SRINAGAR, June 10: After an attack on Army and killing a counter-insurgent in the gunbattle, a group of five pro-Pakistan militants this evening occupied a mosque at Shangus, in Anantnag district. Meanwhile, security forces today eliminated four militants of Hizbul Mujahideen in two encounters at Badran village in Beerwah and Lurgam in Tral while as one soldier died in an encounter at Wogabal, in Kupwara district.

Informed sources in south Kashmir told EXCELSIOR that, on the basis of a tip off, troops of Rashtriya Rifles and Special Operations Group (SOG) Anantnag laid siege to Ganai Mohalla locality of Shangus at 6.00 p.m. this evening. As soon as the troops zeroed in on a hideout, militants opened heavy gunfire and killed a counter-insurgent source of the security forces. Troops retaliated with ferocity but all the five militants, trapped in the village, ran away and took shelter in the local mosque.

After getting safe passage in a mosque at Kharwar village in Shopian area of south Kashmir early this month, militants holed up in search operations have adopted the strategy of taking shelter in places of worship. A group of Lashkar-e-Toiba militants were granted safe passage as they had occupied the place of worship after killing two security forces personnel. The decision, reportedly taken by Chief Minister Dr Farooq Abdullah and Commander of 15 Corps, Lt Gen J R Mukherjee, was trumpetted by official media and agencies for several days.

Within days of the Shopian safe passage, a group of holed up militants engaged security forces in a daylong gunbattle in Sopore last week and made desperate attempts to occupy the adajacent mosque. However, troops and Police resisted their attempts and eliminated both the militants in a house.

Authoritative reports from Anantnag said, late tonight, that there was exchange of fire after 7.20 p.m. However, security forces requisitioned heavy reinforcements and maintained the siege. A senior official participating in the operation disclosed to EXCELSIOR that "necessary orders are awaited from the United Headquarters."

Earlier today, working on a specific information, troops of RR 34 Bn and SOG Budgam raided a militant hideout at Badran village, in Beerwah belt of Budgam district. Militants put up tough resistance and the exchange of gunfire and blasts continued for the whole day. Security forces destroyed the house of one Abdur Rehman S/o Mohammad Jamal. By this evening, troops claimed to have eliminated two militants of Hizbul Mujahideen. While as one of them was identified as Ghulam Mohammad Bhat alias Manna S/o Khizar Bhat (a recycled militant of the same village), an identity card in the name of Saifullah was recovered from his accomplice.

Troops claimed to have recovered two AK-56 rifles, one pistol and two wireless sets from the devastated site of the encounter. Late night reports from Beerwah said that security forces had not lifted the cordon as they intercepted the militants’ radio network which suggested that one militant was still present in the village.

Reports available from Tral, in south Kashmir, said that troops of Border Security Force (BSF) 34 Bn and 124 Bn, alongwith SOG, raided a militant hideout at Lurgan village at 3.30 p.m. today. As troops tightened the cordon, two holed up militants opened gunfire and the the four-hour-long gunbattle left both of them killed. One of them was identified as Saleem Khan of the same village, who, according to official sources, was a "district commander" of Hizb-ul-Mujahideen.

Official sources in north Kashmir said that this afternoon, militants ambushed a patrol of regular army at Wogabal, in Kupwara district. A soldier of 2 Special Force (2 Para) namely Megawas Shankar died and two more soldiers were left injured. They were rushed to a hospital. Militants escaped without suffering any damage. Troops conducted a search operation which did not yield anything.

Chrar blast toll is 6

Meanwhile, two more critically wounded women succumbed to injuries at hospital, raising the death toll of Friday's grenade explosion of Chrar-e-Sharif to six. They were identified as Noora R/o Haft Chinar and Hajira R/o Kanipora. Four women devotees had died in the explosion at the crowded shrine of the 14th century Rishi saint, Sheikh Noor-ud-Din Noorani, on Friday last while as 60 more devotees were left injured.

While the State Government has ordered an inquiry into the incident, separatist camps and Police have been holding each other responsible for the same.

JAMMU, June 10: Stoutly opposing demand of trifurcation or division of the State, prominent separatist leader and president of the Jammu and Kashmir Democratic Freedom Party (JKDFP) Mr Shabir Ahmed Shah today said that his party would not allow dis-integration of the State on the basis of religion or regionalism.

In an informal chat with media-men, Mr Shah declared, "we neither want any Azadi nor autonomy which will divide people on religion or regional lines". "Wounds of the 1947 partition are still fresh and we don’t want that history repeats itself", he said, adding, "JKDFP is for providing healing touch to inhabitants of this violence plagued State".

While admitting that successive State Governments have meted out step-motherly treatment to Jammu region, Mr Shah assured the people that residents of Jammu and Ladakh will be involved in any future programme. "We will not take any decision with out the consent of people of Jammu and Ladakh as they are very much part of the State like Kashmiris", he said and stated that Jammu and Ladakh people are also sufferer like their Kashmiri brethren.

"As we have feeling about Delhi similar is the feeling among Jammu and Ladakhi people that they have been denied justice by the successive State Governments", he admitted and added that he will strive hard to strengthen unity and integration of the State. "Our party is to remove dominance of any region over another region", he assured.

"I have been touring Jammu and Ladakh regions only to involve people of these regions in the on-going struggle", he disclosed and admitted that Kashmiris have committed a blunder by not consulting Jammuities and Ladakhis before starting struggle (Jang-e-Azadi).

Lavishing all praises on Prime Minister, Mr Atal Behari Vajpayee for inviting Pakistani military ruler, General Parvez Musharaf for holding dialogue, Mr Shah hoped that this bold and positive step will bring peace in the sub-continent. "Prime Minister, Atal Behari Vajpyee has taken a very bold step and only a statesman like Vajpayee can take some such type of decision", he said and added only broad minded people can take such bold decisions (Koi Bare Dil Wala Hi Bara Kaam Kar Sakta Hai). Cautioning people against nefarious designs of some forces hell bent to disrupt the on going process, Mr Shah exhorted all groups to co-operate and support Prime Minister Mr Atal Behari in his efforts to solve the vexed Kashmir issue.

Later addressing a seminar organised by his party, Mr Shah said, "if Government of India is serious and sincere enough then it has to engage the genuine representatives of the people of Jammu and Kashmir in a constructive dialogue to search for a viable solution of the Kashmir tangle. He said that there can be no denying the fact that Kashmir conflict has now assumed dangerous proportions threatening peace not only in South Asia but also a conflagration at much wide scale. "Peace in South Asia is delicately hanged on an amicable settlement of Kashmir issue which has, in its very historical perspective three parties to it——India, Pakistan and people of the Jammu and Kashmir", he said, adding, "by not involving any of these three parties in parleys to eke out an acceptable solution to all three regions, will be, according to my opinion, hoping against hope".

"Keeping in view the complexity of Kashmir problem a serious and well meaning beginning has to be made for peace process aimed at final settlement of the issue for which bilateralism, without loosing precious time, should evolve into a comprehensive dialogue involving each one of the three parties of the dispute", he stated.

Disclosing reason to organise seminar at Jammu, Mr Shah said that he has been touring Jammu region since May 31 to involve people of Jammu region in the on-going struggle. "There is feeling among Jammuites and Ladakhis that they have been ignored by Kashmiri leadership. I have been holding discussions with people to remove this feeling", he said.

Prominent Journalist, Mr Ved Bhasin, who presided over the seminar, contested view point of Mr Shah and said that Prime Minister Atal Behari Vajpayee was not sincere towards solving Kashmir tangle. "Peace process or other steps taken by the Centre are nothing but an attempt to befool the masses", he said and expressed his anguish over the decision to call off unilateral cease-fire. "As far I am concerned I donot trust Indian Government’s move", he said and added that both India and Pakistan have been working under international pressure. He, however, said that viable and ever lasting solution was possible only after involvement of the inhabitants of this State, including those of PoK, in the peace process.

Mr Balraj Puri, eminent intellectual and prominent journalist called for decentralisation of power. "Power should be trickled down at grass root to involve maximum number of people in the developmental and other activities", he said.

President of the Chamber of Commerce and Industries, Mr Ram Sahai while speaking in the seminar, highlighted discrimination and step-motherly treatment meted out to Jammu region by the Kashmir rulers. He, very effectively and boldly, listed discrimination with Jammu region and said that Kashmiri leadership can not win confidence of people of Jammu region by removing these discriminations.

Babu Sant Singh, Kuldeep Dogra, Babu Singh, Gurdev Singh, Arjun Dev Majboor, Moulana Abdullah Tari and many other social, political and trade leaders addressed the seminar and expressed their view points.

SRINAGAR, June 10: In a major peace overture in Jammu and Kashmir, the Hurriyat Conference, the apex body of 23 separatist groups, today decided to suspend for the time being its agitational activities in view of the proposed summit between Prime Minister Atal Bihari Vajpayee and Pakistani military ruler Gen Pervez Musharraf reports PTI.

A statement issued by Hurriyat here said "the situation in which the people of Jammu and Kashmir find themselves demands an organised people’s movement. But in view of the proposed summit, Hurriyat has decided to suspend the same for time being."

The statement said it wanted the summit of Vajpayee-Musharraf to succeed and asserted the Hurriyat would not indulge in any act which would derail the dialogue.

Terming the summit as a "good beginning" towards restoring peace in the State, the Hurriyat demanded its inclusion in the proposed talks.

The Hurriyat announcement about its peace gesture came nearly three weeks after the Centre suspended its unilateral ceasefire in the State and invited Musharraf for talks in New Delhi.

In Mumbai, Home Minister L K Advani told reporters that all signals ahead of the proposed Indo-Pak summit had been "positive" so far.

"I think that all the signals are positive. One can be optimistic that this latest initiative by the Prime Minister will give results," Advani said.

The Hurriyat statement alleged several agencies got unnerved following the peace process set in motion by Vajpayee and started engineering acts of terrorism in Jammu and Kashmir, "the gameplan being to defame militants."

Referring to Friday’s explosion at Chrar-e-Sharief shrine which killed four women, the statement said militants were not responsible for the blast and the "incident is part of a dangerous gameplan".

PTI adds from Delhi: Firebrand Hurriyat leader Syed Ali Shah Geelani has attacked ‘Jehadi’ groups which spread hatred against India and resort to "emotional slogans like ‘Crush India’", in a statement similar to the one made by Pakistani military ruler Gen Pervez Musharraf which has drawn sharp criticism from militant organisations.

"Our struggle is not based on any enmity against India, not on account of it being a Hindu-majority state but merely because India reneged on its promise to us that we would be allowed to decide our own future," he said.

"I have repeatedly criticised groups which spread hatred against India. I have asked Jehadi groups not to resort to emotional slogans such as `Crush India’ as they are neither realistic nor do they reflect the spirit of Islam," Geelani, who is known to be a hardliner, said in an interview to a Karachi-based magazine `Newsline’.

"We want India and its people to prosper and to do justice to the oppressed people of Jammu and Kashmir," he added.

He said he "often asked the Mujahideen (militants) to remember that their goal is the setting up of an Islamic state and social order where peace, justice and equality prevail for all, irrespective of religion."

Asked about the question mark on the Hurriyat being the "sole representative" body of the Kashmiris, the pro-Pakistan Jamaat leader said "we are ready to be tested. But let India first declare Kashmir a `disputed territory’. This would be a beginning towards the resolution of the problem."

Geelani, a staunch supporter of merger of Jammu and Kashmir with Pakistan, also said if the people of the State favoured to remain with India, he would "go by that verdict. At least give them a chance to decide," he added.

On the Centre’s offer of talks, the Hurriyat Executive Council member said the conglomerate of 23 separatist organisations had rejected it as "they (Government) are not ready for any meaningful negotiations."

"Whenever, they (Government) speak of dialogue, it is with an aim to hoodwink their countrymen and world opinion. They want to talk only to conclude an agreement within the Indian constitution," he said.

He also dubbed the just-withdrawn six-month-long ceasefire as "just a ploy".

On the resolution of the Kashmir issue, anything emerging from tripartite talks involving India, Pakistan and representatives of Jammu and Kashmir would be "acceptable to us."

Geelani said the attitude of Pakistan’s military regime was "very positive" and "realistic" but added that during the last 50 years, "the weak policies and parasitic character of successive Pakistani Governments have reduced the Kashmir issue from an international one to a border dispute."

The hardline Jamaat leader also criticised the Taliban regime of Afghanistan for imposing restrictions on women. "I seriously differ with them (Taliban) on the issue of women’s education," he said, adding "whether you educate your sons or not, I believe it is necessary to educate your daughters and sisters to build a healthy society."

Top militants Talibani, Masood killed in Rajouri

RAJOURI, June 10: Romeo Force and police today killed two more foreign mercenaries in Surankot and Kalakot tehsil in two separate encounters. Both slain ultras hailed from Pakistan and one of them has been identified as Mohd Altaf Talibani.

Defence sources said troops of Romeo Force assisted by Surankot police launched a search operation in Lassana village of Surankot in the wee hours of this morning after developing an information regarding militants movement.

In the encounter that followed, army soldiers gunned down a group leader of the militants, who was later identified as Chowdhary Mohd Islam alias Mohd Altaf Talibani, a ‘divisional commander’ of Harkat-ul-Mujahideen (HuM) outfit for Surankot.

Two associates of Talibani managed to escape from the scene of encounter and disappeared in a forest area. Romeo Force and police personnel continued a hunt for the absconding militants but they remained untraced.

An identity card recovered from Chowdhary Mohd Islam established his identity. One AK-56 rifle, two magazines, 56 rounds and a sophisticated mobile telephone were recovered from the possession of Islam.

No casualty was reported on army side in the operation.

Killing of Talibani was a big boost for Romeo Force, which had eliminated 65 militants in last one month including several hardcore ultras from Pakistan and Afghanistan.

Another operation was carried out by the jawans of 136 battalion of Border Security Force (BSF)in village Sadah, about seven kilometers north east of Kalakot tehsil this morning.

A total of four militants were encountered by the BSF jawans, who too were part of Romeo Force, at 0800 hours. A heavy exchange of gun-fight continued between militants and security forces for over two hours.

In the cross-firing, a hardcore Pakistani militant was shot dead by security personnel. He has been identified as Ghulam Ahmed Abbasi alias Masood, a resident of Aptabad, Pakistan. He was an activist of Hizbul Mujahideen outfit.

Recovery made from the possession of Masood included one AK-56 rifle, two magazines, 61 rounds, three hand grenades, two Under Barrel Grenade Launcher (UBGL) and six time pencil cells.

Sources said two other militants escaped during the encounter and couldn’t be traced despite over two hour long searches.

Reports of autonomy formula on Kashmir a US idea: Pak

ISLAMABAD, June 10: Pakistan today said reports in American media that military ruler Gen. Pervez Musharraf is considering to put forward a proposal to grant some degree of autonomy to Kashmir during the coming Indo-Pak summit was an idea floated by the US administration and was not the stand of Islamabad.

Reacting to yesterday’s Washington Times report stating that Pakistan may propose an autonomy formula during the proposed Musharraf-Vajpayee summit, Pakistan’s defence spokesman Maj. Gen. Rashid Querishi told PTI that the autonomy idea essentially appeared to be that of the US Government.

"It appears that the newspaper is quoting the US sources. This is not the position of the Government of Pakistan and I am not aware of such an idea being discussed at any level of our Government," Maj. Gen. Querishi, also press advisor to Gen Musharraf, said.

To a question whether Pakistan favoured such an idea, he said "our point of view is that the start of a new peace process will be the first step towards peaceful resolution of the long-standing problem.

"It is counter-productive to talk about solutions even before the talks began. Sometimes the talks could get stalled if we go too much into the issues even before the commencement of a dialogue."

Maj Gen Querishi said Musharraf had consistently stressed the need for a dialogue as a first step. "Gen Musharraf always maintains that talks are a first step and a solution can be found if both the parties demonstrate sincerity and genuine desire for peace," he said.

On reports about Corps Commanders’ meeting extending full support to Gen Musharraf’s decision to go to New Delhi, he said the issue figured during the meeting but was not discussed in detail.

"Little was discussed on this subject in the meeting," he said adding a detailed agenda and the structure of talks would be discussed by the cabinet shortly.

The Commanders’ meeting devoted most of the time in discussing military and domestic affairs, Maj. Gen. Querishi said.

Asked about the "wild" reactions from religious parties and militant groups to the June 5th address of Gen Musharraf at a religious conference here in which he asked the clerics to stop making irresponsible statements like hoisting Islamic flag at Red Fort in New Delhi, Gen Querishi said the Government has taken note of the statements.

He said some of the groups however misunderstood the context in which Musharraf made the comments. "Gen Pervez is speaking about the universal truth and against religious intolerance and sectarian violence. He was not targeting a particular group or a party. If any one claims the right to divide the society on sectarian lines and walk into mosques and kill people with impunity, it is unacceptable," he said.

Replying to a question whether Musharraf planned to meet leaders of the religious and terrorist groups to discuss the issues raised by him as well as his forthcoming visit to India, Querishi said he was not aware of any such proposal. (PTI)

Delhi-Lahore bus service being upgraded

NEW DELHI, June 10: Encouraged by the stupendous response to the Delhi-Lahore bus service, the Delhi Government has decided to increase the frequency of the over two-year-old ‘India-Pakistan friendship transport’ facility from August one.

The service will also be upgraded to provide maximum luxury to the passengers. The travel will, however, become a bit costlier from August as the fare has been proposed to be increased from the present Rs 800 to Rs 1000 (including the cost of meals to be served during the journey) per passenger.

Delhi Transport Minister Parvez Hashmi told UNI today that the number of buses run by the Delhi Transport Corporation (DTC) on the route will be increased from two to four from August one, if every thing went as per schedule. Simultaneously, the Pakistan Tourism Development Corporation (PTDC) has also decided to enhance their frequency to four buses.

Instead of running one bus on Tuesdays, Fridays (from India), Wednesdays and Saturdays (from Pakistan), it will be two buses plying on the route on the same days from August one. The clearance of the Ministry of External Affairs for increasing the frequency of the service has also been obtained, the Transport Minister said.

"We decided to run two buses on the existing days instead of spreading them out on different days in view of the need to provide adequate security to the service," Mr Hashmi explained.

The DTC has promised a luxurious journey to the passengers and orders are being placed for buses having stronger air-conditioner, more comfortable seats, hi-tech video and channel music with earphones and a mobile STD-ISD phone facility.

The minister said though in principle all details have been worked out and a decision has been taken, a formal agreement will be signed during the visit of a transport delegation from Pakistan at the end of this month or early next month.

The arrival of the transport delegation may also coincide with the proposed visit of Chief Executive Officer of Pakistan Gen. Parvez Musharraf, if he decides to come in the beginning of July.

The Delhi-Lahore bus service was started, despite largescale protest, on March 16, 1999 after the historic visit of Prime Minister Atal Behari Vajpayee to Pakistan. Many time, questions were raised about its longivity in view of the ‘not so great’ relations between the two countries of late, but the demand for the service kept soaring.

The bus service, which offered an economical cost of travel, turn out be a major success with bookings running weeks in advance. It was keeping this in the mind that the Pakistani side had proposed an increase in the frequency of the service.

"The Pakistani side had been pressing for an increase in the frequency of the service. But it took us sometime to take a decision," Mr Hashmi said.

The DTC had requested to increase the fare by Rs four hundred from the present Rs 800, but the Government felt that Rs 1000 was reasonable fare for the journey. The fare in Pakistani currency is also proposed to be hiked from the present Rs 950 to Rs 1150 by PTDC.

The minister stated that it has been decided that the two buses being currently run by the DTC will be replaced by four brand new luxury coaches, to be manufactured by auto giant Ashok Leyland who supplied the ‘friendship buses’. Orders for the buses is likely to be placed within this week.

"It was decided to place the orders for the new buses with Ashok Leyland as their buses did not report any breakdown during the past more than two years," he said.

The expenditure finance committee of the Delhi Government has already sanctioned the funds for the procurement of the four air-conditioned deluxe buses.

Soon after the launching of the service in March 1999, demands were made for its discontinuation. Shiv Sena even went to the extent of attacking the bus on its way to Delhi to disrupt the smooth run of the service. However, a determined Government stuck to its decision to continue with the service.

Several decisions like cutting all cricketing ties with Pakistan were taken in view of the worsening of the relations between New Delhi and Islamabad following the Kargil war, but the bus service remained unaffected and continued unhindered. (UNI)

JKLF chief asks India, Pak to resolve Kashmir

ISLAMABAD, June 10: The Jammu and Kashmir Liberation Front (JKLF) chairman Amanullah Khan today said India and Pakistan should take steps conducive to solve the Kashmir issue.

"The Governments of Atal Bihari Vajpayee and Gen Pervez Musharraf and the political parties, the media and the intellectuals of India, Pakistan and Kashmir owe it to their respective people to take steps conducive to solve Kashmir issue," he said in a statement here.

The forthcoming Vajpayee-Musharraf summit would provide yet another opportunity to ensure a peaceful, respectable and prosperous future for Kashmir, Khan said.

A permanent solution to Kashmir issue can also ensure peace in the region and strengthen world peace, besides guaranteeing safe investments in India and Pakistan beneficial to both investors and the local populace, he added. (PTI)

Nepal probe panel given extension

KATHMANDU, June 10: The high-level committee, probing the June one killing of Nepal’s king Birendra and eight other royals was today given a four-day extension to gather more evidence, palace sources said.

The two-member committee, headed by Supreme Court Chief Justice K P Upadhyaya, was to have submitted its report today after a three-day probe.

The extension was given by new king Gyanendra to allow the panel to gather more evidence and complete its inquiry, the sources said.

During its investigations that began on Friday, a week after the palace massacre, the committee had visited the shooting site at Narayanhity palace and Birendra Military Hospital where the survivors are being treated, besides talking to royals, including queen Komal Rajya Lakshmi Devi and other eyewitnesses.

The committee has been armed with sweeping powers to examine royal witnesses and carry out ballistic tests of weapons used.

The committee has Speaker of Lower House Taranath Ranabhat as its other mentor.

The committee’s work was delayed following the resignation of leader of opposition Madhav Nepal from it, questioning constitutional procedures that led to its appointment by the new king following wide-spread violence by protestors demanding an impartial inquiry in the palace killings. (PTI)

Lone’s guard injured in attack

SRINAGAR, June 10: Late tonight, gunmen intruded into the house of the Hurriyat leader Abdul Gani Lone’s female guard in Machua outskirts of the capital city and left her wounded in the attack.

Informed sources told EXCELSIOR that unidentified gunmen

barged into the residence of lady SPO, Rafeeqa daughter of Ghulam Qadir Wani, at Machua (Bagh-e-Mehtab) at 10.15 p.m. and tried to kidnap her on gunpoint. She and her family members put up resistance and screamed for help. The intruders fired several shots and escaped in darkness.

Rafeeqa sustained three gunshot wounds while as her cousin Mehbooba, received a bullet in her right arm. Both of them were rushed to hospital.

SPO Rafeeqa is a guard at the senior Hurriyat leader Abdul Gani Lone’s Rawalpora residence. One lady constable, one SPO and eight policemen are posted at Mr Lone’s residence as guards.

Benazir to visit India before Indo-Pak summit

ISLAMABAD, June 10: Undeterred by the three-year sentence awarded to her by a court here yesterday for her failure to appear before it, former Pakistani Premier Benazir Bhutto is likely to visit India much before the forthcoming Indo-Pak summit between military ruler General Pervez Musharraf and Prime Minister Atal Bihari Vajpayee.

"Bhutto would continue her efforts to go to New Delhi much before Musharraf’s proposed summit," sources in Bhutto’s Pakistan People’s Party (PPP) said today.

"Efforts were on to work out an invitation as well as dates for Bhutto’s proposed visit to New Delhi at the earliest," they said.

"Despite sentence, there is no change in her plans to visit India," Bhutto’s media advisor Faratullah Babar said here today.

"If anything else, the sentence has redoubled her will to fight against the subversion of democracy," he said.

Earlier Bhutto was expected to visit New Delhi as a part of a Commonwealth Parliamentary delegation on a special invitation from Rajiv Gandhi Foundation.

It could, however, not be materialised, sources said. Bhutto, who won a major reprieve in April this year after the Supreme Court here struck down a five-year sentence against her and her husband Asif Ali Zardari in a corruption case, suffered a setback again yesterday when she was slapped with a three-year sentence for non-appearance in the court to respond to charges relating another case.

Bhutto, who has been living on a self-exile in London and the UAE, had earlier said Musharraf was the weakest Pakistani head of the state to visit India.

HM’s Tariq Group ultra shot dead in Bhaderwah

JAMMU, June 10: Bhaderwah police in Doda district today shot dead a front ranking Hizbul Mujahideen militant after a two hour long encounter at village Dalei Naal in Bhalla area under the jurisdiction of Doda police station.

Militant killed in the encounter has been identified as Shamim Ahmed Parray son of Sher Mohammad Parray, a resident of Pranu. He was affiliated with Tariq Group of Hizbul Mujahideen outfit.

Police sources said that Bhaderwah police headed by Additional SP K Samnotra had been carrying out a search operation in general area of Dedni since June 6 morning following reports that Parray alongwith his associates was moving there.

After days long searches, a Bhalla police post party headed by Police Post Incharge encountered the militants in Dalei Naal village at 1000 hours today.

Militants, numbering four, opened heavy firing on police party after taking positions along a nullah. Police party replied the firing.

Late this afternoon, police gunned down Shamim Ahmed, who was leading the group of militants. His three associates, however, managed to escape in a surrounding forest area. One 303 rifle with chargers and one grenade were recovered from the scene of encounter.

A rifle in the possession of Shamim Ahmed was also taken away by his fleeing associates.

Army jawans also reached the spot and resumed operation with the help of local police for three militants, who had escaped during the exchange of firing.

The operation was going on till the reports last came in but the militants remained untraced.

Meanwhile, body of the slain militant has been handed over to his family in Pranu after post-mortem.

Former PM not optimistic about Vajpayee-Musharraf talks’ outcome

NAGPUR, June 10: Former Prime Minister and Samajwadi Janata Party (SJP) president Chandra Shekhar is not optimistic about the outcome of the proposed talks between Prime Minister Atal Bihari Vajpayee and Pakistan’s Chief Executive Gen Pervez Musharraf in Delhi next month.

Talking to reporters here this evening, Mr Chandra Shekar said he was not against talks between India and Pakistan, but it was the Prime Minister himself who had said sometime ago that he would not talk to the military ruler.

What changed Mr Vajpayee’s mind, "I do not know", the former Prime Minister said adding that normally an agenda was announced by the Foreign Minister or Foreign Secretary or any other official. However, in this case no such thing had been announced.

The summit is to take place before the monsoon session of Parliament, but no firm dates have been announced.

Stating that nothing resulted from the talks between the Centre and the Hurriat leaders, Mr Chandra Shekhar said not much could be expected out of the proposed talks either.

Even otherwise, Union Home Minister L K Advani had been saying that immediate solutions were difficult to emerge out of the talks, Mr Chandra Shekhar said and added that Mr Advani, being a UUion Minister, would be in a better position to assess the outcome. Mr Chandrashekhar expressed fears that the country’s future was in danger in view of the policies of economic liberalisation being pursued by the Vajpayee Government.

He was critical of the disinvestment policy. Selling the country’s property to outsiders posed a threat to the country’s sovereignity, he cautioned.

Mr Chandra Shekhar said he would continue to oppose the present economic polices being pursued by the Government and would support anyone who took a stand in opposing it.

To a question on the forthcoming elections in Uttar Pradesh, the Samajwadi Janata Party president said he was willing to align with anyone who was willing, but would go alone if no one wanted.

He claimed the Bharatiya Janata Party (BJP) would not do well in the Uttar Pradesh assembly elections this time. It was the need of the hour for other parties, including the Congress, to come together, he added.

To another question on the third fronts revival and also the new morcha which is being talked of, Mr Chandrashekhar said it was for all parties to come together if a fight is to be given to the BJP.

Asked if it was proper for Ms Jayalalitha to become the Chief Minister of Tamil Nadu even after being convicted in a corruption case, Mr Chandra Shekhar said though she did not contest, the people of that State have given her party a majority and the legislature party has unanimously elected her the leader thus leaving no alternative to the Governor, but to invite her to form the Government. CBI to send a team to London to probe telecast rights case

NEW DELHI, June 10: Welcoming the support from International Cricket Council (ICC), CBI today said it would soon send a team to London to gather information from the world body on the cricket telecast rights case and other matters arising out of the match-fixing scandal.

"We would be soon sending a team to London and the support from ICC is important for us as some of its unknown officials have also be been named in two of the cases," CBI spokesman S M Khan told reporters here.

He said the agency was always in touch with the anti-corruption branch of ICC and looked forward to any support from them which was very crucial to the investigation into the telecast rights case.

CBI on November eight registered five cases against some Doordarshan officials for allegedly cheating the Prasar Bharti of crores of rupees in award of telecast rights for cricket matches.

The five cases relate to alleged bunglings in telecast rights for 1997 independence cup, ICC knock-out tournament in 1998 played in Dhaka and the World Cup in 1999.

CBI alleged that some officials of Doordarshan had entered into a criminal conspiracy with the Bangalore-based Worldtel and Delhi-based stracon India and dishonestly enhanced the bid for the telecast of the tournament.

Referring to the alleged nexus between betting syndicates and underworld, the spokesman said "we are still looking into whether there is any link between match-fixing syndicate and organised crime syndicate in the country and abroad."

Former Director of CBI R K Raghavan had sought help from other State police departments and central intelligence agencies in this matter.

The ICC report on match-fixing, unveiled in London on May 23, had voiced grave concern over corrupt practices in international cricket and pledged its support to CBI in probing the links between organised crime and match-fixers.

The CBI on May four last year registered a Prelimnary Enquiry (PE) on instruction from the Union Sports Ministry. The agency later submitted a 164-page report to the then Sports Minister S S Dhindsa on October 31.

The CBI hopes that the ICC’s efforts would lead to further probe into the role of nine foreign players, who were not investigated by the agency. (PTI)
