Rs. 27.13 crores spent under BADP during last year

Srinagar, June 22: The State Government has utilized an amount of Rs. 27.13 crore under Border Area Development Programme (BADP) on various developmental activities during 2000-01.

The Action Plan for implementation of the schemes/works under the said programme was approved by the State Screening Committee for an amount of Rs.27.71 crore.

The objective of BADP, a Centrally sponsored programme was a balanced development of remote, inaccessible areas situated near the borders, with a specific thrust on raising of educational and health infrastructure.

Initially, the programmes was introduced in 41 blocks of the State bordering Pakistan during 1993-94. Presently the number of blocks has been increased from 41 to 42 by carving out a new block out of Tangdhar block in Kupwara district.

The prominent developmental activities undertaken under BADP during the said year include, upgradation of educational infrastructure, construction of primary health centres, procurement of diagnostic equipments for better health services, road connectivity for better transportation, improvement of sanitation and sewerage, installation of solar domestic lights, construction of community centers and hostels, augmentation of sub-stations, installation of hand pumps, plantation of waste lands, setting up of public posts, establishment of sheep units and farms, technical assistance for better agriculture yields and augmentation of irrigation network.

Under the programme, the schemes and works are executed under district sector, State sector by different government agencies, besides by the security forces and J&K Police.

As the guidelines provide for specific emphasis on augmentation of educational infrastructure, 48 primary and one middle school building were constructed under the said programme. Besides 99 classrooms were constructed to provide additional accommodation in various existing schools.

To improve the health infrastructure for better health services, 7 ambulances, 9 dental chairs, 7 E.C.G machines, 4 X-Ray machine and 3 Ultra Sound equipments were provided to various Health institutions. Similarly five primary health centres, 16 allopathic dispensary buildings and eight medical officer buildings were constructed to provide health care facilities to the villages lacking the same.

Following the objective of ensuring better health and hygiene, 143 household latrines were constructed in the far-flung habitations during the same period. For social functions eight community centres and dormitory hostels were also constructed.

For encouraging sheep farming and agricultural activities, 1000 sheep and 221 osmotic dehydration units were established during the year.

To ensure adequate power supply in border areas, 13 new sub-stations were set up, whereas eight sub-stations were augmented.

For improving road connectivity and better transportation, 22.72 km fair weather roads were constructed and 14.90 km and 38.60 road stretches were black topped and metalled. Besides nine bridges were also constructed during the same year.

To meet the increasing consumption of drinking water, 11 hand pumps and tube-wells were installed in different villages along the border.

Srinagar, June 22: The work on a bridge at Akhran village is in full swing in Anantnag district and it will be thrown open for traffic in the month of September this year.

This was stated by the Works Minister, Mr. Ali Mohammad Sagar yesterday while inspection of the bridge during his day long visit to Debsur constituency. He was accompanied by the Minister for Forests and Environment, Peerzada Ghulam Ahmad

The bridge is under construction through the JKPCC at an estimated cost of Rs 3.50 crore. Rs 18 lakh are being spent on this bridge during the current financial year. The bridge will connect about 10 villages in the area.

Mr. Sagar said, 10 more bridges would be constructed in the constituency. These include one bridge each in Devser, Vessu, Mandhole, Nipora, Sadhura-Gund Jafer and two bridges each at Shanker Pora and Karaloo. Mr. Sagar instructed concerned engineers to prepare estimates for these bridges and furnish the same to the Chief Engineer R&B for undertaking the work during the current year.

The Ministers conducted an extensive tour of various areas of the district and took stock of the development schemes launched by the Government and also took stock of the problems being faced by the people of the areas especially with regard to drinking water, irrigation and road communication facilities. The villages visited include Akhran, Hajipora, Debsur, Chowgam, Watihal, Vessu and Nipora.

The Works Minister issued on the spot instructions to the concerned engineers PHE department for installation of additional posts of drinking water in New Basties of Akhran and construction of one hand pump at Hajipora, for this purpose Rs 20 lakhs has been sanctioned on spot. He said 15 metre span gutted bridge at Devser will be constructed through JKPCC at an estimated cost of Rs 50 lakhs. He also announced that two tube well for drinking water will be constructed in Devser, besides the road of Devser will be improved and upgraded. Instructions were also issued on the spot for immediate construction of one tube well and four hand pumps at village Watihal for augmenting the drinking water supply and restoration of tube well at Damjan.

Mr. Sagar said that Panzat-Vessu water supply scheme be immediately restored after construction of water reservoir at panchayat ghar Panzath. For this purpose Rs 7 lakh has been sanctioned on the spot. The people of the Veesu villages informed the Minister that Panzath Nag-Veesu irrigation scheme had become non-functional due to which they face acute shortage of irrigation water. The Works Minister gave on the spot instructions that the irrigation water supply scheme be restored within two months failing which the concerned engineering staff will be held responsible

Addressing a largely attended public meeting at Girls Middle School Chowgham, the Works Minister said, the road from Qazigund to Kulgam via Chowgham would be developed/ improved under the Centrally Sponsored Scheme "Economic Improvement Road Programme" during the current year at a cost of Rs 3.50 crore. He said, a committee of four engineers headed by Chief Engineer, PHE is being constituted for survey of Ganesh Nag water supply scheme for Chowgham block. The committee will submit its report within a week’s time so that the execution work on the water supply scheme will be taken up.

Speaking on the occasion, the Forest and Environment Minister, Peerzada Ghulam Ahmad said that the Government have reconstructed so many gutted school buildings, bridges and other infrastructure which was gutted during last one decade of turmoil in the State. He said that the Government is committed for development of the rural areas for which various development schemes have been launched for the upliftment of the people. He said the necessary alternative arrangements will be made for drinking water to Chowgham village till the Ganesh Nag water supply scheme is completed.

Peerzada announced on the spot for providing Rs 1 lakh out of his constituency development fund for construction of additional class rooms in Government Girls Middle School, Chowgham.

Among others, who accompanied the Ministers during their visit were the Chief Engineers, PWD, Irrigation, PHE, Mechanical Division, MD, JKPCC, Chief Conservator of Forest, Kashmir, DDC Anantnag, SP Kulgam, besides other senior civil and police officers of the district.

Srinagar, June 22: To strengthen J&K Police, special measures were taken to recruit constables and officers during last four years. The Director General of Police visited remote and border areas to undertake the recruitment process and have best youth in the force.

Since 1996, 14000 personnel have been recruited, most of these as constables. In 1998-99, alone about 6557 constable were recruited. While 3017 vacancies were filled in 1999-2000, 3535 candidates were inducted into various ranks during 2000-2001.

Between 1996-99, 2232 were recruited in Srinagar district, 931 in Budgam, 1849 in Anantnag, 1035 in Pulwama, 2064 in Baramulla, 11831 in Kupwara, 216 in Leh and 320 in Kargil districts. Similarly, 2274 constables were appointed in Jammu district since 1997, 1130 in Kathua, 1049 in Rajouri, 1071 in Poonch, 1384 in Doda and 1452 in Udhampur district. While 31 Schedule Caste and 294 Schedule Tribe candidates were recruited in Kashmir and Ladakh regions, 32 Schedule Caste and 345 Schedule Tribe candidates were appointed in Jammu division.

Due emphasis have been laid on the recruitment of SPOs in the State to strengthen security grid.

In Kashmir valley 372 SPOs and in Jammu region 476 SPOs were also recruited. The include Srinagar district 52, Budgam 85, Anantnag 57, Pulwama 80, Baramulla 54, Kupwara 20, Leh 24, Kargil 50, Jammu 145, Kathwa 60, Rajouri 60, Poonch 45, Doda 79 and Udhampur 87.

The Schedule Caste and Schedule Tribe candidates have also been provided there share in the recruitment of SPOs while 50 Schedule Caste 47 Schedule Tribe SPOs were recruited in Kashmir valley and 43 Schedule Caste and 50 from Schedule Tribe was appointed in Jammu division.

Rerecruitment to various ranks were also undertaken during the period. Which include 115 Sub Inspectors appointed in 1998. 11 of these belong SC and 9 ST categories. In 1999, 252 Sub Inspectors including 10 Sc and 26 ST candidates were appointed.

During 1998, 54 Sub Inspectors including 4 SC candidates were recruited in Telecommunication wing of J&K Police.

Srinagar, June 22: The Acting Chief Minister, Mr. Ghulam Mohi-ud-Din Shah has said the Government is committed to provide basic amenities to the people especially those living below poverty line in remote areas.

Speaking at a public meeting at Pulwama yesterday after launching Anatodiya Ann Yojana, a centrally sponsored scheme to provide food grains to the poorest of poor at concessional rates, the Acting Chief Minister said that the present Government has introduced various welfare schemes for the upliftment of weaker sections of the society. He said the people should come forward and extend their active cooperation for the successful implementation of the government sponsored schemes.

The Acting Chief Minister cautioned the people against divisive forces and appealed them to remain united for maintaining peace and communal harmony in the State. He expressed the hope that the proposed talks between India and Pakistan will have a good impact to restore peace in the sub continent. He said that during the turmoil in the State the development activities had come to a standstill and the present Government took various measures to rebuild the basic infrastructure and restart the developmental programmes, which are bearing fruits.

Speaking on the occasion, the Minister of State for Food and Supplies, Mr. Bashir Ahmad Nengroo appealed the people to remain united and defeat the conspiracy to divide the State on the basis of region and religion. He said the State has suffered colossal damages during the militancy and it has been the endeavour of the present government took bring back the normalcy, in this regard the government has undertaken various developmental and welfare schemes for the people, he added.

Recalling the revolutionary measures taken by National Conference for the welfare of the people, Mr. Nengroo that it was Sher-i-Kashmir Sheikh Mohammad Abdullah who abolished the tyrannical feudalism, thereby freeing the poor peasants from the exploitation of an elite class. He said that the Antodiya Ann Yojana is an extension of various poor friendly schemes initiated by the government.

Later, the Acting Chief Minister distributed Rs 10,000 among 11 beneficiaries under integrated social security scheme, 20 tailoring kits costing Rs 7 lakhs among 20 beneficiaries and cheques worth Rs 75,000 under Indira Awas Yojana.

The Acting Chief Minister also held a meeting with the district administration and officers of local bodies to review pace of developmental activities being undertaken in the district under local bodies. He directed the officers to work round the clock to alleviate the problems of the people. It was decided in the meeting that a comprehensive plan would be formulated to combat the present dry spell in the district.

The meeting was attended by MLAs of the district, Deputy Commissioner, Pulwama, Director Local Bodies, Kashmir, Chief Town Planner and other senior officers of the district.

For the discerning viewers it is a treat. For all the serious practitioners of the genre of theatre it is a challenge. For the greenhorns it is their first step towards adulthood. Whichever way one looks at the play Waiting for Godot, it still retains its stature as one of the major classics of the world of drama and the time has failed to deprive it of its sheen or its freshness.

Originally written in French in 1948 and first performed in London in 1955, Waiting for Godot proved to be the harbinger of a new form of theatre that came to be known as the Absurd Theatre. The importance of this play lies in the fact that even after a gap of nearly fifty years and after numerous playwrights who wrote innumerable plays in this style, it still remains to be the most representative and most well known play of the genre called Absurd Theatre.

Samuel Beckett once told a reporter that the sound of a man screaming with pain in a hospital room was more or less the mood that he wanted to capture in his plays. Each one of the viewers who watched today’s performance at Abhinav Theatre will agree that the director and the artistes of Rangyug succeeded in capturing that mood in a distant land and in another century.

The play is a tragicomedy in two acts. Two tramps, Vladimir and Estragon, sit under a bare tree waiting for a man (or God ?) who never comes. They are instead visited by Pozzo and his slave Lucky. After they leave a young man comes to inform the two tramps that Godot will come tomorrow. End of Act I.

Act II again begins with the two tramps waiting for Godot. He doesn’t come and they are visited once again by Pozzo and Lucky. But this time Pozzo is a blind man and Lucky is dumb. They leave and the young man comes to inform them that Godot cannot come today but he will come tomorrow. In the words of Estragon " Nothing happens, nobody comes, nobody goes, it’s awful !" The play ends.

Written immediately after the horrifying Second World War in which the human values, relationships and the very meaning of life suffered irreparable damage, the play, through its seemingly meaningless dialogues, coveys the sensibilities of a generation that was left devoid of a raison d’etre.

All the artistes of today’s play acted well. With his controlled performance as Vladimir, Raj Kumar Behrupia reiterated his claim as one of the finest actors of Jammu stage. Pankaj Khajuria as Estrogon and Rohit Gupta as Pozzo gave a wonderful account of their acting potential. Lucky, in his three minute soliloquy evoked instantaneous applause from the audience. The music of Pankaj Pradhan was able to strengthen the feeling of hopelessness that the play endeavours to emphasise. The lights were aptly designed and deftly handled.

The name of the director of the play Deepak Kumar is quite well known among theatre lovers of the country and he has a number of memorable plays to his credit, but with this play he has really excelled himself. The taut pace of the play with its hauntingly evocative mood really left an indelible mark on the viewers.

At the conclusion of today’s performance Deepak Kumar, the director of the play, expressed the desire of Rangyug to hold repeat performances of the play in near future. If they do so, this reviewer would like to repeat the advice that the famous theatre critic Harold Hobson gave the viewers at the time of the first performance of the play in London in the year 1955. " If you have only 15 shillings left in the world go and see Waiting for Godot: if you have thirty shillings, go twice." The only difference this time would be that in Jammu, in all probability, the entry will be free of cost.

According to a press release, the delegation laid emphasis on redressal of their long pending demands including ammendment of SRO-353, declaration of forest field services as essential services and DPC and confirmation of promotee ROs.

The Association expressed anguish over the non-submission of report of the high level committee of Forest officials to deliberate and submit the recommendations with regard to the problems and demands of employees.

The release further added that Principal Chief Conservator assured the delegation of immediate redressal of all genuine demands.

JAMMU, June 22: Agriculture Minister Ch Ramzan has underscored the need for renewed efforts to achieve self sufficiency in milk production in the State besides genetic improvement in livestock, the backbone of rural economy.

Addressing a district level officers of Animal Husbandry Department of Jammu division at a meeting convened here to review the physical and financial achievements of the department during the last year, the Minister called upon the district functionaries to conduct a detailed survey to assess the present position of livestock and that of the cross breed. The study, he said, shall also indicate the exact production of mutton and milk and the number of poultry birds.

The Minister said that Animal Husbandry sector which contribute 13 percent of the State GDP has not been given its due share in plan allocations in the past resulting in its poor performance. He said that against the meager 9th Five Year Plan allocation of rupees 52 crores, only rupees 31 crore were actual released during the first four years of the plan while another rupees 8.80 crore has been earmarked for the current year. The drastic cut has hampered the pace of work and most of the schemes aimed at boosting the sector have remained in papers only, he admitted while pleading for liberal funding for the sector.

It was revealed during the meeting that he milk production in Jammu region had gone up to 5.40 lac metric tons during the last year. The egg production has touched 220 million numbers by March last, the meting was informed. To meet the demand of milk, 1.83 lac quintals are being imported annually. Out of the total cattle population of 16.25 lakh, the cross breed is just 24.3 percent and efforts were afoot to convert the indigenous cattle population into cross breed in phased manner.

The meeting was told that the department has set up 748 veterinary institutions in all over the region for providing better treatment, immunization, breeding and management facilities to the love-stock. To improve the genetic potential of the indigenous cattle population, three nitrogen liquid plants have been established in the division while’s one more such plant is coming up a Doda this year. The frozen semen technology has been extended to 432 institutions, the meeting was informed.

In poultry sector, it was stated that 6000 backyard poultry units are being set up every year in private sector.

Commissioner-cum-Secretary Animal and Sheep Husbandry R L Bharti who also attended the meeting underlined the need for achieving the laid down targets in full and judicious utilization of funds. He directed the officers to strictly adhere to the citizen’s charter which has already been made public.

Director Animal Husbandry Department disclosed that foot and mouth disease is fully under control in the region as no case has been reported from any part sofar. However, department has geared up its machinery to meet any eventuality, he said.

JU students present field study report on Kashmiri migrants

JAMMU, June 22: The students of the Post-Graduate Political Science Department, University of Jammu, who conducted a general field survey of the Kashmiri migrants putting up in various camps, made presentation of their reports at a seminar held in the campus here today.

The students of 4th semester of Political Science Department, JU, in seven group had studied the prevailing social, cultural, economic and psychological aspects of the inmates living in the migrant camps at Muthi, Purkhoo, Nagrota in Jammu district and, Kathua and Udhampur.

Through a set of questionaire, vital data has been collected and compiled by the students about the ethnic identity, their plight due to displacement from the Kashmir valley after grave threats and selected killings by the militancy.

The study reports were presented by the seven student group leaders: Shveta Sambyal, Naila Chib, Barinder Jasrotia, Pawan Vivek, Sandeep Singh and Tashi Gyalson. Each of group comprised of five to seven students and in all about 40 students undertook this assignment. Besides two individuals Toto Takashi and Pooja Sudan also reported on their observations

They conducted field surveys at different camps and interviewed the Kashmiri migrants, majority of whom opined that they are displaced persons. For migration is somewhat voluntary while they were forced under threats of liquidation, honour and selected killings by the militants about 11 years back.

The survey reports highlighted the problems faced by the Kashmiri migrants and also danger to their cultural identity, language, social fabric and pangs of separation from their birth place. They express deep concern over being uprooted from their hearth and homes and forced to become " refugees in their own country".

The migrants voiced their concern over the hardships after their forced ouster from the Kashmir valley 11 years back. Most of them expressed apprehensions about erosion of their Kashmiri identity and concern over their future.

Prof A N Sadhu, Dean Academic Affairs, University of Jammu, who presided, appreciated the work done by the students in studying the circumstances of migration, prevailing conditions in a dispassionate perspective.

Prof Rekha Chowdhary, Head, Department of Political Science, JU, said that objective of the field survey on" Displacement of Kashmiri Pandits " was to analyse various issues of migrants purely an academic exercise conducted by the students. She said the students would also carry out studies of other displaced persons like refugees of 1947.

She said the students have done a commendable job in focussing on the issues related to the Kashmiri migrants. The data collected from field survey will be made use of in further studies of Kashmiri migrants, he added.

Prof Karuna Thakur of Political Science faculty, who was also associated with the field survey work , presented her viewpoint.

After the presentation of the reports by the students, there was inaction between the seminarians and the audience to share their perceptions regarding the circumstances of migration, the problems facing them and their safe and honourable return to their homes in the Kashmir valley.

Staff, students and some leaders of Kashmiri community were present at the programme.

CCI team visits Srinagar

JAMMU, June 22: A team of Chamber of Commerce and Industries led by its president Mr Ram Sahai visited Srinagar for follow up of the implementation of the decisions taken in the earlier meetings held with Chief Minister, Finance Minister, Industries and Commerce Minister and Power Minister, financial commissioners, principal secretaries and other officials.

According to a press release, a high power committee meeting under the chairmanship of Finance Minister regarding the power scenario was held. Power Minister announced the meeting that Hira Nagar receiving station shall be made functional by the end of June, 2001. The units which have been already issued power availability certificate shall be accommodated on priority basis, fresh PAC’s will be issued on the recommendations of the industries and commerce department keeping in view the power position of that particular area and also the employment potential of the particular industry in mind.

A long term perspective plan shall be prepared by the Power Development Department taking into consideration availability from different sources and for which a reasonable share will be allocated to the industrial sector. The committee also recommended that no charges will be raised for the disconnection of the closed units. A decision was taken in case in of sick units for settlement in the form of Bijli Adalat or an empowered committee to be created by IMC department and in case such units want to restore their activities they shall have to make payment for full one year after which the PDD shall resume the power supply to these units.

Minister assured that he would strive hard to further minimise the power curtailment for general public and particular for industrial sector.

CCI team also met with Finance Minister, Financial Commissioner and other senior officials of the finance department they discussed the matter regarding uniformity of taxation against lubricants, diesel, utensils, photo goods etc was taken up.

Mr Sahai emphasised about the formulation of a trade policy of the State and the paper submitted by the CCI was discussed thread bare in the meeting with Principal Secretary Industries and Commerce.

Harsh Dev calls on Director Local Bodies

JAMMU, June 22: Mr Harash Dev Singh, Panthers Party, MLA from Ramnagar today met the Director Local Bodies and discussed with him the problems related to Ramnagar town.

According to a press release, he apprised the director local bodies about the dilapidated conditions of the Main Bazar Road, Ramnagar and sought its repairs and ungradation at the earliest. He further sought the immediate construction of pathways from Chigli Chowri to cremation ground and to Gundian hamlet, beside repairs and renovation of various lanes and drains of the town.

Mr Singh further urged upon the Director Local Bodies for the rehabilitation of Khokha owners of the town and allotment of permanent structures to them in the town. He said that the Khokha owners should be not be dislodged unit and unless alternative accommodation is provided to them for which they are prepared to pay actual costs. Mr Singh prevailed upon the Director Local Bodies to come to the rescue of these Khokha dwellers who were living in the abject poverty and did not have any other source of livelihood.

The Director assured Mr Singh of a positive action in respect of all issues raised by him. He said that the repairs and ungradation work of the Main Bazar, Ramnagar would be taken up on priority. He further assured that rehabilitation of Khokha owners by the way of allotment of permanent structures.

Transport Deptt conducts surprise checking

JAMMU, June 22: In compliance to the directions of the Transport Minister, Mr Ajat Shatru Singh, the Transport Department conducted surprise checking. The checking was conducted under the supervision of Mr Madan Lal, Asstt. Regional Transport Officer headquarters at Lakhanpur.

According to a press release, during the checking a seizable compound money of Rs 1.58,500 was recovered at Lakhanpur from the bus operators. A total 83 buses were checked by the team of the officer of the MVD. 80 buses were fined on spot for carrying individual passenger in their buses.

These buses were operating clandestinely, as these buses are not allowed to carry individual passengers. Two all India buses failed to pay fine on spot and hence they were challaned and their document were seized and directed to appear in the office of ARTO Lakhanpur to answer the charges and deposit compound money.

Large quantity of illicit liquor recovered from Bishnah

JAMMU, June 22: In its campaign against illicit liquor, Bishnah Police with the collaboration of Excise Department have conducted raids at different places and recovered large quantity of illicit liquor.

A joint police party of Excise Department and Bishnah Police conducted surprise raid at village Makhanpur under the jurisdiction of Bishnah Police Station.

During raid police party has recovered large quantity of Lahan and illicit liquor. A ‘Bhatti’ used for preparing illicit liquor was also recovered from the side.

One person namely Rashpal of village Laswara was arrested while one Kashmiro Devi and Mela Ram managed to escape during the raid.

The raid party was led by Mr Sukhdev Singh, SHO Bishnah and Mr Gurnam Singh, Excise Inspector.
