Ambassador car with Home Ministry label, red beacon used
Suicide attack in Parliament: 6 cops among 12 killed
*Battle against terrorism would be fought decisively: PM

*Terrorists to be liquidated wherever they are: Advani

*Govt gets leads, hopeful of unearthing entire conspiracy

*Army deployed in Parliament House, other installations

NEW DELHI, Dec 13: In a suicide attack, five terrorists carrying deadly explosives and weapons today stormed the Parliament house complex with top leaders and 500 MPs inside but all the militants were killed in a gun battle with security people who lost six men in the most audacious strike in the country.

After breaching the outer security of the complex by driving in a stolen white Ambassador with Home Ministry car label and flashing a red beacon, the terrorists made a bid to rush into main Parliament in which the Lok Sabha and the Rajya Sabha are located. But, they were felled by security men during an exchange of fire lasting about 45 minutes in which a gardener also lost his life.

In all, 12 people died— six security personnel, five terrorists, one of whom strapped with explosives blew up, and the gardener.

Vice President Krishan Kant, Home Minister L K Advani, Defence Minister George Fernandes and scores of other VVIPs besides hundreds of MPs were in Parliament House when the attack took place at 11.45 a.m., about half an hour after the two houses were adjourned for the day. Both Prime Minister Atal Behari Vajpayee and leader of the opposition Sonia Gandhi were not in the complex at that time, officials said.

Over 20 people including a TV cameraman were injured in the attacks. Four of the injured underwent operation at the AIIMS for treatment of bullet wounds.

As a wave of anger swept the nation, the Union Cabinet met in an emergency session this evening and pledged to "liquidate terrorists and their sponsors wherever they are and whoever they are". Police arrested five people but it was not clear if any of them was directly involved in the daring attack.

No militant organisation claimed responsibility for the attack but intelligence sources suspected the hand of Pakistan based Lashkar-e-Toiba and Jaish-e-Mohammed. Officially Government refrained from naming any group or organisation with Advani stating that authorities had got certain leads which will unravel the "entire conspiracy".

Addressing the nation on television, a grim looking Vajpayee declared that the battle against terrorism has entered its last phase and would be fought in a decisive manner. He said the attack was not only on Parliament but on the entire nation.

Both Vajpayee and the Home Minister payed glowing tributes to the securitymen who laid down their lives to foil the designs of the terrorists.

Undeterred by the terrorist attack, both Houses of Parliament will meet tomorrow as scheduled amidst reports that the possibility of a sine die adjournment of the current session is being considered.

Following the attack, Army has been deployed in Parliament House, Prime Minister’s Office and residence, Rashtrapati Bhavan, residences of the Home Minister and leader of the opposition Sonia Gandhi, North and South Blocks housing key ministries, major Government installations and the Red Fort.

A countrywide red alert has been sounded and security tightened in the wake of the attack on Parliament. The armed forces have been asked to tighten vigil at the border and the Line of the Control (LoC).

After sealing the complex, Army explosive experts have been pressed into service in the Parliament house complex to defuse two RDX explosives left in the stolen car used by the terrorists.

They had already carried out a "controlled explosion" to detonate a smaller bomb in the complex and were working on defusing two deadly RDX bombs left in two black bags by the terrorists.

"After defusing the two bombs, we may also have to see if the car is filled with more explosives," sources said adding the quantity of RDX was worrying.

A suspected Al Qaeda activist Abdul Afroz Razaq, arrested by Mumbai Police last week had spoken of plans by suicide squads to attack Parliaments in New Delhi and London and a sky scrapper in Australia.

Advani said at the press conference that Afroz had spoken of a conspiracy to attack parliament using an aircraft. However, Government had earlier assessment of attacks on Parliament after the October one strike on Jammu and Kashmir Assembly.

Meanwhile, vowing to liquidate terrorists "wherever and whoever they are", Home Minister L K Advani today said Government is in possession of "certain leads" that could unravel the conspiracy behind the terrorist attack on Parliament "within some days."

"We have some leads which, God willing, may make it possible to unearth the entire conspiracy behind the operation within some days," Advani told a crowded press conference here after emergency meetings of the Union Cabinet and the Cabinet Committee on Security.

Advani said that "all persons on duty" in Parliament House at the time of terrorist strike were being examined.

Besides five terrorists who were killed, seven persons including four Delhi policemen, a woman CRPF constable, a watch and ward staff of Rajya Sabha and a CPWD gardener lost their lives in the firing, the Home Minister said.

Replying to a question on the number of terrorists involved in the attack, he said investigations were on to find out whether the five killed had engaged a driver for their car which had a parking label of the Home Ministry but not of Parliament.

Asked whether the terrorists were of Indian origin, he said they did not seem to be Indian faces.

A resolution adopted by the Cabinet, chaired by Prime Minister Atal Bihari Vajpayee, while strongly condemning the dastardly assault, said, "the nation accepts the challenge. We will liquidate terrorists and their sponsors wherever they are, whoever they are—as our valiant security forces have done in this particular instance."

The resolution said, "it has been an attack not just on a building but on what is the very heart of our system of governance, on what is symbol and the keystone of the largest democracy in the world."

It said "the first requisite for the battle is that each of us be vigilant, and that all of us remain united. The assault is yet another reminder that each of us must measure the issue we take up against the challenge that confronts the country."

Keeping in view the incident that took place today, Advani said that the Government would discuss a proposal with Lok Sabha Speaker G M C Balayogi whether armed personnel could be posted inside Parliament.

So far armed police personnel are posted in the premises of the highest legislative body but they are not allowed inside, Advani said, adding "the final decision will be of the Speaker."

The Home Minister rejected that there was any compromise on the Parliament’s security and said, "this is a reasonbale case of success" where all the five terrorists were prevented from entering main building and killed.

Giving the sequence of events, Advani said the terrorists armed with AK 47 rifles and a bag full of grenades came in a car and obviously had the map of Parliament House.

They tried to enter Parliament through the gate taken by Rajya Sabha Chairman but found an iron door that blocked their entrance, he said, adding they spread into two groups to carry out their operation that lasted 20 to 30 minutes.

The attackers chose a time when both houses were supposed to be in session with full attendance since it was time for Question Hour, he said.

Had the suicide squad succeeded in entering Parliament House, one can only imagine how horrifying it could have been, Advani said, adding that the Prime Minister was supposed to have been in Parliament as it was his question day in Rajya Sabha. All the political leaders were also present in Parliament, he said.

Asked if the Government had intelligence information about a possible terrorist attack, he said the confession made by a SIMI activist Mohd Afroz Abdul Razaq in Mumbai had given indications that terrorists may indulge in some adventurism of this sort in Parliament House but the conspiracy related to an aircraft being used.

He categorically denied that there was a security or intelligence failure. The Minister recalled that although there was no lack of security for Indira Gandhi at her Prime Minister’s residence, she could not be saved.

Citing the September 11 terror strikes in the US, Advani said that it was difficult to altogether prevent attacks by Fiyadeens (suicide squads).

Asked if the Government intended to carry out surgical operations to strike at the roots of terrorists, he said the Cabinet resolution has made it clear that the Government does not propose to play down the attack on Parliament.

He said initial reports suggested that the white ambassador car used by the terrorists was packed with explosives. Investigations were underway in this regard, he said.

To another question, he said security had been beefed up in Parliament House after the October one attack on the J and K Assembly.

He said the success rate of security forces in J and K in eliminating terrorists had risen significantly after that.

On whether the attack has given a fresh boost to the need for an anti-terrorism law, the Home Minister said Government has been maintaining that such a law was needed.

Asked if there was a change in the attitude of the opposition after the strike, he said Government was now only concentrating on the event. (Agencies)

6 militants, SPO, father-daughter killed in Valley
Shakir Gaznavi among 3 ultras killed in Pattan;
cash worth 42 lakh seized

From Ahmed Ali Fayaz

SRINAGAR, Dec 13: Hizbul Mujahideen’s most wanted functionary in north Kashmir, Nazir Ahmed Yatoo alias Shakir Gaznavi of Goshbug, Pattan, has finally been eliminated by security forces alongwith two associates in his own village today. Cash worth Rs 42 Lakh and a large quantity of arms and ammunition has also been seized from his hide-outs. Meanwhile, a counter-insurgent alongwith his daughter, one Special Police Official (SPO) and three militants have died in other militancy-related incidents across Kashmir valley since last evening.

Highly-placed official sources told EXCELSIOR that, on a specific information provided by planted sources in the organisation, Special Operations Group (SOG) Baramulla launched a combing operation at Goshbug village, in Pattan area, today. According to the tip off, a group of senior Hizbul Mujahideen functionaries, including Shakir Gaznavi, were present at a hide-out. As the security forces comprising Rashtriya Rifles 29 Bn, 18 JAK Rifles and SOG Baramulla swooped on a particular house, they were greeted with heavy volume of gunfire. In a brief gunbattle, troops killed one-odd militant. He was later identified as Shakir Gaznavi of the same village who, according to official sources, was Hizbul Mujahideen’s "Divisional Commander" and "Financial Chief".

Sources said that at least one militant, identified as Farooq, managed to escape. Later, troops tracked down two more militans at the house of one Ghulam Mohammad Parray. Hidden behind the apple caskets, they too were liquidated in a brief gunfight. Both of them remained unidentified.

Describing the operation as yet another major setback to Hizbul Mujahideen, official sources claimed that Shakir Gaznavi was also the "Financial Chief" of the militant organisation. While as cash worth Rs 26 Lakh was seized from his hide-out, another money consignment of Rs 15 Lakh was recovered from the next hide-out. Besides, a large quantity of arms and ammunition, including one Pika gun, one SLR, one pistol, three AK-56 rifles, 20 rockets, 200 detonators and 100 Kg of RDX were also recovered from the two hide-outs destroyed in the operation. Last week, J&K Police had arrested Shakir Gaznavi’s confidante, Rasheed Lone alias Ashfaq Maulvi of Wagub, Sopore, with another cash consignment of Rs 40 Lakh in Srinagar outskirts of Parimpora.

Immediately after Ashfaq Maulvi’s arrest, Police and armed forces had launched a manhunt for Shakir. Among other attacks and killings, they believed him responsible for kidnapping and killing a pro-caesefire "Divisional Commander" of Hizbul Mujahideen, Farooq Ahmed Mirchal, in Pattan area, in August this year. However, Hizb owned only Ashfaq Maulvi and claimed that it had no functionary by the name of Shakir Gaznavi. No statement of the outfit was available till late tonight.

Meanwhile, all the four Pakistani militants of Jaish-e-Mohammad are believed killed in the gunbattle that had started between militants and security forces at Nulai Poshpathri, in Shopian area of south Kashmir. However, only dead bodied were recovered from the debris. Official sources identified them as Omair Bhai and Ghulam Yaseen Jhangvi alias Asif Jhangvi of Basu Astana, District Jhang Sadr, Pakistan. According to the documents seized, Omair was a "battalion commander" while as Yaseen had shifted to Jaish-e-Mohammad after Government of Pakistan banned Lashkar-e-Jhangvi as a terrorist group.

Twelve residential houses, seven cowsheds and two graineries were destroyed in the nightlong inferno. Troops of 4/1 GR, RR 01 Bn and SOG units of Pulwama and Shopian participated in the 24-hour-long operation initiated by SOG Pulwama last evening.

Two SPs ambushed

SP Pulwama Javed Riyaz Bedar and SP Awantipore Vijay Kumar had a narrow escape when militants ambushed their cavalcade at Nagbal. They were returning from Nulai Poshpathri and going to Tral after receiving wrong information that seven dead bodies were lying in a nullah. However, their escort personnel retaliated and the drivers drove fast to escape damage. Still, bullets hit three vehicles. Official sources said that one constable received minor injuries.

Reports available from Tral said that one Pakistani militant of Jaish-e-Mohammad died in an encounter with a party of SOG Tral and BSF 120 Bn at Wagad. He was identified as Shakil Ahmed alias Khalid Bhai of Qasoora, Pakistan. However, Hizbul Mujahideen described it as a Fidayeen attack on the camp and said that two of its militants also participated in the strike. A Hizb spokesman claimed that both the Hizb militants escaped while killing over two dozen soldiers.

Reports from Bandipore said that late last night, militants appeared at Nadihal and shot dead an SPO and Ikhwani, Bashir Ahmed Lone S/o Abdul Aziz Lone, at his home.

Father-daughter killed

Late last night, unidentified militants appeared at Laram Ganjipora, in south Kashmir locality of Qazigund and opened indiscriminate gunfire on Abdur Rehman Khanday son-in-law of Mohammad Ramzan who had returned to Jammu the other day only. He died on spot while as his teenaged daughter Rehana sustained critical injuries. She too passed away on way to hospital. Khanday, in the past, had reportedly worked with the counter-insurgent outfit Ikhwan and he had been staying for most of the time in Jammu.

Bid to blast fencing pillars fails
27 explosions rock Kanachak

Excelsior Correspondent

JAMMU, Dec 13: Twentyseven powerful explosions rocked the forward village of Beli Azmat in Kanachak sector in a time span of eleven and a half hours today but failed to cause any casualties or damage.

First blast took place at the stroke of 0500 hours and the last at 1630 hours. All blasts were triggered with Improvised Explosive Devices (IEDs), fitted with timers, BSF and police sources said.

All 27 explosions took place ‘slight inside the Pakistan territory’ on Zero Line of the international border in Kanachak sector, the sources said.

Five explosive devices went off from 0500 hours to 0830 hours while 22 others took place intermittently upto 1630 hours. No blast occurred thereafter and security forces on this side presumed that all 27 IEDs had exploded.

A BSF official said the terrorists appeared to have mistook their target in the night, when they were reported to have planted the explosive devices. Target of the ultras could have been the fencing pillars on Indian side of the Zero Line as earlier also, the saboteurs had set off a series of explosions damaging the fencing material in Kanachak, Domana and Ramgarh areas of the international border.

Fencing work in Beli Azmat area of Kanachak sector had already been completed, the official said, adding ‘Pakistan army was trying to damage the fencing as it has plugged the infiltration routes of the terrorists’.

He said the timing of 22 explosive devices had deliberately been fixed by the saboteurs after first five blasts to cause casualties among the security personnel. "The terrorists presumed that the security personnel would rush into the area after five blasts and get killed by the resultant explosions. However, since the site of blasts fell in Pakistan territory, none from the BSF side visited the spot", he added.

Security forces were monitoring the situation from Indian side of the international border. "Sound of the blasts was heard well within Beli Azmat and other surrounding villages of Kanachak sector resulting into panic among the border villages", the sources said.

Meanwhile, security arrangements have been further intensified along the border in Jammu sector in anticipation of the reports that terrorist might try to infiltrate into this side of the border tonight to trigger a fresh round of explosions.

In addition to Kanachak explosions, Pakistan army also opened heavy firing at over 15 posts in Samba, Arnia, RS Pura, Kanachak and Akhnoor sectors over-night. Firing was replied by the BSF jawans at all the places.

No casualties or damage was reported in the exchange of firing, the sources said.

CWC condemns attack, but opposes POTO

NEW DELHI, Dec 13: Congress Working Committee tonight held "monumental security and intelligence failure" of Government responsible for the terrorist attack on Parliament House and indicated that the incident has not changed its staunch opposition to the Prevention Of Terrorism Bill replacing the controversial POTO.

"This incident brings out a monumental security and intelligence failure, particularly highlighted by the fact that Government had previous information about a possible terrorist attack on Parliament", a resolution passed by the the two-hour long CWC meeting said.

Expressing deep shock at the dastardly attack by terrorists, the CWC said it cannot refrain from pointing out that the primary task and sole responsibility for safeguarding the nation was that of the Government.

Holding the Government responsible for the incident, Reddy said "Congress party along with the whole nation condemns this attack and reaffirms the nation’s resolve to combat unitedly the terrorist menace", the CWC said.

The working committee conveyed its deep sense of appreciation and gratitude for the manner in which the security staff of Parliament, Delhi Police personnel and paramilitary forces gave their lives to defend and protect the honour and dignity of Parliament.

Asked if the party was ready to review its stand on POTO following today’s attack on Parliament, party spokesman S Jaipal Reddy told reporters that "we do not think that this incident should be allowed to be linked with our discussion on POTO".

Stating that the CWC did not discuss POTO, Reddy said the controversial ordinance was in operation for more than seven weeks inspite of that such a "horrendous" incident had taken place.

About Home Minister L K Advani’s recent statement claiming information about possible Al Qaeda attack on Parliament, he asked if the Government was privy to such information what preventive steps did it take in this regard.

"This shows the inadequacy of the legislation. What is needed is to tone up intelligence machinery and our security arrangements", he said adding that this incident emphasised the administrative incompetence of the Government. (PTI)

US steps up raids
Deadline for Al-Qaeda surrender expires

KABUL, Dec 13: The second deadline in 48 hours for Al Qaeda members passed off today without their surrender even as American warplanes intensified fierce bombing raids on the Tora Bara cave complex and the Northern Alliance fighters launched a new ground assault.

Several bombs were dropped by B-52 bombers as heavy strikes continued throughout the day into the caves amid reports that the terrorist mastermind Osama bin Laden has fled his mountain base for neighbouring Pakistan.

The advancing Northern Alliance appeared to have closed the option for offering a third deadline to the trapped Al Qaeda fighters estimated to be about 700 with a local commander saying they are no longer discussing a surrender with them in the Tora Bora mountains of eastern Afghanistan.

"There are no more negotiations. We are launching the battle now," said Haji Mohammed Zaman, one of the commanders after the expiry of today’s midday deadline. An earlier offer of conditional surrender was rejected by Al Qaeda.

Diplomatic efforts were also underway to stitch a multinational security force when the interim post-Taliban administration takes power in Afghanistan on December 22.

Interim leader Hamid Karzai arrived here last night and had meetings with members of his Cabinet and the former President Burhanuddin Rabbani.

The US lost its first warplane in the current campaign in Afghanistan when a B-1 bomber crashed about 100 kms north of the Indian Ocean island of Diego Garcia yesterday, Pentagon officials said. The four member crew were rescued at sea after they ejected from the aircraft.

The latest US strikes started at 0900 IST against Melewa mountain, one of the peaks in the Tora Bora region where hardline followers of bin Laden have sought refuge in a complex of caves and tunnels. The bombs fell barely 500 metres from the frontline command post of the beleagured militia leaders.

Intense attacks of machine gun and cannon fire from AC-30 aircraft and helicopters also intensified the onslaught.

Two big helicopters were also seen landing about three km from the Tora Bora mountains amid signs of a growing presence of US or British special forces in the region as pressure mounted on the Al Qaeda group to surrender or die.

The airstrikes is expected to be intensified with the Pentagon saying there will be no let up in the bombing until the Al Qaeda forces surrender. It also said it was unclear whether bin Laden was with the last of his fighting forces in the cave-ridden area.

The Christian Science Monitor said bin Laden had fled to Pakistan with the help of friendly tribesmen.

"He (bin Laden) was headed towards Pakistan, where he was helped across the border by Pashtun tribesmen," according to a Saudi financier and senior member of Al Qaeda’s network Abu Jaffar. (PTI)

Cop, sister, two cousins gunned down in Mahore
*College student kidnapped, 2 ultras shot

Excelsior Correspondent

UDHAMPUR, Dec 13: A day after kidnapping and subsequently killing a police constable, the terrorists last night struck again in the house of police jawan killing her sister and two cousins at village Chakras, about 14 kms from Mahore.

Body of the Selection Grade Constable (SGC) Mohd Ibrahim, 45, son of Ghulam Haider, a resident of Chakras and posted in Mahore, was recovered from a forest area, police sources said. Ibrahim was kidnapped from his house on the intervening night of December 11 and 12, official sources said.

The terrorists struck in the house of Mohd Ibrahim again last night and gunned down his 18-year old sister Rafiqa Bano, and cousins Seraj Din and Shareefa Bano, the children of Mohd Sultan. Seraj and Shareefa had come to the house of Mohd Ibrahim to console his sister after getting a report of Ibrahim’s kidnapping.

The terrorists again escaped from the village as there had been no presence of security personnel or police even after the previous day’s strike when Mohd Ibrahim was kidnapped and later killed.

A police party reached the village late this morning after getting a report of a fresh strike by the terrorists and got post-mortem on the bodies conducted at the spot. Bodies were laid to rest by the local people and some relatives of the victims.

Security forces and police continued a search operation in Chakras and surrounding villages to track down the terrorists involved in the killings. However, a success remained elusive till the reports last came in tonight.

Our Rajouri correspondent adds: Security forces gunned down two terrorists in Surankot tehsil of Poonch district while the ultras kidnapped a college student from Thanna Mandi.

Two to three terrorists struck in the house of Master Munshi Khan at village Manihal in Thanna Mandi last night and kidnapped his 24-year old son Altaf Ahmed, a student of BA Part-I in the degree college of Rajouri.

No clue could be gathered immediately by police on the kidnapping of college student, official sources said. Few days back, the ultras had gunned down a Government teacher in his school in broad day-light in Thanna Mandi.

Thanna Mandi police have registered a case in the kidnapping and started investigations.

Meanwhile, army and police today gunned down two terrorists in a joint search operation at village Hari Safeda in Surankot tehsil this evening. The ultras were killed after an hour long encounter.

Two AK-56 rifles, four magazines, three grenades and two pouches were recovered from the possession of slain terrorists, whose identity hadn’t been established so far. They were, however, stated to be the foreign mercenaries.

Assembly polls for 4 States in January

AMRITSAR, Dec 13: Elections to the State Assemblies of Punjab, Uttar Pradesh, Uttaranchal and Mizoram would be held together sometime early next year, Chief Election Commissioner (CEC) J M Lyngdoh today said.

Addressing newsmen here, the CEC said he had warned the officials involved in election procedures that they should conduct themselves uprightly and those found guilty of indulging in influencing the electoral process would be dealt with stern action.

The CEC, who earlier held a meeting with election officials of Punjab at the circuit house here, warned that any officials indulging in favourism would not be spared.

I have warned officials here that many heads would roll if attempts are made to hinder a free and fair poll’’, he said whileindicating to newsmen after the meeting that he was not in a very good mood.

He further disclosed that he had already ordered the suspension of a secretary-level official in Uttar Pradesh for reasons which were contrary to the guidelines of Election Commission. He, however, did not disclose the name of the official.

The CEC said that he had examined the voters list and found discrepancies in certain lists. In this context, he referred to the voters lists of Muktsar, the home district of Chief Minister Parkash Singh Badal, and Naushera Pannua Assembly constituency represented by Cooperative Minister Ranjit Singh Brahmapura.

He said he had asked the officials to review the voters lists of both Muktsar and Naushera Pannua. This decision was apparently taken after certain Congress leaders met the CEC at Circuit House and alleged that the voters lists were being manipulated by the ruling Shiromani Akali Dal (SAD).

He affirmed that action would be taken against those officials who indulged in deletion and addition in the voters list on the direction of political leaders. Officials had been warned at the meeting today not to misuse their position to appease certain quarters, he added.

Mr Lyngdoh said that by the end of December, 80 per cent of the voters in Punjab would be issued identity cards. He said that in Punjab, electronic voting machines would be used in all the assembly segments.

Asked about the objections raised by the State Gongress unit against the use of EVMs, the CEC said that certain modifications had been made in the voting machines. (UNI)

Arms, currency recovered
Two ultras held in Akhnoor
