Working of Fund organisation

Sir,

Mr. Predhuman K Joseph Dhar's write up "Functioning of funds organisations" which appeared on 5 December 2001, appeals to the Finance Minister for screening the inefficient workers who have made a mess in the functioning of G P Fund and SLI cells. The casual attidute of the funds staff has damaged many Govt. servants at the time of their transfer as well as at the time they retired. These careless officials of GP Fund/SLI should realise that they have also to retire on day and at that time from getting their uptodate balances, if they are made to run from Pillar to post for completing their missing credits, how would they realise their own irresponsible acts done while in chair. Many a time, earlier also this crucial subject has been discussed and various remedies stand suggested by different intellectuals but it seems all have gone to deaf ears, that is why the kind attention of the Finance Minister has been drawn.

I submit that the GPF and SLI are the savings from employees hard earned money and the officials of these sections have no right to deal with such an honest savings in that irresponsible way. Hope for the benefit of Govt. servants, the fund Organisation of J&K Govt. not only improves its functioning but also takes a lead in setting an example before other states for its efficient working, keeping a correct uptodate record and streamlining the entire system affecting quick and timely disposal of cases for final payments to the retirees.

Bring barbarians to book

Sir,

In present day world order, emphasis is on eradication of terrorism and upholding human rights and Indian judiciary has always upheld this new approach in high esteem, granting human rights jurisprudence a constitutional status to inculcate a sense of accountability in public authorities towards people (even if they are renegades) and particularly towards the deprived sections of society, the only aim being to secure a social order where individuals as well as masses shall be free from inhuman and barbaric treatment and even such people those might be indulging in such activities which can easily be termed as anti national in any other democratically advanced country are given a free and fair treatment by courts in India but the biggest question before us today is whether such rights are also available to judges or not.

"Salus Populi Suprema Lax" (the walfare of people is supreme law) adequately enunciates the ideals cherished by judiciary in India and the history of modern India is proof that justice is administered lawfully, judicially, without fear or favour and without being hampered or thwarted. But the question arises in wake of the recent killing of a young, dynamic and upright judge in our state, can it be effective unless respect for judiciary is fostered and maintained.

The situation and times through which J&K is passing simply enhances the importance of administration of justice, which being a constitutional right and denial of what (even to militants & terrorists) is simple violation of human and fundamental rights forces one to think, "is there a planned move by those who does not want to see this country intact and they are out to attack and destroy the most powerful pillar of Indian democracy?". For a layman it may be another attempt to thwart the administration of justice and create a sense of fear and instability.

The recent incident of killing of a young judicial officer should be an eye opener for those with in the country and ones deeming to be world powers as they claim to be knowing price of every thing but value of nothing especially administration of justice in such conditions and of judges also who are making every endeavour for upholding the tenant democracy and justice. These are the times when all in unison shall condemn such attacks on the legal system and chant in unison, "Let justice be done though the world perish", because only a truthful and impartial analysis of everything can bring to an end all the miseries of people of whole of J&K State and such exercise is possible only when the barbarians are brought to the book and free fair and unthwarted justice will be allowed to be imparted.

Plea to CM

Sir,

I want to draw the attention of the Chief Minister Dr. Farooq Abdullah towards the callous attitude of the Estates Department. I widow of K L Peshin who was Killed by the militants in 1990 after migration from Valley, was putting up in the Government Quarter No. 247 Block N Janipora.

Despite Court Order No. 20883 dated 15.3.91 wherein Hon'ble High Court has passed the stay order, the Estate Officials allotted the set to a Durbar move employee.

It may be mentioned that I am not an illegal occupant, my name figures clearly at S.No. 47 of the High Court Stay Order. This is not only violation of High Court Order but an act of callousness. The officials of the Department broke open the lock of my house in my absence and ransacked the belongings and brought me on the road.

I, therefore, appeal to the Chief Minister to look into the case from the humanitarian point of view and allot me the same quarter.
