Musharraf continues hardline stand

ISLAMABAD, July 20: Continuing his hardline approach, Pakistan President Pervez Musharraf insisted tonight that Jammu and Kashmir issue is central to the resolution of Indo-Pak problems and bluntly stated that there would be no forward movement in the peace process if India clung to its stand that the State was its integral part.

At a two-hour long press conference telecast live even by Indian networks and attended by a large number of Indian journalists, who had specially flown for the event, the military ruler blew hot and cold being lavish in his praise for Prime Minister Atal Bihari Vajpayee and at the same time maintaining with straight face there was indigenous "freedom struggle" in the State where 70,000 people have been killed.

Rejecting India’s stand that he was "unifocal, narrow and segmented" in his approach in Agra, Musharraf said he hoped to carry forward the peace process started in Agra which he said could be the basis for future engagement.

But on another occasion, he said he would not mind starting from any base — whether Simla Accord or Lahore Declaration — as long as Kashmir was addressed. However, he said, both the accords did not address Kashmir and that was why they did not move forward.

The press conference was a virtual repeat of his controversial breakfast meeting with Indian editors in Agra where he repeatedly emphasised that Kashmir was the root cause of conflicts between India and Pakistan and needed to be addressed first. Other issues could be taken up in tandem and simultaneously, he said.

Expressing the hope that Vajpayee and External Affairs Minister Jaswant Singh would visit Pakistan before the likely meeting between Vajpayee and him in New York, Musharraf said Kashmir is the focus of the problem. "Let’s get to the root and heart of the problem."

He said that twice he and Vajpayee were very close to an agreement during the summit. "We were so close and ended up so far. It saddened me."

Outlining a step by step approach for carrying forward the negotiation process, he said the first step was already taken by the Prime Minister by inviting him to Agra but they were now stuck at step two — recognition of Kashmir as dispute.

Musharraf said the third step could be an elimination process by which what was not acceptable in both countries could be avoided to be followed by the fourth step of a focus on some kind of a solution.

Asked what was the formula, he said it has to be worked out for which there was a need for a structure. However, he said he did not have any time-frame for this complex issue.

Maintaining that he returned empty handed from Agra, Musharraf said still he was not disappointed because there was tremendous goodwill and understanding generated. But more than that the resolve to carry forward the peace process was most encouraging.

"We have made a good beginning and resolved that the process will continue," he said adding "I want to close the chapter of hostility, suspicion and mistrust."

The President said vast majority of people on both sides wanted resolution of the problem and peace in the sub-continent except for extremists who could be ignored.

He made it clear that he had never said he would not discuss other issues but was prepared to discuss issues like Siachen, Sir Creek and nuclear restraint but there could be no movement on these unless the main problem was resolved.

Asked in the face of wide gap in perception between the two countries a solution could be found with national honour intact on both sides, he said "if by national honour we mean that Kashmir cannot be debated and discussed then we cannot move forward."

To a question about his ruling out a military solution to the Kashmir issue, he said "people cannot be supressed. We must learn lessons from history. There cannot be a military solution between India and Pakistan."

However, he said India and Pakistan are big, responsible and understanding countries and are capable of resolving their problems bilaterally.

Asking the people and media of the two countries to strengthen the hands of moderates, he said both Vajpayee and himself tried their best to reach a settlement and twice they had almost reached an agreement in Agra. The efforts must be carried forward, he added.

Expressing optimism about peace between the two countries in future, he said it would be possible if intentions of both countries are sincere.

To a question about preparations for future talks, he said India and Pakistan need to address the realities and hardly any preparations are required if there is a desire to resolve real issues.

"Preparations may be required if we want to juggle around instead of catching the bull by the horn," he said. (PTI)

BJP workers damage name stone of new Tawi Bridge

JAMMU, July 20: Police this evening arrested eight Bharatiya Janata Party (BJP) and Bharatiya Janata Yuva Morcha (BJYM) workers for smashing the name stone at newly constructed Tawi Bridge near Bagh-e-Bahu that is to be inaugurated by Chief Minister, Dr Farooq Abdullah tomorrow. All the arrested persons have been shifted to Bagh-e-Bahu Police Station.

Later the new name stone was installed by the authorities at its original place to avert the embarrassing situation tomorrow.

Earlier Police resorted to lathicharge on protesting (BJP) and (BJYM) demonstrators to foil their attempt to dismantle the name stone of the bridge when they took out a procession towards the Gujjar Nagar area.

Over 100 BJP and BJYM workers took out a procession in the city and marched towards the bridge to lodge their strong protest against naming it after the former Chief Minister of State, Sheikh Mohammed Abdullah. However, the demonstrators were not allowed to go ahead by the police which resulted into a scuffle between police and agitating Party men. The agitating workers also smashed the road indicators enroute to bridge.

As the agitating people were detrimental to go ahead and dismantle the name plate from the Bridge, the police resorted to lathicharge and took 20 party men into custody in order to foil their bid.

Later the Party workers reassembled in the evening and smashed the name stone.

Meanwhile, the security has been tightened round the Gujjar Nagar and other areas surroundings the bridge in view of the tomorrow’s bandh call given by the BJP and its sister organizations in protest against naming the bridge after former Chief Minister, Sheikh Mohammed Abdullah.

The bandh call for tomorrow has been given by the BJP and (BJYM) in a joint meeting held here today under the chairmanship of BJP state president Mr Daya Krishan Kotwal.

Mr Kotwal in an appeal has asked the masses to observe a total bandh tomorrow and boycott the Government function to be held in connection with inauguration of the bridge.

He warned the people of Jammu who will participate in tomorrow’s inauguration function that they will be declared as traitors.

Mr Kotwal in a signed statement today said the people have already named the bridge after Raja Bahulochan as Bahu Bridge and they will continue to call it by the same name and write it in their communication addresses.

The meeting expressed deep concern over the Government plans of naming the projects after the leaders from Valley who have always been termed as controversial in this region.

Meanwhile, the BJYM state chief, Mr Satish Sharma has announced to hold the parallel inauguration function of the bridge after the CM’s function is over. He said the bridge will be named after the Bahulochan and called as Bahu Bridge.

The leaders of different parities and legislatures of BJP have strongly opposed the naming of newly constructed bridge at River Tawi after Sheikh Mohammed Abdullah.

In a statement issued here today, BJP MLA from Gandhi Nagar, Ch. Piara Singh also condemned the lathicharge on BJP and BJYM workers who were protesting against the naming of the bridge after Sheikh Abdullah.

He demanded immediate release of the party men who have been arrested by the Police.

Ch. Piara Singh said the NC Government has named all the historical and prominent places either after Sher-e-Kashmir or other Party leaders from the Valley by ignoring the heros of Jammu.

He justified the protest and tomorrow’s bandh call given by his Party.

The Party MLA from Jammu East, Mr Ashok Khajuria has also expressed his concern over the naming of the bridge after Sheikh Mohammed Abdullah.

He while condemning the Police lathicharge on agitating BJP workers today said his Party will not tolerate the usurping of the rights of Jammu people by the Valley leaders and fight tooth and nail against it.

Prof. Virender Gupta, president Jammu Mukhti Morcha (JMM) has supported the tomorrow’s bandh call given by BJP.

He while criticising the Government for naming the bridge after Sheikh Mohammed Abdullah said the Morcha will not allow domination of Kashmiris and Kashmiriyat on the people of Jammu.

The BJP Beopar Cell, chief Mr Ashwani Bali has also supported tomorrow’s Jammu bandh call given by his Party.

Besides the Jammu bandh call has also been supported by the Nationalist Front leaders who took the serious exception of naming the new Tawi Bridge after Sheikh Mohammed Abdullah.

The Front in an appeal to people of Jammu in general, traders and transporters in particular has asked them to make the tomorrow’s bandh a complete success and give proof of their unity.

In a statement issued here today the Front said the sentiments of the people have been gravely hurt on this issue and they are determined to oppose it tooth and nail.

POONCH, July 20: Pakistan army opened heavy firing on Indian positions on the Line of Control (LoC) in Balnoi area of Mendhar sector killing three security personnel—two army and a BSF jawan this morning. Retaliatory firing by Indian side led to some casualties on Pakistan army but their exact number was not known.

Meanwhile, troops gunned down five foreign mercenaries in two encounters at Sabjian, Mandi and Surankot while the militants launched a major attack on SOG headquarters in Surankot late last night but failed to cause any casualty or damage.

Official sources said Pakistani troops opened heavy firing on two forward Indian pickets in Balnoi area of Mendhar sector this morning. Heavy firing coupled with grenade and rocket attacks was aimed at pushing trained militants into Indian territory.

Two security pickets, located close to the LoC, suffered extensive damage in Pakistan army’s firing. Two army and a BSF jawan Dinesh Kumar were killed in the firing.

Troops from their surrounding pickets replied the firing by enemy troops effectively and silenced their guns within half an hour. Sources said some casualties were also suspected on Pakistan side in retaliatory firing. Though the exact number of casualties on the other side couldn’t be ascertained it could be between three to five, they added. Some Pakistani bunkers were also damaged.

According to sources, Pakistan side tried to push two big group of foreign mercenaries under the cover of extensive firing but their attempt was foiled by army. Pakistan side used heavy fire arms and rockets in the attack.

Indian side has taken strong view of unprovoked firing by Pakistan on the LoC.

Meanwhile, a fierce encounter took place between army, police and militants in Sheela forest area of Sabjian in Mandi belt this evening. A hideout of six to seven militants was surrounded by troops and policemen and the ultras hiding inside were challenged.

Both sides traded heavy arms firing for more than two hours. Till late this evening when the reports last came in, troops had eliminated four foreign mercenaries without suffering any casualty on their side. Four AK-56 rifles and a huge quantity of ammunition and explosives have been recovered from the scene of encounter. One army jawan was also killed in the operation.

Two to three militants deserted the hideout and fled into a forest area. They were being chased by army in the forests. However, they remained untraced till late tonight.

Slain militants were activists of Hizbul Mujahideen outfit and were Pakistanis. Two of them have been identified as Fazal Hussain son of Jalal Din of Bagh, Muzaffarabad, PoK and Gaza alias Qasim of PoK.

Another foreign mercenary was eliminated by army in Surankot area late last night. He has been identified as Mohd Rafiq son of Nizam-ud-Din, a resident of Kojarwal, Pakistan. One AK-47 rifle, two magazines, 40 rounds and a pouch were recovered from the possession of Mohd Rafiq.

Rafiq was an activist of Hizbul Mujahideen’s Pir Panjal Regiment.

Militants lobbed a series of grenades on Special Operations Group (SOG) headquarters at Surankot last night. A couple of grenades fell close to the family quarters of SOG officials but exploded harmlessly.

SOG personnel took positions from their headquarters and opened firing aiming the direction of militants. However, the ultras managed to escape. In the morning, army and SOG jointly conducted searches in the area but the militants remained untraced.

‘America, Europe want Kashmir solution for their own reasons’
Hurriyat shall have to go democratic: Dr Thakur

SRINAGAR, July 20: The greatest advocate of Kashmir’s separation from India on international level, Dr Ayub Thakur, today said that Hurriyat Conference would have to establish its representative character by way of accommodating some Jammu and Ladakh leaders in its executive council. He said that the separatist conglomerate would also have to conduct its organisational elections, like the mainstream National Conference, in the "entire State under Indian occupation".

In a 60-minute telephonic interview to EXCELSIOR from London, president of World Kashmir Freedom Movement (WKFM), Dr Ayub Thakur, admitted that the separatist activists at international level were facing embarrassment over the disputed issue of Hurriyat’s representative character. He did not favour the suggestion of Hurriyat’s participation in the Government-managed elections but asserted that the separatist leadership would have to conduct its organisational elections, by way of a credible democratic exercise, throughout the "occupied" State of Jammu & Kashmir. "If NC and other pro-India parties can elect their Halqa presidents and Tehsil presidents, what’s wrong with Hurriyat?", he asked. Dr Thakur, however, clarified that the elections should be for choosing the office-bearers of the Hurriyat, not those of its constituent units.

Thakur regretted that Hurriyat leaders had been avoiding such a democratic exercise with the alibi that once elected and identified, its functionaries would be eliminated by security forces. He said that a political alliance, claiming to be representative of the people, could not project such excuses before the world community. He observed that NC and other pro-India parties in Kashmir were running the show with an argument that their leaders and functionaries had been chosen by people in democratic exercises. Thakur, living in self-exile since 1981, said that Dr Farooq Abdullah’s party was in existence and world recognition because of the fact that it had an established cadre in all parts of the State.

The WKFM chief pointed out that all the seven executive council members of the Hurriyat Conference were from four districts of Kashmir valley who, at best, could be accepted as the leaders of Kashmir province. He regretted that the top separatist leaders had always ignored their world pleaders’ suggestion that " some pro-movement activists" of Jammu and Ladakh provinces be also admitted in the Hurriyat executive council. Asked to identify such potential representatives, Dr Thakur nominated men like Sadullah Tantray, Mohammad Sharif Sartaj, Amir Mohmmad Shamsi and Ghulam Mohammad Mir. He claimed that these "pro-movement leaders" were enjoying considerable influence in Doda, Jammu, Rajouri and Poonch districts respectively.

With all its top leaders from Kashmir valley, Dr Thakur said that there were no takers to the assertion that Hurriyat was the real representative of the people of Kashmir, Jammu and Ladakh. Commenting that the Hurriyat Constitution was no God-sent scripture, Thakur stressed that the Hurriyat must be a broad-based alliance. He said that it was the Hurriyat’s worst tragedy that its constituent units were individually "vocal and assertive" but collectively defunct. "I’m at pain to note that there is unity of approach and one policy from top to bottom in all our enemy organisations", he said.

Dr Thakur disclosed that he and his fellow activists at international level were not pressing for Hurriyat’s inclusion in the Indo-Pak talks as a party for one-odd fact that there would be no consensus on one representative. "All the seven will rush and demand seven seats in the summit, making everybody laugh", he said. "I fail to understand what will happen to the movement if, God forbid, all the seven Hurriyat leaders are put in jail one day", he added.

Asked why the Hurriyat executive council should not accommodate leaders of "Azad Kashmir" and Pakistan-administered territories of the State, Dr Thakur said that the "freedom movement" was limited to "India-occupied Kashmir". He said such a possibility would reason only when "Government of Azad Jammu & Kashmir" would accommodate some Kashmiri Hurriyat leaders as Ministers. "I don’t subscribe to the theory that there is any freedom movement in Azad Kashmir", he clarified.

Dr Thakur said that he had suggested to the Hurriyat leaders to temporarily keep their respective units on backburner and emerge as a real conglomerate. He had also asked them to publicly own their contact with militants. But, there had been no response. "They have all necessary resources but they have never bothered to call us on telephone during the last 10 years. I had assured them that WKFM and Dr Ghulam Nabi Fai’s USA-based Kashmiri American Council would be dissolved and their offices in UK, USA and Canada would be turned into Hurriyat’s Kashmir Missions. But, none of them is prepared suspend one’s unit for the alliance", he said.

As regards the latest world perception vis-a-vis the Kashmir problem, Dr Thakur said that the West had its own reasons to defuse the nuclear crisis in the South Asia. "The West has no love lost for Kashmiris. It perceives Kashmir as a potential nuclear flashpoint and wants peace there for its own political and economic interests. America and Europe want Kashmir’s solution — be that in greater autonomy, turning LoC into International Border or, God forbid, Kashmir’s total merger into India", he said.

Dr Thakur, Kashmir’s first nuclear physicist who was sacked as a Lecturer in Kashmir University in 1981 and later worked with a Saudi Arabian university, however, ruled out the possibility of a war on Kashmir between India and Pakistan. Kargil, he said, had proved that India is militarily vulnerable and that it would never dare to cross the LoC. "India has always been expansionist. It crossed the IB in 1965. It sliced Pakistan in 1971. Had it been that unbridled and secure, it would have crossed LoC in 1999", Dr Thakur said and claimed that it was only Pakistan’s nuclear bomb which had been and would continue to be a deterrent.

Gunbattles in Tangmarg, Kupwara
8 militants killed in 4 Valley encounters

SRINAGAR, July 20: While as security forces today eliminated eight militants in four separate operations in Kashmir valley, unidentified gunmen shot dead a former militant at Kulgam in south Kashmir.

Having already killed 340 militants after withdrawal of ceasefire, from June 1 to July 19, security forces have eliminated at least 8 pro-Pakistan militants in Kashmir valley today. Official sources in north Kashmir told EXCELSIOR that on the basis of a specific information, troops of 7 JAK Rifles and SOG Tangmarg eliminated two militants of Harkat-ul-Mujahideen at Ratnipora village, in Tangmarg area, today. One of the militants killed in the gunbattle was identified as Gul Hassan alias Jaffar Jehadi R/o Defence Akhtar Colony, Karachi, Pakistan. Another’s diary was in the name of Abu Abbasi. Two AK-56 rifles, five rifle grenades and one UBGL were recovered from the site of encounter.

Sources said that a fierce encounter took place between troops of 4-Sikh Li and militants at Munasgam (Tootmari Gali), in Nowgam sector of Kupwara district. Three unidentified militants got killed. They were believed to be Pakistani nationals but their identities could not be ascertained immediately. Defence sources said that three militants died in an encounter near Lone Harray village in Kupwara district. However, reports from Kupwara said that there was only one such encounter in which three militants had been eliminated since last evening.

Another encounter took place between militants and troops of 12-Madras at Retgali, in Karnah sector of Kupwara district. Two unidentified militants got killed.

Yet another unidentified militant died during a gunbattle with troops of 8-Grenadiers in Sidhu forest area of Kalaroos in Kupwara district today.

Dead body of a 7-year-old girl, Amina D/o Sultan Mohammad Khan of Haihama was recovered today from Pandow forest area. She seemed to have been devoured by a beast.

Unconfirmed reports from Kupwara said that one Army officer got killed in an encounter between militants and security forces at Galiwali in Machhil sector today. Detailes were not available immediately.

Police and security forces spotted an IED at Bandipore bazar today. It was seized and detonated.

Reports from Kulgam said that this afternoon unidentified gunmen shot dead a released militant of Hizbul Mujahideen, Nazir Ahmed Rather S/o Abdul Qadoos Rather of Sangas, at Kulgam bus stand.

Heavy Pak firing in Kargil after two years of lull

SRINAGAR, July 20: Pakistani troops today resorted to shelling along the Line of Control (LoC) in Kargil sector ending over two years of lull in the border skirmishes in the area.

Official sources said the first barrage of shells from Pakistani side landed in Goma-Galu and Budgam mountain ridges around 5 am without causing any casualty.

The initial blasts were followed by intermittent shelling, they said, adding Indian troops retaliated to silence the Pakistani guns.

The unprovoked shelling by Pakistani troops mostly remained restrict

ed to mountain ridges away from civilian areas, but some of the shells landed in open areas in the periphery of Kargil town.

The intermittent shelling was continuing when last reports were received, the sources said.

Defence sources when contacted confirmed the shelling but said "it is a routine matter and there was no need

for panic."

"It might be an attempt of Pakistan to push armed intruders into Kargil after their earlier attempt was frustrated by Army on July two when troops shot dead two three heavily-armed infiltrators in Drass sector’’, they said.

However, the sources said the troops are on high alert and forward posts were asked to maintain a tight vigil. Patrolling has also been ordered to scuttle any attempt of militants to infiltrate into the State.

On July 11, four Army personnel were killed and nine others were injured when a powerful explosion took place in Mushkhoh Valley.

Although there was no report of any casualty or damage to property, artillery and mortar shells rocked the hilly border district for the whole day sparking panic among the residents of the Kargil town, the sources said.

They said as there was no let up in the shelling people abandoned their normal activities and remained indoors to avoid getting caught in the shelling.

The streets in Kargil town wore a deserted look as most of the shops remained closed after several shells exploded in the periphery of the town, the sources said.

Panic-stricken residents told PTI by phone that they heard the massive explosions since early today. "The shelling is intermittent at present but we fear it might escalate," Mohammad Hussain, a resident of Kargil said.

"We were apprehending that the guns will start booming again after the India-Pakistan summit breakdown’’, he said recollecting the trauma they faced during the Kargil war.

India outrightly rejects Musharraf’s claim

NEW DELHI, July 20: India tonight outrightly rejected as "totally not acceptable" Pakistan President Pervez Musharraf’s claim that Jammu and Kashmir was a "disputed territory" and asserted that the State is an integral part of the country.

Shortly after Musharraf’s press conference in Islamabad, External Affairs Minister Jaswant Singh told reporters outside Prime Minister’s Race Course residence "I take this opportunity to place clearly and categorically on record that (Pakistan’s claim) the State of J and K is a disputed territory is of course totally not acceptable to us. It is not a disputed territory. It is an integral part of India.’’ Singh, who held consultations with Prime Minister Atal Bihari Vajpayee, expressed New Delhi’s disappointment over Musharraf’s remarks on cross border terrorism.

"It is disappointing that in the face of daily killings of innocent men, women and children, terrorism encouraged and abetted from across the Line of Control and from across the borders is attempted to be explained away on some newly stretched arguments of legalism,’’ he said.

The Minister said "I believe that this press conference (of Musharraf) better explains and people can now judge for themselves why it became so difficult to arrive at an agreed document and conclude that document at the Agra summit."

Pakistan’s insistence that Kashmir be treated as a "core" issue had made it difficult for New Delhi to accept any such formulation.

"We continue to hold that the State of J and K is at the core of Indian nationhood," he said.

Singh contended that LoC is a treaty, documented and born of the Simla Agreement which contains a commitment by both India and Pakistan not to do anything to encourage any activity that disturbs peace or order in either of the countries. (PTI)

Shahi Imam opposes any attempt to divide India

NEW DELHI, July 20: Shahi Imam of Jama Masjid Syed Ahmed Bukhari today declared that any attempt to divide the country would be strongly resisted by the Muslims in India.

Speaking before the Friday prayers at Jama Masjid, the Shahi Imam asked the Hurriyat leaders not to create difficulties for the Muslims by demanding the division of the country. "The demands for division are made by the Hurriyat leaders in Kashmir, but the Muslims in other parts of India are made to face its consequences."

Dismissing the Lashkar and the Harkat-ul-Mujahideen’s threat against him, Syed Bukhari said no pressure could force him to budge from his opposition to demands for the country’s division, as he accorded highest priority to the interest of India and the Muslims living in the country.

He said the Muslims would have been saved from the present piquant situation if they had accepted Maulana Abul Kalam Azad’s advice against division of the country in 1947.

The people who migrated from India to Pakistan at the time of independence are still called ‘Mohajirs’ and their deplorable condition is known to the whole world, he said.

The Shahi Imam, who has been in recent past very vocal about his opposition to the happenings in Kashmir, even rejected the two-nation theory which was the basis for the country’s division in 1947.

He said ever since he has been opposing the Hurriyat’s attempt, he has constantly been receiving threats on life from the Pakistan-based Lakshar-e-Toiba, the Harkat-ul-Mujahideen and the Al-Badr.

On last Saturday, the Shahi Imam had a verbal altercation with Hurriyat leader Syed Ali Shah Geelani at the high-tea hosted by Pakistani High Commissioner to India Ashraf Jehangir Qazi in honour of President Pervez Musharraf.

Geelani had on that occasion only warned the Shahi Imam from interfering with the internal matters of the Kashmiri Muslims. Syed Bukhari had retorted by pledging to foil all attempts to once again divide India.

A Pakistani news agency had recently quoted militant leaders of the Laskhar-e-Toiba and the Harkat-ul-Mujahideen as saying that the fate of the Shahi Imam of Jama Masjid would be similar to that of ex-Afghan President Najibullah, if he did not amend his ways. (UNI)

Main accused in double murder brought to Jammu

JAMMU, July 20: Police this afternoon brought brother of property dealer Kiran Singh here from Ramban, where he was arrested last mid-night, for his involvement in the double murder of Dr Uttam Chand Gupta and his wife Kamala Gupta.

Murder accused Naresh Singh, a resident of Kunjwani was straightway produced before Inspector General of Police (IGP) Jammu Mr R V Raju’s office. Raju and DIG Jammu-Kathua range Dr S P Vaid personally questioned the accused on different aspects of the double murder.

Police will come out with a statement on the murder tomorrow evening, police sources said.

They said Naresh Singh confessed the double murder before IGP and explained his motive and modus operandi in the killings. Later, he was shifted to a safe house of police for sustained interrogation.

Police said Naresh Singh will be cross-examined alongwith his sister Kiran Singh, a property dealer of Trikuta Nagar and his cousin, both of whom are already in police custody.

A truck owned by Naresh Singh, in which he had escaped to Ramban after committing the crime, has also been seized by police alongwith the weapon of offence—a sharp edged device.

As already reported today, Kiran Singh had conspired to kill the old couple, who happened to be the parents of PGI Medical Superintendent Dr Anil Gupta. The killings were executed by her brother and cousin.

"With the arrest of Naresh Singh today, the double murder has been completely worked out", police sources said. The couple were killed on July 8 afternoon.

Sources said the case was solved by Trikuta Nagar police teams led by SDPO East Sanjay Sharma and SHO Shamsher Singh Parihar under the supervision of DIG Dr S P Vaid, SSP Jammu Rashmi Ranjan Swain and SP South J L Sharma.

CBI raids premises of Subramanyam, 3 UTI officials

NEW DELHI, July 20: A fortnight after his resignation in the wake of dismal performance of US-64, CBI today raided premises of former UTI Chairman P S Subramanyam along with those of three top serving officials and a stock broker on charges of defrauding the country’s largest mutual fund to the tune of Rs 32.8 crore.

The raids, which began at around 6 am, were still going on at nine Mumbai premises belonging to Subramanyam, UTI Executive Directors M M Kapur and S K Basu, General Manager Prema Madhu Prasad and a private broker Rakesh Mehta, CBI spokesman S M Khan told reporters here.

The accused would also be interrogated, he added.

Subramanyam was asked to resign on July four after UTI board decided to freeze on July two its flagship scheme US-64 for six months sending shockwaves among 20 million investors.

Khan said Subramanyam, Kapur, Basu, Prasad and Mehta have been charged with conspiring to cheat the mutual fund by "surprisingly" clearing the proposal to invest Rs 32.8 crore in Cyberspace Ltd even though it had been rejected by them only four days earlier on the suggestion of Equity Research Cell.

The CBI spokesman, however, made it clear that the raids were not linked to the alleged insider trading in US-64, which led to largescale redemption of over Rs 4000 crore in April-May forcing the board to freeze the scheme fearing that the reserves would turn negative.

Khan said the raids were conducted on the basis of case registered by CBI’s economic offences wing in Mumbai on Wednesday last. The accused have been charged with criminal conspiracy, cheating and criminal misappropriation of public funds.

Giving details, Khan said Cyberspace, which had been suspended from trading in the Bombay Stock Exchange in April this year, had privately placed 3.45 lakh shares at Rs 930 per share with UTI. The highest price of the company’s share was Rs two.

The proposal was rejected by Subramanyam and the other three accused officials on July 17 after UTI’s Equity Research Cell advised against the investment citing some adverse features in the company’s financial results, Khan said.

The company, which was not doing any real business, applied again four days later without giving any additional information. "Surprisingly, the repeat proposal was accepted the same day by the same people on the basis of extraneous considerations," the CBI spokesman said.

Rakesh Mehta of renaissance securities allegedly acted as a conduit between the UTI officials and cyberspace, he said, adding UTI securities and SBI caps acted as "arrangers" to the issue.

The CBI spokesman said Cyberspace was one of the 30 shell companies of century consultants which diverted Rs 32.8 crore to other shell companies instead of using the money for the purposes declared in their offer.

Earlier, complaints had been filed against the group in March 2001 for defrauding common investors to the tune of Rs 150 crore, he said, adding charges were also made for cheating Bank of India of Rs 2.8 crore and City Cooperative Bank of Lucknow of Rs 32 crore last year.

These cases are also being pursued by the CBI, Khan said.

The proprietors of the Century Consultants, Arvind Johri and Anand Johri, were arrested on May 22 this year from Kalimpong. They are in judicial custody.

CBI has not been able to trace over Rs 200 crore that the group had accumulated through cheating practices.

They might have either invested the money somewhere or siphoned it off outside India, he said, adding all of their 60 bank accounts were found empty.

As regards UTI, he said CBI was probing only this particular case. (PTI)

Pak to release 25 Indians

ISLAMABAD, July 20: Reciprocating Prime Minister Atal Behari Vajpayee’s gesture to release all Pakistani civilian prisoners, President Pervez Musharraf has ordered the release of 25 Indian civilian prisoners, now lodged in various jails in the country.

The President directed the Interior Ministry officials to put before him the cases of 25 Indian prisoners for remission of their jail sentences so that their release order could be issued immediately, official sources said.

The Interior Ministry officials are actively involved in preparing the list of the Indian prisoners, who have less than one year jail term to serve.

There are 171 Indians in Pakistani jails facing criminal charges in various cases and sentenced to imprisonment between one to seven years.

However, the Pakistan Government has yet to take a decision on the remaining 146 prisoners. It is learnt that their cases may be decided in due course of time. The officials feel that an improvement in the bilateral relations would facilitate their release.

As a confidence building measure ahead of the Agra summit, Mr Vajpayee had ordered the release of all 215 Pakistani civilian prisoners.

Gen Musharraf has also ordered a nation-wide search for the Indian Prisoners of War (PoWs) in all jails of the country. The authorities have launched massive operation to get information about them.

India has forwarded a list of 54 PoWs to Pakistan during President Musharraf’s visit to India. (UNI)

Two militants shot in Banihal

UDHAMPUR, July 20: Two militants were gunned down by army and police in hilly village of Patnullah in Kachimarg area, about 35 kms from Banihal this morning while a police constable was injured in an attack on their picket at Gandoh in Doda district.

Reports said army jawans of 20 Rashtriya Rifles and police got a tip off regarding movement of two militants in Patnullah at 0530 hours today and immediately started a search operation. The militants took positions atop a hill on seeing the approaching columns of army and opened firing.

Troops moved ahead and surrounded the militants. By 0800 hours, both the militants were eliminated by army. They have been identified as Sakhi Mohd son of Abdul Aziz, a resident of village Sarachi, Banihal and Mohd Shaffi son of Feroz Din of Khoura, Banihal.

Sakhi Mohd was affiliated with Harkat-ul-Jehad Islami (HUJI) outfit while Mohd Shaffi was a Lashkar militant. Both were trained in Pakistan and were operating in Banihal tehsil for last about one year.

They were wanted in a series of militant activities including attacks on army and IED explosions in Banihal tehsil. Killings of the two local militants was a big setback to HUJI and Lashkar outfit, official sources said.

Meanwhile, the militants opened firing on a picket of Special Task Force (STF) in Budli village of Gandoh tehsil in Doda district last night. STF jawans retaliated.

In the cross-firing, a constable of STF identified as Abdul Gani was seriously injured. He has been hospitalised. STF cops succeeded in repulsing the attack on their picket.

Another encounter took place between security forces and militants in village Zopar in Latti area early today. After an hours long exchange of firing, the militants fled away.

VC nominates 3 Deans

JAMMU, July 20: Continuing the reshuffle in Jammu University, the Vice Chancellor has nominated Prof O P Sharma, Prof Lalit Magotra and Dr S P Suri as new Deans of Faculty of Life Sciences, Sciences and Behavioural Sciences, respectively.

The appointments have been made in wake of the creation of Faculty of Life Sciences and change in the nomenclature of the faculty of Education into Faculty of Behavioural Sciences following the introduction of some new courses in Jammu University.

Prof O P Sharma, who was Dean Sciences, has now been appointed as Dean Life Sciences while Prof Lalit Magotra is Dean Sciences. Dr S P Suri, who was Dean Education, will now be Dean Behavioural Science.

As per JU Director Information Dr Pritam Singh, the order of nomination of O P Sharma, Lalit Magotra and S P Suri as Deans was issued yesterday by the Vice-Chancellor Prof R R Sharma with immediate effect. Their tenure as Dean would be upto academic session 2002, he added.

Fake currency racket busted

MUMBAI, July 20: The Directorate of Revenue Intelligence (DRI) today claimed to have busted a gang involved in circulating of fake currency with the arrest of three persons in possession of counterfeit currency worth Rs 15 lakh, sources said here.

The trio Usman Gani Kumbhar, Gulam Nadar Sayed and Noor Mohammad Amir Mohammad, who were arrested yesterday by the DRI were today produced before Additional Chief Metropolitan Magistrate V P Taware, who remanded them into judicial custody till July 31.

The accused were arrested from the Dongri area and the said currency was concealed in suitcases and a television set. They are believed to be part of the international gang involved in circulating fake currency. (UNI)
