JAMMU, June 23: The Bha-ratiya Janta Party (BJP) president, Jana Krishnamurthy today made it clear that core issue in the purposed summit talks between Prime Minister Atal Bihari Vajpayee and Pakistan President General Pervez Musharraf will be Pak occupied Kashmir (PoK), and not Kashmir.

Addressing a public meeting organised by the State unit of the BJP to celebrate ‘Balidan Diwas’ of late Dr. Shyama Prashad Mukherjee at Zanana Park this afternoon, Krishnamurthy ruled out the possibility of discussing the present status of Kashmir and said that Vajpayee Government will stick to the unanimous resolution passed by the Parliament regarding liberation of the PoK.

Putting at rest all apprehensions regarding agenda of the proposed summit, the BJP chief clarified that whatsoever may be the agenda of the meeting but one thing was clear that no compromise will be made on integration and unity of the country. "Solving of Kashmir problem does not mean giving any part of the State to Pakistan", he said, adding, "not even an inch of our Kashmir will be given to Pakistan".

"Invitation to Pakistani ruler does not mean that we will discuss only Kashmir. There are many other issues which remain in focus in the proposed meeting between the two leaders", he said.

He said that India has fought three wars over Kashmir and the country was still sacrificing for the same so there was no question of donating even an inch of Indian land to anybody. " Hum Dan Nahin Balidan Denge", he stressed.

The BJP chief recalled the earlier stand taken by the Prime Minister, Atal Behari Vajpayee on Kashmir when he had visited Pakistan in 1977 as Foreign Minister. "We will stick to our earlier stand and there is no question of diluting it", he said and recounted sacrifices made by the Praja Parishad, Jan Sangh and BJP workers for complete unification of Jammu and Kashmir with rest of India.

"As long as Mr Atal Behari Vajpayee and Mr Lal Krishan Advani are at the helm of the affairs one should not be worried about future of Kashmir", he assured, adding, "duo is follower of Dr Shyama Prashad Mukherjee who had made supreme sacrifice for the complete integration of Kashmir with India".

"The first martyr of independent India was Dr Shyama Prashad Mukherjee who had laid down his life for Kashmir", he said while paying tributes to great leader who was founder of the Jan Sangh. Recounting incident regarding mysterious death of Mukherjee, BJP chief lamented that even after 50 years of his death successive State and Central governments have failed to ascertain real cause of demise of great son of Bharat Mata.

"Dr Mukherjee had quit power and started campaign for the complete merger of Kashmir with India", he said and recounted how Dr Mukherjee had entered Jammu and Kashmir from Lakhanpur with out permit and subsequently arrested by the then State Government. He demanded a thorough probe into the death of great leader under mysterious circumstances.

Admitting that successive State Governments have meted out step motherly treatment to Jammu and Ladakh regions, Mr Krishnamurthy exhorted people to vote BJP candidates in the forthcoming assembly elections and teach a lesson to ruling National Conference to end the dominance of Kashmir over both the regions of the State.

Prof Om Parkash Kohli, national general secretary and incharge BJP Jammu and Kashmir, in his address, said that unequal development and mis-governance were the real cause of the Kashmir problem. Without naming National Conference, Prof Kohli said that those who have been demanding autonomy or raising other such issues were only befooling the masses.

Regarding agenda of the proposed Vajpayee-Musharraf meeting, Mr Kohli reaffirmed that Jammu and Kashmir was an integral part of India and during the talks, Prime Minister will reclaim the illegally held PoK from Pakistan.

He lamented that there are certain elements within the country which were working on the instance of Pakistan’s Inter Services Intelligence but added that these anti-national elements will never succeed in their nefarious designs.

Union Civil Aviation Minister and member of Parliament from Kathua-Udhampur constituency Prof Chaman Lal Gupta, while addressing the gathering, accused the National Conference Government of being insensitive towards problems of general masses in Jammu and Kashmir."Instead of concentrating on development of the State, ruling National Conference is raising irrelevant issues like autonomy which have nothing to do with welfare of people," he said.

Alleging discrimination with Jammu and Ladakh regions by the successive State Government, Prof Gupta said that despite maximum revenue collection from Jammu, the region has been neglected in developmental activities by the Kashmiri rulers.

Senior BJP leader and member of Parliament from Jammu-Poonch constituency Vaid Vishnu Dutt, in his address, charged the Farooq Abdullah Government with its failure on all fronts and called upon people to teach a lesson to the ruing National Conference in the forthcoming assembly elections.

BJP State unit president Mr Daya Krishan Kotwal, while paying tributes to Dr Shyama Prasad Mukherjee, pledged that his party will continue its fight against the secessionist forces within the country and also expose the nefarious designs of ruling National Conference.

Others who addressed the gathering included MLA Udhampur Lala Shiv Charan Gupta, MLA Jammu (East) Mr Ashok Khajuria, MLA Jammu (West) Mr Hans Raj Dogra, MLA Gandhi Nagar Choudhary Piara Singh, Chandermohan Sharma and Kashmira Singh.

Earlier, Mr Jana Krishnamurthy was garlanded and presented a sword by BJP State unit president Mr D K Kotwal on his arrival at the public meeting.

Interestingly, to give an impression of unity in the faction ridden Pradesh BJP, MLA Jammu (East) Mr Ashok Khajuria and MLA Jammu (West) Hans Raj Dogra presented traditional turbans to Prof Chaman Lal Gupta and Vaid Vishnu Dutt, respectively. However, the public meeting was marked with slogans and counter slogans of both the faction in Pradesh BJP in support of their leaders.

Video coach bus rolls down from Tarnah bridge
Couple among 5 killed; 23 injured

KATHUA, June 23: Five persons including a couple of Gandhi Nagar were killed and 23 others were injured, six of them seriously, when a Chandigarh-bound video coach bus went down the Tarnah bridge at Dayalachak on Jammu-Pathankot national highway last night.

The video coach bus No. 4751 DM-IPA skidded off the bridge, broke the railing and rolled down about 40 feet deep into the nullah at about 2230 hours last night killing two people on the spot and wounding 26 others. Two of the injured succumbed to their wounds enroute Medical College hospital and another died in the hospital, official sources said.

Condition of six injured was still stated to be critical. They have been admitted in Medical College hospital while other injured were responding to the treatment in district hospital of Kathua.

Staff of Baba Stone Crusher and local Gujjars rushed to Tarnah bridge after seeing the bus rolling down and launched a rescue operation. Later, police parties also rushed to the spot and shifted the victims sub district hospital of Hiranagar and district hospital of Kathua. Bus was extricated from nullah with the help of a crane arranged by the crusher.

Of five killed, four have been identified as Sham Mehta son of Ram Lal Mehta and his wife Kavita Gupta, residents of Gandhi Nagar, Jammu, Mukesh Tandon son of K K Tandon of Chandigarh and Shukar Din. Fifth deceased, a middle aged Sikh man, couldn’t be identified immediately.

SP Kathua Manohar Singh said driver of the bus, who fled from the site of accident, was arrested from Shop nullah. He has been identified as Jaswinder Singh son of Sukhdev Singh, a resident of Phillaur, Punjab.

Singh said the front left tyre of the bus came out due to mechanical failure, a result of which the bus rolled down from the bridge. He said the driver got repaired the fault locally before taking off but it couldn’t be ratified completely.

A case of negligence has been registered against the driver for further investigations, he added. The bus has been seized.

Six seriously injured, who were referred to Medical College Jammu after first aid in the district hospital, included Kingpal Singh son of Joginder Singh R/o Anantnag, Akul Tandon son of Mukesh Tandon, Dimple Tandon wife of Mukesh Tandon, Mehak daughter of Daleep Pandita, Ruvish S/o Chander Mohan, Dillawar Singh son of Jai Singh and Mukesh Kumar son of Banwari, all resident of Chandigarh.

Other bus passengers, who sustained minor injuries in the accident, were identified as Hanumant Singh and his wife, Seema Kumari wife of Kapil Sharma, Sudesh Kumar wife of Suresh Kumar, Satya Rani wife of Neel Kamal, Vijay Laxmi wife of Krishan Kumar, Nancy wife of Bal Krishan, Anmol daughter of Bal Krishan and Ankush son of Bal Krishan, all residents of Panchkula.

Avtar Singh son of Daulat Ram of Assam, Sat Pal Kour wife of Paramjit Singh and her daughter Gagan Kour, Pushpa Devi wife of Shankar Singh and Devmati wife of Ram Murti, all residents of Chandigarh, Bashir Ahmed son of Ghulam Mohd Wani and Mohd Ashraf son of Ghulam Nabi, both residents of Srinagar and Beenu, an Indian Air Force employee, hailing from Andhra Pradesh and posted at Chandigarh.

SRINAGAR, June 23: Son of the Jammu & Kashmir chief Minister Dr Farooq Abdullah and the Union Minister of State for Commerce & Industries, Omar Abdullah, today favoured the Hurriyat-sponsored suggestion of elections under the world supervision. It’s right time to ascertain, once for all, as to who exactly are the real representatives of the people of Jammu & Kashmir, he said.

In an exclusive interview to EXCELSIOR, Omar Abdullah claimed that Pakistan had no ideological base even in the Muslim-dominated Kashmir valley. He said that nobody other than Jamaat-e-Islami and its leader, Syed Ali Shah Geelani, was in favour of the state’s separation from India and its accession to Pakistan. While claiming that only three Hurriyat leaders — Mirwaiz Omar Farooq, Syed Ali Shah Geelani and Abdul Gani Lone — were commanding support "in few areas of Kashmir valley", Omar Abdullah said that Hurriyat as an amalgamation was no political entity.

"We must admit that Mirwaiz Umar has a good number of supporters in Srinagar downtown. But the fact is that they are all his supporters by faith and religion. History has seen them all welcoming Indian Prime Minister Morarji Desai at the Mirwaiz Manzil. They are never Pakistan’s or India’s supporters. Tomorrow, if the Mirwaiz will turn to India, it would not take them a second to become Indians", Omar Abdullah said and asserted that it was only his father’s National Conference which has a massive support base in all the three regions of Kashmir, Jammu and Ladakh. He admitted that Mr Abdul Gani Lone had a base in "one or two segments of north Kashmir".

Why then total shutdown on Hurriyat’s call in Valley? "A Hartal is no yardstick to measure your influence in the people", he quipped. "They (Hurriyat leaders) are living today because of the Government’s security and bullet-proof cars. Don’t you see how much protection they request when they have to convene a meeting. Didn’t you see our Police guarding them at Prof Gani’s house?", he argued.

When it was pointed out to the YNS leader that there was serious threat perception to the separatist activists even from the pro-Government militants, he asserted: "That is all propaganda. They have one-odd threat and that is from the people". He said that people were certainly silent due to the fear of the militants’ gun but they were witnessing well how the Hurriyat leaders had made fortunes for themselves and their own children and how the poor Kashmiri was being ruined in the name of Jihad and Azadi.

Omar claimed that the Hurriyat leaders were not only demanding more and more Government security but they were also after mundane privileges like transfers of officials and allotment of contracts. As this writer pointed out to Omar that NC leaders too were living because of Police guards and paramilitary escorts, he said that militants were eliminating all soft targets. "On the other hand, Hurriyat leaders are being protected by both Indian as well as Pakistani governments. Every day one or two of them are seen visting Pakistan and spewing the worst possible venom against India".

Terming all but three Hurriyat functionaries as "Mohalla leaders", Omar Abdullah said that they would all contest the elections but they had nothing in hand to show. "Once they are seen in the fray, they will be asked how they had got killed 70,000 Kashmiris", he said. He referred to Democratic Freedom Party chief Shabir Shah’s recent statements and said that the one time Azadi activist was finally in favour of elections under the auspices of Indian intellectuals. Same would be the Hurriyat’s language soon, he said and claimed that all separatist groups and leaders had become irrelevent in the wake of the forthcoming Vajpayee-Musharraf talks.

Asked for his reaction to the Hurriyat suggestion that elections be held in the State under the supervision of some world body "so as to identify the real representatives of the people", Omar asserted: " Let me tell you frankly, I am in favour of holding such elections under the world supervision. Let USA and George Bush observe the same. It is right time that representatives of the people be chosen through an undisputed, fair and transparent exercise. Had it been within my competence, I would have ordered the same next moment. But, the problem is that the Government of India perceives such a proposal as an unconstitutional referendum". He asserted that the question of leadership should be settled once for all.

Omar, however, laid one condition that all militants, Policemen and security forces personnel must clear the field before such an electoral exercise and emphasised that it was his "personal opinion".

The 32-year-old young leader sought to clarify that he was in no hurry to succeed his father as the state’s Chief Minister. He said that Dr Abdullah was in Europe on a private tour but mediapersons were making wild speculative—including the one that Omar was being trained into the State politics and administration. Asked why the father-son duo in NC had predicted mid-term polls and asked the cadres to brace up for elections, Omar said that it was all to break the ice and set into motion a chain of political activity in Kashmir.

He said that, immediately after the prediction, a large number of NC as well as Opposition leaders, organised public meetings and toured even the most distant localities. Having organised 30 public meetings and inaugurations in 22 days, he was himself on third consecutive tour of the Valley. He said that during the unilateral ceasefire, militants had spread terror and established base in most areas of Kashmir valley and the mainstream political activity had become the most glaring casualty.

SRINAGAR, June 23: Union Minister of State for Commerce & Industries, Omar Abdullah, and state’s junior Home Minister, Mushtaq Ahmed Lone, had a narrow escape today when a thick concentration of foreign militants fired rockets and rifle grenades on their helicopter, from close range, at Sogam in Kupwara district.

Informed sources at Kupwara said that about 5,000 people of Lolab valley had assembled at the sprawling grounds of Higher Secondary School Sogam to receive the Youth National Conference president and the Union MoS Industries, Omar Abdullah. In a State helicopter, Omar flew to the border district in the company of MoS Home Mushtaq Ahmed Lone and NC’s Rajya Sabha member, Sharif-ud-din Shariq. There was tremendous enthusiasm among the Sogam people as the two ministers were going to announce that Sogam would be the headquarters of the new Tehsil in Lolab.

As the ministers’ helicopter reached the venue and began hovering for a landing, a large number of militants — believed to be foreigners — launched a fierce rocket attack and aimed dozens of rifle grenades on it. They also fired from machine-guns. Inspite of a heavy concentration of Police and security forces, the helicopter could not land at the venue. Eyewitnesses said that militants maintained their attack for about 5 minutes and finally the helicopter returned to the district headquarters. The three NC leaders had a narrow escape as their helicopter was attacked from a very close range inside a jungle area.

Omar Abdullah told EXCELSIOR that militants launched the strike from a forest hideout which was clearly visible from the helicopter. He said that inspite of the continued attack, his pilot made three successive attempts to land but he failed because the helicopter was "well within the militants’ firing range". He said that the helicopter was shaken with deafening blasts.

Omar said that, on their third attempt of landing, he saw security forces and SSG men coming on the helipad and waving against the pilot’s decision of seeking to land. "We would have, perhaps, still landed but we thought militants could well turn the attack on the rally. Thereafter, we turned back and landed at Kupwara".

Lashkar-e-Toiba’s spokesman, Abu Usama, told EXCELSIOR over telephone from Islamabad (Pakistan) that the militants of his organisation, alongwith Jaish-e-Mohammad and Al-Badr, launched the surface to air attack on Omar Abdullah at Sogam in Kupwara. He said that the helicopter could not be hit effectively. "However, the Minister was not allowed to land and he was forced to retreat", he claimed.

After a meeting with senior Police and Civil officials — including DIG north Kashmir Mohammad Amin Shah, SP Kupwara G M Dar and DC Kupwara Syed Haq Nawaz — Omar and his party colleagues returned to the capital city.

Meanwhile, reports from Kupwara said that there was total civil curfew in Lalpora and Kalaroos belts and the people had even hoisted black flags in protest against the Government’s decision to locate the new Tehsil headquarters at Sogam. While facing severe baton charge and Police action since Tuesday last, People here have been all fire against the MoS Home Mushtaq Ahmed Lone as they feel him singularly instrumental behind the decision of positioning the Tehsil headquarters at Sogam. Lone, who is the ruling NC’s MLA from Lolab, is himself a resident of Sogam.

On a protest strike for the last four days — which witnessed violent demonstrations and Police action — people of Lalpora and Kalaroos belts say that the NC government had given them the promise of the Tehsil headquarters for several years. They claim that two-third majority of the people in Kupwara-Lolab was against the Tehsil headquarters at Sogam and even the Wazir Commission had recommended Tehsil headquarters at Lalpora.

3 live IEDs detected
9 blasts rock Kanachak

JAMMU, June 23: Nine powerful explosions rocked forward village of Golpattan in Kanachak sector this morning while the Border Security Force (BSF) detected three more live IEDs from the spot. An intrusion attempt by Pakistani regulars and saboteurs was also foiled by the BSF in same sector.

Reports said Pakistani saboteurs had planted 12 Improvised Explosive Devices (IEDs), fitted with timers, near forward post of Panjtali in Golpattan area of Kanachak sector last night. Eight IEDs exploded in a time span of about an hour and 20 minutes between 0330 hours to 0450 hours while the ninth bomb went off at 0830 hours.

Blasts created small craters at the spot but couldn’t cause any casualty or damage as they exploded about 300 meters away from BSF’s Panjtali post, located opposite Pakistani post of Bharatchak.

Reports said that live three explosive devices were still lying close to the scene of explosions. The devices had been fitted with booby traps and anti lifting devices. They hadn’t exploded till the reports last came in late this evening. BSF soldiers were maintaining a strict vigil around the site.

Meanwhile, BSF sources said they have established a brief contact with Pakistani troops, deployed at Bharatchak post, and warned them of dire consequences for planting the explosive devices on Indian side.

The explosions took place on Zero Line, the BSF sources said, adding they had been detected by alert jawans of 121 battalion of BSF well before they exploded. Vigil in Kanachak sector has been further intensified by the BSF soldiers, they added.

Reports said under the garb of explosions, Pakistan army also tried to push a group of infiltrators, mainly Pak regulars and saboteurs from an adjoining post of Gol Pattan. However, the BSF jawans, who were maintaining a high alert along the border, opened heavy firing after seeing intruders approaching the Indian territory.

All intruders fled back to Pakistan under the cover of darkness. They were well equipped with arms and explosive devices which they took back alongwith them.

A series of infiltration attempts had earlier also been detected and foiled by security forces in Kanachak sector, which had been activated by Pak army for the last about six months.

Two militants escape
Arms, explosives haul in Domana

JAMMU, June 23: Police today recovered a big consignment of arms and explosives from forward village of Sandwa in Pouni Chak area of Domana police station. Two militants, involved in smuggling the consignment from Pakistan, managed to give a slip to police.

Reports said that a Gujjar noticed two to three large bags lying under the bushes in Mahavir Basti of Sandwa border police post at about 0600 hours today. The Gujjar, whose identity has been kept a secret by the police, informed Sandwa border police post.

Police parties Sandwa, Pouni Chak and Domana rushed to Mahavir Basti immediately and recovered the bags. Recovery made from the bags included two AK-56 rifles with eight magazines and 239 rounds, one grenade launcher, 12 grenades, eight hand grenades, two IEDs weighing five kgs, five time pencils, four detonators and clothing material of the militants.

Police said the personal belonging of the militants as well as recovery of two AK-56 rifles indicated that two militants were involved in smuggling the consignment to this side. They had hidden the consignment in bushes to pick it up again in the night for their further movement.

However, the consignment was detected and recovered by police. Army and police continued searches in Sandwa and surrounding forward villages in search of the militants but they remained untraced.

Saboteurs had planned to use the consignment material in some crowded areas. With timely recovery, police have thwarted the designs of Pakistan-sponsored militants, police said.

Meanwhile, Kanachak police have apprehended seven absconders. They included Joginder Kumar of Purkhoo, Sudesh Kumar of Patoli Barahamana, Garu Ram of Domana, Garu Ram of Rajpura, Suraj Parkash of Palol Barahamana, Kuldeep Kumar of Nagbani Faloura and Nikka Ram of Nagbani.

They were wanted in five criminal cases registered with Kanachak police station and were evading arrest for the past quite sometime.

Observatory post targeted
5 more rockets fired on BSF post in Hiranagar

KATHUA, June 23: Five more rockets were fired early today by Pakistani Rangers in forward area of Paharpur in Hiranagar sector targeting an Observatory Post of the Border Security Force (BSF). All five rockets missed the intended target.

Only two days back, Pakistan army had fired four rockets on Pansar post in the same sector.

Official sources said the rockets were fired between 0100 hours to 0140 hours. Five rockets fell close to an Observatory Post of the BSF indicating that Pak army targeted the post with rockets.

One of the rockets fell barely 20 yards away from the post but exploded harmlessly. There was neither any casualty nor any damage in the rocket attacks, which were a new phenomenon on the International Border (IB), which had been witnessing heavy firing for the last couple of months due to fencing work started by Indian side.

A local youth Rajinder Mathur fell down from roof top of his house, where he was sleeping, during rocket explosions and sustained minor injuries.

Indian side retaliated with firing only.

Sources said the rocket attacks were not only aimed at disrupting the fencing work but also to target BSF posts and taking advantage of the situation push trained militants into Indian territory. Hiranagar sector was being frequently used by Pakistan army for pushing saboteurs.

Few days back, army and police had eliminated an entire group of seven foreign mercenaries in Hiranagar sector after they had infiltrated deep into Indian territory and were headed for Udhampur.

Meanwhile, Indo-Pak troops also exchanged firing on several posts in Samba, Ramgarh, RS Pura, Kanachak and Akhnoor sectors overnight. Firing was limited to small fire arms at all the places.

No loss of life was reported on Indian side in the firing, the sources said.

Civilian shot dead; two houses burnt in Rajouri

RAJOURI, June 23: A civilian was shot dead by four unidentified militants in Dudasan area of Thanna Mandi last night. Militants also burnt two houses in the village including the one belonging to brother of the deceased civilian.

Police sources said four unidentified militants barged into the house of Mohd Bashir son of Alam Din in village Dudasan falling under the jurisdiction of Thanna Mandi police station late last night.

They dragged out Mohd Bashir, took him to a small distance from his house and gunned him down. Militants, all of whom were suspected to be local cadre of Hizbul Mujahideen, escaped after the killing.

While fleeing, the militants set ablaze the houses of Shabir Ahmed and Nasir Hussain in the same village. Shabir Ahmed was a police constable, posted in Rajouri and happened to be real brother of Mohd Bashir.

Police said the militants had also planned to kill Shabir Ahmed but he was not present in the house.

Army and police parties rushed to Dudasan immediately after getting a report of the killing and started a search operation for Hizbul Mujahideen militants involved in the killing. However, they remained untraced.

Police said two of the four militants have been identified as locals of Dudasan.

Body of Mohd Bashir was laid to rest in his native town this afternoon. Last year, the militants had gunned down Mohd Bashir’s wife Kulsooma Begum on the charges of being a security forces informer.

Meanwhile, two militants killed in an encounter with army and police in Fatehpur area, near here, have been identified as ‘Capt’ S S Sher and Sher Dil, both activists of Lashkar-e-Toiba (LeT) outfit. They hailed from Pakistan.

Delhi not sincere, says Geelani

SRINAGAR, June 23: A day after Hurriyat Conference sought a meeting with Prime Minister Atal Bihari Vajpayee and Pakistani President Pervez Musharraf to translate the peace process in Kashmir into a purposeful exercise, former Hurriyat chairman Syed Ali Shah Geelani today accused the Centre of not being sincere in resolving the Kashmir issue.

"New Delhi is not sincere in resolving Kashmir issue through talks and the on-going peace process and the invitation to Pakistani President for talks on Kashmir are measures to debauch the international community," Geelani told reporters here.

He said "on one hand, the Prime Minister and his External Affairs Minister Jaswant Singh says Kashmir is an integral part of India, which is not a fact, and on the other hand want to discuss Kashmir with the Pakistani leader."

"This contradictory policy clearly shows that New Delhi is not sincere to resolve the Kashmir issue and want to debauch the international community," Geelani, who heads the political wing of Jamaat-e-Islami, said.

Geelani, considered to be a hawk, said "Kashmir is a disputed territory and New Delhi has made promises at national and international foras that chance will be given to the people of Kashmir to decide their future. But even after 53 years, Kashmiris were not given an opportunity to decide their future."

On identical letters sent by Hurriyat chairman Prof. Abdul Gani Bhat to Vajpayee and Musharraf seeking meeting with them, Geelani said the contents of the letter were not discussed at the June 13 executive meeting of the Hurriyat.

He, however, added Hurriyat chairman was the best person to be asked for comments on the issue.

Geelani said the focus of the Vajpayee-Musharraf summit was to resolve Kashmir issue as per wishes and aspirations of the people and Kashmir’s historical position and perspective.

He said the ideal solution to Kashmir issue lies in implementation of UN resolutions.

Jammu and Kashmir should be given an opportunity through "plebiscite" to decide their future. What majority of the people decide should be accepted, Geelani said.

Geelani alleged security forces had unleashed a reign of terror in Kashmir and Jammu region’s Doda district and cited numerous instances of "torture" of Kashmiris.(PTI)

Kashmiri militants sent to custody

NEW DELHI, June 23: Six Jammu and Kashmir Islamic Front (JKIF) men, arrested here on Wednesday on charges of planning terrorist activities, were sent to 14-day judicial custody by a Delhi court today.

Metropolitan Magistrate A K Sarpal remanded the JKIF activists Feroz Ahmed Mir, Mohammadd Sayeed Tantray, Mohammad Manzoor Mir, Mohammad Lateef Hajaam, Abdul Rashid Gojri and Inderjit Singh alias Bali to judicial custody after police submitted that their custodial interrogation was complete and they were not needed for further questioning.

The JKIF activists were jointly interrogated by the Delhi Police, Intelligence Bureau (IB), Research and Analysis Wing (RAW), Military Intelligence and Jammu and Kashmir Police, police informed the court.

However, the outcome of the interrogation was not known.

One of the accused claimed before the court that they were political activists and not militants as alleged by the police.

Police had claimed that with these arrests it had foiled attempts by JKIF to revive its militant activities in and outside Jammu and Kashmir. Police had also claimed to have recovered Rs 15 lakh obtained through hawala channels by the accused to fund their activities.

JKIF, an offshoot of Jammu and Kashmir Liberation Front, had virtually been defunct ever since foreign mercenaries over took the reins of militancy in mid-90’s.

It has now been making desperate attempts to revive its cadre and carry out militant activities in the state and in the national capital, police said.(PTI)

Acting CM rules out trifurcation

Srinagar, June 23: Acting Chief Minister, Mr Ghulam Mohi-ud-Din Shah today said that peace and normalcy is imperative for the development of the State and people be vigilant against divisive elements by maintaining unity.

Speaking at a meeting of party workers, Mr Shah said that integration of all the three regions of the State is basic objective of National Conference. Referring to the demand of trifurcation of the State, he said that it is a dangerous move to divide the State on regional and religious basis. Such is inimical to the interests of the Nation and State in particular. He said, restoration of greater autonomy to the State is a better way to fulfill the aspirations of the people. He appealed the party workers to remain united against such nefarious designs.

Mr Shah said that the people of the State have given a massive mandate to the National Conference and thus the Government led by it, is committed to work for their welfare to keep up the promise made to the people. The autonomy report was passed in legislature and now it is on the part of the Centre Government to consider the report, keeping in view the aspirations of the people of the State, he said.

Referring to Indo-Pak talks, the Acting Chief Minister expressed the hope that these talks would foster the friendly relations between the two countries and help to evolve a way out to solve the bilateral issues peacefully.

Several Ministers, Legislators and office bearers of the party also addressed the meeting.

Doors still open for talks with Hurriyat : Pant

NEW DELHI, June 23: Virtually giving an indication of rejection of Hurriyat Conference’s meeting with Prime Minister Atal Bihari Vajpayee, Centre’s interlocutor on Kashmir, K C Pant, tonight said his doors were open for discussions with the conglomerate.

"I have invited the Hurriyat Conference for talks and my doors are still open," Pant told reporters after having a 70-minute long meeting with the Prime Minister on Kashmir issue.

Hurriyat conference’s executive committee had declined to meet Pant.

Asked what was the response of Vajpayee to the letter from Hurriyat Conference seeking an appointment with him and visiting Pakistani President Pervez Musharraf, Pant said "I think Prime Minister has made it amply clear in Manali."

The Prime Minister had said in Manali that Hurriyat Conference will have to meet Pant first before any thought could be given to meeting with Musharraf.

About his meeting with the Prime Minister, Pant said he had briefed Vajpayee about his discussions with several political parties.

"The political leaders whom I have met have recognised the Jammu and Kashmir issue as a national problem and are supportive of the initiative taken by the Prime Minister," Pant said. Z

The APHC had rejected the offer of talks with Mr Pant when the Planning Commission Deputy Chairman visited Jammu and Kashmir. It has indicated that it would like to meet the Prime Minister before or after the Agra summit, scheduled from July 14 to 16.

The Planning Commission Deputy Chairman said today’s meeting with the Prime Minister was to apprise him of the progress of the talks he had with leaders of various political parties.

Mr Pant said he had shared his impressions about these meetings with the Prime Minister.

He said the issues needed to be addressed in Jammu and Kashmir were economic development and employment. He said a time bound programme is being worked out by the Government to harness solar energy for supplying power to households in Leh and Kargil. (Agencies).

Major, 2 Pak militants killed in Kupwara

SRINAGAR, June 23: A Major of Indian Army, one soldier and two Pakistani militants of Lashkar-e-Toiba have died in a nightlong gunbattle in Kupwara district.

Informed official sources in north Kashmir told EXCELSIOR that on the basis of a specific information, troops of Rashtriya Rifles 6th Bn launched a cordon-and-search operation at Hangnikoot forest area, in Vilgam locality of Kupwara district, late last evening. A group of holed up militants opened fire and engaged the troops in a fierce encounter. During the gunbattle, Major Anshu Saxena and Havildar Amarjit Singh got killed. In retaliation, trooped gunned down two militants of Lashkar-e-Toiba. They were identified as Abu Haider R/o Gujranwalla, Pakistan, and Abu Kashif R/o Bahawalpur, Pakistan.

Rifleman Sarwant Singh, who sustained critical injuries, was airlifted and rushed to 92 Base Hospital, situated at headquarters of 15 Corps in the capital city. Two AK-56 rifles, two hand grenades and a quantity of ammunition were claimed recovered from the site of encounter.

However, Islamabad-based spokesman of Lashkar-e-Toiba, Abu Usama, told EXCELSIOR over telephone that the militants of his organisation killed four soldiers, including a Major, in the Hangnikoot encounter. He said that the outfit’s headquarters had no confirmation that two militants had also died in the clash.

After revocation of the unilateral ceasefire, which remained in force for six months, security forces have launched a major drive to eliminate the militants of four pro-Pakistan organisations, particularly in Kashmir valley. Over 200 militants are estimated to have been killed during the last three weeks.

Impersonator held from Bhawan

UDHAMPUR, June 23: An impersonator was arrested by police from Mata Vaishnodevi Bhawan this afternoon. He has been identified as Rajesh Kumar son of Fateh Chand, a resident of Arnia, Jammu.

Official sources said Rajesh Kumar was wearing an army uniform and posing himself as Major. He was taken into custody by police and sent to lock-up.

Sources said the investigations revealed that Rajesh had earlier also been arrested for impersonating as army Captain.
