Legislation to make PCB clearance mandatory for new industry: Farooq

JAMMU, Aug 17: Chief Minister Dr Farooq Abdullah today announced that legislation would be brought in the legislature for giving more teeth to pollution control board (PCB) for environmental protection in the State.

‘Under the law it will be made mandatory for the new industrial units to seek clearance from the Board before availing of incentives like permission for power etc’, the Chief Minister said after inaugurating PCB administrative cum laboratory complex here this afternoon. This will greatly help in plugging environmental hazards dangerous for the human growth, he added.

Dr Abdullah said the level of pollution is increasing alarmingly and if corrective measures are not taken it could engulf cities like Jammu and Srinagar also. Though the measures like CNG has reduced the level of pollution in Metropolitan City of Delhi, the situation is not as alarming here, he said, calling for earnest measures to check this menace.

The Chief Minister hoped that the PCB would equip its laboratories with quality machinery for ensuring credibility of tests. People must nurture faith in its efficacy that will leave a lasting impact for environmental awareness, he said while impressing upon creating massive awareness programme about ecological balance.

Referring to the measures taken for afforstation in the state, the Chief Minister said that funds would not come in the way of planting more trees and preserving the green gold. He said the demand for Rs 20 crore projected by the forest department has been considered for the current year and funds would be made available in future also for the purpose. He gave instructions for undertaking research for introduction of fast growing species of trees, tissue grass etc.

He said preservation of water bodies, forests and environment is imperative for overall growth of the State. ‘This we owe to posterity’, he said and pointed to the help being sought from Norway and other countries in this regard. He said the Chief Secretary would be meeting the Norwegian Ambassador in this regard soon. Further assistance from countries having temperative and environ akin to our State, can also be sought, he added.

The Chief Minister impressed upon the forest department to utilize the services of forest protection force to optimum level for booking timber smugglers, poachers etc.

Dr Abdullah also referred to the measures being taken for steering the state to progress and development. He asked the PDD to prepare a blue print for underground cabling in Jammu and Srinagar to ensure smooth flow of power and plug its pilferage. He also called for speedy implementation of waste management schemes so that domestic refuse etc is treated. He complimented JKPCC for splendid work and hoped that the J&K PCB will ensure its proper upkeep.

Speaking on the occasion, the Minister for Forests Peerzada Ghulam Ahmed Shah said that Jammu and Srinagar are most pollution infested cities in the state. A report on the pollution level in these cities will be available within six months.

The Minister said the infrastructure of the state pollution control board has been upgraded and strengthened in recent years to streamline its functioning. He also detailed out measures taken for protection of forests and environment in the state.

Minister for Finance Mr Abdul Rahim Rather, Minister for Works Mr Ali Mohammad Sagar, Minister for Sports, Youth Services and Labour, S. Harbans Singh, Dy. Chairman, Legislative Council, Mr. C.L. Khajuria and several legislators were present on the occasion.

Earlier, the Chief Minister inaugurated ‘Parivesh Bhawan’, the office and laboratory complex of Jammu and Kashmir Pollution Control Board. The 2-storey complex has been constructed by the JKPCC at a cost of about Rs 1.48 crore. Besides administrative block, the complex houses air, water, noise pollution and micro-organism laboratories and conference hall. The Chairman, J&K PCB Mr P P Sharma, in his welcome address, gave the resume of the activities and said that the organisation has been reactivated to create massive awareness about pollution and checking it all over the state.

The Chief Minister released the quarterly news-letter of the board ‘Survival’ and presented its copies to the ministers present.

Chief Minister appeals KP’s to repatriate to Valley

Udhampur, Aug 17: The Chief Minister, Dr.Farooq Abdullah has today called upon the Kashmiri migrants to return to their homes and hearths as Kashmir is incomplete without them.

Addressing the Kashmiri migrants at Batal Balian migrant camp in Udhampur district, the Chief Minister said that the Government will ensure every assistance for their safer rehabilitation in the Valley. He said that a number of incentives would be provided for rejuvenating the old glory of the migrated families. The Chief Minister said that a special drive would be launched to provide employment opportunities to the youth of the community.

The Chief Minister called upon the Kashmiri Pandits to constitute temple management committee on the pattern of Gurudawara Prabandak Committee for the management and up keep of temples in the valley. Adequate financial assistance would be provided by the government, he added. The Chief Minister said that relief will also be provided to the next of kins of three migrants of the camp who were killed in the Sher Bibi accident.

The Works minister, Mr. Ali Mohammad Sagar who also accompanied said that Rs.2.62 crore drinking water supply scheme of Batal Ballian will be completed by November 15.

The Chief Secretary, Mr. Ashok Jaitly, Advisor to Chief Minister, Mr. Satish Raina, Relief Commissioner, DDC, Udhampur and other senior police and civil officers were also present.

Later, the Chief Minister accompanied with Works Minister, Dy. Chairman Legislative Council and Chief Secretary visited Katra. A deputation of Baridars led by its President , Mr. Sher Singh called on the Chief Minister and discussed their problems. They demanded priority of jobs in the Shrine Board. The Chief Minister assured them that their genuine demands would be fulfilled on priority basis.

Contingency Plan for the sale of Petroleum products discussed

Srinagar, Aug 17: A meeting under the chairmanship of Divisional Commissioner, Kashmir, Mr. Khurshid Ahmad Ganai was held here today to discuss the contingency plan for the sale of petrol and diesel in the Valley in view of strike call given by the J&K Petroleum Dealers Association from August 19,2001 mid-night. Apart from the Deputy Commissioners, of Srinagar and Budgam, the meeting was attended by the Commissioner, Food and Supplies and DIG, Police, Srinagar - Budgam,

It was informed in the meeting that the stock position of petroleum products in the Valley is quite satisfactory. However, as a part of contingency arrangements, a number of sale outlets for the sale of petrol and diesel have been notified and therefore the strike call will hardly affect the sale of petroleum products in the Valley.Moreover,8 SRTC Petrol Pumps will also be utilized to supplement the sale of petrol and diesel for the private vehicle owners.

Security arrangements will be made to ensure smooth sale of petrol and diesel at the notified retail outlets as also avoiding over crowding of vehicles. Similarly, sufficient number of oil tankers to carry petrol and diesel from the supply point to the sale outlets has also been arranged in advance.

Saviour of Kashmir remembered at Boniyar-Uri

Rajendra Singh, MVC, Saviour of Kashmir and first post independence recipient of gallantry award Mahavir Chakra posthumously for his courage, supreme sacrifice and leadership by Lt. Gen. S. S. Grewal, PVSM, the Adjutant General and Colonel of the Regiment of J&K Rifles and the Ladakh Scouts at his recently renovated memorial at Boniyar on Baramulla - Uri road today.

Senior officers of the Dagger Division, local MLA, Mr. Muhammad Abdullah Mujahid, MLC’s and officers of the district administration were present on the occasion.

Paying tributes to Brig. Rajendra Singh, Lt. Gen. S. S. Grewal said the Brig. as Chief of the J&K State Forces staff was tasked to prevent Pak invaders from crossing over to the valley along Uri- Boniyar link, played a historic role in defending the motherland and by his undaunting courage, sucessfully repulsed the invaders till arrival of the reinforcement.

Mr. Grewal said the Brig. And his 100 valiant soldiers fought four successive bloody battles viz Battle of Garhi, Uri, Mahura and Boniyar in a span of four days with 6000 strong Pakistani soldiers and during these fights, the enemy was forced to recoil. While fighting the Kabaillis the brave soldier, who hailed from Baghoona, in tehsil Samba, Jammu laid down his life at Boniyar- Uri road on October 27, 1947. He said that Brig. enabled Maharaja Hari Singh to accede to Indian Union and get reinforcement and also enabled Sheri Kashmir, Sheikh Muhammad Abdullah to organize his people to defend the State.

He said, the Nation salutes the gallant Hero, who has been rightly called the "Saviour of Kashmir".Lt. Gen. Garwal informed that as a mark of respect to the Regimental Hero, 8 JAK RIF during their tenure at Baramulla, undertook the task of renovation of the memorial, assisted by 101 Engr Regt under the guidance and assistance of Major General G.S. Jamwal, AVSM (Retd) MLC and Secretary J&K Ex-services league.

JAMMU, Aug 17: As part of the Independence Day celebrations, an impressive composite mushaira was organised by the J&K Academy of Art, Languages and Culture in collaboration with North Zone Cultural Centre, at Abhinav Theatre , here this evening.

Renowned poets of Urdu, Hindi, Dogri, Gojri and Punjabi from recited their poems in the poetic symposium. Patriotic fervour marked their poetic compositions and won the applaud from the audience.

Among those who regaled the audience with their poetic recitations included: Darshan Darshi, Romal Singh Bhadual in Dogri, Malik Ram Anand, Vidya Rattan" Assi" Arsh Sehbai, Prof Khurshed Hamra, Balraj Bakshi in Urdu, Dr Ashok Jerath, Rattan Lal Shant as also Des Raj Danish, Hardeep Kaur in Punjabi.

Other poets who made their impressive presentation were Usha Kiran, Pawan Khajuria, Hardyal Singh Rehbar, Barkat Ali Bagari, Vijay Sharma, Sheikh Mohd Kalyan, Rajpal Singh Mastana, Shanjeo Bhasin, Amar Singh Kooka and Darshan Singh Sharaf.

Famous poet Prithpal Singh " Betab" presided over the composite mushaira. Cautioning against the dangers and difficulties before the nation, he called upon the writers and poets to take a lead in safeguarding the hard-won freedom.

A total of 21 poets participated in the mushaira and won repeated appreciations from the audience.

Div Comm inaugurates children’s corner at Amar Singh Club

JAMMU, Aug 17: Mr Anil Goswami, Divisional Commissioner Jammu and vice-president of Amar Singh Club, Jammu inaugurated the newly made library and childrens' corner at the Club today evening.

A large number of members and their families attended the function which was followed by Bumper Tambola with attractive prizes. The Secretary of the Club Mr Siddharth Sharma and members of the Executive Committee welcomed the vice-president and apprised him of the on-going development works of the Club.

The library of the Club has been started with donation of a large number of books by members. It is planned to add a computer with internet service in near future for the convenience of members, which will be part of the library.

The children’s corner has been developed to provide indoor games like Table Tennis, Carrom, Chess and darts.

The Secretary Mr Siddharth Sharma disclosed that very shortly the Club is starting work on a heated swimming pool and health club with all modern facilities.

Mr Anil Goswami appreciated the efforts of the Executive Committee in the development of the Club.

Road blockades in Kathua

KATHUA, Aug 17: The irate mob blocked the traffic at different places here today in protest against the erratic power supply and attack by some urchins on two auto mechanics.

The residents of Ward No 8 and 9 of Parliwand today held a demonstration and blocked road at Old Bridge in protest against the power crisis in the locality for last five days the protestants who were led by Naresh Sharma of Congress shouted slogans against the PDD authorities. Later they lifted the blockade on the assurance of PDD authorities that the power supply will be restored in the area by the evening.

Another road blockade was held by the irate members of Auto Mechanics Union in protest against the thrashing of their two members Messrs Kamal and Kailash by some urchins two days back and failure of police to arrest the culprits.

The Union members also observed a day long strike and later blocked the road in front of D C Office for over two hours. The blockade was only lifted by them on the assurance of SHO Kathua that the culprits will be booked by him and action taken as per law against them.

One killed, 50 injured as bus falls into 100 ft deep gorge

UDHAMPUR, Aug 17: One person was killed and 50 others sustained injuries, eight of them critically, when a bus in which they were traveling fell into 100 feet deep gorge near Chenani this morning.

The ill-fated bus bearing registration number JKU-4045 was on its way from Sudhmahadev to Udhampur when its driver lost control over the vehicle as a result of which vehicle skidded off the road and rolled down into 100 feet deep gorge.

Getting the report of accident, police party from Chenani rushed to the spot and started rescue operation with the help of locals. All the injured were evacuated from the gorge and shifted to Chenani Hospital where doctors pronounced one of them as brought dead.

Doctors in Chenani Hospital referred eight of the injured to District Hospital Udhampur keeping in view their deteriorating condition.

The deceased has been identified as Isher Dass, son of Shatru Ram of Latti Pul, Ramnagar. Implementation of Phase-II
AIDS Control Society to get Rs 4 lakh

Jammu, Aug 17: J&K State AIDS Prevention and Control Society will get Rs. four lakh for implementation of the National AIDS Control Programme phase-II during the current financial year.

According to the Project Director, of this amount Rs. 347.60 lakh have been approved for the current year’s action plan. Another Rs. 52 lakhs will be provided for Family Health Awareness Campaign being launched in December this year.

Rs. 140.72 lakhs have been allocated for preventive interventions for the general community which will lay stress on Blood Safety including laboratory supplies and consumables and remuneration of Laboratory Technicians etc. Besides a sum of Rs. 50.72 lakhs is also provided for establishment of blood banks (for civil works). During the year, eight Voluntary Testing and counselling Centres will be operational in the State. Three centres already stand established at Department of Microbiology, Srinagar and Jammu and Department of Immunology, Sher-i-Kashmir Institute of Medical Sciences, Soura, Srinagar. Five Voluntary Testing and Counselling Centres will be established in District Hospitals of Udhampur, Doda, Leh, Baramulla and Kathua.

For the priority targeted interventions against HIV/AIDS, Rs. 82.25 lakhs have been allotted. This will include minor civil works, grants for Sexually Transmitted Diseases Clinics for purchase of drugs, consumables, medicines and purchase of equipment of new STD Clinics. This will also include financial support for targetted intervention and consultant services.

Under the Institutional Strengthening Component for which Rs. 112.63 lakhs have been allotted. Major focus will be on training of medical and paramedical staff up to PHC level which could be completed by the end of current year. Operating and maintenance cost in addition to surveillance which include providing of test kits and supplies of five existing centres will also be covered under this head.

IEC and awareness will figure in the Intersectoral collaboration for which Rs. 10 lakhs have been allotted. Under intersectoral collaboration which will involve different agencies to carry out the awareness campaigns main thrust would be on collaboration with Police and Jail departments, para military forces, the transport sector and the industrial sectors.

All Parties Jammu Statehood flay CM’s remarks

JAMMU, Aug 17: All Parties Jammu Statehood Movement has sharply criticised the Chief Minister, Dr Farooq Abdullah for his remarks about the movement on trifurcation of J&K in his Independence Day speech.

As per a release, the representatives of various constituents of APJSM held a meeting here today which described the outbursts of Dr Abdullah against Jammu statehood Movement as the outcome of his frustration over the movement getting momentum in all the districts of Jammu and among all sections of the people in the region. It termed the remarks of the Chief Minister totally misleading.

It said the Chief Minister has tried to mislead the people by describing the movement as communal and reacting to it on religious lines by stating that it will create bad blood between Hindus and Muslims and divide them.

The Movement said the fact is the Muslims of Rajouri , Poonch and Doda as well as those in the Hindu majority areas of Jammu region are fully backing the movement.

It said on the contrary, Dr Farooq Abdullah, his ministers and NC leaders only betray their communal mind set by airing false fears of religious divide. The Jammu statehood leaders said that these polemics of Dr Abdullah will not mislead Hindus, Muslims, Sikhs and Christians of Jammu who are determined to unitedly fight for the achievement of the objective of Jammu statehood. The leaders dared Dr Abdullah to have public debate with them on the subject.

The meeting which was attended by Messrs Yash Bhasin, Prof Virender Gupta, Dhanraj Bargotra and others also decried the Chief Minister for demanding greater autonomy for the state.

Hussain, Bukhari’s induction as ministers hailed

RAJOURI, Aug 17: Pahari Cultural and Welfare Forum district Rajouri comprising of prominent citizens, intellectuals and stalwarts of this Movement have hailed the decision of Chief Minister Dr Farooq Abdullah to induct veteran NC leader and MLA Darhal Ch. Mohd Hussain and Surankot MLA Mushtaq Ahmed Bukhari as ministers.

As per a release, a meeting of the Forum members held here today in which the they extended gratitude to the Chief Minister for providing representation to Rajouri-Poonch districts. The members said that CM should fulfill his commitment to provide ST status to Pahari speaking people of Rajouri-Poonch, Uri and Karnah.
