CHENNAI, June 8: Tamil Nadu Chief Minister J Jayalalitha has conveyed her best wishes to Prime Minister A B Vajpayee for a speedy recovery after his successful knee surgery yesterday.

3 gangsters killed in encounter

MUMBAI, June 8: Three gangsters belonging to the Chotta Rajan Gang were killed in a police encounter at Worli in Central Mumbai last night, and arms recovered.

On receiving information that the trio were to kill businessmen who refused to pay extortion money, police kept a watch.

On their arrival, the gangsters were asked to surrender, but fired at the police. In retaliatory action, the three sustained grievous injuries.

The criminals were rushed to the Poddar Hospital, where they were declared dead before admission.

Shivkumar alias Bappa Naidu (28), Rakesh alias Rakya Shinde (28) and Jagannath alias Jaggu Munde (26) were wanted for several serious offences.

Two country-made revolvers, one .32 bore revolver besides cartridges were recovered. (UNI)

Shahi Imam hails Musharraf’s remarks

NEW DELHI, June 8: The Shahi Imam of the historic Jama Masjid here today welcomed Pakistan Chief Executive Gen. Pervez Musharraf’s condemnation of "Jehadi" organisations’ anti-India statements and appealed to Prime Minister Atal Behari Vajpayee to check communal groups speaking against Pakistan and Indian Muslims.

Stating that violence created more violence and war was not the solution to any dispute, Shahi Imam Syed Ahmed Bukhari said the time had come for sincere and responsible persons in India and Pakistan to come forward and ponder honestly over how to take the sub-continent towards progress and prosperity.

The Shahi Imam, who met Gen. Musharraf in Islamabad last month, appealed to Prime Minister Vajpayee to check communal organisations which were always issuing statements against Pakistan and Indian Muslims.

Hailing the recent efforts to resolve the Kashmir problem, the Shahi Imam said these would succeed only if both sides adopted a flexible approach, keeping ground realities in mind.

Stating that Indian Muslims had a higher stake in the betterment of Indo-Pak relations, Syed Bukhari said the community welcomed any move for improving bilateral ties.

The Shahi Imam, along with Prof. Akhtarul Wassey. Dirctor, Zakir Hussain Institute of Islamic Studies, Jamila Milia Islamia and Mr Rahat Mahmood Choudhary, member, Maulana Azad Education Foundation, visited Pakistan last month to promote efforts towards durable peace and friendship in the sub-continent. Veteran Doon journalist recalls last four
days of Nehru’s life

DEHRA DUN, June 8: Nearly four decades after his death, old timers of Doon still remember late Prime Minister Jawaharlal Nehru’s parting visit to the lush valley.

"He was happy and pleased like a child he and Indira enjoyed the view of the Sahasradhara springs and the mountains beyond," writes Mr Raj Kanwar, a veteran journalist from the Valley, who met nehru during each of his visits to the Valley.

In a series of articles on the first Prime Minister of India, Kanwar has spoken in detail about Nehru and Indira Gandhi’s stay in the valley before and after independence.

The articles recently appeared in ‘Garhwal Post’, a leading english weekly in Uttaranchal.

He recalls how Nehru insisted on paying for his food on May 26, 1964, a day before his death, saying he was on a private visit.

When the District Magistrate stated that nehru was a ‘state guest’, the Prime Minister said, "Aap Ka Shukriya Aur Uttar Pradesh Sarkar Ka Shukriya " and paid the bills.

"Even on the last day of his life, he remained steadfast to his principles," writes Kanwar.

Indira accompanied her father during his last trip too. They visited the "Shasradhara" springs in the Valley. As the sun turned crimson, Nehru, pleased and relaxed with the excursion, returned to the circuit house, his favourite place in Doon, Kanwar writes.

Nehru visited his old friends in Doon during his last vacation. He met Sri Prakasa, former minister and Governor at Kothalgaon, eight miles uphill on the Doon-Mussoorie road. "Far from the madding crowds of Delhi and the nagging question, "after Nehru, who?" and political intrigues, Nehru felt at home and at peace in Doon," says Kanwar.

"Here, he partook of simple vegetarian meals, took leisurely walks on expansive lawns, sat under trees and occasionally read." Under the title "The last sunset", Kanwar has recorded Nehru’s last evening in Doon. It was 1715 hrs, Tuesday, may 26, 1964. At the cantonment polo grounds, Kanwar says, "Pandit Jawaharlal Nehru haltingly climbed the few steps of the helicopter ladder, his usual brisk gait missing. Indira Gandhi followed her Papu, very close as if she feared that Nehru might stumble. It was the end of his four-day trip to Dehra Dun for rest and recuperation after the stroke that he had suffered on the previous January eight at the Bhubaneswar AICC session."

Writing about his fellow-journalists in Doon, Kanwar says, "Though we met Nehru regularly, none of us abused his hospitality and kindness by seeking scoops. We were just content with having the privilege of his company and an occasional photograph".

Mrs Gandhi, he writes, began accompanying her father more frequently once Rajiv and Sanjay joined Welham Boys School, and later the Doon School. "She generally preferred to remain in the background unless some of us wished to see her specifically".

One of the articles titled "Jails were Nehru’s ‘Second home", Kanwar’s describes the times when Nehru stayed in Dehra Dun jail before independence.

The first time was in May 1934, when he was prisoner No 95. During his next sentence in 1940, he was prisoner No 1948.

The room where Nehru was imprisoned still looks like what it did then, Kanwar says. "It is sparsely furnished. The bed has a frame of iron rods and strips. There is a straight chair with arms and a small writing desk which Nehruji obviously used for his prolific writing work," he adds.

Kanwar also talks of Mr A P Dikshit, who was the District Magistrate in Dehra Dun for four years. Nehru visited Dehra Dun five times during Mr Dikshit’s tenure.

After independence, Nehru visited Dehra Dun frequently and the circuit house was his favourite resting place.

Today the circuit house is the Uttaranchal Raj Bhawan, where Governor S S Barnala stays. Photographs of Nehru and Indira Gandhi occupy the pride of place in the circuit house, evoking memories of the many holidays the two spent within its sevene environs. (UNI)

Opposition puts up Sivakumar as Speaker

PONDICHERRY, June 8: The opposition National Democratic Alliance in Pondicherry today announced the candidature of Mr V M C Sivakumar of the Dravida Munnetra Kazhagam for the post of Speaker in the 30-member House.

DMK convener R V Jankiraman, said here that the decision to field Mr Sivakumar, a former Speaker, as the NDA candidate was taken this morning at a meeting of the legislators of the alliance.

Puducherry Makkal Congress president K Lakshminarayanan proposed the name of Mr Sivakumar, while BJP state president A M Krishnamurthy seconded it, he told newspersons.

Mr Sivakumar later filed his nomination papers with the Assembly secretariat.

Mr Jankiraman, a former Chief Minister, said the legislators were not given their due respect during the 13-month tenure of the Congress party.

"This has prompted us (opposition) to field our own candidate," he pointed out.

Mr Jankiraman said the Congress-led Government here lacked majority as it came to power with the help of the AIADMK, which was an opponent to the former in the May 10 Assembly elections.

"Mr Sivakumar had functioned impartially during his tenure as Speaker. The opposition expects some conscious votes from the ruling side on the day of election," he added.

To a question Mr Jankiraman said contesting the Speaker’s election was the first step to effect a ministry change in the Union Territory.

AIADMK leader and former Chief Minister D Ramachandra, the ruling party’s candidate for the post of the Speaker, will file his nomination papers tomorrow after taking oath of an MLA.

The session of the legislative Assembly, which has 16 ruling party members and 12 opposition legislators besides two independents, will begin tomorrow.

The new members will take oath before the pro-tem Speaker A V Sreedharan.

The Speaker’s election is scheduled to be held on June 11.(UNI)

HC tells police not to arrest ex-Police chief till June 15

MUMBAI, June 8: The Mumbai High Court today directed police not to arrest until June 15 former Police Commissioner R D Tyagi against whom an FIR has been filed in a case pertaining to 1992-93 communal riots even as Maharashtra Government opposed his anticipatory bail plea.

Hearing Tyagi’s bail plea, Justice A B Palkar restrained police from arresting the former police chief until June 15 to enable the latter to file a rejoinder to state’s affidavit.

Tyagi had on June 2 moved the anticipatory bail petition. The state sought time to file an affidavit and assured that Tyagi would not be arrested until June 8.

Special Task Force filed an FIR on May 25 last against Tyagi and 16 policemen who resorted to firing in Suleman Usman Bakery here leading to the death of nine persons of a minority community during communal riots 8 years ago.

Tyagi, who was then Joint Commissioner of Police, is charged with issuing orders to his cops to open fire.

In an interesting turn of events, a relative of one of the victims of police firing today filed an application to oppose Tyagi’s bail plea saying that he should be allowed to intervene through his lawyer P A Sebastian.

Abdulla Abul Kasim said he was 12 years old when his father Maulana was allegedly shot dead by police in a Madrasa (religious school) near Suleman Bakery on January 9, 1993.

This is for the first time that the head of police force has been charged with murder of nine persons.

In the affidavit, the state has placed responsibility on Tyagi for police firing since he had gone to Suleman Bakery as the head of special operation squad.

Tyagi, who was the then Joint Police Commissioner, denied in his petition that had ordered the firing. Admitting to have gone with a squad to the area, he said he had waited outside while other policemen went inside the bakery.

Tyagi said he had learnt later that the squad had fired in self-defence after they heard shots coming from rooftop and saw armed men holding weapons hiding behind a water tank.

Tyagi has contended that his act was in discharge of constitutional authority of maintenance of public order.

The former Police Commissioner alleged that there were powerful lobbies pressurising the investigating agency to effect his arrest.

The Government affidavit, on the other hand, said there was ample evidence to show that Tyagi had taken control of the entire situation and that the operation was executed under his leadership.

The affidavit, prepared by senior counsel P R Vakil and affirmed by Assistant Commissioner of Police P N Sonavane, says that it is not a fit case to grant anticipatory bail in view of the nature and seriousness of the offence.

The state denied Tyagi’s contention that investigating agency wanted to malign the former police chief’s reputation by arresting him. If there was any such object, Tyagi would have been arrested long ago.

The affidavit further contended that delay of 9 years in lodging the FIR was no ground to grant anticipatory bail.(PTI)

SHG concept yet to benefit rural people of UP

LUCKNOW, June 8: With the Uttar Pradesh Government not declaring micro-credit a state policy, the innovative Self-Help Group (SHG) concept, introduced by the Centre, is yet to benefit the rural poor of the state.

The medium of SHGs has distinct advantages for both the rural populace and banks in terms of creating the habit of thrift which is the first step towards development, better credit management, lower transaction cost, good recovery and above all improving the outreach of the banking system.

The SHG scheme, a major step to strengthen the micro-credit system in the state, already lacks awareness at the field level while the weak financial position of the Non-Government Organisations (NGOs) prevents them from spending liberally for propagating the SHG concept.

According to an official report, there were 27,646 SHGs in the state till 1999-2000 while 20,000 such groups were to be linked in 2000-2001 and promoted by various agencies.

During 1999-2000, there were 14,096 groups linked with credit.

On the initiative of the National Bank for Agriculture and Rural Development (NABARD), the Regional Rural Banks (RRBs) promoted over 7000 groups during 1999-2000 and have committed to form about 12,600 groups during the current financial year.

Claiming that there is a vast scope of covering the larger sector of the rural poor through the SHG channel, the report said about 40 per cent rural populace could be termed as poor, comprising about 10 million families.

Assuming on an average 12 member per SHG, there is potential for formation of 8.3 lakh groups in the state or about 10,000 groups per district.

Presently there are only 400 SHGs on an average per district in the state.

Last five-year statistics show that in 1999-2000, remarkable work was done by linking 10,141 shgs in the state while the NABARD refinance during that period for the groups were to the tune of Rs 478.62 lakh. Loans from other financial sources amounted to Rs 688.30 lakh.

There were only 431 groups in 1995-96, 518 in 1996-97 and 389 in 1997-98. However, some success was made in 1998-99 when the tally rose to 1464.

The NABARD had already initiated several schemes to boost the shg concept with 100 per cent refinance support to banks at concessional rate of seven per cent interest, contribution of Rs 40 crore to the micro-credit development fund and grant assistance to NGOs for promotion and linkage of SHGs on a selective basis.

So far, the bank had sanctioned grant of Rs 43.96 lakh to 13 NGOs in the state for promotion and linkage to total 3170 groups.

However, the report said participation of cooperative banks in SHG linkage programme is yet to start and banks were not perceiving SHG financing as a long term business opportunity, leading to the failure of the concept.

As per the strategies to be adopted to make SHG a grand success, all banks have been asked to treat the scheme as an integral part of their regular banking business and concentrate on selected villages so that all the poor become part of the movement.

Besides, the banks have been asked to create a fund with a small corpus for meeting the expenditure on promotion of groups through NGOs and individual facilitators. (UNI)

Preliminary enquiry against Mascarenhas

NEW DELHI, June 8: CBI has registered a Preliminary Enquiry (PE) against suspended Managing Director of Air India Michael P Mascarenhas and others to probe into allegations of corruption and irregularities against them.

The PE was registered last night by the anti-corruption unit of the CBI after a request was received from the Ministry of Civil Aviation to probe the allegations, agency sources said here today.

Mascarenhas and another top official were suspended on May 23 by the Government on charges of corruption and irregularities. (PTI)
