BSF celebrates 36th Raising Day with
enthusiasm in Jammu

JAMMU, Dec 1: Border Security Force deployed in the Jammu sector and also in other areas of the region celebrated 36 Raising Day of the BSF with enthusiasm today.

Several programmes were organised at Battalion and the Frontier level here in the region. While Governor Girish Chander Saxena and the Chief Minister Dr Farooq Abdullah were the special invitees to the function organised at BSF headquarters here this evening, another impressive function was organised at Battalion headquarters Samba last evening. An impressive cultural programme was also arranged to mark the celebrations in the campus.

At Battalion headquarters Samba, officers and jawans participated in the function and the Inspector General BSF Jammu Frontier, Mr Vijay Raman was the chief guest. Several members from media also joined the celebrations, which culminated late last evening.

The programme commenced with the cultural activities including songs, followed by dance. The officers joined the IG and his few sobordinates, dancing in slow motion over the traditional BSF son—"Hum hein Seema Suraksha Bal....hum hein Seema Suraksha Bal....". A 7-year-old boy from the BSF School, Ploura Jammu was the main attraction at the function who performed with outstanding artistic skills and joined the singing party and danced as well till late evening. The celebrations were followed by special dinner /Barha Khana at the headquarters.

Giving brief background of the Force, the IG disclosed that BSF was raised on Dec 1, 1965 and it has the distinction of being the largest Para-Military Force in the world. This force, he said, actively fought during 1971 Indo-Pak war and brought laurels.

In Jammu region the BSF is guarding 187.5 kms of International Border and 210 kms of LoC alongwith Army. The force is also deployed for counter insurgency operations in the depth areas of district Rajouri and Udhampur. The force in CI duty has been sub-divided into two sub-sectors that is CI (Ops) Rajouri and CI(Ops) Ramban. The force is heavily committed in this region and due to its effective and firm handling of various types of situations, today BSF is the most sought force in handling any type of situation in the country by the people and the Government.

A senior BSF official said the BSF in Jammu Frontier has performed commendably and withstood the challenges on the IB, LoC and in militancy infested areas effectively inspite of many constraints. During this year, 25 BSF personnel have made supreme sacrifices and 55 sustained injuries for the security of the nation.

Commenting on the performance of BSF personnel in the region this year, he said Constable Saroj Kumar of 181 Battalion received Presidents’ Police medal for meritorious service while six others received Police Medals for Gallantry. They are Asstt Commandant U N Parsad of 73 Bn, Asstt Commandant Rajendra Yadav 73 Bn, Dy Commandant R K Gurang of 181 Bn, Sub-Inspector Anup Kumar Das of 108 Bn, Head Constable late Chankour Singh (Posthumously) and Constable Rampal Singh of 132 Bn.

Justice G D Sharma appointed as Chairperson
of Appellate Tribunal

JAMMU, Dec 1: Justice G D Sharma, a retired Judge of the J&K High Court has been appointed as chairperson of the Appellate Tribunal under the Foreign Exchange Management Act by the Central Government.

This Act was passed by the Parliament in the year 1999 by consolidating and amending the existing law relating to foreign exchange called as FERA with the objective of facilitating external trade and payments and for promoting the orderly development and maintenance of foreign exchange market in India.

The Act extends to whole of India. It has the application to all branches, offices and agencies outside India owned or controlled by a person resident of India and also to any contravention thereunder committed outside India by any person to whom this Act applies.

The Appellate Tribunal hears appeals against the order of the adjudicating authorities and special Directors (Appeals) appointed under the said Act. The Appellate Tribunal consists of a chairperson and such number of members as the Central Government appoints. The jurisdiction of the Appellate Tribunal is exercised by benches thereof and a bench may be constituted by the chairperson with one or more members as the chairperson may deem fit.

The benches ordinarily sit at New Delhi and such other places as the Central Government in consultation with chairperson notifies.

This prestigious appointment for the first time in the annals of the J&K High Court has gone in favour of a native of the State on the basis of All India Competition. Honesty, integrity and fearlessness are the criteria for making such selection. All scams of Hawala nature contravening the provisions of the Foreign Exchange Act fall within the ambit of the Act and subject to the jurisdiction of Tribunal. Not only the individuals, firms and companies but also the multinational companies dealing with the foreign exchange are covered by the Act. This is the first appointment made under the Act.

Mr Justice Sharma already has headed the Tribunal as Chairman which was constituted during Governor rule in the year 1990 to adjudicate upon the legality of the banned orders in respect of eight main banned militant organisations operating in the State. This appointment was of highly sensitive nature having international ramifications. The leaders of all those militant organisations had reposed faith as they took part in the proceedings and this was a great service to the national cause rendered at that time.

He also honorably dealt with the cases of sensitive nature such as alleged abduction and murder of Mr Jalil Andrabi, advocate of Srinagar Bar, transfer of cases to TADA court to Jodhpur of the top ranking, militants and detention of Hurriyat leaders in Jodhpur in Rajasthan. Justice Sharma has also remained the member of the Advisory Board constituted under the J&K Public Safety Act as well as a member of the J&K Special Tribunal besides remaining as Principal District and Sessions Judge, Jammu and serving as a District and Sessions Judge in Valley and Ladakh regions.

Mr Justice Sharma retired as Judge of J&K High Court in March 2001.

JAMMU, Dec 1: Accusing National Conference Government of intentionally neglecting hilly backward areas of the State, vice-president of Jammu and Kashmir Peoples’ Democratic Party (PDP), Ms Mehbooba Mufti today cautioned that alienation of the people has been increasing due to the wrong policies of the State Government.

Addressing a press conference, Ms Mufti, who has conducted an extensive tour of the far-flung hilly areas of the twin border districts of Rajouri and Poonch along with a team of senior PDP leaders, regretted that successive Governments have neglected these areas despite the fact the inhabitants always supported NC in elections. "Problems, being faced by the residents, speak about the indifferent attitude of the authorities towards these areas", she said, adding, "after 54 years of independence successive Governments miserably failed to provide even basic amenities to the inhabitants of Poonch and Rajouri". Smelling foul play in distribution of the free ration for the people living Below Poverty Line (BPL), Ms Mufti alleged that NC touts in backward areas have been distributing free ration to their supporters. "For months together free ration has been denied to the poor and needy people but ration meant for them were was distributed among NC workers", she alleged and demanded a probe into distribution of BPL ration in far-flung areas of Poonch and Rajouri.

PDP leader further said that NC supporters have been getting benefits from the schemes meant for the poor and down-trodden sections of the society. "Most of the funds allotted for the betterment and upliftment of the poor people have been pocketed by the NC touts", she alleged, adding, "there is large scale bunglings and mis-appropriation of funds allotted by the Central Government under Indra Awas Yojna and Jawahar Rojgar Yojna ".

Ms Mufti said that medical facilities in Poonch and Rajouri were only of name. "Hospitals and Primary Health Centres (PHCs) of the region not only lack doctors but infrastructure also", she said and narrated the example of Rajouri Hospital where patients are made to use bricks in place of pillows. "As there is no check, doctors and other para-medical staff mostly play truant leaving patients at the mercy of God", she said while narrating numerous examples.

Expressing concern over increasing militant activities in Poonch and Rajouri districts, Ms Mufti opined that it was result of the wrong policies of the National Conference Government. "Before 1996 there was no militancy in these twin districts. It was also only after the installation of Farooq Government that militancy has engulfed these peaceful districts also", she regretted and blamed NC Government for the prevailing blood-shed in these areas. Farooq Government’s wrong policies, she said, provided opportunity to some forces to exploit sentiments of youth. She stoutly argued that it was difficult to contain militancy as long as Farooq Abdullah was at the helm of the affairs. "Not only Muslim even Hindu youth will be forced to take guns if State Government continues its anti-people policies", she said.

Dubbing Farooq Government as ‘functional anarchy’, Ms Mufti said that State Government has made mockery of all rules and regulations. "Farooq Abdullah has turned various Public Sector Corporations (PSCs) as ‘rehabilitation centres’ for his blue-eyed boys", she said, adding, "instead of providing jobs to the deserving candidates, NC touts have been openly selling government jobs in market".

Airing apprehension that State Government will use ‘much talked about’ Prevention of Terrorism Ordinance (POTO) against its opponents, Ms Mufti expressed surprise over the way how State Government, in hasty manner, has okayed to implement POTO. "It reflects intention of the State Government", she said and asked that there were so many good schemes which Centre was interested in implementing in State but NC has been adopting delaying tactics in implementing same in the State. "I donot why Farooq is so enthusiastic to implement this hard law in this State where alienation of the people is already attaining heights", she said.

PDP vice-president Bilal Lodhi, party MLA from Bijbehara, Mr Abdul Rehman Veeri, another MLA and Mr Mohammed Sultan Panditpuri were also present in the press conference.

JAMMU, Dec 1: Chief Minister Dr Farooq Abdullah has underlined the need for providing greater exposure to Artists, saying that, J&K has no dearth of talent.

Inaugurating Private Cable Network ‘Eye-View’ at Udhampur late last evening, the Chief Minister said such fora are necessary to give debut to upcoming artists as otherwise they remain hidden for want of introduction in the world of art and drama due to several factors, the lack of forum being upper most.

‘Real art is hidden in mountains and remote areas’, Dr. Abdullah observed while commenting on the performance of several stage artists. He said the facility provided in Udhampur will go a long way in creating avenues for many and hoped that time will come when television and radio stations will not remain restricted to big cities only. These will certainly come up in towns and semi urban areas, he added.

Dr. Abdullah wished the channel a success and while responding to their demands for upgradation of Kala Mandir, he gave on the spot instructions to Deputy Commissioner, Udhampur for exploring its possibilities.

The Chief Minister honoured Mr. Ganga Dhar Khajuria, an eminent personality of Udhampur, besides several media persons of the district. He appreciated performers for their excellent stage performances and asked them to continue to enthrall audience by putting in the best efforts.

Dr. Abdullah inaugurated the channel by litting traditional lamp amid thunder of applause by art lovers and large number of people of the town present on the occasion.

Chairman, Legislative Council, Mr. Abdul Rashid Dar, Deputy Chairman, Mr. Chuni Lal Khajuria and Lala Shiv Charan Gupta, MLA were present.

The Executive of the channel briefed about the facility and said that it will initially beam half hourly programme every day besides telecasting two news bulletins in the evening after a few days.

LNJ Bhilwara Jammu unit awarded ISO certificate

JAMMU, Dec 1: The Chief Executive of Jammu Units of LNJ Bhilwara Group HEG (Spinning) and Maral Overseas Limited ( Knitting, Processing and garments) have been awarded the ISO 9001-2000 certification by DNV Norway under RVA Accredition, the Netherlands.

Maral Overseas Limited (erstwhile Asian Knitwears Limited), a Company belonging to 1800 crores LNJ Bhilwara Group was set up as a vertically composite textile unit at SIDCO Industrial Complex, Bari Brahamana, Jammu in 1984-85.

Yarn, grey fabric, processed fabric and garments produced at different stages are the basic finished products being manufactured at Jammu plant.

Approximately 80 percent of the garments produced are sold in the international market. Leading brands like Jack Nicklaus, Champion Zara, Galeries Laffayette, Hudson Bay, Nike, Embassy, Leprintemps, Promod etc are the few amongst the long list of the elite customers of the unit.

The release said that the knitting section has a high speed machines from Mayer and Cie, Fukuhara, United etc. The fabrics are created in single jersey, inter lock, rib, auto stripper, fleece, honey combed, pique and various other knitted structures, while as the collar making machines are from Shiema Seiki and Matsuya.

The release added that the quality policy of the company stress on "right quality, first time, every time, in time".

HC directive to Spl Tribunal in building violation cases

JAMMU, Dec 1: In a much publicised Traffic Regulation and Encroachment case, Justice T S Doabia of the State High Court has directed the Special Tribunal to see that the cases pending before it involving violation of the building bye-laws steps be taken to dispose of the same by February 28, 2002.

The Special Tribunal in this regard would also be well guided by the observation made by the Supreme Court in case titled Dwarikesh Sugar Industry Limited versus Prem Heavy Engineering Works Private Limited.

The direction was passed in a writ petition filed by one Prabhat Singh through Advocate Romesh Arora seeking direction to the respondents to charge fare as per the meter by the auto drivers. In this regard the High Court gave direction to various departments for regularisation traffic in Jammu city and illegal encroachment on the road side.

On the date, Additional Advocate General Ashok Parihar , Advocate S S Nanda for Jammu University and Romesh Arora for the petitioner besides Advocate S M Slaria, SSP Traffic, Administrator Jammu Municipality K B Jandial and Salim Mohd, RTO Jammu were also present.

The SSP Traffic who was present in the court assured that the Traffic Police managing the traffic at busy squares would be more vigilant so that no matador or any other passenger bus stops at the crossing.

Jandial assured that reharis and temporary encroachment around the crossings would be removed and shifted to the places where there are bus stops or mini-bus stops. The RTO also put forth his view point. I was detected that in case the directions were not followed the RTO will be at liberty to cancel the route permits of offending vehicles.

Kadalbaju inaugurates Medical Eye Camp
at Gopinath Ashram

JAMMU, Dec 1: Mr H L Kadalbaju, Principal Secretary to Government Health and Medical Education today inaugurated a free Medical Eye Camp at Bhagawaan Gopinath Ashram, Bohri Udaiwala near here today.

The camp was organised by Bhagawaan Gopinathji Trust in collaboration with Government Medical College Jammu.

In his address Mr Kadalbaju said, Bhagawaan Gopinath was a saint of eminence who is held in high esteem by all communities across the globe.

He said Bhagawaan Gopinath Trust is known for its social and humanitarian work based on universal and spiritual values. He also lauded the role of doctors in mitigating the sufferings of ailing persons.

A team of doctors under the supervision of Dr Vijay Wali, a senior Consultant examined the ailing persons who had come for the check up today. On the occasion free medicines were also distributed among the patients.

Mr M K Tickoo organisor of the Trust spoke at length about the socio-spiritual activities and projects taken up in hand by the Trust. He said all activities are done in keeping with the Bhagavaan’s message that "the service to man is the service to God".

The vote of thanks was presented by the president of the Trust. She thanked the doctors for their valuable contribution in making the camp a success. She specially complimented the youth and children for their assistance in carrying out the programmes and activities of the Trust.

World AIDS day observed

JAMMU, Dec 1: World AIDS Day was observed in Station Health Organisation (SHO) Satwari near here today which was inaugurated by Brig. Mrs P Arora, Commandant Military Hospital, Jammu.

The speakers laid stress on prevention of HIV epidemic which is growing out of proportion globally.

Quoting UNAIDS they said 36 million people are living with HIV/AIDS and three million are infected every year. They said the India has second highest number of HIV infected cases in South East Asian region.

On the occasion health education lectures were organised for the troops who had come from far flung areas of Jammu Cantonment viz Kaluchak, Sanjuwan and Ridge area. Approximately 1200 people attended the anti AIDS campaign with the theme " I care.... do you".

While stressing on safe sex practice, Lt Col APS Bawa OC SHO said in India four million people are suffering from HIV positive and the prevalence rate is 0.7 percent.

He said this deadly disease can only be kept at bay by taking preventive measures which include that blood transmission should be done at licensed and screened blood banks only and sterilized needles be used for injection purpose.

He said the HIV virus is a missile which will hit the target leading to death ultimately.

Later a quiz competition on AIDS was also organised to see that how aware the jawans are about the disease. The quiz was organised in a scientific way by Lt. K D Kaul.

Audio visual aids and HIV testing kits and laboratory specimens were shown to the visiting troops to make them conversant with the dreadful AIDS menace.

Sena serves ultimatum against ‘privatisation’
of GMC Hospital

JAMMU, Dec 1: Taking strong notice of virtual privatisation of GMC Hospital Jammu, Hindu Shiv Sena Jammu and Kashmir has threatened protests if the recently enforced rates for the surgery and other medical tests in the hospital, were not lowered down to minimum within one week time.

Addressing a press conference here today, Hindu Shiv Sena Jammu and Kashmir president Mr Krishan Manhas announced that the activists of his outfit would observe fast-unto-death and gherao the Ministers as well as GMC hospital administration if the much high rates of surgery and other medical tests were not lowered to minimum within one week. "From next Saturday, we will observe fast-unto-death in front of the emergency ward of GMC Hospital which would be followed by gheraos of National Conference Ministers as well as the hospital administrators," he said.

Alleging that hospital administration, particularly the GMC Principal was also hand in glove for slapping unprecedented rates for medical facilities in Government hospital, Mr Manhas said that the Sena activists would also gherao the GMC hospital administrators.

He said that there was no justification for enforcing the surgery charges equivalent or even more than rates at PGI. "Further this is for first time that the Government did not differentiate between poor and rich," he said and demanded that poor must be exempted from paying charges for surgery and other tests at Government hospital.

Though the Sena leader admitted that providing free medical services to all in Government hospital was not possible at the present, he stressed that the rates should be minimum and poor must be exempted from paying the charges.

Lamenting over the virtual mess in GMC and its allied hospitals, Mr Manhas demanded immediate removal of the GMC Principal Dr H L Goswami from his present post.

The Sena leader told media that his outfit has filed an application for seeking Vigilance probe into some GMC hospital scandals, which included paint on chips that cost 9 lakh rupees, last year.

"Paint on chips was virtually wastage of Rs 9 lakhs and hospital authorities have no excuse for this wastage of money," he said and added that the money could have been used for cleanliness or other such purposes.

Mr Manhas further alleged that life saving drugs were not available in emergency of the GMC hospital and the senior doctors also did not attend their duties.

RRL celebrates Foundation Day

JAMMU, Dec 1: Regional Research Laboratory (RRL) celebrated its 11th Foundation Day, here today. This prestigious institution was started 60 years back, it was made a constituent unit of Council of Scientific and Industrial Research (CSIR), New Delhi during 1957 and began to celebrate its founding day from 1991.

On this occasion, eminent scientist, Prof P Balaram, Head Molecular Biophysics, Indian Institute of Science, Bangalore delivered the special lecture on " Information Flow in Biology: From Genes to Proteins".

In his highly scientific and technical lecture, Prof Balaram gave a complete picture of molecular biology and said this is a field of great importance as advances in its knowledge will be of immense benefit.

With the help of slides, he illustrated the growth of knowledge in human genes and proteins over the years and the rapid progress made in the recent past.

Prof R Kumar, Fellow, J N Centre for Advanced Scientific Research, Indian Institute of Science, Bangalore presided over the function. While introducing the speaker, Prof Balaram, Prof R Kumar described him as highly accomplished and decorated scientist whose work in the area of molecular biology has internationally been recognised.

In his welcome address, Dr G N Qazi, Director, RRL highlighted the activities and achievements of this prestigious multi-disciplinary institution. The thrust is on natural product chemistry, bioprospecting of plants and microbial wealth and pharmacology. Special attention is also on societal programmes, he said.

During last one year, Dr Qazi said significant progress has been registered by RRL. He narrated the sector-wise advances made.

Dr Qazi paid tributes to Col Sir R N Chopra, founder of this institution, for his vision and scientific contribution.

Dr O P Suri delivered the vote of thanks.

JAMMU, Dec 1: Dogra Sadar Sabha (DSS) chief and senior Congress leader, Mr Gulchain Singh Charak while hailing the State Government’s decision on conferring powers to the newly constituted Panchayats has demanded that the other demands put forth in recently held Maha Panchayat be also solved.

Mr Charak who was talking to media persons here today, while hailing the decision on behalf of Action Committee of Maha Panchayat however, hastened to term the decision as half hearted.

Highlighting the other issues he demanded constitution of Panchayat adalats, block and district development councils immediately to make the panchayats the true democratic institutions.

He further demanded that the elections in the Panchayats where the polls could not be held during the general Panchayat elections be held at an earliest.

He stressed that the Panchayats be provided with basic infrastructure like telephone facilities, payment of honorarium be paid to sarpanches and panches and inclusion of nambardars as members of panchayats.

Supporting the women’s reservation for the Panchayats, he demanded that their nomination be made in consultation with panches and sarpanches.

He further stressed that the Secondary schools be also brought under the administrative control of Panchayats in the state.

He said the decision of Government regarding conferring of powers to Panchayats was the out come of the efforts of DSS which held a Maha Panchayat here recently.

Mr Charak while condemning the killing of VDC members in Udhampur urged the Government to tighten the security measures and ensure the safety of innocent people in view of the reports that hundreds of Talibans may cross over to Kashmir Valley.

Opposing the Prevention of Terrorism Ordinance (POTO), he said the tourism in the Jammu Province was hit to a great extent after the declaration of Jammu region as disturbed area.

He while blaming the BJP and NC for playing a communal card alleged that Resettlement Act is much dangerous than POTO on the name of which both these parties are exploiting the people.

He said the Maha Panchayat has strongly opposed the Panchayat Act and demanded that Panchayat Raj system in toto be implemented in J&K as in other states of India and all amendments made by the state be withdrawn.

Terming the electoral rolls as fake he demanded that these be properly scrutinized.

HIV Cases on increase

Jammu, Dec 1: The Acquired Immunity Deficiency Syndrome(AIDS) is coming up as a big challenge before our society and massive awareness about the slow killing disease is the most essential requirement of the time.

This was stated by the Minister of Industries and Commerce, Dr.Mustafa Kamal at a symposium held at Government Medical College, Jammu in connection with the observation of World AIDS Day today.

Giving a historic background of the disease, Dr.Kamal said that the very first case of HIV positive was detected in 1986 in Tamil Nadu where an industrial labourer was found to have the germs of the deadly disease. He added that according to a latest survey conducted by the World Health Organisation, the disease has captured as many as 38 million people in different countries. He said that about 1600 cases are being detected positive every day at the international level. The diseases has been spreading with such an intensify that in a single minute 11 persons are being affected by its effected .

The Minister further disclosed that four million people are infected HIV in India. Of these, 90 per cent are below 50. The State of Tamil Nadu, Andhra Pradesh, Karnataka and Manipur have more than 50 per cent such cases at the National level.

The Head of the Department ofMicrobiology, Govoernment Medical College, Jammu, Dr.Mrs. Parveen Kour said that the J&K State AIDS Prevention and Control Society has started VCTC facility in Department of microbiology, Government Medical College, Jammu, Department of Microbiology, Government Medical College, Srinagar and Department of Immunology, Sher-I-Kashmir Institute of medical Sciences, Soura, Srinagar. District Hospitals of Baramulla, Kathua, Udhampur and Doda will also provide counselling facilities, which will enable those desirous of knowing their HIV status. For this purpose, trained Counsellors appointed will impart knowledge to those visiting the centres. Special training will be started to train doctors, Counsellors and NGOs who will be able to cater to the multiple needs and rights of individuals. These centres will lay more emphasis on how to effectively counsel people to reduce stigma and discrimination.

The Principal Secretary Health and Medical Education Department, Mr. H.L.Kadlabju underlined the necessity of launching a comprehensive awareness campaign throughout the society to crate awareness about AIDS. He said that human life is very precious and it should not go waste due to ignorance. He said that preventive measures should be brought in the knowledge of the people specially residing in far-flung and remote areas.

In the symposium Mr. Shidarth Sharma, Miss Shivani Deswal and Miss Sami Seema were adjudged 1st, 2nd and 3rd respectively and were awarded prizes by the Minister.

While speaking at the symposium the Principal Medical College, Jammu, Prof. H.L.Goswami said that AIDS has no curative medicine so only preventive measures should be adopted to control its spread. He said that care should be taken during blood transfusion, so that HIV positive blood should not be taken. He said use of Condoms should also be made to control the disease.

Among others Director Health Services, Dr. Jasbir Singh, doctors, students, Medical College Jammu and prominent citizens were also present.

World AIDS day observed

JAMMU, Dec 1: World AIDS Day was observed in Station Health Organisation (SHO) Satwari near here today which was inaugurated by Brig. Mrs P Arora, Commandant Military Hospital, Jammu.

The speakers laid stress on prevention of HIV epidemic which is growing out of proportion globally.

Quoting UNAIDS they said 36 million people are living with HIV/AIDS and three million are infected every year. They said the India has second highest number of HIV infected cases in South East Asian region.

On the occasion health education lectures were organised for the troops who had come from far flung areas of Jammu Cantonment viz Kaluchak, Sanjuwan and Ridge area. Approximately 1200 people attended the anti AIDS campaign with the theme " I care.... do you".

While stressing on safe sex practice, Lt Col APS Bawa OC SHO said in India four million people are suffering from HIV positive and the prevalence rate is 0.7 percent.

He said this deadly disease can only be kept at bay by taking preventive measures which include that blood transmission should be done at licensed and screened blood banks only and sterilized needles be used for injection purpose.

He said the HIV virus is a missile which will hit the target leading to death ultimately.

Later a quiz competition on AIDS was also organsied to see that how aware the jawans are about the disease. The quiz was organised in a scientific way by Lt. K D Kaul.

Audio visual aids and HIV testing kits and laboratory specimens were shown to the visiting troops to make them conversant with the dreadful AIDS menace.
