to pray for return of peace Excelsior Correspondent JAMMU, July 14; Hundreds of Yatris who thronged the M A Stadium Base Camp today to leave for the darshan of Holy Cave tomorrow morning do not foresee any threat from the militants on the eve Agra summit between heads of Indo, Pak Governments. However, the Yatris reaching here from different corners of the country today admitted that large number of pilgrims who were scheduled to have pilgrimage from July 13 to 16 have postponed their programme apprehending sabotage by militants. Six members of our group have cancelled the programme as our yatra date coincided with the Agra summit between Prime Minister, Mr A B Vajpayee and Pak President, Gen. Pervez Musharraf said Dayanand a pilgrim from Manali, HP who with his other colleagues is all set to leave for the Holy Cave tomorrow morning. He said in our 12 member group, six have cancelled the programme as they apprehend threat from militants. "As per past experience militants always struck on such events killing the innocent people", he added. However, undeterred by any threat to his life the 60 year old Dayanand has surrendered every thing to Lord Shiva. "I do not forsee any threat to my life as nobody can harm you without the will of Lord, So why to worry, let us surrender ourselves in his lotus feet", he added. But the views of Tarun a young pilgrim from Jalandhar were a bit different who said "I will go for darshan, come what may". "Why should I be scared of militants attack on Gens visit, if I am a devout Hindu and believe in the philosophy of my religion." Ramesh Koul a displaced Kashmir Hindu who has come all the way from Delhi to have the darshan of Icy Lingam of Lord Shiva in the Cave Shrine also does not visualise any threat from militants on the eve of Agra summit. "I do not think the visit has to do any thing with Yatra", I miss Kashmir, my motherland badly and hence I can not lose this opportunity to visit the Holy Cave to have a glimpse of the scenic beauty of Valley", he added. Ramesh said after reaching the Holy Cave he will pray for the success of the Agra summit for return of peace and prosperity in the strife torn Kashmir valley. He urged every member of displaced community from Kashmir to have darshan of Lord Shiva enmass and pray for the return of the peace and normalcy in the Valley which has witnessed a lot of bloodshed over a decade now. Same views were expressed by Mukesh Kohli a young pilgrim from Delhi. "I do not think that Gens visit has any thing to do with Yatra as every body is fed up with the terrorism, he said,adding Pakistanis also want that Indo-Pak acrimony should end now and both nations should work for promotion of peace". The sole aim of my Yatra is to pray for the success of peace talks in the Cave Shrine, he said. However, the security has been further tightened for the Amarnath pilgrims on the eve of Agra summit and Gen Mushrrafs visit. An official spokesman from Anantnag said that security forces have been asked to maintain extra vigil on Yatra route to frustrate any design of militants to sabotage the yatra. Musharrafs visit and Agra summit is an important even and like the past experiences on such events militants have made the innocent people their safe target,he said, adding hence the Government is extra careful this time and it has sounded a total alert on the eve of the summit. He said the number of security forces have been increased on patrol duty and Army is doing the area domination while BSF has been deployed for road opening operation. The CRPF and JKP jawans have been entrusted the camp security at Nunwan, Chandanwari, Sheshnag, Panjtarni and Holy Cave. Meanwhile a fresh batch of 2,124 pilgrims left for the darshan of Holy Cave from M A Stadium, Base Camp today morning in 109 vehicles. These pilgrims include 1,619 male, 414 female, 31 children and 112 Sadhus. This is the lowest number of Yatris that left for darshan of the Holy Cave since the yatra started on July 2. Reports reaching from Anantnag said that all the pilgrims have reached the Nunwan Camp by the evening. Total 5,874 pilgrims have performed the darshan of the Icy Lingam in the Holy Cave yesterday. Among them 4,882 had come via Pahalgam track while 992 had come via Baltal track. The sky was partly overcast with clouds from Pahalgam to Holy Cave today. However, the track on both sides was open for darshan. |
Karan approves committee for Sudhmahadev temple Excelsior Correspondent JAMMU, July 14: Chairman Trustee of Dharmarth Trust J&K, Dr Karan Singh has approved the constitution of a new management committee for historical Shool Paneshwar (Shiv) temple at Sudhmahadev in district Udhampur. As per a release, the case was recommended to Dr Singh by president of the Trust. The committee will approve the management of the temple and properly look after the complex. The committee includes: President of the Trust as chairman, Rakesh Chand will be the new vice-chairman, one council member and secretary Dharmarth Trust will be Dharmarth Trust nominees. Rajeshwar Chand, Girdhari Lal Baru and Shamsher Chand of Chenani, Dina Nath, Pritam Chand, Rajesh Verma and Bansi Lal from Sudhmahadev will be the members of the new management committee. |
PWD launches computerization programme for ARWS Excelsior Correspondent Srinagar, July 14: The Public Works Department (PWD) has launched a computerization programme for effective planning, monitoring and implementation of centrally sponsored Accelerated Rural Water Supply Programme (ARWSP). The project envisages installation of computer system at the divisional levels to provide connectivity to all the offices of the Rural Water Supply Programme. Modalities are also being worked out for the installation of computers at the sub-divisional level. The State Finance Department has released Rs. 2 crore for the purpose which have been sanctioned by the Union Ministry of Rural Development, Department of Water Supply. The PWD has invited proposals from major Information Technology (IT) consultants in the country for computerization of the PHE offices. The computerization would enable the PHE Department to create a data bank of rural water supply schemes with all the physical and financial details for easy accessibility. Through the ARWSP, launched in 1977-78, the State Government was able to achieve quick results in the realization of the policy goal of universal coverage of the population with safe drinking water. The other activities taken up under ARWSP include Desert Development Programme (DDP), media publicity, setting up of water testing laboratories and monitoring and investgating units. THE DDP is being implemented in Leh and Kargil districts of the State. The Government released Rs. 54 lakh during 2000-01 for the purpose. For the wider publicity of the rural water supply programme, an allocation of Rs. 49 lakh, lying with the Finance Department, was released recently. The main objective of this programme is to give wider publicity to the rural water supply schemes both through conventional and non-conventional media. The Director Information has been made nodal officer for the programme. To ensure safe drinking water supply to the consumers, the department has set up water testing laboratories at the district level where water samples are being regularly tested. |
DGP holds citizens meetings in Rajouri, Poonch Excelsior Correspondent SRINAGAR, July 14: The J&K Police Chief, Mr. A. K. Suri visited the border districts of Rajouri and Poonch yesterday and held meetings with the prominent citizens at Rajouri, Surankote and Mendhar with a view to listen to their problems and difficulties and accordingly address them. Sitting and former legislators of the concerned areas also attended the meetings. During the course of inter-action many local issues were brought to the notice of DGP. Speaking at the meetings, the DGP thanked the border people of Rajouri and Poonch for their never ending help and co-ordination in providing vital clues about the presence and movement of militants to police and security forces. "It is due to the timely information supplied by the local population that police and security forces have been able to avert many tragedies and achieve many notable successes in eliminating hard core militants in the area," he said. Mr. Suri said that militants and their mentors want to create a wedge between the communities by hitting soft targets to exploit sentiments but he expressed confidence that the border people like before will be one against the subversive and divisive machinations of the enemy. Responding to the demand of recruitment, the DGP said that it could not be carried out because there was no vacancy in police department. He, however, assured the people that he would take up the matter with concerned army authorities for recruitment of local youth in JAKLI. The DGP who was accompanied by Mr. Radhavinod Raju, IGP Jammu Zone, issued on the spot directions to vacate the school building occupied by security forces at Surankote. Due to the closeness of villages of Salwa and Pathana Pir with Mendhar, the residents of these two villages requested the DGP to delink their villages from Police Station, Gursai and keep them with Police Station, Mendhar. He told them that a proposal based on their demand would be sent to government for favourable action. |
HC restrains 6 Agri officers from undergoing training Excelsior Correspondent JAMMU, July 14: Justice R C Gandhi of the State High Court has directed Head Central Soil and Water Conservation Research and Training Institute Dehradun, Uttranchal that he shall not permit six private respondents who are Agriculture Extension Officers and Junior Agriculture Assistants to undergo training course in Soil and Water Conservation or attend classes. However, the Court directed the respondents that they are at liberty to seek modification of the order. This court direction was issued in a writ petition filed by Sanjay Verma and seven others through Wasim Nargal challenging the Government order in which six Agriculture Extension Officers and others were selected for the training course at Dehradun. It was pointed that the course was meant for the gazetted persons who belong to Jammu region and below 45 years, whiles those selected belonged to Kashmir division and above 45 years of age. The petitioners counsel said that he had approached personally at Dehradun Institute for affecting the service as directed by the High Court. However, the office refused to acknowledge Dasti service. On this statement, Justice Gandhi observed that under such circumstances, it is directed that six private respondents shall not be permitted to undergo training course. |
Consider petitioner for promotion as BDO: HC Excelsior Correspondent JAMMU, July 14: Justice T S Doabia of the State High Court has directed Jammu and Kashmir Government and others to consider the claim of the petitioners for further promotion as Block Development Officer (BDO). The court direction was passed in a writ petition filed by one Charanjit Singh, then Village Level Worker in Rural Development Department who was given selection grade with effect from January 1, 1986 and placed at serial number 31 in the seniority list, issued on April 1, 1993. It was pointed that the the private respondents junior to the petitioner were shown senior to the petitioner and the petitioner was shifted from serial number 31 to 294. A writ petition was filed by him in which the operation of the tentative seniority list was stayed. However, during the pendency of the petition, another seniority list was issued in 1997 and petitioner was shown at serial number 67. The petitioner filed a fresh writ petition. In this petition, another interim order was passed on November 21, 1997. The respondents issued another order by which the petitioner was transferred and posted against the next higher post of Panchayat Inspector. The petitioner was advised to withdraw the petition so that his case will be examined. The petitioner did the same with the liberty to file the fresh one. The petitioner said that he was entitled to promotion from the date when his juniors were promoted and also submitted that he should be considered for the post of BDO. While disposing of the petition, Justice Doabia directed the respondents that seniority list of VLW as it stood on April 1, 1993 and it has been treated as final shall be given effect to . The seniority list of 1993 shall remain in force till it is altered by affording proper opportunity to the petitioner. The petitioner is held entitled to all consequential benefits as have been given to private respondents. These benefits be calculated and released in favour of the petitioner. |
ABVP celebrates 53rd Foundation Day Excelsior Correspondent JAMMU, July 14: Jammu City unit of Akhil Bhartiya Vidyarthi Parishad celebrated its 53rd Foundation Day by organizing a function at DBN Mubarak Mandi as "Yuva Diwas". As per a release Mrs Sunanda Sachdeva, Principal, DBN High School presided over the function and Mr Romesh Pappa, National Secretary of ABVP was the main speaker. While addressing students Mr Romesh Pappa guided students to get united to fight against emerging social evils in the society. He said while keeping their character and discipline in their personality, the students should play vital role in the society for making the nation strong and integrated. He said the students are not the citizens of tomorrow but also the citizens of today. While addressing Mrs Sunanda Sachdeva appreciated the ABVP activists for winning a recent agitation. She congratulated the ABVP activists on its foundation day. She said students should not only strive for getting academic qualification only on the name of education but they should also work for others and for society without any vested interests. Comrade Dhanwantri Manch organises function Excelsior Correspondent JAMMU, July 14: Comrade Dhanwantri Manch, an organisation set up by followers and colleagues of Comrade Dhanwantri since 1981, organised 48th death anniversary commemoratory function of Comrade Dhanwantri last evening which was presided over by a presidium of Padamshree R N Shastri, Prof Nilambar Dev Sharma and Prof Lalit Magotra. As per a release Mr Hari Chand Jalmeria, general secretary of the Manch besides paying tributes, reported about the steps being taken by the Manch to carry forward thoughts of Comrade Dhanwantri who gave his entire life fighting against British Imperialist Government in India aiming at establishing secularism after freedom. Mr Jalmeria also presented the agenda for discussion and conducted the proceedings. Prof Shastri apprised the gathering about life and contribution of Comrade Dhanwantri. He asked for collecting more material and information on Dhanwantris Role in the National Freedom Movement and compile a book for public benefit. Prof Nilambar Dev threw light on the aspects like Dhanwantris role in socio-political fields particularly in this State. He said Dhanwantri was main spirit in framing "New Kashmir" programme and spreading the thought of socialism amongst the people. Dhanwantri inspired the formation of new movements of students, youth, farmers, writers, cultural and linguistic activists. He was unassuming personality and firm follower of Marxism, Prof Nilambardev said. Prof Lalit Magotra termed Dhanwantri as the tallest hero of freedom struggle from this state, who spent major portion of his life in jails, particularly Kalapani Cellular Jail for his associated work with Shaheed-e-Azam Bhagat Singh and Chandershekhar Azad. He suggested creating a library to carry forward Dhanwantris name and thoughts. Mr Bishan Dass who used to accompany Dhanwantri in rural areas, said that what was achieved by independence with the sacrifice of freedom fighters, is being given up by the present rulers under the pressure of America, IMF and the World Bank. Remembering Dhanwantri is more relevant today, he said. Messrs Dhan Raj Bargotra and Mohan Singh expressed anguish over over the ignorance about Dhanwantris life and thoughts in the present generation of the State and the Governments deliberate suppression. They wanted Dhanwantri to be followed as hero and philosopher. Messrs Chattarpal, K K Bakshi, Advocate D S Saini and Prof Satpal Shrivats also spoke. Prominent among those who attended the meeting included Messrs Hari Saran Dogra Advocate, Kishor Kumar, Nirdosh Uppal, Master Shivnath, Parveen Kesar, Ram Rattan and Girdhari Lal. It was resolved to publish book on Dhanwantris life and ask the Government to to make his memorial at a prominent place in Jammu city. |
