We have read the statement of the President, J&K Motor Transport Companies Association, which has been published in many news papers on 03 Jun 2001, with great disappointmnet.

The AWWA does not believe in adopting a confrontationist approach in the matter. It is an NGO that looks after the interests of dependents of Army Personnel. However the intentions and the motives of the Transport Association are regrettable. The least that was expected from them was to regret the killings of innocent Army personnel and civilians by errant drivers of various transport companies. We know that the Transport Association is a powerful lobby and it exercises immense influence in the corridors that matter. However, the arrogance shown by the Transport Association is not going to solve the problem. The problem will be solved by correct understanding of the ground situation and adopting a co-operative & humane approach. The fact of the matter is that a Bypass, fully conforming to the standards of National highway, has been constructed by incurring a huge amount of the tax payer's money and the name is not being put to use due to reasons which we fail to understand.

For the monetary gains, innocent lives cannot be sacrificed and the problem has to be addressed in a pragmatic and effective manner in an atmosphere of give and take. Going on an agitation to stall implementation of a decision to use the Bypass, is no great feat. Agitations can be organised by any one in a democracy, but is it an act of responsible and wise citizens? If it comes to that, even AWWA can stage one - perhaps in a more efficient and effective manner. However, that is not the answer or intention neither it is a threat as the Transport Association has given to the State Government. It only shows that the Transport Association is obsessed with their money making business and they couldn't care less for the dead or the maimed. Whether they like it or not, the Bypass is a reality and its use will be for the good of one and all.

The AWWA sincerely awaits the day when the Bypass will be put to use so that, innocent lives are not lost due to greed and the devils behind the wheels.

Divert Traffic Via By pass-II

Kindly refer the news item with reference to Nagrota Bypass in your paper dated 22 Apr 2001 at page No. 5.

The Nagrota Bypass has been constructed as per approved specifications. The difference is the terrain under which the existing NH via Nagrota town are passing through. It is the initial hestitation to which truck owners have to overcome.

This road has got only two points where one way traffic will have to be resorted. One on the Bailey bridge LoC & other at Km 9,97 at village Panjgrain where Smt Jano Devi, the local resident has not vacated the land for want of land compensation. The finalisation of compensation is under consideration of the State Govt. One way traffic on Nagrota Bypass will ease concentration of traffic through Nagrota town. Use of Nagrota Bypass one way will reduce travel time. Reduction of congestion through Nagrota township will also reduce the noise and air pollution around Nagrota town.

GREF Authority has already paid Rupees 60 lacs for compensation of land to revenue authority in Mar 2000. It is their procedural delay which is a hinderance for land acquisition.

Plea to Chief Engineer, PHE

Sir,

This is in referene to our representation dated 11.5.2001 personally in the Office of Executive Engineer, PHE (Rural) and copy handed over to your kind honour, regarding the mismanagement and providing of number of connections from the supply line of Lane -P to the consumers of Lane - Q. It may be said here that the supply line of Lane Q is of same capacity as is available to the consumers of Lane - P.

The connections from Lane-P in violation of the norms of distribution system has resulted in acute shortage of water supply to the consumers of Lane-P recorded on two occasions in last week when the supply of water was provided after the break of 4-5 days in a week.

It is astonishing to note that despite your assurance that action will be taken and the connections provided will be shifted to Lane - Q from where they have been in operation from last 6-7 years, nothing has been done so far. As such, the consumers of Lane - P have been deprived of water in hot days of summer.

Despite assurances given by Mr Ali Mohd Sagar that the Kandoli pipe line will be connected to provide water to the inhabitants of Roop Nagar, Durga Nagar, Chinor and Bantalab area but no step has been taken in this regard.

The position of maintaining of water supply to the inhabitants has further deteriorated due to mismanagement and corrupt practices adopted by the field staff of PHE. Moreover, some influential people have been provided special connections as a result water shortage has hit the people terribly.

Therefore, we again request your kind honour to please come forward and have on the spot inspection and initiate action to be taken to provide water to the citizens in equal share so that the noble cause of concerned can be served under your efficient control.
