JAMMU, Feb 12: The Jammu and Kashmir Governor, Mr Girish Chandra Saxena today said that Prime Minister's peace initiative in the State will bear fruit only if the militants and their mentors give matching response.

Addressing the Joint Session of Jammu and Kashmir Legislature the Governor welcomed the spirit behind the peace initiative saying that "in the ultimate analysis, violence and counter violence have proved to be utterly futile". He said, his Government firmly believed that these initiatives to bear fruit, the 'other side' and their mentors have to requite the spirit of amity which informs this initiative". He said the situation in this behalf needs to be watched very carefully.

The Governor in his 40-minute address referred to the barbaric killings of innocent Sikhs in Srinagar and said that it had saddened every heart. The Government is committed to safeguard the lives and properties of all the people, particularly minorities wherever they may be residing, he said and added that notwithstanding attempts to communalize this stark tragedy, his Government is fully aware that the people of the State are at one with their Sikh brothers and sisters in their moment of intense grief. He said his Government is of the firm belief that the fissiparous designs actuating this carnage will soon be evident to everyone and will thus be a dismal failure.

Referring to the trial and tribulations the people faced from the "chronic malady of foreign inspired and foreign funded militancy, the Governor said that "the inimical and irresponsible foreign neighbour continued to stoke the embers of a lingering proxy war". Saying that involvement of our misguided youth is showing downward trend, he asserted that the foreign mercenaries comprising hirelings and bigoted zealots are sustaining it. Giving facts and figures, he said these brigands killed 762 civilians, 35 of them were political activists, during last year. He made special reference to the martyrdom of Sh Ghulam Hassan Bhat, Minister of State for Power and said that Government, legislature and the people extend deepest sympathy to the bereaved family.

Mr Saxena said that "notwithstanding the loss of life of this magnitude, the commitment of my Government to persevere relentlessly in its effort to quell this menace continued and shall be pursued with equal determination in future". He said it is a matter of pride for his Government that even its most trenchant critics have not called in question its resolve to uphold the rule of law and deal with the cult of violence most energetically.

Asserting that situation has improved in the State as compared to previous year the Governor said that one indicator was an appreciable decline in the death of civilians. Paying tributes to the gallant members of the State police and the central forces for their supreme sacrifices, he said that 86 J&K police personnel and 315 other members of the security personnel laid their lives in fighting militancy. 70 SPOs and 15 VDC members too have laid their lives. The forces have killed 1520 hardcore militants during the year.

The Governor called upon all members of the legislature to eschew narrow political and parochial interests and to work for a united and prosperous State for the larger good of our people.

Listing conduct of Census operation and initiation of Panchayat elections after 23 years despite heavy odds as major achievements of the Government, the Governor said that these would turn out to be a milestone in the State's history. The democratization of the Panchayati institutions would be bedrock of a strong and people-oriented development administration. He made a special mention of the overwhelming and enthusiastic participation of the both the candidates and electors and said that this process so far has set at rest the earlier doubts on this score. He said this spontaneous response epitomizes, in an abundant measure, the desire of the people to be part of a resurgent democratic polity. The need of the hour is to build on this groundswell of the popular mandate for peace and normalcy, he added. He complimented the employees for the good work done by them in completing the census operation and said that census data would be of immense value for the development of the State.

Announcing the elections to co-operative institutions, the Governor said that the Government have drawn up a concrete action plan for holding elections to co-operative societies and federations by May this year. This, together with the revivification of Panchayats, would make villages the hub of economically productive activities.

The Governor in his 24-page address has touched the various efforts made by the Government to mop up the resources, expedite pace of development and mitigate hardships of the people in the militancy torn State. The Government had prudently managed finances of the State during the year, which led to significant alleviation of the fiscal situation. He said there is not even a signal instance of refusal to honour a claim for non-availability of funds. Instead the past liabilities on account of procurement of food-grains and purchase of electricity before 1997 were partially honoured. The Government effectively demolished the canard about the bankruptcy of the State exchequer and despite the continued resource crunch the management of finances was arguably the best among all special category States, he added.

He acknowledged that award of the Eleventh Finance Commission played an important role in this partial fiscal recovery as it included a liberal assessment of the revenue gap filling grant under Constitution of India. He said this liberal dispensation was, however, diluted with the 50 per cent reduction in our share of taxes from the divisible pool. Supplementary report of the commission authorizing the Central Government to withhold 15 per cent of our grants amounting to Rs. 300 crores and making the release of such grants contingent on our performance in the field of fiscal reforms is likely to further dissipate the open-handedness of the Commission. He said while we fully subscribe to the need and, indeed inevitability of fiscal reform this cannot be achieved overnight. There has to be a long-term perspective within which annual action plans can be mutually agreed upon.

Seeking reconsideration of this issue by the Centre, the Governor said the State Government have already signed MoU binding itself to conform to the stipulated parameters of the fiscal performance. He said the State Government has almost wholly kept its side of the bargain in the MoU.

Highlighting the achievements of the Government, he said the finance and planning commissions have favourably noticed our record increase in tax collection. These alongwith the austerity measures have helped in arresting the growth of non-developmental expenditure. The budgetary support to PSUs are being tapered of and the decision to close down Himalayan Wool Combers and the Handloom and Handicrafts Raw Material Production Organisation is under implementation. He said with increased public awareness about the urgent need to augment the State's finances as necessary pre condition for improving quality of life, there would be a steady improvement in tax and revenue collection.

The Governor said given the over all constraints of resources, a wide-spread drought like situation and grim power scenario, the performance of the economy cannot be said to be particularly disappointing. The per capita growth rates were respectively 1.89 per cent and 7.26 per cent at constant and current prices while the growth rates for the Net State's Domestic Product were 4.5 per cent and 10 per cent respectively. On the price-front the general rise in index was a modest 19 points or around 3.8 per cent. He said the State's current year's Annual Plan has once again pegged at Rs. 1750 crores which represented the revised outlay of 1998-99. The plan finalization has taken place as recently as January 5 when more than three-fourth of the financial year was over. With a sharp rise in the Revenue component of the Plan and tying up of significant outlays in earmarked segments the net availability of investment in sectors has become woefully inadequate and has left us with virtually no manoeuverability for undertaking new initiatives. The deleterious effects of this State of affairs cannot be over emphasized, he said adding that it will have far reaching implications on the growth and prosperity of our people. The Government has already taken up the matter with Planning Commission and Prime Minister to the crying need to arrest these ill-advised centripetal exercises.

Referring to the severe drought conditions, the Governor said that we shall have to look for exogenous assistance from the Central Government and elsewhere as with the limited available funds under the State's Calamity Relief Fund the problem cannot be solved. He said Rs. 26.92 crore was allocated from the fund for drought hit families in the rural areas of Kashmir valley and Doda district during this year.

The Governor said that despite drought and failure of Rabbi crop 14 per cent increase has been registered in agriculture production. An additional area of 2000 hectares has been brought under fruit cultivation and the horticulture sector alone contributed Rs. 1000 crores to the State's economy. A Rs. 5 crore pilot project for development of pashmina wool has been submitted to the Centre. In the rural development sector 157 works under JGSY and 3463 houses under IAY where constructed besides generating 16.89 lakh mandays under EAS. Under the recently announced PMGY 1523 projects for providing inter-village connectivity of 4678 kms. with an outlay of Rs. 934 crores has been submitted to Centre for approval. Work on some of these projects is being taken up during the current fiscal year. For construction of roads and bridges considerable institutional finance has been tapped and out of 6477 inhabited villages 4243 have already been connected by roads. In addition 52 major and 116 minor bridges destroyed through subversion have been reconstructed. Several PHE schemes are under way to ensure cent per cent coverage of Srinagar and Udhampur districts with allocation of Rs. 25 crores each while 174 rural water supply schemes would be completed within the current year.

Mr Saxena said the power situation continues to cause serious hardships to all sections of the society as the hiatus between demand and supply continued to grow. The aggravating factors were the inability of the Northern Grid to augment its share due to the overall deficit in other participating States and the sharp fall in our indigenous generation due to extreme water scarcity. This is despite creation of 42.50 MW internal generation capacity through Upper Sindh Hydel Project.

Indicating that the situation will continue to be grim as we depend on Northern Grid, he said long term solution is to concentrate on indigenously generated power. A beginning has been made to set up 450 MW Baglihar and 600 MW Sawalkote. The Baglihar project likely to be completed December 2004. For Sawalkote a consortium has offered to arrange finances without Government guarantee and complete it within seven years. A MoU has been signed with the Centre for seven projects with installed capacity of 2798 MWs. The State will get 12 per cent of the generated power free of cost besides annual royalty of Rs. 550 crores. He said his Government has its road map ready for reaching the goal of self-sufficiency in power consumption and making power generation a major instrument of resource mobilisation. It is the earnest endeavour of his Government to maximize internal generation. He urged the members to effectively inform the people about the pros and cons and prospectus besetting our power sector so that instead of looking at dramatic solutions there is a realistic assessment of the literally and figuratively, brighter days that lie ahead.

The Governor said innovative Rehbar-e-Taleem scheme has been launched and around 5000 teachers appointed. Rs. 65 crore World Bank assisted project to modernise polytechnic education in underway. A software technology park has been set up at Srinagar at a cost of Rs. 6.11 crore while another park is being established at Kartholi, Jammu. The SRTC increase its revenue by 70 per cent and the SFC crossed the break even point and paid a royalty of Rs. 13.20 crores to the Government.

The Governor said that despite disturbed conditions the pilgrim influx to Mata Vaishno Shrine crossed five million mark and 1.75 lakh pilgrims visited the Amarnath Ji Shrine despite the tragic events of 1str August at Pahalgam. He said to tackle the un-employment problem, the Government is opening avenues of employment both inside and outside the State including under the self-employment sector. An employment cell has been set up at New Delhi for providing employment to professionals in organizations located elsewhere in the country and overseas and so far 1500 cases have been sponsored by the cell to various organizations.

Mr Saxena said that Government is making concerted efforts to bring in transparency in accountability in public services. While the PWD and PHE departments have introduced a system of receiving and addressing public grievances, citizens' charter have been introduced in respect of a number of departments. To acquaint the public with these charters and other initiatives taken in their interest, a Newsletter has been introduced. He said the Government is also actively considering bringing in a scheme enabling the general public to obtain information from the Government. He said the Government is also considering a proposal to amend the prevention of corruption act to declare making of unauthorized appointments, irrespective of whether such appointments were made for pecuniary or other gains, an offence.

The Governor paid rich tributes Madr-e-Meharban, Begum Akbar Jehan and said that with her demise an important chapter in modern history of the J&K came to a close. She made sterling contribution in the public life.

JAMMU, Feb 12: Opposition members of Bharatiya Janata Party (BJP) and Janata Dal today disrupted Governor’s address to joint sitting of legislature on the opening of the budget session in protesting against illegal medical admissions made in the Government Medical Colleges and poor electricity supply in Jammu.

Other Opposition MLAs, mostly the Congress (I) members and lone CPM MLA Mohd Yusuf Tarigami, however, shouted towards the BJP members saying they had an alliance with the ruling National Conference and were only trying to befool the people by disrupting Governor’s address.

BJP and JD members’ protest was followed by a walk-out at the end of the address. It was Awami League supremo Jamsheed Shirazi alias Kukka Parrey, who had the other day addressed a joint rally with the Chief Minister in Srinagar, who came to Government’s rescue and persuaded the BJP members to return to their benches after about 12 minutes of protest.

As soon as Governor Girish Chandra Saxena started reading his address at 1005 hours, five minutes after his arrival in the house, BJP MLA from Ramban Bali Bhagat (wearing a black scarf) stood up from his seat and rushed toward Governor’s dias. He wanted to know from Saxena in his capacity as Chancellor of the Jammu University as to what he has done to stop illegal admissions of unautorised Prime Medical College students to Government Medical Colleges.

Soon all other BJP members including Legislature Party leader Lala Shiv Charan Gupta, City MLAs—Ashok Khajuria and Piara Singh, Prem Lal, Chuni Lal and Prithvi Chand and JD MLA from Bishnah Dr Jagdish Dubey rushed to the podium and started shouting ‘Prime College Ki Illegal Admissions Ko, Cancel Karo, Cancel Karo’, ‘Charron Aur Andhera Hai, Pehredaar Lutera Hai’ and ‘Jammu Ke Saath Bedhwav Bandh Karo, Bandh Karo’.

While Chief Minister Dr Farooq Abdullah and his cabinet colleagues and most of the legislators (barring Reasi MLA Jagjivan Ram ) watched the protests silently, the Congress (I) MLAs including Tara Chand, RS Sharma, Ashok Sharma, Lal Singh, Balbir Singh and Chering Dorjey besides CPM member Mohd Yusuf Tarigami were on their feet and shouted at BJP members saying they had an alliance with the NC but were creating protests only to befool the public.

Amidst protests, the BJP and Congress (I) members traded charges but nothing was audible in the din. Ashok Sharma and Tarigami continued to speak from their seats till the BJP members protested.

Two protesting BJP members Ashok Khajuria and Piara Singh were carrying two burning candles in their hands to highlight the poor electricity supply in Jammu. One of the candle was later snatched by Chief Minister Dr Farooq Abdullah from Khajuria.

The Governor thrice tried to start his address but couldn’t do so amidst loud shouting of slogans by the BJP members. After about 12 minutes of protests, Awami League supremo Kukka Parrey got up from his seat and talked to agitated BJP members. Parrey succeeded in taking BJP members back to their seats.

However, when the Governor concluded his speech, the BJP and JD members against stood up from their seats and walked out of the joint sitting shouting slogans and carrying burning candles in their hands.

4 militants, two cops killed in Rajouri, Doda

JAMMU, Feb 12: Army gunned down four militants in an encounter at Khanetar Gali in Jharan Wali Gali (JWG) of Rajouri district this evening. A Junior Commissioned Officer (JCO) was injured in the cross-firing.

In Banihal area of Doda district, militants blasted another transmission line—second in the last two days—while two police constables drowned in a nullah during a search operation in Dachchan area.

Official sources in Rajouri said that troops of JWG Brigade were carrying out routine patrolling in Khanetar Gali when they were fired upon by a group of militants. Troops took positions and retaliated.

Exchange of firing continued for two and a half hour. Initially, army personnel eliminated two militants while two others managed to escape. However, troops chased and eliminated both the fleeing militants. A JCO Naib Subedar Shankar Singh was injured in the exchange of firing.

JCO was shifted to an army hospital in serious condition. However, he was responding to treatment and army sources tonight described his condition as stable.

A dhok, where the militants had taken shelter, was also blown up during the gun-fighting, the sources said, adding the slain militants were believed to be the cadres of Lashkar-e-Toiba and hailed from Pakistan. From their possession, army recovered four AK-47 rifles, 13 magazines, 394 rounds, 11 hand grenades and two wireless sets.

Bodies of slain ultras have been recovered from the scene of encounter and kept in a camp for identification, which hadn’t been carried out so far. One of them was suspected to be ‘commander’ of an outfit.

Meanwhile, our Ramban correspondent reports, militants blasted another transmission line at village Ratanwas, about three kms short of Banihal and close to Jammu-Srinagar national highway at 0345 hours today.

Militants used the same modus operandi, like the one used the previous night at Bankoot, in blasting 220 KV Kishenpur-Srinagar line. They first cut the towers and then planted an explosive device with one of the towers triggering an explosion.

However, sources said, the explosion was of low intensity compared to the first blast triggered at 132 KV Udhampur-Pampore line. SDPO Banihal Rupinder Chalotra visited the site of blast for investigations. Power supply to some areas was reportedly disrupted due to the explosion.

Meanwhile, two constables of Special Task Force (STF) were washed away in a nullah at Dachchan while an Inspector sustained minor injuries when they were on way to Marwah for a search operation. Deceased cops have been identified as Mangat Ram R/o Dachchan and Raj Kumar. Injured Inspector was Shailly Singh.

People held protests in Dachchan against the death of constables. SSP Doda Ashkoor Wani is leaving for the spot tomorrow.

2 killed, 12 injured in group clash near Bari-Brahamana

JAMMU, Feb 12: Two persons were killed and 12 others injured, five of them seriously, when two groups clashed over a piece of land at village Birpur Morha Dullian near Bari Brahamana on Jammu-Pathankote National Highway.

The grue some incident took place this morning at about 0945 hours when one group started some construction on a ‘disputed’ piece of land located on the link road of village Dullian. Another group led by one Chain Singh objected construction on that land and claimed that the same land belong to them.

Eye-witnesses said that about 20 people started some construction on a piece of land but their act was opposed by another group claiming to be owner of that particular piece of land. Opposing construction on the land group led by Chain Singh allegedly entered into scuffle with opponent group. After some scuffle, Chain Singh along with his son Pardeep Singh brought their rifle and alleged started indiscriminate firing on those who were undertaking construction. Two persons died on the spot due to firing while 10 others received injuries. Eye witnesses said that there was virtual chaos after firing as fear stricken people rushed towards nearby houses to protect their lives. For quite some times bodies of the deceased and injured were lying unattended due to fear firing. Some people then rushed to the spot and immediately removed all the injured to the Government Medical College where two of them were pronounced as brought dead.

Identity of the deceased has established as Sardari Lal, 45 son of Ponu Ram of village Dullian and Kiran Singh, 17 son of Gandharb Singh of village Dullian.

Enraged over the firing incident, in which two people died on spot, some supporters of another group gathered in village and attacked houses of the relatives of Chain Singh. Angry villagers got hold of Pardeep Singh son of Chain Singh and severely stoned him. With severe head injuries he was removed to the Government Medical College where his condition was stated to be critical.

Villagers then trooped towards house of the sister of Chain Singh. and gave a severe thrashing to Chanchela and her husband Ravinder Singh. After giving them severe thrashing mob locked them in a room and set that room on fire. A posse of the police immediately rushed to the spot and rescued them but not before they received serious burn injuries. The husband wife received severe burn injuries and their conditions was stated to be critical.

Injured have been identified as Gandharb Singh son of Chuni Lal, Prem Lal son of Buta Ram, Rashpal Chand son of Banu Ram, Darshan Lal son of Amar Nath, Shamsher Chand son of Dev Raj, Jeet Raj son of Natha Ram, Romesh Lal son of Thoru Ram, Ravinder Singh and his wife Chanchalla, Pardeep Singh son Chain Singh, Balwant Raj son of Thoru Ram.

Tension gripped in the Dullian and adjoining areas after the incident and large number of people had gathered on the site. Keeping in view the tension which flared up in the entire Bari Brahamana belt additional forces have been deployed in the sensitive areas to avoid any untoward incident. Senior police officers have been camping in the village to defuse the tension.

Bodies of the deceased were later handed over the families after post-martum but till the filing of this reports people have been demonstration with bodies at the incident site. They have been demanding action against those who were involved in the killing. Deputy Commissioner, Jammu and senior police rushed to the spot.

No senior police officer was available for comment but according to an official of the Bari-Brahamana Police Station no arrest has been made so far. However, an official handout issued here today claimed that Bishnah Police has arrested Chain Singh and three others but Bishnah Police have denied any such arrest.

Interestingly the incident occured under the jurisdiction of Bari-Brahamana Police Station but official handout said that incident took place at Deoli which fall under jurisdiction of Bishnah Police Station.

Curfew relaxed for 8 hours
IGP reviews situation as girl remains untraced

UDHAMPUR, Feb 12: With district police drawing a blank for the fifth day in its efforts to recover a teen-aged kidnapped girl and apprehend her abductors, Inspector General of Police (IGP), Jammu range, R V Raju reached here to review the situation while mob pelted stones on SSP’s office and damaged Gypsy of another DySP.

Authorities relaxed curfew for eight hours from 1300 hours to 2100 hours for the first time during last four days. Relaxation period passed off peacefully.

IGP Raju accompanied by Divisional Commissioner Anil Goswami reached here this evening and convened a high level meeting of police and civil officials to review the situation arising out of police failure to recovered teen-aged Meenakshi and arrest her abductor, leading to unprecedented protests from the people.

Official sources said the IGP viewed with serious concern the police authorities failure to trace the girl even after five days of her abduction and directed SSP Udhampur Satvir Gupta to ensure that girl is traced at the earliest and kidnapper, Aftaab, put behind the bars.

Raju constituted a special team headed by DIG Udhampur-Doda range S K Mishra. He asked Additional SP Udhampur Surender Gupta to investigate the case of missing girl. Sources said IGP refused to listen to various excuses given by the district police and insisted on immediate recovery of the girl to defuse the highly surcharged atmosphere in the town.

In the morning, people damaged an official vehicle of DySP Katra Kailash Chibber at Rhembal and pelted stones on SSP Satvir Gupta’s office at Shiv Nagar to protest police failure to recover Meenakshi Badyal, who was abducted by Aftaab, a BJP activist— Vikram Singh Slathia and a trader— Anoop Khajuria alias Bittu on Thursday.

While Slathia and Khajuria have been arrested by police, Aftaab was still at large. Police continued massive raids to recover the girl but to no avail.

Meanwhile, in a serious development, the mother of Meenakshi Badyal announced that she will immolate herself tomorrow evening outside the office of SSP Udhampur if her innocent daughter, a student of 11th class, wasn’t recovered by then. Following the threat, police have reportedly deployed plainclothesmen outside the girl’s house to prevent her mother from taking such an extreme step.

Authorities relaxed curfew in the town at 1300 hours, initially for two hours. However, as the situation remained normal, the curfew was extended till 2100 hours.

Deputy Commissioner, Udhampur M S Khan today denied that excessive force has been used on the demonstrators, especially onwomen by police yesterday.

Khan said police exercised utmost restraint while dealing with the protesters who set ablaze a shop of Anoop Khajuria. He said women protestants weren’t cane-charged but dispersed with water canons.

Hurriyat unfolds agenda of Pak visit

SRINAGAR, Feb 12 : Enunciating for the first time the agenda of its proposed Pakistan visit, the Hurriyat Conference today said it was aimed at turning the unilateral ceasefire in Jammu and Kashmir into a two-way traffic and make the peace process "result-oriented’’.

"The agenda of the Pakistan visit by its five-member delegation is to make the unilateral ceasefire a two-way traffic and facilitate concrete steps to resolve the Kashmir issue once and for all so that people of India, Pakistan and Jammu and Kashmir can heave a sigh of relief," the Hurriyat Conference said after a crucial meeting of its executive committee. A Hurriyat spokesman said that in Pakistan its delegation can try to seek support at every level to make the peace process result-oriented.

However, the spokesman said, "unfortunately Government of India has not taken any practical step to carry forward the peace process. The unilateral ceasefire remains unilateral one....Instead an impression is created that Government of India is not serious in the process".

Accusing "some elements" in both Pakistan and India adopting an approach which could derail the peace process, he said the Hurriyat felt "deliberate attempts are being made to create problems in respect of the nature of the Kashmir issue which reflects a negative approach."

However, he did not identify the elements.

The spokesman asserted that Hurriyat will not accept dictates from any quarter in respect of its decisions.

He said Hurriyat will not run away from dialogue aimed at final settlement of Kashmir issue.

The spokesman said Hurriyat executive council, the seven-member highest decision making body of the 23-party alliance, discussed the political situation as well as the unilateral ceasefire announced by Prime Minister Atal Bihari Vajpayee and subsequent extensions and the "positive response of Pakistan".

The members of the executive unanimously reiterated Hurriyat stand that "creation od congenial atmosphere is necessary for resolution of Kashmir issue permanently", the spokesman said.

"It is in this background that Hurriyat executive suggested visit of a five-member delegation to Pakistan so that the peace process is result oriented", the spokesman said. He said while in Pakistan Hurriyat delegation could try to seek support from Pakistan at every level to make the peace process result oriented.

The purpose of the Pakistan visit was to make the unilateral ceasefire a two- day traffic and facilitate concrete steps to resolve the Kashmir issue once for all so that people of India, Pakistan and Jammu and Kashmir could heave a sigh of relief, the spokesman said.

"Unfortunately the Government of India has not taken any practical step to carry forward the peace process. The unilateral ceasefire remains unilateral one. The peace process could not get strengthened but instead an impression was created that Government of India is not serious in the process", the spokesman said.

The Hurriyat cautioned the people to remain vigilant against the "elements" and demonstrate that they are wise enough to foil their evil designs, he said.

"Hurriyat unanimously feels deliberate attempts are being made to create problems in respect of the nature of the Kashmir issue which reflects a negative approach", the spokesman said, adding these attempts are void of peoples’ aspirations.

Hurriyat wants to make it clear that Kashmir is a political issue of international status, the spokesman said. Apparently referring to the recent killing of six Sikhs in Srinagar, the executive council said Hurriyat respects the lives, property and honour of the minorities considering them as "sacred trust".

"We expect safety and security of the lives and property of the minorities", the spokesman said and expressed confidence that Sikhs will continue to remain with their Muslim brethren.

Hurriyat again sought an impartial probe into the killings, the spokesman said in a statement.

The executive council also discussed the the brutal killing of 15 persons at Kotchatwal in Rajouri district of Jammu and setting ablaze of their houses. Hurriyat demanded an impartial probe into the incident to bring to book the culprits, the spokesman added. (PTI)

DIG, 10 SSPs promoted

SRINAGAR, Feb 12: The Government have promoted 11 IPS officers and ordered transfers in the Police Department.

Mr S K Sinha,, DIG Security, presently on deputation with the J&K State, has been promoted as IGP in the Supertime Scale of IPS.

Mr V K Singh and Mr S M Sahai, presently on deputation to the Government, have been promoted as DIG on proforma basis.

Mr Dilbagh Singh, Mr Aijaz Ali Khan, Mr S C Sharma, Mr S Owais Ahmad, and Mr. Ashok Gupta have also been promoted as DIG in Supertime Scale of IPS.

Mr M A Shah, Mr Z HChisti, and Mr Khalid Durani, have been promoted to the selection grade of IPS with effect from 1st January this year.

Consequent upon these promotions, transfers and postings have been ordered by the government:

Mr M A Bhat, IGP Security has been transferred and posted as IGP Modernization and Technical Services against available vacancy;

Mr S K Sinha, DIG Security has been posted as IGP Security vice Mr M A Bhat;

Mr Ratinder Koul, DIG CID, Jammu has been transferred and posted to SKPA, Udhampur and one post of DIG has been also transferred to the SKPA Udhampur for drawal of his pay;

Cong blames BJP for girl’s abduction, stages walkout

JAMMU, Feb 12: The violent incidents of Udhampur echoed in the Legislative Assembly on the first day of its opening with Congress (I) members charging BJP Legislature Party leader and MLA Udhampur Lala Shiv Charan Gupta with being instrumental in the kidnapping of a teen-aged girl and shielding the culprits.

As soon as the Assembly proceedings started for the budget session and Speaker Abdul Ahad Vakil was reading a reference for earthquake victims, all six Congress (I) members got off from their benches

and pointing their finger towards Lala started shouting : ‘who

are kidnappers of the girl’, ‘who was shielding flesh trade racketeers’ and ‘who were responsible for illegal activities in Udhampur’.

Congress (I) MLA from Billawar, Balbir Singh, who was more vociferous in the attack on Lala Shiv Charan Gupta said amid protests from BJP members :"Mein Daave Ke Saath Kah Sakta Hoon Ki Ghumshuda Ladki Lala Ke Ghar Mein Hai Aur Muzarim Ko Bhi Isine Pannah Di Hui Hai" (I can say with authority that abducted girl and kidnappers had been given shelter by Lala).

At this, Lala stood up from the seat and passed some remarks on Balbir Singh, which were not audible as other BJP members also started shouting on Congress (I) legislators. However, Balbir Singh, who heard the remarks rushed towards Lala’s seat and both the members nearly came to blows before they were separated by Congress (I) member and MLA Kalakote, Ashok Sharma.

Congress (I) members including CLP leader Tara Chand, R S Sharma and Chering Dorjey besides Balbir Singh, Ashok Sharma and Lal Singh remained on their feet for about five minutes alleging that BJP leader was responsible for the present spell of turmoil in Udhampur as he was encouraging illegal activities in the area, he represents in the House.

All BJP members also stood up from their seats and traded charges with Congress (I) but their voice was lost in the din. After protests, all Congress (I) members staged a walk-out in the House demanding that inquiry of flesh trade and abduction of the girl in Udhampur should be handed over to Central Bureau of Investigations (CBI) on the ground that district police has badly failed to secure the release of an innocent and teen-aged abducted girl.

The issue of Udhampur incidents was also raised by BJP City East MLA Ashok Khajuria during disruption of Governor’s address. He alleged that police resorted to use of brutal force on peacefully protesting people including women in the town yesterday.

"Police entered into people’s houses, beat-up house inmates and damaged their property", Khajuria said, demanding stern action against police personnel.

Ceasefire decision only after assessment: Advani

AHMEDABAD, Feb 12: Home Minister L K Advani today made it clear that any decision on extension of "Ramzan ceasefire", beyond February 26 would be taken only after "assessment" of the situation in the strife-torn Kashmir valley.

"The Centre, the Army and Cabinet Committee on security will assess the situation before taking a decision", Advani told a news conference here when confronted with desirability of the unilateral ceasefire in view of the stepped up violence against civilians by the militants.

When reporters drew the Home Minister’s attention to the mounting violence in the border state in the last few days, he said "all these incidents will be part of the assessment" process.

He said Prime Minister’s announcement of peace initiative on the occasion of Ramzan was aimed at normalising situation in Jammu and Kashmir, where the people had been subjected to untold miseries. "The world opinion has gone in India’s favour, exposing Pakistan", he added.

Advani also emphasised that "India had never used the word ceasefire when the Ramzan announcement was made".

"All that we had said was that we will not initiate combat operations in the Valley", he categorically stated. Asked about willingness of Pakistan’s military ruler General Pervez Musharaff to visit India, Advani said it was not surprising.

He, however, asserted that Indian Government’s stand has been that resolution of the Kashmir issue should be within the framework of Simla and Lahore pacts.

"After the Kargil invasion we have decided that any talks with Pakistan can materialise only after that country stopped cross-border terrorism", Advani stated.

When his attention was drawn to attacks on Sikhs in the Kashmir valley and the need to arm civilians to defend themselves, Advani said "village defence committees have been formed for that purpose only". (PTI)

Migration of Sikhs from Kashmir averted

SRINAGAR, Feb 12: A possible migration of Sikhs, from Kashmir in the aftermath of the recent killing of six Sikhs in Mehjoornagar, was averted as a joint meeting of Punjab and Kashmiri leaders deciding to foil attempts aimed at creating a wedge.

"We will not allow attempts aimed at creating wedge between the two communities to succeed and will fight with our full might all such attempts," former Akal Thakat chief Bhai Ranjit Singh told reporters today after the meeting.

He said the sum total of the meeting was that Muslims in Kashmir will continue to treat Sikhs as a "sacred trust" of Guru Nanak while Sikhs in Punjab will treat Muslims as sacred trust of Prophet Mohammad.

"Sikhs and Muslims have been living like brothers together for centuries and will do so in future. We will not allow it Singh said.

He said Punjab leaders shall be coming to Kashmir after a fortnight again and will meet local Sikh community members help create peaceful atmosphere and build confidence among the Sikhs. Leaders of both the communities will visit Sikh dominated villages in Kashmir to instill confidence among them to remain in Kashmir.

Shabir Ahmad Shah, president of Jammu and Kashmir Democratic Freedom Party said at the meeting that the Muslims in the Valley will discharge their duties and protect the minority community.

Among others who attended the meeting were S S Tohra, MP, Ranjit Singh, former Akal Takht chief, H S Gill, All India Sikh Students Federation chief, S Jasbir Guman, general secretary Akali Dal Hind, S Harbans Singh, member SGPC, Kashmiri leaders were represented among others by senior executive members of Hurriyat Conference Abdul Gani Lone and Mohammad Yaseen Malik, J and K Peoples Democratic Freedom Party vice president Mohammad Abdullah Tari.
