Mystery shrouds death of tean-age girl, man

RAMNAGAR, Nov 30: Mystery shrouds the death of a teen-aged girl and a man fathering three children, whose bodies were recovered from village Zaphar in Ramnagar tehsil this morning.

Some villagers spotted the bodies of both teen-aged girl and man lying in forest area of Zaphar village and informed the police about the incident.

Getting the report of incident, a police party led by SHO Ramnagar Sanjeev Mahendra rushed to the spot and took the bodies into custody.

Bodies were shifted to the hospital and handed over to respective families after post-mortem. From the preliminary investigation, it was established that both had ended up their lives by consuming some poisonous substances.

Police said that teen-aged girl Usha Devi, daughter of Purav Singh of Zaphar was tipped for marriage on December 8, but eloped with a man Pappu, son of Chandu Ram of village Thaplal on November 27.

Pappu, a father of three children was working as mason in Zaphar village and used to stay in the house of Purav Singh few days a week for the last so many years and it has been said that the "illicit" relation between Usha Devi and Pappu developed during his stay at the residence of former.

The parents of Usha Devi, even lodged a complaint regarding missing of their daughter. This morning, some villagers spotted bodies of both in the forest areas of the village and informed the police.

From near the bodies, a suicide note, two bottles of Baygon Spray, some food items and a bottle of wine were recovered. In the suicide note, they had written that they wanted to marry but the parents of the girl were not allowing them to do so that is why they were committing suicide. The duo expressed their failure to face the wrath of parents of girl and villagers.

A case has been registered under Section 174 RPC and further investigations were on.

Rather, Sadhotra pays tributes to Baba Jittoo

JAMMU, Nov 30: The Finance Minister, Mr Abdul Rahim Rather and Minister of State for Rural Development, Mr Ajay Sadhotra today visited Jihri Mela and paid glowing tributes to Baba Jittoo, the great revolutionary who had throughout his life relentlessly championed the cause of toiling masses and had made supreme sacrifices in his struggle for the rights of peasantry.

The Ministers visited the stalls that had been set up by the various departments highlighting the achievements in various economic sectors. The Ministers evinced keen interest in the exhibits that had been put up and appreciated the achievements registered in various sectors of economy in the State.

A special function was organized on the occasion. The Finance Minister was the Chief Guest. The Minister of State for Rural Development presided the function. The District Development Commissioner, Jammu, Mr Rohit Kansal and senior functionaries of District Administration were present.

The Finance Minister distributed the prizes, instituted by the Agriculture Department, amongst those whose exhibits had been declared the best.

Misuse of POTO would not be allowed- Sagar

KUPWARA, Nov 30: The Minister of Works, Mr. Ali Muhammad Sagar and Minister of State Law and Parliamentary Affairs, Mr. Mushtaq Ahmad Lone to-day visited the far-flung area of Machil in district Kupwara to have an on the spot inspection of works and availability of essential commodities. They were accompanied by the District Development Commissioner, Kupwara, SSP, Kupwara and other district officers.

Addressing a largely attended public gathering at Dudi the Works Minister said that no authority would be allowed to misuse the POTO in the State. Referring the instructions of Chief Minister in yesterday’s cabinet meeting, Mr. Sagar said that the house sealed off at Safakadal would be handed over back to its owner.

Responding the local demands, Mr. Sagar said that the vital road link from Pushker to Dudhi would be completed under NABARD assistance of Rs.2.30 crore. He said water supply schemes for Dudhi and Chuntiwan would be executed at a cost of Rs.78 lacs. He also enumerated the development and welfare process launched in far-flung areas during last five years.

Earlier, the Minister of State, Mr. Mushtaq Ahmad Lone in his address appealed people to be cautious against nefarious designs who are bent upon to dismay the image of present Government. Condemning the attitude of opposition leader’s, Mr. Lone said that the people who are real judge should analyse the performance of the Government at ground level.

Later, the Ministers along with officers of district administration inspected several ration depots and other Government offices.

JAMMU, Nov 30: To create awareness about AIDS among the common masses, Acharaya Shree Chandra College of Medical Sciences, Sidhra and Lions Club Jammu Royal organised a rally today. The programme was jointly sponsored by Lions Club Jammu Royal and Jay Pee Share Shoppee.

The rally was organised to create the awareness about the deadly disease AIDS. The rally started from Indra Chowk and after passing through Jewel Chowk, Hari Market, Raghunath Bazar, Purani Mandi, Link Road, Jain Bazar, Chowk Chabutra and culminated at Mubarak Mandi.

Mr H L Maini of Acharaya Shree Chandra College of Medical Sciences flagged off the rally which was a peaceful procession and passed through different bazars spreading message of AIDS awareness among the people.

Doctors, Head of the Departments, medical students, nurses and many school and college students took part in the procession holding banners with different slogans.

Mr Sanjeev Soni, president of the Lions Club Jammu Royal alongwith his team was leading the procession. Lions Club is also involved in other events like quiz, poster competition, debate, eassy writing on AIDS.

Later, members of Lions Club distributed refreshment among all the participants.

Prominent among others who took part in the rally were Messrs Rajesh Gupta, Sanjay Nagpal, Yudhvir Sethi, Sanjay Mahajan, Amit Jandial, Shant Sagar, N K Rohmetra, Sanjay Langer and Ajay Kapoor.

Touching farewell accorded to Xen A G Kohli

KATRA, Nov 30: Officers and officials of Shrine Board today gave a touching farewell to Mr A G Kohli, Executive Engineer, PHE Division, Udhampur on his attaining the age of superannuation after rendering 32 years of service in various assignments.

As per a release, authorities of Shrine Board remember the last year crises of water and said that the PHE Department created a history by providing water supply to Shrine Board by commissioning four stages lift water supply scheme in a shortest possible time.

The Shrine Board authorities presented a memento to retiring engineer. The function was presided over by Dr S S Bloeria, IAS, Chief Executive Officer, Shrine Board Katra.

This memento is given for the first time to any officer other than Shrine Board officers and officials.

Meanwhile, Mr Gopal Bakshi, president PHE Workers Welfare Association also gave warm and touching farewell to Mr A G Kohli, Executive Engineer. He lauded the services rendered by retiring Engineer and wished him happy and healthy post-retirement life.

Water Works PHE Employees Association under the chairmanship of Mr Som Nath, district president Udhampur gave warm send off to Executive Engineer Mr A G Kohli.

Jandiyal Sabha elects body

JAMMU, Nov 30: Mr Satish Jandiyal of Jammu International Hotel was elected the new president of the All Jandiyal Sabha, the elections of which were held on the occasion of its annual congregation here today.

The elections were conducted by Mr Vijay Gupta in his capacity as Election Commissioner of the Sabha. Mr Subash Jandiyal of M/S Professional Couriers, Kachi Chawni, Jammu was elected as the new general secretary of the Sabha. Both of them will hold their offices for next one year term.

The house also authorised the newly elected president and general secretary to constitute their executive in accordance with the provisions of the Constitution of the Sabha.

Meanwhile, 25,000 devotees participated in the annual congregation of the Sabha which was held at Devsthan of Baba Sahaj Nath Ji (Gole Talab Tillo near here.

A free langer (Preeti Bhoj) was also held besides religious ceremonies like Mundan etc were also performed.

The flag hoisting was done by the out going president Mr Subash Gupta when among other personalities Messrs Vijay Gupta, Ex Chairman of the Sabha, Kastoori Lal Gupta, ex vice president , Kuldeep Jandiyal of (Bombay Boot House) were also present.

DDB Baramulla fixes sectoral allocations and priorities
Ramzan for greater transperancy in execution of works

JAMMU, Nov 30: The District Development Board, Baramulla met here today under the chairmanship of Agriculture Minister, Ch. Mohammad Ramzan, who is also the chairman of the Board, to discuss sectoral allocations and fix priorities for the additionality of Rs. 10 crore provided to the District over and above the current year’s Annual Plan.

The current year’s Annual plan was earlier fixed at Rs. 61.65 crores for the district with a capital component of Rs. 22.86 crore. By the end of October last over Rs. 28.33 crore have been expended on various schemes.

The Speaker, J&K Legislative Assembly, Mr. Abdul Ahad Vakil, Education Minister, Mr. Mohammed Shafi, Industries and Commerce Minister, Dr. Mustafa Kamal, Maulana Iftikhar Hussain Ansari, Mr. Mohammad Dilawar Mir, Mr. Ghulam Rasool Naz, Mr. Mohammad Maqbool Lone, Mujahid Mohammad Abdullah, Mr. Faqir Mohammad Khan, Mr. Javid Ahmed Shah, Legislators and senior officers of the district administration took part in the meeting.

Out of Rs. 10 crore additionality, the Board decided to earmark Rs. one crore for the construction of distric hospital, Baramulla the commitment for which was made by the Chief Minister himself during the district development board held under his chairmanship in August last.

The Board discussed the constituency wise need based proposals for the additionality and agreed to the proposals put forth by the respective legislators. Barring Gurez-Constituency, the remaining nine other constituencies of the district would get an additionality ranging between Rs. 77 lakhs to Rs. 98 lakhs over an above the sanctioned plan.

Out of the additionality of Rs. 10 crore, the Board earmarked Rs. 191.29 lakh for PHE, Rs. 240 lakh for R&B, Rs. 111.55 lakh for education, Rs. 104.70 lakh for minor irrigation, Rs. 10 lakh for UEED, Rs. 10 lakh for afforestation in degraded forests, Rs. 10.61 lakh for providing marginal money and interest subsidy to unemployed youth for establishment of different units.

In the PHE sector, Water Supply Scheme Pattan alone has been provided Rs.30 lakh for the current year. The other schemes prioritized for the additionality include water supply schemes like Ladoora, Laiser Handipora, Veerinar, Najibhat, Sonawari, Shiva, Uri.

For providing better road communication facilities, pre-requisite for the overall socio-economic development, a sizeable amount of Rs. 240 lakh has been set apart out of the additionality. The amount would be spent on upgradation and improvement of different roads. Similarly, in the minor irrigation sector, various projects like Zaloora- Gujjarpati, Badshah pond phase-I are being taken up at a cost of Rs. 18 lakh. The phase-I of the Badhshah pond is expected to be completed this year, while the height of the Tarzoo Veer would be increased to accommodate more water for irrigation purposes. Special care has been taken to augment irrigation facilities in the most drought hit Tehsils of Sonawari and Bandipora.

The Board also decided to earmark an additionality of Rs.111.55 lakh for the education sector for construction of additional accommodation and laboratory blocks in various schools. This additionality include Rs. 8 lakh for purchase of Science equipments. Similarly, Rs. 10 lakh has been approved for Khoja Bagh Baramulla and Arampora-Sopore drainage schemes which on completion would benefit 14,000 souls.

The Board also approved an outlay of Rs. 22 lakhs for Town Area Committees of Baramulla and Sopore to accommodate works of urgent and emergency nature.

The Board asked the District Development Commissioner to explore the possibility of solar light system in Gurez as no other work could be taken up in the area in view of the winter season. The Board felt the need for constituting a nodal agency to monitor the electricity supply position in the district.

It was revealed that work on 35 kms. Sumbal-Bandipora road taken up at a cost of Rs. 18 crores is in full swing. Thirty km of the road has been mettled, while over 18 kms. has been macadamized so far at a cost of Rs. 10. 67 crore.

The Speaker, Mr. Vakil stressed the need for according priority to the development schemes in such far-flung and backward areas, which have remained neglected over the years. In this connection he referred the instance of Rampora-Rajpora village. He said the objective of the planning is to provide maximum development benefits to the general public and laid stress on improving the public utility services.

The Education Minister, Mr. Shafi asked the legislators to prioritize one middle school in each constituency that could be upgraded to Lower High School during the current year. He asked the DDC to finalize the land compensation cases son priority.

The Industries Minister, Dr. Mustafa said the thrust should be given on completion of various irrigation and communication schemes in his constituency.

The Agriculture Minister, Ch. Mohammad Ramzan laid stress on monitoring of works and judicious use of resources. He said the funds earmarked for any particular scheme should be exclusive spent on it and the targets fixed for the current year achieved in full without compromising the quality of work.

The Chairman said the additionality has been provided to boost the development activities in the district and every effort by the field functionaries should be to come up to the people’s expectations. For restoration of electricity in Rampora-Rajpora village of Sopore constituency, Rs. 8 lakhs would be spent during the current year, he added. He laid stress on proper survey of each and every scheme besides computerizing data regarding availability of funds, cost of scheme, expenditure, date of completion etc. saying that this would bring greater transparency in the execution of works.

Earlier, District Development Commissioner, Baramulla, Mr. Naveen Choudhary said that out of the total Plan allocation of Rs. 61.65 crore for the current year, Rs. 29.70 crore has been earmarked for social and general services, Rs. 13.66 crore for agriculture, Rs. 11.19 crore for communication and Rs. 5.35 crore for rural development sectors. He said Rs. 28.33 crore have already been expended till last October and assured the board that the balance amount would be spent before the close of the current financial year.
