Non-bailable warrants issued against

JAMMU, July 16: Justice R C Gandhi of the State High Court has directed Registry to issue non-bailable warrants against Commissioner/Secretary Medical Education Department to secure his presence in the Court.

The Court observed that despite directions of July 4, 2001, the Commissioner didn’t present himself in the Court. " Registry to issue non- bailable warrants and service his presence", it was ordered.

The warrants were issued in a writ petition filed by Braham Dev and 12 others wherein it was stated that the Principal ATM School Jammu had selected seven private respondents for undergoing para-medical assistant training course in 1998-99 by way of different orders. Respondent number six had preferred a writ petition in which Justice T S Doabia vide order August 13, 1999 had disposed the petition with the direction that the petitioner alongwith others were entitled to join the course and be granted admission. However, their case was not considered, despite court direction.

Upon this, the Court had directed Commissioner/Secretary Medical Education to appear in the court. The Court accordingly issued non-bailable warrants to seek his presence.

Advocate D S Saini appeared in this case for petitioners.

HC seeks report in Robkar case

JAMMU, July 16: Division Bench of the State High Court comprising Justice T S Doabia and Justice R C Gandhi has directed Zahed Manhas, Deputy Superintendent of Police to furnish the report as to what steps have been taken in case " Robkar versus Vineet Narain".

He was also asked to mention as to what further assistance was required by him from his counter-parts in New Delhi. The report to be furnished on July 17, 2001, would also be indicated vis-a-vis the steps required to be taken in this case.

The Bench observed that a perusal of office note on the file indicated that on account of late receipts of expenses for publication, the requisite proclamation could not be published in the newspaper. The DB ordered that this be now published in the newspaper on July 30, 2001 for appearance of contemnor Vineet Narain, Editor, Printer and Publisher of fortnightly " Kalachakra", in this court on September 3, 2001.

Vineet was charged with contempt of court for publishing a write-up in fortnightly (Dec 31, 2001) issue, thereby bringing disrespect to the institution of judiciary . On May 28, 2001, he was declared as proclaimed absconder and it was ordered that his property including printing press be attached. Additional Advocate General Amrish Kapoor assisted the court in this "Robkar Adalat".

PKM Chandigarh unit holds demonstration

CHANDIGARH, July 16: The Chandigarh unit of Panun Kashmir Movement (PKM) today held a demonstration and pressed upon Centre to ask for reparations from the Pakistani Government for damages and loss they have done to Kashmiri Pandit community.

The role of Hurriyat was criticised as APHC is heading the communal and pro- Pak organisations responsible for the exhodus and ethnic cleansing of the Kashmiri Pandit community.

The PKM, however, said that that the move of Indian Government was appreciated to recognise that Kashmiri Pandit as the important factor and without listening to them, there is going to be no solution to the Kashmiri problem.

Giving details of the latest development, North India Coordinator Shivdass, who alongwith other delegates returned from Jammu after attending Kashmiri Pandit Youth Convention , the move of Panun Kashmir and Panun Kashmir Movement to join hands and work unitedly under the banner of Joint Working Council was appreciated. Dr Agnishekhar’s positive step and inviting him by Vajpayee Government was appreciated.

Vinod Kaul, Area Coordinator of Chandigarh unit also welcome the move resulting into the formation of Joint Working Council and appealed to the KP community not to let scruplous elements to dissuade the movement.

The Unit resolved that homeland under the constitution of India with all political powers in the hands of Kashmiri Pandits was the only solution to the Kashmir problem.

Dr DL Choudhary attends peace meet at Hague

JAMMU, July 16: Dr D L Choudhary, Assistant Director in the Centre of Continuing Education, University of Jammu attended the International Colloquium at the Hague in Netherland organised by the International Association for the future of Humanity and Buddhyana Centre. Nearly 100 delegates from different countries participated in the 3-day event.

Dr Choudhary presented a paper: " Non-violence and World Peace in Gandhi and Buddha Perspective". Dr Choudhary said that in the modern world violence has become pervasive and a way of life. It has grown to such an extent that very survival of mankind is threatened, he opined.

For this the message of Buddha and Gandhi is very relevant as also indispensable, Dr Choudhary said. The dialogue among the big and super powers as well as between developing and poor nations are always focused on peace and the basis is philosophy propounded by these apostle of peace.

The purpose of the colloquium was to bring together people of goodwill from among the philosophers, scientists, jurist and other to find out in what way the ideals of Buddha and Gandhi can answer challenges of the 21st century.

In this international meet, the discussions were on : Buddhism and World Peace, Buddhism and inter-religious harmony, Buddhisma and socio-economic development, World peace in Buddha and Gandhian perspective.

PK-PKM holds demonstration

JAMMU, July 16: The members of Panun Kashmir (PK) and Panun Kashmir Movement (PKM) held a joint demonstration at Dogra Chowk Jammu. The demonstration was held to impress upon that the Kashmiri Pandits are integral part of Kashmir and their involvement in any dialogue/negotiation regarding Kashmir is important. The demonstrators raised slogans supporting homeland for KPs in the Valley.

According to a press release, while addressing the demonstrators, Dr K N Pandita stressed upon the need for keeping the goal in sight for all the time during the struggle. He said that the ethnically cleansed community of Kashmiri Pandits is looking to Indo-Pak summit with caution and hope. Since we are a party to the tangle and have a claim on Kashmir our future is linked to the result of summit.

Dr Ashwani Chrungoo, president of PKM in his speech said that Kashmiri Pandit Political Agenda has crossed a significant mile-stone particularly for the last two months. A broad spectrum political agenda reflecting the aspirations of KPs has been recognised in the shape of the policy formulation of Joint Working Council of PK and PKM. He condemned the Pakistani President for using Indian soil to discuss distablisation agenda with the Hurriyat during his visit. The so-called recognisation of Hurriyat as the representatives of Kashmiris is a brazen lie and a rotten rehetoric.

It may be recalled that the JWC delegation in its meeting with the PM has already apprised the Prime Minister about the political concern of the community. The Kashmiri Pandits unequivocally declared that they are a natural and integral party of the Kashmir tangle at all levels of the negotiation process is important and relevant. The organisers disclosed that the JWC will organise Martyr’s Day at Rajinder Park Jammu on September 14 this year and will appeal to the whole community to hold a single massive rally on the occasion. They also appealed to all the members of the community to assemble on the occasion at the decided venue of the programme.

Magrey bailed out in Finance Company fraud case

JAMMU, July 16: Chief Judicial Magistrate Jammu Mr B M Gupta today granted bail to Javed Ahmed Magrey- Director of a Finance Company who had been arrested by Crime Branch of state police in connection with multi-crore fraud case.

A senior Crime Branch official told Excelsior that the accused director has been released on the surety bond of Rs 50,000. Magrey had been arrested from a hotel in Patnitop area last Tuesday. The police also seized two cars bearing No. JK02M/ 8922 ( Maruti) and JK02H/5323 (Esteem) from there. Documents regarding money collected from district Doda and other assets worth over Rs 1.57 crores were also seized by raiding party. The spokes man said that other accused directors of companies in question namely- United Endowment Finance Ltd and United Fiscal Corporation Ltd. wanted in the case, Ravinder Pandita, Bal Krishan Bhat, V K Kansal, Sanjay Khajuria and B A Manhas were trying to secure anticipatory bail.

Meanwhile, this case took a new turn today when the Identity cards of United Endowment Finance Company were recovered from the possession of two militants killed by police near Pouni Chak in Domana today. Additional SP Nissar, who supervised the operation said that these militants who gave a tough fight during encounter as per I-cards are identified as—Busharat and Amir Lone. The investigating agency has started probe into the possible connections of these militants with a few directors. It is being worked out that whether the money collected from the poor investors was being used in supporting militancy in district Doda or not. Further investigations are in progress.

JAMMU, July 16: Over two hundred unregistered Amarnath pilgrims held a demonstration in front of Parade Ground and blocked the busy Parade road for over two hours this evening putting the traffic out of gear in the walled city.

The protesting yatris were demanding opening of fresh registration for hundreds of stranded yatris at Jammu. Chanting "Har Har Mahadev and Bum Bum Bole", the Yatris did not even allow a scooterist to move on the road. When the repeated pleas of the senior police officers failed to make any impact on agitating yatris who were adamant on the one point agenda demanding opening of registration immediately, the authorities diverted the traffic via Palace Road. The demonstrators include men, women and Sadhus.

The yatris who all of a sudden came from Geeta Bhawan squatted on the road and started shouting slogans in protest against the authorities failure to register the remaining pilgrims who were waiting in the queue this afternoon when the registrations officials left the venue..

The protesting yatris alleged that a group of officials turned up at Geeta Bhawan this afternoon, registered about 200 stranded pilgrims and then left with this assurance that they will return after the lunch. But no body returned upto 1700 hours which forced us to come on road to lodge the protest.

Criticising the State Government they challenged its authenticity of imposing the restrictions on the yatris and said that no body on earth can deprive them of their religious right.

"What for is the registration? We are not going to visit any foreign country," said protesting yatris. It is our own country why the Government should ask us for registration which he termed is like a visa needed for visiting a foreign nation.

Leaders of various Hindu organizations today made a strong dig at Government for harassing the pilgrims unnecessarily. They said when the number of pilgrims has decreased during last few days why the Government is not registering stranded yatris.

They said by ignoring the registration the Government has itself created the law and order problem and in case the situation continues like this all the local organizations will come on roads in support of agitating yatris.

But when contacted the Deputy Director Tourism, Mr. D S Manhas refuted the charges. He said the Government has stopped the fresh registrations totally but in view of the declining number of registered yatris coming from outside the state during the last few days 600 yatris were registered today.

An official spokesman from Anantnag said that only two and a half feet Icy Lingam is visible in the Holy Cave of Baba Amarnath at present. It was approximately seven feet on June 20 when the first team of police reached the Holy Cave.

Meanwhile, a fresh batch of 2,704 pilgrims that left the Base Camp Jammu early in the morning today reached the Nunwan Camp late in the evening. These pilgrims include 2,034 male, 492 female, 50 children and 128 Sadhus, the spokesman said.

He said that 4,395 pilgrims performed darshan yesterday and till date 74,063 yatris have performed pilgrimage of the Holy Cave since the pilgrimage started on July 2.

Work in progress on 7 Irrigation projects under AIBP

SRINAGAR, July 16 - To overcome the crisis caused by the prolonged dry spell facing the State for the past couple of years, the Irrigation and Flood Control Department has launched both short and long term measures to ensure that the irrigation facilities are sustained at the optimum level.

The department is laying special emphasis on water conservation and has adopted new techniques of water harvesting. In view of the meager State Plan resources and the huge cost involved in the execution of the schemes, the department has approached the Union Ministry of Water Resources to avail financial assistance for 16 major/medium irrigation projects under the Accelerated Irrigation Benefit Programme (AIBP). Out of these 16 projects, the Ministry has sanctioned and released loan assistance for 7 projects. These include, modernization of Ranbir Canal costing Rs. 7.25 crore, modernization of Partap Canal costing Rs. 1.65 crore, modernization of Kathua Canal costing Rs. 1.75 crore, modernization of Lethpora Lift Irrigation scheme costing Rs. 68 lakh, modernization of Tral Lift Irrigation scheme costing Rs. 1 crore, modernization of Rajpora Lift Irrigation scheme costing Rs. 1 crore and modernization of Igophey Canal costing Rs. 1.5 crore. The remaining 9 projects are pending clearance in the Union Ministry of Water Resources and are being followed up by the State government for early release of loan assistance. Besides, the 11th Finance Commission has provided a package of Rs. 39 crore for strengthening traditional water sources and plans have been prepared for an even-handed investment of these funds in all the districts of the State.

Under the minor irrigation sector, the department has sponsored 32 projects for availing loan assistance out of which 7 projects have been cleared for loan assistance. The department has already completed 11 projects in the Kashmir Valley under Rural Infrastructure Development Fund (RIDF) programme. These include, Rs. 4.27 crore Koil Lift Irrigation Scheme Programme, Rs. 6 lakh Kanpath Lift Irrigation scheme, Rs. 1.4 crore Storage Tank revival scheme in Kupwara, Rs. 7 lakhs Nowshara Lift Irrigation scheme, Rs. 7.56 lakh Burngate Dewatering Lift Irrigation scheme, Rs. 8.78 lakh Shah Lolan Khul modernization scheme, Rs. 2.25 lakh Waghama Zamindari Khul modernization scheme, Rs. 6 lakh Wohan Canal Right modernization scheme, Rs. 3.50 lakh Munawar Ladi and Rs. 9.36 lakh Kushipora Dewatering Station. Besides 15 minor irrigation projects are being executed under various RIDFs in the State. Out of these 11 projects are in Jammu, 2 in Kashmir Valley and 2 in Kargil district. In the State sector 250 schemes are under execution in the State.

excellent tax administration

SRINAGAR, July 16- The Jammu and Kashmir Government has adopted a multipronged strategy to make the economy of the State self-sustaining. Main focus in this direction is being laid on streamlining the tax adminstration. Measures have been taken for maintaining transparency, complete vigilance and fiscal discipline in proper collection of sales and excise tax in the State which will provide the backup support for the stronger economy.

The year 2000-2001was celebrated as a year of tax recoveries. The government introduced a scheme of self-assessment for the dealers having an annual taxable turnover of Rs. 10 lakh. The sales tax collection in Kashmir Division, which had plummeted to a record low of Rs.10.17 crore during 1990-91, swelled to a record Rs. 85.55 crores during 2000-2001. The tax revenue of the State accruing through the Excise and Sales Tax Department surpassed even the budgetary estimates by around Rs.65 crores. A record collection of Rs.10.62 crore on account of past assessments was affected in Kashmir Division only.

The State has experienced complete revival in the procedure of tax collection, which is evident from the fact that the collection on account of sales tax has registered record increase of Rs. 127 crore during the year 2000-2001 over the base year of 1999-2000. This achievement assumes significance in the backdrop of the fact that the tax base was neither widned nor was the rate of tax raised to the prejudice of the consumers. The phenomenal growth rate of 41% during the year 2000-2001 reflectes a new and strong position state economy is acquiring.

A sales tax tribunal was constituted by the state government for speedy justice and an effective redressal of grievances of the assesses. The Sales Tax Officers in the State disposed off 23175 assessment cases during 2000-2001.

As part of the measures to ensure fiscal discipline the functioning of government treasuries have also been made more effective. During transactions at the treasuries no bills or cheques, now remain pending for want of cash for more than 48 hours. Apart from servicing the budgeted provisions the past liabilities on account of foodgrains and electric energy were also cleared in a substantial manner. A programme of computerization of treasuries has been initiated and 13 treasuries have already been covered.

In order to cut down the financial burden on the lower class, the wages of daily rated wagers have been increased from Rs. 45/- to Rs.60/- per day from April 2000. About 2200 daily wagers have been regularized from April 2000 to April 2001. At the same time relief has been given to the families of freedom fighters as their pension has been increased by almost 50% for all categories.

2nd Tawi bridge being inaugurated on 21 July

JAMMU, July 16: The Divisional Commissioner, Jammu, Mr Anil Goswami visited second bridge over river Tawi this morning to take stock of the work on the roads leading to both sides of the bridge. The 4-lane bridge has been constructed at a cost of over Rs 20 crore. This bridge is being inaugurated by the Chief Minister, Dr Farooq Abdullah on 21st of this month.

Accompanied by the senior officers from Police, Revenue, JDA, Municipality, R&B and PDD, Mr Goswami inspected the construction work on all the roads leading to the both ends of the bridge.

Mr Goswami asked the concerned authorities from JDA and R&B to earmark and fence the available land on University end of the bridge and make its best use by construction of shopping complex, parking place and creating beautiful landscapes on the slopes of surrounding hills. He also asked them to develop the strip plantation on both sides of the road near the bridge on University end to add to the beauty to the area.

The Divisional Commissioner advised the IG, Jammu, Mr R V Raju to constitute a task force for removing encroachments over government land near the bridge.

Several deputations from Gujjar Nagar and Denis Gate localities met the Divisional Commissioner and acquainted him with the problems faced by the people of the area. Mr Goswami directed the concerned authorities to construct an over bridge on the road near cremation ground for the facility of the road users. He also directed the Deputy Commissioner, Jammu to settle the land compensation cases of the people whose land has come under the road.

Mr Goswami was also accompanied by the DIG, Jammu, Dr S P Vaid, Deputy Commissioner, Jammu, Mr R K Goyal, Vice Chairman, JDA, Mr Shant Manu, Administrator Jammu Municipality, Mr Pawan Kotwal and Chief Engineer, R&B, Mr Rabinder Singh.

Harbans reviews achievements

KATHUA, July 16: The Minister for Labour, Employment, Youth Services and Sports, S Harbans Singh reviewed the physical and financial achievements registered by the district under different sectors at a meeting of district officers here today.

The District Development Commissioner, Kathua, Mr Mehboob Iqbal apprised the Minister that out of total allocaltion of Rs 40 crore under District Plan, major portion of Rs 28.75 crore was spent under revenue component and Rs 11 crore on capital component during last financial year. He said that 176 water supply schemes including 116 lift schemes are functioning in Kathua district. However, he said there was shortage of drinking water especially in Kandi belt during the peak summer season. To meet the drinking water requirements, 20 water tankers have been pressed into service during last three months.

Mr Iqbal further said that Rs 50 lakh were released for providing electricity to different villages of Lohai Malhar block. He projected the demand for providing additional funds for strengthening the PDD workshop at Kathua to execute the repair work of damaged electric transformers.

Under the self employment programme, the Minister was informed that encouraging results have been achieved under PMRY. However, some shortfall has been witnessed under self employment programme as number of cases are pending with different financial institutions.

Regarding Rehbar-e- Taleem Programme, the Minister was informed that with the appointment of 276 teachers, 49 closed schools in far-flung and remote areas have been made functional and requirement of teaching staff upto middle level schools has also been fulfilled. In addition, 280 regular teachers are being appointed in the district very soon.

The Vice Chairman, Scheduled Caste Advisory, Mr Nand Lal pleaded for releasing funds under Tribal Sub Plan well in time so that the projects under this programme could be completed for the benefit of people belonging to Scheduled Caste community.

The SP, Kathua apprised that 210 Village Defence Committees and 65 special volunteer defence committees have been constituted with the result militant activities especially in border and far-flung areas have been controlled. He said so far six youth of the district were found involved in militancy related activities. He said that with the help of District Police, Rs two crore have been realised from tax evadors. Rs 18 lakh were also recovered in hawala case.

The working of Irrigation, PWD and Social Welfare departments also came in discussion.

Addressing the meeting, the Minister assured the district administration that the demands for additional funds projected will be brought to the notice of the concerned Ministers as well as the Chief Minister.
