Mansar in miserable condition

Sir,

The colour photograph by K Kumar of some youths enjoying boating in Mansar Lake published on June 7, 2001 is very pretty indeed and gives one the impression that the tourist spot must be a paradise. I alongwith my family members visited the picnic spot on June 3, 2001. To our disgust we found the picnic spot in poor light with unclean surroundings, a Cafeteria serving food in unhygienic conditions, wooden benches overlooking the lake broken and uncomfortable, and finally the toilets which had no running water, were broken and full of excreta and unfit for use. I wish the photographer had snapped the toilets and got them published to bring home the utter neglect by the Tourism Department.

Rajouri schools in a shambles

Sir,

We often read in newspapers listen on radio and see on television that a deputation of reputed citizens met the Government authorities and highlighted their problems concerning shortage of electricity, water supply and other constructive work, but reports on a 'deputation met authorities demanding regular class work in Government schools, is seen very rare. The Govt. schools in remote areas especially of district Rajouri are working in an irregular way. Teachers remain absent for months together. They have their own time table of coming and going from the schools. And most of the time on their whims and caprices.

The sufferers are the poor children, belonging to poor families. What to think of quality education, they lack even Gandhi Ji's Basic Education. Teachers, known as 'Nation Builders' weak the basic foundation of Nation, instead of watering the roots (Foundation or base) they cut the roots. They work for destructive purpose instead of constructive purpose.

Today, the information and technology is at the highest peak of world but our administration especially in Rajouri district is blind to these happenings in their own home. Lack of proper supervision and check led to the growth of these evils in the society.

It is high time that the authorities make special inspection of these schools and disciplinary action should be taken against the defaulters. The Sarpanch and other Panchayat members with other local people should raise the matter before the authorities for the proper functioning of these schools. The District Government authorities i.e DC Rajouri, CEO Rajouri should check the Government schools which remain almost closed.

Favouritism in appointments

Sir,

The Government of Jammu and Kashmir Higher Education Department is appointing college Teachers on Adhoc basis for the last so many years. For the session 1998-99, the principals of the Degree Colleges appointed the Lecturers on Adhoc basis without going through the merit or making requisition through police notices or advertisements. The Director Colleges higher education resumed advertisement in the process of appointments through public notices since 1999-2000 and thus making Principal G G M College Jammu to act as a co-ordinator/nodal agency. The appointments were being made without considering any criteria for the appointment, if any criteria was fixed in the past for said appointments, it would have been fixed to suit their favourites. Moreover, the criteria for appointment was kept secret so that it could be changed at any time at the sweet will of the authorities at the helm of affairs. Last year also for the session 2000-01 so many irregularities were found in appointment of the Lecturers. So much was published in the local press of Jammu regarding non publication of selection criteria, not making the final selection list public. Some aspirants alleged that despite written representations regarding irregularities observed during selection process to the Principal, G G M Sciences college, Jammu, and to the Director College Higher Education Deptt, could not yield any results. It was also alleged that weightage was given to the candidates for the qualifying qualification that they were still studying for that and had not completed yet or passed out.

As such, it is urged upon the Director, Colleges Higher Education department that the following steps be taken for the fair and free selection of the right candidates, to curb alleged corruption and favoritism and ensure transparency in selection process.

First and foremost point is to make public the selection criteria before the receipt of applications in the office of the Principal, G G M Science College, so that the selection criteria may not be tailored to suit the candidates of the vested persons.

The selection list should also be made public so as to make it transparent and no chance is left to make any alteration in the final selection list by the officials at the held of affairs. This shall also make the selected candidates to join their duties in time and they shall not be deprived of their rights to transparency. I remember, last year every aspirant was rushing to G G M Science College for knowing their fate but was getting only one answer that the appointment letters if your are selected shall reach your residence which never reached. This vague reply and the selection process followed last year raises so many eye brows and speaks of the vested interest of the officials concerned.

At last I would request the Minister for Higher Education, J&K State Jb. Mohd. Shafi to please monitor personally the process of selection of the Lecturers on academic arrangements in Degree colleges of Jammu division and issue strict instructions to the concerned authorities to adhere to transparency in the selection process and fair selection of the right and meritorious candidates.

J M and encroachers

Sir,

I would like you to refer the advertisement notice published recently in your esteemed Daily by the Jammu Municipality cautioning the Road Encroachers of consequences under Municipal Laws/Acts if they try to encroach the roads etc. etc. It is not understood as to whom they are cautioning through this notice. Perhaps they are simply wasting the Govt. money in getting such notices published. Only about a month back an article was published in this very Daily about the unauthorised shops and Khokhas being illegally erected on the road from Krishna Nagar to Old University Campus and bitter experience of the Public in the past. We should not forget that a few lives were lost in the past as a result of Bomb blasts mainly due to over congestion on this road. Now, will the concerned officers visit the sites in person and see for themselves as to how shopkeepers encroach the roads is a million dollar question. Thus it is felt that Publishing such notices is not going to serve any purpose. Instead the authorities should act practically on the ground and remove all illegal encroachments.
