They were given ample chance to surrender and come out but they chose to turn the worshipping place into a battle ground. The might of the state came into action and the law of the land took its course. This is not the first time when the terrorists misused the sacred place as the place of shelter. Indeed a mosque and a shrine are the places for shelter but not for men entering them with sophisticated arms, ammunition, communication sets and other combat paraphernalia. There is a tradition of unarmed people entering the shrines and seeking asylum, which, of course, is usually granted to them. The holy shrine of Kaaba also called Haram Sharif or the holy sanctuary has the tradition to protect the unarmed asylum seekers. This should be true of other holy shrines also. Though the terrorists armed with all sorts of weapons were holed up in the mosque, yet the security forces allowed them ample opportunity to surrender and come out alive. No government charged with the responsibility of protecting the life and property of its citizens is expected to show its measure of generosity and compassion as was done in the case of Shangus mosque incident. Why do the armed terrorists enter a mosque or a shrine to pursue their agenda of fighting the security forces? We are reminded of the incident in Hazratbal followed by that of Chrar-e-Sharif. The terrorists think that a secular government will be greatly embarrassed when it has to deal with a shrine or a mosque. They feel that the general public will come out in protest if the security forces launch an operation to flush them out. This is blatant betrayal of the trust of the people. The people never think of a mosque or a shrine to be used for fighting the enemy. These are the places of worship and the people have sentimental attachment to these places where they come to surrender to their God. One would like to ask whether the sentiments of the people are respected by the terrorists when they take siege of a worshipping place? No, in fact, the sentiments of the people are hurt. This is the reason why the people in Shangus have not come out in large numbers as the terrorists had expected. That indicates a big change in the thinking of the common people in Kashmir in regard to the ongoing militancy. The refusal of the people to lend any moral and psychological support to the terrorists and the decisive action of the security forces both in allowing the armed men to surrender and in tackling the situation when they refused to surrender,have certainly given a strong signal to the gangsters that they cannot escape the inevitable anylonger. This is a bold action by the security forces and it is bound to have far-reaching impact on the militancy in Kashmir. If a similar response had been given at the time of Hazratbal or Chrar-e-Sharif operations, perhaps the repeat in the case of Shangus would not have taken place. The statement of some Hurriyat leaders denigrating the act of armed men desecrating the mosque at Shangus is to be welcomed. At the end of the tunnel, it appears, they have begun the see the light. One wishes they had applied the principle of non-desecration of holy places universally and from the very beginning of the outbreak of insurgency in Kashmir. Never in Islamic history has a mosque or a holy shrine been used as a shield to fight the adversary. What the armed Islamists have done in Shangus speaks of their utter cowardice. It speaks of their total disrespect for Islam, the religion of peace as the great theologians of that faith claim. The people of Kashmir have rejected this type of culture. And as far as the response of the security forces is concerned, such shameful tactics of the armed gangsters will be met with resistance. The insurgents will be eliminated on mountains, on passes, on plains, on streets, in hideouts, in mosques and in shrines. The might of the state will come into action whenever and wherever challenged. India and Russia have been close friends for last half a century. During the days of cold war, this impression was given widest possible publicity by the imperialists because it suited them. On that basis, the US was never very friendly towards India. However, in the post cold war period, the situation has changed drastically. The USA no more thinks India to be in the opposite camp. It is a welcome change in her thinking. India and Russia are close to one another because of their common approach to most of the intentional problems and the prospects of the future world. The Soviet State has broken down.Yet India and Russia are as close as they were. This means that beyond ideologies, there is some thread running though this relationship. It is the common understanding and perception. It is the commonality of approach and address. It goes beyond transient political considerations and petty interests. It reflects the urge of the people of the two countries to develop into the citizenship of the world. They are thinking of a new order based on equality, justice and freedom. One should nottry to speak of their cooperation in arms building only though that is an essential obligation on anystate to be prepared for war. One should look into the more fruitful cooperation in such fields as bring great benefit to the people. India owes much to Russia in revolutionising her steel industry,which is the backbone of any country's defence mechanism. Russia has also been our great partner in providing us parts of space technology. The two countries never entered into a military pact against any country. They have a pact for friendship and cooperation. The recent joint missile launching programme is also a part of the friendship and cooperation treaty. In fact, after the collapse of the Soviet State, Russia attached more importance to India than before. This proves that there is a deep understanding between the two countries that reaches beyond the parameters of geopolitics or regional politics. The urge to live and let live is what binds them together and this has to be considered an achievement. The founding fathers of Indo-Russian friendship were indeed the people with a vision. We are confident that Indo-Russian friendship and cooperation is never intended to be against this or that country. It is the expression of a universal urge to live in peace and amity with others in our neighbourhood. |
