Various steps initiated to make CET fool proof: Qadri Excelsior Correspondent JAMMU, July 21: In order to make this years Common Entrance Test (CET) more fool proof and transparent, the Competent Authority Entrance Examinations (CAEE), the autonomous body for conducting the examinations for various professional courses including MBBS, BDS, B E etc has initiated a number of steps. This was disclosed by Prof. M Y Qadri, Chairman Competent Authority Entrance Examinations (CAEE) while talking to Excelsior here today. He said these examinations which started simultaneously at Jammu and Srinagar today will be conducted tomorrow also. Prof Qadri who personally visited Jammu to over see these examinations conducted at 59 centers in the City today said these steps have been initiated so that the students will have more confidence in CAEE and there is no complaint from any where in the system. He said the centers at Jammu have been housed in nine educational institutions while the 78 centres at Srinagar have been housed in 10 educational institutions. He said for the first time CAEE has introduced the carbonless copy for the test this year and whatever the students will write on it will be on the carbonless copy also. This way in case an answer sheet of a candidate is lost we can have the record with us. He said the questions are objective type and the candidates have to encircle the right answer on the answer sheet which will be reflected on the carbonless copy as well and that will remain as a record with us. He said some officers from Jammu region have been deputed in Srinagar while the officers from Kashmir have been deputed in Jammu for supervising the examinations so that there is no allegation of any bias or discrimination later on. He said 26 supervisors and 10 chief supervisors from Jammu have been deputed in Srinagar and likewise same number of supervisors and chief supervisors from Srinagar have been deputed in Jammu for making the examination system more transparent. Among the 139 supervisors 72 have been exchanged, he added. Besides the Government has also deputed 20 observers for inspecting the examinations, 10 each for Srinagar and Jammu, he said. Prof Qadri said Dr N D Wani Secretary, CAEE will look after the centres at Jammu while Prof. B S Jaswal will look after at Srinagar centres. He said despite the Jammu bandh the test was conducted smoothly today at all the centres and there was hundred per cent attendance. He said a total number of 12, 368 candidates are appearing in the CET this year, out of them about 6,000 are appearing in Jammu centres while 6,505 in Srinagar. The Chairman who along with Dr Wani made a whirlwind inspection of all the centres here today said the CAEE has made all arrangements for the smooth conduct of the test and convenience of the supervisory staff at Srinagar and Jammu. He also inquired from the candidates and the supervisory staff about the arrangements. He said all the arrangements of boarding and lodging for the supervisory staff have been made and the supervisors at Jammu have been accommodated at Circuit House while the staff deputed at Srinagar has been accommodated in house boats. Prof Qadri who left for Srinagar this afternoon will also inspect the examination centres there tomorrow along with Prof Jaswal. The another major step taken for the convenience of the students especially of far-flung areas, Prof Qadri said, the CAEE had assigned the job of forms for the CET to J&K Bank and this way the candidates from far flung areas of Poonch, Rajouri, Doda and Kupwara districts got these forms easily from the concerned Bank branches. Previously these candidates had to visit either Jammu or Srinagar to seek the forms, he added. |
Labour Comm inspects ESI dispensaries, hospital Excelsior Correspondent JAMMU, July 21: Mr P L Raina, Commissioner-cum-Secretary Labour and Employment accompanied by Deputy Labour Commissioner Jammu and Deputy Provident Fund Commissioner Jammu, conducted surprise inspections of ESI dispensaries located at Bari Brahmana, Industrial Estates and Bakshi Nagar, Jammu. As per a release the incharge Medical Officers alongwith their staff were found present in all the three dispensaries. During inspection it was revealed that there are 10162 registered IPs with ESI dispensary Bari Brahmana and that the dispensary has attended 23692 OPD cases during the last year and from April 2001 till date 7243 patients have been treated as OPD cases. In addition 375 IPs have been reimbursed during the last year against the financial implication of Rs 1,65,984 and that from April till date 22 cases have been reimbursed against an amount of Rs 13,119. The dispensary has requisitioned the services of Paediatrician and Gynaecologist also. While inspecting the ESI dispensary at Industrial Estates Digiana it was revealed that 9967 IPs alongwith their dependents have been treated as OPD cases from April 2000 to March 2001. Regarding ESI dispensary Bakshi Nagar, Commissioner-cum-Secretary to Government was informed that there are 3259 IPs registered with the dispensary. The dispensary has treated 5295 IPs alongwith their family members and has attended 1054 patients from April 2001 to June 2001 including 522 IPs. The ESI Hospital being constructed at Bari Brahmana was also inspected. The Commissioner-cum-Secretary observed that the construction work of the hospital has to be expedited in order to complete the project within the record time. The Commissioner-cum-Secretary advised the IMOs to devote full time for the services of the working class and to work with full dedication in order to come to the expectations of the working people. |

buses subjected to checking Excelsior Correspondent JAMMU, July 21: Mr Z M Samnani, Assistant Regional Transport Officer Jammu, holding additional charge of Rajouri and Poonch districts, alongwith S Atam Dev Singh, Motor Vehicle Inspector conducted three days extensive tour of Rajouri and Poonch districts to assess and redress transport related problems of the masses. As per a release many routes including of remote areas were surveyed for making adequate transport arrangements. Enroute various vehicles were subjected to checking and 12 vehicles were found operating in violation of MVA out of which 3 vehicles were compounded on spot and an amount of Rs 500 realised as fine. Nine vehicles were challaned and their documents seized as the concerned operators could not pay the prescribed fine on the spot. It was for the first time that the passenger buses owned by State Road Transport Corporation were also subjected to checking and 59 passengers were found travelling in these buses without tickets, thereby causing huge loss to the state exchequer. The ARTO warned the conductors of these buses to desist from this practice in future failing which they will have to face dire consequences under rules. For checking SRTC buses the ARTO Mr Samnani has taken a lead and shown other ARTOs to follow suit so that state exchequer was not put to loss. The ARTO also attended the District Transport Authority meeting on July 19 at Poonch, which was presided over by District development Commissioner Poonch Mr Aijaz Iqbal, District Transport Authority. Administrator Poonch Municipality and MVI Atam Dev Singh were also present. In the meeting 22 cases were approved for grant of route permits in respect of different type of vehicles which included 10 Mini buses (Tata-407) for Poonch district, five Tata Sumos for plying on all J&K roads, two Tempo Travellers for All J&K routes, one Contessa Classic for all J&K roads, one Tata-709 Mini Truck for All J&K roads, one Passenger bus for Jammu-Poonch area, two auto-rickshaws for plying in Poonch city. The Deputy Commissioner made a minor change in the route of one mini bus. Matters regarding charging of excess fares and inadequate bus services on some routes were also discussed. ARTO assured the Deputy Commissioner that he will personally do the needful in this regard on priority. |
Nengroo inaugurates food store at Jourian Excelsior Correspondent Jammu, July 21: The Minister of State for Food and Supplies, Mr. B.A.Nengroo inaugurated a food store at border village Jourian about 50 kms from Jammu today. The store with capacity of 100 metric tons has been constructed with an estimated cost of Rs.13.75 lakh by PWD. Speaking on the occasion, the Minister said that the State Government headed by Dr.Farooq Abdullah is committed to ameliorate the lot of poor and down trodden people living in border, hilly, backward and inaccessible areas of the State. He said that with the construction of this store a population of 40,000 residing in adjoining villages will be benefitted. Referring to the historic background of Sher-e-Kashmir Sheikh Mohammad Abdullah, Mr. Nengroo said that Sheikh Sahib had rejected the two nation theory promulgated by Mohd. Ali Jinnah and resolved to stay with India. He said that this decision has enabled us to enjoy the benefits of secularism, socialism and democracy. The Minister called upon the people to cooperate the Government in further strengthening the bonds of fraternity, peace and brotherhood. Earlier, the Minister visited HP Gas Plant at Bari-Brahmana and took stock of various facilities being provided to the consumers by the Agency. The Minister was apprised by Regional Manager, Hindustan Petroleum Corporation, Mr. R.N. Mathur that the Gas Plant is spread over an area of 32 acres at Bari Brahmana. The initial capacity of the plant was to fill 3500 cylinders per day. The capacity has been increased to fill 8000 cylinders per day at present. The agency has set up another modernised plant at Pampore on national Highway with increased filling capability, keeping the vision for future LPG demand arising in the State. Cultural integration programme at Leh Excelsior Correspondent LEH, July 21: A cultural integration programme Sadbhavana school meet was organised at Karu by the Infantry Division today. The programme was inaugurated by Lt Gen Arjun Ray. About 150 students drawn from a dozen schools participated in this meet. A large number of prominent persons of the area Army and Civil officers were also present on the occasion. Infact, it was the culmination of the "Festival of Schools " held at various levels. This inter school meet was organised for the first time in the Ladakh region. The participation and the enthusiasm displayed by the children from different Sadbhavana schools of Ladakh was extremely encouraging. The events encompassed on the spot painting contest, quiz competition, group song and group dance competitions. The event was a great success and culminated with the prize distribution ceremony. The prizes were distributed by Lt Gen Arjun Ray. The function left a remarkable impression on the fertile minds of the young students as they got an exposure which was first of its kind. The function achieved its two fold objectives of encouraging spirit of competition and strengthen the bonds between the army and people. |

Formation of new body Excelsior Correspondent JAMMU, July 21: Bar Association Jammu today issued show cause notice to its members for forming parallel body and nominating the members to adhoc body of High Court Bar Association. The show cause notices were served upon former Advocate General U K Jalali, senior Advocates S S Lehar and S K Shukla and advocates Ajay Sharma ands W S Nargal for their " anti-party activities". In an emergent meeting of the Bar Association Jammu held under the chairmanship of D S Saini, " serious concern" was expressed over the formation of the adhoc body of High Court Bar Association. It was asserted that some vested interests were bent upon to divide Bar Association Jammu. The meeting further criticised the State Government for creating a wedge amongst the lawyers of Jammu "who have always raised voice against the discrimination with Jammu people". These lawyers, upon whom show cause notices have been served, have been charged with " sabotaging and opposing" the 76 day long strike which was launched by the Association in protest against the setting up of the Circuit Courts in Jammu region. These lawyers have been asked to clarify their stand within a period of two days, failing which " disciplinary action" will be taken against them. The Bar Association Jammu, it may be mentioned here, has already expelled two members from the primary membership who had dared to oppose the policies and the leadership of the present president of the Bar. The expelled members included A K Sawhney and A S Khera. |
Fine imposed on unregistered hotels, guest houses Excelsior Correspondent UDHAMPUR, July 21: A fine of Rs 54,000 was imposed on the unregistered hotels, guest houses and travel agencies in Katra town under Tourist Trade Act. The Tourist Officer, Katra Mr R S Jamwal along with Tourism Police party conducted surprise checking of the area from Asia Hotel to Bus Stand and on Panthal Road and found 18 guest houses and travel agencies unregistered with the Tourism Department, Katra besides some discrepancies in the record. He also investigated some complaints against some guest houses regarding lack of facilities. The fine was recovered on the spot and owner and proprietors of the establishments were asked to immediately register their units with Tourism Department, Katra which is compulsory under the Tourism Trade Act and also maintain their records properly. |

murder case Excelsior Correspondent JAMMU, July 21: The main accused of murder of Dr U C Gupta and his wife Mrs Kamla Gupta in Trikuta Nagar on July 8 has disclosed that he brutally murdered the old couple only to take revenge of humiliation which he faced from the couple in front of the customers thrice. The main accused of the double murder, Naresh Singh, who alongwith co-accused, Sanjay Singh, were paraded before the media-persons this evening claimed that it was only hurting his ego which forced him to brutally kill the old couple . "I was humiliated by Dr Gupta and his wife thrice infront of the customers before that fateful day", he said, adding due to the behaviour of old couple he had also faced embarrassment from customers a number of times. "They always used to humiliate me by saying that I was not bringing customers of their choice", Naresh said, adding " plan to murder them was not pre-planned and it was instant the day I made up my mind to eliminate them". Recalling sequence of events that led to the double murder, Naresh said that on July 8 he left his residence in Kunjwani Talab and reached the Satwari Chowk from where he straighway went to Airport road and managed to get sharp-edged weapon. After meeting Sanjay, his real cousin, Naresh prepared him for visiting Trikuta Nagar by saying that he had to collect some money from a client. "At Bikram Chowk, I and Sanjay consumed liquor which I had bought from Airport Road and then we boarded the mini-bus for Trikuta Nagar", he said, adding on reaching the house of Dr U C Gupta, they were told by the couple to visit their house in the evening. From there, they reached Shastri Nagar and again toxicated themselves with liquor. Around 2.30 to 3.00 pm they again visited the residence of Dr Gupta. Seeing that both (accused and co-accused) were under the influence of heavy liquor, Dr Gupta asked them to leave their house and himself went to his bedroom. "Instead of leaving the house I brought out the sharp-edged weapon and inflicted serious injuries to Mrs Kamla Gupta on her head", Naresh said, adding after that I went to the room of Dr Gupta and killed him brutally before he could raise an alarm. Naresh further disclosed that after the murder of the old couple he opened the cupboard and threw the articles in pell mell so that police could suspect that the murder might have been executed by some thieves. According to Naresh, after committing the gruesome murder,the duo went to their respective homes. "I remained in my house before police took me for questioning", he said, adding all what happened was his handiwork and Sanjay had no hand in it though he was witness to his brutal act. Earlier, Shamsher Singh Parihar, SHO Trikuta Nagar police station disclosed how police gathered clues and reached to the conclusion that Naresh was the main accused. The SHO said that during sustained interrogation of accused he came to know that the accused was actually a " God fearing" . He took the accused straightway to temple situated at Bagh-e-Bahu. "After having the darshan of Mata, Naresh confessed that he had committed the brutal murder of old couple", Parihar said. Dr S P Vaid, DIG Jammu-Kathua Range while talking to media-persons said that the accused did not have any criminal background and it seems that he had executed the murder under the influence of liquor. He appreciated the work done by the police team and advocated for suitably rewarding them. Though Police has claimed to solve the double murder of old couple in Trikuta Nagar, yet there remained many unanswered questions like how can a person having no criminal background could speak like a professional killer, and that could humiliation be the only reason to compel a person to commit such a gruesome murder, why Naresh was trying to save Sanjay while narrating the whole story before the media persons and how a criminal minded person confessed his crime when brought inside the temple?. Farooq condemns killings at Sheshnag Excelsior Correspondent Srinagar, July 21 - Chief Minister Dr. Farooq Abdullah today strongly condemned the killings at Sheshnag near Amarnath Shrine saying, that terrorist brutality has again smeared the blood of innocents to further their nefarious game plan. Expressing profound shock over this mornings incident, the Chief Minister said the inhuman act by ultras at a pious place only demonstrates the ruthlessness of those having no regard for human values, the people of Jammu and Kashmir, inheritors of glorious composite heritage, tolerance and peace, have ever rejected such brutality and are shocked over the carnage. He said while the majority Muslim community was extending all help and hospitality to pilgrims, which is evident from the killing of locals also in the incident, some elements chose to inflict a blot on their high tradition. "This is an open attach on Kashmiriyat", Dr. Abdullah added. He said the government and the people are determined to fight terrorism that has posed a grave threat to humanity and hoped the peace lovers around the world take cognizance of such acts of terrorism that unfortunately enjoys the support of a State. resolve to fight militancy Excelsior Correspondent Jammu, July 21: The J&K Chief Minister, Dr. Farooq Abdullah today expressed his Governments resolve to fight out militancy in the State sponsored and abetted by Pakistan as part of its grand plan to grab Kashmir. Addressing at the Attestation-cum-Passing out parade of Dy. SPs and Sub Inspectors trained at the Sher-i-Kashmir Police Training Academy, Udhampur today, Dr. Abdullah said that purpose of cross border terrorism is to demoralize the people and force them to surrender before it. The Chief Minister called upon the outgoing police officers to inculcate the spirit of courage and boldness as the most onerous responsibility lies on their shoulders to face challenges of militancy and law and order. He said whatever they have learnt during the course of their training would also be useful for them in other spheres of life. Dr. Abdullah advised the young officers to remain always impartial while rendering duties and said that it would be gross injustice to their uniform if they discriminate with people on considerations of religion, caste, creed and faith. Showering praise on the smart turn out of the parade, the Chief Minister congratulated the officers, Sub-Inspectors and their parents and prayed for their success and safety. He said the performance of the Academy should be such as to attract other states of the country to undergo training in this Institution. Referring to the demand of the Academy for 15 per cent of Basic Pay as incentive to the Instructors and staff and acquisition of 1000 kanals of land for the Academy, the Chief Minister said that he would shortly convene a high level meeting of concerned departments at Srinagar. The Minister for Home, Mr. Mushtaq Ahmed Lone also addressed the parade. He said that the Academy has come upto the expectations of late Sher-i-Kashmir, Sheikh Mohammad Abdullah who had founded this Academy in 1981. He lauded the multi-dimentional achievements of Academy. The Director General of Police, Mr. A.K. Suri exhorted upon the outgoing Police officers to translate into practice whatever they have learnt during their training and perform their duties with zeal, devotion and honesty. While giving a resume of the activities of the Academy, the Director of Police Training Academy, Sardar P.S. Gill revealed that 264 Sub Inspectors including five lady Sub-Inspectors and four Dy. SPs have been imparted training in various disciplines of law and order, besides training on management and human rights. He said during the past one year, the Academy has trained over 2000 policemen in various induction courses, professional skills, pre-promotion and specialised courses. Earlier, the Chief Minister inspected the parade and took salute at the march-past of contingents of outgoing trainees. National Anthem and Oath taking ceremony were also held. Slathia lays wreaths at mortial remains Excelsior Correspondent Srinagar, July 21: The Minister for Power, Mr. S. S. Slathia today laid wreaths on the mortial remains of the two police personnel who were killed in a bomb blast at Sheshnag on Amarnath pilgrimage route. Four dead bodies two each of the police personnels and civilians, were airlifted from Sheshnag to Srinagar in the airforce helicopter. Dead bodies including one Dy. Superitendent of Police, Mr. Parveen Kumar of Jammu and Assistant Sub-Inspector, Mr. Sakhi Akbar of Ganderbal in Srinagar when arrived, the contingents of state police reversed their guns and saluted the departed souls. The Governor, Mr. G. C. Saxena and a number of senior police and civil officers were present on the occasion. |
JKTUC demands COLA for employees Excelsior Correspondent JAMMU, July 21: The Jammu and Kashmir Trade Union Congress (JKTUC) today reminded the Chief Minister, Dr Farooq Abdullah of his commitment regarding granting of Cost of Living Allowance (COLA) to the employees. According to a press release, the JKTUC reminded that a deputation of the JKTUC under the chairmanship of senior Congress leader, Pt Mangat Ram Sharma met Chief Minister in the secretariat. In the meeting the Chief Minister had promised to grant COLA to the employees for the last three years. JKTUC reminded that Chief Minister has even announced the same on the floor of the House. JKTUC demanded that COLA should be given to the employees for the last three years. It was also demanded that pensionary benefits should be given to the public sector and private sector employees. JKTUC also demanded Time Bound Promotion, sanction of gratuity on enhanced rate of Rs 3.5 lac as per amendment in the Central Pay of Gratuity Act, implementation of SRO 43 provisions in the public sector employees as well withdrawal of latest cabinet decision announced vide order number 144-GAD February 2, 2001 thereby terming the services of daily wagers who have joined after March 31, 1994 and regularisation of daily wagers who have completed seven years of services. |

attack on Amarnath yatris Excelsior Correspondent JAMMU, July 21: Various social, religious and political organisations have condemned the killings of six innocent pilgrims and security personnel in a militants attack at Sheshnag enroute Shri Amarnathji shrine. Activists of Vishav Hindu Parishad in an emergency meeting held here today, strongly condemned the the bomb blast by militants in which several pilgrims were killed last night. They denounced the cowardly act of ultras. Such acts are sure to create communal tension and even riots at large scale in the country. They said that it the religious functions/ yatras of the Hindus were disrupted by the Muslims fundamentalist forces then they should also understand that such acts are sure to be reciprocated during Haj yatra. Condemning the dastardly act of militants at Sheshnag on the intervening night of July 20-21, Shiv Sena Thakre held the State Government responsible for failure to protect the lives of pilgrims. The activists of Sena in a meeting held here today expressed their concern and grief over the killings of innocent yatris. Dharam Parchar Mandal (J&K) unit members in an emergency meeting held here at Geeta Bhawan today strongly criticised the authorities for their failure to provide security to the Amarnath pilgrims. Mr Rajiv Mahajan who presided over the meeting alleged that despite threats from the militant outfits, the security system of the Government has been exposed. The killings of the innocent yatris exposes the security lapse and the state police chief and Chief Minister and the Home Minister should own the responsibility. Meanwhile, Kashmiri Pandit Sabha in a meeting held here today condemned the gruesome killings of Amarnath Yatris and the police personnel at Sheshnag. The meeting was presided over by Sabha president, Pt. T N Khosa. The members appealed the people of India to see the real face Pan-Islamic Jehad and Jehalat. Mr Khosa said peace initiative of Government will always be met with sword as long as Indian Government does not crush the backbone of militancy. Pakistan is a rouge state and it should be fought on its own terms. The Central and the State Governments should desist from putting the life of pilgrims at risk and grave danger. The members also prayed for the peace to the departed souls. Muslim Youth Federation in a statement issued here today also condemned the killings of Amarnath pilgrims and a blast at Sheshnag. While condemning the militant act, Shafiq-ul-Islam, chairman and working chief Shafqat Wani expressed deep anguish over the killings and termed these killings as an inhuman act. He demanded a judicial probe into the incident. Yuva Lok Jan Shakti state unit in a meeting held under the chairmanship of Sanjeev Manmotra condemned the killings of innocent pilgrims at Sheshnag camp enroute Shri Amarnath shrine. Yuva leader criticised the ineffectiveness on the part of State Government to protect the lives of innocent yatris and ensure safe conduct of yatra. Senior Congress leader Mr Raman Bhalla in a press statement issued condemned militants act in strong words and alleged that National Conference and NDA Government should own the responsibility of killings as they failed to ensure safe conduct of yatra. Janata Dal United state general secretary Mrs Mohnimohani also condemned the act of Pro-Pakistan LET militants outfit for the killings of innocent yatris at Sheshnag last night. She alleged that despite warnings by militant outfits, the security agencies have failed to protect the lives of pilgrims. She said Union Home Minister L K Advani, Chief Minister Dr Farooq Abdullah and state police chief Mr A K Suri should own the responsibility of this act. Such acts would certainly create communal tension in the country. The JD leader demanded a high level impartial probe into the matter. Dogra Brahman Pratinidhi Sabha has expressed deep shock and grief over the killings of innocent pilgrims at Sheshnag and DySP Parveen Kumar Sharma. A spokesman of the Sabha said that Mr Sharma was known for his bravery, nationalism, devotion to duty and discipline. He saved the lives of several other pilgrims by sacrificing his life along with his fellow securitymen. The spokesman said that Sabha feels proud that he laid down his life for his country and the countrymen. He also recalled the services of his brave police officer for the people of the state. It also condemned the Governments appeasing policy and maintained that militancy should be dealt with heavy hands. |
