Problems
of Camp dwellers
Sir,
This is in
reference to "Means to improve living
conditions of Migrants" dated 7.12.2000 we
welcome the Govt. mainly to our relief
authorities who have atleast priased the
facilities in our favour.
The Govt. itself
has mentioned that 4732 tenaments have been
constructed and Registration stands from 31490
families with the Relief Commissioner. But a
large number of Migrant families are still
putting up on rental accommodation. When some
families are forced to construct their own houses
after taking loan or selling their property from
Kashmir, what measures the Govt. is taking for
them? Has the Govt. been able to provide shelter
to the Displaced community for the last twelve
years or is the Govt. having any transparent
policy for Migrants for their return. Only a
development committee of Migrants has been
elected but for no consultation purposes. The
press note says that Govt. has introduced various
welfare schemes to improve the living standard of
Kashmiri Migrants. As their cash assistance has
been increased from Rs. 1800 to Rs. 2400 from
April 1999. Where it is very much necessary to
realise that in such hard times it is very
difficult for a family to cater on such a meager
income as it is quite insufficient for a family
to provide Educational facilities to its children
and for medicine, clothing and also for the
fulfillment of ration etc. Upon such meager
income one cannot be able to send his children
for higher Education or for any Technical
Education anywhere nor he can go for marriage of
his grown up children. No doubt the State Govt.
has submitted Rs. 10 crores comprehensive plan
for the return of migrants to the centre for
allotment of funds but their needs a clear and
transparent policy for this purpose. None of us
is opposing the return of migrants but it should
be clear to all and the migrants may be brought
in full confidence and consultation to perform
such a great task after twelve years of exile. As
per note adequate water supply schemes have been
ensured to all Migrant Camps and have been
commissioned but when the said schemes are not
fully completed and not inaugurated by the
authorities the matter is not clear. In this
connection, in our base camp Purkhoo the water
supply is running unauthorisedly as it has also
not been even inaugurated despite many
representations to the higher authorities which
has resulted in poor and inadequate water supply.
Also such work is incomplete at Battal Ballian
and Mishriwala Camps. In case of Community Halls
with Kitchen and store, the demand from Purkhoo
Camp Phase 2nd is still hanging in the air. The
HRA & CCA is paid to all employees except
Kashmiri Migrant employees who have been ignored
totally during these hard time.
The camp
dispensaries are having trained and skilled
Doctors but without Laboratories or ECG machines.
What can a doctor do without these facilities.
Ambulances are not in running condition for the
last three years. People are facing lot of
problems during the season of snake bites and
scorpion bites.
Moreover, the Camp
Schools are without facilities of laboratories
and libraries.
Hence we appeal to
the Chief Minister Dr. Farooq Abdullah that he
will call a meeting of the Elected Development
committee members immediately so that the
problems of development works be discussed and
the concerned officers be asked about the
improvement for which they were directed by the
Chief Minister on his last tour of the Migrant
Camps.
