Citizens’ Charter of Food & Supplies notified

JAMMU, Feb 25: After J&K Government’s decision to formulate Citizens’ Charters, many public dealing departments have prepared their Citizens’ Charter indicating time frame for each service. The Food and Supplies Department has notified its Citizens’ Charter.

The department is implementing ‘Targeted Public Distribution System’ as an important constituent of the strategy for food security by ensuring minimum supply of food-grains to the population below the poverty line (BPL) with utmost transparency and efficiency through a network of about 4,000 fair price shops/ration shops.

Sections of the society like landless labourers, marginal farmers, rural artisans, craftsmen such as potters, tappers, weavers, blacksmiths, carpenters in rural areas and slum dwellers, and persons earning their livelihood on daily basis in informal sectors, e.g. casual labourers, porters, collies, rickshaw pullers, hand-cart pullers, fruit and vegetable sellers on pavements in urban areas, etc. are normally covered under BPL and entitled to get food grains at specially subsidized prices.

All BPL families are entitled to 20 kgs ration per family per month at subsidized rates from fair price shops They will get Rice IR-8 at Rs. 6.25 per kg; rice Gd-A at Rs. 6.25 per kg while Wheat will be sold at Rs. 4.75 per kg.and Atta at Rs. 5.00 per kg.

The rice and wheat/atta at fair price shops is of fair average quality as prescribed by the Central Government.

All the fair price shops in the State are required to display the list of BPL families at their shops prominently. To monitor the distribution of foodgrains to the bonafide BPL families, vigilance committees have been constituted, comprising of prominent local citizens, chowkidars and Namberdars, etc. Any person who is denied benefits of this scheme can approach the vigilance committee, Tehsil Suply Officer/Supervisor, Tehsildar, Assistant Director, Food and Supplies Department, etc. for redressal.

Rationees falling in the category of Above Poverty Line get Rice IR-8 at Rs. 11.50 per kg per head while Rice Gd-A is sold at Rs. 12.00 per kg, Wheat at Rs 8.80 per kg and Atta Rs. at 9.00 per kg.

Scale fixed for ration is Kashmir Division is Rice 11 kg,, Wheat/Atta 2 kg and Sugar 0.600 kg in Srinagar division and, 5 kg rice, 2 kg Wheat/Atta and sugar, 0.60 kg in Muffasils

In Jammu division, the scale is 3.450 kg rice per head, 7.550 kg wheat/Atta and Sugar, 0.60 kg. Per head in Jammu city. While in Towns it is 2 kg rice; 6 kg Wheat/Atta and 0.60 kg Sugar per head. In Muffasils the scale is rice 5 kg, Wheat/Atta 5 kg and Sugar 0.60 kg per head.

For Kashmiri migrants the scale is 9 kg rice, Wheat/Atta 2 kg and 1 kg Sugar per family

In Towns of Ladakh division the ration scale is 1 kg rice, 8 kg Wheat/Atta and 0.600 kgs Sugar per head while in Muffasils it is 4 kg rice, 6 kg Wheat/Atta, and 0.60 kg. Sugar per head.

Annapurna Scheme

For destitutes, the Government of India had launched ‘Annapurna scheme’ from April 2000. Those persons are entitled to get 10 kgs of Rice/Wheat/Atta per person per month free of cost who are above 65 years of age and are destitute.

Persons eligible under this scheme are to be identified by a district level committee headed by the Deputy Commissioner. The scheme is presently being implemented in almost all the districts of the State. A separate ration card has been issued to the identified beneficiaries free of cost. Any person who is not covered under the scheme can contact the following officers:

Salesman of the Fair Price Shop/Ration Shop/Tehsil Supply Officer/Supervisor of the Food and Supplies Department.

Tehsildar, Assistant Commissioner/District Social Welfare Officer, Deputy Commissioner of the district.

Kerosene oil & L.P.G:

Every family is entitled to get kerosene oil from the retail kerosene oil depot at the scale fixed by the concerned Deputy Commissioner of the district and Director, Food and Supplies, Jammu/Srinagar at rates fixed by the competent authority from time to time.

The LPG connection is now available across the counter without any waiting list. The consumer is not bound to purchase hot plate from the distributor and is free to buy the same from anywhere, subject to the condition that he has to get the same tested by the concerned distributor from whom he is getting LPG connection on payment of Rs. 100 as testing fee so as to ensure that hot plate so purchased conforms to the BIS standard.

All LPG distributors are bound to deliver the LPG cylinder at the home of the consumers. In case home delivery is not made and the consumer has to procure the same from the distributor, in that eventuality the customer is entitled to a rebate of Rs. 5 per cylinder. Every domestic LPG cylinder must contain 14.2 kgs. of gas. In case the cylinder is found to be under-filled, the matter should be immediately brought to the notice of the Director of Food and Supplies Department and the concerned oil company either over telephone or otherwise.

The Government has constituted flying squad/task force in each district under the chairmanship of the concerned Deputy Commissioner. The consumers should contact on phone the Assistant Director (Food and Supplies) and Deputy Commissioner of concerned district for complaints. All the Assistant Directors of the Food and Supplies Department at the district headquarters have been asked to maintain a register wherein their complaints shall be recorded.

JAMMU, Feb 25: A delegation of Kashmir Traders and Manufacturers’ Federation, which arrived here on the invitation of the State Government gave various proposals and suggestions to the Finance Minister Mr A R Rather today.

As per a release the Federation demanded rehabilitation of traders, whose activities have been affected due to erratic or no power supply in the Valley. They demanded that the Government should defer hike in power tariff till normal power supply was restored in the Valley and that by then the consumers may not be harassed by the concerned agencies.

The Federation delegation demanded exemption of sales tax on "Noon Chai", life saving Drugs, School Stationery and shoes upto the cost of Rs 200 in Kashmir valley.

Alleging harassment to Kashmir traders at Lakhanpur Check Post, the Federation demanded that in place of Sales tax the Government should charge the Entry Tax so that the traders could be saved from unnecessary harassment and humiliation.

The delegation told the Finance Minister that since the Government has started taking income tax in Ladakh district, the Government should stop giving Sales Tax concessions to the traders of ladakh as this practice was giving birth to various irregularities and malpractices.

The Federation demanded amnesty for traders who have obtained loans above Rs 50,000 from 1992 to March 1997 and that they be given relaxation in rate of interest on the loans obtained by them for the said period.

The Federation delegation which was headed by Mr Nissar Ahmed Mir, acting president, hoped that the new State budget would come upto the expectations of common masses and the traders.

Kotwal asks Centre to break silence

JAMMU, Feb 25: State BJP president Daya Krishan Kotwal has expressed serious concern over the State affairs prevailing in Jammu in view of prolonged students agitation against illegal admissions of Prime Medical College students in Govt Medical Colleges of the state.

In a press statement issued here today Mr Kotwal said that more than one and half month have been passed and the students continued their protest since then but the state government and especially the Chief Minister has done nothing except giving misleading statements. Mr Kotwal also challenged the CM to come out with the names of persons who according to him took the students to the Central Government.

The BJP leader further pointed out that admissions in all the colleges of the State including the Medical Colleges come under the jurisdiction of the State Government and the said admissions are made by the State Government vide order No. 951—HME of 2000 dated Dec 20,2000 , issued by State Health & Medical Education department. Centre has nothing to do with it and Dr Farooq Abdullah is befooling the people. He is simply shifting the buck to the Centre and causing extensive damage to the studies of Jammu students.

Mr Kotwal further asked the Central Government to break its silence over the issue and direct the state government to cancel the illegal admissions.

JAMMU, Feb 25: Various social, religious and traders organisations have extended full support to the Jammu bandh call given by Shri Amar Kshatriya Rajput Sabha and other organisations. The bandh call has been given to lodge protest against failure of the authorities to trace abducted 11th class student Miss Meenakshi, illegal admission in the government medical colleges and unprecedent power curtailment.

In a press release issued here today, ABVP extended full support to the bandh call and extended thank to Shri Amar Kshatriya Rajput Sabha and other organisations for taking up the issue of illegal admission. ABVP also expressed its anguish over failure of the authorities to recover the abducted girl and criticised the Udhampur Police for its failure.

ABVP took strong exception of the, what it called, misleading statement of Prof M R Puri, former Vice-Chancellor of Jammu University and alleged that illegal admissions were not made on humanitarian grounds but some politicians and self-styled intellectuals have pocketed huge amounts in illegal admission scandal.

The Jammu Joint Students Federation, in a press release, issued here today supported bandh call and demanded immediate change of the Udhampur police and civil administration.

A meeting of the JJSF was held today in which participants expressed grave concern over deteriorating law and order situation in the Udhampur.

Mr Kuljeet Singh, Rajinder Jamwal, Ajatshatru Singh, Ghulam Ali, Rakesh Chargotra, Jyoti Saroop Mishra, Anuj Tandon, Sonu Sharma, Kuldeep Chib, Parvez Rahi, Bhupinder Singh, Rajinder Kumar Dheeru and Prithipal Singh Betab and others addressed the meeting.

Federation of Jammu (North) Traders Association has also extended full support to the Bandh call given by some social organisations.

In a press release issued here today, Mr Shekhar Chander Satti urged upon the traders community to observe strike on Monday. Mr Kuldeep Anand, secretary general of the Association also appealed to the people to observe complete shut-down. Sanjeev Dhawan and others attended the meeting.

Lok Jan Shakti Party has also extended full support to the bandh call and appealed to the people to observe strike.

According to press release, a meeting of the party was held today under the chairmanship of Mr Peerzada Abdul Hamid. Meeting strongly condemned failure of the state government to recover the kidnapped girl from Udhampur. Meeting also condemned anti-poor policies of the state government.

Ajat felicitates newly elected panchayat members of Bhalwal block

JAMMU, Feb 25: The Minister for Information and Transport, Mr Ajatshatru Singh said that despite threats from militants in Rajouri and Poonch districts, the people of the area have fearlessly participated in Panchayat elections and polled about 90 to cent per cent votes in these twin border districts. He said this shows their faith in Panchayati Raj system.

Mr Singh was speaking at a function organised to felicitate newly elected 26 Sarpanchs and Panchs including one female Panch in recently concluded Panchayat elections in Bhalwal block of Jammu district this afternoon.

Speaking on the occasion, the Minister said that by conducting peaceful panchayat elections on non-party basis after a long gap of 23 years, the present Government have fulfilled its resolve for decentralization of administrative and economic powers at the gross roots level. He said the formation of elected panchayats will ensure better planning, effective implementation of rural development schemes and balanced development of far flung rural areas of the State.

Mr Singh called upon the newly elected representatives of the rural masses to dedicate themselves for the upliftment of poor and down trodden sections of the society and work with sincerity for the betterment of their respective panchayat halqas. The "people have reposed their confidence and faith in you and now it becomes your moral responsibility to fulfill the aspirations and wishes of the rural masses", the Minister added.

The Minister said that the newly elected panchayats, while fixing the priorities for the development works of the halqas, should accord top priority to the works of general public utility. He advised the Surpanchs and Panchs to prepare consolidated ist of demands of general public and bring to my notice so that problems of the rural people are mitigated early.

Pre-Budget discussions by Finance Minister continues

JAMMU, Feb 25 -The Finance Minister, Mr Abdul Rahim Rather, today held discussions with Chambers of Commerce and Industry, Kashmir and Jammu, Traders and Manufacturers Federation Kashmir in the morning which was followed by a meeting with prominent economists and academicians from Kashmir and Jammu Universities in the afternoon.

The deliberations are part of pre-budget discussions initiated by Finance Minister with various Associations, Organisations and persons of eminence in various disciplines of economy. The Minister, it may be recalled held similar meetings with the representatives of Industry from the two divisions.

Financial Commissioner, Finance, Mr J A Khan, Special Secretary Finance, Mr K M Wani, Director Finance, Mr G R Ghani and senior functionaries of Finance Department were present.

Matters concerning the industry, trade and commerce in the State were the main focus of 4 hours discussions, the representatives had with the Minister. Problems confronting these vital sectors and the measures needed to overcome them with the overall objective of promoting the industrial and economic growth of the State came up for detailed discussions. Suggestions and views projected by the Associations through the Memorandums and the discussions came up for detailed scrutiny.

Initiating the discussions, the Finance Minister reiterated the Government’s determination to have close and cordial relations with the members of industry and trade. The government, he said, is fully conscious of the importance of these sectors and their role in revitalizing the economy of the State.

Mr Rather said that the growth of industry and trade is of paramount importance for the State not only for improving financial health but to speed up the developmental activities and generation of employment opportunities. It is therefore, the joint responsibility of the Government and these associations to make endeavours to improve the status of these core sectors.

The Minister expressed happiness over the participation of the representative bodies in today’s discussions in full strength. He said last year when these associations had participated in the discussions, certain concrete views and suggestions had emerged which received serious consideration while formulating the budget proposals. Many of these, he said, were reflected in the budget proposals.

Mr Rather apprised the associations of the measures the government had taken during the current year for better management of the financial affairs of the State. He said that better planning, firm determination, greater transparency and strict vigilance have reflected better results. It is because of these improvements that the financial claims presented at the treasuries are paid within 48 hours, provided all codal formalities are fulfilled. No bill, he said has remained pending in the treasury for want of cash. Not a single instance of delay in payments has been brought to his notice during the period.

The Jammu Chamber of Commerce and Industry was led by its President, Mr Ram Sahai. Mr Latif Ahmad Bhat, Secretary General led the team of the Kashmir Chamber of Commerce and Industry. Mr Nisar Ahmad Mir Acting President led the Kashmir Traders and Manufacturers Federation.

Later, in the second session, the Finance Minister held discussions with prominent economists and academicians of both the Universities of Kashmir and Jammu.

Prof A N Sadhu, Prof Ashok Aima and Prof R L Bhat from Jammu University and Mr Bashir Ahmad Khan and Mr Nisar Ali from Kashmir University participated in the discussions.

The Minister had a word of thanks to these persons of eminence for participation in the discussions for the second consecutive year today. He said the intellectual feed back and suggestions are of immense value and would be of great help to him in giving a new direction to State economy and taking the State to new heights of progress and prosperity.

Jaiparkash Coy workers on strike in Dul

KISHTWAR, Feb 25: The workers of M/S Jaiparkash Associates at Dul Hasti project Kishtwar in district Doda are on strike for the last six consecutive days.

As per a release, the strike which entered the 6th consecutive day here today has been launched under the banner of Chenab Hydro-electric project workers union. The workers also submitted a charter of demands on Feb 15 which included enhancement of wages from Rs 45 to Rs 100, transfer of workers from DHP Kishtwar to Bhagliyar hydro-electric project Chanderkot and 120 % project allowance.

The union leaders said that retrenchment of 1360 workers from dul Hasti project can lead them to join militant outfits because 1360 workers have become jobless.

Front for Trilateral Resolution organises one-day convention

JAMMU, Feb 25: Front for Trilateral Resolution of Jammu and Kashmir Problem today organised a day-long convention under the chairmanship of its president Mr Kuldeep Dogra.

As per a release, the convention was attended by the delegates of the Front, prominent citizens, social, political workers and intellectuals from all walks of life.

After a wide ranging debate a consensus emerged hailing the further extension of cease-fire and the subsequent positive and bold statement of the Prime Minister Atal Behari Vajpayee that the Central Government is willing to enter into dialogue with the militant groups active in Jammu and Kashmir. The Front proclaimed that the stand of the Front that the people of State are a necessary and indispensable party for finding a peaceful and lasting solution of J&K problem has been thoroughly vindicated.

It was further urged that since the present confrontation and arms race are woefully hindering further progress and poverty alleviation programmes of both the developing countries in the Indo-pak subcontinent the establishment of lasting peace and avoidance of nuclear conflict should receive topmost priority in the agendas of both the countries.

Those who spoke at the convention included Messrs Himmat Singh, I D Khajuria, R P Saraf, Haji Abdul Majid, Shabir Salaria and M L Koul.

It was also decided to hold the next convention of the Front in the Deena Nath Memorial Hall at Samba on March 4.

Environment conservation need of the
hour: Forest Minister

JAMMU, Feb 25: The environmental conservation and restoration of ecological balance are the most important challenges being faced by the mankind.

This was stated by Perzada Ghulam Ahmed Shah, Forest Minister on the valedictory function of the three-day residential workshop for senior forest officers of the State at Soil Conservation Training School, Miran Sahib.

The Forest Minister stressed upon the need for rehabilitation of degraded areas, restoration of encroached forest land, maintenance of proper land records and prevention of forest officers within and outside the forest areas. He informed that the Government is preparing a comprehensive action plan for rehabilitation, conservation and protection of forest areas. He also informed that a new forest policy is being finalized which will include all aspects of forest management in the State.

He stressed upon the need for involvement of local people and NGOs in implementing various projects and schemes of the Department and impressed upon the Forest Officers to work with zeal, enthusiasm and dedication in preserving environment of the State that is under tremendous threat due to population explosion, industrialization and rapid urbanization.

The Forest Minister hoped that Residential Course cum Conference which was organised in the State after a long time provided an excellent opportunity to the officers of the Department in identifying the nagging problems and finding possible solutions.

Earlier, during the technical sessions, Mr R D Tiwari, IFS, Chief Conservator of Forest, Social Forestry Project emphazised that the Forest Department has to change its approach in view of the changing times. He stressed that the productivity of the forests should commensurate with the protection and a time has come when the demands of the people in respect of usufructs of the forest should be met without compromising on the quality of existing natural resources.

Mr R M Saxena, IFS, Director Forest Protection Force, Mr P Patnaik, IFS, Principal Chief Conservator of Forest also spoke on the occasion while Dr M A Kawosa presented vote of thanks.

20-member farmers group representing J&K in Krishi Expo

JAMMU, Feb 25: A twenty members team of progressive farmers and farm-women of Jammu are participating in the Krishi Expo-2001 at New Delhi to take part in the farmers exchange programme.

This programme is being sponsored by the Department of Agriculture and Cooperation, Ministry of Agriculture, Government of India. State group is being led by Mr Dalip Bhagat, district agriculture specialist of the Department of Agriculture, Jammu.

Before their departure, the group was addressed by the Joint Director of Agriculture (Extension) Jammu, Mrs Vinod Bala Sharma, who advised them to interact with the experts and farmers attending the Krishi Expo and see for themselves the technologies they can adopt in their own fields for improvements in the production system.

JAMMU, Feb 25: Notwithstanding the reports submitted by the much-touted Fact Finding Enquiry Commission, some officials, who have been recently attached, have made some sensational revelations about misappropriation of public funds and other misdeeds which were deliberately hide by the Inquiry Officer, Mr V K Soi, to save some of his associate in infamous JAKFED scam.

Some glaring examples of misappropriation came to the fore which revealed that Sharks go scot free while innocents made scapegoats in all embezzlements by the Enquiry Commission.

Interestingly, Mr V K Soi who himself was facing a corruption charges vide FIR No 29/98 pertaining to his period as Financial Advisor in Education Department, was made Inquiry Officer to investigate the irregularies and mis-appropriation of funds. Public funds amount any thing were siphoned off by some officials of JAKFED Srinagar but Enquiry Commission overlooked these irregularies intentionally for give safe passages to Sharks.

139 trucks load of fertilizers from JAKFED, Regional Office Srinagar were shown dispatched to different JAKFED stores in the Valley which was not accounted for in the books of the Regional Office, Srinagar. The cost of the stocks works out to Rs 37 lakhs has been embezzled by the incharge Regional Office, Srinagar.

An embezzlement of Rs 4,80, 250 have been located in JAKFED Regional Office Srinagar on account of non-account of cash in Cash Book vide Cash Receipts No 4015, 4019, 4029, 4032 to 4034, 4058 to 4066 in the year 1990-91 has been committed by the incharge Regional Office, Srinagar.

A bearer cheque number 096508 dated 16-10-1991 for Rs 3,00, 000 has been drawn from the State Coop Bank Srinagar and shown only Rs 30,000 in cash book of regional office, Srinagar thus embezzlement an amount of Rs 2,70,000 by the then incharge of the office.

JAKFED attached officials further revealed that the incharge JAKFED Srinagar had made a payment of Rs 6,16,000 to the supplier for purchase of butter vide draft numbers 256022, 256026, 0411551 dated 24-5.1991, 10.6.1991 and 29.5.1991 respectively but no sale proceeds of the purchased material was accounted in the books of regional office, Srinagar and the said amount has been siphoned off by the incharge.

An amount of Rs 65,400 has been paid to New Bonaza Trading Corporation, Srinagar vide cheque no 052013 dated 25.5.1991 for purchase of walnuts, the sale proceeds have also not been accounted for in the books of regional office, Srinagar thus the amount has been embezzled by the incharge Srinagar.

One of the general managers of the time has created history of taking bribes as he had received bribe of Rs 2,00,000 in shape of a bank draft number 051047 dated 22.4.991 favouring Miss Rupinder Kour stated to be daughter of the then general manager, JAKFED, a close associate of the most senior bureaucrat and a politician, disclosed an attached employee.

It was alleged that in order to save their skin, Mr Soi was made Inquiry Officer who after taking handsome ransom and a promise of posting as Director, Accounts and Treasuries has given a safe passage to both the above mentioned culprits.

It is shockingly that the State Government, instead of taking action against the culprits incharge JAKFED regional office, Srinagar for committing large scale bunglings, has promoted him as general manager and posted in J&K SRTC and the then general manager JAKFED who took an amount of Rs 2,00,000 through draft as bribe from one of our employee has been awarded gold medal and lucrative posting.

Some of the officials of the JAKFED who have been attacked recently further alleged that Inquiry Officer has merely wasted resources of the State Government and valuable time of ten officials of Finance Department who were attached with him for conducting inquiry of JAKFED. It is very strange that big-bulls have not indicted.
