Jana voices reservations over J&K’s trifurcation

JAMMU, June 24: Expressing his reservations over the demand for re-organisation of Jammu and Kashmir State, Bharatiya Janata Party national president Mr K Jana Krishnamurthy said that the party has not yet taken any stand on the issue.

"The BJP working committee has not yet discussed the idea of trifurcation and taken any stand on the issue,"he said while talking to mediapersons, here this afternoon at the end of his two day visit to the State.

Replying to a query that some party MLAs have had been supporting the demand, Mr Krishnamurthy sought to clarify that being a representative of people, an MLA was free to echo the pubic opinion.

City East MLA Ashok Khajuria had openly supported trifurcation of the State at a public meeting of the party here yesterday.

He further said that supporting of trifurcation demand by some party MLAs during their meeting with New Delhi’s interlocutor on Kashmir Mr K C Pant, was not the party view point but their personal opinion.

"There is no contradiction on the issue as party MLAs had not met Mr Pant as BJP leaders but people’s representatives who told New Delhi’s interlocutor that there was a general public opinion in favour of trifurcation," he clarified

The BJP chief, however, admitted that Jammu and Ladakh regions have not been given proper attention by the successive State Governments and disclosed that the party’s Pradesh working committee meeting, held today, has demanded special financial package for both these regions.

"We have demanded a special financial package for Jammu and Ladakh for proper development of both these regions and also asked for setting up a Central monitoring authority for its proper implementation," he disclosed.

On the prospectus of scheduled summit talks between Prime minister Atal Bihari Vajpayee and Pakistan President General Pervez Musharraf on bilateral issues including Kashmir, Mr Krishnamurthy said that the party was not very much optimistic for the outcome of talks. However, at the same time, he added that if the scheduled summit can lead to further round of talks, it would be a success.

When asked whether Mr Vajpayee has discussed with him the agenda of scheduled talks with Musharraf, Mr Krishnamurthy quipped," Prime Minister does not discuss Government agenda with BJP,". He further said that the party would present its view point on the Kashmir issue during the all party meeting on July 9.

The BJP national president also announced that party organisational elections in Jammu and Kashmir would be completed by August-September month of this year. He said, "senior party leader Mr Kailashpati Mishra will arrive here on July 6 and prepare a detailed report on various measures to strengthen the party position in J&K. Soon after the submission of said report, organisational elections in the State will be announced which are likely to be completed by August-September."

On his attention drawn towards factionalism in State unit of the party, BJP chief exuded that minor ideological difference in the party have had been since the days of Jan Sangh. However, he stressed that such differences would be resolved soon in interest of the party.

Replying to a query about party preparations in light of possibilities of early assembly elections in J&K, Mr Krishnamurthy said that he did not see any possibility of State assembly polls before the end of current year. "I don’t see the probability of J&K assembly elections or earlier before the expiry of its tenure in mid of next year," he said.

The BJP chief refused to admit people have started rejecting his party and recently held assembly polls in five State indicated reversal for BJP. "The party debacle in recent assembly polls was not because of BJP shortcomings but there were certain other factors, particularly the performance of our allies in these States," he said.

Exuding his confidence that party would return to power in Utter Pradesh after the forthcoming State assembly elections, Mr Krishnamurthy further dared to announce that UP poll results would establish whether the party has been rejected by people or not.

He also listed various measures taken to further strengthen the party base in several parts of the country and ensure success of party candidates in forthcoming UP and Punjab assembly elections.

Centre, J&K Govt weakening counter insurgents: Parrey

NEW DELHI, June 24: Barely a week after a counter insurgent leader was gunned down in Kashmir, Kukka Parrey, the pioneer of the counter-insurgency movement, today lashed out at the Central and the State Governments for "ignoring and weakening those fighting for the nation" and warned if this situation continued, things may get "very bad" in the State.

"The Central Government took the help of counter-insurgents and then simply disposed them off," Parrey, leader of J and K Awami League Party and patron of Ikhwan counter-insurgent group, told PTI here.

The MLA charged that New Delhi had always pursued such policies and this was the main reason for the current problem in Jammu and Kashmir.

Referring to the killing of chief of counter-insurgent group Muslim Mujahideen, Ghulam Nabi Azad, he feared that "all those nationalist forces who helped improve the situation till 1997 may meet the same fate."

He warned the two Governments that if their "policy of ignoring the nationalist elements continues, they may be forced to venture on the wrong path."

"We are not afraid of Pakistan but fear that the Jammu and Kashmir Government may get us killed," said Parrey, who started the counter-insurgency movement in Kashmir in 1994 by launching Ikhwan-ul Muslimoon.

He said thousands of militants had surrendered and taken up guns against Pakistan over the past several years. "However, the surrenders have stopped in view of the treatment meted out to the counter-insurgents," he added.

As the nationalist elements are being ignored, foreign militants are gaining an upper hand and the situation is getting worse, Parrey said, adding "it is better that the Government realises before it gets late."

He alleged that many in the Jammu and Kashmir administration, both political and bureaucratic, were helping militants and Chief Minister Farooq Abdullah "knows about it".

Regretting that no corrective step had been taken in this regard, he said "I don’t know what is the weakness of Farooq Abdullah."

Parrey, whose original name is Jamshed Shirazi, said due to an ISI plan and "role played by politicians" in the State, the counter-insurgents had been split into smaller groups. He stressed that in view of the attitude of the two Governments all surrendered militants needed to reunite "for their own safety".

On the recently-withdrawn six-month-long ceasefire in the State, Parrey said although people had been happy during the ceasefire period, its withdrawal had been necessitated as militants had used it to regroup and dump arms. (PTI)

3 family members arrested
One killed, 5 hurt in shoot-out

JAMMU, June 24: A middle-aged man was shot dead and five others were injured in a clash at village Karwal near Bandrala Chak in Phalayan Mandal area under the jurisdiction of Satwari police station last night.

Three persons have been arrested by police in connection with the clash that took place over an old land dispute between the two families.

Deceased has been identified as Kulbir Singh son of Gian Singh and the accused as Jasbir Singh son of Pritam Singh.

Police said Gian Singh and Pritam Singh, both residents of Karwal had an old dispute over the land, which was also pending before Assistant Land Settlement Officer. At about 2145 hours last night, Kulbir Singh was working in the fields, which were close to the disputed land. This was objected to Jasbir Singh.

Both had heated exchanges followed by a scuffle. They were later joined by their respective family members. Both sides used lathis and sharp-edged weapons in the clash.

In the melee, police said, Jasbir Singh, an ex-serviceman brought out his 12 bore gun and shot dead Kulbir Singh on the spot. Five other persons from both the groups sustained injuries.

A police party from Phalayan Mandal post rushed to the spot and shifted the victims to Medical College hospital where Kulbir Singh was announced dead while five other injured were given first-aid. Sub Divisional Police Officer (SDPO), Gandhi Nagar, Abdul Rouf Lone visited the spot for investigations.

Injured have been identified as Pritam Singh, his sons Gurdeep Singh and Sat Pal Singh, Gian Singh and his son Manmeet Singh. They were discharged from the hospital after first-aid.

Police have taken into custody three persons including the prime accused Jasbir Singh, his brother Gurdeep Singh and father Pritam Singh for questioning. Gian Singh, father of the deceased Kulbir Singh will be called for questioning tomorrow.

Jasbir Singh, who shot dead Kulbir Singh, was expected to be booked under Section 302 RPC while a decision on the formal arrest of other persons, presently under lock-up will be taken tomorrow, police said.

Meanwhile, Jasbir Singh and his brother Gurdeep Singh told EXCELSIOR in Satwari police station lock-up that their father Pritam Singh used to be harassed by Kulbir Singh and his family when Jasbir was in army.

Both the parties claimed that disputed land belonged to them.

Meanwhile, Kulbir Singh was cremated in his native village this morning after police handed over the dead body to family members after post-mortem in the hospital.

Historic opportunity for Pak: Advani

NEW DELHI, June 24: Union Home Minister L K Advani has termed the invitation to Pakistan President Pervez Musharraf for the summit with Prime Minister Atal Bihari Vajpayee as the "second historic opportunity" for Islamabad to broker peace after the Lahore initiative and voiced confidence that the Agra talks would help improve ties.

"This is the second historic opportunity for Pakistan after the Prime Minister’s bold initiative to usher in peace by visiting Lahore in February 1999", Advani told Aaj Tak.

Advani, who left for Germany today, said overnight results should not be expected from the summit as decades’ old issues could not be resolved in one meeting. "But this will help improve relations between India and Pakistan to some extent," he said with confidence.

To a question that Pakistan had "back-stabbed" India through the Kargil incursion despite Vajpayee’s Lahore initiative, the Home Minister said, "there is no question of India compromising its security which is the topmost priority of the Government."

On India’s stand that it would not talk to Pakistan till it stopped cross-border terrorism in Jammu and Kashmir, Advani said New Delhi had maintained its position in this regard for one and half years.

"Before Kargil any incident in J and K would be exploited by Pakistan to internationalise the Kashmir issue but after Kargil, incidents like Chattisinghpura killings had international focus on cross-border terrorism and Islamabad-backed proxy war much to Pakistan’s disadvantage," he said.

Advani said, "we maintained the stand of not talking to Pakistan for one and half years during which Pakistan-sponsored cross-border terrorism received adequate international attention.

"But now we thought that maintaining this position may not be helpful and extended the invitation to Musharraf for talks," he said.

This, the Home Minister said, proved India’s willingness to resolve outstanding issues through dialogue and peaceful means.

On his visit to Germany, Turkey and UAE, Advani said his efforts would be to ensure that terrorists and criminals taking shelter in these countries were extradited to India and brought to justice.

"I will be signing extradition treaties with Germany and Turkey which will help in strengthening India’s internal security," he said.

Germany, he said, was one of the countries where terrorists and criminals had been taking shelter citing grounds of violation of human rights and also raising funds for anti-India activities.

On his visit to UAE from where underworld don Dawood Ibrahim had been operating, Advani said the issue of getting terrorists and criminals extradited to India could figure in his talks there.

He, however, said he was not carrying any list of criminals whom India wanted to be extradited from Dubai and other places. (PTI)

Jana bestows Kotwal with sweeping powers

JAMMU, June 24: Though Mr Daya Krishan Kotwal was given extension by the party high command to continue as ‘acting president’ of the Pradesh Bharatiya Janta Party (BJP) but he emerged more stronger and powerful than any State president after State executive committee meeting today.

Notwithstanding dissensions in the party, the executive committee in its six hours long marathon meeting bestowed Mr Daya Krishan Kotwal with sweeping powers in the presence of BJP president Mr Jana Krishnamurthy.

The State executive committee today passed a unanimous resolution granting all powers to Mr Kotwal to constitute all important committees to rejuvenate the faction ridden State unit.

Insiders in the BJP revealed that some executive members presented a resolution in the meeting. It was demanded in the resolution that some key committees including Disciplinary, Election, Finance and Co-ordination committees should be constituted to re-activate the party.

As the meeting passed the resolution, some members stood up and sought approval from the members that authority should be given to Mr Daya Krishan Kotwal, acting president of the party, to constitute these key committees. Within no time all executive committee members but one gave their approval to the resolution in one voice giving all powers to Mr Kotwal.

Only one member namely Mr Chander Mohan Sharma, vice president, raised some objections but all other members passed the resolution in unanimous voice. Not only this, Kotwal has also been given powers to dissolve any existing committee, which in his opinion were not functioning properly.

It is observed that granting all powers to Mr Kotwal is seen as a major development as he will continue to enjoy these powers during next year till Assembly elections and he will even constitute Election Committees of his own choice.

Sources said that party high command has taken serious note of the growing indiscipline in the party. Central leaders sought explanation from the leaders regarding suspension episode in which four BJP members were suspended by party State chief Mr Daya Krishan Kotwal for anti-party activities but their suspension order was revoked by Lala Shiv Charan Gupta.

Prof Om Parkash Kohli, general secretary and incharge State unit of the BJP, after passing of the resolution, asked Mr Kotwal to constitute Discipline Committee within a month.

Sources said that some leaders have also brought on-going financial irregularities to the notice of the Central leaders that was why Mr Kotwal was given powers to constitute a new Finance Committee.

Earlier, addressing the State executive committee meeting, Mr Jana Krishnamurthy expressed his anguish over factionalism in the State unit. Mr Krishnamurthy regretted that leaders have been fighting over minor issues blatantly ignoring ideology of the leaders of the party. Taking a dig at fighting factions of the party, Mr Jana said, "it is regrettable that leaders of the party formed by the great statesman like Dr Shyama Parshad Mukherjee, Pt.Deen Dayal Updhaya, Pt. Prem Nath Dogra etc have been fighting with each other for lust of power", he said, adding, " power is not our aim. Our goal is to change society".

"What message you are giving to the general masses while fighting with each others", he said and regretted that BJP leaders have lost enthusiasm and dedication after installation of BJP Government at the Centre.

While hinting at replacing old guards with young blood, Mr Krishnamurthy said, "today our leaders are after power. It is need of the hour to infuse fresh blood in the party".

BJP chief said that a senior leader of the party will visit State in the month of July and spend over a week in the State to iron-out differences in the party.

Sources said that though Mr Krishnamurthy was satisfied over strength in the Saturday’s rally, he expressed his anguish over the way some BJP workers were bursting crackers and beating dhols during Balidan Diwas observance. "It was Balidan Diwas and not Vijay Diwas celebrations", he told the leaders.

Mr Krishnamurthi revealed in the meeting that about 35 groups of BJP workers have called on him during his stay in Jammu. He said that all groups have complained about factionalism in the State unit.

Limited options before India, Pak: Hurriyat

NEW DELHI, June 24: Hurriyat Conference today said that the options for the crucial Indo-Pakistan talks were limited and Prime Minister Atal Behari Vajpayee and Pakistani President Pervez Musharraf had to engage in a positive political exercise on the Kashmir issue.

"We have to build up a tension free society and therefore there is no alternative left with us other than engaging in a positive political exercise in regard to Kashmir issue," Hurriyat Conference chairman Abdul Gani Bhat told PTI before leaving for Srinagar.

Asked what were the expectations of Hurriyat Conference from the forthcoming summit between the two leaders, Bhat said "the whole South Asia region expects that the leaders produce results in the interests of peace, security, stability and a better future for the region."

Hurriyat Conference had been observing Bandhs and Hartals in the Valley whenever the two countries held talks, but Bhat now feels that things have changed. "Do not get caught in smaller issues to the neglect of specific problem, which is Kashmir. Let us resolve it and leave a legacy behind," he said.

He said efforts should be made by all "to banish the ghost of nuclear war. We have to prepare to reap the harvest of open market economy."

The Hurriyat chairman disagreed with a suggestion that the letters to Vajpayee and Musharraf for an audience had been sent as a "damage-control" exercise as both the countries had refused the amalgam’s participation in the Kashmir talks.

"As a matter of fact both want us to be involved. It is only the method of dealing which creates problems. India would want us to be involved on the internal track, which Hurriyat has already rejected. The two leaders will be discussing Kashmir and it is therefore imperative to take us into confidence. How does it happen, may take a little time but it has to happen," Bhat said.

About the justification for the letters seeking meetings with Vajpayee and Musharraf, he said "the letters we sent meet the requirements of the situation developing across the region. Let us all rise above yesterday’s hostility and capture tomorrow’s harmony."

He warned the hawks in the Governments across the border and said "let us not mince words and read what is never there."

About the Hurriyat’s own stand, Bhat said "the amalgam had demonstrated a maturer approach to the forthcoming summit. The statements followed by the letters are an ample testimony to the fact that Hurriyat has taken a positive position with the hope that the responses will also be positive."

About the reported differences within the amalgam, he said "differences in regard to an issue speak volumes of the health of politics but I would like to state that there have been no differences over the decisions among the conglomerate’s leadership." (PTI)

House set on fire
4 militants gunned down in Poonch

POONCH, June 24: In a joint operation, army and police tonight gunned down four hardcore militants of Lashkar-e-Toiba (LeT) outfit at village Sathra in Mandi area of this district. Police also effected a big recovery of explosive devices from Sheen Dara.

Official sources said army and police parties launched a joint search operation tonight on a specific information developed by police that four militants had sneaked into village Sathra for carrying out a major subversive activity.

Security personnel swiftly swung into action and cordoned off the village. A contact was established with the militants at 2000 hours and by 2100 hours, army and police parties succeeded in killing all four militants in their hideout.

Operation was successful and executed within an hour. No casualty was reported on security forces side, the sources said, adding bodies of all four slain militants have been recovered from the hideout but couldn’t be identified immediately.

All four militants appeared to be foreigners and activists of Lashkar outfit, the sources said. Three AK-47 rifles, one pistol, one wireless set, ammunition and few explosive devices were recovered from the scene of encounter.

Meanwhile, police today recovered a consignment of explosive devices from Sheen Dara village. Recovery included 11 grenades of Under Barrel Grenade Launchers (UBGL), one hand grenade, two magazines, 11 rounds of Pika ammunition and 67 rounds of AK rifle.

Our Rajouri correspondent adds: Militants last night set ablaze the house of one Mohd Rashid son of Sakhi Mohd at village Sam Samad under the jurisdiction of Rajouri police station.

House inmates managed to come out before the fire spread. Ultras escaped after torching the house.

Last year, the militants had gunned down a kin of Mohd Rashid.

5 militants apprehended
Boy killed, 5 injured in Valley

SRINAGAR, June 24: Even as Police today claimed to have apprehended five militants, militants have left five persons injured in two grenade attacks. One has got killed when he walked over an explosive device in Kupwara.

Official sources, quoting troops of 1/4 GR, said that a boy, namely Munir Ahmed lone S/o Ghulam Mohiuddin Lone of Dardpora, Warsun, got killed when he walked over an IED. Troops had laid the ambush to intercept a group of militants.

Reports from Kupwara said that one soldier had sustained injuries in Saturday’s encounter between militants and security forces at Doodipora. Two AK-56 rifles were seized at the spot as all the militants managed to escape.

Today at 1430 hours, an IED blast occurred inside the shop of one Ghulam Mohi-ud-din Ganai at Hamray, Pattan. Ganai and another civilian, Ghulam Mohammad Shah of Sultanpora, sustained injuries. They were rushed to SMHS Hospital.

Here in the capital city, militants lobbed a hand grenade towards a picket of BSF 63 Bn at Hakabazar, Nowhatta, this afternoon. It exploded, causing injuries to one soldier and a civilian. However, an official handout claimed that five civilians got injured.

This evening at 1845 hours, militants hurled a grenade towards a BSF picket at Koker Masjid, near Soura. It explosed inside the premises of one Mohammad Yusu Ahnagar and his house suffered some damage.

Meanwhile, officials sources said that unidentified militants decamped with gold, weighing 1.65 Kg, from a goldsmith’s workshop at Hari Singh High Street, on gun point.

An official handout claimed that Budgam Police conducted a series of raids in Srinagar outskirts and apprehended four militants of Hizbul Mujahideen who were responsible for killing a number of Policemen and political activists. They were identified as Rauf Ahmed Wani alias Tabish of Chhanapora, Zahid alias Aziz of Nowgam, Firdaus Ahmed Tak alias Ashiq of Machhwa and Abdus Salam Sheikh of Babapora, Soura. One AK-56 rifle and 12 grenades besides a quantity of explosive material were claimed to have been seized. One militants is claimed to have been arrested in Srinagar.

High hopes in Kashmir on Vajpayee-Musharraf summit

NEW DELHI, June 24: Hopes are high in the Kashmir valley that next month’s Vajpayee-Musharraf summit will pave the way for an "honourable solution" to the bloody tangle in the State, a team of senior civil rights activists said here on return from Srinagar.

Talking to UNI, former MP Rajmohan Gandhi, grandson of Mahatma Gandhi, said "Kashmir is thirsting for peace", and while there were some voices of scepticism, by and large there was hope that the July 14-16 summit would yield positive results.

Mr Gandhi, his wife Usha, former National Commission for Women (NCW) member Syeda Hameed and Mumbai-based social worker Sushobha Barve, met a cross section of people, including National Conference ministers, Hurriyat leaders, journalists, lawyers, academics and students besides those in contact with militant groups during their visit to Kashmir last week.

"There is an overwhelming desire for peace. But, for peace with honour. The Kashmiris want that their ten years of struggle, during which they have shed blood and tears, should not go in vain," Dr Hameed said.

Describing their interactions with different sections of Kashmiri society as whole hearted and frank, Mr Gandhi said the people were ready for "an honourable compromise even if it fell short of self determination".

"There is a weariness with the gun. Even those wielding it would like to drop it, provided they are sure that the story of broken promises is not repeated. While there are complaints against India, the people also realise the pitfalls of Pakistan," Dr Hameed and Mr Gandhi said.

But, one thing that the people were emphatic about was that they did not want a solution along "communal lines", said Dr Hameed.

"The people do not want a division of the State between a Hindu Jammu, a Buddhist Ladakh and a Muslim Kashmir valley," she added.

"In fact, the people are missing the Kashmiri Pandits and several of them told us that their lives had diminished in the absence of the Pandits," said Mr Gandhi.

Among the leaders that the team met were Abdul Gani Bhatt, Abdul Gani Lone, Mirwaiz Omar Farooq, Shabir Shah and Javed Mir.

Stating that their visit had underscored the need for a political dialogue at various levels, Mr Gandhi said "such a dialogue will prove to be useful."

While there was some disappointment that Kashmiri leaders were not a part of the July talks even though Kashmir is to be among the "major" issues on the table, mostly people realised that this was a bilateral summit meeting.

"It was to bring the concerns and aspirations of the Kashmiris to the forefront that we undertook this visit. We hope to convey to the two leaders, either through a personal meeting or the media, the sentiments of the beleaguered people," said Dr Hameed.

Stating that there was an oft-voiced regret in the Valley that there was little understanding in other parts of the country about the Kashmiris’ travails, Dr Hameed said in the past ten years, there had been an average of ten killings in the Valley every day.

The new trend of ultras using mosques and ‘Dargahs’ as staging posts for their attacks was also a matter of deep concern for the people, she added.

"The matters cannot be left in the hands of politicians, bureaucrats and security forces only. It is high time the civil society intervened to apply the healing touch," Dr Hameed said.

It was with this aim that activists like her, Mr Rajmohan Gandhi, Mr B G Deshmukh, Ms Teesta Setalvad and others came together in December, 2000, to form the Centre for Dialogue and Reconciliation (CDR).

Patterned along the lines of the truth commission in South Africa, the CDR hopes to provide a platform through which broken lines of communication can be restored - within the country and in the neighbourhood. (UNI)

Musharraf may revamp cabinet

ISLAMABAD, June 24: Pakistan President Pervez Musharraf may revamp his cabinet after his visit to India next month as intense jockeying has started within the federal cabinet and among the military brass for the top jobs and posts of Governors to four provinces, media reports here said.

While the Cabinets Ministers are lobbying for the posts of Prime Minister or senior ministers, Corps Commanders could be appointed as Governors of four provinces, replacing the incumbent civilians who were appointed by General Musharraf when he took over power in a bloodless coup in October, 1999, Pakistan daily ‘Dawn’ said.

It said Gen. Musharraf who currently holds four powerful posts— President, Chief Executive, Chief of Army and the Chairman of Joint Chiefs of Staff Committee (CJCSC)— would relieve himself of some pressure by handing over the CJCSC to the recently appointed Deputy Chief of Army, Lt Gen Usmani.

The posts of Governors hitherto held by civilians would go to four Corps Commanders. Musharraf is also contemplating to create a new post called the Vice Chief of Army, which could either be given to the present Chief of General Staff (CGS), Lt Gen. Mohammed Yousuf or the current Chief of ISI, Lt Gen. Mahmood, it said.

Military experts, however, said Mahmood’s chances are slim because of his ISI background, the newspaper said.

The new Governors in uniform along with Gen Musharraf, Gen Usmani and the Chiefs of Army and Navy would constitute the National Security Council (NSC).

The civilian side of the NSC would be made up of Prime Minister, Finance Minister, Defence Minister and Interior Minister, it said.

The report further said that as Finance Minister Shaukat Aziz is being tipped to become a senior minister with added responsibility of looking after routine cabinet meetings. The present Secretary-General Finance, Moin Afzal, whose contract is expiring in a month is expected to be given the portfolio of Minister of State for Finance.

"The possibility of Shaukat Aziz becoming the Prime Minister is not being ruled out. However, there are still many ifs and buts in the way of his elevation to the office which at present is with the President.

"At best for the time being Shaukat Aziz would perhaps assume the office of Deputy Prime Minister in which case Moin Afzal would be elevated to a full Minister for Finance," it said.

The Dawn also speculated that former Interior Minister in deposed Premier Nawaz Sharif cabinet, Chowdhry Shujaat Hussain could get a cabinet birth.

Hussain, who has thrown his lot with the Pakistan Muslim League faction and opposed Sharif, came into limelight recently when he suggested a new formula to resolve the Kashmir issue.

According to his formula, Pakistan could keep the Pakistan occupied Kashmir (PoK), Gilgit and Baltistan and India could keep control of Jammu and Ladakh, while independence option could be pursued for Kashmir valley. (PTI)

Hurriyat lauds Vajpayee

NEW DELHI, June 24: Prime Minister Atal Behari Vajpayee today came in for a "special praise" from Hurriyat Conference chairman Abdul Gani Bhat, who termed him as a man "with vision" and said this had led to great enthusiasm about the forthcoming Indo-Pak summit.

"I have already expressed the view that Vajpayee is a man with vision and a man who has a deeper understanding of politics," Bhat told PTI here.

About the abilities of the Prime Minister in solving the Kashmir issue, the Hurriyat chairman said "I think, given of course space and time, he (Vajpayee) can prove it in practical terms."

He also had a word of praise for Pakistani president Pervez Musharraf, whom he described as a "rare combination of will and power."

"The man in Pakistan combines both will and power, a rare combination indeed," he said.

"This is one of the reasons that the summit has generated enthusiasm," he said.

About Agra, the venue of talks, Bhat said "if the two leaders decide to build a monument symbolising resolution of disputes peacefully in the larger interest of the people in entire South Asia, the city would assume a historical significance for the entire people in the region."

"Though Taj Mahal is reckoned as one of the wonders in the world, if Vajpayee-Musharraf decided to bury their differences it would be of much greater importance than the historical wonder," he added. (PTI)

Mirwaiz hails summit

NEW DELHI, June 24: In a positive gesture ahead of the summit meeting between Prime Minister Atal Behari Vajpayee and Pakistan President Pervez Musharraf, the Centre has allowed former All Party Hurriyat Conference (APHC) chairman Mirwaiz Omar Farooq to attend a meeting of the Organisation of Islamic Conference (OIC) at Mali from tomorrow.

Mirwaiz Farooq today left for Mali’s capital Bamako to participate in the Foreign Ministers’ meeting of the OIC, in which the APHC enjoys an observatory status. The five-day meeting commencing from June 24, will discuss Kashmir, Afghanistan, Palestine and other issues being faced by the Islamic world, APHC spokesperson Abdul Majid Banday told UNI here.

The former APHC chairman is likely to meet Pakistani Foreign Minister Abdul Sattar and ministers of other Islamic countries to brief them about the conglomerate’s stand vis-a-vis the Indo-Pak summit, he added.

Before leaving for Bamako, the Mirwaiz said the dialogue between India and Pakistan was a positive step towards finding a lasting and permanent solution to the vexed Kashmir issue.

Expressing the hope that the amalgam would be included in the talks, he said the APHC would make serious efforts to bridge the gap between the two countries.

"The conglomerate had no objections if the two countries started the process of resolving the issue bilaterally with genuineness and sincerity," Mr Farooq said.

However, at one stage, the negotiations have to include the people of Kashmir, he added.

In November last year , Mr Farooq and another senior Hurriyat leader Moulvi Abbas Ansari were allowed by the Center to visit Doha, Qatar to participate in the OIC summit.

Significantly, Mr Farooq after his meeting with Gen Musharraf on the sidelines of the OIC summit had then claimed that Pakistan’s position on the resolution of the Kashmir issue had "changed". "Islamabad was ready to give up its insistence on the UN resolutions — which included a plebiscite — in favour of a negotiated solution," he said.

Barring Mirwaiz Omar Farooq, no other Hurriyat leader has a passport. Abdul Gani Lone was recently issued a three-month country specific passport to visit Pakistan to attend his son’s wedding with the daughter of Kashmiri separatist leader Amanullah Khan.

Moulvi Abbas Ansari’s passport was impounded by the Government some time back. Syed Ali Shah Geelani, Mohammad Yasin Malik, Abdul Gani Bhat do not have any travel document. Sheikh Abdul Aziz was also allowed to attend his brother’s wedding in Islamabad. (UNI)

Beg predicts breakthrough on Kashmir

ISLAMABAD, June 24: Former Army chief Mirza Aslam Beg has predicted a breakthrough in Kashmir issue during the coming Indo-Pak summit, and said the summit’s success and failure would depend on Mr Vajpayee, as he is in a stronger position compared to Gen. Musharraf, having consulted Kashmiri leaders and politicians.

He also expressed the hope that the summit would result in a major trade expansion between the two countries.

Speaking at a seminar organised by the Institute of Policy Making in Islamabad yesterday, Gen Beg said "our side has done no home work while Indians have already articulated their position in consultation with their opposition and members of the national Security Council".

"There is no Ch. Shujaat Hussain in India," he said, referring to the PML leader’s proposal for going for the third option—autonomous Kashmir.

Gen Beg apprehended that Ch. Shujaat Hussian might be representing the official thinking. However, he warned that in case of failure of the summit, Jehad will continue and Gen. Musharraf might be the open casualty. He said that India perhaps believed that time had come to disengage from Pakistan, play the role of a regional super power and win the seat of the UN Security Council.

He alleged that America is not happy with Gen Musharraf, as is evident from its disapproval of his assumption of the office of President, and asked India to open a dialogue with Pakistan after the visit of the Chinese Prime Minister to Pakistan. (UNI)

Sarpanch abducted; woman killed

UDHAMPUR, June 24: Militants kidnapped a Sarpanch from village Hanch in Doda district while dead body of a woman was recovered Ramban this morning.

Reports said some unidentified militants kidnapped Sarpanch Abdul Lateef from his house in Hanch village late last night. Whereabouts of Sarpanch remained uncertain till this evening.

Local police have registered a case in the kidnapping and started investigations.

In another incident, police recovered dead body of a woman Shatta wife of Dhani Ram, a resident of Rajgarh, Ramban. Body was recovered from Kur Dhar.
