Opposition supports Govt’s steps against Pakistan

NEW DELHI, Dec 30: Major opposition parties today came out in full support of the measures taken by the Government against Pakistan following the December 13 terrorist strike on Parliament and sought maximum scope for diplomatic steps to force Islamabad to rein in terrorist outfits as no one wanted a war.

The refrain at the meeting of political parties convened by Prime Minister Atal Behari Vajpayee was that "maximum scope" should be given to the use of diplomatic measures against Islamabad which has not given enough evidence so far to prove that it was really acting against terrorist groups.

Briefing reporters after a two-hour-long meeting, Parliamentary Affairs Minister Pramod Mahajan said the meeting felt that it was very difficult to believe the steps Islamabad says it has taken against terrorists and their outfits operating on its soil.

A major highlight of the meeting was the decision by the Government to send high-level delegations of members of the Government as also political parties to key world capitals to mobilise opinion in favour of India in its fight against Pakistan-backed cross-border terrorism.

Mahajan said the delegations would start leaving by the second half of January and some of them would be led by senior opposition leaders.

He said a decision to this effect was taken following suggestions from some opposition leaders that India should send such delegations as part of its stepped up diplomatic initiatives.

Leader of the opposition in Lok Sabha Sonia Gandhi and senior Congress leader Manmohan Singh, CPI(M) general secretary Harkishan Singh Surjeet, CPI veteran A B Bardhan, his party collegue Ajay Chakravarty, Trinamool Congress leader Mamata Banerjee, P H Pandian (AIADMK), P A Sangma (NCP), Ramgopal Yadav (SP), Raghuvansh Prasad Singh (RJD) and Sushil Indora (INLD) participated in the meeting.

Union Ministers L K Advani, Jaswant Singh and Yashwant Sinha and National Security Adviser Brajash Mishra represented the Government.

All the leaders approved the action taken by the Government so far and were appreciative of the future diplomatic strategy unveiled by External Affairs Minister Jaswant Singh at the meeting, Mahajan said.

"The approach of every leader at today’s meeting was very cooperative and highly constructive. It was an excellent show of Indian unity whenever the integrity is under threat," Mahajan said.

The meeting saw Singh emphasising that India’s military deployment on the boders was "purely a defensive deployment".

Mahajan quoted Singh as saying "one must understand that we are not a party which is aggressive and we are a party which is aggrieved before the international community".

Asserting that the military deployment by India was necessitated because there was deployment from Pakistan, Mahajan said Indian military deployment was "200 per cent defensive".

Mahajan said no one from the Government side or the opposition side raised the issue of military initiative.

Insisting that none in the Government or in the opposition was keen on a war, he said no sane person would go for a war.

Asked whether opposition leaders sought any information on military preparedness or whether Government briefed them on the issue, Mahajan said opposition leaders told the Prime Minister that they did not want any information about the deployment.

"It is for the Government to take a decision at the appropriate time", the opposition told the Government adding "if the war is thrust on us, we should face it unitedly", Mahajan said.

Speaking in similar vein, Bardhan said no one from the opposition asked for any military details. "Military details should be left to the military," he said.

Mahajan said the Government was also in the process of preparing a list of wanted terrorists who have at present found shelter in Pakistan.

He said Islamabad had so far not given any solid proof of its sincerity in acting against terrorists and their outfits.

Ramgopal Yadav of Samajwadi Party was of the view that the Government should concentrate on steps on the diplomatic front against Pakistan as world opinion has become "slightly softer" about Islamabad after its action against terrorists.

Bardhan said the steps taken by Islamabad were not enough and much more required to be done by it. (PTI)

600 families migrate in Nowshera
Flour mill blasted in Galar

JAMMU, Dec 30: Pakistan army resumed shelling in Galar area of Samba sector and Janghar area of Nowshera sector today. A flour mill was blasted in the shelling in Galar early today while about 600 families migrated from forward villages of Nowshera and took shelter in the Government schools in safer areas.

Official sources said a tracer shell fired by the Pakistani troops fell on the flour mill of Daya Ram son of Sadhu Ram at village Galar in wee hours of this morning resulting into a massive explosion. The entire complex of flour mill was blown up under impact of the blast and was reduced to a rubble.

Three other tracers also fell in the abandoned houses at Galar causing extensive damage. So far, more than 30 houses had been completely or extensively damaged in Pakistani shelling and firing that began last Sunday with an attack on a BSF patrol party in which three jawans were killed and two others were seriously injured.

Retaliatory firing by army had resulted into atleast a dozen casualties of the enemy troops. In addition to the casualties, about 15 bunkers and posts of Pakistan have also been completely destroyed opposite Galar in last one week.

Entire population of Galar had deserted their houses on Monday and took shelter either in the Government schools at Samba or in the houses of their relatives.

Shelling had come down to some extent in Ben and Galar villages during the last two days. However, it resumed early today from Pakistani side and was immediately replied by the Indian army. No casualties were reported in the shelling today on the Indian side. Casualties, if any, on the other side couldn’t be ascertained.

Meanwhile, eight forward villages on the Line of Control (LoC) in Nowshera sector of Rajouri district were vacated by the people this morning following intensified shelling from across the LoC.

People packed up their luggage and fled to the safer areas. The villagers migrated from Ser, Numb, Karali, Choti Makri, Barhi Makri, Khamba, Kambli Morha and Pukharni. Yesterday, Deputy Commissioner Rajouri K A Khan had visited these villages and appealed to the people to make their own assessment on the migration. Today, the villages were visited by Tehsildar Nowshera Mrs Vivek Sharma and SHO Vinod Kumar Sattu.

The migrants have taken shelter in Janghar, Bhawani and Chowki Handan high schools and Mangla Mata temple complex, official sources said.

They put the number of migrant families at 600 so far. The number was expected to increase by tomorrow morning, they added.

Four villages of Gambhir sector in Rajouri district were also vacated by the people today. The villagers have taken shelter in the safer areas.

Pak steps against terrorists ‘a joke’, says Advani

NEW DELHI, Dec 30: Describing Islamabad’s steps against terrorist outfits as "a joke", Home Minister L K Advani today said Pakistan can even now give "firm assurance" to the world community and India that it would stop aiding and abetting terrorism in order to prevent New Delhi from taking any measure at the non-diplomatic level.

"So far steps have been taken at the diplomatic level only, and even such strong measures have not been taken in the past. Any step at the non-diplomatic level can be taken only because our neighbour continues to support terrorism," Advani told `Hum Hazir Hain’ programme on Doordarshan’s national channel. "Even today it can give a firm assurance to US and the world community that it will stop aiding and abetting terrorism. Our real fight is not with Pakistan but with terrorism and those who support it." Stating that terrorism had crossed the "Lakshman Rekha" with the December 13 attack on Parliament, Advani said "no sovereign nation which is conscious of its right to security can sit silent. It has to think as to what steps need to be taken to check this menace".

Referring to Islamabad’s response to India’s demands for taking action against terrorist outfits Lashkar-e-Toiba and Jaish-e-Mohammad, the Home Minister said "to our demands for freezing of their assets or arresting their leaders, there is till now no sign of anything concrete. Their response to our demands is .... A joke.

"We are not going to be taken by this kind of deceptive cosmetics, but must make terrorism our prime target," he asserted.

"While terrorism is dangerous, the most dangerous is the state which sponsors terrorism, arms and finances terrorist groups. Therefore Taliban and Pakistani regime are most dangerous," Advani said, adding "if Islamabad stops aiding and abetting them, we can handle them. But there is no sign of that so far."

On similar lines, he said the United States had made Taliban their target, "displaced" them from power and installed a new Government in Kabul, though Osama bin Laden has not yet been caught and no one knows whether he is dead or alive.

Referring to India’s long years of suffering on account of terrorism, Advani said in reply to questions and remarks "the war is on, if not declared but definitely covert.

"We have to decide now as to what our response should be — whether we are going to respond as we have been doing so far or are we going to change our response to meet the new situation", he said.

Advani said while the people’s feelings have to be taken into account in a democracy, several other factors like the response of the armed forces and the inputs received from intelligence agencies have to be taken into account to decide on the response the Government should take.

"I can understand the people’s feelings in this regard. Soon after September 11 terror strikes in the US, people started asking what is (President) Bush doing or is he afraid of taking action. But now they (US) have removed Taliban. So the process takes time," the Home Minister said.

He said India has so far made "graded responses" at the diplomatic level like recalling Indian High Commissioner, downgrading of staff and stoppage of overflights. "These are parts of stage by stage diplomatic responses" and Government will have to decide whether to "escalate" it or not. "I will continue to talk to the opposition to convince them on the need for such a law ... One of the prime motives of which is to give legal safeguards to police and security personnel whose acts against terrorists are bonafide."

On the Kashmiri migrants issue, he said the issue needed to be raised at the international fora as "the world community simply doesn’t know that 3-4 lakh Kashmiri Pandits have been displaced from their homes. Like the Tibetan issue, this also needs to be highlighted." The State Government had formed a committee and was also involved in that process, he added. On his upcoming trip to the US, Advani said it was intended to "mould" the opinion in that country as the media and the people "know much less about India" and its fight against terrorism.

In reply to questions, he said though Washington’s move to make Islamabad a front-ranking ally in the fight in Afghanistan could have been prompted by "geographical compulsions" and ISI’s links with Taliban, "Indian people do not understand" how Pakistan became a front-runner in the international coalition against terrorism.

To a question on his formulation of a "proactive policy" against terrorists in J and K, Advani said the policy was to search, identify and eliminate or arrest the terrorists instead of reacting to their attacks.

"Hot pursuit is not the intention. The intention is not merely to react but to be proactive. That policy is continuing till date," he said. (PTI)

Mufti questions CM’s absence in ‘decisive phase’

MARH, Dec 30: Jammu and Kashmir Peoples’ Democratic Party (PDP), chief Mufti Mohammed Sayed today criticised Chief Minister, Dr Farooq Abdullah for adopting non-serious attitude in the prevailing crucial time.

Addressing a public meeting at this town, Mufti said, "country in general and Jammu and Kashmir in particular is passing through a decisive phase. It is high time to jointly initiate efforts for bringing peace in the region". He, however, regretted that Chief Minister of this sensitive State was enjoying holidays at London. "Though Dr Farooq Abdullah has been demanding decisive war against Pakistan since long but when time of decisive battle comes he plays truant", he said and accused the Chief Minister of being non- concerned about people of the State. "His only aim is to remain in power", he said.

Mufti flayed Chief Minister Abdullah for adopting casual attitude towards deteriorating situation. "It is very regrettable that thousands of inhabitants of border hamlets have been leaving their homes and hearths but Government of this State seems to be virtually non-serious", he lamented.

Taking a dig at Chief Minister, Dr Farooq Abdullah for staying out-side the country while the nation was facing war-like situation, he said "it indicates non-seriousness of the Chief Minister of this sensitive State". "When a Chief Minister is behaving in such a way then what can one expect from administration of the state", he said and asked the administration to take emergent steps to provide relief to the displaced people.

Reiterating his stand for removing alienation among masses, PDP chief said, "dialogue not gun is the solution of any problem".

"We are not in favour of war but every country has a right to protect its highest institutions", he said and strongly condemned attack on Parliament and termed this attack as assault on the highest institute of the nation. He was of view that diplomatic offensives should continue.

Asking Central Government to avail the opportunity when people are fed with terrorism, Mufti stressed on the need of taking sincere efforts to remove alienation of the masses. "We can win war with enemy but our main stress should be to win hearts of the own people", he said. Addressing the rally, prominent Kissan leader, and general secretary of the party, Mr Trilok Singh Bajwa asked the people to strengthen hands of Mufti Mohammed Sayed. "Only PDP can get you rid from the yoke of the National Conference", he said and cautioned the people against nefarious designs of NC and BJP. He alleged that both these parties are trying to exploit sentiments of the people for their petty political gains. He said that it was high time to unitedly oppose anti-people policies of the National Conference. "Neither BJP nor Congress can tackle NC. Instead of opposing wrong polices of NC these parties are hand in glove with NC to further their personnel interests", he said and claimed that only PDP can oppose policies of NC.

Mr Bajwa accused the NC Government of intentionally neglecting rural areas. He said that farmers have been facing hardship due to non-availability of seed and fertilizers but authorities seem to be looking unconcerned about their hardship. He cautioned the people against evil designs of BJP and NC. Pointing towards decision of the State Government to bring out controversial Resettlement Act from the cold storage, he said it was game plan of the both NC and BJP to exploit religious sentiments of the people.

Mr Balwan Singh, who has organised this meeting, accused the ruling National Conference of dividing people in the name of religion. He said NC Government has failed to mitigate miseries of the masses that was why party has been trying to befool people on emotional issues. He cautioned the people against these nefarious designs. Highlighting woes of the masses, Mr Singh regretted that NC Government has neglected rural areas. "Most of the rural areas remained neglected due to the wrong policies of the Government", he said.

Taking strong exception to the decision of the Chief Minister to stay at London while the nation was facing war-like situation, Mr Singh said that it was not for the first time that Dr Farooq Abdullah has left people in the time of crises. "In 1989 when militancy was at the peak in the State, Dr Farooq Abdullah had left the State ", he recalled and added that Farooq has always ditched the people in the hour of need. "Farooq is a non-serious man. If one goes to the pages of history it becomes very much clear that Farooq has always played truant", he said.

Mr Sukhvinder Singh, labour wing president of the PDP and other leaders of the party also addressed the meeting. Earlier a rousing reception was accorded to Mufti on his arrival in the town. Amidst beating of Dhols local inhabitants presented traditional Dogra Pagri to honour former Union Home Minister.

Militant group wiped out in Shopian encounter
Eight Jaish-e-Mohammad militants killed

SRINAGAR, Dec 30: While as at least seven militants of Jaish-e-Mohammad outfit and a soldier died in a fierce gunbattle at Durpora village of Shopian in south Kashmir today, one militants was eliminated by security forces in another encounter, in the north Kashmir forest area of Hamam Markoot, in Baramulla district.

Informed sources told EXCELSIOR that, working on a tip-off, troops of Rashtriya Rifles 1st Bn and SOG Shopian, laid siege to Durpora village, near Zainapora, in Shopian in the forenoon today. According to the specific information, a mixed group of Pakistani and Kashmiri cadres of Jaish-e-Mohammad were present in the village, possibly to participate in the engagement ceremony of a local militant Abdus Salam Dar. As soon as the troops swooped on the target house of one Ghulam Nabi Dar, militants opened heavy gunfire and made unsuccessful attempts to escape. One soldier, identified as Gurjit, got killed and Maj Sunit Kumar sustained injuries.

In retaliation, troops destroyed three residential houses killing seven to eight militants. Officials, who participated in the operation, told EXCELSIOR on telephone from Zainapora that dead bodies of seven Pakistani and Kashmiri militants had been recovered till late this evening. They said that dead body of one more militant was expected to surface from the debris. Five AK-56 rifles and some assortments had also been recovered and the search operation was still continuing. Officials said that identities of the militants killed in the operation would be ascertained on Monday. They claimed that none of the militants succeeded in escaping from the cordoned area

Earlier, this morning, militants had fired on an Army convoy from a distance near Chursu (Awantipora) on Jammu-Srinagar highway. However, there was no damage.

Reports from north Kashmir said that, troops of RR 28 Bn and SOG Baramulla eliminated one unidentified militant in an encounter in Hamam Markoot forest area of Rafiabad, in Baramulla district today. Believed to be a Jaish-e-Mohammad or Lashkar-e-Toiba member, he fell in the ambush in a snow-clad forest area.

Meanwhile, troops of RR 14 Bn and SOG Bandipore destroyed a major militant hideout in Ahampatti in Bandipore and recovered a large quantity of arms and ammunition. It included 23 anti-tank rockets and four anti-personnel rockets.

PM rejects BJP Minister’s anti-Farooq plan

NEW DELHI, Dec 30: The Prime Minister, Mr Atal Behari Vajpayee has lambasted one of his ministerial colleagues for his proposal seeking Central intervention in Jammu and Kashmir.

The Minister, who belongs to the Bharatiya Janta Party (BJP), has also been snubbed by the BJP’s ‘darling’, Mr L K Advani, for pursuing a plan, which according to the Home Minister, will trigger problems instead of solving them.

The BJP Minister has, in recent days, sought to organise a group within his party to build pressure on the Vajpayee Government to get rid of Farooq Abdullah Government in Jammu and Kashmir by bringing the State under Governor’s rule.

Mr Vajpayee and Mr Advani, the two key figures currently engaged in the task of monitoring and handling the J&K situation, may differ with National Conference Government on some issues, but both of them do not endorse the BJP Minister’s game plan favouring imposition of Governor’s rule in the State.

Bringing Jammu and Kashmir under Governor’s rule will prove extremely difficult, according to experts. So much so the Minister for Home Affairs had to tell the anti-Farooq Abdullah Minister that the Bommai versus Union of India judgment of the Supreme Court has made it virtually impossible to use Article 356 of the Constitution of India except in the rarest of rare cases.

The Minister, under reference, also tried to exploit the J&K Chief Minister’s holiday trip to England at a time when his presence was required in his State. Significantly, men of consequence in Delhi’s North Block and South Block did not oblige the Minister by making Dr Farooq Abdullah’s absence from the Kashmir scene an issue. Obviously, for these planners in the power corridors, Dr Farooq is the ‘best-bet’ in the prevailing situation in J&K. They are of the view that Dr Farooq Abdullah went to London for much needed medical check up.

Political observers, on the other hand, attach much significance to the enhanced acceptability of Mr Omar Abdullah, Minister of State for External Affairs and son of the J&K Chief Minister, in the council of Ministers headed by Mr Atal Behari Vajpayee.

Apart from the fact that he has, of late, emerged as the ‘darling’ of the Prime Minister, prominent opposition leaders such as Mrs Sonia Gandhi, AICC chief, Mr Somnath Chatterjee of CPI(M) and Mr Mulayam Singh Yadav of the Samajwadi Party have also appreciated the performance of Mr Omar Abdullah.

Mr Abdullah’s immediate boss in South Block, namely, Mr Jaswant Singh may have some reservation. But he (Mr Jaswant Singh), cannot go against Mr Vajpayee and Mr Advani, both of whom have, on more than one occasion, voiced their satisfaction over Mr Abdullah’s performance.

It has been established beyond doubt that Mr Omar Abdullah has gained further importance for his role and performance after the terrorist attack on Parliament House. The Prime Minister as well as other senior colleagues of Mr Omar Abdullah were visibly happy over his erudition on the floor of the Lok Sabha on December 18, when he displayed flashes of rather youthful, energetic oratorial brilliance and slicing contentions of the opposition without getting perturbed.

And outside, Parliament since then, Mr Omar Abdullah has been successfully and efficiently putting together the Vajpayee Government’s assessment of the post December 13 situation. His message "we donot fear international isolation when it comes to protecting national interest. We were somewhat isolated after Pokhran II nuclear explosion for a very short period but our diplomatic initiatives overcame all that and India bounced back".

7 houses set afire in Rajouri 3 of a family shot dead

RAJOURI, Dec 30: Terrorists gunned down three members of a family including a woman and wounded another and torched seven houses in two separate incidents in Koteranka and Gambhir Mugalan areas of this district over-night.

A group of five to seven terrorists stormed the house of 35-year old Madan Lal son of Badri Nath at village Sad Kanthal under the jurisdiction of Koteranka police station at 2230 hours last night and opened indiscriminate firing.

Three members of the family were killed instantly while another person was seriously wounded. Presuming all four persons as dead, the terrorists escaped. Before fleeing, they also set ablaze the house. However, the injured later identified as Yashpal son of Badri Nath managed to come out of the burning house and survived.

Killed civilians have been identified as Madan Lal son of Badri Nath, Lakshmi Devi wife of Badri Nath and Moti Lal, brother of Lakshmi Devi. They had sustained multiple bullet injuries all over their persons resulting into their instant death.

Local people shifted the injured Yashpal to a local hospital in Koteranka from where he was removed to the district hospital here. His condition was now stated to be stable.

Police and para-military forces reached Sad Kanthal this morning from Koteranka police station and launched a search operation for the terrorists. The injured Yashpal told police that two terrorists, who attacked the house, looked like locals while all others were foreign mercenaries.

Police and security forces have launched a massive search operation to track down the terrorists involved in the killings. However, till late this evening, no arrest had been made. All three victims were cremated this evening in their native village of Sad Kanthal amidst a tense situation.

Meanwhile, a separate group of terrorists struck at village Morha Bhai in Gambhir Mugalan at 2300 hours last night and set ablaze seven houses. Of seven, three houses had been vacated by army only yesterday morning.

The houses, which were reduced to ashes, belonged to Haji Zaffar Ali, Bhag Hussain and Ghulam Rasool, all vacated by army, Karamat Hussain, Talib Hussain, Tasaduq Hussain and Mohd Sharief. All household goods of the civilians were lost in the fire.

No civilian was present in the houses when the terrorists struck. As army had left the houses only yesterday morning and moved to the Line of Control (LoC), the house inmates were anticipating the terrorists’ strike and had left the houses.

Meanwhile, SP Rajouri Manish Kishore Sinha today ordered deployment of CRPF and police in the houses and areas being vacated by army while moving towards the LoC.

SPO killed, ASI, cop injured in Doda

UDHAMPUR, Dec 30: A Special Police Officer (SPO) was killed while an ASI and a SPO were injured in an encounter with the terrorists at village Trinkala in Gandoh area of Doda district this morning. Troops defused a ‘camera IED’ at Batote on Jammu-Srinagar national highway today.

SP Doda Vijay Singh Samyal said the police parties had launched a search operation at Tanta, Bani and Trenkal villages of Gandoh last night on a tip off about movement of the terrorists. Early today, one of the police party came across a group of terrorists at Trenkal and challenged them.

The terrorists, who had already taken positions on a hill, lobbed two grenades towards the police team and opened firing. Cops and SPOs in the team retaliated.

Exchange of firing continued for about half an hour after which the terrorists fled away. An ASI and two SPOs were injured in the cross-firing. One of the SPO identified as Kulbushan Kumar son of Mulkh Raj, a resident of Badguna, Trenkal succumbed to his injuries while being evacuated to hospital.

Injured have been identified as ASI Shiv Krishan alias Sonu and SPO Gulshan Ahmed. While the ASI has been shifted to Medical College hospital, SPO Gulshan Ahmed was admitted in the district hospital of Doda and was responding to the treatment. The ASI had sustained a gun shot on his leg.

Enforcement of security forces and police was rushed to Trenkal and surrounding villages this afternoon to carry out a search operation for the terrorists but they remained untraced. According to reports, over a dozen ultras were hiding in the forest areas of Trenkal, Tanta and Bani in Gandoh area. Most of them were the foreign mercenaries.

Meanwhile, security forces today detected an Improvised Explosive Device (IED), hidden in a camera, and planted on a road side drainage by the terrorists in Batote town of Doda district on Jammu-Srinagar national highway this afternoon.

Alert troops immediately shifted the IED to a safer area and defused it after about half an hour long operation. A major catastrophe was averted with the timely detection of IED, which was meant to blast a civilian passenger vehicle, the sources said.

A Defence spokesman cautioned the local population not to touch any unidentified objects like bag, transistor, camera, toy, suitcase and tiffins lying unattended on the road, at Bus Stand, Railway Station or other public places.

"In case the civilians observe any such unidentified object, they should immediately inform the nearest police station or the security personnel", the spokesman said.

Azhar remanded to 90 days custody

ISLAMABAD, Dec 30: Maulana Masood Azhar, head of Jaish-e-Muhammad, one of the terrorist groups involved in the attack on Indian Parliament, was today remanded to 90 days custody and shifted from his native Bahawalpur town to a prison in Sargodha range, a domestic news agency reported.

Azhar was shifted to Mianwali prison in Sargodha from his native town in Punjab province where Jaish headquarters are located, NNI said. He would spend 90 days detention in the prison, it added.

There was no word about Azhar’s associates who were also picked up along with him.

Pakistan’s Foreign Minister Abdul Sattar had said yesterday that 50 of Jaish cadre were arrested while media reports here said 94 of Azhar’s associates, including four of his brothers, were arrested.

Though the crackdown on Jaish followed the Indian demand and the US pressure to move against the terrorists, Pakistan Government said the drive against the group was for its alleged involvement in sectarian killings in Pakistan. (PTI)

US, France ask Pak to act against terrorists

NEW DELHI, Dec 30: The United States, France, Iran and Libya have sought firm action by Pakistan against terrorist outfits following the December 13 attack on Parliament even as India conveyed to them that it is exercising "maximum possible restraint."

US President George W Bush, French President Jacques Chirac, Iranian President Mohammad Khatami, Libyan leader Muammar Gaddafi and Bhutan’s king Jigme Singhe Wangchuk spoke to Prime Minister Atal Bihari Vajpayee on telephone in the last two days conveying that they viewed the terrorist strike on Parliament as "an attack on India’s democracy".

"They (the leaders) all agreed that firm action should be taken by Pakistan against terrorist groups operating from its soil and promoting cross-border terrorism in India," an External Affairs Ministry spokesperson told reporters here today in response to queries on the conversation between Vajpayee and Bush, Chirac and the other leaders.

Asserting that India was exercising "maximum possible restraint", Vajpayee told them that his Government was proceeding with "calibrated diplomatic measures" against Pakistan but made it clear that New Delhi was determined to deal "firmly and resolutely" with terrorism.

"We have suffered long enough to curb the activities of terrorist organisations. Pakistan’s friends should apply more pressure on Pakistan and on President Musharraf to publicly take a firm and unequivocal stand against cross-border terrorism," Vajpayee said adding "Pakistan should therafter match its words with action."

Bush and Chirac had telephoned Vajpayee last night and discussed the status of Indo-Pak ties.

The spokesperson said that while all these countries were concerned about tensions in the sub-continent and were anxious about the prospects of military confrontation, "all of them recognise the basic correctness of India’s position."

"They understand the mood of anger in the country and recognise that it is the country’s democratic processes that are propelling action in this regard," she said.

The US President had earlier asked India to take note of Pakistan’s action of arresting 50 terrorists in that country but New Delhi had stressed that it will make its own assessment of Islamabad’s claims.

The French President was also briefed by Vajpayee on measures taken by India which included reduction of diplomatic missions and stopping over flight facilities to Pakistani aircraft.

Both leaders are understood to have urged restraint on the part of India and Pakistan so that there was no heightening of tension in the region. (PTI)

BSF HC flees after killing wife, daughter

Excelsior Correspondent

SAMBA, Dec 30: Unhappy over the birth of daughter, a Border Security Force (BSF) Head Constable of 39 Battalion killed his wife and 22 days old daughter in his official quarters at Rakh Watali.

According to police reports, BSF Head Constable Uttam Kumar Ghosh last night doused his wife Shobana Ghosh and 22 days old daughter with kerosene oil and set them afire at his official residence.

After setting them on fire, the Head Constable reportedly fled away from the spot leaving behind his wife and daughter in flames. By the time neighbours came to know after hearing the cries of woman both the victims had died.

They were immediately shifted to hospital where doctors pronounced them as brought dead. The 22 days old daughter was badly burnt.

Getting the report of incident, a police party from Samba Police Station led by SHO Swaran Singh Jangi rushed to the spot to take the cognizance of the incident.

From the preliminary investigation it has been established that the BSF jawan was not happy over the birth of daughter. But the real story would be unfolded only after the arrival of parents of the woman.

A case has been registered in this connection and further investigations were on. The fleeing BSF jawan was not arrested when reports last came in.

Slight intensity quake in J&K

NEW DELHI, Dec 30: An earthquake of slight intensity struck Jammu and Kashmir today.

The quake, measuring 4.2 on the richter scale occurred at 1926 hrs IST, MET Department said here.

It had its epicenter at 35.4 degrees north latitude and 77.2 degrees east longitude, the MET office said. (UNI)

Musharraf, Atal to stay in same hotel

KATHMANDU, Dec 30: Prime Minister Atal Bihari Vajpayee and Pakistan President Pervez Musharraf will stay in the same hotel here when they come to participate in the three-day SAARC summit from January four but a formal meeting between the two appears unlikely.

The ‘Princep Wing’ of Soaltee Crown Plaza comprising four floors, each floor having 20 to 30 rooms, has been kept ready for the Prime Minister, a hotel official said. The Pakistan President will be staying in an adjacent wing in the sprawling hotel complex.

Preparations for the 11th SAARC summit are in full swing here despite rising tension in the region and a state of emergency declared in the Himalayan kingdom to tackle Maoist insurgency.

Security has been beefed up in and around the summit venue, SAARC secratariat, Tribhavan International Airport and places included in the itinerary of the visiting dignitaries.

Vajpayee and Musharraf have confirmed their participation in the meet being held in the country for the first time after democracy was restored.

In contrast to the war of words between New Delhi and Islamabad, Nepal still hopes that the summit will bring together leaders of the two countries and help reduce tension.

The capital city has received a facelift and banners have been put up all along the route from the airport. "SAARC a vision of South Asian solidarity" "Long live SAARC spirit" and "May SAARC strengthen peace and solidarity in South Asia" read some. (PTI)

Pak freezes accounts of nuclear scientists

ISLAMABAD, Dec 30: Pakistan’s military-led Government has frozen the accounts of two nuclear scientist suspected of links with Osama bin Laden, a Central Bank spokesman said today.

Assets of Sultan Bashir-ud-Din Mehmood and Abdul Majid, who worked for Pakistan’s Atomic Energy Commission until retiring in 1999, have been frozen by the State Bank of Pakistan, Spokesman Syed Wasimuddin said by telephone from Karachi.

The bank also froze accounts of wealthy industrialist Mohammed Tufail, he said.

All three were on the Board of Directors of Ummah Tameer-e-Nau, or nation builder, an Islamic charity declared a terrorist group by the United States on Dec. 20.

President George W Bush ordered the group’s assets frozen along with those of the three Pakistani men.

On Wednesday, the UN Security Council followed the US move and ordered a freeze on the assets of the group and the three men.

Gen. Rashid Quereshi, spokesman for Pakistan’s military-led Government, said the charity’s assets already had been frozen. He gave no details on what other measures the Government plans against the group and its leaders.

After their retirement, the two scientists made several trips to Afghanistan, where they met bin Laden. But both deny transferring any nuclear-related information to bin Laden’s Al-Qaeda group and said they only ran education programs and helped poor Afghan farmers.
