Gujjars and GDCT

Sir,

Tracing out their original journey in the ancient period from Georgia and Central Asia, to Jammu and Kashmir and other parts of northern India, Gujjars, a well known tribe of the State of Jammu and Kashmir and India have attained much towards a settled life now. The history of Gujjars has witnessed a number of personalities with a great vision and foresightedness who have contributed a lot in the development of the political history of the contemporary India at regional and national levels.

However, during its journey, over the passage of time, the tribe has suffered a lot on the socio-economic fronts because of the political mis-adventures and many other reasons of the contemporary times. This led the community somewhere in past to add an ingredient of nomadic character in their composite culture. This over the period of time evolved into a well established part of the diverse culture of Gujjars.

Because of an almost total nomadic life and a political lacuna in their representation the Gujjars further drifted away from the mainstream on the educational and economic front. However, after independence, visionaries like late Sher-e-Kashmir Sheikh Mohammad Abdullah have taken few landmarks steps in the upliftment of the tribe on fronts, although the political commanders from withinthe community have kept themselves engaged much in the consolidation of their own polito- economic base than the general welfare of the community.

In the last five decade history of Gujjars, the recent establishment of Gurjar Desh Charitable Trust (GDCT) by a group of social activists (in 1992) is one of the greatest milestones towards the transformation of the community from an educationally and resource wise poor lot of to an educated, civilised and culturally advance segment of the mainstream society. The trust is having a latest and modern state-of-the art infrastructure for research in the field of culture and heritage, beside the basic education facilities. The main objective of this multi-disciplinary charitable institute is to inculcate educational awareness among Gujjars and to research, identify and preserve the age-old, rich cultural heritage of this tribe.

Although in the politics of the State of J&K, Gujjars have had a nominal representation since long time, but the political stalwarts of this community from different parts of the State have miserably failed to infuse an educational innovation in the community and due to this kind of silence on political front the community is yet to come out of the malaise of mass illiteracy.

During my recent visit to the GDCT (Sunjwan Gujjar colony) Jammu, I realized the establishment as something first and unique in the history of Gujjars. The objectives, management and the achievements of the trust in such a brief period of time are really mind-boggling.

The unmatchable endeavors of the trust management in the areas of educational, cultural and otherwise overall awareness are hoped to fill the age-old lacunae in the progress and prosperity of the most neglected and ill-treated Gujjars tribe in consequence of a long political slumber.

Sports scenario in Rajouri

Sir,

Rajouri - A city surrounded by Shivalik mountains is an enchanting place. It is also endowed with rich floura and fauna.

At present Rajouri is reeling under mlitancy which has affected its development work. On the other hand there is the problem of unemployment. Likewise schools of the area are lacking infrastructure. There is also one more sector which needs consideration that is sports.

The sports sector has not grown fully in the area. This is due to callousness shown by the Sports Department and the District Administration. With the result a lot of talent that is available in the district is getting waste.

Rajouri too would have produced Sports personalities eminence, had the Goverment paid any attention to it. If it would have set up sports club, stadium, play grounds, swimming pools and provided all facilities to the players the results would have been praiseworthy. Moreover, the social evil like drug addiction among youths would not have found any place.

To promote sports sector in the area, Government agencies should come forward to do something on priority basis for sports. Short terms as well as long term policies should be adopted. Players should be encouraged by giving incentives to them.

Indo-Pak talks

Sir,

As the day of Vajpayee- Musharraf meeting in Agra approaches the euphoria about the outcome of their talks is getting heightened. Both, print and electronic media are full of hopeful reactions from the intellectuals, politicians, writers and the general public; but quite a few have cautioned against being over-optimistic.

It is well known that as soon as Prime Minister Vajpayee’s invitation reached Islamabad Pakistan started setting the agenda for the talks. However every time when India responds by reiterating its stand over Kashmir General Musharraf advises avoiding "rhetoric" which, according to him, could vitiate the forthcoming talks! Interestingly Pakistan has not stopped stating and restating its own stand regarding Kashmir. It continues to harp upon the themes such as "India must accept that Kashmir is the core issue", "All other issues can be resolved only if the Kashmir dispute is settled between the two countries first", "Pakistan will continue to support the Kashmiri’s struggle for freedom", " The time has not come to ask the jehadis to stop their activities because the Kashmir issue must be resolved first", " General Musharraf while in India, would meet the Hurriyat Conference leaders as they are the representatives of the Kashmiris" and so on.

Some people believe that when General Musharraf talks of "give and take" he means converting the Line of Control into the international border between the two countries. On the Indian side a large number of people would readily agree to such an easy solution of the problem. The truth, however, is that as Pakistan is already in possession of POK and has merged with it the northern areas of the Jammu & Kashmir state it has no need even to discuss this sort of proposal. In any case the General is going to ask for more than that. What could that be?

General Musharraf in his interview with Dileep Padgaonkar published in The Times of India (5th July) says:" When you talk of the level of jehadi activities, you must bear in mind that a freedom struggle is going on. Certainly as we progress towards a solution this itself will induce moderation. That has a direct impact on the freedom struggle. The progress on the Kashmir issue through our dialogue has an indirect impact on it."

I think that Pakistan’s President may come up with the proposal that Kashmir valley be granted freedom guaranteed by both India and Pakistan. This is what majority of the Hurriyat leaders have been fighting for and that is why the Hurriyat is so near the heart of General Musharraf. India must beware that at the back of this lies the unflinching interest of United States of America which is desperately looking for a base in the heart of Central Asia to contain China’s growing nuclear threat to its status of being the only super power in the world today.
