Monument dedicated to gallantry award winners Excelsior Correspondent UDHAMPUR, Jan. 30: Lt Gen H M Khanna the General Officer Commanding in Chief Northern command today laid the foundation stone of Kailash at modest ceremony here today. The function was attended by the Staff at the Command Headquarters. Due to the distinct operational nature of the Northern command there have been numerous instances of display of glalant actions great valour and sacrifices by officers and men of this command. Hence there is a definite need to honour the brave and to motivate others to greater valour and sacrifices for the nation. Keeping this in mind, Dhruva was constructed from 1996-97 onwards for the names of gallantry awards winners and those killed in action (KIA). A need has now been felt to dedicate a separate monuments for honouring those killed in action and gallantry award winners. It has therefore been decided that Dhruva will be dedicated to those killed in Action and Kailash with the names of gallantry award winners. Kailash has been sited on the mirror image axis of Dhruva keeping all aspects in view Dhruva is a black granite structure consisting of two walls of different heights and lengths with a grey coloured fort wall in the backdrop. "Kailash has been designed so that it matches, and yet is different from Dhruva. To bring about a semblance of symmetry a fort wall has also been planned behind Kailash. However, there will be difference in levels of Kailash and Dhruba, which is only natural in sloping ground. Besides the names of all gallantry awards winners from 1947 onwards. "Kailash will have enough panels to cater for the requirement of the next 50 years. The layout of panels is as per the seniority of the award, each panel can bear a maximum of 80 names thus a total 64 panels have been planned. The architectural theme that has been incorporated is to create a structure, which is in harmony with the environment of Dhruva and yet projects a distinct identity of its own. Keeping anthropometry in mind the structure has a human scale where though the built form would look magnificent and awe inspiring yet it would not become overbearing and dmoniating over the human mind body or soul. Keeping in view that Kailash serves a different purpose from Dhruva i.e. killed in action on black-granite. Kailash is being constructed in lighter coloured material, dholpur stone which gives it a slightly bright and majestic appearance. The colour also goes with the grey fort wall as well as the red sandstone pathways. There are eight walls of 8 meters length in the structure, each wall has 8 panels i.e. total 64 panels, will be available for names, each panel will consist of 4 horizontal slabs i.e. minipanels. The edges of each minipanel will be grooved. Minipanels will be fixed to the wall with stainless steel screes and supported on MS strips. Paths, steps and platforms will be similar to that of Dhruva. These will be made of red sandstone with brass chain links on other side. The abroriculture will be planned on a similar pattern as Dhruva. For the night time artificial lighting to highlight the grandeur of the monument would be fitted. The approximate cost of the monument in Dholpur Stone and connected works is Rs 22 lakhs. |
ABVP activists court
arrest Excelsior Correspondent JAMMU, Jan 30: Yet another round of negotiaions between State Government and students remained unfruitful as the latter boycotted the talks midway and announced to continue the ongoing agitation till their demands were conceded. Despite the fact that this time Chief Minister Dr Farooq Abdullah alongwith Chief Secretary Mr Ashok Jaitly himself held parleys with the students, no success could be achieved. The students boycotted the talks while in progress and left the meeting when the Chief Minister allegedly ill-treated them. The trouble erupted when Chief Minister, during the meeting, sought to clarify his Governments positions regarding the admissions of PRIME students in Government Medical Colleges in Jammu and Srinagar. During the course of his clarification, Miss Rupali, vice-president of GCW Gandhi Nagar intervened and asked the Chief Minister to immediately cancel the said admissions rather than explaining State Governments innocence in this connection. She was also supported by other student representatives. Dr Farooq Abdullah reportedly got infuriated on this and allegedly snubbed the students who in turn boycotted the meeting in protest against formers behaviour. The agitated students after boycotting the meeting staged a dharna in front of Chief Ministers residence, where the talks were being held. They remained there for about an hour and raised slogans against the National Conference Government and Chief Minister Farooq Abdullah. Later these slogan shouting student representatives were forcibly packed in police vehicles and dropped at GGM Science College. In the meeting, the student were represented by Vinay Sharma, Binder Paul Singh Romi, Harmeek Singh Pinchu, Miss Kiran Malhotra (presidents of GGM Science College, MAM College, SPMR College and GCW Parade respectively), ABVP state secretary Vivek Sharma, Divya Gupta, Guru, Lucky and Ranjeet. Some prominent citizens and political party leaders also attended the talks. Jammu Joint Students Federation and Junior Doctors Association representatives, who were also invited in the talks, did not attend the meeting in protest against the presence of some political party leaders there. They also raised slogans against the State Government in front of Chief Ministers residence before leaving the venue. On the other hand, in a high voltage drama, number of students and Akhil Bharatiya Vidyarthi Parishad activists today courted arrest near Civil Secretariat in protest against the erratic power supply and alleged illegal admissions in Government Medical College Jammu. The slogan shouting students, including girls, attempted to break the police cordon and move towards the Civil Secretariat but could not succeed as heavy posse of policemen, deployed there pushed them back. The scuffle between the khakimen and agitators lasted for more than 15 minutes and police had to face a tough time while restricting the students from moving towards Civil Secretariat. The situation was, however, controlled before it could take any serious turn and the agitating students courted arrest amidst shouting of slogans. Earlier, hundreds of students from various educational institutions including GCW Parade, SRML Hr Sec School, Government Girls Higher Secondary School Mubarak Mandi, GGM Science College, SPMR College and MAM College assembled near the ABVP headquarters and then took out a massive procession in the city. Holding banners and placards, the students passed through Moti Bazar, Pacca Danga, Jain Bazar Purani Mandi, City Chowk, Kanak Mandi, Raghunath Bazar and Shalimar Chowk. They were raising slogans against the National Conference Government, Chief Minister Farooq Abdullah, and Power Minister Surjit Singh Slathia. On reaching near the Ranvireshwar temple, the agitators attempted to move towards Civil Secretariat but their attempt was foiled by policemen. All the agitators were packed in police vehicles and taken to Police Line where they were released after some time. Reports from Udhampur said that students and ABVP activists took out a procession from various bazars of the town and later courted arrest at DC office. They were demanding regular power supply and immediate cancellation of PRIME students admission in Government Medical Colleges in Jammu and Srinagar. |
