Pall of gloom desecends Kashmir as summit fails

SRINAGAR, July 17: Even as the breakdown of summit talks came as a bolt from the blue to the people of Jammu and Kashmir, Hurriyat Conference said the leaders of India and Pakistan should not be weighed in scales of success or failure of the dialogue.

"The leaders of India and Pakistan and the summit is not to be weighed in scales of success or failure", Hurriyat Chairman Prof Abdul Gani Bhat said, reacting to the breakdown of the summit.

He said "we know the history of Indo-Pak dialogue and demand involvement of people of Kashmir in the talks".

"We thought the situation required that leaders will demonstrate a mature sense of judgement and come to grips with the problems", Bhat told PTI.

He said we should recognise realities on the ground and move forward in tune with the beat of people’s hearts. Let us hope that the people around, who behave unrealistically, understand the situation in its proper perspective", Bhat said adding the parties should adopt realistic approach to the problem".

He said there are people around to do good to the entire population but also cautioned against the prophets of doom who are in plenty.

Senior Kashmiri separatist leader Shabir Ahmad Shah termed the breakdown of the summit as "unfortunate" and indirectly blamed New Delhi for the failure of the summit saying India should have played a role of a big brother.

"Although there was no expectation of any miracle, the rigid attitude adopted by New Delhi was responsible for the failure of the summit", Shah said.

He appreciated the stand of Pakistan President Gen Pervez Musharraf that New Delhi should accept Kashmir as an issue if not a dispute and involvement of people of Kashmir in the dialogue for everlasting solution to the issue.

Prime Minister Vajpayee, Shah who heads Jammu and Kashmir Democratic Freedom Party (JKDFP), said in a communication to him, through Government intercolotor on Kashmir K C Pant, accepted Kashmir as an issue and agreed involvement of Pakistan in the dialogue.

"But what happened at the summit and a joint declaration was also not issued is something serious", he added.

However, Shah said he was not pessimistic and hoped that he would continue the peaceful struggle for freeedom of Jammu and Kashmir. Jammu and Kashmir Pradesh Congress president Mohammad Shafi Qureshi said "it is very sad and unfourtunate that the summit has come to an inconclusive end".

"There were lot of hopes generated by both sides. Everybody was happy that dialogue is taking place and past bitterness will end between the two countries", Qureshi said.

"The summit, instead of removing the bitterness has generated more bitterness", he said.

Qureshi, however, said it will take more time for the two sides to reach an accord.

Jammu and Kashmir Liberation Front (JKLF), one of the 23 constituents of Hurriyat Conference, blamed the Centre for the failure of the summit.

"The failure of summit talks was not unfortunate for the people of Jammu and Kashmir alone but for India and Pakistan as well", JKLF acting chairman Bashir Ahmad Bhat said.

Bhat said had New Delhi been serious in resolving the Kashmir issue it should have extended the ceasefire as well as invited Pakistani leaders for dialogue.

Demanding involvement of Kashmiris in the talks, he said Centre and Islamabad had been talking for the past 53 years but end result was more bitterness than resolving the issue.

Jammu and Kashmir Peoples Democratic Party (JKPDP) headed by former Union Home Minister Mufti Mohammad Sayeed, viewed the Agra summit as a beginning of a long drawn dialogue process and not as a "complete failure".

"We don’t find it as a complete failure", general secretary of the party Tariq Hamid Karra said, adding "such ups and downs do occur in the first meetings".

In his reaction, senior Hurriyat executive member, Abdul Gani Lone, said "the summit was heading for a constructive and fruitful outcome but some elements within the Indian Government succeeded in sabotaging the agra summit".

However, he said "we have not lost hope and believe that the two countries will adopt realistic approach and iron out their differences".

Jammu and Kashmir National Front chief, Nadeem Ahmad Khan also charged the Centre with being responsible for failure of talks saying "India is not sincere to resolve the Kashmir issue as per the wishes of the people of the state ‘’.

Meanwhile, senior BJP leader and former MP Abdul Rashid Kabuli said "it was a big shock for the people of Kashmir. I am sad over the result of the Agra summit"

Blaiming Hurriyat Conference for the failure, he said "Hurriyat-Musharraf meeting prior to the summit talks created unnecessary tension".

"Hurriyat has not played a good role. Hurriyat being a party should have adopted such an attitude that would facilitate smooth dialogue but instead it thrust itself on Pakistan and held meeting with Gen. Musharraf which irked New Delhi", Kabuli, senior vice-president of BJP state unit said.

Meanwhile, commoners in the Valley were dejected by the outcome of talks. "We will continue to suffer in times to come" said a vast majority of the people on streets. (PTI)

Livestock sale mandies being set up

SRINAGAR, July 17 - The Government has decided to set up sale yards/mandies for sale of local livestock, available in abundance with the breeders in the State. These mandies would provide market cover and help breeders to get remunerative prices for their produce.

A decision to this effect was taken at a meeting of senior officers of Sheep Husbandry, Wool Board, Food and Supplies, representatives of Gujjars and Bakerwals and Kothdars held here today to discuss the problems facing the breeders.

The Minister for Agriculture and Co-operatives, Ch. Mohammad Ramzan presided.

The Minister for Health and Medical Education, Mian Altaf Ahmad, Ch. Nizam-ud-Din, MLC, Financial Commissioner, Agriculture Production Department, Mr. I. S. Malhi, Divisional Commissioner, Kashmir, Mr. Khurshid Ahmed Ganai, Commissioner Animal and Sheep Husbandry, Mr. R. L. Bharti and Registrar Co-operatives, Dr. G. A. Dar also participated in the meeting.

The meeting authorised the Divisional Commissioner, Kashmir to work out the modalities and identify the places where these sale yards/mandies could be established. It was also agreed that the Divisional Commissioner would negotiate the rates between the breeders and kothdars so that the interests of both could be safeguarded. It was also decided that the Divisional Commissioner would finalize the calendar with regard to the sale of livestock so that the breeders are able to make sufficient stocks of sheep and goat available at these mandies.

It may be recalled that the annual consumption of meat in the State during last year was approximately 2.95 lakh tonnes. Of this, 1.20 lakh tonnes were made available from the livestock of the State and the remaining 1.75 lakh tonnes imported from outside the State. Various measures have been taken to improve the genetic cover of the existing livestock, which would help to reduce dependence on imports to a great extent.

SRINAGAR, July 17 - Jammu and Kashmir Government would open display-cum-sale centres in the two cities of the State to provide marketing support to Small Scale Industrial (SSI) Units in a big way. The first such centre was opened by the Jammu and Kashmir Small Scale Industrial Development Corporation (SICOP) in Jammu last month. The Corporation which is charged with the responsibility of providing raw material and marketing support to SSI units has provided raw material worth Rs. 26.72 crore and marketing support to the tune of over Rs. 46.66 crore to about 625 SSI units during last fiscal year against a marketing support of only Rs. 24.76 crore during last fiscal year. The Corporation has set up a network of depots all over the State including far-flung areas of Leh, Kargil and Kupwara to provide raw material to the unit holders at the same cost as applicable in the cities of Jammu and Srinagar.

SICOP is presently managing seven industrial estates in the State over an area of 3094 kanals involving a total investment of Rs. 1209.39 lakhs. Plots in the industrial estates are developed and allotted to small-scale entrepreneurs at concessional rates of premium and rentals.

These rates are much lower compared to the actual cost of development incurred by the Corporation. For instance, the cost of development of the six developed industrial estates has been of the order of Rs. 25000 per kanal and the premium recovered is to the tune of just Rs. 1000 per kanal. The difference is much wider in case of new industrial estates like Integrated Industrial Development centre IID centre where the cost of development per kanal would be about Rs. 1.25 lakh and the premium chargeable from the entrepreneur is Rs. 30000. The difference thus posses on to SSI unit as a subsidy. The corporation has invested about Rs. 6.22 crores on development of these estates. This does not include the IID centre being developed at Udhampur at an estimated cost of Rs. 6.59 crore.

The Industrial Estates developed by SICOP include that of Gangyal, Birpur, Kathua, Zainkote, Zakura, Sports Good Complex Bijbehara and IID Udhampur where 844 plots have been alloted to entrepreneurs. During last year alone 49 kanals were alloted among 41 unit holders.

The Corporation has set up two testing laboratories at Jammu and Srinagar where SSI units get quality testing of their products. The corporation ensures that only such items are marketed by it which adhere to prescribed quality standards.

2.85 lakh people benefit from Social Welfare Schemes

Jammu, July 17: Over Rs. 21.50 crore have been spent under various social welfare schemes for upliftment of weaker sections in Jammu division during the last financial year. Under these schemes, over 2.85 lakh beneficiaries benefitted.

This was revealed in a meeting of officers of Social Welfare department of Jammu division held here today under the chairmanship of the Minister for Social Welfare, Haj and Auqaf, Mr. Bashir Ahmed Kitchloo. The Minister of State for Food and Supplies, Mr. B.A. Nengroo was also present.

The meeting was informed that over Rs. 1.89 crore have been spent for the welfare of 75,100 scheduled caste beneficiaries of the division during the period while Rs. 50.17 lakh were spent for the welfare of 20,434 beneficiaries of OBC categorty. Besides over Rs. 8.61 crore were spent under Integrated Social Security Scheme covering 46,447 beneficiaries.

The meeting was apprised that under National Social Assistance Programme, 16,787 beneficiaries were covered. For this purpose, Rs. 1.09 crore were spent . Similarly, Rs. 3.54 crore were spent under the Special Central Assistance to special component plan and Tribal Sub Plan. Moreover, 5540 students of different institutions of the division were provided post matric scholarships of Rs. 124.78 lakh.

Under ICDS, over Rs. 3.86 crore were spent for providing nutrition to about 1.06 lakh beneficiaries in the division during the last financial year.

Reviewing the achievements for the first quarter of the current financial year, the meeting was apprised that over Rs. 1.64 crore have been incurred by covering 65,867 beneficiaries during the period. Of this, Rs. 24.60 lakh were spent for the welfare of 1213 scheduled caste beneficiaries while under OBC and social welfare sectors, Rs. 65,000 and Rs. 8.87 lakh were spent and covered 162 and 275 beneficiaries respectively. Similarly under Integrated Social Security scheme, Rs. 79.82 lakh were provided to 46,308 beneficiaries in the division while 17,909 beneficiaries were paid Rs. 50.336 lakh under National Social Assistance Programme.

Addressing the meeting, the Minister impressed upon the officers to ensure transparency in implementing the welfare schemes. He exhorted the field agencies of the department to work with dedication and zeal for the welfare and upliftment of people living below poverty line. He asked them to help the needy, down-trodden and deserving persons. He asked them to organize awareness camps at village and block levels to educate people about various welfare programmes launched for their betterment.

The Principal Secretary, Social Welfare, Mr. N.R. Gupta who was also present in the meeting stressed upon the participants to conduct survey of the needy, down-trodden and deserving people in their respective areas on priority basis so that the assistance for welfare could be reach to all. He also asked them to submit utilization certificates of the amount spent so far so that the Central Government could be approached for more funds.

Among others, the meeting was attended by the Additional Secretary, Social Welfare, S. Jagjeet Singh, Deputy Director, Social Welfare, Jammu, district officers, Programme officers and Child Development project Officers of Jammu division.

Wastelands for eco-system development identified in J&K

SRINAGAR, July 17 - Department of Remote Sensing have identified 1255 water bodies in the State for upkeep and maintenance.

This information was given to the Chairman of the House Committee on Environment and Ecology, Mr. Abdul Gani Naseem at meeting of the Committee held yesterday afternoon.

The meeting was among others attended by Legislators, Mr. Mushtaq Ahmed, Qazi Jalal-ud-Din, Mr. Gul Rafique, Mr. Abdul Gani Malik, Mr. Ashok Khajuria, Secretary Pollution Control Board and officers of Forest and Environment and Remote sensing departments.

It was revealed at the meeting that Environment and Remote Sensing department has also identified wastelands and computerized the data.

It was also revealed that government has developed two environmental parks one each at Rengrath in Srinagar and Mahamaya in Jammu. The Government has constituted Ecology and Environment Board chaired by the Chief Minister, Dr. Farooq Abdullah to address issues related to environmental preservation. The Board has taken up its first meeting at Jammu and deliberated on various issues which include to undertake geological mapping of Ladakh, Forest mapping of Udhampur, Poonch, Pulwama, Doda and Kupwara districts, Horticulture mapping of Pulwama district, Flood mapping of Kashmir division, drought mapping of Jammu and Kashmir division. These programmes would undertake under the Remote Sensing Cell. Under the development of wetland and water bodies five water bodies including Mansbal, Nilnag, Mansar, Surinsar, Sanasar have been brought under eco-development of the area.

The meeting was informed that the Environment and Remote Sensing has issued various reports and publications pertaining to eco-system in Jammu and Kashmir which include land use land cover mapping of Jammu and Kashmir, water quality monitoring of Dal and Wular Lakes, watershed characterization of Chenab, flood mapping of Kashmir Valley, forest mapping of Budgam and Udhampur districts, report on geological mapping of Ladakh, geo-environmental stations of Dal Lake, Eco-development plans of Nilnag, Sanasar, Mansbal, Wular, Mansar and Surinsar lakes. The department has also published reports on wastelands of Jammu and Kashmir, mapping of pasture lands of Kashmir using Remote Sensing techniques, management action plan of Dachigam National Park using remote sensing technique, ecological management plan for Hokersar reserve and report on Red Algal Bloom in Dal Lake.

The members were of unanimous opinion that resources of various departments be pooled to help programmes relating to environment. They also stressed the need to involve NGOs in these programmes.

The chairman desired that copy of each publication alongwith details of money be made available to the members of the Committee.

SRINAGAR, July 17 - A meeting under the chairmanship of the Speaker J&K Legislative Assembly, Mr. Abdul Ahad Vakil was held in the Assembly Lobby here today to implement the recommendations made at the recent 4-day Presiding Officers Conference at Chandigarh.

The meeting was attended by Minister of State for Home and Parliamentary Affairs, Mr. Mushtaq Ahmad Lone, Dy. Speaker, Legislative Assembly, Mr. Malik Ghulam Hyder, Chief Whip, National Conference, Mr. Mubarak Gul, legislators and Secretary Information and Transport, Mr. M. A. Ganai, Commissioner Secretary, General Administration Department, Mr. R. K. Jeerath and Commissioner Secretary, Law Department, Mr. Khurshid Ahmad Bhat and officers of the Assembly Secretariat.

Mr. Vakil said that there is urgent need for making the legislative business more vibrant, transparent and public oriented. He said that the legislative system had been derailed during the militancy and with the coming up of popular Government in 1996 effective measures were taken to again put the system back on rails the system and make it accountable and answerable to people.

The Speaker suggested that the Government should sent legislative business well in advance before the commencement of the session to the Assembly Secretariat so that different departments of the government are prepared to answer the questions put by legislators during the session.

Mr. Vakil said that in the Presiding Officers Conference it was unanimously suggested that the working days of the Assembly should consist of 100 days a year as per consensus built up in the whip's conference. He said that the budget of the Assembly should be prepared and finalized in consultation with the Speaker of the Assembly and the Assembly Secretariat taken into confidence.

The Speaker said that different departments of the Government should strictly adhere to the points/paras raised by various house committees about their performance and follow up action reports may be sent to these committees for keeping legislature abreast about the latest position of the concerned department/PSUs. He said that the committee system should be introduced and coordination maintained between different agencies of the government for more effective accountability, transparency and discipline.

The Speaker insisted that before the Assembly Calendar is formulated the Speaker and his Secretariat should be consulted. He stressed the need for maintaining a close liaison between the people and legislators to immediately redress the people's grievances.

He impressed on the legislators to devote their wholehearted time and energy for the welfare of the people and work with more dedication and zeal. This, he said, will help to make the legislative system more effective and beneficial for the common masses.

SRINAGAR, July 17 - A joint meeting of the officers of Education and Youth Services and Sports departments was held here today under the chairmanship of Minister for Sports, S Harbans Singh.

Addressing the meeting, the Minister said that effective cooperation between Youth services and Education departments is imperative for achieving excellence in sports and to make physical education more popular, innovative and result-oriented.

A Committee headed by Joint Director, Youth Services and Sports was also constituted to suggest measures regarding promotion of greater interaction among youth services and education department. Besides, committees at district level headed by District Sports Officer and chief Education Officers too were formed for realization of games fund from various authorities and to supervise the expenditure made on sports activities.

The meeting also reviewed the activities carried on by different District Sports Officers in their districts and the physical achievements made by them.

The meeting laid emphasis on the realization of the game's fund from defaulting institutions. All this becomes imperative in the wake of the fact that there were various central schemes, which could not be implemented due to the lack of State's share in them. So prioritizing this sector would not only result in implementation of various central schemes but would also help in raising the infrastructure, added Mr. Singh.

The Minister also cautioned of stern action against those officers who fail to realise game's fund from defaulting schools. Mr. Singh also invited suggestions for improving the realization of funds and accelerating the disposal of such cases at institutional level.

Principal Secretary, Education, Mr. Vijay Bakaya who also spoke on the occasion stressed for opening up of avenues for making physical education and sports, an integral part of learning process as per recommendation of Central Advisory Board of Education.

Expressing satisfaction over the introduction of reorientation and refresher courses for general line teachers so as to make them well versatile in imparting physical education. However, the officers of the Youth Services and Education department demanded filling up of the vacancies of physical education teachers to overcome the scarcity.

Others who attended the meeting include, Director Education, Mr. Masood Samoon, Director Youth Services and Sports, Syed Asgher Ali and Deputy Secretary (Administration), Mr. A. R. Kuchey.

JMM condemns Musharraf

JAMMU, July 17: Leaders of Jammu Mukti Morcha (JMM) have condemned Pakistan President Gen Parvez Musharraf for not responding positively to the peace efforts initiated by India and his adamancy to stick to Kashmir issue, dictating its solution on his own terms and not agreeing to stop abetting the terrorism in Jammu and Kashmir.

A Morcha release issued here said that Gen Parvez Musharraf’s remarks that Masood was not a terrorist, but a religious leader, reflected the bend of his mind and his disinterest in restoration of peace.

The Morcha leaders urged upon Indian Government to deal firmly with Pakistan and its supported agents. The release further listed some of the suggestions to the Centre for consideration, which include trifurcation of Jammu nd Kashmir into three States of Kashmir, Ladakh and Jammu with their geographical boundaries as existed today.

Further, a part of Kashmir, Pahalgam area adjoining Jammu province be also included in present Jammu State so as to rehabilitate Kashmiri migrants or alternatively a separate zone or homeland be carve out in the valley for their settlement and that of other minorities.

It was suggested that Centre should extend full support— political, financial and weaponry to the organisations wanting to liberate themselves from the clutches of Pakistan. It was suggested by Morcha leaders that Centre should initiate process of supporting organisations including Jammu and Kashmir Liberation Front ( JKLF) who want to get rid of domination of Pakistan and its puppet local Government.

The Morcha also opposed the idea of opening of check posts as it could encourage infiltration. Further, Police, Army and paramilitary force be given free hand to deal with the situation after stooping political interference in their working.

JAMMU, July 17: Floral wreaths were laid on the mortal remains of Havildar Madan Lal of 8th Battalion of the Jammu and Kashmir Rifles Regiment were received here and dispatched to his native village Chak Gujran in the district Hoshiarpur for his last rites today.

Wreaths were laid by Brigadier Suchet Singh (Retd) Director of Solider Welfare Board J&K, Colonel S K Varni Commanding Officer of a local based JAK RIF battalion, Major Atul Sharma of 8th Bn of JAK Rif and on behalf General Officer Commanding of Tiger Division as well as General Officer Commanding of Nagrota Corps.

An Army contingent reversed their arms to pay homage to the martyr. Havildar Madan Lal was killed when his patrol of which he was a member was ambushed by militants in Baramulla sector a day before yesterday. After firing the militants made a bid to flee from the scene, Hav Madan Lal though grievously injured chased a fleeing militants grappled with him and killed the militant before succumbed to his injuries.

The JAK RIF troops killed 5 of other militants who ambushed the patrol party and recovered a large number of weapons and ammunition. Havildar Madan Lal is survived by his father, wife, one son and three daughters.

APJSM to launch struggle for statehood to Jammu region

JAMMU, July 17: Reiterating the demand for Jammu Statehood, the leaders of various political, social and cultural organisations and prominent individual protagonists of Jammu statehood, who have formed a common platform "All Parties Jammu Statehood Movement", pledged to launch a joint struggle to achieve the common goal of separate state of Jammu.

As per a release the leaders of the Movement were addressing a public meeting at Rehari Colony last evening which was organised by Mr Uday Chand, president J&K Panthers Party and addressed among others by Messrs Prof Verinder Gupta, president Jammu Mukti Morcha, Yash Bhasin, journalist and coordinator All Parties JSM, Dhan Raj Bargotra, president J&K Janata Dal (S), Rameshwar Singh Jamwal, general secretary, Confederation of Jammu Lawyers, Dr Naseer Din Qazi, president Jammu Muslim United Front, B S Manhas, general secretary Rajput Sabha, H B Khajuria, vice president JMM, Hemant Sathe, president Duggar Pradesh Party, Som Nath Dabgotra, president J&K Vikas Party and S Inder Jeet Singh, general secretary J&K Panthers Party.

The leaders held Pak military ruler Gen Perzvez Musharraf solely responsible for failure of Agra summit. His stubborn attitude of inviting Hurriyat leaders and holding talks with them, despite the reservations expressed by India, his insistence on Kashmir being the core issue and talking this on his terms and blatant lies about non-presence of Indian Prisoners of war in Pak jails, his refusal to talk on cross border terrorism the calling the dreaded Pakistani terrorist Azhar Mehmood, who is responsible for innumerable killings in India, as a religious leader, could not but lead the talks to failure. They also demanded that people of Jammu and Ladakh and all sections of the people in Kashmir valley should be consulted to evolve means to bring back peace in the State. The speakers also dwelt at length on discriminations and injustices hurled on the people of Jammu and Ladakh by the Kashmiri rulers. They refuted that the movement for Jammu Statehood was communal in any way. On the contrary Kashmiri rulers and others who oppose state of Jammu have communal mindset and are trying to divide Jammu on communal lines. They declared that nefarious attempts of the vested interests will be foiled by Hindus, Muslims, Sikhs and Gujjars of Jammu.

New Complex of Gharota Police Station inaugurated

JAMMU, July 17: Inspector General of Police Jammu Zone R V Raju inaugurated the new building complex of Gharota Police Station in Akhnoor Sub-Division of district Jammu today.

An impressive function was organised in this connection by police in Association with the local population. Bharatiya Janata Party MP, Vaid Vishnu Dutt, Deputy Inspector General of Police Jammu-Kathua Range Dr S P Vaid , SSP Jammu Mr R R Swain were also present on the occasion besides other prominent persons. Sarpanches and Panches of some Panchayats of the area also attended this function.

The new building has been constructed by the Public Works Department agency with a cost of about Rs 3 lakhs. The construction of this complex has been made with some generosity shown by the DGP. This station had been upgraded from police post to police station last year but no sufficient place and infrastructure was available.

The officials of the PWD worked with dedication and completed the task in time. Despite commitment of routine policing and special situations arising out of law and order and militancy the field staff saw to it that project is completed in five months. SI Dinesh Sharma, who is basically an engineer supervised the entire work.

The senior officials while speaking on the occasion also complimented SHO Bharat Sharma (SI) for winning the confidence and trust of the community. The contribution of the community in this work was also widely appreciated by the senior officials.

APJSM to launch struggle for statehood to Jammu region

JAMMU, July 17: Reiterating the demand for Jammu Statehood, the leaders of various political, social and cultural organisations and prominent individual protagonists of Jammu statehood, who have formed a common platform "All Parties Jammu Statehood Movement", pledged to launch a joint struggle to achieve the common goal of separate state of Jammu.

As per a release the leaders of the Movement were addressing a public meeting at Rehari Colony last evening which was organised by Mr Uday Chand, president J&K Panthers Party and addressed among others by Messrs Prof Verinder Gupta, president Jammu Mukti Morcha, Yash Bhasin, journalist and coordinator All Parties JSM, Dhan Raj Bargotra, president J&K Janata Dal (S), Rameshwar Singh Jamwal, general secretary, Confederation of Jammu Lawyers, Dr Naseer Din Qazi, president Jammu Muslim United Front, B S Manhas, general secretary Rajput Sabha, H B Khajuria, vice president JMM, Hemant Sathe, president Duggar Pradesh Party, Som Nath Dabgotra, president J&K Vikas Party and S Inder Jeet Singh, general secretary J&K Panthers Party.

The leaders held Pak military ruler Gen Perzvez Musharraf solely responsible for failure of Agra summit.
