Kashmir isn’t a disputed territory, declares Advani

NEW DELHI, Feb 27: The Minister for Home Affairs, Mr LK Advani, has declared that the Government of India shall not designate the State of Jammu and Kashmir as a disputed territory.

"There is no question of anyone in India regarding Jammu and Kashmir as a disputed territory", the Home Minister assured the Lok Sabha on Tuesday during question hour. His assurance came in the course of questions pertaining to the demand by Kashmir’s secessionist leader, Syed Ali Shah Geelani, for New Delhi to declare Kashmir as a disputed territory.

Mr Advani reiterated: "We regard the State of Jammu and Kashmir as an integral part of India. Hence the question of treating the State as a disputed territory just does not arise".

Responding to questions by the Congress member and former Union Minister, Mr Santosh Mohan Deb, Mr Advani admitted that the Government had taken note of the statement made, in this regard, by a leader of the Hurriyat Conference. Mr Advani’s obvious reference was to Syed Ali Shah Geelani.

The Home Minister strongly expressed himself against the provocative utterances of the Hurriyat leader (Syed Ali Shah Geelani) and said that nobody should entertain any doubt about the constitutional relationship between J&K and the rest of the Indian Union. "We are pledged to the Constitution of India", he said and emphasised: "We are also committed to the resolution on Jammu and Kashmir adopted by Parliament some years ago".

The resolution had highlighted two basic things-one, J&K is an integral part of India, and, second, there is unfinished task of liberating the areas of the State under the illegal occupation of Pakistan.

On a question on the relevance of New Delhi’s unilateral cease-fire experiment in J&K, Mr Advani made it abundantly clear that when the Government of India talked of initiation of non-combat operations against the militants, no directive was issued to the Indian security forces to remain inactive. Mr Advani said that as many as 184 militants were killed during the first three months of the cease-fire period in J&K. And most of the killed appeared to be belonging to the Lashkar-e-Toiba.

The Home Minister said in reply to another question that the initiation of cease-fire experiment had brought to the fore two significant developments-one, the people of J&K had helped isolate the terrorists and, second, Pakistan was put under tremendous pressure by the international community to help peace process in Kashmir and stop cross-border terrorism.

In his reply to yet another question on the J&K cease-fire, Mr Advani insisted that the Prime Minister, Mr Atal Behari Vajpayee, had, at no stage, made use of the word ‘cease-fire’. The Prime Minister, Mr Advani informed the House, reiterated that combat operations would not be continued.

When the Samajwadi Party leader and former Defence Minister, Mr Mulayam Singh Yadav, took the floor, he set the Home Minister thinking anew with his reference to the recent all-party conference convened by the Prime Minister on Kashmir. Mr Yadav reiterated that the word ‘cease-fire’ was used several times during the deliberations at the meeting.

Mr Advani, in his reply, avoided referring to this issue. Instead, he stated that when the Government announced its peace initiative in J&K on the eve of last Ramzan, the security forces were advised not to initiate combat operations during the period specified at that point by the Prime Minister. "This time the peace process, as clarified by the Prime Minister, is only for those that wish to benefit from it", Mr Advani said.

The Home Minister, while responding to Mr Mulayam Singh Yadav’s another query, read out a portion of the Prime Minister’s statement in Parliament on February 22: "We will not let this process be derailed, diluted or misused. For such organisations or elements, as have vowed to disrupt the peace process, or intend to continue with violence and the killing of innocents in J&K, my message is unequivocal and clear. If you afflict injury on any Indian citizen in the State of Jammu and Kashmir, or elsewhere, or commit any act of violence or terrorism then the security forces have clear instructions to act decisively and to defeat such intentions. Law and order shall be maintained. Those who think that our security forces are less determined today to put an end to terrorism are only deluding themselves".

On questions vis-à-vis Pakistan’s response to India’s peace initiatives in J&K, the Home Minister said that Pakistan had responded, but its response "is inadequate". True, shelling and firing from Pakistanis along the Line of Control (LoC) in J&K, Mr Advani, said, had decreased during the cease-fire period. "But Pakistan has not demonstrated its willingness and keenness to rein in the militants", he added.

Mr Advani charged Pakistan and its ISI (Inter-Services Intelligence) with continuing to use Nepal, Bangladesh, Burma and Bhutan for anti-India activities and said: We are in touch with the Governments of all these countries on the need to prevent the ISI from using their respective territories. Their response is encouraging".

NC Govt most corrupt: Mehbooba

KOTRANKA, Feb 27: Charging National Conference Government with its total failure on all fronts, People’s Democratic Party (PDP) vice president Mehbooba Mufti has asked the people to join hands to get rid of the "corrupt" regime through democratic way.

Addressing a public meeting here, she dubbed the Farooq Abdullah Government as the most "corrupt and incompetent" in the history of Jammu and Kashmir and leveled serious allegations against his Cabinet Ministers for misusing their status.

"The entire State is burning and commoners are being forced to resort to agitational path, but the Chief Minister and his Cabinet colleagues have no time to look into people’s grievances", Ms Mufti said while alleging that the funds meant for the developmental works were being siphoned by NC rulers.

Corruption and unemployment have increased many fold while’s the Government jobs were being sold by NC leaders to accumulate wealth, she said.

Referring to Udhampur incident, she held NC-BJP-bureaucratic nexus responsible for the trouble in the town and cautioned people against the " nefarious designs" of Farooq Government, which she said, was hell bent to create communal tension in the State. " Farooq wants people to get divided on communal lines so that he could exploit the masses and keep his Chief Ministership intact", she alleged.

Condoling the death of four Muslim migrants who lost their lives in an incident of fire near Sidhra, Jammu the other day, Mehbooba Mufti demanded action against Forest Minister Peerzada Ghulam Mohd, who had instigated people to set the forest on fire and grab the land illegally.

The PDP leader hailed Centre’s decision to further extend the cease-fire in Jammu and Kashmir and hoped that it would pave way for the permanent and peaceful solution of the vexed Kashmir issue. She stressed that the ongoing peace process should continue so that the initiative taken by Prime Minister Atal Behari Vajpayee could yield result.

While advocating the need for respecting human rights of commoners from all quarters, she appealed to the militants to shun the path of violence and join peace talks to reciprocate the good-will gesture shown by India. " Gun is no solution to any problem and all issues need to be solved through talks", she said.

Master Tassadiq Hussain, Ved Mahajan, Trilok Singh, Falali Singh and Mohd Khaliq also spoke on the occasion.

Udhampur observes bandh
Meenakshi leaves Delhi with cops; reaching Jammu today

JAMMU, Feb 27: Teen-aged Meenakshi, allegedly kidnapped from Udhampur town on February 8, is reaching here tomorrow morning from New Delhi alongwith her father Natha Singh and a police team and will be straightway sent to IGP Jammu R V Raju’s office for questioning and statement.

Official reports reaching here said that Meenakshi was brought to New Delhi this afternoon from Indore and lodged in Kashmir House. However, she wasn’t quizzed either by a police party accompanying her or CID Cell New Delhi as they had no such instructions.

The Police team alongwith the girl reached New Delhi from Bhopal by air but by then there was no connecting flight to Jammu. As such, the team left New Delhi tonight by road and will reach here tomorrow morning.

Reports said the girl will be produced before a Magistrate for her statement under Section 164 and then she will appear before the IGP alongwith her father and cops accompanying her.

Police officers in Jammu as well as Udhampur declined to give details regarding the circumstances leading to recovery of the girl. "The girl has given a statement to police officials accompanying her but we know that was a blatant lie", the officers said, adding they will comment only after personally questioning her and reviewing the situation tomorrow morning.

Our Udhampur correspondent adds: Three alleged abductors of Meenakshi—Aftaab Ahmed, Vikram Singh Slathia and Anoop Khajuria—were shifted to an unidentified place from Udhampur Police Lines, where they had been lodged, this afternoon.

Reports said that the trio might have been shifted to Jammu for cross-examination after the arrival of Meenakshi tomorrow.

Meanwhile, a complete bandh was observed in Udhampur town today as Action Committee, spearheading the agitation, refused to suspend the strike till the girl reaches Udhampur. All shops and business establishments remained closed in the town and traffic was off the roads.

A rally was held by the Action Committee at Dabbar Chowk this evening, which was addressed by a number of prominent citizens. They criticised the Government for not arranging a special helicopter for bringing the girl back to Jammu. They also lambasted Minister of State for Civil Aviation Prof Chaman Lal Gupta for not visiting even once in Udhampur, which he represents in Parliament, though he attended a cultural function at Abhinav theatre and a meeting at Khoon, Ramkote.

The Action Committee said the strike will be called off tomorrow morning if Meenakshi returns to the town. They, however, threatened to resume the agitation from next week (Wednesday) if CBI team didn’t take up the case by then. The Committee also warned to gheroe Prime Minister’s office for a CBI inquiry.

Prominent among those who addressed the gathering included Brij Mohan Sharma, Balwant Singh, Dwarka Parashar, Sawtantar Dev Kotwal, Surinder Kumar, Ramanand Baria, Narinder Singh Jamwal and Shakeel Shah.

Handoo cremated with full State honours

JAMMU, Feb 27: The mortal remains of Minister for Law and Parliamentary Affairs, Mr P L Handoo were consigned to flames at Jogi Gate cremation ground with full State honours here this evening.

At 5.30 p.m., Mr Handoo's eldest son, Mr Rajinder lit the pyre amid chanting of Vedic mantras.

A contingent of J&K Armed Police gave last salute by reversing the arms as the buglers sounded the last post. They also presented gun salute.

The flower bedecked body wrapped in the State flag was brought to the cremation ground in a funeral procession, participated by hundreds of mourners including ministers, legislators, senior civil and police officers, leaders of political, social and cultural organisations and prominent citizens.

All the members of the council of ministers led by acting Chief Minister, Mr Ghulam Mohi-ud-Din Shah, judges of State High Court, Chief Secretary and other senior officers were among thousands of people present at his last rites.

To enable people to offer homage to the departed leader, his body was kept in state at Banquet Hall. Hundreds of people came to offer their floral tributes to him.

Earlier, the mortal remains of Mr Piyare Lal Handoo, were brought to Jammu by air from New Delhi where he had passed away at 6 a.m. today.

The Minister of State for Rural Development, Mr Ajay Sadhotra accompanied the dead body alongwith the family members of Mr Handoo.

The Governor, Mr G C Saxena and Mrs Rajni Saxena also came by the same flight as per his scheduled programme. They offered condolences to the bereaved family at the airport.

At Jammu airport, entire Council of Ministers led by acting Chief Minister, Mr Ghulam Mohi-ud-Din Shah were present to receive the dead body.

The Governor laid floral wreath on the body.

As desired by the Chief Minister, Dr Farooq Abdullah, Mr Ghulam Mohi-ud-Din Shah laid wreath on the body of Mr Handoo. He laid a wreath on his own behalf followed by other ministers, legislators, political leaders, party workers and prominent citizens.

The secretary general, National Conference, Sheikh Nazir Ahmed, who was also present at the airport, laid wreath on behalf of the party.

The body of Mr Handoo was taken in a procession to his residence at Wazarat Road where a large number of his relations, friends, admirers and party workers were present. It was a heart-rending scene with his relations and friends wailing.

The mortal remains were later kept in state in Banquet Hall to enable people to pay their homage to the departed leader from 4 p.m.

Earlier, the State Cabinet today held an emergency meeting to mourn the sad demise of Mr P L Handoo.

The acting Chief Minister, Mr Ghulam Mohi-ud-Din Shah chaired the meeting.

The Cabinet placed on record its appreciation of the commendable services rendered by Mr Handoo for the people of the State.

Mourning the demise, it conveyed condolences to the bereaved family.

A 2-minute silence was observed as a mark of respect to the departed leader.

Budget likely to spare common man

NEW DELHI, Feb 27: It is unlikely that the budget 2001 to be presented by Finance Minister Yashwant Sinha tomorrow will be harsh on the common man.

Though there is a general perception of a tough budget being presented to reverse a slow down in the economy witnessed in the current fiscal, the FM is constrained on account of political compulsions — the Assembly elections in five states just two months from now and expected opposition from some of the NDA partners, protagonists of Swadeshi in the BJP, agricultural lobby, trade unions, small scale sector, not to speak of the opposition.

If the railway budget is any indication of things to come, the general budget will avoid putting any burden on the common man by increasing excise levies on items of daily consumption. Similarly the FM may not like to annoy individual tax payers, particularly the salaried class and pensioners by increasing rate of income tax or surcharge. There is expectation that he may make some gestures in the form of adjusting income slabs so that the highest tax rate at 35.1 per cent, inclusive of surcharge, is applicable to income slabs of more than Rs 150,000. There is also a view that he may give some sops to senior citizens, particularly those above the age of 75, for example exempting medical expenses from the income.

In the area of indirect taxes, the FM is unlikely to concede the demand of the industry for pegging the maximum excise duty at 18 per cent inclusive of surcharge and sad. The peak import duty may come down from 35 per cent, though he may raise duties on items which at present are lower than the WTO level. To give protection to agriculture and small scale industry, especially in view of flooding of goods from China, the FM may raise duties on some of these items and provide other safeguards as permissible under the WTO.

Though there is remarkable agreement among economists, administrators and industry on the need for disinvestment of Government equity in PSUs and sale of sick units, cut in subsidies, removing support to SSI sector through reservation and downsizing the Government, political considerations come in the way of FM coming out with too many bold measures on these issues. Witness the heat and dust created by the sale of BALCO.

For various reasons, politics has always influenced budgets in India. Budget making has thus settled into an established mode of incremental reforms subject to pulls and pushes of day to day politics.

Despite a clear indication from Mr Sinha and Prime Minister Atal Behari Vajpayee of a hike in passenger fares, Railway Minister Mamata Banerjee did not do this. At least till the assembly elections, there is little likelyhood of this occurring. She is not the only one with an eye on elections.

The pressure on budgets does not come from parties alone. Individual MPs also block proposals.

Small scale sector and traders are the traditional vote bank of the BJP. The Swadeshi Jagran Manch, an RSS constituent, has also been championing the cause of SSI sector. So regardless of whatever the Economic Advisory Commission or the economic survey may have to say on the need for dereservation, any shift in policy would weigh what the BJP fraternity has to say on the issue.

Subsidies is a sensitive issue with many parties, including the Akali Dal, Janshakti, Trinamool Congress and INLD. Chemicals and Fertiliser Minister Sukhdev Singh Dhindsa has already locked horns with Finance Ministry on a proposed cut in fertiliser subsidy in this budget. The Akali have found alies TDP on the issue.

According to Government’s own estimates two thirds of subsidies are of non-merit variety. Economists are of the view that fertiliser subsidy benefits the fertiliser companies mostly and give little relief to the poor farmer, in whose name the subsidies are justified.

The FM may provide concessions to the farmers and also make larger allocation to the agricultural sector to check the downturn witnessed in the last two years in this sector. In this he is likely to be influenced by demands for more concessions to agriculture by NDA partners, particularly Chief Ministers of Haryana, Andhra Pradesh and Punjab as well as by Congress, the major opposition party.

Some protection to agriculture sector is also likely to continue after the removal of QR’s. Congress president Sonia Gandhi has already made this a major issue in her recent rally of farmers in the capital. Many MPs in the ruling party also seen to support this cause thus creating a conflict of interest in the Government.

One reason for the falling prices of agricultural produce in the domestic market is the world market price crash. Hence there is need to safeguard the interest of the farmers through budgetary measures. The agricultural sector must also be strengthened by expanding cold storage facilities, refrigerated transportation, agro based industries and facilitating the free movement of trade, experts say. Top Hizb militant surrenders

SRINAGAR, Feb 27: In the first surrender by a top militant after the Centre’s unilateral cease-fire in the State, self-styled district commander of pro-Pakistan Hizbul Mujahideen militant outfit Jehangir Ahmad Khan laid down his arms in north Kashmir today.

Jehangir alias "Kinga", carrying a reward of Rs two lakh on his head, surrendered before Inspector General of Border Security Force (BSF), Baramulla Frontier, B N Chaturvedi.

Chaturvedi told newspersons that Khan was active since January 1999 and was involved in a number of militancy-related incidents in north Kashmir.

Functioning under the names of "Irfan, Bilal, Farooq, Imran and Muneer", the wanted militant was eager to return to normal life and the extension of the cease-fire had strengthened his viewpoints as it brought out the "hollowness of the so-called jehad" (holy war), the BSF official said.

Hailing from Noorbagh locality of Baramulla, Jehangir, who was running a watch repair shop, was persuaded to join militancy by Farooq Ahmad Mirza, self-styled divisional commander of Hizbul Mujahideen in January 1999.

"He went for arms training to Pakistan-occupied Kashmir alongwith 13 other boys in April, 1999 and was introduced to Brigadier Riyaz Khan and Col Shamsul Haq of ISI who organised training for them," Chaturvedi said.

The BSF official said Jehangir was instructed to report to Saifullah Engineer, the then divisional commander of Baramulla, to operate in Pattan-Baramulla belt in 1999.

Subsequently, Jehangir hired a shop for watch repairs in Pattan.

He became active in early 2000 and carried out a number of operations against security forces. Jehangir was appointed section commander of the outfit and assigned additional duties of co-ordinator and distributor of money, the official said.

Jehangir was later made district commander and his main task was to plan, organise and direct the killings of security personnel, informers and politicians who were against militancy, he said.

The militant was instrumental in a number of IED explosions and paid Rs.50,000 to each battalion commander every month and an additional Rs.10,000 for killing of security jawan.

Chaturvedi said due to pressure of security forces and disillusioned with the militancy, Jehangir was "craving to return to normal life".

Jehangir surrendered alongwith his personal pistol, a wireless set, 15 rounds and Rs.50,060 cash.

He told reporters that youth were disillusioned with the ongoing bloodshed and the Hizbul manpower had come down.

Meanwhile, the Inspector General of BSF said infiltration of militants from across the border has declined.

"Borders along the north Kashmir border are quite," he said.(PTI)

Assembly pays tributes to Handoo
House business suspended for day

JAMMU, Feb 27: Jammu and Kashmir Legislative Assembly today paid glowing tributes to the Minister for Law and Parliamentary Affairs, Mr P L Handoo, who expired in New Delhi this morning.

Reflecting the sentiments of the House, the acting Chief Minister, Mr Ghulam Mohi-ud-Din Shah said that Mr Handoo has left an indelible mark in various fields during his chequerred career as a legal luminary and parliamentarian. Mr Handoo did not allow communication gap to come in his dealings with political workers, he added.

Mr Shah said the departed leader strived for carving out a place of dignity and honour for Jammu and Kashmir in the Indian Union.

The acting Chief Minister conveyed the condolences on behalf of the government, the Chief Minister, Dr Farooq Abdullah, the National Conference and the House to the bereaved family and said they share their grief.

Recalling his association with Mr Handoo, the Minister for Finance, Mr Abdul Rahim Rather, in emotionally choked voice, said that the late leader was a great parliamentarian. Even the present Prime Minister, Mr Atal Bihari Vajpayee and the Union Home Minister, Mr L K Advani had very high opinion about him and acknowledged his capability. He said Mr Handoo had a distinguished career as a student, a teacher, a lawyer and a politician.

Mr Rather described Mr Handoo as an unparalleled personality and said the best tribute to him would be to imbibe the qualities of his illustrious life. He said he had immense faith in parliamentary democracy and referred to his presence during the Governor’s address during the current session, and Chief Minister’s reply on the motion of thanks to Governor’s address. ‘I remember the moment when he stared keenly on the walls of this House, perhaps bidding adieu,’ he said, adding that Mr Handoo fought his dreaded disease bravely.

Winding up the obituary references, the Speaker, Mr Abdul Ahad Vakil referred to the role of Mr P L Handoo in drafting the autonomy report and said he had a very clear understanding of the issue. At times he would go a step ahead as he attached tremendous importance to the document for posterity, he said, adding that he was blessed with immense far sight.

Mr Vakil said that Mr Handoo was a courageous human being, keen to preserve the distinct history, identity and self-respect of the State despite pulls and pressures. The history has bestowed a special position to the State that is faced with difficulties of serious nature, he said, adding that a new situation is emerging in South-East Asia. He hoped that everybody would rise to the occasion and help steer the State out of the difficulties.

Dwelling on his association with Mr Handoo, the Speaker recalled his various encounters with him as a colleague in courts and political arena. At times, he said he used to have differences with him on various issues but these never became public. Mr Handoo was a graceful personality who raised the level of debates in legislature to new heights, Mr Vakil said. He said success in elections or appointments to various public offices never went to his head.

The BJP leader, Mr Shiv Charan Gupta paid rich tributes to Mr Handoo and said that his role as a parliamentarian has been commendable. In his death, a void has been created not only in the House but all over the State, which will be difficult to fill. He conveyed his condolences to the bereaved family

The Congress leader, Mr Lal Singh described today as a sad day and said that with Mr Handoo’s death, one glorious chapter has come to an end. He said during his illness, his absence from the House was felt. He described Mr Handoo as a truly secular and progressive political leader of the State and said that his personality and conduct was inspiring, especially for the new members in this House, like him.

Mr Abdul Rehman Veeri said that the late leader was full of determination and will power and would guide freshers like him on every occasion. With his death the State has lost an able legal luminary and parliamentarian, he said.

Mr Jagdish Raj Dubey said that Mr Handoo’s absence in the House because of his ailment left a big void during the current session and with his death the State is deprived of a great personality. He recalled that after elections when he (Dubey) was a new comer, Mr Handoo came to him and advised him how a legislator representing the voice of the people should speak and conduct in the House befitting to its dignity.

Mr M Y Tarigami described Mr Handoo’s death as a great tragedy. His demise is not a big loss for his family alone but to all those engaged in steering out the State from present difficult phase. He said Mr Handoo had tremendous faith in parliamentary democracy though the system suffered from many distortions.

Recalling Mr Handoo’s excellence in debates, Mr Harsh Dev Singh said that Mr Handoo’s demise is not a loss only to National Conference or the House, but it is a great setback to the entire State.

Sheikh Abdul Rehman, while paying tributes to Mr Handoo, said that his popularity could be gauged by the fact that despite belonging to minority community he won from predominently majority community constituencies.

Later, the House observed two-minute silence in memory of Mr P L Handoo.

When the House assembled at 9.30 a.m. today, the Speaker announced the sad demise of Mr P L Handoo and suspended the business for the day as a mark of respect for the departed leader.

Similarly, the Legislative Council also did not conduct any business today.

J&K not to be declared ‘Disturbed Area’

NEW DELHI, Feb 27: The Government of India has alerted States and advised the local authorities there to beef up security and keep "special" watch over criminal and anti-national elements as well as their patrons.

Giving this information in the Lok Sabha on Tuesday, the Home Minister, Mr LK Advani, said that the Central Government, in discharge of its duty to protect the States against internal disturbance and in the interest of national security, "keeps sensitising the State Governments, based on the available intelligence inputs about the plans and activities of various militant outfits active in the country".

In his reply to a question by Mr Sunderlal Tiwari and Mr Satyavrat Chaturvedi, Mr Advani described as "factually incorrect" a newspaper report that Ashfaq Ahmed, arrested recently by Delhi Police in Red Fort shoot-out case and Kamran arrested earlier in 1998 had, in the course of interrogation, divulged that 8 terrorist outfits had joined hands with the Lashkar-e-Toiba. Mr Advani asserted that the two arrested militants had not made such a disclosure in the course of interrogation.

The Home Minister made it clear that efforts were also made, on a continuing basis, to improve the level of cooperation as well as flow of information between the Central intelligence agencies and intelligence departments in the States.

According to Mr Advani, apart from exchanging information and honing strategies for countering militant activities and cross-border terrorism, the States are kept advised, from time to time, about the need to beef up security and to keep "special" watch over criminal and anti-national elements.

The Government of India has no proposal to declare the entire State of Jammu and Kashmir as ‘Disturbed Area’, the Minister of State for Home, Mr Vidyasagar Rao, informed the House while answering a question by Mr Vijay Kumar Malhotra. The J&K Government, Mr Rao recalled, had, in July 1990, declared as ‘Disturbed’ the entire districts of Anantnag, Baramulla, Badgam, Kupwara, Pulwama and Srinagar and areas falling within 20 km of the Line of Control (LoC) in the districts of Rajouri and Poonch.

Mr Vidyasagar Rao made it clear that in the present context of the Government’s peace initiative and the prevailing security situation, a change in areas declared as ‘Disturbed’ had not been found necessary.

On infiltration of militants in Jammu and Kashmir, the Minister informed Mr MVVS Murthi and Mr Sivaji Mane that infiltration of armed militants from Pakistan into J&K has not gone up this winter. At the same time, Mr Rao admitted that it is difficult to assess the exact figures of infiltration.

Mr Rao said that as per available estimates of infiltration as assessed by various agencies, infiltration had been marginally less, or almost the same, during this winter compared to previous years’ winter season. He added that the Government had been adopting a comprehensive approach to curb terrorism and check infiltration in J&K.

In his reply to a question by Col Sona Ram Choudhary, Mr Rao stated that while the Centre was fully alive to the security situation in J&K and North-Eastern States, the Government of India in conjunction with State Governments was continuing with its multi-pronged strategy to curb terrorism in Jammu and Kashmir and the North-Eastern region.

The Minister informed the House that as many as 482 security personnel were killed in terrorist violence in J&K in the year 2000. The figure of the security personnel killed in the State in January and first 14 days of February this year stood at 58.

Mr Rao stated that while 762 civilians got killed in the incidents of violence in J&K last year, the number of civilians killed in January and first 14 days of February this year was of the order of 124. In the year 2000, as many as 1520 militants and extremists were killed. And the number of militants killed in January and first 14 days of February this year was put at 132.

On the drive against hawala operators, Mr Rao said in reply to a question by Mr Sushil Kumar Shinde and two others that the documents seized by Delhi Police from one of the accused in the recent Red Fort shoot-out case prima facie revealed that he had collected a large sum of money through hawala transactions, a part of which was later transferred to a bank account opened in Jammu and Kashmir State, apparently to fund terrorist activities in the State.

Mr Rao said that a raid on the premises of a hawala operator resulted in the seizure of about Rs 1.10 lakhs. The hawala operator in question is absconding and his movable property has been attached under the court orders.

NC leader among seven killed in Kashmir

SRINAGAR, Feb 27: A ruling National Conference leader and a militant were among seven people killed and 12 others injured in Kashmir valley during the past 24 hours.

Official sources said here that unidentified militants entered the house of NC leader Noor Mohammad Shah at Badgam in the central Kashmir last evening and shot him dead.

Militants also shot at and wounded another party activist Ghulam Ahmad Mir at Pulwama yesterday.

An official spokesman said militants shot dead a surrendered militant Fayaz Ahmad at Syedpora in Nishat this afternoon.

A blast took place in a migrant’s house at Sangrampora in Beerwah late last night. Later, a body was recovered from the damaged house.

However, residents alleged that security forces arrested one Abdul Rashid Bhat and later kept him in a migrant house before the house was blasted.

Sources said unidentified gunmen shot dead two persons at Chattabal in the downtown city today. One of the deceased was identified as Mohammad Amin Sheikh of Badgam.

An unidentified body was recovered from a nullah at Kokernag in south Kashmir this morning.

Sources said security forces killed a militant Zahoor Ahmad at Changoo in south Kashmir last evening.

Eleven people, including a woman, were injured at Khudwani in Anantnag last evening when militants hurled a hand grenade towards the security forces. The injured were admitted to a hospital. (AGENCIES)

Kashmiris protest against rights violation in PoK

LONDON, Feb 27: Braving inclement weather, scores of Kashmiris held a noisy demonstration in front of the Pakistan High Commission here last evening to protest against human rights violations in Pakistan-occupied Kashmir (PoK).

Provoked by the "arrest and inhuman treatment" of J and K National Liberation Front (JKNLF) president Shaukat Maqbool Butt and 13 others in Islamabad, the demonstrators demanded withdrawal of Pakistani armed forces from PoK and immediate release of all the Kashmiri nationalist leaders arrested in Islamabad, Gilgit and Baltistan.

The protestors, led by JKNLF (Europe) president Khwaja Mushtaq Hussain, also demanded setting up of an inquiry into the conduct of those officials responsible for "these illegal arrests and detentions."

Comprising Kashmiris from both sides of the Line of Control (LoC), the protestors associated with nine Kashmiri organisations reminded Pakistani military ruler General Pervez Musharraf in a memorandum that the people of PoK "have been denied for the last 53 years, the right of enfranchisement," the very basic form of expression of the political will.

In the memorandum, the protestors said the arrest of Butt and 13 others and their detention in Rawalpindi’s Adyala Jail in "most inhuman conditions", amounted to "suppression of the basic human rights of the citizens of Jammu Kashmir including Gilgit and Baltistan.

"It (negation of rights) stands in marked contrast against the claims of your administration for a durable political solution of the Kashmir issue with regard to respecting the views of the people of the State," the protestors said in the memorandum addressed to Musharraf.

A copy of the memorandum was handed over to the Pakistan High Commission Duty Officer Mohammad Iqbal.

Hussain told PTI that Butt and others were arrested on February 12 when they were proceeding to the UN headquarters in Islamabad to present a petition against "human rights violations" in Pak-occupied Kashmir.

"We have learned that despite the local public protests, they are still held without trial, are denied their legal rights and have been kept in a small cell in most inhuman conditions," he said.

"We also express our strong protest against the unilaterally imposed instruments such as `Azad’ Government act 1974 and the infamous Karachi agreement of April 1949, which have justified the continual negation of the civil liberties of PoK people and exploitation of their national resources by the successive Governments of Pakistan in the territories under their control."

They also protested against the expansion of the Mangla Dam which had already uprooted over 80,000 people in the region and would affect another 100,000 people if the dam was further expanded and demanded lifting of ban on K2 newspaper and release of journalists.

"In our view, the key to a durable political solution to the Kashmir issue lies in the reunification of the divided State of Jammu and Kashmir, based on the principle of the people’s sovereignty," they said. (PTI)

It was’t truce but combat operation stoppage: Govt

NEW DELHI, Feb 27: The Government today said it was not ceasefire in Jammu and Kashmir but stoppage of combat operations in the State against terrorists, the Lok Sabha was informed today.

"Prime Minister has never said that it was ceasefire but the Government has only instructed the defence forces not to open fire but respond to militant attacks. Since this move came into effect, in the last three months 184 terrorists have been killed by security forces", Home Minister L K Advani said replying to a spate of supplementaries during question hour.

He said in the wake of this action by the Government, Pakistan which has been aiding and abetting terrorism in the State has been isolated internationally and that international opinion too has been building up against that country to stop this action.

"The peace initiatives by the Government has isolated terrorists and our neighbour is under pincer pressure to stop aiding and abetting terrorists", Advani said. (PTI)

Main accused in Kathua attack arrested

KATHUA, Feb 26: Prime accused in chopping off of an arm of a youth Kamaljit Singh alias Tissu in the town here last week was arrested by police today from a hideout. He has been identified as Nirmal Singh alias Kala, a resident of Lachipur.

SSP Kathua Manohar Singh said one of the accused Raja has already been arrested. Two more accused were at the large and one of them included Kala’s brother, whose house was torched by the mob.

60 kg RDX seized from Manjakote

RAJOURI, Feb 26: Army today recovered a large quantity of explosives and ammunition including 60 kg RDX from village Deri Liot in Bhimber Gali area under the jurisdiction of Manjakote police station.

Besides 60 kg RDX, the consignment included three sealed boxes of AK ammunition containing 2160 rounds, nine RPG rockets and rounds of other weapons, Defence sources said, adding the recovery was effected by troops of Jharan Wali Gali(JWG) Brigade.
