Death penalty of killer converted to life-term

NEW DELHI, Dec 17: The death sentence to an accused for murdering his mother and wiping out the entire family of his brother over a land dispute has been converted into life-term by the Supreme Court saying "he may repent for rest of life for commission of such ghastly act."

While upholding the conviction of Prakash Dhawal Patil of Malegaon in Maharashtra for killing his mother Kesarbai, brother Supadu Patil, his wife and three children on October 23, 1996, a bench comprising Justice M B Shah and Justice R P Sethi, said he would serve a life sentence but would not be released from jail before completing 20 years of imprisonment.

The court turned down Maharashtra Government’s appeal against the High Court order acquitting from murder charges Dhawal Patil’s son Sandeep, who allegedly had abetted the crime. He made a confession later in the court.

"The accused-two (Sandeep) in his confessional statement has stated that after the commission of the offence, he found tears in the eyes of his father. This may indicate that Dhawal Patil may repent for rest of his life for the commission of such ghastly act," the apex court observed.

Sandeep, who was an engineering student when the offence was committed, had visited the house of his uncle Prakash Patil at his farm house in Malegoan on the evening of October 23 where he stayed overnight. During his stay, he assisted his father’s entry into the house, prosecution had said.

Dhawal Patil then had shot dead his mother, brother and his brother’s wife, two daughters and a son, Sandeep who was then a teenager said in his confession.(PTI)

Gogoi urges NE CMs to apprise centre of common issues

ITANAGAR, Dec 17: Assam Chief Minister Tarun Gogoi has urged the North East Chief Ministers to apprise the Central Government of common issues such as unemployment and poverty in the region and asked them to make a concerted effort to resolve them.

Inaugurating the lower Dibang Valley, the 15th district of Arunachal Pradesh yesterday, Mr Gogoi made a joint appeal with his counterpart Mukut Mithi to the Prime Minister to hand over the National Highway No 52 to Border Roads Organisation for its maintenance as it was the vital link between the states.

Both the Chief Ministers demanded that a bridge be constructed over river Brahmaputra, connecting Dhola and Sadiya, as it would go a long way in boosting the states’ economy.

Addressing a gathering at the general ground at Roing, the headquarters of the new district, Mr Gogoi assured Mr Mithi of all co-operation for the state’s development. He said the creation of the district would accelerate development of the area.

Lower Dibang Valley, with historical monuments and natural beauty was a unique tourist paradise and also had hydro power potentialities, he said.

Mr Mithi emphasised the need for developing tourism as it would help eradicate unemployment, poverty and backwardness.

He requested Mr Gogoi to extend a high tension line up to roing instead of restricting it to Shantipur and Chapkhowa.

Calling for judicious utilisation of funds, Mr Mithi said the funds allocated for development programmes was meagre as requirements were increasing.

He said Arunachal Pradesh joined the rest of the country in celebrating the Bharat Vijay Diwas by inaugurating a new district. He expressed gratitude to the members, legislators, the Governor, Chief Secretary and various administrative officers.

The long cherished desire of the people had come true but responsibilities also increased manifold. The adminisration had lived up to the people’s expectation, the Chief Minister claimed.

Mr Mithi paid tributes to late social workers and leaders who worked selflessly for the uplift of the society.

Minister of State for Education, R Ertom thanked Mr Mithi and his team of ministers and MLAs for helping in creating the district, adding that the main idea behind its creation was to bring about speedy development of the area and also for optimum utilisation of the resources of the district.

Deputy speaker of the State Assembly R Tacho said bifurcation of the Dibang Valley would accelerate development of both the districts. (UNI)

PM laments inadequate medical research

NEW DELHI, Dec 17: Prime Minister Atal Bihari Vajpayee today lamented inadequate medical research in the country and said India must strive to be on par with international standards in medical field.

"On medical research, we have not been able to give attention. Medical colleges and hospitals should occupy a prime place in international arena and efforts should be made in this direction," Vajpayee said at the inaugural ceremony of Vardhman Mahavir Medical College at Safdarjang hospital here.

Stating that ever increasing number of patients prevented medical fraternity from going in research activities, he said that research work should also go along with the normal functioning.

Vajpayee said that though medical colleges and hospitals came under the category of industry, their administration should be different since health was the primary need of the people. The medical field should not be commercialised. Though several private medical colleges were being opened in the country, they were not imparting education to the poor, he said, adding this demand could be fulfilled only by Government medical colleges.

It was easy to give name to a college but difficult to live upto that name, he said referring to the name of Vardhman Mahavir Medical College.

With the setting up of a new medical college, a long standing demand of Delhi which was witnessing increasing population would be met, he said.

The function was attended by Home Minister L K Advani, Health Minister C P Thakur, Minister of State for Health A Raja and a host of dignitaries from medical fraternity.

Speaking on the occasion, Thakur said the national capital was getting a medical college after a gap of nearly three decades. The Government was planning to set up a Trauma centre at the Ram Manohar Lohia hospital here, he added.

He said the Jain community has evinced desire to meet the expenses upto post graduate level for the children of the 8 security personnel and watch and ward staff killed in the terror attack on Parliament on December 13.

The community also decided to start a Dharamsala in the hospital to provide food.

Thakur said Rs 81.6 crore had been allocated for running the college in which 50 per cent seats would be for National Capital Territory (NCT) candidates while remaining would be open to students from other parts of the country.

There would be examination for admitting the first batch of student for the session which was likely to start from two months from now, Thakur said.

He said the college would help in providing quality care to patients and decreasing the load on neighbouring AIIMS. (PTI)

NRIs condemn attack on Parliament,
ask Govt to take action

NEW YORK, Dec 17: Expressing outrage at the "vicious and cowardly" terrorist attack on the Indian Parliament, community leaders here urged Government to take strong action to eliminate terrorism and terorists from the country as also their bases and training camps wherever they might be.

In a strongly worded resolution adopted at a hurriedly convened meeting yesterday, they warned the Bush administration that victory in its war against terrorism would be incomplete unless the scourge is wiped out from Kashmir and elsewhere in the world.

A five-member committee was formed to work out details as to how NRIs could help in India’s fight against terrorism. It would take up several suggestions made at the meeting to make law makers as also individual American aware of the facts, especially that India has been victim of and fighting terrorism single-handedly for more than two decades.

During the debate that preceded the adoption of the resolution, many community leaders spoke emotionally condemning the terrorists acts, some thought the Indian Government needs to be more proactive in dealing with Islamabad and still others expressed the view that India should take initiative, like Israel, in attacking and destroying terrorists bases in Pakistan and the part of Kashmir occupied by it.

Indian ambassador-at-large for the people of Indian origin, B K Agnihotri promised to convey their feelings to political leaders in New Delhi and urged them to help their country in this time of crisis.

Agnihotri also stressed on the need for all organizations representing Indian American community to act unitedly and suggested that they form a coordination council that would take up issues on which all agree.

"Each could work in its own sphere but they must act together where national causes are involved on which there can be no two opinions," he said, warning that otherwise their efforts would be wasted.

"To be effective, they must work unitedly, put up a united front and speak with one voice on issues of national importance," he said. The Government, he said, is very much alive to the situation and taking all necessary measures to deal with terrorism. It just would not compromise so far as national integrity is concerned.

Stressing that Kashmir is an integral part of India and would remain so, the resolution warned Pakistan that it is mistaken if it thinks that it can "snatch" Kashmir away from India by encouraging terrorism and killing innocent people.

India does not require condemnation by the Pakistani leaders of terrorists perpetrated at the behest of ISI but action to arrest terrorists and eliminate their training camps and bases, they said.

During the discussion on Kashmir, several community leaders objected to Kashmir being called a bilateral issue. "It is just not an issue as it an integral part of India and New Delhi does not need to discuss anything on that with Pakistan," they said

In their speeches as also in the resolution, the leaders said the attack was not an isolated incident but part of world-wide terrorism "the roots of which can be traced to Pakistan. (PTI)

NEW DELHI, Dec 17: The Lotteries (Prohibition) Bill, 1999, already introduced in the Rajya Sabha, has triggered a controversy, bringing about a sharp division among members of Parliament.

The Union Government’s step has even led to a division of opinion in States, with Jammu and Kashmir, Arunachal Pradesh, Goa, Maharashtra, Manipur, Meghalaya, Mizoram, Punjab and Sikkim opposing the Bill. True, States like Andhra Pradesh, Gujarat, Madhya Pradesh, Rajasthan, Tripura, Chandigarh, Lakshadweep and Pondicherry have favoured the Bill, but Assam, Tamil Nadu and West Bengal have only extended conditional support to it.

The Lotteries (Prohibition) Bill, 1999 became a reality after the continued prevalence of the popularly known single digit and instant lotteries and the temptation offered by them had proved to be the undoing of many families.

In spite of the guidelines issued by the Union Government from time to time as also the guidelines issues by the Supreme Court, the evil could not be totally eliminated and it was felt that a Central legislation to regulate the conduct of lotteries was necessary to protect the interests of the gullible poor.

Thus, the Lotteries (Regulation) Act, 1998 was enacted by Parliament. This Act, besides imposing stipulations for conduct of lotteries in the country, banned single digit and pre-announced number lotteries. As the Act seemed to be somewhat weak, the Government prepared Lotteries (Prohibition) Bill, 1999, which was subsequently introduced in the Rajya Sabha.

The Bill had to be referred to the Department-related Parliamentary Standing Committee on Home Affiars on February 14, 2000 for examination and analysis. The Bill seeks to prohibit the Central Government, State Governments and any organisation controlled by such Government from conducting, organising or promoting any lottery. Clearly, the Bill seeks to repeal the Lotteries (Regulation) Act, 1998.

The Central Government does not organise any lottery. It has already advised Union Territories not to permit any private lotteries. According to a background note prepared by the Ministry of Home Affairs (MHA), as many as 12 States, namely, Jammu and Kashmir, Andhra Pradesh, Assam, Bihar, Gujarat, Himachal Pradesh, Madhya Pradesh, Meghalaya, Orissa, Rajasthan, Triputa and UP do not organise any lottery.

In contrast, 13 Stateds, namely, Arunachal Pradesh, Goa, Haryana, Karnataka, Kerala, Maharashtra, Manipur, Mizoram, Nagaland, Punjab, Sikkim, Tamil Nadu and West Bengal are organising their own lotteries.

Parliamentary Standing Committee headed by the Rajya Sabha member and senior Congress leader, Mr Pranab Mukherjee, has in its 81st report admitted that the panel itsdelf got divided in two sections with one favouring the Bill and the other opposing it. The report says that the Committee could not, as a result of ‘this sharp’ division among its members, reach a consensus either in favour or against the Bill.

While one section warned that an outright prohibition would not only lead to large-scale unemployment and loss of revenue to the States but also encourage certain illegal activities such as Matka and Satta. This section insisted that the need of the hour "is to put in place an effective regulatory mechanism" to keep a check on covert and overt malpractices associated with the operation of lotteries.

The other section favoured a complete ban on lotteries on the premise that it is an act of gambling which has a direct bearing on the moral character of the society. As regards the argument that a ban on lotteries will lead to large-scale unemployment and loss of revenue to the States, this section has opined that the argument is a ‘facade to prevent a ban on the lotteries’.

The Jammu and Kashmir Government has warned that the outright prohibition of a trade like lotteries will create a fertile situaiton for a flourishing black market with profits going to organised crime. The J&K Government has, in fact, suggested that a foolproof mechanism for lottery procedures and systems could bear evolved instead of putting a ban on the lotteries.

Parliamentary Standing Committee’s report has noted that the Jammu and Kashmir Government is of the view that lotteries can become a trading activity which in turn can become a source of income to many States. The States can channelise the funds or profits so raised to augument the resources to meet various financial commitments.

According to the report, associations of lottery traders, agencies and agents have warned that while prohibition on lotteries will lead to lakhs of people being rendered jobless, around 25 lakh people would be affected as a result of the Government’s proposed legislation.

Without disclosing their identity, the report says that members of Lok Sabha and Rajya Sabha have also warned that ban on lotteries will lead to huge financial losses to the State Governments and that the problem of massive unemployment will further compound once the ban on lotteries is imposed. Ban on lotteries will also hit the paper industry as lottery trade, the Parliamentary Standing Committee has been informed, consumes nearly one lakh tonnes of paper and thus sustains paper industry.

3 Ministers inducted in Karna Ministry expansion

BANGALORE, Dec 17: In a mini expansion, Karnataka Chief Minister S M Krishna today inducted three Ministers, including controversy-embroiled T John, in a limited exercise to balance caste and district representation in his 26-month-old Government.

In the much talked about, long awaited expansion, the first undertaken by Krishna since he assumed office, B S Patil Sasanur was inducted in the Cabinet rank and Raja Amareshwara Naik and John as Ministers of State, taking the strength of the Ministry to 44.

John is making a re-entry into the Ministry nearly 10 months after his controversial remark that the Gujarat earthquake was "divine retribution for attacks on Christians" cost him the job.

John also recently faced allegations of land grabbing which he has, however, dismissed as baseless. Following John’s exit, the Ministry was without a Christian representative.

His induction was justified by Krishna who told reporters after the swearing-in ceremony that there was no case pending nor any inquiry against him. "What is wrong (with it)".

In tandem with expansion, Krishna also elevated to Cabinet rank Minister of State for Information M Shivanna, and R B Thimmapur in charge of Agricultural Marketing.

Sasanur, a lingayat, majority community in Karnataka, has apparently been inducted to fill the vacancy left by KPCC president Allum Veerabhadrappa, also of the same caste, after he had to quit adhering to the one-man-one-post norm.

CPM decries demand for retaliatory attack on PoK

NEW DELHI, Dec 17: The Communist Party of India-Marxist (CPI-M) today described as ‘irresponsible’ the demand by the Bharatiya Janata Party (BJP) to launch retributive strikes on Pakistan occupied Kashmir (PoK) following the December 13 terrorist strike on Parliament, saying it would spark off a full-scale war and shift the focus away from India’s case against terrorist activities.

"The BJP and some other sections are demanding retaliatory strikes on PoK for the terrorist attack on Parliament. Some of the Ministers in the Union Government have also made such pronouncements," the CPI(M) Politburo said in a statement.

The demand for "an across the border strike’ was irresponsible and would not serve the purpose of eliminating the terrorist organisations, it said. "Instead any military action will spark off a full-scale war and shift the focus away from India’s strong case against terrorist activities and need for firm action."

While demanding stern action against those who masterminded and executed the attack, the Politburo said it would be more prudent if the Government gathered all the evidence and placed it before the United Nations.

"This will provide the necessary backing to the demand that organisations like Jaish-e-Mohammad and the Lashkar-e-Toiba operating from Pakistan be proceeded against.

"The Pakistan President will then be called to act on his statement that if evidence is produced, action will be taken against those responsible," it said.

The Left party also appealed to all the democratic forces in the country to stress upon the Government that a confrontationist course with Pakistan at this juncture was not advisable and gathering evidence against the terrorist groups was the right course of action.(UNI)

Jayalakshmi Vilas Mansion to house biggest university museum

MYSORE, Dec 17: The Jayalakshmi Vilas Mansion, once the palace of a princess, will soon house the biggest university museum in the country.

The Karnataka University museum, to be set up in the sprawling 120,000 square feet floor area of the just-renovated century-old palace, will have many rare exhibits covering folklore, archaeology and geology, university sources said.

Popularly known as ‘Kebbekatte’, the Jayalakshmi Vilas Mansion, located on a ridge, was built in 1904 by Mysore Maharaja Chamaraja Wodeyar for his eldest daughter Jayalakshammani at a cost of Rs seven lakhs. The mansion comprise three massive buildings. It was built on an 8000 acre estate and the elevation provides a spectacular view of the Kukkarahalli lake.

The exhibits range from numismatic collections that include rare gold coins dating back to the Gupta period and artifacts ranging between 50,000 years and the third BC besides those depicting the folk culture of Karnataka.

Special officer of the university museum at the mansion, Dr T Dayananda Patel told UNI that the museum would also become a research centre in the light of importance attached to the exhibits being contributed from various departments of the university.

Dr Patel said among the exhibits from the Archaeology Department would be the pre-historic tools retrieved from Attiramapakkam in Tamil Nadu, Salvadagi in Gulbarga district of Karnataka and various other pre-historic sites in the state. Antiquities unearthed by the Department of Studies in Archaeology in the university at the important Buddhist sites of Banavasi and Rajaghatta in the state will also be kept for public viewing, he said.

He said the artifacts excavated from megalithic sites in the Cauvery basin would form part of the exhibits. Richly carved idols and other artifacts that provide a glimpse of the talent and skills of artisans of bygone eras would be displayed.

With the Department of Studies in folklore having the largest folklore collection in asia, the museum is expected to showcase the culture and tradition of the state through several well-researched and documented items. Finally, the department will get enough space to display its huge collection, he added.

The museum also has facilities for organising special lectures on relevant topics for students, he added.

Mr Patel said more than 15,000 internationally acclaimed items from Department of Geology would be displayed.

The museum would also offer research facilities for students of architecture. The Jayalakshmi Vilas Mansion itself had been built incorporating Hindu, Islam and European architectural styles.

He said that the museum would also depict the history of the University of Mysore, one of the oldest in the country. Some of the earliest medals, souvenirs and trophies of the mysore university would be on display.

While the Indian Space Research Organisation (ISRO) had agreed to donate some of the space equipment, the telescopic observatory close to the palace will also be repaired to attract more visitors, he added.

He said the museum would also offer space to conduct photo and painting exhibitions. The visitors could have a glimpse of the magnificent terrace gardens of the mansion. (UNI)
