it seemed to be a deep rooted conspiracy They demanded immediate inquiry into the whole episode.

Prominent among those participated in the meeting included —Prof Ajit Singh, Chief Advisor Panthak Council, Mr Balak Singh of Chatha, vice-president SAD, Mr Rachhpal Singh, Mr Amrik Singh Mr Kultar Singh, Parmjit Singh-president AISSF (J&K), Jagbir Singh and other.

JAMMU, June 25: J&K Freedom Movement in a meeting held here today opposed the trifurcation move started by some organisations in the Jammu and Kashmir state.

According to a release, a meeting of the members of the Movement was held here today under the chairmanship of Sayed Ullah Tantray to deliberate in length the consequences of the proposed trifurcation of the state on religion lines.

The members opposed the move and said that it was not in the interest of the people of J&K state. They also condemned this proposal of some Jammu based groups. He said the aim of this Freedom Movement is to keep all the three regions of the state united. Another member Mohd Sartaz said that dispute over Kashmir be solved according to the resolutions passed by UNO. He favoured the involvement of Hurriyat leaders during Mushraff-Vajpayee talks.

JAMMU, June 25: While some BJP leaders have contradicted news-item regarding powers conferred to state BJP president, Mr Daya Krishan Kotwal, majority of the BJP leaders, on the other hand confirmed that state executive committee has granted powers to Mr Kotwal which became operative just after conclusion of the meeting.

In a joint statement issued here today, senior BJP leaders, Mr Shiv Charan Gupta, MLA, Hans Raj Dogra, MLA and Chander Mohan Sharma, vice-president while admitted resolution was moved and accepted in the meeting but stated that it will become operative only after next meeting of the State BJP executive.

State BJP chief, Mr Daya Krishan Kotwal on the other hand when contacted made it clear that state executive committee has granted him powers in the presence of national president, Mr Jana Krishanamurthi so there was no question of next executive committee meeting. "After passing of the resolution, national general secretary and incharge Jammu and Kashmir affairs, Prof. O P Kohli has asked me to immediately start process for constituting committees" Mr Kotwal disclosed.

Senior BJP leader and chief whip of the party, Ch. Piara Singh when contacted said that resolution empowering Mr Daya Krishan Kotwal was moved Mr Kuldeep Raj Gupta, vice-president and passed with unanimous voice. He said that almost all the members raised their hands in in favour of the resolution. Mr Singh admitted that out of 60 members present in the meeting only six did not raised their hands.

BJP MLA, Mr Ashok Khajuria also made it clear that decision taken in the state executive meeting was operative after passing of the resolution. He also confirmed that resolution grating power to Mr Kotwal was passed with one voice.

Other BJP leaders namely Mr Bali Bhagat, MLA Ramban, Prem Lal, MLA Hiranagar, Prithivi Chand, MLA Chennani, Mr Satish Sharma, president Yuva Morcha and other leaders also confirmed the news item and said that news publish in a section of press was correct.

He said that he will start process to constitute these committees very soon.

Talking to Excelsior, Mr Kotwal made it clear that as state executive committee has granted him powers in the presence of national president, Mr Jana Krishnamurthi so there was no question of next executive committee meeting. "After passing of the resolution, national general secretary and incharge Jammu and Kashmir affairs, Prof. O P Kohli has asked me to immediately start process for constituting committees" Mr Kotwal disclosed.

Mr Kotwal further disclosed that very soon he will start process for constitution various committees to reactivate the party. He, however, assured that committee will be constituted with the consultant of all senior leaders.

Health employees depu meets Director

JAMMU, June 25: A deputation of Medical Employees Federation called on Director Health Services Jammu and apprised him of the demands of the health and family welfare employees.

As per a release, the deputation was led by Mr Sushil Sudan vice president of the Federation. It also submitted a memorandum to the Director highlighting the demands.

It demanded total implementation of Government Order No 48-HME of 1992, implementation of agreement reached between the Government and Federation on March 24 in 1998, amendment in SRO 20 of 1992, release of pending salaries of the employees of family welfare, relaxation of Secretariat training course for senior assistants, upgradation of grade of EMPHWS, filling up of the vacant posts, convening of DPC, bringing at par the grade of technicians in Health Department with their counter parts in Medical Education and senior grade posts of dental technicians in CHC as per the Laboratory technicians.

It also demanded upgradation of grade for staff nurses, regularisation of adhoc and class fourth employees , enhancement of fixed T A at the rate of Rs 500 be granted to basic health workers and change in the designation of dwasaz and Vaid as Pharmacists and senior Pharmacists.

Call for due status to Dogri

JAMMU, June 25: The Dogri Sangarsh Morcha has expressed strong resentment over the continued neglect and discrimination against the claim of Dogri language for its inclusion in the 8th Schedule of the Indian Constitution.

In a strongly worded memorandum submitted to the BJP president, Mr Jana Krishnamurthy during his recent Jammu visit, the Morcha delegation asked for doing justice to this language of the Dogras. It was urged that the Union Government should place an official Bill in the Parliament during its ensuing Monsoon session for inclusion of Dogri in the 8th Schedule of the Constitution.

According to a release issued by the Morcha here today, the BJP chief replied that" his party would would ensure presentation of an official Bill in the ensuing session of Parliament for Dogri’s place in the 8th Schedule. The delegation, among others, comprised of Mr Mohan Singh (convenor), Prof Nilamber Dev Sharma (Co-convenor), Hari Chand Jalmeria (general secretary), Major General (Retd) Goverdhan Singh Jamwal, MLC, Dr Champa Sharma, Prof Veena Gupta,Head, Department of Dogri,JU, Mr Dhian Singh, Mr Narsinghdev Jamwal, Mr Kashmir Singh,ex-MLC, Shiv Dev Susheel, Taran Singh, Mustaq Ahmed Khan, Joginder Pal and Mr OP Baru.

Meanwhile, the Morcha has convened its executive meeting on June 29 at Dogri Bhawan, Karan Nagar, Jammu to discuss the future course of programme.

Militants’ kin studying in Army Nursery School

JAMMU, June 25: The fact that kith and kin of terrorists study in Army sponsored school in insurgency infested area speaks volumes for the efforts of the Army in Doda district.

As a venture to help locals, a unique school named Army Nursery School is being run by Rashtriya Rifles at Arnora in Doda district, wherein kith and kin of active terrorists, surrendered terrorists and militancy affected children stay and study together under one roof. The aim of the school is to provide facilities to the underprivileged with a view to make them compete with the advancing world and to educate them to uphold the values of society, secularism and national unity.

A committee under the aegis of Rashtriya Rifles is running the school as a day-cum-boarding school with active support and cooperation of the locals of the area. Twenty five children, most of them relatives of active and surrendered terrorists and militancy affected persons are housed in the hostel. They are provided free boarding, lodging, clothing and other amenities. Forty other children belonging to very poor families from remote areas attend the school as day scholars. Irrespective of caste and creed, boys and girls in the age group of four to eight years are studying in kinder garten to third standard.

Besides imparting education the children are taught etiquettes, social, cultural and moral values. They also actively participate in religious and other functions including sports and cultural events.

Army besides doing the onerous task of bringing back normalcy in the region, thus has also undertaken this venture where the people are motivated to respect the social norms, values and are made to sublimate their believes in peaceful co-existence, shedding the path of violence and intolerance with mutual love and brotherhood.

SMSN school holds parents meet

JAMMU, June 25: The S M Shishu Niketan High School, Anand Nagar, Patta Bohri, Jammu organised a Parents-teachers meet yesterday in which a large number of parents and staff members of the school participated.

As per a release while welcoming the parents, school Principal, Mrs Nirmal Mattoo, emphasized the need for total involvement of parents and sought their cooperation to help further improvement of the academic standards of the students. She stressed for interaction between teachers and parents so that both contribute to the upliftment of the children in academic as well as other extra curricular activities.

Poonch Rajouri migrants highlight demands

JAMMU, June 25: Poonch Rajouri migrants putting at Janipura and a few at Belicharana in a meeting under the presidentship of Mr Tariq Mirza expressed concern over apathetic attitude of State Government in their rehabilitation.

As per a release Mr Mirza said the people of Poonch and Rajouri residing along the Line of Control have since Independence of the country been soft targets be these Indo-Pak conflicts, border skirmishes or the menace of infiltration or excesses of militants. He said they have been forced to migrate for survival and at present putting up at Janipura and other areas but it was heartening that none from the Government has come forward for their rehabilitation.

He said the union approached the concerned authorities for considering the basic issues of the migrants from twin border districts of Poonch and Rajouri but unfortunately no heed was given to their pleas. Their basic needs pertain to provision of tentage accommodation and other civic amenities like drinking water and electricity supply.

Mr Tariq Mirza appealed the Relief Commissioner to intervene personally and mitigate the sufferings of the migrants by conceding their demands. He also appealed the Acting Chief Minister to look into the problems of Poonch Rajouri migrants.

Prominent among those who participated in the meeting included Messrs Shah Nawaz Khan, Yusuf Shah, Mazair Shah, Mrs Muneera, women wing president of the Union, S Kartar Singh and Th Prem Singh.

Nisar Khan conducts tour of Mendhar constituency

JAMMU, June 25: Mr Nisar Ahmed Khan, former Minister and MLA Mendhar and incharge National Conference Party for Poonch and Rajouri districts, concluded a month long extensive tour of his constituency.

As per a release Mr Khan addressed various public meetings in Mendhar and Balakote block and addressed one day delegate session of NC Party workers.

Mr Khan visited villages Jugal, Chajjla, Bassoni, Gursai, Sakhi Maidan, Sangiote, Ari Dharana, Kangra, Gulhotta, Dhargloon and Gohlad. Various deputations called on Mr Khan during his tour and brought to his notice their demands which included opening up of degree college at Mendhar, completion of all bridges, roads, school buildings, Panchayat Ghars, Medical Sub Centres, removal of scarcity of drinking water, uninterrupted power supply, posting of doctors at PHCs and lecturers in Higher Secondary Schools.

Mr Khan assured them to take up the matter with the concerned quarters at an earliest. While addressing public gathering at Mendhar, Mr Khan appealed the people to remain vigilant and united against the evil designs of miscreants and to stand up-right with the people of the country.

Mr Khan appealed the people of border districts to extend their full support for creating peace and normalcy in the area in particular and in the state in general.

Kashmir Aid Foundation hails Army

RAJOURI, June 25: Kashmir Aid Foundation has hailed the role of Army to rescue a local woman from the lust of some jawans and local civilians at Budhal.

As per a release after receiving the report, a three member team of Kashmir Aid Foundation activists went to the area to find out the truth. The team led by Mr Shafqat Wani met a local Sarpanch Mr Nazir Mohd and some residents of the area, who deposed that on June 19 Mrs Meenavati, wife of Balwant Singh went to the house of one local leader Bhagwan Singh, where she was locked and raped by three jawans and two civilians.

The 36 years old Meenavati was rescued when an Army party under the direction of Brigade Major, Maj Bhago raided the house and caught red handed three arm,y jawans and two civilians. The civilians were handed over to local police for necessary action. The visiting team later met Brig Desh Mukh and Major Bhago, who gave detailed account of measures taken by army to alleviate the sufferings of the local population. The army officers said every step was being taken to ensure safety of local people.

Tariq visits Thana Mandi

RAJOURI, June 25: Rajouri MLA and former Minister, M S Tariq today visited Thana Mandi Nallah to attend the meeting of the local Sarpanches and Panches.

During the meeting , these Panches and Sarpanches discussed the problems of the people with Tariq which included shortage of drinking water, erratic power supply and dearth of teachers in Government-run schools.

The MLA after listening to the woes of the people announced that the school building shall be constructed at Saj out of his constituency development fund. A bridge over nallah Dodasan shall also be constructed out of these funds, he said.

The local MLA also distributed cheques and sewing machines to the destitutes.

Among others who attended these functions included Narain Singh, Fazal Hussain, Mushtaq Shwal, Hussain Alam, Mohd Shaffi, Mushtaq Bakshi, besides some officers of Social Welfare Department and Project Officer CDPO Darhal.

ASKPC flays Relief Organisation

JAMMU, June 25: All State Kashmiri Pandit Conference, (ASKPC) in its meeting here today held under the chairmanship of Mr A N Vaishnavi expressed concern over the unnecessary harassment caused to the retiring Government employees by the Relief Commissioner’s Office.

As per a release, the meeting said the migrant retiring employees are asked to obtain the no demand certificate from the Relief Organisation which is not issued easily despite completion of all formalities.

The meeting said many employees are running from pillar to post for obtaining such certificates despite the standing Government orders that pension should be paid to the retiring employees within one month from the date of retirement.

Addressing the meeting Mr H L Chatta vice president said that delay in the settlement of these cases leads to corruption which is against the norms of law. Mr Chatta showed surprise that even the legal document and affidavit is not honoured.

He urged the Relief Commissioner to expedite the ex-gratia cases of the displaced people at an earliest.

The meeting was also addressed by Mr R K Raina senior Vice president of the ASKPC. He while expressing his dismay over the authorities attitude towards the displaced people asked the community members to unite at this crucial juncture.

Others who addressed the meeting include Messrs Ramesh Kumar, Poshkar Nath, Balbadar Ji, Mantoo, M K Tickoo, Ram Krishan, Vijay Bindroo and others.
