Zubaida calls for strengthening hands of

JAMMU, Feb 6: The meetings of the women wing of National Conference were organised at Nowabad and Zuberabad in block Purmandal under the chairpersonship of Begum Zubaida Salaria, MLA and women wing president of provincial NC.

As per a release the meeting was attended by a large number of National Conference workers and delegates.

Begum Zubaida Salaria while speaking on the occasion stressed on the party workers and delegates as also other people assembled on the occasion to strengthen the hands of Dr Farooq Abdullah and National Conference party for best interests of the rural masses. Party workers presented a charter of demands urging for replacing of power transformer installed in village Nowabad with a 250 KV transformer, black topping of Tower Mohalla- Hafiz Khan road and provision of proper water supply and uninterrupted power supply.

Begum Zubaida Salaria listened to the speakers with patience and assured them that every possible measure will be taken to mitigate their sufferings.

Prominent among those who attended the meetings included Choudhary Haroon Rashid, Mrs Nirmal Nargotra, Shamshad Ara, Mukhtirian Begum and Mrs Amita Thakur.

Noble mission by young inhabitants of Roop Nagar

JAMMU, Feb 6: A group of young social workers of Roop Nagar Enclave, Block-A, Lane-2 launched a noble mission during curfew hours and arranged street lights on their own.

As per a release the young energetic social workers of the area including Messrs Vibhakar Khajuria, M L Tickoo, Sunil Bakaya, Vinod Gupta, Sunil Wali, L M Saraf, Prabhakar Khajuria, Rakesh Bakaya and S L Dhar contributed money of their own and procured the material for lighting the streets. In their venture they did not take help from any Government agency.

All took an oath to undertake such ventures in future also for their locality.

PDP condemns killing of innocent Sikhs

JAMMU, Feb 6: Jammu and Kashmir Peoples Democratic Party (PDP) has strongly condemned police firing on people who were protesting against killings of 6 Sikhs in the Majhoor Nagar locality of Kashmir.

According to a press release, general secretary of the PDP, Mr Ved Mahajan has condemned the police for resorting unprovoked lathicharge, tear-gas shelling and firing on people who were protesting against Majhoor Nagar massacre.

While condemning action of the police, Mr Mahajan shifted all blames on police for yesterday’s incident.

Strongly condemning killing of 6 Sikhs at Srinagar, Mr Mahajan regretted that killings of innocent people have been going unabated notwithstanding tall claims of the authorities. He said that State Government was miserably failed to protect lives of innocent citizens especially minorities.

Expressing concern over increasing violence activities during unilateral cease-fire, Mr Mahajan said that some vested interest were hell bent to stall on-going peace-process. He aired apprehension that massacre of Sikhs was act of those who do not peace to be prevailed in the violence plagued state.

Doda situation reviewed

DODA, Feb 6: The Army Civil Core Group meeting was held at Delta Force Headquarters to review the prevailing situation in district Doda during the cease-fire period.

Maj Gen Mohinder Pratap Bhagat, presided over the meeting.

The meeting discussed in detail the current security situation in the district as also to evolve measures to further strengthen the ongoing peace process. Emphasis was laid on the development and improvement in the living conditions of the local population. New strategies were evolved to thwart the nefarious designs of foreign terrorists who were hell bent to detail the peace process.

Addressing the meeting, Maj Gen Mohinder Pratap Bhagat, stressed the need for further cooperation and cohesiveness in the working of Army and civil administration directed towards achieving a common goal i.e. ensuring tranquility and prosperity in the district.

He also mentioned that his force would continue to extend wholehearted support to the civil administration to ensure that peace and normalcy prevail in the district.

Mr Shailendra Kumar, DC Doda, while speaking on the occasion, praised the efforts put in by the security forces towards overall development of Doda district as also making the period of cease-fire a great success.

Saviours of Nowshera reimbursement

NOWSHERA, Feb 6: The Saviours of Nowshera, who made the supreme sacrifice during the historic Battle of Nowshera to flush out Pakistani invaders 53 years ago were remembered at a solemn function held on the occasion of Nowshera Day here today.

The function commenced with the laying of wreaths at the war memorial by Col R K Sharma on behalf of Maj Gen N S Pathania, Army officers, civil officials and prominent locals. Religious prayers were held and a contingent of Infantry Battalion reversed their arms and sounded the last post as a mark of respect to the war heroes who made supreme sacrifice.

Addressing a gathering later, Col R K Sharma, expressed his admiration for the people of Nowshera, who have always extended their wholehearted assistance and support for the Army during all the battles fought and had displayed unmatched spirit of patriotism.

To liberate this area from the clutches of enemy, Indian Army had fought a heroic battle on this day in 1948 and Tain Dhar ridge. In one such action, a section of First Rajput (now 4 Guards) under late Naik Yadunath Singh foiled three successive attacks.

The sacrifices made by other gallant heroes like Brig Mohammad Usman, Mahavir Chakra (then Commander 50 Independent Para Brigade) who was instrumental in keeping Nowshera away from the reach of enemy were also recalled.

The celebrations concluded with an informal meeting of military and civil dignitaries.

ANANTNAG, Feb 6: To deliberate on suggestions for strengthening security arrangements in the areas inhibited by the members of Sikh minority community in the wake of Mehjoor Nagar killings, the Minister of State for Home, Mr Mushtaq Ahmed Lone held a meeting with representatives of Sikh community and prominent persons of majority community here today.

Several confidence building measures were discussed in the meeting which among others was also attended by Advisor to Chief Minister, Messrs Shafi Shaida, Divisional Commissioner, Kashmir, Khurshid Ahmed Ganai, DIG South Range , Javed Ahmed Makhdoomi and District Development Commissioner, Anantnag.

The speakers highlighted the rich communal amity and traditional brotherhood in the Valley. They pleaded for measures to improve security arrangements , particularly in Sikh populated areas. They described the recent killings of six Sikhs at Mehjoor Nagar as an attempt to derail the peace process initiated by the Centre.

The Minister of State for Home said that precautionary measures have been initiated to prevent occurrence of such incidents.

He said the ways and means to sort out problems and pin point adequacies in security arrangements were being looked into. He asked the representatives of Sikh community not to lend ear to rumors and help in maintenance of centuries old communal amity and peace. Mr Shafi Shaida said the meeting had been convened at instance of Chief Minister to lesson fear and boost morale of the Sikh community. He said it was an effort to express sympathies with them in this hours of grief and sorrow. Lauding the contribution of the community in nation building, he said that the Government was open to suggestions for redressal of their grievances.

Touching farewell to retiring doctor

Health Exhibition held at Udhampur

UDHAMPUR, Feb 6: An exhibition organised by Lt Col Atul Kotwal Commanding Officer of the Field Health Organisation and his staff under the patronage of the Sub Area and overall guidance of Brig T S Chauhan was inaugurated by Kunti Chauhan.

The target population for this exhibition which will be display for four years is about 5000 personnel and 3000 families staying in the viscinity of the exhibition.

A video show on various topics like childcare, HIV/AIDS, Malaria is being organised as a part of the health exhibition. Pamphlets on important topics were distributed to all visitors.

Brig T S Chauhan commented "Health education is the best vaccine. People need help to adopt and maintain healthy practices and lifestyle, which may be totally new to them. Health education is a major means today for achieving change in health practices and recognition of health needs. The results although slow are permanent and enduring."

Kunti Chauhan speaking to a group of spectators said "The important problems to day like nutritional problems; infant and child health, personal hygiene, family planning etc. can be solved only through education. Important diseases like AIDS can be prevented only through behavioural changes brought about by health education."

Lt Col Atul Kotwal informed that the medical services of the armed forces believe in providing comprehensive health care i.e. preventive, promotive, curative and rehabilitative. Health education exhibitions using Audio-visual are organised regularly for preventing and promotive care.

Despite curfew Wool combers’ strike continues

JAMMU, Feb 6: Despite curfew in trouble torn winter capital city, the members of Himalayan Wool Combers Employees Association are on strike outside the office of Divisional Commissioner, Jammu.

As per a release, the sit-in dharna has entered the 175th day while worker’s chain hunger strike the 79th day. Those who sat on dharna on Monday included—Satpaul Singh, Ram Paul, Bachan Lal and Charanjit. This batch has decided to continue their hunger strike till curfew is lifted.

Addressing the gathering employees leaders—U C Dutta, R K Kaul, P S Jamwal and R K Kachroo have strongly demanded adjustment of all the employees of the Corporation.

Kotwal condemns police firing in Jammu

JAMMU, Feb 6: State BJP chief Mr Daya Krishan Kotwal (MLC) has condemned the incident of police firing resulting in the death of a person and injuries to several others.

Expressing his serious concern over the situation he demanded stern action against those responsible for the act and effective security measures for safe-guarding lives and properties of minorities in the Valley and in other areas of the State.

The BJP leader said the Government has failed in its duty to provide security to left over minorities in the Valley, the failure of the Government in providing security in 1990 has forced mass migration of minority community from Valley, he added. He said the killing of Sikhs by militants will force the left over minority members to migrate from Valley.

Doda Bachao rally organised

DODA, Feb 6: Hundreds of BJP workers and terminated SPOs from Banihal, Ramban, Doda, Bhaderwah, Thathri, Gandoh and Kishtwar tehsils today participated in the ‘Doda Bachao’ rally.

As per a release, the BJP organised the rally to protest against deterioration of security scenario in the area and termination of 1700 SPOs in Doda district recently.

The rally led by Mr Bali Bhagat, MLA from Ramban was taken out from Dak Bungalow and after passing through various parts of the Doda city culminated at local BJP office. The protestants raised slogans against the State Government demanding re-instatement of the terminated SPOs forthwith.

Later, they sat on a day long dharna in front of the office of Deputy Commissioner.

Addressing the gathering, Mr Bhagat demanded that 2000 more SPOS be engaged and VDC strengthened to protect the lives of innocent people. He also demanded that security forces be given free hand to deal with militancy in Doda district so that people could heave a sigh of relief.

Others who spoke on the occasion included Messrs Bhagat Ram, Ramesh Kumar, Rajnish Gupta, Sham Singh Katoch, Rashpal Singh and Shashi.

Community policing strategy to be introduced
in police training: Gill

JAMMU, Feb 6: The Director Sher-e-Kashmir Police Academy (SKPA) Udhampur, Mr K P S Gill has said that both the Government and the society expect an average policeman to be able to oscillate between the two extreme ends of the conflict spectrum.

Speaking at the Academic Council meeting at Udhampur, Mr Gill said that in the new millennium the Indian police would be transiting from a colonial heritage and para military structure to a community oriented and problem solving police. The system introduced by the British was not conceived as an instrument of service to the people and was not focuses on ensuring a fair and just rule of law. It was conceived more as a force to serve the interests and ends of an alien rule and its thrust was to keep the law and order situation under control and the people in awe, he said adding that though measures were taken on adhoc basis to increase manpower, transport, communication etc there were no basic reforms to change the organisation structure, duties and responsibilities which would have transformed its functioning to better suit the demands of a civil society, from an instrument of Government to a service for the people.

Director SKPA said that with the end of cold war the likelihood of wars of survival between states was receding and the potential for regional or sub-regional conflict was increasing. Greater access to satellite TV, instant reporting and the worldwide web has led to greater awareness of the gap between the have and haves nots and this in turn has led to a culture of unfulfilled expectations. No wounded that at all the same time as globalisation we also have fragmentation as nationalistic, ethnic or religious groups seek to improve their own well being through greater self-identity. All this leads to the potential for conflict, Mr Gill observed adding recent political terrorism towards more diverse free wheeling transnational (Jehadi type) networks. To combat technological superiority, he said adversaries are expected to rely increasingly on asymmetric strategies and non-material elements to exploit perceived weakness making the country’s infrastructure the most attractive target. Prospects will grow that more sophisticated weaponry including weapons of mass destruction will get into the hands of state and non state belligerents.

Mr Gill pointed out that the conditions for peace are not created by building garrisons behind protective perimeters or by patrolling in armoured vehicles. He stressed on the need to develop and design a police leadership core course which can serve as a foundation of leaderhship knowledge with infrastional materials, text books and a detailed course guide containing comprehensive lesson plan such as case studies to support the core course.
