State BJP seeks dismissal of Farooq
Govt Excelsior Correspondent JAMMU, July 25: Demanding immediate dismissal of Farooq Abdullah Government and imposing Presidents rule in the Jammu and Kashmir State, Pradesh unit of BJP has alleged that withdrawal of security forces from MadwaDakshin area led to the massacre at Cherji where 12 innocent villagers were brutally killed. Addressing a press conference here today, Mr Daya Krishan Kotwal, state unit president of the Bharatiya Janata Party who recently visited Kishtwar area of Doda alongwith BJYM president Satish Sharma, Prof Nirmal Singh, general secretary and senior BJP leaderMr Kavinder Gupta, disclosed that the militants struck the village as there was no security force existing. Three Battalions of CRPF and two Battalions in this remote area were reportedly withdrawn in 1999. While Army was pulled up during Kargil conflict, CRPF Battalions were removed following approval from the Chief Minister, who is also head of the Unified Command. The BJP chief alleged that a deep rooted conspiracy has been hatched to encourage such incident with the clear intention to force minorities communities to flee to Jammu or other major towns of Jammu region. Such incidents have also been reported from Mahore, Budhal, parts of Doda and Poonch. He pointed out that unfortunately that 12 hour after the police post Incharge Ghulam Mohd Mattu was given information about the massacre by villagers during early morning of July 22, the police action commenced. There is no communication. He further criticised the District Administration for giving wrong information to the media regarding location of the village. He disclosed that it is about 25 kms away from Kishtwar. The road is motrable up to 20 kms and it is only about 5 kms onfoot journey. It is very unfortunate that incharge police post Mr Mattu when informed by two villagers about incident in the morning, allegedly abused them and dismissed their claim and made them to flee. SHO Kishtwar was enjoying Cricket tournament at Bhaderwah, DSP Operations was not in the area while, ASP was engaged in Operation near Chhatroo where four VDC men had been kidnapped. SSP Doda had proceeded on leave to Jammu. This was the sorrow state of affairs at the tehsil Headquarters. Dr Nirmal Singh who is also spokesman of the Party said that villagers had been tortured and killed in a barbaric action. The memory glands of the women had been chopped off and their private parts had been damaged badly with the rifle pipes. Similar was the fate of the male members, too. He disclosed that Home Minister Mr Advani had given directions to issue 500 rifles and 250 VDCs and SPOs to this area. In a telephonic talk Advani has also assured immediate deployment of forces to the area. The BJP leader demanded that Doda be handed over to Army as a large number of training camps have again started functioning in the higher reaches. More and more youth are being motivated by some motivated groups. Activists of an organisation Allahwalle are fully engaged in this activity and they are motivating to the parents of every family of a particular community to give their one son for training purpose. They also demanded that surrendered militants be disband immediately and the harassment of VDCs and SPOs by police be stopped immediately. The situation is worsening and the NC Government is not giving true information to the Centre. The state be brought under Central rule and NC government be dismissed. |

HC directives to Tourism Deptt Excelsior Correspondent JAMMU, July 25: In yet another judgment, Mr Justice T S Doabia of J&K High Court, Jammu Wing has directed the Tourism Department that for all intents and purposes, the Assistant Director Tourism would be deemed to be governed by Jammu and Kashmir Tourism Services Recruitment Rules 1970 and therefore he is entitled to other reliefs which are being given to persons holding the posts as held by the petitioner. This direction was passed by the court on a writ petition filed by Mr G M Kakpori, presently working as Deputy Director in his own pay and grade seeking induction in KAS. While disposing of the writ petition, Mr Justice Doabia observed that the court is of the opinion that the stand taken by the respondents that the petitioner was first appointed as Tourist Officer under the rules and therefore, his appointment as Assistant Director Tourism is not in accordance with the law is not correct. There was a proposal to regularise the services of certain incumbents who came to be appointed by the Ladakh Affairs Department and once a view was taken to regularise their services, then the lacuna pointed in the objections would be of no consequence. Therefore for all intents and purposes the petitioner would be deemed to be governed by the Jammu and Kashmir Service Recruitment rules and therefore he would become entitled to other reliefs which are being given to the persons holding the posts as held by the petitioner on the establishment of the Tourism Department. Mr Justice Doabia further observed that as regards to the prayer of Sr Advocates P S Dutta appearing for the petitioner regarding a uniform scale, it be seen that the stand of the state is that a proposal has been sent to the General Administration Department. This Department would accordingly take notice of the proposal and would take decision within a period of three months. He also issued directives that the state would take steps to remove the anomaly pointed out by the Tourism Department. |
