Tobacco chewing, smoking

Sir,

Smoking is injurious to health and not essential and should be avoided by young persons. Tobacco smoking has a soothing effect and gives to the smoker a peculiar feeling and pleasure, while excessive smoking and smoking for the first time produces giddiness or feeling of depression and muscular weakness. The worst habit is tobacco chewing and should be abandoned. Smoking causes cancer of lips and tongue, chronic sore throat, disorder of digestion, impair vision and nervous tremors. It raises blood pressure, effects respiratory system and sometimes heart.

Every year 31st May is celebrated as No Tobacco Day throughout the world. In our country nation wide rallies and functions are organised by different organisations including Health and other departments to create awareness about the harmful effects of tobacco consumption and right of non-smokers to a smoke free environment and harmful effects of passive smoking. About four million people including eight lakhs Indians die every year of tobacco related diseases in the world.

Mere fanning the advertisements of tobacco and prohibition of smoking in public places and offices is not enough but there should be a multi-pronged strategy to counter the menace. Besides introducing a suitable legislation a vigorous campaign of health education should be launched to make people aware about the disadvantages of consumption of tobacco. Our countrymen and mostly illiterate and ignorant about the effect of tobacco on health. Only health education can play a vital role in awakening the masses and curbing the habit of smoking and chewing of tobacco.

Musharraf Vajpayee talks

Sir,

With the sudden and unpredictable change in the Political scenario, there is also a perceptible change in the thinking of a common man, yearning and craving for the successful summit talk between Gen. Musharraf and Atal Ji.

While it would be premature and difficult to predict the immediate out come of the talks, it would be quite reasonable to expect something positive remaining conductive both for Pak. and India and in particular for the unfortunate people of Kashmir who are the first casualty of the prevailing impasse.

Besides, behind every gain or success there is an element of sacrifice. Unless one is prepared to surrender ego chances of gain are bleak. In this drama of pain, we are actually starting with a new chapter where there is no scope to reiterate old methods and hackneyed expressions. We have to throw off the bitter past.

There are certain aspects in which it is not unnatural to find something distinct in the aim of two Heads. One holding card of R.O self determination" and another part and parcel. This is the secret of their survival. In the instant climate, it will be irrational to invoke clauses of UNO resolution, Simla pact as it has yielded no dividend save blood bath, and consuming innocent lives.

Our approach should be to search for other solutions if we really mean to solve the problem. The treating present LOC should be converted into Inter-national line of control with minor adjustment in the form of give and take, opening of J V Road and other viable formula deemed genuine to end rivalry, and ruthless killing. Both of them should draw a compatible plan to nourish and bring it to perfection.

This is the external part of it. Internally, we have to take confidence building measures to bring the disgruntled youth in the main stream of national life and promising dignified life.

Let us be fair in our dealings, shun politics and diplomacy and be faithful to our meaning and approach.

Plea to Div Com Kashmir

Sir,

I am a poor widow presently, residing at Abi-Karpora Srinagar. In the year 1994 my son-in-law got killed in a subversive activity at Dalgate Srinagar. Leaving behind two children of the age of 8 and 7 years. Rs. 1.00 lac was sanctioned and kept in the name of these two children. Now, we are two widows and my two orphan grand children. We have no source of income and according to the Govt. Circulars and promise I approached the Dy. Commissioners office Srinagar continuously during these years for appointment of my widow daughter under the relevant SRO. But every time I was told that there were no posts for the purpose.

In the last month I came to know through one of my acquaintances that three person have been appointed in D C office Srinagar as orderly who are working at the residence of concerned officer. One person among them is a resident of Jammu and is working at the residence of D C Srinagar. Another person whose father and brother are working in D C Office has also been appointed as orderly. About the third one whose name I do not know has also been appointed in the same office.

I request your goodself to initiate a problem to know how the three persons have been appointed have been appointed when there was no vacancy in the said office.

Amend Service Rules

Sir,

The qualifying service as per service rules is 33 years and the said rule is still in vouge. The recruitment ago 25 years ago was 18-25 years, and the qualifying service was 33 years. Now the recruitment age is 18-35 years and the qualiying age is less than 33 years. Now, if a person is recruited at the age of 30, then how would he obtain the qualifying age of 33 at superannuation.

On the other hand, the recruitment age for central services is still 18-25 years and the retirement age is 60 yrs. The central employees, therefore, obviously have 35 years left with them.

Therefore, it has become necessary to amend the service rules for the benefit of State employees.
