VARSITY NOTE By Nishikant Khajuria Following pressure from students as well as Heads of various Departments, the Jammu University authorities are going to relax booking charges for the Campus auditorium, ground floor hall and seminar hall. In this connection, a meeting of the JU Deans of various faculties, was held yesterday wherein the existing charges for booking of the auditorium and ground floor hall were reviewed. The reviewed charges are likely to come into effect within days. The meeting was held under the chairmanship of Vice-Chancellor Prof R R Sharma and attended by Prof R D Sharma (Dean Faculty of Commerce), Prof O P Sharma (Dean Social Sciences), Prof N A Ganai (Dean Faculty of Law), Prof S P Puri ( Dean Faculty of Behavioral Sciences) and Prof Neelam Saraf (Dean Faculty of Oriental Learning). Deans meeting unanimously decided to reduce the existing booking charges on the ground that request for the same was repeatedly being made by the University students as well as Heads of various Departments. The existing booking charges for the Campus auditorium and ground floor hall are Rs 4500 and Rs 3000, respectively, per day that too for the University departments and students. From an outside agency Rs 6500 and Rs 4500 are charged for per day as booking of the auditorium and ground floor hall, respectively. It is pertinent to mention here that the Campus auditorium as well as ground floor hall are made available only for literary and non-political activities. Interestingly, the existing booking charges were though fixed and enforced several years ago, the same were not being charged in full till the taking over of Prof R D Sharma as Dean Students Welfare. ****** Even after proper election for the Department Cultural Secretary in the Law Department, as per the instructions of Dean Students Welfare, Mr Parveen Singh Lucky has once again emerged winner since no other candidate filed nomination against him for the post. Though the voting was to be held on December 15 the process came to a finish yesterday, which was the last date for filing of nomination, when no other candidate, except Lucky came forward. It may be recalled that earlier the election of Parveen Singh Lucky as Department Cultural Secretary of Law, was rejected by the Dean Students Welfare Prof R D Sharma on the ground that proper procedure had not been adopted for his selection. Now after the re-election in Law Department, fresh dates for the election of Jammu University Cultural Secretary and three Joint Secretaries, for the current academic session, are likely to be announced soon. It may be recalled that elections for the post of secretary and three joint secretaries, which were scheduled to be held on November 24, were postponed a day before the last date for filing of nominations as a few Departments of the University had not yet completed the certain formalities regarding the election of department secretaries. However, even after the completion of necessary formalities and receiving the letters in that connection from each department, fresh election dates were not announced on the ground that Law Department had not followed proper procedure for election of the Department Cultural Secretary. ******* Mr Jarnail Singh Dev and Mr D K Jain are likely to assume their new assignment as Registrar and Controller Examination, respectively of Jammu University tomorrow as the Governor Mr Girish Chander Saxena who is also Chancellor of the Jammu University, has reportedly confirmed their appointments. According to the Campus sources, Mr Saxena has sent back the appointment file of J S Dev and D K Jain as new Registrar and Controller Examination, respectively of Jammu University, after the confirmation and both are likely to assume their new assignment from tomorrow. ***** JU Department of Students Welfare in collaboration with Population Education Research Centre, is going to organise a special programme on emergency issues of concern that will include value education, healthy life style, HIV AIDS and sexually transmitted diseases, on December 19-20 at the ground floor hall of the Campus auditorium. BJP wants CBI to handle Hawala probe Excelsior Special Correspondent SRINAGAR, Dec 11: Vice-President of the State BJP and former Lok Sabha member, Abdul Rasheed Kabuli, today expressed apprehensions that the State Government may misuse Prevention of Terrorism Ordinance (POTO) as well as the current Hawala investigation for the electoral gains of National Conference in the forthcoming Assembly elections. In a conversation with EXCELSIOR, Mr Abdul Rasheed Kabuli, emphasised his demand that the so called Hawala investigation be conducted by the Central Bureau of Investigation (CBI). Besides, Kabuli asserted, the NC Governments track record of holding investigations and commissions of inquiry was "least to say, disappointing". the NC Government, he said, had always used such matters for its vested political interests. HC asks JDA to re-auction site for Amusement Park Excelsior Correspondent JAMMU, Dec 11: Justice T S Doabia of the State High Court has directed Jammu Development Authority (JDA) to re-auction the site for setting up of the Amusement Park here. While allowing the petition challenging the allotment of the Amusement Park in the city, the Court directed that in that re-auction, respondent M/S Regency Amusement Limited would also be eligible to take part. Since the respondent has set up the project, therefore, in the event of contract going to another person, the respondents would be then at liberty to remove the installation or in the alternative, JDA would indicate in the tender notice the value of the installations, and any body taking over the project in the new bid, would have to pay that much money also, the Justice directed, adding that in that case, that money would be given to M/S Regency Amusement Limited. The court, however, ordered that the order be not implemented upto December 31, 2001. As respondent is running the business for public entertainment, the respondent would continue to run the business till some alternative arrangement is made, the court further directed. The Justice directed that in case alternative arrangement goes to another person, the money spent by M/S Regency Amusement Park would have to be compensated by the person who offers the highest bid. Advocate Sunil Hali appeared for the petitioner JK Amusement Parks whiles Senior Advocate Parmod Kohli with Advocates PN Raina and Vishal Goel represented the respondents. The JDA in 1993 had issued a notification inviting applications from reputed firms for setting up of Amusement Park on 40 kanals of land in the heart of the city. The proposal was changed and venue shifted without any notice. Upon this, the petitioner challenged the same, whiles M/S Regency Amusement Limited contested that case on the ground that the petitioner had earlier filed petition and was dismissed as withdrawn, as such this petition was also liable to be dismissed. However, the Court observed that the earlier petition which was dismissed as withdrawn, would not stand in the way of the present petition. |

Agreeing with the views of industrialists that pollution will be there where the industry exists, he said "still we have to put a limit to it". He said no doubt there are sufficient laws in this regard and new are being enacted but there is lack of implementation. Stressing that industrialists and PCB officials have to understand each other for better results, he asked them to identify those officials who harass you.
