18: General Administration
Department (GAD) and the Rural
Development Department (RDD) at the Civil
Secretariat have locked horns over the
controversial attachment of a Kashmir
Administrative Service (KAS) official
posted in the border district of Kupwara.
While the RDD high-ups maintain that they
are ‘fully competent’ in
ordering the attachment of an Assistant
Commissioner Development (ACD), GAD
officials insist that posting, placement,
attachment, suspension and reinstatement
of all KAS officers __ holding rank
equivalent to a Deputy Secretary to
Government __ is exclusively the
prerogative of the GAD and Chief
