Little Flower school organises Annual Day

JAMMU, Feb 3: Little Flower School Greater Kailash celebrated its annual day function at Abhinav theatre here today.

The Minister of State for Agriculture, Mr Ram Paul was the chief guest on the occasion. The function commenced with the lighting of traditional lamp by the chief guest, assisted by the chairman of the school Mr Ashok Soni and Managing Director—S. Jeetpaul Singh. It was followed by Shiv Vandana and welcome song by the participants. A large number students, their parents, prominent citizens and others witnessed the programme.

The students of the school presented an impressive cultural items but the item performed by tiny kids ‘ Gudda Guddi ki Shadi’/ Barat song was widely appreciated by the audience. The other impressive items were —Dogri, Kashmir and Ladakhi dance, fancy dress show, Bhangra and Kawali.

Earlier, the incharge of the school, Mrs Malhotra read out the annual report and highlighted the achievements of the school. She disclosed that the school brought 100 % result in Matric examinations conducted by J&K Board. The school is being upgraded up to 12th in next session.

The chief guest while speaking on the occasion, appreciated the performance of the students and maintained that due to the good management of the school it is flourishing in big way. He also lauded the contributions of Principal—Ms Meera Soni for the overall development of the school.

Mr Paul also distributed prizes among the participating students. The function continued for about two hours.

TADA Court issues warrant against Shah, others

JAMMU, Feb 3: The District and Session Judge, Presiding Officer, TADA Court, Mr Sain Dass has issued warrants under Section 512 Cr.PC (Declared Offenders) against Mr Ghulam Mohammed Shah, former Chief Minister of the State, Mohammed Naseem Khan, Bashir Ahmed Mir, Arshad Ahmed, Mohammed Rafiq Dar, Ali Mohammed Negroo, Shakeel Ahmad Wani, Abdul Rehman Bhat and Imitiaz Ahmed Bhat. The Court however, issued bailable arrest warrants to the tune of Rs 5000 each against three prominent Hurriyat leaders Syed Ali Shah Geelani, Abdul Gani Lone, Mohammed Yasin Malik and seven others, who are facing trail in the TADA Court and were not appearing before the Court.

Presiding Officere, TADA Court initiated proceedings under section 512 Cr.PC against ex-Chief Minister and others observed that SHO, Police Station Sheri-Gari appeared in the court and recorded statements that the accused persons (against who warrants under Section 512 Cr.PC issued) has not been appearing or available to the police whereas the other accused against who bailable warrants were issued are outside the state. On the statement of SHO, the Court took cognizance and issued warrants for securing the presence of all the accused in the Court.

The allegations against the accused persons that on August 20, 1997 a public meeting organised by the Muslim United Front at Iqbal Park Srinagar, where these leaders delivered provocative and anti-national speeches and had instigated the people to revolt against India. The MUF leaders openly advocated the secession and tried to instigate the people against Government of India. They even made attempts to create communal tension and set the National Tricolour ablazed in the meeting in full public view.

In the challan it was alleged that the said accused had defied the orders of District Magistrate who had imposed Section 144. A case had been registered in Police Station Sher-Garhi, Srinagar under FIR No 654/87 under section 4 (1), 3 (2) and 4 TADA and case against disrespect of National Flag. The next date of hearing has been fixed as March 5.

HC issues notice to Govind Ram in
backdoor appointments

JAMMU, Feb 3: The Division Bench of Jammu and Kashmir High Court Jammu-wing comprising Chief Justice Dr B P Saraf and Mr Justice N A Kakru issued notice against Pt. Govind Ram Sharma, former Minister for Health and Family Welfare, presently MLA Akhnoor, Director Health Services, Jammu, Chief Medical Officer Jammu and 20 private respondents who have been allegedly appointed at the behest of then Minister of Health.

These notices have been issued in a Public Interest Litigation (PIL) filed by Rifat Ara, resident of Gandoh (Bhalessa) district Doda who had challenged the backdoor/illegal appointments in Health Department without adopting prescribed rules.

Advocate Sheikh Ahamd was appointed by the High Court for the petitioners as anicus-curie for assisting the Court in this PIL. However, Division Bench granted four weeks time to the Government advocate D S Chauhan appearing on behalf of Government Advocate H A Siddique for filing objections.

Miss Rifat Ara has written a letter to the Chief Justice, Dr B P Saraf, which was treated a PIL. In the letter, it has been alleged that she came to know through the news-papers that more than 200 illegal appointments have been made in the Department of Health at the behest of former Minister Pt Govind Ram Sharma against the posts of Junior Assistants, Drivers and various other Class IV posts. She has placed on record the appointment order of 20 private respondents, who belong to tehsil Akhnoor which is constituency of Pt Govind Ram. It was further alleged that no advertisement notice was issued for the said posts in the leading news-paper of the state to invite applications from all the eligible candidates. It was prayed in the letter for cancellation of all the illegal and backdoor appointments in the Department of Health and direct the concerned functionaries to refer the vacancies to the Service Selection Board for selection under rules.

JAMMU, Feb 3: Maintaining that Kashmir is incomplete without the Pandits, the Minister of Revenue, Relief and Rehabilitation, Mr Abdul Qayoom today reiterated that the State Government is committed to their return with honour and dignity to the Valley.

The Minister who showed his full optimism regarding the return of the community to Valley while inaugurating a two day long workshop of migrant teachers and anganwari workers at Muthi Camp Phase Two near here today said, it(return) is the matter of time now. The workshop has been organised by Youngs India in collaboration with UNICEF.

He said the composite culture of Valley is in shambles today and the 12 year long turmoil has given the greatest setback to education after the migration of Pandits from the Valley.

He however, regretted that the migrant schools despite having the best teachers to guide could not become the model institutes here due to lack of infrastructure facilities and this was the main reason that parents preferred to send their wards to private institutes instead of camp schools.

The Minister said though it is a matter of pride that our country has made a tremendous progress in various fields as it has emerged a nuclear power and is on tenth number in electronic technology in the world.

He said the pace of development indicates that the day is not far away when the country will emerge a super power but at the same time it is regrettable that crores of children in the country are presently illiterate while crores are still living below poverty line.

Terming it a black spot on our face, he said two societies exist within societies one is of haves and other of have-nots .

Urging the teachers to prepare the students for future challenges he said we are not only facing competition at national level but have to compete in global competition in the field of information technology.

He said though the Government is promising the free education from primary to university level but due to many constraints the Government is not in a position to provide the qualitative education.

He said hence we have to think seriously how we can overcome the challenges as the education is one of the main factors to fight out poverty as these are the only educated people who can know of their rights and struggle for the same. Moreover, there are many evil customs still prevailing in our society which can be over come only through the education, he added.

Mr Qayoom however, said this is not possible till the methodology of teaching does not change and learning process is made attractive.

The Minister hailed the Youngs India for taking an onus to itself in organising such workshops for the teachers and Anganwari workers.

He said such teaching aids have come in the world which we can not imagine but this NGO has taken the responsibility to inform the teaching community of the same.

The Minister also appealed other NGOs to come forward for this noble cause.

He said the NGOs role has been of great significance and it has been proved after the recent Gujarat earth quake tragedy where the bureaucrats created impediments in relief distribution the NGOs worked with dedication in distributing the same.

He said in Gujarat lakhs became homeless due to vagaries of nature but in our state also lakhs became refugees due to the destruction created by man himself.These people are presently living in subhuman conditions in various camps at Jammu and other places.

He said the Kashmiris both Hindus and Muslims were the parts of one body and belonged to rich culture has been separated by the enemies of mankind.

Speaking on the occasion, Ms Rajni Dingra of Post Graduate, Department Home Science, Jammu University, said the learning and teaching is two way process. She said we have to change our view point as children are a learning source for us.

She said we should mould the child to such a way so that he becomes the useful student of tomorrow. She said the children development comprises of various kinds of aspects but the spiritual aspect is of paramount importance in present times.

She stressed that teachers should maintain good relationship with children like that of a mother.

She said the main reason of trauma among the displaced community can be that they are missing so many beautiful things of Valley and suggested that parents and teachers should play a cooperative role in overcoming the stress among the migrant children.

Participating in the deliberations Dr Chander Mohan HoD, Psycharity, said the migration trauma can affect the jeans of the displaced community.

He said if the community is still surviving after facing such a trauma it is because of its past rich culture. He said the best way to cure the trauma is to share the feelings of each other.

Earlier in his introductory address, Mr A K Raina, Principal of Camp School Roop Nagar said effective teaching is only possible by using the audio visual aids.

He however, regretted that the migrant students who are passing through a traumatic situation are lacking even the basic facilities in the schools.

He also presented a demand charter to the Minister highlighting the various problems of camp students and teachers alike.

He said though the teachers have been working with zeal and enthusiasm in the camp schools since 1990 yet they have been deprived of promotion benefits. He sought the personnel intervention of the Minister in the matter.

Among the other speakers include Messrs S K Gupta from DIET, Ms Shashi Manhas, Dr Sunil Bhat, D C Vigilance, B S Badyal, Nikhil Braroo, Rakesh Bhat, Kuldee and Vikas.

The vote of thanks was presented by Mr K R Tak, Deputy Director Social Welfare.

A cultural programme was also presented by the students of Camp School Roop Nagar. The function was compered by Mr Vivek Raina, presidnet Youngs India.

Chamber resents addl power-cuts on industry

JAMMU, Feb 3: Expressing anguish over the slapping of additional five hour power curtailment on industry in the morning hours, the Chamber of Commerce and Industry appealed the Chief Minister Dr Farooq Abdullah to intervene and prevent PDD from taking such anti-people and anti-industry steps.

As per a release, the Chamber said that the additional five hour power cut on the industry makes it impossible for them to run full 8 hour shift. Most of the industry which has continuous process and takes 3 to 4 hours for heating their processing units are rendered useless and may face the closure or sickness.

It should not be forgotten that with the closure of their units many families will be thrown out of the job on one hand and on the other hand the huge amounts advanced to such units by different financial institutions will also be in jeopardy.

The Chamber further said that despite declaration by Chief Minister that all out efforts will be done to promote the industrial sector in the State, recent action of PDD seems to be aimed at sabotaging the Chief Minister’s determination and pledge. Hence, Chamber appealed to Dr Farooq Abdullah to intervene and prevent PDD from taking such anti-people and anti-industry steps so that substantial job avenues being provided by industrial sector are not strangulated.

Land erosion, silt affecting power generation
at Salal Hydel project

Continuous deforestation in the lower, middle and upper Himalayan ranges and increase in the level of land erosion has posed a major threat to our hydel projects, agriculture and the normal climate of the region. The problem is not only being faced in this part of the northern region but all over the world today. This process is seriously damaging food productivity, shortening the life of the dams and irrigation projects and harming productive wetlands of the region.

The loss of top soil with great pace is directly affecting the green cover on the land and the agriculture production. The speed of soil loss every year is hundered times more that the soil formation and if the process is allowed to continue the human life on the earth may face major famines and droughts in coming decades. It may also lead to collapse of hydel power generation.

A recent study has shown that the rate of deforestation is higher than previously estimated. It has been estimated that global tropical deforestation is most likely in the range of 14 to 20 million hectares per year. Though tropical forests cover only 7 % of the earth’s land surface, they contain more than half of all living species. Estimates of the number of living species on earth vary from five million to 80 million of which only 1.4 million have been described. Wild species and the genetics variations within them make substantial contributions to the development of agriculture, medicine and industry.

The extinction of green cover from the land and deforestation in parts of Doda, Anantnag, Baramullah, Kupwara, Billawar, Ramnagar, Basohli, Akhnoor, Reasi, Ramban, Rajouri, Poonch and parts of Doda have posed a major threat to agriculture activity and the dams. During monsoon, huge area of agricultural land and top soil is being eroded by the hilly nullahs, streams and the rivers.

The production of Salal dam has been badly affected due to erosion of soil from the mountains and huge silt has been formed in the lake bed. It has added to the worry of the Government because every year, the power generation is declining fast. Several dams in the northern India are facing the similar catastrophe. Especially during winters the power generation goes very low. It appears that no proper attention was given by the planners for the afforestation activity on both sides of the Chinab river belt and adjoining areas and even effective ecological measures were avoided which should also be an important aspect of a successful hydel project.

Several irrigation projects are proving as the major failure due to increasing problem of erosion. Though the Department of Soil Conservation, Irrigation and Flood Control have been set up for the protection of land but the top officials claim that funds provided to them for the protection works by the Government every year are not sufficient. Huge loss is caused every year to the crops and the land by rivers and nullahs but no affective measures have been taken to save hundreds and thousands kanals of land from being washed away.

According to an estimate, between 1990 and 2020, species extinction caused primarily by deforestation may eliminate between 5 and 15 per cent of the world’s species, a potential loss of 15,000 to 50,000 species a year. The forest area is considerably decreasing day by day.The satellite imageries study of NRSA revealed that forest area in 1972-75 was 55.5 mha only, which reduced to just 46.3 mha in 1980-82, indicating an average rate of depletion of forest area of about 1.3 mha per year. As per India’s national forest policy, the present ratio is not up to the mark. The degraded forest land is approximately around 30 mha out of total 67 mha.

A senior forest official said in order to overcome this problem, Government of India formulated National Development Wastelands Boards in 1985 and its objective was to launch intensive plantation programmes by involving local people to bring more and more degraded land under plantation cover. In order to check rapid rate of extinction of bio-diversity concerted efforts are being made by various agencies.

They are on the job to protect areas in the form of biospheres, National parks, sanctuaries and tiger reserves in terrestrial eco-system, mangroves and coral reefs in marine eco-system and wetlands in fresh water ecosystem. He further said that a network of 14 bio-spheres, 83 national parks and 447 sanctuaries cover about 18 mha area in the country. The situation is worsening and more and more agencies are being involved for the task in coming days.

According to a press release, at the outset Mr Qureshi explained in detail about the draw-backs in Panchayat Act being implemented in the State which can create serious problems in the independents functioning of the grass-root democratic institutions like nomination of representatives of various sections like SC, ST and women instead of reserving some seats for them according to their population for getting democratically elected.

He further stressed that unless and untill State Panchayat Act was brought at par with the rest of the country Panchayat Raj concept will be meaningless. He also brought into the notice of Governor the anomalities committed in conducting Panchayat Elections like defected rolls, wrong delimitation of Panchayat Halkas which have created total confusion in the public resulting boycott of elections at various places.

Delegation expressed serious concern over situation created in the state due to the power crises and illegal admission of students of PRIME Medical College in the Government Medical Colleges of the state which has created unrest among the public of the State in general and student community in particular whereby leading to frequent bandhs, closure of educational institutions, lathicharge etc has surcharged the atmosphere.

While urging urging the Governor to intervene in the matter, delegation expressed surprise that State Government has been shifting blame of Centre especially in case of illegal admission in medical colleges.

The delegation comprised of Mr Gulchain Singh Charak, Rafiq Sadiq, Parduman Singh, Hari Singh, Abdul Gani Vakil and Mula Ram.

JAMMU, Feb 3: Inaugurating the 9th Regional Conference of the Communist Party of India (CPI), general secretary Mr A B Bardan opposed the trifurcation of State on communal lines.

As per a release, he said that grievances of people of Jammu and Ladakh can be removed by giving autonomy to these regions within united J&K State and launching extensive development projects in these regions.

The regional conference is being presided over by the veteran Hari Singh and Sharan Singh Dogra. CPI national council secretary Mr Shameen Faizee, Kashmir Council secretary A R Takroo, MLC, convenor of organising committee Kanwal Dev also addressed the conference. Mr Naresh Munshi conducted the proceedings.

Mr Bardhan criticised the NDA Government for summarily rejecting the autonomy report and said that from somewhere the talks have to begun. He said that cease-fire is not a bad gesture but it could not be a goal in itself and NDA Government must come clear about the purpose of ceasefire. He also came down heavily on the RSS which has floated the idea of trifurcation and said it is virtual revival of two nation theory.

Recalling the glorious record of CPI during the freedom struggle and in organising the various segments of working people, CPI general secretary urged the delegates to build a strong party base in Jammu. He said that a party like CPI based on an ideology can counter the divisive struggle against communalism and retrograde economic posture of neo-liberation.

The conference is being attended by 50 delegates representing a membership of 250 in five district of Jammu region.

JAMMU, Feb 3: Rich tributes were paid to late Nishat Kishtwari, a reputed poet of the State who passed away recently in Kishtwar.

As per a release a condolence meeting was organised jointly by the Department of Urdu, University of Jammu and Rasa Javedani Memorial Society, which was presided over by Prof Zahur-ud-Din, Head, Department of Urdu and patron-in-chief of the Society. Prof Zahur recalled his association with Nishat, particularly when he visited Kishtwar in connection with collection of material for his D Litt research work. He said no history of Urdu language in the State can afford to ignore the contribution made by Nishat Kishtwari, who was not only a towering Urdu poet of the region but also a man of innumerable qualities of head and heart due to which he will always be remembered for all the times to come.

Prof Zahur lauded the efforts of Nishat Kishtwari for development of Urdu language and literature in the State. He said his death has caused a great vacuum in the field of art and literature, which could never be filled up. Others who paid tributes included Messrs Nadeem Kishtwari, Tamkeen Kishtwari and Amin Banjara.

Meanwhile senior functionaries of Nationalist Congress Party, J&K, in a meeting under the chairmanship of Mr Abdul Gani Shah, vice president, expressed sympathies with the bereaved family of Late Nishat Kishtwari. The participants in the meeting were Messrs D P Saraf, Paras Ram Poonchi, Bansi Lal Sodhi, Ch Hussain Ali, Amrit Sagar Gupta, Gulab Chand, B L Suri, Inder Mohan Bakshi and M L Gupta. Two minutes silence was observed as a mark of respect to the departed soul. The participants paid rich tributes to the great poet of the region.

SRTC launches hi-tech coaches, adds 110 buses to its fleet

JAMMU, Feb 3: Jammu and Kashmir State Road Transport Corporation today added Hi-tech Coaches to its vast fleet of passenger buses for comfortable journey to various pilgrim centres, in and outside the state.

Chief Minister Dr Farooq Abdullah launched the fleet, described as millenium coaches, at an impressive function here this morning.

The coaches numbering 20, five of these air-conditioned, are among the 110 buses purchased during current year to augment the fleet of the corporation. The coaches will operate on Katra-Delhi, Srinagar-Ajmeer, Srinagar-Delhi and some other inter-state routes in the country.

TELCO, the reputed automobile company presented two service vans on complimentary basis to the Chief Minister. Keys of the vehicles were presented by the National Garages, the local dealers of the company.

One of the coaches having chemical toilet facility, on experimental basis, is first of its kind in the country. The coaches have luxurious seats and modern facilities.

Complimenting the corporation for introducing latest coaches, the Chief Minister hoped this will place it in a good stead to compete private transport that has already switched over to comfortable coaches. The step is not to retard the private transporters growth, but is mainly aimed at giving a healthy competition and providing better facilities to travelling people, he said.

The SRTC, he said, has been operating on non-rumenerative routes mainly to provide facility to the people uncovered by the private transport. He urged private sector to cover such areas in order to provide quick transport services to people living in villages and far off places. He hoped the travelling public will take care of SRTC buses and consider these as their own property.

Dr Abdullah stressed for strengthening workshops for ensuring necessary maintenance of SRTC fleet and asked the management to have standard spare parts. Tendency of using spurious parts damages the vehicles that result in loss to the corporation, he said.

He congratulated the Minister for Transport and Information, Mr. Ajatshatru Singh and the management of the corporation for switching over to latest facilities.

Speaking on the occasion, the Transport Minister Mr. Ajatshatru Singh said that the J&K SRTC, emerged as one of the best transport corporations in the country, is all set to cater to the needs of the travelling public particularly tourists who throng from abroad and different parts of the country. ‘Without efficient and comfortable transport facilities, we can’t attract the tourists’, he added.

Mr. Singh said deployment of hi-tech coaches had become necessary and hoped that this will go a long way in catering to the needs of the people.

He said SRTC is considered to be one of the best corporations for providing efficient, punctual and comfortable service to the travelling public. Some other states have shown keenness to emulate its operational capabilities. He said the corporation takes care of maintenance in the best possible manner and is credited with low accident rate.

Acknowledging the dedication and zeal of the management, he said with their sincere efforts the corporation profile has become impressive with profits swelling and losses coming down sharply.

On the occasion, the Managing Director of the corporation, Mr. Abdul Hamid gave a detailed resume of the operational capabilities of the SRTC.

Earlier, Mr. Ajatshatru Singh, who is also the chairman of the corporation, presented a memento to the Chief Minister while a memento was presented to the Minister for Transport and Information also.

The Managing Director of the Corporation, Mr. Abdul Hamid gave a detailed resume of the activities of the SRTC and said that it has already restored bus services on 43 routes, which were suspended earlier. Besides, 49 new services were introduces on various routes during the past four years that include significant routes like Katra/Jammu to Anoopgarh, Ganganagar, Alwar, Haridwar, Bias, Jaipur, Jawaji, Shimla and Manali.

The Corporation is soon introducing regular sight seeing services for the first time in Jammu province, which will be of great interest to the pilgrims visiting Vaishnodevi Shrine. Most of the sight seeing services will be introduced from Katra and these will include trips to Patnitop, Shivkhodi, Surinsar and Mansar lakes.

The MD said the corporation has introduced passenger service from Anantnag to Amritsar followed by a regular service from Srinagar to Ajmer Sharief. It has also started services, direct from Gurez and Tangdar to Srinagar.

The corporation has earned a revenue of Rs 44.60 crore last year, registering a growth of 70 per cent over the revenue of Rs 26.19 crore in 1996-97. Despite increase in diesel prices, it has reduced its cash loss for the first time since 1989-90 by Rs 2.36 crore during 1999-2000.

Police should serve the society and assume
a role model - Suri

JAMMU, Feb 3: J&K Police Chief, Mr. A. K. Suri has said that police will have to shed the colonial heritage and dedicate itself completely to the service of society adding that the police is functioning in a democratic set up and not subserving any imperial interests as it used to in the pre-Independence era.

Addressing the meeting of Academic Council at Sher-e-Kashmir Police Academy ( SKPA ), Udhampur to-day, the Police Chief said it was a paradox that while the British created a brute force in our country to serve their vested interests, the policeman back in their country happens to be a role model even today. He exhorted the policemen to assume the same mantle of British policemen who is approached as a friend and a guide by his people. "You should work in tandem with the urges and aspirations of the people. As a role model you should come forward to resolve the problems and alleviate the sufferings of those who approach you as efficiently and honestly as you can". The DGP exhorted policemen adding that they should be facilitators and co-ordinators.

The DGP said that leadership qualities need to be inculcated in all the ranks of force so that immediate measures are taken to deal with any crisis. Training centres, he said should equally stress on attitudinal change besides other aspects so that the force is community oriented.

Mr. Suri pointed out that police will have to adapt itself to the fast changing technology so that it does not find itself lagging behind in solving hi-tech crimes like cyber ones which he said are going to take place in future.

Responding to the issues raised at the meeting, the DGP said that Project Report prepared by SKPA would be examined and then sent to the Govt. He said that there should be no exemption from out door training and those not undergoing a given course should not be promoted. He said that there should be no recess for short duration courses. It should be given in courses which extend beyond six month duration. Training in weapons and tactics course, he said should be imparted to all the ranks for 45 days. He called upon the field and unit officers to retain only reference books and send all other books to SKPA. He also allowed Director SKPA to purchase books of training series and asked him to prioritize his requirements.

Earlier, welcoming the DGP, Director, SKPA, Mr. P.S. Gill said that the Academy has prepared a Project Report listing therein all the needs. He said that the trainers at police training institutions usually act as instructors only to pass on subject matter to the trainees. However, the role he said must involve a number of related responsibilities. He said training institutions should delve into new ways of thinking about police service. It would include fiscal management, legal issues and trends in administration, human resource management and development dealing with organizational and management realities, strategic planning and policy development and a independent research project, Mr. Gill said.

It may be mentioned that one day workshop of the heads of police training institutions of the state was held last week with a view to streamline and integrate the training in the State. It was decided at the workshop that more inputs should be given on ethical behaviour to the trainees and lectures on leadership and incident management should be introduced. It was also decided to post academically professional, dedicated and skilled officers in training institutions. All these decisions were to-day approved by the DGP.
