Eid-ul-Fitr celebrated in Jammu with gaiety, fervor Excelsior Correspondent JAMMU, Dec 17: Like other parts of the world, Eid-ul-Fitr was celebrated with religious fervor, gaiety and enthusiasm in Jammu, major towns and other parts of the State today. Special Eid prayers at Jammu were offered at Idgah ground in old city area near Residency Road where thousands of Muslims assembled in the morning. The main Masjids of the city were highly decorated and the adjoining markets and several localities wore festive look. A number of cabinet ministers including Finance Minister Abdul Rahim Rather and legislators also offered Namaz here at Idgah mosque and exchanged Eid greetings with friends and others. The prayers were also offered at the mosques of Talab Khatikan, Ustad Mohalla, near Tawi Bridge and Bagh-e-Bahu. The non-Muslims also attended the main function to greet their Muslim brethren on this occasion. The Union Minister of State for Food Processing Prof Chaman Lal Gupta, National Congress provincial president Bodh Raj Bali and a number of senior citizens also attended the function. The children, men and the women clad in new and glittering dresses were seen in the markets and near the mosques offering Eid Mubarik to the friends and community members. The Administration had made elaborate security arrangements at the religious places and the city in general for the smooth conduct of Eid festival. The Chief Minister, Dr Farooq Abdullah in his Eid message to the people has said that occasion marks culmination of the holy month of Ramzan and brings with it joy for all. He said Ramzan emphasis patience, tolerance, self control and austerity."Islam teaches love, passion, social justice and respect for humanity." Dr Abdullah said. He further appealed the people to strengthen the bonds of brotherhood and strive for a harmonious society in which all live with dignity and pride. It was a great show of festivities and celebrations at Jammu cantonment today. In keeping with the true secular traditions of the Indian Army, officers and other ranks of all religions assembled at the station mosque to join their Muslim brethren for prayers and wish them Eid Mubarik. The celebrations included religious message followed by Khutba, Namaz and Duwo. Thereafter, the blessings of Almighty God/ Allah were sought for peace and prosperity for all. It was a great scene to see the soldiers of different religions greeting their Muslim brethren and praying for each others well being. GoC Tiger Division and other senior officers were also present on the occasion. The celebrations conducted with Barakhana wherein all ranks sat together for a sumptuous Eid meal. The reports of festival celebrations also reached here from Rajouri, Poonch, Doda, Udhampur and Kathua. Meanwhile, reports from Doda said that local Rashtriya Rifles battalion also celebrated Eid with Muslims at Idgah where nearly 5000 people offered prayers. The RR battalion had arranged tea and sweets for the devotees. The people turned in large number to show their solidarity with the battalion which has been doing a yeomans job in the area. The battalion has been providing all the necessary help to the people as and when required. It has undertaken many major projects like Operation Sadbhawna in far flung areas and won mind and hearts of people. Several goodwill/ medical camps have been arranged for the benefit of the locals. Minister of State for Home Khalid Najeeb Suhrawardy who represents Doda constituency also attended this programme alongwith other dignitaries. The MOS, who is also the Imam of Jamia Masjid Doda addressed Eid congregation in the town. In his message he said Islam stands for justice and love for human kind and never preaches violence and killings. He asked the people to follow the path shown by the supreme power .. the God...the Ullah. Over ten thousand people attended the programme. A report from Udhampur said that Eid function was also organised at Idgah ground Udhampur town with religious fervor. The people offered prayers and exchanged greetings. J&K drive to curb timber smuggling ANI Correspondent Srinagar, Dec 17: The Timber Reserve Depot of Khanabal Zone C is flush with wood confiscated by the forest department officials from smugglers. This now will either be sold or auctioned. In fact, ever since the forest department of Jammu and Kashmir began its anti-smuggling drive against timber poachers, the Government has earned a lot of revenue from the seized natural wealth. Talking to ANI, Ahmed Ashraf, Range Officer, Verinag, Anantnag, said, "Our forest department is doing much to curb smuggling." Speaking about the new infrastructural facilities, Ashraf said, "We have opened a control room under the charge of a Range officer. Facilities like telephone and vehicle have been provided to him." "Whenever we receive any information on the phone or otherwise, we let him know. He immediately rushes to the spot, captures the smugglers, seizes the smuggled stuff and takes legal action against the guilty," he added. During the past two years, the J&K forest department has recovered more than 77,000 cubic feet of wood from the smugglers. Most of it has now been confiscated. Just a couple of cases involving a few cubic feet of timber are left to be settled. As per the new 26th Forest Amendment Act, a District Forest Officer has now been vested with the powers of a local magistrate and is authorized to take decision in smuggling cases. As a result, the department does not have to go through a long- winding legal process anymore. The cases get resolved quickly and almost always in the administration's favour. However, despite these new powers, the state forest department often finds it difficult to handle smuggling, especially due to the militant menace. Ashraf said, "Because of the ongoing turmoil, our problems have increased. The department from its side is still trying to do its best. Unfortunately we don't have proper equipment or arms." He also informed that there are some paricular tracks in the forest through which the smugglers operate. "We keep night vigils to keep an eye on them and whenever we spot the smugglers or their stuff, our party rushes forward and catches them," he added. Countering smugglers is a dangerous job. Many of them carry axes, knives and even guns. By contrast, the forest staffers and officials do not possess any firearms. As a result, a large number of these employees have been killed in the operation. Due to security concerns, the forest department often finds it difficult to chase smugglers beyond a certain point. But despite all the handicaps, the anti-smuggling drive has been a tremendous success. And the department officials feel with a little more of infrastructural support, they can prevent timber poaching to a much larger extent. |

Excelsior Correspondent JAMMU, Dec 17: One person was killed and another sustained injuries when a Tata Sumo in which they were travelling skidded off the road and rolled down near Bantalab on Jammu-Srinagar National Highway. According to police, the ill-fated vehicle was on its way from Jammu to Katra when met with accident near Bantalab under the jurisdiction of Nagrota police station. Getting the report of accident, a police party rushed to the spot and shifted the injured to Government Medical College Hospital Jammu where one of the injured succumbed to his injuries. The condition of injured was critical when reports last came in. The deceased has been identified as Surjeet Singh, son of Kashmir Singh of New Delhi and identity of injured is established as O P Sharma, son of Suraj Mal, Manager Hari Travels. In another road accident, a woman Lata was killed and her husband O P Roy was injured when their scooter skidded off the road. They were rushed to hospital by some passers-by but Lata succumbed to her injuries soon after her admission in the hospital. The condition of O P Roy was critical when reports last came in. Meanwhile, one Abdul Majid, son of Chirag Din of Jhajjar Kotli allegedly made an abortive attempt to end his life by consuming some poisonous drug at his residence. He was rushed to hospital when spotted unconscious by family members. Doctors attending on him immediately washed his stomach followed by other medicare. His condition was out of danger when reports last came in. The cause behind this extreme step could not be immediately known. |
BSPs concern over harassing of Kashmiris in Delhi Excelsior Correspondent JAMMU, Dec 17: Jammu and Kashmir Bahujan Samaj Party (BSP) has taken a serious view of harassing of the Kashmiris settled in New Delhi. In a statement issued here today the Party said it was shocked over the harassing of the Kashmiris in Union Capital by Delhi Police who have left the Kashmir during the militancy for business and labour purposes. It said these people are being compelled to return. The Party has urged the Central and Delhi Government to take necessary steps so that the innocent people are not harassed. It said no body is opposed to the action of the Government for arresting the anti national elements and suspects but at the same time, it should be ensured that a common and innocent citizens is not harassed in the name of militancy and compelled to return. The Party said such a step will create a hatred instead of bringing the people in the national mainstream. Sheikh Abdul Rehman president of State BSP presided over the meeting and the other Party leaders who participated in it included Messrs H R Chargotra, vice president, Roop Lal, general secretary, Pritam Chand Pagathia, state secretary, Girdari Lal Bhagat and K A Qazi. |
BCC Vijaypur highlights demands Excelsior Correspondent JAMMU, Dec 17: Block Congress Committee Vijaypur in a meeting today held at village Chack Blotrian under the chairmanship of Mr Munshi Shah its president passed a resolution on various demands of the people. As per a release, Mr Gulchain Singh Charak, vice president PCC was the chief guest on the occasion. Among the others who attended the meeting include Messrs Baldev Sharma and Gouri Shanker ex MLAs and Dr B R Bhagat, president ST, SC Cell. It demanded that the augmentation of irrigation water to save the crops and disilting of irrigation canals be taken up in hand at an earliest. The resolution also demanded that the seeds and fertlisers be provided in the area on subsidised rates, renovation of lanes and drains, providing of assistance to drought affected people of the area and bettering of drinking water and electricity. In his address Mr Charak urged the authorities to initiate early effective steps for the resolution of crucial demands faced by the people of the area. He alleged that the local people were facing hardships in cultivating their land in forward areas due to continued firing from across the border and demanded proper compensation for them. |

youth heads Excelsior Correspondent KATHUA, Dec 17: Sarpanch of Gabber Khasheradh village in Billawar tehsil was today arrested for getting the heads of three youth shaven off for peeping into a house where eunuchs were dancing on the occasion of a marriage on December 13 and later released on bail. Taking serious note of the act on the part of Sarpanch Onkar Singh, police today registered a case under Section 147, 503 and 555 RPC on the complaint of three youth Kaka Singh, son of Bachitter Singh, Mohinder Singh, son of Krishan Singh and Bhim Singh, son of Bhagat Ram and arrested the Sarpanch from his residence. However, the Sarpanch was, later, released on bail. It may be recalled that on December 13, Sarpanch Onkar Singh got the heads of three youth shaven off for seeing the eunuchs dancing. He even recovered Rs 200 from each youth as fine after humiliating them before a large gathering of villagers. To lodge protest against what had happened with them, the youth tried to approach Deputy Commissioner, Kathua but could not meet him on that day. But yesterday they got case registered against the Sarpanch for punishing them without any fault of theirs. On the receipt of complaint, police arrested the Sarpanch and later released him on bail. |

Excelsior Correspondent JAMMU, Dec 17: As a true professional he joined his duties six days before the sanctioned leave (upto December 11) to lead last encounter of his 35 years career as officer with militants in Kulgam-Tral areas in Kashmir. This was the story of Shamsher Singh Manhas, Deputy Commandant (151 Bn) of the Border Security Force officer from Jammu, who rose from the level of a constable to the rank of Deputy Commandant and sacrificed his life while fighting the militants in his home State on December 10. Belonging to a remote border village of Manchak in Chamb Jourian Sector, Shamsher is survived by his wife, three daughters and one son. The depth of this brave officers urge to fight and devotion to his duty was so deep that he left his family to join his duties in Kashmir on December 4, a week before his schedule departure, only to lay down his life while fighting the militants. Shamsher Singh, who was presently putting at Patoli Brahmana located on Akhnoor road, had joined BSF in 1966. Since he tied the belt, Shamsher never looked back and rose upto the rank of Deputy Commandant with hardwork and exceptional achievements. He spent most of his time in trouble torn borders of Punjab, Rajasthan, borders with Bangladesh and remained in militancy invested Kashmir from the last over a decade. The hero of Indo-Pak war in 1971 and the one of the members of the first batch of Commando course, Shamsher Singh has more than 20 meritorious commendations and awards for outstanding performance and contributions to his credit. He got Presidents Police Medal in 1998, and bagged Indo-Pak war medal and sensitive areas service medal. Manhas might be the only police officer in BSF, who served in Kashmir valley for more than a decade in the militancy prone areas of Bandipur, Tral, Nobawad, Rawalpora and Kulgam. The only concern his family members had to show was that no body representing the State Government, except an MLA from Kulgam and a J&K Police officer, Manohar Singh, paid a visit to his home. The tenth day of Shamsher Singh Manhas will be performed tomorrow at his residence at Patoli Brahmana on Aknooor Road, here. |

Excelsior Correspondent UDHAMPUR, Dec 17: The Indian National Trade Union Congress (INTUC) held a mass rally at Ghordi in Ramnagar tehsil of the district under the chairmanship of Mr Som Nath, district president of INTUC. The employees assembled at Bus Stand Ghordi and took out a procession which reached the office of Block Development in the shape of a rally. Speaking on the occasion Mr Som Nath said that Governments at the Centre and State were responsible for eruption of militancy in the State and in no case the employees can be blamed for that. Mr Som Nath said that during the past several years under the NC Rule the wheat flour used to be sold in Government Ration Depots at higher rates than in the open market and its rate was slashed only keeping in view the ensuing assembly elections. Various other long pending demands of the employees were also highlighted which included regularisation of daily wagers who have put in more than seven years services and in certain cases 13 to 14 years services have been rendered by daily rates workers while the orders stand issued for regularisation of daily wagers who have completed seven years services as on March 23, 2001. Other demands of the employees included release of DA instalment at the rate of 2 percent to State employees from July 2001, release of Disturbed Area Allowance with immediate effect, stoppage to engaging persons on consolidated wages of Rs 200 to Rs 1000 per month on different projects. Demanding implementation of Minimum Wages Act, the speakers said that the concerned Departments should be authorised to engage on member of the family of the deceased worker and filing of all vacant posts. Enhancement of daily wage rate from Rs 60 to Rs 100 was also demanded in the rally. Mr Som Nath strongly stressed on the Government to solve genuine demands of the employees which included Essential Services benefits to which come under the Act, Transfer of GPF accounts from District Fund Offices to Jammu and Kashmir Bank etc. Mr Som Nath stressed on the Government to solve the burning problems of the State employees at an earliest otherwise INTUC will adopt agitational approach in case their demands. He appealed the employees to remain united to avoid monopoly of the Government. The other employees leaders who addressed included Messrs Shiv Lal Pathania, Jagdish Raj, Tilak Raj, Rajinder Heera, Chuni Lal, Krishan Jarh, Sita Ram, Krishan Lal Dubey, Hem Raj, Bharat Singh, Rattan Chand, Krishan Lal, Rattan Chand, Amar Nath, Mulakh Raj and Krishan Lal. |
Musharraf no more people's choice, says Study Excelsior Correspondent Islamabad, Dec 17: The people are likely to elect either Benazir Bhutto or Nawaz Sharif as the next Prime Minister in preference to Gen Pervez Musharraf, a study conducted by the Pattan Development Organization on "Local Government Elections 2001-Phase III, IV and V" has said. When asked who would be a better future Prime Minister or the head of the Government, 38 per cent of the voters opted for Benazir Bhutto, 20 per cent for Nawaz Sharif and only nine per cent thought Musharraf would be better. Analysis of the councillors' political trends showed that the PPP hardcore councillors were much more likely to opt for Benazir Bhutto. However, approximately 44 per cent of Benazir's support came from councillors who have never voted for the PPP in the last four national assembly elections. Only 5 per cent of the PML supporters opted for Nawaz Sharif but 67 per cent wanted Musharraf as their future leader. A large number of councillors from diverse backgrounds have been mobilized into local politics as a result of the devolution plan. The performance evaluation of the Government by the elected councillors is at variance in different regions with a sense of alienation in Sindh. According to the Pattan study, alienation is highest amongst councillors in the districts of Sindh where local Government elections were held in phase III. The army rule and the protests against the government's water policy may have influenced the low ratings in Sindh, the study said. On the other hand, the rating of Punjabi councillors on the performance of the present Government is consistently lower than in Balochistan on all issues, but higher than Sindh. The study further discloses that the labour class and the farmers are the least satisfied on the issues of inflation control, ending corruption, and instant justice. The Government's rating was very low on the issues of employment and inflation control according to the councillors. In the urban-rural analysis, the study shows, the councillors from the urban areas were much more satisfied with the Government on almost all issues except the attitude of the local officials. When asked which era was the best in the history of Pakistan, 28 per cent of the voters ranked Zulfiqar, 19 per cent opted for General Ayub, 18 per cent for General Zia; 16 per cent Benazir, 10 per cent Nawaz Sharif, and 8 per cent Musharraf, the study said. |

Ministers condemn killing of Tehsildar Excelsior Correspondent Jammu, Dec 17: The brutal killing of Mr. Ghulam Rasool Qadri, Tehsildar in Ganderbal area in Kashmir valley by militants today has evoked widespread condemnation from a cross section of people. Senior Ministers have expressed anguish over the act describing it as most inhuman and barbaric. The Minister for Housing and Urban Development, Mr. Ghulam Mohi-ud-Din Shah, Minister for Revenue, Mr. Abdul Qayoom, Minister for Agriculture, Ch. Mohammad Ramzan, Minister for Information and Transport, Mr. Ajatshatru Singh, Minister for Works, Mr. Ali Mohammad Sagar and Minister for Labour and Employment, S. Harbans Singh have in their separate messages condemned the assassination of Mr. Qadri and expressed deep grief on his killing. They expressed sympathies with the bereaved family and conveyed their heartfelt condolences to them. In his condolence message to the bereaved family, the Housing and Urban Development Minister said that Jammu and Kashmir has undergone a most tragic and turbulent phase during which almost every family has suffered one way or the other. He said our hearts go to all those who have lost their most loved ones in traumatic phase of terrorism unleashed from across the border. The killing of the Revenue officer this morning is another addition in the tale of tragedies bestowed on the people by those who claim to be champions of their so-called cause, Mr. Shah added. The Works Minister, while condemning the act, said militants have carried out such an inhuman and heinous crime on the day when people were rejoicing to celebrate Id after culmination of the holy month of Ramzan. This, he said, speaks of ultras scant regard for human values and their lunatic mindset that has taken a heavy toll of innocent people of the state for the past over 12 years. Unfortunately, those indulging in such crimes were indoctrinated to the extent that they were doing all this in the name of Jehad, Mr. Sagar regretted. The Ministers said that when the people of the state were celebrating the auspicious festival of Id-ul-Fitr, there are innumerable families who are mourning for their dear ones who have fallen prey to militants lunatic actions. They said these families should not feel alone in their hour of grief as the people of whole state shared their agonies. Govind Ram addresses public meeting at Patyari Excelsior Correspondent JAMMU, Dec 17: Mr Govind Ram Sharma, MLA Akhnoor conducted visit of village Patyari, Panchayat Ambaran and addressed meeting of the people. Anokhi Bhajan Mandali elects new president Excelsior Correspondent JAMMU, Dec 17: The president of the Anokhi Bhajan Mandli of the Serve Shakti Sewa Sanstha has been replaced to formulate and hold free Kirtan/Jagratas in the City of Temples on smooth lines. According to a press release, decision to this effect was taken at a meeting of the Jammu unit of the Sanstha held here to review the functioning as also to settle certain problems being faced by the office bearers of the unit. The meeting was chaired by the ex-vice president of the unit, Raj Kumar Kohli. The State president of the Serve Shakti Sewak Sanstha, Dr Dev Raj Katoch, vice-president, Mr Sewa Ram were also present. Mr Jai Lal Sharma was nominated as president of the Anokhi Bhajan Mandli by the State president in place of Mr Shamsher Singh Katoch for three months while Mr Ashwani Sharma (Pinki) was nominated as secretary of the Mandli. As per a release Mr Bhupinder Singh Pathania was felicitated on his appointment as District Congress Committee president for Udhampur. The speakers expressed deep gratitude to the Central and the State Congress High Command for4 honouring an iron-willed party loyalist from the neglected Majalta area. The block Congress also passed a resolution demanding Tehsil status for Niabat Majalta as per recommendations of J N Wazir Commission report appointed more than two decades ago. The meeting held that the proposed tehsil status for Majalta would act as panacea against a myriad ailment afflicting well over 50,000 people of the block. Hawkers to continue dharna at Jammu Cantt Excelsior Correspondent JAMMU, Dec 17: A meeting of the Hawkers Union Jammu Cantt was held under the chairmanship of Mr Ajay Sharma. Mr Tilak Raj, general secretary of the Union was also present. According to a press release, in the meeting Union unanimously decided that dharna will not be removed till the Cantt Board did not solve the problems of the Hawkers of Jammu Cantt.
