Sagar decries Hurriyat, Pak for peoples sufferings Excelsior Correspondent JAMMU, Dec 21: Works Minister, Mr Ali Mohammad Sagar today warned Pakistan to stop aiding and abetting terrorism that has subjected Jammu and Kashmir to enormous destruction and devastation for the past 12 years. Addressing largely attended public meetings at Mahore and Gool in Udhampur district, the Minister said that hands of Pakistan and its lackeys in the State are soaked with the blood of innocents who have fallen prey to their ruthlessness. This has to be stopped and the people of the State would not live in rest until Pak nefarious designs are nipped in the bud, he said, adding that the firm resolve and mass resentment against alien gun culture reflects the burning longing of the suffering people of the State about restoration of peace and normalcy that has been the hallmark of Jammu and Kashmirs glorious past. Mr Sagar decried elements inimical to peace who are dancing to Pak tunes in the State and wondered how long they will spill the blood of their brethren, unfortunately in the name of religion. Charging APHC for patronizing terrorism for 12 long years, the Minister said that its so- called leaders were harbouring for holding talks to gain political mileage at the cost of thousands of innocent lives that they made the fodder of the enemys cannons. People, he said, cant be swayed any more on misleading slogans as they know who is who. The dirty tricks of these self styled leaders cannot cut any ice with the masses to whom they are exposed fully, he added. Mr Sagar also came down heavily on the protagonists of trifurcation and said that any move for dividing State on the basis of religion would be detrimental to the larger national and States interests. Those who have laid their blood and sweat for rebuilding and reconstruction of the State will never allow such things to happen as the time tested National Conference stands for the just cause of the people of all the three regions of the State, irrespective of creed and colour. He said the Government under the dynamic stewardship of Dr. Farooq Abdullah is yearning for fulfilling the urges and aspirations of the three regions and their sub regions and in fact several steps have been taken and accomplished in this regard. Saying that restoration of greater autonomy is the only solution, the Minister expressed his partys determination to seek it through democratic means. The Works Minister dwelling on the prevailing security scenario in the State, hoped that while combating militancy the security forces would ensure that the innocents are not harmed in any way. Human rights are to be respected and maintained at all costs, he said while urging people to continue their whole hearted support in containing militancy as only a united fight can rid the State from the menace of terrorism. Militancy notwithstanding, the Minister said that several achievements are to the credit of the present Government on development front. Speaking out these, he said reconstruction of gutted buildings, damaged bridges and road network have been successfully accomplished besides providing services like drinking water and power supply to the people all over the State. Speaking on the occasion, the Minister of State for Home, Mr. Khalid Najeeb Suharwardy said that National Conference believes in pursuing various issues through democratic means that includes dialogue. He, however, lashed out at those who were misleading the people on false slogans and by exploiting religious sentiments. How can self-styled leaders of APHC be the well wishers of the people on whose blood they have built their castles. He said they were misguiding innocent youth while ensuring greener pastures for their kith and kin. Earlier, the Ministers held a meeting with local officials and reviewed the pace of progress on various development schemes. They also took stock of the problems faced by the people and had interaction with a large number of people. Responding to the local demands, Mr. Sagar issued instructions for taking up Arnas-Mahore, Sangaldan- Seripura, Dharamkund-Tatta Pani and Sangaldan-Kanthan link roads. The Vice-Chairman, Gujjar and Bakarwal Development Board, Haji Buland Khan, Mr. Abdul Wahid Shan, MLA, IGP, Jammu Zone, Deputy Commissioner, Udhampur and other senior officers accompanied the Ministers. |
New Gypsum mines being exploited for extraction: Kamal Excelsior Correspondent JAMMU, Dec 21: Jammu Kashmir Minerals Limited is all set to increase the Gypsum production to 50,000 Mts per annum from the next year. For this purpose, new Gypsum mines at Assar and Parlanka in Doda district are also planned to be exploited for extraction. This was Stated at a meeting held here today to review the performance of the JKI with the Industries and Commerce Minister, Dr. Mustafa Kamal in chair. The Managing Director of the JKI, Mr A K Khullar was also present. It was Stated in the meeting that the annual production of Gypsum from new mines is expected to be to the extent of 2 lakh tonnes per year during the middle of 10th five year plan with a revenue generation of Rs 12 crore per year. It was revealed that the sales turnover of J&K Minerals Limited is expected to exceed Rs 10 crore during the current fiscal as compared to Rs 9.12 crore during last fiscal year. The Corporation has also registered a 6 fold increase in coal and cement production during last 4 years of the present Government. It was informed that the production of coal which was as low as 5000 Mts in 1997-98 has increased to 33,000 Mts during last fiscal year. Similarly, the cement production has also rose to 6000 Mts during last fiscal year as compared to 1014 Mts in 1997-98. The sales turnover of mineral products have also increased substantially and the Corporation realized an all time high revenue of Rs 9.12 crore during the last financial year as compared to Rs 1.46 crore during 1997-98. The sales turnover is expected to exceed Rs 10 crore during the current financial year. The Corporation has also registered a steep increase in Gypsum production, which has risen to 22350 Mts as compared to 12875 Mts in 1997-98. The Managing Director, Mr. Khullar Stated that the Corporation has drawn up an ambitious plan to produce 50,000 Mts of coal per annum during the 10th five year plan starting from 2002-03. He said more sophisticated mining safety equipment is being procured to ensure safety of workers engaged in mining operations. He said the corporation also plans to undertake mining of world famous sapphire (Neelam) on viable lines in Kishtwar district. |
Slathia seeks peoples cooperation Excelsior Correspondent JAMMU, Dec 21: Unity and Cooperation of the people was essential for successful implementation of development programmes projected by the Government aimed at to achieve the goal of welfare state. This was stated by the Minister for Power while addressing a public rally at Rakh Chang in Vijaypur block of Jammu district today. He said the present Government when took over, the development activities faced sever set back due to militancy and states economy was totally shattered but the concerted and sincere efforts of the present Government, the damaged infrastructure was rebuild, confidence of the people was restored and development activities resume with the active cooperation of the people. The Panchayat elections were held after a gap of 23 years vesting power to Panchayat to formulate and implement the development plan at the grass root level. Several measures were taken to combat militancy and improve the efficiency of the administration. He said people of the State are fully cautious about the nefarious designs of the enemy but at all costs maintained peace and communal harmony inspite repeated provocation and exploitation by the anti national elements. He asked the people to be vigilant against the so-called leaders who are exploiting the people on caste, creed and religion basis to grind their own axes. He said the Government has focused due attention on the development of rural areas especially farming community. The Minister announced Rs 6 lakh for improving the power infrastructure in the village and construction of road from Shamshan Ghat to Kalah. He said road from Jakh to Chimna Chack has been taken up under NABARD and the work is in progress. He instructed the PHE officers to start supply of drinking water to villager at the earliest. Local sub centre is to be upgraded to the level of allopathic dispensary besides village lanes and drains will be improved at the earliest, he added. As regard lifting of water from local nallah for irrigation purposes, the Minister assured that a comprehensive scheme would be formulated to meet the irrigation requirement of the villagers. |

people deprived of fresh currency notes Excelsior Correspondent JAMMU, Dec 21: While the currency exchange facilities are being availed by the people of other states and the regions as per the guidelines issued by the Governor, Reserve Bank of India as per its policy to stop the flow of old and mutilated currency notes, most of the people in this region have been deprived of fully taking the benefit of this scheme. Resentment among various Trade and Commerce organisations besides the Chamber of Commerce and Industry as well as the common people is said to be brewing as most of the people of this region are not getting the proper benefit of this RBI scheme. They say, the scheme to flood fresh currency notes by replacing the old and mutilated ones, has been introduced for the first time in past 53 years of independence in the country. It is unfortunate that the RBI is not providing proper benefit of this scheme to the people in the region. A member of the Jammu Chamber of Commerce pointed out that earlier four exchange counters of the RBI were functioning at Rail Head Complex office and thereafter, the number was reduced to 3 and then to two. But presently only one such counter is functioning. Huge rush of the public is now often seen at the counter and people have to wait for hours to get the old notes exchanged. At present only currency notes of the denomination of Rs 10, Rs 100 and Rs 500 are available while Rs 5, Rs 20 and Rs 50 and Rs 1000 denomination notes have been stopped to be issued by the regional branch. Another member of Raghunath Bazar Traders Association said that exchange of Rs 500 notes of green series was started in November last year but it was also stopped in May this year. Mobile van for currency exchange was pressed into service only once at Gole Market Gandhinagar last month but thereafter, no such initiative was taken by the bank. The other areas like Kathua, Udhampur, Doda, Rajouri, Poonch, Kashmir and Ladhakh are yet to be covered under this scheme. He also suggested the RBI to seek cooperation from other Commercial Banks so that maximum public could be benefitted. Regional Director, RBI Jammu Mr J B Boria when contacted said that in view of the prevailing situation in the state, it is a major threat to carry currency exchange mobile van to various locations in the city and also outside. He said the beginning has been made and other areas to be covered in future are being identified. In response to a question of closure of other counters he said, " RBI has the wholesale job as well as the supervision on other commercial institutions. We are performing this additional job at our own and moreover, we have not much strength to carry out this job." Mr Boria said that other commercial banks should come forward to cooperate for this task in the general interest of their customers and the people as well. The RBI has adequate number of fresh currency notes, the managements of the Banks should send us the old and mutilated/ torn out notes and get issued the fresh ones for the customers. He said the rush will definitely be there at the counter because it takes time to deal with one person at a time and the concerned official has to examine the notes as well. This part will be exempted if the Commercial banks cooperate. Any one can get encashed the cheque and get the fresh currency notes on demand from their banks whenever desired. The entire scheme will automatically reach to every corner of the state, he maintained. |
Governor visits Poonch, Rajouri
and took Excelsior Correspondent JAMMU, Dec 20: The Governor, Mr. Girish Chandra Saxena visited the districts of Poonch and Rajouri today to take stock of the situation and the measures taken for dealing with the current challenges and threats from cross border terrorism. He also acquainted himself with the problems of the residents of border villages of these districts and action taken for easing them. Expressing his deep concern over the hardships faced by the people of the border areas in the wake of escalated border shelling, Mr. Saxena lauded the people for their courage and role in maintaining peace and communal harmony and thwarting the evil designs of the enemy. The Governor addressed meetings of district officers and prominent citizens at district headquaters of Poonch and Rajouri. He expressed the view that the days of miseries faced by the people due to terrorism would not continue far long, since the whole civilized world has taken a united stand against the terrorism everywhere. He praised the people of the area for having helped the Security Forces in actions against terrorists by providing vital information and cooperation and hoped that they will continue to extend their full support to the Security Forces in the fight against terrorism. The Governor expressed satisfaction on the successes achieved by the State police and the army and other Security Forces against the terrorists and emphasised the need for sustaining and further intensifying the security effort. Referring to the developmental activities in the area, Mr. Saxena laid stress on strengthening the panchayats which should also be involved on the implementation of various developmental schemes for ensuring transparency and accountability. The District Development Commissioner, Poonch, Mr. Aijaz Iqbal and District Development Commissioner, Rajouri, Kacho Asfandyar Khan and other senior officers briefed the Governor about the overall situation obtaining in their respective districts. In both the districts, Mr. Saxena interacted with local political leaders and prominent citizens who apprised him of the problems and difficulties of the people. In Poonch, the Governor also met the wife, father and son of former District and Session Judge Mr. Vijay Kumar Phool who was killed by terrorists in the first week of this month and extended his condolences to the bereaved family. The Governor also held meetings with senior Army officers in Poonch and Rajouri. He also saw the arms and ammunition which was recovered by the Army during various operations in the recent past. The Governor was accompanied by Principal Secretary, Dr. Sudhir Singh Bloeria. |

CCI holds interactive session with senior Police officers Excelsior Correspondent JAMMU, Dec 21: The Chamber of Commerce and Industry (ICC) organised an interactive session with the recently posted Inspector-General of Police, Mr P L Gupta and other senior Police officers, here this evening. The team of senior police officers included Mr Dilbagh Singh, DIG Jammu-Kathua Range, Mr Farooq Khan, SSP, Jammu, Mr Gulzar Singh, SSP Border, Mr Manohar Singh, SP Rural and Headquarters, Mr J L Sharma SP City South and Mr Prabhat Singh SP City North attended the interactive session. Speaking on the occasion, the new IGP assured that the Police force will do its best to maintain peace and order which is disturbed by subversive elements. The Police intends to accomplish its task more professionally with close co-operation and co-ordination with other agencies and the the general public, he added. In order to curb militancy, the Police shall be geared up to perform its duty effectively and efficiently. Mr Gupta sought active co-operation of the general public in meeting the challenges before the nation. The police and public shall have to work unitedly to meet any eventuality, he stated. Replying to a point, IGP, Jammu, agreed that the Police force at the cutting-edges should be public spirited, disciplined and dedicated for image of the organisation and optimal results. BDO arrested, 2 cops convicted in graft case Excelsior Correspondent JAMMU, Dec 21: A Block Development Officer of Rural Development Department posted in Langate was arrested by the Vigilance sleuths on Thursday while Special Judge Anti-Corruption Jammu Mr R K Mangotra has convicted an ASI and constable the then posted in the office of SSP Jammu in corruption cases. A senior officer in Vigilance Commissioners office said here today that Vigilance Organisation Kashmir team, acting on a specific case of corruption, arrested BDO Wali Mohammed Bhat under case FIR No. 30/ 2001 Police Station Vigilance Kashmir. The case against him was registered on Dec 4, 2001 on the basis of an outcome of preliminary inquiry during which it was prima-facie established that the accused Wali Mohd the then BDO Langate had by acting in league with others made excess payment of Rs 47,918 to the mate in construction of road from Batapora to Lachwudoor and also made payment of Rs 49, 000 to the executing agency for improvement of Badi Khul without obtaining test check for ulterior motives. The case was established and the officer was arrested yesterday. Meanwhile, Special Judge Anti-Corruption Jammu R K Mangotra has convicted the then ASI Prem Nath and constable Tsawar Hussain of SSP Office Jammu for commission of offence punishable under Section 5 (2) Prevention of Corruption Act 2006 read with section 120-B in case FIR No. 175/ 83 police station Vigilance Jammu. During investigation, the allegations pertaining to demand and acceptance of Rs 1500 as illegal gratification by the accused ASI Pran Nath and Mohd Khalik constable and amount of Rs 1000 demanded and accepted by cop Tasawar Hussain as illegal gratification were found prima facie established. The competent authority accorded the prosecutions sanctions against the accused officials in 1987. Now the accused have been sentenced to undergo rigorous imprisonment for two years each in both the offences and a fine of Rs 10,000 each. The sentences are to run concurrently. The court has ordered a compensation of Rs 10,000 for the complainant to be made from out of the amount of fine imposed on the accused. |

From Tashi Morup Leh, Dec 21: The popular two-humped camels in Nubra valley are increasingly becoming a big public nuisance. Over the years the camels became free and wild with the motor vehicles taking over the role of carrying goods. Over a hundred such camels, often ferocious, roam freely in the wilderness to feed on thorny bushes (hyphopaya). However, households owned trees are more inviting to them causing heavy damage. Enraged folks castigate a few household owners of these camels. Often such conflicts turn into police cases. 40-year-old Musa Ali though earn a good money by taking tourists for camel-ride in summer but he laments over the no-more of good old days when camels were quite a useful animal. It was his father who brought in some camels from Leh to use it for transporting army goods long ago for its better strength and ability than other animals like horses and donkeys. One of the firsts to have camels was Kalon Rigzin Namgyal. He exchanged 30 fine-breed horses (Horta) for similar number of camels from Kazaks deserting Chinese Government. This was for better strength, feeding habit and survival of camels. A camel carries four times more than over-80-kilos load carried by a horse, he said. Those days in the absence of road these camels carried army loads to Doulatbeigh Ulbi in Nubra. Government too owns some camels that are being raised in a Yak Farm in Deskit area of Nubra. It is a Central Government scheme to preserve this impressive animal. However, local administration finding it too expensive has decided to distribute the 14 camels in the farm among the natives. Stud Master of the Farm, Abdul Hamid said, it is very difficult to manage this stock with about 20000 rupees expense on every camel per annum which is out of budgetary plan. Thus seriously cutting on the real projects of yak breeding, poultry and dairy, he said. However, the potential camel wool has not been fully tapped on. Even its feces seemingly have a use. A team from Rajasthan makes frequent visit to collect the camel urine and dung for some medicinal purpose. Other uses these camels are restricted today are its milk and meat partaken by Moslems in the area. Nevertheless this multiplying breed is increasing menace to the natives one cannot miss this beautiful beast in the valleys wilderness. From the large thick bushes when a camel raise its head to bellow others follow suit, a Jurassic experience. |
JM booked 60 under PFA, fined Rs.12000 Excelsior Correspondent Jammu, Dec 21: The Jammu Municipality today booked 60 shopkeepers for violating the provisions of Food Adulteration Act and Municipal Act and realized a compounding fee of Rs.12,100 from the defaulters. In addition 10 quintals milk was also checked and 50 kgs. Milk found un-wholesome which was destroyed on the spot. A squad of Food Inspector of Jammu Municipality headed by Health Officer, Dr. Shahid Mughal has intensified checking of milk, meat shops, dhabas, other shops and rehari dealing in eatable, today checked 200 establishments and milk vendors in the city of them 60 were found defaulters. The Municipality has now decided to check foodstuff and milk brought by vendors and different dairy wala in the city for sale. The team of Food Inspector will fan out in different parts of the city every morning for checking milk and other foodstuff. Today was one of the biggest operations of its kind during its drive launched last fortnight. The Municipality has advised the shopkeepers and milk vendors to ensure supply of quality products and maintained proper hygienic conditions in their business premises. Anybody dealing food, milk and its products should get licenses under prevention of Food Adulteration Act and violator would be dealt with severely. |

inaugurates new type PHC at Ganiwan announces Excelsior Correspondent SRINAGAR, Dec 21: The Minister for Health and Medical Education, Mian Altaf Ahmad today inaugurated new type Primary Health Centre (PHC) at Ganiwan, Gund, 50 Kms from Srinagar on Srinagar - Leh national highway. Addressing a largely attended public meeting on the occasion, the Minister reiterated Governments resolve for according priority to health and education sectors. He said, despite financial constraint, Government continued its efforts to provide better medicare facilities and education available to the rural people, especially in far flung and backward pockets. The Minister said that Government have released Rs.4 crore for setting up of CATH lab at the Sher-i-Kashmir Institute of Medical Sciences, Soura which on commissioning would provide succour to heart ailment patients for getting treatment locally than going outside the State. Responding to the local demands, the Minister disclosed that a higher secondary school would be set up at Hari Ganiwan shortly where 11th and 12th classes will commence from March 2002. Later, the Minister inaugurated a publicity campaign of health education organized by Health department in which the experts including Director Health Services, Kashmir, Dr. Muzaffar Hussain highlighted the ill effects of smoking, mal-nutrition and other un-hygienic methods. Literature to this effect was distributed among the audience. |
Night curtailment of power rescheduled Excelsior Correspondent Srinagar, Dec 21: The Power Development department has clarified that in order to restrict daily energy consumption which is presently alarmingly high, 2 hours night curtailment shall be effected with effect from mid-night of 22nd and 23rd of December 2001.However, the present power availability schedule in the Valley during morning, day and evening periods shall remain unchanged. The consumers are requested to make judicious use of electricity especially during morning and evening peak hours to avoid distress power shedding during these periods. Accordingly, there would be night curtailment from 12 mid-night to 2 a.m in areas fed from Wanpoh, Awantipora, Pattan, Amargrah, Kupwara, Zainakote, Parimpora except 33 -KV Sonwar and Exhibition feeders and from 2 a.m to 4 p.m in the areas fed from Rawalpora, Habbik, Cheshmashahi, Bemina, Wanganpora, Pampore (33 KV) Sonwar and Exhibition feeders only. |

heads of National Excelsior Correspondent JAMMU, Dec 21: District and Sessions Judge Motor Accidents Claims Tribunal Jammu, Kartar Singh has ordered attachment of two Account Heads of National Insurance Company Limited in Jammu and Kashmir Bank Bari Brahamana and the other operative in Punjab National Bank, Shalamar Road, Jammu, with the direction to the Bank Managers not to allow this Insurance Company to operate the respective accounts till further orders from the Tribunal. The orders for attachment of the accounts was delivered in two separate petitions filed by Prem Kumar and Miss Pammy. In Prem Kumars case, it was stated that an application for the execution of interim award passed on October 14, 2000, was moved. The Tribunal on that day had awarded rupees 50,000 in favour of the petitioner in respect of the death of the deceased Inder Bahadur, who had lost his life in a traffic accident. The award was to be paid by the Insurance Company within a period of 30 days, but till date, the order of the Tribunal was not honourd. While directing JK Bank Manager, Bari Brahamana to attach the account head number CD-97, the Tribunal observed that the Company was careless and acting negligently in complying with the order. The Court ordered that the order of the Tribunal be also furnished to the Bank Manager. In another attachment order involving the same Insurance Company, Mr Kartar Singh observed that this Tribunal, on April 28, 2001 had awarded rupees 1.25 lakh in favour of the petitioner. However, till date, award amount was not deposited and despite serving notices, the company didnt care to explain the reasons for not depositing the amount. It was accordingly ordered that the account head of National Insurance Company bearing number 4783, operative in Punjab National Bank Branch, Shalamar Road, be attached till further orders with the further direction to the Bank Manager not to operate this account.
